PM Modi to inaugurate section connecting Eastern, Western Freight Corridors Today NEW DELHI: Prime Minister Shri Narendra Modi will inaugurate the double line today, electrified section of the crucial connectivity between the Western and the Eastern Dedicated Freight Corridors from New Rewari Junction to New Khurja Junction. The 173-km section linking the two freight corridors was built at a cost of Rs 10,141 crore and has six stations
along the route — New Boraki, New Dadri, New Faridabad, New Prithla, New Tauru, and New Dharuhera. The strategic routing of goods trains on the DFC track has resulted in a reduction in running time between Khurja and Rewari by up to 20 hours, effectively bypassing the congested NCR area encompassing Ghaziabad Cont’d. Pg. 19 and Delhi.
Budget 2024 : Customs duty inversions on key items may be corrected in ‘Make in India’ push NEW DELHI: India’s ‘Make in India‘ push may continue in the upcoming interim Budget as the Central Government is likely to majorly address the issue of inversions in custom duties imposed on various products ranging from textiles to engineering goods. The Ministry of Commerce has sent a list of items to the
finance ministry to correct the inverted structure in the customs duty levied on certain items, one of the government officials said. An inverted duty structure occurs when import duty on finished goods is lower compared to what is levied on the raw materials that are used in the production of those finished goods. Cont’d. PM Modi to inaugurate section connecting Eastern, Western Freight Corridors Today Cont’d. from Pg. 3
The section has several engineering marvels including a onekm-long double-line rail tunnel with high-rise OHE electrification being the first of its kind in the world designed to seamlessly operate double-stack container trains. It also has a 2.76 km viaduct at Sohna constructed with a height of 25
metres from the ground level, avoiding heavy earthwork that would have divided Sohna city into two parts. The section contains three river bridges, three rail flyovers, 24 major bridges, 79 minor bridges, 16 road overbridges, 32 major road underbridges (RUB), 17 minor RUB and eight-foot overbridges. The section links DFC with Indian
Railways at Dadri through a 4.54 km long Rail Flyover (RFO). This corridor traverses diverse terrains, passing through key states such as Uttar Pradesh, touching Bulandshahar and Gautam Budh Nagar, Haryana with its presence in Fa r i d a b a d , Pa l w a l , G u r u g r a m , Mewat, and Rewari, and extending into Rajasthan, reaching Alwar.
Budget 2024 : Customs duty inversions on key items may be corrected in ‘Make in India’ push Cont’d. from Pg. 3
This leads to a situation wherein local manufacturers are unable to price their finished goods competitively since the raw materials or components imported for it attract a higher levy thereby discouraging domestic value addition. Thus, in a bid to boost domestic manufacturing the Centre in the interim Budget for 2024-25 may correct this anomaly for key items. This is in line with the government’s overall aim to promote exports and encourage domestic value addition.
Budget 2023-24 Even in the Budget for 2023-24, the Central Government reduced Basic Custom Duty (BCD) rates on several goods, other than textiles and agriculture, to 13 percent from 21 percent. While the BCD on electric kitchen chimneys was increased to 15 percent from 7.5 percent, the levy on heat coils was reduced to 15 percent from 20 percent. This change was initiated to rectify the inversion of the duty structure and encourage the manufacturing of electric kitchen chimneys.
Cor rection in inverted duty structures helps domestic manufacturers overcome disadvantages against other countries by reducing import duties on raw materials or components. In fact, Commerce Minister Shri Piyush Goyal had earlier reportedly said that whenever a raw material or an intermediate item would come through a Foreign Trade Agreement or some other route at zero duty, the Indian domestic manufacturers would be at a disadvantage.

FIATA calls for Global monitoring and coordination to facilitate Maritime transport as Red Sea tensions intensify GENEVA: In the wake of mounting tensions in the R e d S e a , F I ATA h a s released a call to action for strengthened international dialogue and monitoring between governments and industry decisionmakers to ensure maritime supply chain fluidity and connectivity amidst surcharges imposed by shipping lines operating on and outside of the Red Sea and Suez Canal, for the protection of consumers and economies worldwide. The Red Sea, one of the busiest water ways in the world linking Europe and Asia, has become a focal point of concern in the context of persistent attacks against commercial shipping. Approximately 18 shipping lines have either stopped or rerouted traffic on the waterway due to ongoing attacks, with increased transit times of around 12 days due to rerouting via the Cape of Good Hope. Amid sharp increases in freight rates, concerns are being raised on the extent of surcharges levied on both affected and unaffected routes. Careful management will be required to mitigate impacts on international trade. In its recent communication [1] and position paper [2], FIATA calls for governments and all supply chain stakeholders to
strengthen international dialogue and collaboration to facilitate a coordinated approach to finding and implementing united solutions for a resilient maritime supply chain. Drawing lessons from the recent maritime crisis, and at a time of significant inflationary pressure, FIATA has urged shipping lines at large to exercise particular care in the imposition of surcharges, and to communicate additional surcharges in a transparent and clear manner. Prof. Sys, Professor at the University of Antwerp in the Department of Transport and Regional Economics, describes the surcharges levied as being of an “unprecedented magnitude” given the discrepancy calculated between the proportion of surcharges, and the actual costs incurred when rerouting ships away from the Suez Canal. FIATA also raises concerns about the lack of information on the content of these surcharges, noting the alarming ‘all in’ invoicing with no itemisation of the various components for shipments. Discussions with Ms Teodoro, Senior Transport Consultant at MDS Transmodal, have indicated that there is sufficient capacity to reroute vessels around the Cape of Good Hope, but that the main challenge will be to understand how such capacity
can be competitively and flexibly managed to minimise further disruptions. The impact on ports and global supply chain connectivity is concerning, noting that some ports could be severely disadvantaged. At a time of significant inflationary pressure, careful management and coordination will therefore be needed to protect consumers, the global supply chain, and economies worldwide, in particular those of developing countries, and the protection of human life. FIATA calls on the international community to ensure appropriate and coordinated monitoring is in place, noting that supply chain disruptions are dependent on and touch upon many different stakeholders around the world. FIATA joins the International Maritime Organization (IMO) in supporting the United Nations Security Council’s Resolution 2722 (2024) which affirms the need to respect the exercise of navigational rights and freedom by merchant vessels, in accordance with international law, and supports the IMO’s continued work to enhance the safe and secure transit of vessels through the Red Sea and to closely monitor the situation in collaboration with Member States and industry partners.
Railways likely to get boost in capital expenditure in upcoming Budget NEW DELHI: As the eagerly awaited Interim Budget for 2024-25 approaches, all eyes are on the potential windfall for Indian Railways. Analysts are speculating that Finance Minister Nirmala Sitharaman is poised to provide a substantial boost in capital expenditure, paving the way for a significant transformation in the national transportation system. The anticipated allocation of Rs 2.8-3 lakh crore for Railways in the upcoming budget signals a commitment to maintaining the momentum of capital expenditure, surpassing the Rs 2.4 lakh crore provided in the 2023-24 Budget Estimate. In the fiscal year 2023-24, the budgetary support for Railways was around Rs 1.6 lakh crore, with a capital allocation of approximately Rs 2.45 lakh crore. The surge in gross budgetary support to Rs 2.4 lakh crore and a total capital allocation of Rs 2.6 lakh crore highlighted the gover nment’s focus on railway modernization. Analysts from Prabhudas Lilladher, Icra, and Elara Capital project a significant jump in capital expenditure in the upcoming budget, aligning with the emphasis on
modernizing railway infrastructure. ICRA, a prominent r a t i n g a g e n c y, anticipates continued interest-free capex loans to states in the fiscal year 2024-25, building on the Rs 1.3 lakh crore allocated in the last budget. Setting the target for gross capital expenditure at Rs 10.2 lakh crore, Icra expects a 10% year-onyear growth, a moderate pace compared to the robust expansion witnessed in the postCOVID years. Elara Capital underscores the gover nment’s focus on capital spending, particularly in railways, roads, and defense. Despite projecting a more moderate growth pace for FY25E capital expenditure, they anticipate a 20% rise, reflecting a sustained commitment to key sectors. The allocation of 60% of overall capex to roads, railways, and defense is indicative of the gover nment’s strategic priorities. The Indian Railways, as a key infrastructure builder, has been
channeling investments into capacity improvement initiatives, including dedicated freight corridors, electrification, and high-speed trains. The operating ratio (OR) for FY23 improved to 98.1%, showcasing enhanced operational efficiency compared to 107.39% in FY22. Looking ahead, the Railways aims to produce 400 Energy Efficient Vande Bharat trains in collaboration with technology partners, marking a transformative phase for the national transporter. With an additional budget allocation of Rs 40,000-60,000 crore expected for the fiscal year 2024-25, the Railways is gearing up for the seamless execution of its ambitious project pipeline.

Adani Ports seeks approval to build two new berths at Kattupalli Port AHMEDABAD: Adani Ports and Special Economic Zone Ltd (APSEZ) has decided to pursue the original master plan for expanding Kattupalli port near Chennai by seeking permission to construct two more berths with an investment of Rs2,100 crores as resistance from fishermen and green activists stall an earlier move to turn the port it acquired from Larsen & Toubro Ltd in 2018 into a mega port. Kattupalli Port has approval for constructing five berths with a total quay (berth) length of 1,900 metres, per the original master plan. Of this, three berths were constructed and are operational with Berths 1 and 2 used for container handling, project cargo and roll-on, roll-off (Ro-Ro) cargo. Berth 3 is a multipurpose berth used for handling break bulk/ general cargo and nonhazardous liquid cargo. Currently, Kattupalli Port handles containers from two berths with quay length of 710 meters, 6 quay cranes, 15 rubber-tyred gantry cranes, 5,120 ground slots with the capacity to
handle 1.2 million twenty-foot equivalent units (TEUs) a year. In June 2018, APSEZ acquired Kattupalli Port from Larsen & Toubro for Rs 1,950 crore after India’s biggest engineering and construction firm demerged the shipyard and the captive port (later allowed to handle commercial cargo per the port policy of Tamil Nadu gover nment) to facilitate the sale. Marine Infrastructure Developer Pvt Ltd (MIDPL) proposes to develop the remaining approved two berths (berth no 4 and berth no 5), converting the berth no 3 into container berth, craft berths, port craft facilities and associated backup yard facilities, along with dredging port areas from 16 metres to 16.7 metres and navigational channel from 16 metres to 17.5 metres, to tap the huge potential for container, liquid, and bulk business, the Company said in an application filed with the Expert Appraisal Committee (EAC) in the Ministry of Environment, Forest & Climate Change, seeking nod to start the environment clearance process.
Marine Infrastructure Developer Pvt Ltd (MIDPL) is 97 percent owned by Adani Kattupalli Port Pvt Ltd, a unit of APSEZ, India’s biggest private port operator. French President Emmanuel Macron's visit may give push to India-EU trade deal talks: GTRI NEW DELHI: French President Emmanuel Macron's visit as the Chief Guest for the Republic Day celebrations is likely to give a fillip to the ongoing talks for a comprehensive trade agreement between India and EU, economic think tank GTRI said recently. France is a key member of the 27-nation bloc European Union (EU). In June 2022, India and the EU restarted the negotiations for the long-pending trade and investment agreement, after a gap of over eight years. The negotiations for the ambitious free-trade agreement (FTA) were suspended in 2013 after several rounds of talks spanning six years. The Global Trade Research Initiative (GTRI) said that this visit is expected to provide an impetus to various domains of mutual interest, ranging from defence cooperation to economic ties, and from energy collaboration to space and nuclear partnerships. The discussions will likely pave the way for new agreements and deepen existing cooperation, reflecting the dynamic and evolving nature of the India-France strategic partnership, it said. "France, as India's eighth largest
trading partner, aims to strengthen trade and investment ties. Both countries are negotiating an FTA (India-EU FTA) to further expand the relationship. They may discuss market access, intellectual property rights, and investment facilitation," GTRI CoFounder Ajay Srivastava said. The seventh round of talks for the proposed agreement will be held from February 19-23 here. Srivastava added that the discussions may include counterterrorism, intelligence sharing, and defence technology transfer. "Potential collaboration is also expected in renewable energy, green hydrogen, and sustainable infrastructure development, underscoring their commitment to combating climate change," it said, adding that discussions between the two countries may also focus on enhancing multilateral cooperation on global health, food security, and climate change. The growing space partnership between India's ISRO and France's CNES, including joint missions and technology transfer, will likely be a topic of discussion besides increasing cooperation in the civil nuclear segment, it said.
The economic relationship between India and France is marked by significant business presence, trade, and investment. In 2022-23, the bilateral trade reached USD 19.2 billion (export USD 7.6 billion and imports USD 6.2 billion). India's exports to France included diesel (USD 707.9 million), ATF (USD 405 million), turbojets (USD 496 million), apparels(USD 850 million), footwear (USD 157 million), smartphones (USD 248 million), gold jewellery (USD 160.5 million), airplane parts (USD 158 million), medicines (USD 447.8 million), and chemicals (USD 364.5 million). On the other hand, main imports included planes, helicopters, and/or spacecraft (USD 2.1 billion), LNG (USD 400 million), navigation equipment (USD 102 million), turbojets, and gas turbines (USD 442.2 million). In the domain of services, India exported financial, IT, maintenance and repair, travel, transport, and other business services worth USD 3.2 billion to France, while importing services such as other business services, transportation, and insurance, amounting to USD 2.2 billion.

The award acknowledges Mawani’s efforts in continuously developing port infrastructure and attracting investments. In 2023, Mawani laid the foundation for the upgrade and operation of two container terminals at King Abdulaziz Port in Dammam, with an investment value exceeding 7 billion riyals. Additionally, strategic projects were inaugurated at Jubail Commercial and Industrial Ports to increase capacity. These services link Saudi ports with those in the east and west. Furthermore, Mawani has signed several agreements with international ports and national entities across public and private sectors, aiming to boost the standing of Saudi ports in the maritime transport sector, both regionally and globally.
