India–Middle East–Europe Economic Corridor: India, UAE planning to launch online platform for port clearance
NEW DELHI : The governments of India and the United Arab Emirates (UAE) are looking to launch a portal that will help ships get clearances before docking at ports that are part of the India–Middle East–Europe Economic Corridor (IMEEC) in either country, multiple officials aware of the ongoing discussions told said.
“The online portal will likely be launched in the second half of 2024-25, possibly by October ,” a Senior Government official involved in the process said.
He added that initially, the online portal will have a port clearance and payment facility for ships docking in Indian and UAE ports.
“Initially, we are trying to onboard the port of Jebel Ali, also known as Mina Jebel Ali, Jawaharlal Nehru Port Authority, Kandla Port, and Mumbai Port on the portal,” the Government official said.
Another official said that once operational, the portal will also include customs clearances, container tracking, and integrated logistics players to help provide ease of movement for containers across ports and in the hinterland, across countries.
“We are working to link the instant payment platforms of both India and the UAE with the upcoming platform, which will facilitate seamless cross-border transactions between the two countries,” the Government official said.
Back in February 2024, India and the UAE signed seven agreements, including an Intergovernmental Framework Agreement on the India-Middle East-Europe Economic Corridor, an MoU to create linked payment systems, and an agreement on inter-linking domestic debit/credit cards.
The Governments of UAE and India are also in talks with the Governments of Saudi Arabia and Oman to extend the online platform for seamless container and ship movement across all four countries.
“The success and launch of the online platform between UAE and India will help boost the confidence of all other countries that are part of the IMEEC, like Saudi Arabia and Oman,” the second government official said.
Last week, the Group of Seven (G7) industrialised nations committed to promote infrastructure initiatives such as the IMEEC in the G7 Summit Communique issued at the end of the three-day session, which was attended by Prime Minister Narendra Modi.
The communique was issued in the evening of June 14 after the customary `family’ photo at the luxury resort of
Borgo Egnazia, where the G7 also reiterated a commitment to a free and open Indo-Pacific based on the rule of law
“We will further promote concrete G7 PGII (Partnership for Global Infrastructure and Investment) initiatives, flagship projects, and complementary initiatives to develop transformative economic corridors for quality infrastructure and investment, such as the deepening of our coordination and financing for the Lobito Corridor, the Luzon Corridor, the Middle Corridor, and the India-Middle East-Europe Economic Corridor, also building on the EU Global Gateway, the Great Green Wall Initiative, and the Mattei Plan for Africa launched by Italy,” reads the communique.
Last September, India joined forces with several G20 allies to launch the India-Middle East-Europe Economic Corridor in response to China’s Belt and Road Initiative (BRI) initiated in 2013, criticised for its lack of transparency and disregard for the sovereignty of nations.
On the sidelines of the G20 Summit held in New Delhi, India facilitated the economic corridor agreement, involving the US, UAE, Saudi Arabia, the European Union (EU), Italy, France, and Germany. The objective was to enhance connectivity and foster economic integration among South Asia, the Arabian Gulf, and Europe.
Notably, later, Israel and Greece also evinced interest in joining the IMEEC, underscoring its significance in regional connectivity and economic cooperation.
Signicance of IMEEC
India aims to bank on its strong trade ties with the Arab Gulf region, anticipating significant growth potential once infrastructure and connectivity challenges are addressed.
The IMEEC enhances regional connectivity and economic potential by linking key partners like Israel and Jordan, which is crucial to India’s broader regional strategy. It also promises shorter trade routes between India, the Eastern Mediterranean, and Western Europe, bypassing critical checkpoints like Bab al-Mandab and the Suez Canal.
India’s footprint in the region is poised to expand, offering opportunities for Indian firms to invest in infrastructure development.
Geopolitically, supporting the IMEEC positions India as an emerging global power, leveraging its economic growth trajectory since 1991, and its role in the G20.
DGFT implements automated system for adhoc input-output norms xation
NEW DELHI : In a move to ease foreign trade procedures, the Directorate General of Foreign Trade (DGFT) has implemented a new automated system for fixing adhoc input-output norms.
As part of the measure announced, exporters can now import duty-free raw materials or inputs for manufacturing goods meant for export under an advance authorisation scheme allowing them greater flexibility
With the new system, exporters who find that standard norms do not suit their specific needs, can apply for their own adhoc norms through a rule-based, system-driven
process. This initiative is expected to enhance efficiency and simplify the licencing process.
Earlier, the DGFT adhered to a fixed standard inputoutput norm for various products to issue licenses for such duty-free imports.
The Foreign Trade Policy 2023 has focused on revamping its systems to incorporate automated, rulebased processes. These improvements also include postissuance audit capabilities and risk mitigation functions, aiming to create a more transparent and efficient foreign trade environment.

Transhipment hubs hit hard by Red Sea reroutings
LONDON : Key transhipment ports around the world are facing severe congestion in response to the Red Sea Crisis, with Singapore being a prime example.
The escalating crisis is due to abrupt changes in carrier service patterns and vessel reroutings, leading to increased yard congestion and declining port productivity, according to a new report from maritime consultancy firm Drewry
Singapore, among other transhipment ports, is now grappling with a backup of shipping containers that rivals peak levels seen during the pandemic surge.
Despite an 8% YoY increase in throughput at Singapore port in the five months leading up to May, port productivity has suffered from a 22% increase in average parcel sizes, according to Drewry’s quarterly Ports and Terminals Insight report. The report reveals the handling time for 1,000 twenty-foot equivalent units (TEU) has risen by 10% to 0.32 days, translating to a 41% increase in exchange
times for Ultra Large Container Vessels, from 1.1 days in January to 1.7 days in May
Drewry pointed out that the current congestion differs from the pandemic-era congestion, which primarily impacted gateway ports due to high cargo demand and inland transport congestion. In contrast, the current crisis is directly affecting transhipment hubs due to drastic changes in individual exchanges.
The alignment of mainline vessel transfers has also been complicated by a high number of blank sailings, congested yards, off-window arrivals, and the prioritization of mainline vessels over feeder vessels, disrupting mainline-feeder services.
transhipment ports will continue to be a significant issue. However, a slight relief is expected as carriers introduce additional capacity and restore some of their disrupted schedules.
Export target for this fiscal still
NEW DELHI : The Director General of Foreign Trade (DGFT) Santosh Kumar Sarangi recently said export targetsforthecurrentfinancialyeararestillbeingfinalised
According to Sarangi, the country needs to further improve the ease of doing business to achieve the $2trillion export target by 2030. To this end, the first phase of the “Trade Connect ePlatform” for Indian exporters will be unveiled within the next three months.
The ePlatform is expected to provide facilitation for new and aspiring exporters, information on various regulations to access overseas markets. In the second phase, trade finance services will be integrated into the platform.
“Export target for the current fiscal is not yet finalised,” Sarangi told the media after interacting with the members of the Federation of Indian Export
being
finalised, says DGFT
Organisation (FIEO) in Kolkata.
Despite persistent global challenges, India registered record exports in the financial year 2023-24 at $778 billion. Overall exports stood at around $776 billion in the financial year 2022-23.
FIEO Director General and CEO Ajay Sahai said India’s exports should grow at a compound annual growth rate (CAGR) of 12.5 per cent for next few years to achieve the $2-trillion target by 2030. According to Sahai, from FY18 to FY24, the export grew at a CAGR of 8.2 per cent.
He said while exports of electronics, machinery and mechanical equipment did well, in case of labour intensive sector like footwear, gems and jewellery, and apparel exports remained a concern. “We have to carefully look into global trends to boost labour-intensive exports,” Sahai added.

12.5% until FY30 : Alvarez & Marsal
MUMBAI : Leading global professional services firm Alvarez & Marsal (A&M) released a detailed report, ‘Building Warehousing Competitiveness: Unlocking Growth through Intelligent Warehousing’ during a one-day conference organized by the CII Institute of Logistics. A&M’s report highlights the evolving trends shaping India’s warehousing landscape and the forces fuelling unprecedented growth in logistics infrastructure.
The evolution of India’s logistics and warehousing sector towards sophisticated logistics parks is emblematic of its crucial role in driving the nation’s economic success. As showcased in its report, Alvarez & Marsal India estimates that the demand for Grade A warehousing stock will grow at a compounded annual growth rate of 12.5 percent until FY30. At present, up to 70 percent of Grade A demand comes from Delhi NCR, Mumbai, Bengaluru, Chennai and Pune.
India is witnessing an emergence of high-quality warehousing infrastructure, recognizing warehouses as crucial components in delivering exceptional customer experiences. Sectors which are primarily driving the demand are retail, third-party logistics (3PL) and
India
e-commerce. According to the report, these sectors are projected to contribute approximately 80 percent of the total demand for Grade A warehousing over the next five years.
To meet the demands of a rapidly evolving market, these warehouses are equipped with state-of-the-art facilities and are strategically located near key transport hubs for efficient distribution. With advanced storage solutions and temperature-controlled environments, these warehouses are well-positioned to cater to the evolving needs of various industries, contributing to the overall growth and efficiency of India’s logistics ecosystem.
Manish Saigal, A&M India Managing Director and Business Transformation Services Practice Co-Leader, has said, “The evolution of warehousing in India from simple ‘godowns’ to sophisticated logistics hubs signals a new era of efficiency and resilience in supply chain management. Warehouses no longer serve as a mere storage facility, but rather as multi functional logistic hubs integral to the seamless functioning of the supply chain and a superior choice for businesses aiming to optimize operations.”

A comprehensive e-connect platform to address information challenges faced by small exporters: DGFT
MUMBAI : Speaking at an interactive session of FIEO, attended by over 200 exporters of the Eastern Region of the country, Mr S K Sarangi, Director General of Foreign Trade said that Government shall be shortly launching the e-connect portal to provide one stop solutions to all the information need of the exporters regarding trade, tariff, SPS, TBT marketing intelligence etc. Mr Sarangi said that exports are vital for the country and the Government is developing an ecosystem of exports to help the country to move from a Developing to a Developed nation. He added that zero rating of exports is our policy and complete rebate of taxes is now available on exports.
DGFT added that the focus is on digitisation and simplification of processes and procedures to add to the Ease of Doing Business. He added that we are aware of the enormous potential of e-commerce exports and have tied up with various marketing platforms and logistics companies to help exporters particularly in Tier 2 and 3 cities. Mr Sarangi said that since top 70 out of over 700 districts account for over 80% of exports, we have to push other districts as well.
Earlier speaking on the occasion, Mr Ashwani Kumar, President, FIEO said that exports will remain buoyant in this year and we are looking to take overall exports to over US$ 900 Bn in 2024-25. He said that the Interest Equalization Scheme has immensely benefited the export sector and needs to be renewed at least for a period of 3 years as it will lapse on 30th June, 2024. Moreover, Since the REPO rate has already moved upward in the country, from 4.4% to 6.5%, the subvention for MSMEs and others needs to be increased by 2% to restore to the earlier position.
Mr Rathendra Raman, Chairman, Kolkata Port Authority said that Government is not working in silos but a cooperative and supportive approach is being adopted to
facilitate. He said that the turnaround time at the port has improved and this will be further improved in few months. He urged that the port may be allowed for import of metallic scrap also to help the businesses of the region.
Mr Yogesh Gupta, Regional Chairman (ER), FIEO said that the Red Sea crisis has had a negative impact on exports and freight rates have increased significantly reducing our competitiveness. The Government should look at strategies to mitigate this challenge. He added that the Eastern region has a good volume of exports to Bangladesh, it will indeed be of help if the Ministry, at joint meetings with Bangladesh, can address some of the infrastructure and operational issues which come in the way of timely release of goods on the Bangladesh side
In his concluding remarks, Dr Ajay Sahai, Director General & CEO, FIEO said that exporters should make them ready for rising protectionism and non-trade issues. The protectionist measures have increased from 9000 to 35000 in last ten years. Environment and Labour issue will impact the global trade in this decade. Dr Sahai said that the EU and the UK has already rolled in the Carbon Border
EU deforestation Regulations which may impact exports of leather, wooden furnitures, wooden handicrafts and certain agricultural products EU will also be introducing Eco-design Sustainable Products Regulation (ESPR) from 1st Jan 2026 which may affect our textile, footwear, furniture, mattresses, tyres, paints and engineering exports.
Dr Sahai requested for 250%-300% tax deductions on R&D expenses as R&D is globally incentivised and our R&D expenditure is not even 1% of GDP He also urged the country to develop a Global Shipping Line to make India AtmaNirbhar and save huge foreign exchange spent on transport services.
Congestions at Global Transhipment ports force Shipping Lines to pause cargo bookings
MUMBAI : Congestions at major transhipment ports across the globe and resultant vessel delays seem to have prompted Main Line Operators (MLO’s) not to accept long transiting reefers and perishable cargoes.
A communiqué issued by a leading Shipping Lines recently said that they have temporarily stopped bookings for US Ports due to prevailing congestion and vessel omission. Another major line also announced skipping of its call to Colombo Port for schedule recovery.
Mr Alex K Ninan, Vice President of Seafood Exporters Association of India said the MLO’s advisory will hit marine products exports to the US as well as the reviving Chinese markets because of delay in timely delivery Already there is a 50% hike in freight charges and the present situation would add up the cost further
The advisories would enhance transit time to more than two months to the US ports, which would enable Ecuador to make more inroads to the US markets by supplying cargo in 10 days Tea traders in Cochin auctions also raised apprehension over congestion at transhipment ports including container shortage which is likely to slow down tea exports.
Mr. K.S.Binu, President of Kerala Steamer Agents Association said MLO’s are reluctant to accept long transiting containers and perishable cargo as they are quite uncertain about the connection to final destinations. MLO’s are picky about the dry cargo and do not give any indication about the connections from transshipment points for they
alreadyhavepiledupbacklogsattheseports.
He pointed out that transhipment delays and port congestions are causing supply chain disruptions all over MLO’s are not accepting cargo to some US ports and some European ports to ease out the traffic which is already in turmoil. Space constraints in the vessels particularly for US destined cargo affects the exporters. Europe and Middle East cargo also faces the same situation, resulting in a spurt in freight rates.
Equipment imbalance, pile up of units in transshipment hubs and berthing delay of vessels are visible at almost all the major ports. Though there is no shortage of equipment at the moment, Cochin is also witnessing berthing delays, he said. This is mainly because of the late arrival of vessels from the other ports. Vessels are losing their window berthing due to congestion at other ports which has a cascading effect on Cochin terminal also.
Colombo is experiencing monsoon related slow operations and delay in berthing and there is huge backlog of transshipments. This is affecting inbound cargo shipments to Indian ports. No respite is expected in the coming 3-4 months as the situation is getting worse in almost all parts of the world, he added.
Mr. Prakash Iyer, Chairman, Cochin Port users Forum said the entire shipping industry and trade is suffering due to congestions, resulting in the cost of export-import trade to go up. The delays of loading also make the trade to lose fresh contracts

CONCOR’s New Initiatives for Ease of Doing Business and Customer Value Creation
NEW DELHI: Container Corporation of India Limited (CONCOR), a leading logistics service provider in the country is pleased to announce liberalization of existing schemes aimed to enhance customer experience and streamlining logistics operations These schemes reflect CONCOR’s commitment to ease of doing business and value-driven partnerships Block Rake Scheme: Enhancing Visibility and Certainty
CONCOR has now modified its Block Rake Scheme, an incentive program for shipping lines Under this scheme, shipping lines can avail dedicated scheduled train services between CONCOR terminals and Gateway ports The goal is to ensure visibility and certainty of service. Shipping lines will get the incentive based upon achieving minimum guaranteed traffic and now the penalty on account of non-fulfilment of Minimum Guaranteed Traffic has been withdrawn from the policy.
Credit Policy for AEO Certied EXIM Customers
CONCOR has now modified the credit policy without Bank Guarantee (BG) for AEO (Authorized Economic
Operator) certified EXIM customers. Eligible customers receive a credit limit equivalent to their best monthly volume or transaction done with CONCOR. The new AEO certified customers willing to avail CONCOR services can also get the credit facility without Bank guarantee. This approach simplifies financial transactions and foster strong partnerships among customers.
Associate Partner Policy: Welcoming New Customers
CONCOR has modified its Associate Partner (AP) Policy to attract new CHAs (Customs House Agents) and Freight Forwarders who are presently not availing the services of CONCOR New customers i.e. Freight Forwarders/CHAs can also enrol themselves under the AP Policy based on their forecasted volume for the coming year. This flexibility encourages collaboration and expands the network of stakeholders for availing benefit from CONCOR’s services.
CONCOR invites all stakeholders – Shipping Lines, CHAs, Freight Forwarders, Exporters and Importers – to join hands and leverage these initiatives for mutual growth and success
