Gujarat to have an International Maritime Arbitration Centre Cont’d. from Pg. 3
The MoU was signed on 21st June 2021 by Smt. Avantika Singh, IA S, the Vice Chairperson & CEO of Gujarat Maritime Board, who is also the Provost of Gujarat Maritime University and Mr. Injeti Srinivas, IAS Chairman, International Financial Services Centres Authority (IFSCA). There are over 35 arbitral institutions in India, however, none focus exclusively on the disputes related to maritime sector. With the state continuing to witness a rapid extension in maritime activities and inching closer to becoming a global maritime hub with the implementation of Gujarat Maritime Cluster project, a strong growing and recurring demand is being generated for wide array of maritime services by the maritime and shipping trade. Among such services is a specialized facility for maritime arbitration services. To that end, the Gujarat International Maritime Arbitration Centre (GIMAC) is being developed as a specialist Alternate Dispute Resolution Center with contemporary facilities under the aegis of Gujarat Maritime University. The center will be housed in the upcoming Gujarat Maritime Cluster ecosystem at the GIFT City. The approval committee for GIFT multi-services-SEZ in its 85th meeting dated Nov 25, 2020 had conveyed its approval for setting up the GIMAC in the processing area of GIFT SEZ within the GIFT House. Furthermore, the Gujarat Maritime Cluster coming up in GIFT City has the unique advantage of leveraging the regulatory flexibility afforded by the International Financial Services Authority (IFSCA). The International Financial Services Centres Authority (IFSCA) is a statutory unified regulatory body under the Department of Economic Affairs, Ministry of Finance, established in 2019 under the International Financial
Services Centres Authority Act, 2019 at GIFT City, with a holistic vision to develop and regulate the financial services market in the IFSC business platform. IFSCA is empowered to exercise the powers of RBI, SEBI, IRDAI and Pension Fund Regulatory and Development Authority (“PFRDA”) in respect of financial services, financial products and financial institutions performed / located in the IFSCs in the country. As a part of this MoU, IFSCA (which is also now a partner in the Gujarat Maritime Cluster growth story) and Gujarat Maritime University will jointly promote the GIMAC and its services at various forums – nationally & globally, for a period of 5 years. The IFSCA shall support the GIMAC initiative within its regulatory purview. IFSCA shall also nominate its officers for seminars, workshops, organized by GMU to promote the development and practice of ADR mechanisms pertaining to various sectors, with special emphasis on the maritime / shipping sector . A taskforce shall be constituted which will be represented jointly by the officers nominated by GMU and IFSCA to deduce objectives and work plan for undertaking the activities as per the agreement.

Get ready for years of chaos in Container Shipping : Analysts NEW DELHI: The world’s cargo ships just can’t seem to get their act together. It seems that first there were the queues at the twin ports of Los Angeles and Long Beach, which left as many as 40 container vessels awaiting a berth in early February amid a flood of traffic. Combined volumes at the terminals hit a record of 1.9 million containers in May, nearly double the Covid-19 low in March 2020. Then the Ever Given, a 20,124-container behemoth, got stuck in the Suez Canal for nearly a week, delaying hundreds of ships on their way between Asia and Europe. Now, the port of Yantian in the Chinese city of Shenzhen is joining the fun, thanks to a coronavirus outbreak that’s thrown out schedules for the entire month. High Seas If you think this is mostly a bit of local bother that will smooth itself out as the dislocations of a reawakening global economy ease off, you might be in for a shock. The factors that have driven AsiaEurope container rates to record levels of more than $10,000 per 40-foot box aren’t simply a temporary coordination problem. Returning to a semblance of normality could take years. The container shipping industry is usually such a well-oiled machine that we barely notice it. Vessels carrying 10,000 containers can arrive at dawn and depart with new cargo by sunset. Rates have at times drifted so low that in early 2016 you could shift a metric ton of goods from Shanghai to Rotterdam for about $10 — and even then, the world’s biggest shipping line, AP Moller-Maersk A/S, was able to turn a modest operating profit. The flip side of that is that when things
go wrong, they go seriously wrong. Boxer Rebellion Part of the problem has been that containers aren’t in the right places. In global terms, trade enjoyed a remarkably short and sharp pandemic. By September last year, volumes were already running ahead of their seasonally adjusted levels in January and February, as demand for medical equipment and spending on durable goods picked up in rich countries. Trying to make all those deliveries on time meant that many vessels started making their return journeys empty, saving a few precious hours that would normally be spent picking up vacant boxes to ship back to China. That’s resulted in a glut of containers in European and North American ports and a shortage in Asia, pushing freight rates to astronomical levels on export routes. Those high prices — and the sharp differentials with the cost on the return route — can be seen as price signals that will push the industry to rebalance itself. That already seems to be having an effect. More than 360,000 empty containers were shipped from the port of Los Angeles last month, roughly double usual seasonal rates. Let the Good Times Roll The bigger issue will come once the world’s boxes are where they need to be. Covid dealt a hammer-blow to global merchandise volumes, but the slowdown had been going on for some time before that, thanks to former President Donald Trump’s trade wars on the rest of the w o r l d . Tr a f f i c h a d b e e n t r e n d i n g downward ever since late 2018, and only regained its previous levels at the start of
this year. As a result, the freight industry has been cutting back on investment in anticipation of a global economy in which trade would be playing a smaller role. Since March 2019, Maersk’s capital investment has come to just $2.9 billion, not much more than it invested in a single quarter during 2014. That’s a problem that will take years of building new ships, berths and port loading cranes to fix. Shipwreck Once upon a time, shipping lines might have been able to relieve the pressure by ordering their vessels to travel faster, increasing the capacity of the fleet by working it harder. Even that option is less available, though: The latest generation of mega-vessels save energy and costs by having top speeds of around 18 or 19 knots as opposed to 24 knots in the 2000s, Morgan Stanley analysts led by Carolina Dores wrote in a note last week. So there’s not much ability to pick up slack by steaming faster. The shipping industry tends to be as up and down as the sea itself, so even this will correct in time. Analysts expect Maersk to make more profits this year than in the previous seven put together. Inevitably, that will lead to another orgy of shipbuilding, so that at some point down the line, the world will face a glut of container capacity like it did in 2016. In the meantime, though, a world economy where trade is booming will be dependent on a shipping industry that never expected such luck. The chaos and costs on the high seas will eventually turn around. But, as with any big vessel, it’s going to take a while.

Inter-Ministerial meet discusses fix boundaries issues under RoDTEP to boost Exports NEW DELHI: The Centre is holding top-level inter-ministerial conferences to provide a closing form to the muchawaited Remission of Duties and Taxes on Exported Merchandise (RoDTEP) scheme for exporters and take the essential choice on the ceilings or exclusions to be woven in in order that funds aren’t over-stretched, stated an official near the event. “It’s clear that the federal government doesn’t wish to exclude any specific sector and is contemplating all 11,000 tariff strains for protection below RoDTEP. However to maintain expenditure in test, it has to make some exclusions. “Choices could also be to place some type of a ceiling on the payouts or favour smaller items over the bigger ones,” the official instructed. VAT on gasoline The RoDTEP scheme, introduced on January 1 with the simultaneous withdrawal of the favored Merchandise Export from India Scheme (MEIS), seeks to refund exporters the embedded duties/taxes that aren’t rebated below different schemes. These embrace VAT on gasoline utilized in transportation, mandi tax, and responsibility on electrical energy used throughout manufacturing. “Because it has been greater than 5 months for the reason that scheme was introduced and the Commerce and
Finance Ministries had been been discovering it tough to reach at an settlement on the product protection and charges, the matter is now being mentioned on the inter-ministerial degree with participation on the highest degree, together with the PMO,” stated the official. The ultimate scheme is anticipated to be introduced quickly as soon as all of the unfastened ends are tied up, the official added. Greater payouts The issue is that whereas the charges of remission below RoDTEP had been calculated diligently by an skilled committee below GK Pillai, former Secretary for House and Commerce, bearing in mind all enter taxes that go into a selected export, the payouts on the premise of the really helpful charges had been turning out to be a lot greater than what the budgeted quantity of Rs.13,000 crore each year might present for. “There’s now an understanding that the annual outlay for the funds could possibly be elevated to about Rs. 17,000 crore or slightly greater, however that might not be sufficient to offer remission on all enter taxes to all items throughout sectors. Some strains must be drawn, and that’s what the interministerial conferences are discussing,” stated the official. The preliminary quantity budgeted for RoDTEP was round Rs. 50,000 crore,
which was on a par with the quantity budgeted prior to now for the MEIS scheme that coated slightly greater than 8,000 gadgets and offered refunds at 2-4 per cent of the export worth. Some trade sources say that to cowl 11,000 gadgets below RoDTEP scheme, a a lot greater quantity than the allotted Rs. 17,000 crore could be wanted. India’s exports are again on the expansion monitor, rising 116 per cent in April-Could 2021 to $62.89 billion, after declining 7.26 per cent in 2020-21 to $290.63 billion attributable to Covid-19 pandemic disruptions. “The Commerce and Finance Ministries had been earlier contemplating limiting the product protection, however it turned out to be a really politically delicate difficulty. The federal government might lastly determine to offer some type of a ceiling on the payouts made below the scheme as it might even be tough to limit the scheme to simply the small items. Regardless of the choice is, it is going to in all probability be taken quickly,” stated the official. Withdrawal of MEIS The MEIS scheme needed to be withdrawn because it was recognized by the WTO as an export subsidy for the reason that reimbursements couldn’t be straight linked to the enter duties paid by exporters.
Commerce Minister chairs meet on Single window System Will soon have the so launch of the first phase of the Na onal Single window system NEW DELHI: Union Minister of Commerce & Industry, Railways and C o n s u m e r A f f a i r s , Fo o d & P u b l i c Distribution, Shri Piyush Goyal said that we will soon have the soft launch of the first phase of the National Single window system. The digital platform will allow investors to identify and apply for various pre-operations approvals required for commencing a business in India. There will be 17 Ministries/Departments and 14 states onboard in the first phase which is likely to be launched soon, the Minister said during the review meeting of Single w i n d o w s y s t e m h e l d t o d a y. M o S , Commerce and Industry, Shri Som Prakash also attended the meeting. Shri Goyal expressed the hope that it will be a seamless interface where all the facilities from land purchasing to all the information needed to businesses and
industrialists will be available. He said that the “Single window” would be a genuine one, acting as a one-stop solution to all the problems or requirements of the investors. This would provide end-to-end facilitation, support, including pre-investment advisory, information related to land banks and facilitating clearances at Central and State levels, he added. It will facilitate the investors to know the approvals required to establish a particular business and let them apply for those approvals to commence business, see the status of those approvals as well as provide/seek clarifications regarding the same- all in one platform. Shri Goyal also emphasized on the security and the authentication of the critical data used in this platform. He said all security measures should be in place to safeguard the critical data. He also suggested for third party auditing of the platform before its launch.
The Minister appreciated all the Ministries/Departments and states for showing enthusiasm, interest and openmindedness in speedily working on developing the project, despite Covid-19 hurdles.“It is because of your exemplary contribution, cooperation and hard work that such a huge exercise has reached at an advance stage now”, he said. Shri Goyal said that learning from the past experiences we should go on improving it in the future. He hoped that its success will be a real tribute to Dr Guruprasad Mahapatra,Secretary DPIIT who recently left for his heavenly abode. The participants in the meeting gave status report on their preparedness on being on board of the portal. They were told to register in the portal, try out various use cases and identify areas for improvement.
Exports of Marine products down 17% in scal 2021 KOCHI: Exports of marine products from Gujarat took a beating in fiscal 2020-21 due to the disruption in export markets, especially China. The state’s marine exports declined by 17% to Rs 4,137 crore in 2020-21 from Rs 4,985 crore in the previous financial year, shows data from the Seafood Exporters Association of India (SEAI). Exports in volume terms dipped by about 20% to 2 lakh tonnes in 2020-21 compared to 2.51 lakh tonnes. “Seafood exports from Gujarat have declined due to Covid-19 induced disruptions in export markets, especially China, loss of fishing days on account of the pandemic as well as depleting
catches,” said Jagdish Fofandi, national president, Seafood Exporters Association of India (SEAI). The decline in exports to China pulled down overall exports from the state, which is among the top seafood exporters in India. Seafood exports to China plummeted by 41% to Rs 1,287 crore in 2020-21 from Rs 2,197 crore in 2019-20. Exports in volumes dropped to71,637 tonnes from 1.26 lakh tonnes during the same period. Exports to Southeast Asia and the Middle East also declined. However, the reductions were not as steep as China. According to seafood exporters, China made its import protocols and norms stricter due to Covid-19. Previously, it was an easy
market for exports. However, the risks in the Chinese market increased and its seafood market shrank due to the pandemic. There were a few rejections of consignments, containers were held up and exporters also faced payment related issues. Seafood exporters also complained that non-payment of incentives under the previous Merchandise Exports from India Scheme (MEIS) is also hampering cash flow for the seafood trade. The rates under the new scheme, called Remission of Duties and Taxes on Export Products (RoDTEP), which came into force after MEIS, have not been declared, which has further added to the woes of exporters.

Engineering exports in May up; shipments to China fall KOLKATA: Exports of engineering goods witnessed a yearon-year growth for the third straight month in May and crossed $8 billionmark, while shipments to China continued to decline, EEPC India said recently. Shipments to China fell sharply by 35 per cent in May with total exports value pegged at $ 444.65 million as against $684.51 million in
the same month last year. "The US topped as India's export destination for engineering goods. Shipments to the country jumped 56 per cent to USD 1,022 million in May compared to USD 655.37 million in the corresponding month last year," the EEPC said. Among the ASEAN countries under the top 25 engineering exports
destinations, Indonesia, Thailand and Vietnam recorded high positive growth, while Singapore and Malaysia posted negative growth during April- May 2021. All the European countries in the top market list such as Germany, Italy, France, UK, Spain, Poland and Belgium recorded high positive monthly as well as cumulative growth during this period.
GIDC allots land for Ceramics Park in Morbi to boost production & exports MORBI: Considering the long pending demand of Morbi’s ceramics industry, which has continued to do well despite the pandemic, the state government allocated 500 hectares land on the outskirts of Morbi for new ceramics and ancillary units. Gujarat Industrial Development Corporation (GIDC) has taken up development of the 500-hectare park. Once complete, the new park is expected to attract fresh investments of around Rs 15,000 crore. M Thennarasan, Vice-Chairman and Managing Director of GIDC said that to enhance growth of the ceramics industry in Morbi district and counter haphazard industrial development, GIDC is in the process of developing a ceramics park over 500 hectares. “The planned industrial park at Morbi will cater to the ceramics industry and
ancillary units. The proposed park is approximately 11km from Morbi town. After the chief minister’s directions, a stakeholder meeting was held with industry associations and their suggestions have been taken,” he said. “A consultant has been appointed for the base line study and demand survey. Industrial infrastructure facilities such as road upgradation, water supply, CFCs, ancillary units, dry port and common display centres have been planned. The master plan of the park is expected to be ready soon. Ground-level surveys and stakeholder meetings are in progress. GIDC will submit a report to the government for approval within three months. We expect to start work on the ground in three or four months,” he added. Termed the ceramics hub of India,
Morbi has more than 800 ceramics and tiles manufacturing units. The Morbi ceramics industry cluster contributes more than 95% of the tiles produced in the country. While most industries were struggling to grow during the pandemic, the ceramics industry of Morbi was one of the fastest growing. According to Morbi Ceramics Association (MCA), exports from the cluster amounted to approximately Rs 15,000 cr in 2020-21. Exports went to countries like US, UK, Mexico, Indonesia and Europe as well as the Middle East. With the deferral of ADD (anti-dumping duty) on Indian ceramic tiles, exports to GCC (Gulf Cooperation Council) countries and newer export markets — the US, Indonesia and Thailand — are opening up, Morbi exports are expected to gain traction over the next few years.
Tesla Founder Elon Musk gets into Container Transport WA SHINGTON: Elon Musk is reportedly looking into getting into the red hot container transport sector, but from a typically different angle. T h e B o r i n g C o m p a n y, w h i c h Musk founded five years ago, has developed a 6.4 m wide tunnel concept capable of transporting two lanes of containers.
While most media coverage of Boring has focused on passenger transportation, it currently offers a freight solution on its website using a 3.66 m wide tunnel, which it says “barely” fits 9.6-foot-tall containers on a specialised transporter platform. In the presentation for the larger tunnels, Bloomberg said, single and
double configurations are shown with respectively sized batter ypowered freight carriers. Other freight loop concepts currently under development include DP World Cargospeed, a partnership between Dubai-based DP World and Virgin Hyperloop, based in California.
Railways completes Valsad ROB on DFC in record 20 days AHMEDABAD: Indian Railways’ PSU, Dedicated Freight Corridor Corporation of India (DFCCIL) has completed work of dismantling and reconstruction (after making way for DFC tracks) of Valsad Road Over Bridge (ROB) on the Western Dedicated Freight Corridor in the state of Gujarat in a record 20 day time. Working in tandem with various Government agencies and the civil administration, the ROB which funnels busy traffic into Valsad ROB from the Mumbai-Delhi highway, a 20 day traffic block was secured on 02.06.2021 for dealing with this challenge. Work in Western DFC’s Vaitarana – Sachin section faced a bottleneck of crossing a ROB near Valsad Town in South Gujarat. The ROB work could not be started due to various limitations and track laying activities would have been
adversely affected. Track laying projects u s i n g s t a t e o f t h e a r t N e w Tr a c k Construction (NTC) machine, would have been affected. The Solution : The project team geared up to take up this challenge. After many brainstorming sessions, an innovative solution was arrived at. The solution proposed was to insert a Twin precast box of 16m x 10m size on the approach of the ROB to take the NTC forward through it. The biggest challenge in doing this work was road traffic block, as this ROB is one of the busiest passages into the city of Valsad from Mumbai-Delhi highway. The whole work is planned to be completed in 20 days road traffic block. Extensive arrangements were made for pre-casting of these huge segments. Despite lock-downs and travel restrictions, a team of approximately 150
nos, including senior engineers toiled day & night to finish the casting works. Road traffic block was granted by the district administration of Valsad, responding favorably to the proposal. It may be noted that the Western Corridor connecting Dadri in Uttar Pradesh to Jawaharlal Nehr u Port (JNPT) in Mumbai will traverse through the states of UP, Haryana, Rajasthan, Gujarat and Maharashtra of WDFC & EDFC. In the commissioned sections, a total of more than 4000 trains have been run. In Eastern DFC, it has more than 3000 trains and in WDFC more than 1000 trains. Total GTKM has crossed the 3 million ton mark. Some of the trains in the section are achieving an average speed of 99.38 kmph in EDFC and 92 kmph in WDFC. These speeds are comparable to any of the fastest mail express trains.

Commerce Ministry to seek duty relief for SEZs NEW DELHI: The commerce ministry may float a proposal to allow units in special economic zones (SEZs) to sell goods in the domestic market, at least temporarily, at the lowest tariffs at which India imports from its free-trade partners. This will help the SEZs cope with the havoc wrought by the Covid-19 pandemic, sources said. Currently, SEZ units are mandated to pay the regular customs duty on a product if they sell it in the domestic tariff area (DTA). This is because an SEZ is a specifically delineated dutyfree enclave and is a deemed foreign territory for the purpose of trade operations, duties and tariffs. Such units, therefore, have access to dutyfree imports of goods, which manufacturers in the DTA are not entitled to. “The proposal is already before the commerce ministry. The pandemic has hit SEZs hard and hurt their liquidity flow. So, there is a need to implement this proposal, at least temporarily, to help them. This can be done after the revenue department’s approval,” a source told. As such, SEZs in India have somewhat lost their appeal, especially af ter the gover nment last year
adopted a sunset clause for granting a phased income-tax holiday for 15 years, according to senior industry executives. So, only those SEZ units which started production on or before June 30, 2020, will now get a 100% I-T exemption on export income for first five years, 50% for the next five years and 50% of the ploughed-back export profit for five years thereafter. Moreover, the corporation tax has been trimmed to as low as 15% for setting up new manufacturing units anywhere. So, without fresh incentives, SEZs won’t be able to draw many companies now, they say. Interestingly, a similar proposal made by the commerce department in 2015-16 was rejected by the finance m i n i s t r y. R e v e n u e d e p a r t m e n t officials had then argued that permitting SEZs to sell goods in the DTA at zero duty (the rate at which many products are imported from India’s FTA partners) would provide an unfair tax advantage to SEZ units vis-à-vis domestic manufacturers outside such duty-free enclaves. Also, any such move could potentially cause revenue losses to the exchequer, they reckoned. However, commerce ministry officials have been arguing that the
country also loses customs revenue w h e n i t i m p o r t s f r o m i t s F TA partners. On the claim of injury to domestic manufacturers outside the SEZs, the officials have been highlighting that they are, in any case, at a disadvantageous position vis-à-vis m a n u f a c t u r e r s i n I n d i a ’ s F TA partners. So, it’s better to give the same FTA benefits to SEZs and create more domestic employment, according to the officials. Such a move would help SEZ units utilise idle capacities and save foreign exchanges for the country by lowering imports to that extent. Data collated by the Export Promotion Council for EoUs and SEZs show outbound shipments of manufactured products and trading services from SEZs crashed by 21% from a year before to Rs 2.46 lakh crore in FY21, while the country’s overall merchandise exports dropped by only 3% to Rs 21.54 lakh crore. Of course, services units, the dominant segment in SEZs, seemed to have coped with the pandemic impact better. Still, overall exports from SEZs recorded a 4% decline in FY21, against a 1.5% drop in the country’s total exports (in rupee terms).
India expands its cereals exports footprints through shipping rice, wheat and other cereals to newer destinations NEW DELHI: India’s quest for expanding the footprint of cereals exports through exploring new opportunities in countries or markets has started to yield results. The sharp spike in exports of mainly rice (basmati and non-basmati), wheat and other cereals in 2020-21 is attributed to synergy and collaboration between various stakeholders – farmers, millers, exporters and government agencies in boosting exports. APEDA in collaboration with stakeholders have been exploring new opportunities through ensuring market access, adherence to products qualities and phytosanitary measures for cereal products. In terms of rice (basmati as well as non-basmati) exports especially in 2020-21, India shipped non-basmati rice to nine countries - Timor-Leste, Puerto Rico, Brazil, Papua New Guinea, Zimbabwe, Burundi, Eswatini, Myanmar and Nicaragua, where exports were carried for the first time or earlier the shipment was smaller in volume. The total volume of export of rice to these nine countries was only 188 metric tonne and 197 metric tonne in 2018-19 and 2019-20 respectively while the volume shipment rose to
1.53 lakh tonne in 2020-21. In case of wheat, India exported substantial quantity of grain to seven new countries - Yemen, Indonesia, Bhutan, Philippines, Iran, Cambodia and Myanmar during 2020-21. In the previous financial years, only small quantities of wheat were exported to these countries. Wheat exports did not take place to these seven countries in 2018-19 and only 4 metric tonne of grain was exported in 2019-20. The volume of exports of wheat to these countries rose to 1.48 lakh tonne in 2020-21. In case of exports of other cereals excluding rice and wheat, India shipped cereals of substantial quantity to newer destinations or countries Sudan, Poland, Bolivia, Colombia, Congo D. Rep. and Ghana in 2020-21. India did not export cereals other than rice and wheat to these six countries in 2018-19. Only 102 metric tonne of cereals other than rice and wheat was exported in 2019-20 which rose to 521 metric tonne in 2020-21. India’s overall exports of cereals have seen a sharp spike in 2020-21 with export of non-basmati rice growing by 136.04% to USD 4794.54 million; wheat by 774.17% to USD 549.16 million; and other cereals (Millets, Maize and other coarse gains) by 238.28% to
USD 694.14 million. The sharp spike in rice exports especially during a phase where globally the COVID19 pandemic has disrupted supply changes of many commodities, has been attributed to the government taking prompt measures to ensure exports of rice and other cereals while taking all the COVID19 related safety precautions. “We took several measures in terms of ensuring safety and hygiene because of the operational and health challenges posed by COVID19, while ensuring that agricultural products exports continue uninterrupted,” Dr. Madhaiyaan Angamuthu, Chairman, APEDA has said. APEDA has been promoting rice exports through collaborations with various stakeholders in the value chains. The government had set up the Rice Export Promotion Forum (REPF), under the aegis of the APEDA. REPF has representations from rice industry, exporters, officials from APEDA, ministry of commerce and directors of agriculture from major rice producing states including West Bengal, Uttar Pradesh, Punjab, H a r y a n a , Te l a n g a n a , A n d h r a Pradesh, Assam, Chhattisgarh and Odisha.

Driving social change with EU trucking industry : Maersk COPENHAGEN: Given our ambition of becoming a global integrator of logistics services it is crucial that Maersk addresses supply chain ESG issues through collaborative platforms, and Maersk Procurement is paving a way for active engagement with suppliers in raising ESG standards within our supply chain. With the goal to improve the social conditions of truck drivers in the road transportation and logistics sector across Europe, A.P. Moller - Maersk has joined forces with 11 other leading European companies under the ‘Responsible Trucking’ Collaborative Platform facilitated by CSR Europe. “ C o l l a b o r a t i v e a c t i o n w i t h Mr. Henrik Larsen customers and industry peers is a very important lever to address ESG topics, more so in addressing systemic supply chain challenges. Through ‘Responsible Trucking’ platform, Maersk is taking a lead in shaping the outlook for tangible improvements in social working conditions in EU for truck drivers,'' explained Henrik L arsen, Maersk Chief Procurement Officer at Maersk. The participants of the platforms include some our key customers like IKEA, H&M, BMW along with global suppliers like XPO Logistics. As founding members of this platform, they are actively contributing in shaping the guidelines and the industry outlook to improve working conditions of truck drivers in EU. The platform has published the Social Guidelines for truck transport within EU on 17 June, 2021. The Social Guidelines reflect a joint commitment regarding truck drivers’ working conditions in terms of forced labour, child labour, harassment, working and resting times, remuneration, benefits, nondiscrimination, freedom of association and collective bargaining, health and safety, disciplinary practices, access to facilities, rest and recreation, and facilities’ requirements. Through ‘Responsible Trucking’ platform, Maersk is taking a lead in shaping the outlook for tangible improvements in social working conditions in EU for truck drivers. ''Through our Responsible Procurement initiatives, we will work with suppliers to enable better social working conditions and use the social guidelines to also strengthen our ESG Procurement strategy which would contribute to overall Maersk ESG ambitions and support sustainable
customer value proposition,” said Mr. Henrik Larsen, Maersk Chief Procurement Ofcer. Why is this important? Environment, Social & Governance (ESG) issues are becoming prominent within the shipping and logistics industries due to the growing demands from customers, regulators and society in general. Customers are increasingly demanding more supply chain transparency on ESG issues to allow better traceability and control for risk mitigation. They consider sustainability as prominent aspect in managing their supply chains and look at Maersk as a reliable partner. Our customers expect us not only to drive compliance to meet legislative requirements but also exceed these standards to ensure alignment with universally accepted principles such as United Nations Development of Human rights (UNDHR), Sustainable Development Goals (SDGs), etc. Along with customer focus, regulatory bodies are increasing their demands on supply chain ESG issues through legislations. On 31 May 2017, the EU Commission adopted Mobility Package I, a wide-ranging set of initiatives to address key challenges affecting European transport and mobility. Amongst other benefits, the Package aims to significantly improve working conditions in the road transport sector by focusing on driving times and rest conditions of drivers. The ‘Responsible Trucking’ initiative partners are committed to take steps towards implementation of these guidelines and will continue the knowledge sharing and collaborative actions. This will also help in standardising the social working conditions expectations in EU road transport sector, thereby promoting a level-playing field for customers, peers and suppliers.

A New World first for Port of Antwerp – A Methanol-powered Tugboat European Commission gives green light for methatug ANTWERP: Port of Antwerp is converting a tug to methanol propulsion – a world first. The ‘methatug’ is part of the European Union-funded Fastwater project, which aims to demonstrate the feasibility of methanol as a sustainable marine fuel. The European Commission approved the project this week, a decision that will help the Port of Antwerp take another important step in its transition to becoming a sustainable and CO2-neutral port. Amendment of regulations Rhine-based inland navigation craft must comply with the Central Commission for Navigation on the Rhine’s (CCNR) regulations, which had previously forbidden the use of methanol as a marine fuel. To receive the necessary dispensation, the methatug project was therefore submitted to the CESNI, the European committee that administers overall standards for inland navigation. The clearance process, which took 18 months of detailed negotiations, was finally agreed by European Commission earlier this year. The methatug is now expected be operational early 2022. Fastwater consortium The methatug is part of the Fastwater project, which was set up by a group of European maritime research and technology leaders, including Port of Antwerp. The consortium aims to demonstrate the feasibility of renewable methanol as a futureproof fuel for carbon-neutral shipping. The methatug development has been funded by the European research and innovation programme, Horizon 2020. Besides Port of Antwerp, which is supplying the tugboat, several other partners are involved in this project. The Belgian engineering company, Multi, carried out the feasibility study for the project. Swedish shipbuilder, Scandinaos, designed the vessel’s modifications, ABC (Anglo Belgian Corporation) is responsible for converting the engine and for installing the
methanol tanks and pipes, while the G e r m a n c o m p a n y, H e i n z m a n n , i s adapting the injectors. A multi-fuel port This marine fuel first forms part of a comprehensive greening programme for Port of Antwerp's own fleet, in which the organisation will systematically strive to integrate the most environmentally friendly technologies available. The port of Antwerp, the fifth largest bunkering port in the world, has integrated LNG into its bunkering market in the past few years. By 2025, it aims to become a fully-fledged multi-fuel port, in which seagoing and inland vessels will be able to bunker, not only conventional fuels, but also low-carbon alternatives such as methanol, hydrogen or electricity. Jacques Vandermeiren, CEO of Port of Antwerp: "Together with our partners, we are constantly looking for innovative applications and opportunities for the transition to alternative and renewable energy sources. This methatug is a further and also an important step in the transition towards a sustainable and CO2-neutral port that has enabled us to overcome a variety of technical and regulatory challenges. Thanks to projects such as this, we are paving the way and hope to be an example and a source of inspiration for other ports.” Annick De Ridder, port alderwoman: “Just like with the hydrotug, the hydrogen tugboat, this project confirms our pioneering role in the field of energy transition. The ecosystem of the Antwerp port platform forms an ideal, large-scale testing ground for a project of this type." CESNI Secretariat, Benjamin Boyer: “The CESNI Secretariat is very enthusiastic about this retrofitted tugboat and is looking forward to learning from this experience. Indeed, it would be a major contribution to the ongoing regulatory work to allow methanol as fuel and then contribute to the energy transition of inland navigation.”
