MUMBAI: The 35th Annual General Meeting of the Brihanmumbai Custom Brokers Association (BCBA) was held on 18th September 2020 on virtual Platform, through CDSL. During the AGM held, BCBA has elected its New Office Bearers and Managing Committee for the term 2020-22. The following Members are the newly Elected Office Bearers and Managing Committee Members of Brihanmumbai Custom Brokers Association for the year 2020 – 2022. M r. K i r a n R a m b h i a h e a d s t h e n e w l y e l e c t e d Brihanmumbai Custom Brokers Association Team. This year BCBA conducted their elections online due to ongoing pandemic. E voting conducted on 16th September 2020 and total 801 members casted vote, many members appreciated the process. The meeting was started by President Mr. Karunakar Shetty. All the agenda points were taken up and completed successfully. The President addresssed all members who were present virtually. Major Port Authorities Bill, 2020 passed by the Lok Sabha NEW DELHI: The Lok Sabha recently passed the Major Port Authorities Bill, 2020 that looks to reorient the governance model in central ports to landlord model, whereby port infrastructure is leased to private operators. The bill aims at decentralizing decision making and to infuse professionalism in governance of major ports. The landlord model of port operation is widely followed globally.
Indian Exports start recovering while Imports remain subdued : Maersk The Indian containerised trade drops by 30% in the second quarter of 2020 as compared to the same period last year. However, as economies around the world start opening, India’s exports gain momentum and show signs of a V-shaped recovery. MUMBAI: The COVID -19 global pandemic has impacted global trade in many ways. The lockdowns in various geographies around the world, the closure of international borders and sudden demand-shock created an unprecedented distress in the global trade. However, as the economies around the world started opening in a staggered manner, the containerised trade has started showing signs of recovery from one of the biggest slumps in the modern times. During Q2 of 2020 (April to June), the Indian containerised trade contracted by almost 30% as compared to the same period last year. Exports out of India were down by over 24% while imports suffered a greater shock with a fall of almost 34%. Cont’d. Pg. 5

India engages with Iran on Chabahar-Zahedan railway project NEW DELHI: The Modi Government has recently asserted that it remains engaged with Iran on the Chabahar-Zahedan railway project as part of its connectivity initiatives in the region. During the visit of the Prime Minister to Iran in May 2016, a MoU was signed between Indian Railways’ IRCON and Iranian Railways’ CDTIC (Construction & Development of Transportation Infrastructures Company) for construction of the Chabahar-Zahedan Railway Project, MoS External Affairs V Muraleedharan in Lok Sabha in reply to a query. The two sides remain engaged on this matter. IndiaandIrancontinuetocooperateondevelopmental projects in Iran, including the ChabaharZahedan railway line, the Minister asserted.
In reply to another question the Minister stated that during PM’s May 2016 visit, a Trilateral Agreement to establish the International Transport and Transit Corridor was signed by India, Iran and Afghanistan. India is participating in the development of the first phase of the Shahid Behesti Port in Chabahar in cooperation with Iran, he informed. The Indian company, India Ports Global Limited, has taken over port operations in December 2018 and has since handled 12 lakhs tons of bulk cargo and about 8200 containers, the Minister informed. In the recent past, there has been a rise in transit cargo for Afghanistan through Chabahar. India’s assistance of 75,000 tons of wheat to Afghanistan, of
which eight consignments have already been shipped, is being supplied via Chabahar, the Minister said, adding, the port has handled over 53,000 tons of India’s wheat bound for Afghanistan since the beginning of the current fiscal year. Afghan exports to India are also routed via Chabahar Port. It may be recalled that the Chabahar Port project and Chabahar-Zahedan Railway Project was discussed when both Foreign and Defence Ministers visited Tehran earlier this month. India’s problem with Iran has been its insistence to give ChahbaharZahedan railway contract to Khatam alAnbiya, a Revolutionary Guard entity, under US secondary sanctions.

Indian Exports start recovering while Imports remain subdued : Maersk Cont’d. from Pg. 1
V-shaped recovery of exports Despite the overall drop in exports from India, commodities such as plastic & rubber have been in great demand and their exports, especially to China have seen a tremendous growth, up by 70%, during Q2 of 2020. The plastic industry has a huge potential with the growth of end-user industries such as packaging, textile fibre and electronics. At the same time, tyre industry is one of the rare sectors which has not seen as much contraction as the others, giving a boost to the rubber exports. Vegetable exports have also seen a rise, especially to markets in the Middle East. Vegetable exports to the UAE have more than doubled in the said period as compared to 2019. The agricultural sector is expected to grow by 3% in 2020-21 while exports are expected to grow between 4% to 6% with minimal impact of COVID-19 pandemic. Major contribution to the growth in agricultural produce can be attributed to increase in rice sowing which has been up by almost 20% than last year. The Indian Government is focussing on transport and warehousing infrastructure in order to encourage agricultural produce and this will help in boosting export trade further. Although pharmaceuticals constitute smaller portion of overall exports out of India, there is a huge scope for growth of the sector which is least impacted due to COVID-19. The Indian pharmaceutical industry is expected to grow around 10% to 12% in the next couple of years owing to the efforts taken by the Department of Pharmaceuticals which aims to make the country a hub for end-to-end drug discovery under its ‘Pharma Vision 2020’. Garments & apparel contribute highly to the exported commodities from India and these faced a great demandshock from the western markets during a good part of the
first half of the year. However, as the retail markets around the world have started opening, the demands are increasing and steep recovery in exports can now be seen. Imports remain subdued with an expectation of L-shaped recovery The containerised imports into India witnessed a great decline across all commodities, except for chemicals which form a very small portion of overall imports. Paper, appliances & kitchenware and metal imports have slid to almost half volumes in the second quarter as compared to 2019. Hike in import duty, import dependence on China and production stoppage across the country has hit imports in the short term. While there is an expectation of the import market to recover in 2021, it will surely be a long-drawn-out process that is further slowed down by Government’s Atmanirbhar campaign. Revitalising trade in India “The shipping and logistics sector remained operational despite tremendous disruptions brought about by the COVID-19 global pandemic. Fully understanding the importance of the sector and its criticality to keep global economy functioning, there is a need to invest even more in digitising trade. The crisis has only accelerated this transformational need and it is imperative that digital solutions are supported and encouraged”, said Steve Felder, Managing Director, Maersk South Asia. He further commented, “Besides digital transformation, what the logistics sector really needs is agility and reduction of inefficiencies. Supply chains are complex by nature; however, we need to simplify them by focusing on customer needs and building solutions with a straight goal of reducing complexities. What is also extremely important is to reduce the cost of logistics in India which stands at around 14% as compared to 9-10% in more developed countries.”

A pioneering technology aimed at preserving air quality and accelerating maritime transport’s energy transition. CMA CGM Group’s new agship is the rst of a series of nine 23 000 TEU container ships, a homogeneous LNG-powered eet ying the French ag. The CMA CGM JACQUES SAADE joins the French Asia Line, CMA CGM Group’s most emblematic line between Asia and Northern Europe.
MARSEILLE: The CMA CGM JACQUES SAADE has joined CMA CGM Group’s fleet thus becoming the largest LNGpowered container ship in the world. A global leader in shipping and logistics, CMA CGM has made the symbolic choice of naming its new flagship after its Founder, Jacques Saadé, a visionary and entrepreneur.
A unique naming ceremony for a unique ship The joining of the fleet of the CMA CGM Jacques Saadé was marked by a first-of-its-kind digital naming ceremony that saw the shipyard’s representatives in Shanghai and CMA CGM Group’s management in Marseille share an emotional landmark moment in their common history. Blessed by father Francis Fang, the vessel was then officially named by her Godmother, Tanya Saadé Zeenny, who wished the ship, the captain and its crew the best of luck on their future voyages with the traditional words “May God bless this ship and all who will sail on her”.
LNG, a pioneering choice aimed at preserving air quality and driving the energy transition In November of 2017, Rodolphe Saadé, CMA CGM Group’s Chairman and Chief Executive Officer, decided to equip this series of container ships with LNG-powered engines – a first in the history of shipping for Ultra Large Container Vessels. The CMA CGM Group has thereby proven its commitment towards driving forward maritime transport’s energy transition. Today, LNG is the most advanced solution when it comes to preserving air quality. It enables a 99% reduction in sulfur dioxide and fine particle emissions, and an 85% reduction in nitrogen dioxide emissions, going well above and beyond existing regulation. LNG emits up to 20% less CO2 compared to fuel motorization. This technology is one of the first step towards achieving CMA CGM Group’s ambitious 2050 objective of carbon neutrality.
Innovation-packed vessels, the result of 7 years of research and development from CMA CGM experts These nine vessels are packed with innovations, the result of a long cooperation between CMA CGM’s research and development experts and industrial partners. In addition to LNG motorization, the vessels offer advanced technologies: - The cockpit boasts the latest embedded digital technologies to assist the commander and crew, in particular for port maneuvers; - They feature a redesigned straight bow with an integrated bulb, a redesigned rudder, and a redesigned propeller all of which substantially improve the vessels hydrodynamics, thereby reducing energy consumption. These 9 vessels bear a specific “LNG Powered” label that will be recognizable on all seas across the globe.
An extraordinary construction project that mobilized the know-how and expertise of CMA CGM Group’s experts and their industrial partners From its design all the way to its operation, without forgetting its construction, The CMA CGM JACQUES SAADE benefited from the know-how and expertise of the best French, European, and global industry leaders. A number of specialized companies played their parts in this landmark construction project, including: • BIO-UV Group, a French specialist in ultraviolet-based water disinfection systems who provided the BIO-SEA system, a ballast water treatment technology, • CSSC, Shanghai’s shipyards who developed a globally recognized know-how and expertise in container ship construction, • Cryostar, a French expert in high technology cryogenic equipment who provided the LNG pumps, • Bureau Veritas, a French classification company in charge of guaranteeing the certification of the CMA CGM JAQUES SAADE and its sister ships, • BLM, a French company who provided winches and windlass,

GTT, a French technology and engineering company expert in membrane containment systems, selected for the design of LNG tanks and related technical services. • Schneider Electric, a French industrial group who designed the vessel’s electrical switchboards, • Sperry Marine, company based in the United Kingdom and responsible for radio navigation and platform equipment, • Total and Rotterdam port who provided LNG refueling services, • Wartsila, a Finnish gas provider who handled system and auxiliary systems, • WingGD, the CMA CGM JACQUES SAADE’s primary engine designer. CMA CGM pioneers France’s LNG field of excellence in maritime transport The CMA CGM JACQUES SAADE, along with its eight 23 000 TEU sister ships (twenty-foot equivalent unit) will be registered at the French International Register (FIR). They will bear the names of landmark Parisian monuments and other renowned venues and institutions from throughout the French capital (Champs Elysées, Palais Royal, Louvre, Rivoli, Montmartre, Concorde, Trocadéro, and Sorbonne). CMA CGM has chosen Total as part of a major industrial partnership to supply them with gas. Thereby making CMA CGM the initiator in structuring a genuine LNG field of excellence in maritime transport. A first journey on the largest sea route in the world at the heart of exchanges between Asia and Europe The CMA CGM JACQUES SAADE will start its maiden voyage as of September 23rd on the French Asia Line (FAL), CMA CGM Group’s most emblematic line between Asia and Northern Europe. Its rotation will lead it to the ports of Pusan in South Korea; Tianjin, Ningbo, Shanghai and Yantian, China; Singapore; Southampton, Dunkirk, Hamburg, Rotterdam, Algeciras in Europe; and Port Kelang in Malaysia. This line provides a weekly service comprising 13 calls over the course of 84 days. On the occasion of the CMA CGM JACQUES SAADE’s coming into service, Rodolphe Saadé, Chairman and Chief Executive Ofcer, declared: “The CMA CGM Jacques Saadé embodies our commitment to the planet. This vessel has been enhanced with the latest technologies and is the result of 7 years of research and development. The bill is expected to help impart faster and transparent decision making benefiting the stakeholders and better project execution capability. The role of Tariff Authority for M a j o r P o r t s ( TA M P ) h a s b e e n
redefined in the bill. The port authority has now been given powers to fix tariffs which will act as a reference tariff for purposes of bidding for PPP projects. PPP operators will be free to fix tariffs based on market conditions. The Board of each major port shall
be entitled to create a specific master plan in respect of any development or infrastructure established or proposed to be established within the port limits and such master plan shall be independent of any local or state government regulations of any authority whatsoever.
V.O.C Port handles wind blades spanning 74.90 metres TUTICORIN: The V. O. Chidambaranar Port on September 15 handled wind blades spanning the length of 74.90 metres, the longest of its kind to be made in India. According to a press statement from the Port Trust, a vessel flagged for Panama, ‘M.V. Ginkgo Arrow’, loaded 50 windmill towers and 33 windmill blades on September 15. The ship’s hydraulic cranes were used to load the towers and blades. The Vessel completed loading and sailed from the port on September 21 to the port of New Orleans, USA. The port has already handled 881 wind blades and 397 wind blade towers during this financial year. “During the last financial year, the port handled
1,667 wind blades and 648 wind blade towers, making V.O. Chidambaranar Port a gateway port for the export of wind blades,” according to the press statement. C h a i r m a n , V. O . Chidambaranar Port Trust, T.K. Ramachandran, said that the feat was possible only due to the collaborative efforts of port officials, agents, transporters and exporters. He added that with the significant increase in wind power generation capacity in India and the localisation of the wind energy equipment supply chain, the only imports to India are limited to castings and power electronics.
“The manufacturing companies starting industries at ‘Tuticorin SPEEDZ’ (Smart Port Employment & Economic Development Zone) can benefit from mature industrial climate and culture, lower transportation cost for manufactured products and global reach provided through VOC Port,” he added.
Kolkata Port to pump in Rs. 40 crore to push digital adoption KOLKATA: The Kolkata Port Trust (KoPT), rechristened as the Syama Prasad Mookerjee Port, is investing on digital technologies and has lined up at least ₹40 crore for various projects to bolster ease of doing business, an official said recently. The port authorities are undertaking an ambitious project to develop an integrated emarketplace to facilitate coastal shipping, he said. “This e-marketplace will be a singlewindow system for all coastal shipments. It will facilitate an integrated, transparent and hassle-free
online system for the coastal shipping stakeholders,” the port chairman Vinit Kumar said. RFID-based port access control system in place An RFID-based port access control system (PACS) is already in place in both Kolkata Dock System and Haldia Dock Complex, for addressing traffic congestion at gates. “But, now it will go beyond tracking trucks. Now, every container can be located with the same technology in any yard by their owners,” Kumar said. To eliminate the paper-based information exchange, the port
authorities streamlined the process for adoption of electronic delivery order (eDOs) under the port access control system for import containers. Now, the Kolkata dock ranks second among the major ports of India in the issuance of eDOs, the port said in a statement. T h e S M P, K o l k a t a s t a r t e d a dedicated COVID-19 web portal for its users to provide latest updates related to its operations and initiatives. A separate web portal for employees and pensioners was also developed to facilitate the online infor mation exchange.
CII-IGBC launches Green Logistics Parks & Warehouses Rating System NEW DELHI: CII-Indian Green Building Council has digitally launched the IGBC Green Logistics Parks & Warehouses Rating System , during the inaugural session of CII Institute of Logistics Conference on Building Warehousing Competitiveness 2020. The rating system is the 27th rating of the Indian Green Building Council. He further said that, “considering the present demand in the logistics sector, the sector is expected to contribute 1 Billion sq.ft. of registered green footprint by 2022. The aspiration for the Council is to have 10 Billion sq.ft. of registered green footprint by 2022”.

Centre sanctions Rs. 44 crore for dredging at Puducherry Port NEW DELHI: The Union Ministry of Shipping has sanctioned a sum of Rs.44 crore under the ‘Sagarmala Scheme’ to take up capital dredging at the Puducherry Port. In reply to a question on whether the Centre has any plans to develop the port, raised by Member of Parliament V. Vaithilingam in Lok Sabha, Minister of
State (Independent Charge) for Shipping, Mansukh Mandaviya, said the territorial administration has already floated tenders for capital dredging. The Centre had sanctioned Rs. 44 crore for the work, he said. The Ministry of Environment, Forest and Climate Change has given all necessary clearances for dredging. The
Minister said capital dredging was necessary as a trial run of vessels from the port found that the draft was less in certain areas adjoining the channel and mouth of the port. A Memorandum of Understanding had already been signed by the Puducherry Government with the Chennai Port Tr ust (CPT) to develop the port here as a feeder of CPT.

Container shortage crisis spreads to India delaying Exports MUMBAI: A container shortage in India is causing long delays for exporters, especially on US trades. Earlier this month, reported the operational impact from the creeping equipment shortage in Asia – dominant headhaul traffic has caused empties to pile-up at ports in the US and Australia, for example, prompting carriers to plead for the swift return of used import boxes. According to N e w J e r s e y - b a s e d Wo r l d w i d e Logistics (WL), the equipment shortage has spread to India, partly due to a drop in import volumes from China after trade restrictions were imposed by the government. “The shortage is most critical at Inland Container Depots (ICD) but also evident at port-side locations,” the forwarder noted. “Cargo volume from India to the US is extremely strong, as US importers look to replenish inventory depleted during the shutdown period in India, in response to Covid-19.” WL said most direct and transhipment services to the US east and west coasts from the major gateway ports of Nhava Sheva (Mumbai) and Mundra were
impacted, with transhipment further exacerbated by the tight space from Asian transhipment hubs. “There is limited new container manufacturing in India which would otherwise serve to alleviate some of this pressure,” it added. As a result, WL said carriers had begun to offer guaranteed space surcharges of US$750 per container, similar to the ‘no -roll’ premiums found on the deepsea trades over the past couple of months. Rakesh Pandit, CEO of Conbox Logistics, agreed the container shortage was particularly acute at inland terminals. “The shortages are bigger if shippers have to plan their cargo from dry-ports of central and western India,” he told. “There is waiting period to get bookings and containers for one or two weeks on certain sectors, such as pharmaceutical companies who have to wait almost two weeks to get bookings for US ports. “Shipments planned in large volumes like marble, rice and other agro commodities are also getting delayed,” he added. He said the current ocean freight market was experiencing spiralling
costs caused by shipping lines implementing increased surcharges, blank sailings and rolled cargo. For example, reefer rates to the US have increased 25%-30% to $4,000-$4,500, and, with further increases expected in October, the rate could soon breach $5,000. “Shipping lines are also changing ocean freight rates very frequently – within seven days, instead of maintaining them for a month which was the case previously,” he explained. Furthermore, he said there was a lack of government support for exporters rocked by lockdowns. “Exporters are finding it hard to execute orders due to a lack of government support in the form of stimulus or financial aid. They’re also at the mercy of bankers, who aren’t supportive in the current market situation,” he claimed. On the import side, he noted the market sentiment in India is very negative, with many businesses afraid the Covid situation will continue for another year. “There is low demand for almost all products within India, so import growth will not be huge in coming months,” he said.
Drewry highlights transformation of rate conditions in Transpacific Container Shipping LONDON: Unprecedented transpacific spot freight rates signal that a transformation of the container shipping sector may be underway and that shippers need to adapt. Eastbound spot container freight rates have not just increased a lot since the beginning of the COVID-19 outbreak; they now exceed previous historical highs by an eye-watering 40%. This week’s reading for the Drewry Hong Kong-Los Angeles spot freight rate benchmark ($/40ft container), the first spot rate index tracked in the container shipping industry, topped the previous record ($2,880 in 2012) by $1,201/40f t box, broke the $4,000 threshold and reached a 15-year high of $4,081 per 40ft container – more than double the long-term average price. How is this possible? Where are the anticipated benefits of the economies of scale and efficiencies achieved by carriers over the past 15 years? True, Asian container shipments to the US are currently very strong, shippers are replenishing their inventories, there is a shortage of empty boxes in China and some shipping capacity has been taken out by carriers through cancelled sailings. But the higher level of concentration in the ocean carrier industry, combined with new, tighter capacity management discipline among carriers are also behind these exceptional freight rate levels. These developments will be concentrating the minds of shippers. Regulators in China and the US are already watching the market closely. Because spot rates tend to be leading indicators of contract rates, contract shippers/Beneficial Cargo Owners should start to budget for higher contract rates on most routes in 2021. With Asia-US West Coast spot rates currently at $4,000 vs 2020 contract rates typically closer to $1,500, is it possible that ocean carriers could set their 2021 contract rates at $2,000 or $2,500 or even $3,000 per 40ft container in their next tenders?
