Major Ports’ see 4.45 % cargo volume growth in FY24 : IPA

NEW DELHI: India’s 12 Major Ports handled 819.227 million tonnes (mt) of cargo in FY24, some 4.45 percent more than the 784.305 mt handled during last year on the back of strong growth in iron ore, raw fertiliser, coking coal and container shipments, according to data received from Indian Ports Association (IPA).

MoPSW data showed that the shipments of iron ore including pellets surged 32.68 percent to 61.031 mt in FY24 from 45.997 mt in FY23.

The 12 Major Ports’ growth is a compound of 12.310 million twenty-foot equivalent units (TEUs) in FY24 from 11.392 million TEUs in FY23, showing a growth of 8.06 percent. Jawaharlal Nehru Port Authority handled 6 43 million TEUs or more than half of the total container volumes.

Raw fertiliser shipments rose 13.56 percent in FY24 to 9.406 mt from 8.283 mt in FY23. Petroleum, oil and lubricants (POL) cargo jumped 5.06 percent to 245.990 mt in FY24 from 234.137 mt the previous year.

Coking coal and PCI shipments (including metcoke) coming in increased by 10 24 per cent to 65 mt last fiscal againstthe 59 mtreportedinthe year-ago-period, primarilyon the back of strong demand in the country and an increased p r o d u c t i o n S t e e l c o n s u m p t i o n i n c r e a s e d 14 er cent to 136 mt, while finished steel production was up 12 4 per cent to 138.5 mt. Coking coal is a key steel-making raw materialandIndiaisamongstthelargestimportersglobally.

On the other hand, iron ore shipments was up at 61 mt, up 33 per cent y-o-y over the 46 mt in Fy23. Increased buying from China, especially till January, took outbound shipments to a three-year-high.

The other segment that saw increased movement was petroleum offerings, which stood at 246 mt, up 5 per cent y-o-

y Shipments – inbound and outbound both – in the petroleum, oils and lubricant category was at 234 mt a year back.

India’s Major Ports – run by the Shipping Ministry –include Syama Prasad Mookerjee Port (formerly Kolkata Port Trust) that includes both the Kolkata and Haldia dock systems together, Paradip, Vishakhapatnam, Kamarajar (or Ennore port), Chennai, VO Chidambaranar, Cochin, New Mangalore, Mormugao, Mumbai, Jawaharlal Nehru Port Authority (JNPA) and Deendayal.

Port-wise performance

Mormugao saw the highest increase in traffic in percentage terms, by nearly 19 per cent to 21 million in FY24. It was at 17 mt in FY23. The rise came on the back of increased iron ore exports to 5 mt, up 117 per cent y-o-y Traffic across all other categories, like petroleum, coking coal and thermal coal saw a decline.

Paradip Port Authority achieves first position in cargo handling among Major Ports with 145.379 mt in FY24 compared to 135.362 mt last year, showed a growth of 7.40 percent, whereas Deendayal Port Authority, was the biggest state-owned port by cargo handling till last year, showed a 3.77 percent decline in volumes during FY24 in 132.374 mt from 137.561 mt in FY23.

Haldia Dock, part of the Syama Prasad Mookherjee Port, s a w t h e h i g h e s t s h i p m e n t o f c o k i n g c o a l a t 21 mt, same as last year’s levels. Coking coal shipments at the port (Haldia and Kolkata together) remained flat at 23 mt levels.

Other cargo registered a decline of 4.94 percent in FY24 to 30.871 mt from 32.476 mt a year earlier, finished fertiliser cargo decreased by 5.14 percent to 8.269 mt in FY24 from 8.717 mt a year ago.

India working on optimising fares for Coastal Shipping, revamps coal transport pricing

NEW DELHI: An Inter-Ministerial group is re-examining the mechanism to “improving” fares for transport of coal under the rail-sea-rail route, also called Coastal Shipping.

The idea is to make the fares “feasible” enough so that it can be used an alternative mode of evacuation, reduce carbon footprint and create infrastructure at ports that can be later leveraged for exports.

The Inter-Ministerial group includes the Coal Ministry, Railways, Ports, Shipping and Waterways Ministry, and Power Ministry

“Discussions are on at an inter-ministerial level. There have been some issues that the Railways have been asked to look into which include working on rake rates and so on. The Shipping Ministry is working on the possibility of bringing down some charges like handling costs, berthing costs, and so on,” an official aware of the development has said.

Incidentally, the Railways have already responded to some of the queries raised by Ministry of Coal, ahead of a review meeting. For over an year now, Railways have been engaging with other concerned ministries on this.

“Responses to queries raised by Ministry of Coal have been sent. And some recommendation on the mechanism for determining price under coastal shipping is being worked out,” said another official.

Railways account for about 55 per cent of coal evacuation in the country, and the target is to increase this share to 75 per cent by FY30.

“Coal evacuation through alternative routes are to be explored with the target being 112 MT (of coal evacuation) by 2030,” an official said.

Currently, coal evacuation through the Rail-Sea-Rail route stands at approximately 40 MT

The Railways is already stregthening evacuation capacity between Talcher coalfield and Paradip port by tripling and quadrupling the railway network along with auto signalling works.

Presently, for supply of coal from MCL (Paradip) to west Indian or north Indian thermal power plants, the total cost increases by around Rs. 2500 per tonne, over the all rail route. The rail-sea-rail route is a multimodal transportation strategy integrating with the rail and sea routes for seamless coal transportation from mines to ports and then end-users.

The Union Coal Ministry had introduced this route in August last year Opting for Rail-Sea-Rail mode could potentially save around Rs. 760-1300 per tonne in logistics costs for end users located in Southern India, a study carried out by the Centre had previously said.

The possibility of using conveyors to transport coal from mines to coast is also being looked into.

The original manufacturer of M/C has supported us immediately by sending a new part and now M/c is working, however, we need to send the faulty part back to Taiwan for repairs and get the same back after repairs. Customs As per Notification No. 94/96 (amended 47/2017) sr 2 complete Custom duty on material is exempt at the time of Re-Import but customs duty will be leviable if the value of re-imported goods after repairs were made up of the fair cost of repairs carried out including cost of materials used in repairs (whether such costs are actually incurred for not), insurance and freight charges, both ways

RBI As per RBI Master circular Part C-4 you need to get EDF approval (GR Waiver) forExportofGoodsforre-imports.

Importantsteps

1. Coordinationwithsupplier

• A letter from the Supplier confirming that they are readytoaccepttheshipmentforrepair

• Even if repair is free of cost as per Customs appropriaterepaircostisrequired,pleaseinformthis regulationtosupplier

• Please align with supplier INCOTERMS, he may take all costs - freight both ways, insurance, customsclearance,etc

• Select a freight forwarder and single Customs broker in India who can handle both export clearance and import after repairs

• Obtain the price of defective parts from a supplier (itshouldbethesamepricementionedintheimport invoice against which you have already received)

• Please align with the supplier to condition After repairs “Do not dispatch till specific Dispatch clearance” (this will help you to check the re-export invoice draft from the supplier)

2. ExportInvoiceshouldhavethefollowingdetails.

• Valueofdefectivepart

• A declaration that the “Defective goods being sent for repair”

• Details of earlier imports like Supplier Import Invoice Number & Date and Bill of Entry number & Date

• Description, Part Number, SerialNumberofproducts

• Any visible identification marks / numbers over the product

3. Obtaininga“GRWaiver”fromtheBank-

A GR Waiver is to be obtained from the bank for the re-export of part.

4. Physical Examination (at your factory) to verify make/ model/ serial numbers/ part numbers beforedispatch.

To handle shipments without any errors and to avoid delay in Customs clearance, physical verification of make/ model/ serial numbers /part numbers is necessary before dispatch. It is advisable to invite a custom broker’s representative to verify/correlate the make/ model/ serial numbers/ part numbers mentioned on documents and physically on the part before packing. Take a photo of the part where sr no is visible This will help smooth export clearance and import clearance after repairs.

5. ExportClearanceofgoodsatCustoms

The Customs officer will conduct a physical examination and check all the marks and numbers on the export invoice/ packing list with a physical product. Such examination report will help at the time of import clearance after repairs

6. Re-importofgoodsbySupplierafterRepair

The Supplier must prepare the draft invoice as per the instructions given below

• Mentioning“GoodsreturnedafterRepair.”

• ExportInvoice(Invoiceagainstwhichpartisreceived forrepairs)Numberanddate.

• The make/ model/ serial number/ part number should be the same as the Export Invoice and must be the same physically on the equipment.

• The repair cost must be shown separately on the InvoiceevenifitisFOC

• The value of the part declared after Repair should be the same as the Export Invoice

7. Scrutiny of advance set of dispatch documents & Dispatchclearance

Ensure that all details mentioned are correct and then give dispatch clearance to the supplier Share details /documents with the Customs broker

8. CustomsClearanceofre-importshipments

It takes a little more time than normal shipments as customs examination is involved. Please provide an Export S/B copy, export invoice, and examination report (If available) to the customs broker for clearance

Rightfromthefirststepofexportcarehasbeentakento ensure correctness and correlation to ensure smooth customsclearance.

9. ClosureofGRwaiver

After customs clearance ensure that you submit Bill of entry to the bank and close the GR Waiver

She recalled the pre-2014 era of double-digit inflation and businesses relocating overseas, issues which have been effectively addressed by the current administration. “The RBI

now views the twin balance sheet problem as a positive turnaround, symbolizing our successful economic strategies,” Sitharaman stated.

Highlighting Gujarat’s significant contributions, Sitharaman spoke on the state’s strategic role in attracting investments and its leadership in sectors such as textiles, chemicals, semiconductors and aerospace, placing it at the forefront of India’s economic expansion. “With only 5% of the nation’s land mass, Gujarat astonishingly contributes over 8.3% to

the national GDP,” she noted, showcasing the state’s impressive economic impact.

MUMBAI: The Association of Container Train Operators or ACTO, has sought relief from the Indian Railways on stabling and underframe charges by treating it as a “force majeure” situation.

The lingering Red Sea crisis has started to bite container train operators as dwindling volumes force them to stable (park) trains and resort to a socalled underframe running to cut costs.

“The container train operating industry is facing a crisis,” Mr. Manish Puri, President, Association of Container Train Operators or ACTO, a lobby group for the sector was quoted as saying recently

ACTO has sought relief from the Indian Railways on stabling and underframe charges by treating it as a “force majeure” situation.

Force Majeure is a clause that absolves firms from meeting their contractual commitments for reasons beyond their control.

Freight rates have soared after container ships started taking a longer route via the Cape of Good Hope instead of the Suez Canal since October last year to avoid attacks on commercial ships by Iran-backed Houthi rebels in the Red Sea.

The longer transit and sailing time and the spike in freight rates have led to a dip in import volumes in February and March.

“Now we are seeing that exports are also beginning to take a hit because whatever inventories/empties were available in India, they have been utilised and there is a shortage of empties for exports. As a result, pricing on exports has gone up because of the shortage of containers. Further, getting inventories/empty containers is becoming a challenge because of the high ocean freights and geopolitical issues in the Middle East,” said Puri.

Traditionally, empty containers are sourced from the Middle East or sometimes even from Europe.

“So, initially we faced a dip in imports; now we are facing a dip in exports as well,” Puri stated.

The soaring freight rates have also impacted the sourcing patterns of importers for materials such as low

which used to be imported in large quantities to feed the industry instead of relying on expensive wood pulp and steel pellets or pig iron.

“That cycle is beginning to change because things like scrap, wastepaper, handicraft rugs etc have become costlier and the importers are finding that they can’t afford to manufacture as their exports, in turn, will become very expensive That has also started impacting the import volumes,” Puri said.

The high prices have become a challenge to the trade and when the prices go up significantly, the rail sector or the service industry also feels the pinch.

“In such a scenario, what the trader is willing to pay to transport goods is very low because he is already paying a huge amount in terms of ocean freight. So, the pressure has come on to the domestic market,” Puri explained.

“It’s a chaotic situation where one thing is affecting the second which, in turn, is affecting the third,” he pointed out

Besides, the dip in volumes has also led to lower double stacking.

“When double stacking goes down, costs go up because double stacking is a cost reduction exercise. Secondly, almost all the container train operators have added to their fleets in terms of more containers and wagons over the last couple of years, particularly after the COVID pandemic. Now, with the volumes coming down suddenly, that fleet is beginning to become surplus, so the operators are having to stable some of it,” Puri said.

Aside idling the assets, stabling is also causing a cost issue as the Indian Railways levy stabling charges per train per day

The huge imbalance in imports and exports has also led to empty and under frame running.

“All of these are cost to the system against which there is no revenue potential,” Puri noted.

“We have told the Indian Railways that the Red Sea situation is like a force majeure. It’s nothing that we can do anything about. The sector is facing a crisis, and the Indian Railways can see the numbers coming down because they

have also been asking us the reasons for the volume decline. It’s not that we are not carrying the cargo, which is available, it’s simply that cargo itself is not available,” Puri said.

So, we are asking them for some short-term relief on stabling and under frame charges, he added.

Typically, when a surplus situation occurs, the Indian Railways, at the behest of the industry, took the trains to the old railway yards where there was space, so that they didn’t end up congesting the system.

“What is happening now is because the Railways is also under pressure to increase its loading and to get more volumes, so even when the operators are requesting the Railways to take the train out of service for some period of time, they are keeping the trains on the system. Now, what that ends up doing is, if it is standing in a port or in an ICD, it starts taking up capacity And, a result, even though the volumes are down, we are getting these artificial chokings at either the port or the ICDs,” said a container train operator

“So, operators are wanting to hold the train. Normally, if you bring in a train and if there is enough cargo, you can leave in 3-4 hours. Now they are saying let’s keep the train waiting for a day so that we have enough containers to at least make sure underframe and empty running is reduced,” the operator added.

The container train operators, Puri said, have been attempting to address the situation by seeking to ensure regularity of service by trying to reposition empty containers from surplus to deficit locations at low costs, continuing with regular services both in import and export directions even at the cost of negligible double stack moves, and increased underframe running.

“This, however, has been leading to considerable stress in the sector, and with the forecasted numbers for April and the coming few months continuing to look difficult, there is an urgent need for Indian Railways to recognize this as a force majeure situation and provide some support to the CTO sector in the f o r m o f r e l i e f o n s t a b l i n g a n d underframe charges,” Puri wrote in a 19 April letter to Indian Railways.
