Shri Rajiv Jalota is a Master of Science in ChemistryfromLucknow University.

He joined the prestigious Indian Administrative Service in 1988 and is currently working in the Rank of SecretarytoGovernmentofIndia.

Shri Rajiv Jalota belongs to Maharashtra cadre of IAS and worked as CEO of Zilla Parishad, Osmanabad; District Collector of Yavatmal and Latur districts in his initial years. While in service he completed his Masters in International DevelopmentPolicyfromDukeUniversity,USA.

On his return from the USA, Rajiv worked as Managing Director, SICOM followed by a full stint as Chief Executive Officer of Maharashtra IndustrialDevelopmentCorporation(MIDC).

He introduced the Capital Value System in Property Tax in Mumbai and also successfully implemented GST in Maharashtra State. He was awarded with the Prestigious PM Award for

Drewry: World Container Index down by 3.5% last week

LONDON: Drewry’s composite World Container Index decreased by 3.5%to$1,535.75 per40ftcontainerlast week.

Drewry’s detailed assessment for Thursday, 22June2023

• The composite index has decreased by 3.5% to $1,535.75 last week, and has dropped by 78.9% whencomparedwiththesameweeklastyear

• The latest Drewry WCI composite index of $1,535.75 per 40-foot container is now 85% below the peak of $10,377 reached in September 2021. It is 43% lower than the 10-year average of $2,688, indicating a return to more normal prices, but remains 8% higher thanaverage2019(pre-pandemic)ratesof$1,420.

• The average composite index for the year-to-date is $1,822 per 40ft container, which is $866 lower than the 10-yearaverage($2,688mentionedabove).

• The composite index decreased by 3.5% to $1,535.75 per 40ft container, and is 78.9% lower than the same week in 2022. Freight rates on Shanghai –New York dropped 7% or $190 to reach $2,543 per feu. Similarly, rates on Shanghai – Los Angeles fell 6% or $104 to $1,642 per 40ft box. Also, rates on Shanghai –Genoa slid 3% to $2,075 per 40ft container. Freight rates on Shanghai – Rotterdam contracted 2% or $33 to $1,316 per feu. On the contrary, rates from New York –Rotterdam and Rotterdam – New York inched up by 2% and 1% to stand at $793 and $3,226 respectively. However, rates from Rotterdam – Shanghai and Los Angeles – Shanghai remained stable at the previous week’s level. Drewry expects East-West spot rates to riseagainonmostroutesinthenextfewweeks.

Commerce & Industry Minister endorses FFFAI & Customs Brokers' important role to partner with Government in transforming the ecosystem of Export Import trade

India-UAE sign pact for AEOs for faster customs clearances

NEW DELHI: India and UAE recently signed Mutual Recognition Arrangement (MRA) for Authorised Economic Operators (AEOs) of both countries, the CBIC said. The AEO programme enables Customs administration to identify safe and compliant exporters and importers and to provide them better facilitation. Under MRA, Customs authorities recognise AEOs of both countries, which in turn helps expedite customs clearances.

“In pursuance of greater trade facilitation & ease of doing business, India & UAE signed the Mutual Recognition Arrangement for Authorised Economic Operators of both countries today, on sidelines of the 141st/142nd sessions of WCO Customs Co-operation Council meeting, in Brussels,” the Central Board of IndirectTaxesandCustoms(CBIC)tweeted.

EarlierinSeptember2021,IndiaandtheUShadsigned a MRA AEO. The Customs authorities of both countries havealreadyevaluatedeachother’sAEOprogrammeand

is working to quickly implement the reciprocal arrangementforauthorisedeconomicoperators.

ECGC Ltd. to provide enhanced cover under the policy covers issued to exporters

NEW DELHI: Union Minister of Commerce and Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal lauded the support and encouragement provided to exporters by ECGC Ltd. Addressing the media in New Delhi, the Minister emphasized the importance of transparency and simplification of procedures and said that all the procedures at ECGC Ltd. will be made completely digital in the next few months. The Minister said that the digitisation of processes at ECGC will enhance the convenience for the exporters. Shri Goyal also said that a newgrievanceredressalmechanismatECGCLtd.will be established where a Live video-conference facility will be availabledailyforonehouronthewebsiteofECGCLtd.

Last year ECGC Ltd. extended cover under Export Credit Insurance for banks (ECIB) scheme for the accounts with export credit working capital limits up to Rs. 20 crore sanctioned by the banks (excluding Traders and GJD Exporters) with enhanced cover of 90%. Four banks namely SBI, Central Bank of India (CBI), BankofMaharashtraandSaraswatBankhavesofaropted for the enhanced cover. The experience under the cover has been satisfactory in terms of low default ratio in the last one year. Shri Goyal said that the extended cover under the scheme has resulted in easing of interest rates onthecredit/loansobtainedfromthebanks.

The Minister announced that the benefit of the enhanced cover will be extended to the accounts with limits up to Rs. 50 crore for above four banks without any additional cost. It is expected that around 3000 exporterborroweraccountswillbenefitfromthis.

For nine banks where six-year claim to premium ratio (CPR) is less than 70%, cover for accounts with

export credit working capital limits up to Rs. 20 crore will be offered enhanced cover of 90% without any additional cost provided the banks are extending the export credit at an interest rate corresponding to the accounts rated ‘AA’ (or with equivalent rating). Around 3000 exporterborrower accounts will be supported by the enhanced cover under WT-ECIB for such banks. This product was first of its kind in the export credit insurance industry all across the globe. The product facilitates the borrower accounts to be treated equivalent to ‘AA’ rated accounts withreducedcostofexportcredittotheexporters.

ECGC Ltd. will provide enhanced cover under the policy covers (providing protection against commercial and political risks on account of the overseas buyers) issued to the exporters in the policies available for sale in all the channels. 100% cover will be provided for existing policyholders where ‘No Claim Bonus (NCB)’ is 50% and the policy proposal has been received directly from the exporters and not through insurance brokers. 5% additional cover under the policies will be given where the proposal is received directly from the exporter and not throughinsurancebrokers.

During FY 2022-23, ECGC Ltd. supported more than 16,000 exporters with an aggregate value of business covered to the tune of Rs.6.68 lakh crore. CMD, ECGC Shri M. Senthilnathan said that the business covered valueisexpectedtoincreasetomorethanRs.10lakhcrore inthecurrentFY.

ECGC Ltd. envisages to provide claim and other insurancerelatedservicestoexportersandbanksdigitally after implementation of the upgraded software system (ERPsystem)whichislikelytobeimplementedwithinthe nextsixmonths.

CBAM framework to impact India's 15-40% of steel export to Europe: ICRA

MUMBAI:TheCarbonBorderAdjustmentMechanism (CBAM) framework will impact India's 15-40 per cent of steelexportstoEurope,ICRAsaidrecently.

The impact will be seen from the calendar year 2026 to 2034,theratingagencysaidinareport.

The European Union (EU) is introducing the CBAM fromOctober1thisyear.

ICRA said the EU is the second largest steelconsuming block globally. It recently signed the mechanism laying the framework for the imposition of taxes on embedded carbon imports from six sectors,

which includes steel, aluminium, cement, hydrogen, electricity,andfertiliser.

"...CBAMcompliancerequirementscouldpulldownthe profitsofIndiansteelexportstotheEUbyUSD60-165/MT between CY 2026 and CY2034. CBAM to impact between 15-40 per cent of India's annual steel exports which are made to Europe. Failure to reduce the carbon footprint mayresultinlowerprofitsinEUmarkets,"itsaid.

According to ICRA, India exports up to 3-5 million tonnes of finished steel to Europe every year. India produced122MTfinishedsteelinFY2022-23.

Piyush Goyal highlights resolution of six outstanding WTO disputes between US and India through mutually agreed solutions

NEW DELHI: Union Minister of Commerce and Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal has highlighted the resolution of six outstanding World Trade Organisation (WTO) disputes between US and India through mutually agreed solutions as jointly communicated by the Prime Minister of India, Shri Narendra Modi and President of the United States of America, H.E. Mr. Joseph Biden during the official state visit of the Prime Minister to the USA. While interacting with the media today in New Delhi, the Minister lauded the visionary leadership of the leadersofbothcountriesintakingthis historic decision, which enhances the trust and partnership between the twocountries.

The six trade disputes that will be terminated are as follows. Three of them have been filed by India against the USA namely, Countervailing Measures on Certain Hot-Rolled Carbon Steel Flat Products from India (Ds436); Certain Measures

Relating to the Renewable Energy Sector (DS510); and Certain Measures on Steel and Aluminum Products (DS547). While the other three disputes, which have been filed by the USA against India are: Certain Measures Relating to Solar Cells and Solar Modules (DS456); Export Related Measures (DS541), and Additional Duties on Certain Products from the United States (DS585).

Shri Goyal said that India and the US have actively engaged in discussions during the last two years to terminate these six outstanding disputes at the WTO. These disputes have been filed by India and the US over a decade, representing certain key sectors of the economy such as steel, aluminium, renewable energy, solar products, and certain key export-related measures. This Mutually Agreed Solution (MAS) negotiated by both sides marks the culmination of protracted negotiations, and it is unprecedented in WTO history.

Asapartoftheagreement,theUS has agreed to grant market access to steel and aluminium products under theexclusionprocessofSection232of the Trade Expansion Act 1962. India has agreed to remove the additional duty, i.e., retaliatory tariffs on certain products. However, the prevailing basic import duty on these products applicabletoallimportswillcontinue.

This market access will restore opportunities for Indian steel and aluminium exporters, which were restricted since 14th June 2018 because of the US 232 measure under which additional duties of 25% and 10% were levied on steel and aluminiumproductsrespectively.

Aspartofthemarketaccess,going forward, the US Department of Commerce will clear 70% of steel and 80% of aluminium applications for products originating in India. These applications will be made under the exclusion process of Sec. 232 by the importers on behalf of the exporters. It would provide significant impetus to raise India's Steel and Aluminium exportsbyabout35%.

India and U.S. to discuss GSP restoration issue to find solution : Piyush Goyal

NEW DELHI: India and the U.S. have agreed to discuss New Delhi’s demand for restoration of GSP benefits to domestic exporters and now both sides will commence discussions to find a solution, Commerce and Industry MinisterPiyushGoyalsaidonJune23.

The previous Trump administration in the U.S. revoked the Generalized System of Preferences (GSP) from India in 2019. The GSP allows eligible developingcountriestoexportduty-free goodstotheU.S.

About 1,900 Indian products from sectors such as chemicals and engineering were getting duty-free access to the US market under the GSP, introducedin1976.

The joint statement issued after the meeting of Prime Minister Narendra Modi and U.S. President Joe Biden in

Washington said that India has highlighted its interest in the restoration of its status under the U.S. Generalized System of Preferences programme, which could be considered in relation to eligibility criteria determinedbytheUSCongress.

The leaders supported intensifying the work to advance progress on issues relatedtotheeligibilitycriteria,itsaid.

Mr. Goyal said that now it is a matter for both countries to pursue and engage inadialogue.

But ultimately it’s the US Congress which will have to take a final decision “but discussions will now commence on that issue,” he told reporters in NewDelhi.

The U.S. has assured that they will consider that and “we will discuss that andfindsomesolution,”headded.

When asked about cooperation in semiconductor sector between India and the US, the Minister said companies start with R&D, innovation, testing and packaging and then gradually decide on providing the endto-endfacility.

India will be a $100 billion semiconductormarketby2030.

When asked if U.S. electric car maker Tesla has sought incentives after its chief Elon Musk met the Prime Minister in New York on June 21, he said “no such requests” havebeenreceived.

Tesla Inc, the world’s largest electric car producer, is looking to make a significant investment in India, said Musk, who saw India as holding more promise than any other large country aroundtheglobe.

Govt authorises DGFT for allocation of TRQ items under revised India-Nepal Treaty

NEW DELHI: The Directorate GeneralofForeignTrade(DGFT)will be the designated authority for allocation and monitoring of all TRQ (tariff rate quota) items under the revisedIndia-NepalTreaty.

The Commerce Ministry’s arm DGFThasbeenauthorisedtoallocate andmonitorimportsof10,000tonneof copper products and 2,500 tonne of zinc oxide from Nepal under a concessional customs duty provision of a treaty between the countries, accordingtoapublicnotice.

The DGFT will be the designated authority for allocation and

monitoring of all TRQ (tariff rate quota) items under the revised IndiaNepalTreaty.

UnderTRQ,aspecifiedquantityof anitemisallowedforexportorimport at concessional customs duties. Beyond that quantity, the product attractsnormalduties.

“DGFTisauthorisedforallocation and monitor of 10,000 MT of TRQ of copperproducts…and2500MTofzinc oxide from Nepal,” the public notice saidonThursday.

It said the allocated quota to each manufacturer/exporter on a quarterly basis would be

communicated by the designated authorityofNepaltoDGFT.

Imports will be permitted through the land customs stations at Kakarbhitta/Naxalbari; Biratnagar/Jogbani; Birganj/Raxaul; Nepalgunj / Nepalgunj Road and Mahendranagar/Banbasa,itadded.

“The Indian importer shall file online application for TRQ certificate on the DGFT website,” it said adding the TRQ certificate will be valid for 12months.

DGFT deals with exports and importrelatedissuesoftheCountry.

DGFT liberalizes and simplifies the policy for export of Drones/ UAVs for civilian end uses from India

NEW DELHI: The Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, has simplified and liberalized the policy for export of Drones/UAVs meantforcivilianendusesfromIndia. This decision has been taken in line with the emphasis laid in India’s Foreign Trade Policy 2023 on facilitating the export of high tech itemswhichincludesthepromotionof exports of Drones/Unmanned Aerial Vehicles (UAVs) manufactured in India for civilian end uses and taking into consideration India’s international obligations on nonproliferation.

All kind/type of drones/UAVs wereearliercontrolled/restrictedfor export under the category 5B of the SCOMET (Special Chemicals Organisms Material Equipments and Technology) list under Appendix

3 of Schedule 2 of the ITCHS classification of Import and Export Items. This list deals with the category of items that are subject to specific regulations due to their potential dual-use nature—meaning they can have both civilian and military applications. SCOMET license was required for export of such items and the Industry was facing challenges to export drones with limited capability which are onlymeantforcivilianuse.

Based on the wider consultations held with all the stakeholders including seeking public/Industry commentsonthepolicy,theSCOMET policy of drones/UAVs meant for civilian use has been amended vide DGFT Notification No. 14 dated 23.06.2023 to simplify and liberalize the policy for export of drones/UAVs. The export of Drones/UAVs not

covered under the specified categories in SCOMET list and capable of range equal to or less than 25 km and delivering a payload of not more than 25 kgs (excluding the software and technology of these items)andmeantforonlycivilianenduse, will now be subject to General Authorization for Export of Drones (GAED), a onetime general license validfor3years.

Thispolicychangewillnotrequire the Drone Manufacturers/Exporters with GAED Authorization to apply for SCOMET license for every similar export shipment meant for civilian purpose, within the validity period of 3 years subject to post reporting and other documentary requirements, reducing the compliance by the IndustrytoapplyforSCOMETlicense every time they have to export any kindofciviliandrone/UAVs.

India Exports more to the US than it Imports

NEW DELHI: Closer economic ties were on the agenda as Prime Minister Narendra Modi made his first State visit to the US. There is moremoneycomingintoIndiatofund new factories and set up ventures through foreign direct investment thanbefore.

The average annual US FDI flows in the five years leading up to 2018-2019 was $2.7 billion. This has increased to $8.7 billion in the four yearssincethen.

A similar outward flow into the US shows up in the overseas direct investmentdata.

This also includes debts, such as loans. The capital outflows averaged

$1.7billioninthefiveyearsleadingup to2018-2019.

This has increased to an average of $3.2 billion since 2019-2020. The US also tops in terms of foreign portfolio flows. This is money that US mutual funds and other entities invest by buying Indian securities, such as shares on the stock market. TheUSisthelargestFPIinvestorin India, accounting for around Rs 38 of every Rs 100 worth of FPIholdings.

India also exports more to the US than it imports. The exports in 2022-2023 was $79 billion, compared to imports of $50 billion. Imports have risen a little faster than exports

inthepastfiveyears.

Imports rose 89 per cent since 2017-2018 while exports were up 64percent.

India’s imports from the US are largely made up of a few categories, including crude, petroleum products, coal and others. The top five accounted for around 49 per cent of imports in 2022-2023.

The export basket was similar. Pharmaceutical products and readymade cotton garments and accessories were among the major exports.

The top five exports accounted for 36percentofthetotalexports.

Commerce & Industry Minister endorses FFFAI & Customs Brokers' important role to partner with Government in transforming the ecosystem of Export Import trade

The mega event on completion of the glorious 60 years’ journey of the Federation in serving the ExportImporttrade,therebystrengtheningtheeconomyof thecountry,wasalsokeynoteaddressedby Mr.VivekJohri, Chairman Central Board of Indirect Taxes and Customs (CBIC). Present on the occasion were Mrs V. Rama Mathew, Member, CBIC; Mr. S.K. Rehman, Pr. Commissioner of Customs (Preventive), Delhi Zone; FFFAI Chairman Mr. Shankar Shinde; Chairman Elect, Mr. Dushyant Mulani; Immediate Past Chairman Mr. A.V. Vijayakumar; Golden Jubilee event Convenor Mr. Amit Kamat; other Office Bearers; Executive CommitteeMembersconsistingof30MemberAssociations and guest participants from logistics industry stakeholders including Customs Brokers/Freight Forwarders from acrossthecountry.

In his Keynote address, Mr. Vivek Johri, said, “The relation between FFFAI and Customs is very strong which is evident from the fact that both FFFAI and Customs Act are celebrating their completion of 60 years’ journey in facilitating the Export Import trade.” He pointed out that during this long journey the international trade facilitation mechanism has evolved to a new dynamism thanks to the trade-friendly initiatives of the Government / Customs partnering with FFFAI and logistics stakeholders. Mr. Johri made special mention of the initiatives for fast & faceless cargo clearance and grievances redressal mechanisms like SWIFT, DPD, Turant Customs, E-Sanchit, CBLMS, ECL, etc. The CBIC Chairman stated that now Customs aim is to go for “One Customs” i.e cargo clearance inonehour’stimeatallcustomslocationsinthecountry.

He underscored the core function of CBIC and Customs Brokers/Freight Forwarders of serving the export import trade as per their expectations adhering to Ease of Doing Business mission. According to the CBIC Chairman, Customs Brokers are the ambassador of Customs and hence they require enhancing their knowledge base on changing CustomsRules&Regulations,servicesetc,andthatneedsto be percolated down to the field workers. “There is a long way to go to achieve the target of trade facilitation in all aspects andthepartnershipbetweenCustomsandFFFAIwouldplay a crucial role in this regard,” he emphasised. Congratulating FFFAI on this auspicious occasion he appealed to the industrystakeholderstoworktogethertorichtheIndiastory toanewhigh.

Also present on this occasion were the International Federation of Freight Forwarders Associations (FIATA) President – Mr. Ivan Petrov; International Federation of Customs Brokers Association (IFCBA) Managing Director & President-Japan Customs Brokers Association MrSeisakuOkafuji; DPWorldCOOMrMikeBhaskaran and National Association of Freight and Logistics (NAFL) PresidentMs.NadiaAbdulAziztoaddressinpaneldiscussions andinteractwiththelogisticsindustryfraternityinIndia.

He also pointed out FFFAI’s active role in the National Committee on Trade Facilitation (NCTF) formed by the government and International North South Transport Corridor (INSTC) & TIR convention recommendation and project executed in partnering initiatives with the Government to promote India’s international trade. “The 60 years’ journey of FFFAI demonstrates the rich history of FFFAI. The Diamond Jubilee event of FFFAI gives an opportunity to honour the past performance and envision the prospects for fraternity growthcontributingtotheNation’sgrowth.Onthisoccasion FFFAI is Honouring the past, Celebrating the Present and WelcomingtheFuture,”Mr.Shindeemphasised.
