Major Rejig of Customs Duty, GST being planned
Cont’d. from Pg. 4
Inverted duty structure is a situation where inputs and raw materials attract higher tax than the finished products In cross border trade it makes imports of finished products cheaper than raw material a n d d i s i n c e n t i v i s e s l o c a l manufacturing.
In domestic taxation like Goods and Services Tax (GST) inverted duty str ucture creates hurdles for manufacturers to claim credit for taxes paid on inputs.
“There are many commodities both on the GST side and customs side where inversion in the tax regime is still require to be corrected. We can’t have an inverted duty structure w h i c h h a s a n i m p a c t o n o u r competitiveness and affects our export capabilities,” an official had recently said.
The Ministry of Commerce and Industry has shared its list of products for addressing inverted duty structure with the Finance Ministry
T
consultation with the industry associations and export promotion councils.
In the paper industry the import duty on raw pulp is 12% and on f
s 5 %
This situation leads to higher imports of finished paper and its products.
Total imports of paper. paper board and products was $ 3 6 billion in April-February of last year while imports of pulp and waste paper was $ 1.7 billion during the same period.
In washing machines basic customs duty on both parts and fully built units is 10% and with Integrated Goods and Services Tax (IGST) and cesses it comes to 41.1%. This takes
away some of the incentive for local manufacturing.
Same situation exists in air purifiers and their parts with basic customs duty on both at 7 5% In apparel and fabrics again the customs duty is the same
Solar glass attracts 15% import duty but the local industry is facing dumping from China and Vietnam. The Directorate General of Trade Remedies (DGTR) has started an investigation into the dumping early this year.
Some of the suggestions for a
Commerce and Industry Ministry during the preparations of the interim budget but they were left untouched. They may come up again when the full budget for the year is presented by the new Government.
Container Lines make $5.4bn prot amid Red Sea disruption : Report
S I N G A P O R E : A f t e r s i x consecutive quarters of falling profits, container lines rebounded in the first quarter 2024 with rate support from geopolitical disruption. Container line earnings have been on a downward t r a j e c t o r y s i n c e t h e p e a k o f pandemic-induced rate hikes in the s e c o n d q u a r t e r o f 2 0 2 2 T h e downward spiral brought a net loss across the largest container lines in the last quarter of 2023, and earnings forecasts predicted dire losses for 2024.
Total container line profits in the first quarter 2024 rebounded, however, from a $700m loss in Q4 2023 to a $5.4bn profit in the first quarter, according to figures from the McCown Container Results Observer
The main support for container line earnings was higher rates
owing to disruption in the Red Sea and the subsequent rerouting of vessels and absorption of excess tonnage – a factor mentioned in individual earnings reports and many market updates and analyses since late 2023
“The Asia to Europe] lane represents some 25% of global container miles and the one-third increase in typical voyage distance has the effect of shrinking worldwide capacity 8%,” said McCown.
The change in global trade flows has led to congestion in some Asian ports as higher volumes and shifting patterns affect infrastructure and inland operations in certain regions.
The report noted increased volumes as a favourable influence on earnings, with a 9 2% increase onyear in the Q1 2024, the strongest
quarterly growth since the pandemic.
The market continues to look positive for container lines in the second quarter, with spot container rates up by over 30% in recent weeks as peak season approaches. Analysts have also noted a difficult contract renewal period due to market uncertainty, as current tight capacity is balanced against the potential oversupply of tonnage should the Red Sea situation ease.
L i n e s w i l l t a k e t h e i r o w n approaches to managing risk in the Red Sea, but Maersk has said it will continue to route via the Cape of Good Hope for the foreseeable future.
Looking at the year as a whole, earnings for the 12 months to March 2024 were $16 4bn, down from a $171.1bn profit for the year ending Q1 2023, said McCown.
Govt pursuing Customs mutual recognition agreements with Nations: CBIC
NEW DELHI: India has signed mutual recognition agreements (MRAs) with customs authorities of seven nations and is actively pursuing negotiations for such pacts with other countries, a top official said.
The Central Board of Indirect Taxes and Customs and the Federal Customs Service, Russia, this month signed the Authorized Economic Operator (AEO) MRA to provide reciprocal benefits to accredited and
trusted exporters of both signatories in the clearance of goods by the customs authoritiesoftheimportingcountry
"The CBIC and the Federal Customs Service, Russia signed the Authorized Economic Operator (AEO) Mutual Recognition Agreement, which is a major trade facilitation boost for Indian importers and exporters. While this is the 7th MRA that has been s i g n e d b y I n d i a n C u s t o m s , negotiations are being actively
pursued with many other Customs' administrations," CBIC Chairman Sanjay Kumar Agarwal said in a communicationtofieldformation
The AEO programme enables Customs administration to identify safe and compliant exporters and importers and to provide them with better facilitation. AEO MRA is already in place for 7 countries, including Korea, UAE, Hong Kong and Taiwan.

Shipping Ministry working to reach 80% landlord model at Major Ports by 2030: Shipping Secretary
NEW DELHI: The Shipping Ministry is working to shift to an 80 per cent landlord model by the end of this decade to increase efficiency and reduce logistics costs at Major Ports, a Senior Government said recently.
In the landlord model, private players take over the operational aspects, while the port authority acts as a regulator and landlord.
Speaking at CII Annual Business Summit 2024, Ports, Shipping a n d Wa t e r w a y s S e c r e t a r y TK Ramachandran said Jawaharlal Nehru Port (JNPT) has become the
first Major Port of the country to become 100 per cent landlord port, having all berths being operated on PPP model. The PPP (public-private partnership) model is considered an e f f e c t i v e t o o l f o r a t t r a c t i n g investment in the port sector
"We have 12 Major Ports, and we have a huge capacity...we want to shift to an 80 per cent landlord model by the end of this decade," Ramachandran said.
He further said the four pillars that the Shipping Ministry is working on to improve the cost and ease of doing
business are developing port-based industrial clusters, investments in the maritime sector, ensuring PPPs and multi-modality.
Ramachandran said that 10 years a g o , I n d
a l waterways Now, the country has 111 waterways.
"We have reformed the Major Ports Act, the Inland Vessels Act. We have made changes in the model concession agreements (MCAs) to make them more private sector friendly, banking friendly and investment friendly, he added.
Volume, Productivity improves at Most Indian Ports in Q1-2024 : S&P Global
M U M B A I : T h e v o l u m e o f container movements increased at most Indian ports on a yearly basis during the first quarter of 2024, a c c o r d i n g t o a n a n a l y s i s b y S&P Global Market Intelligence, a financial information and analytics firm.
T h e b i g g e s t i n c r e a s e w a s registered at Kattupalli port with a yearly increase of 91 per cent, as per the report by the financial information and analytics firm.
Oceanside port productivity (portmoves-per-hour) generally improved among ports the firm surveyed. In India, Jawaharlal Nehru Port in Mumbai registered a significant 36 per cent year-on-year improvement
in performance in the first quarter of 2024.
Berth productivity at the large Indian ports was generally stable year-on-year. Among medium-sized ports, Pipavav port in Gujarat was the highest performer, delivering 125 berth-moves-per-hour (BMPH) during the quarter.
Further, the report noted India managed to reduce import dwell time for containers (-22 per cent year-onyear at larger ports; -41 per cent yearon-year at medium ports) at a greater rate than counterparts in Southeast Asia and China (-2.9 per cent year-onyear at larger ports; +1.6 per cent year-on-year at medium ports).
However, export dwell time for
containers worsened at Indian ports. Median export dwell time rose to more than four days from 3.5 days the previous year period.
The dwell time for transshipment almost halved at large Indian ports while at the same time increased by more than 45 per cent at counterparts in Southeast Asia and China, the S&P Global Market Intelligence said.
Further, the analysis found that Jawaharlal Nehru Port and Mundra Port both saw a significant decrease in vessel waiting time.
Medium-sized Indian ports also experienced lower year-on-year vessel waiting times, with major improvements at Pipavav, Chennai, and Krishnapatnam.
Indian Spice trade may see 40 % fall in exports
AHMEDABAD: An Indian spice trade group recently said that spice exports could drop by 40% after two m a j o r b r a n d s w e r e h i t w i t h contamination allegations over the use of a pesticide the group considers safe but others say causes cancer in the event of long-term exposure.
India is the world’s biggest exporter, consumer and producer of spices, and its spice exports came to $4 billion in the year from April 2022 to March 2023. But the Federation of Indian Spice Stakeholders (FISS) said the industry has already seen buyers put some export orders on hold amid international scrutiny of two popular Indian brands – MDH and Everest The exports regulator, the Spices Board, did notrespondtoarequestforcomment.
Hong Kong last month suspended sales of three MDH spice blends and one from Everest citing high levels of the pesticide ethylene oxide, or ETO – a cancer risk in the event of long exposure. The two companies both say their products, hugely popular in India and exported globally, are safe for consumption. “If other countries also start taking a similar stand, our spices exports could fall by 40%,” said Mr. Tejus Gandhi, the Secretary of FISS, which represents 600 spice makers and exporters around the country. Already, Britain’s food regulator has applied extra checks for all spice imports from India and the U.S, New Zealand and Australia are looking into the matter.
“Many countries are questioning Lot of spices exporters have orders They have been halted,” Gandhi said at a press briefing in Ahmedabad city in western India. ETO can be used as a pesticide to help prevent microbial contamination. While some nations allow a small presence of ETO in spices, many completely prohibit it The U S Environmental Protection Agency says regular exposure to ETO over many years raises the risk of cancers including non-Hodgkin lymphoma, myeloma and lymphocytic leukemia, as well as breast cancer in women. India’s Spices Board last month said the country has “stringent protocols and guidelines for ETO residue” and it will strictly monitorconsignments going abroad.

Electronic goods, Engineering goods, Drugs & Pharmaceuticals exports of India beat Global trade slowdown during FY24
NEW DELHI: Only a few Indian s e c t o r s e n g i n e e r i n g g o o d s , electronic goods, and drugs & p h a r m a c e u t i c a l s p r o d u c t s have seen a rise in their annual export value during FY24, a year that saw high interest rates globally curb demand and geo-political conflicts increase energy prices.
Now, with the World Trade Organization (WTO) expecting global goods and merchandise trade to recover gradually, these sectors, plus iron ore, are expected to drive exports during FY25 too.
Sectoral Rise
According to Commerce Ministry data, the export of engineering goods, which had about a 25% share in the export basket, grew by about 2.14% annually in value terms during FY24.
During the same period, the export of petroleum products and gems & jewellery, which have 18.6% and 7.6% share in the export basket, declined by 11 8% and 13 83%, respectively These sectors have the second and third largest share in the export basket.
The export of organic and inorganic chemicals, constituting about 7% of the export basket, fell by 2.78% in value terms, during FY24.
Electronic goods and drugs & p h a r m a c e u t i c a l s , t o g e t h e r contributing about 14% share in
India’s export basket, saw an annual g r o w t h o f 2 3 5 % a n d 9 7 3 % , respectively, during FY23
Fall in Trade
During FY24, India’s merchandise exports stood at $437.06 billion, down from $451 07 billion during the previous fiscal. Goods imports fell to $677 24 billion from $715 97 billion recorded during the same period.
India’s trade performance in 2024 was influenced by global events: Houthi attacks on ships on the Red Sea led to higher freight and disrupted supply chains; expensive crude oil on account of the continuing Russia-Ukraine war; US-China trade tensions leading to more expensive value chains; and the EU’s proposed Carbon Tax and Forest regulations, think tank Global Trade Research Initiative (GTRI) said in a report.
Health Ahead
“Going forward these sectors like electronic goods, mobile assembling, drugs and pharmaceuticals are expected to continue to do well,” said Biswajit Dhar, a professor at the Centre for Economic Studies and Planning at Delhi’s Jawaharlal Nehru University.
“However, what worries me is the threat of protectionism rising among the advanced economies These economies are following an industrial policy, and are trying to
strengthen their manufacturing base. Also, this form of protectionism doesn’t only lead to higher tariffs but also different kinds of standards like labour standards, supply chain due diligence legislature, which can impact our exports going forward,” Dhar added.
In its Global Trade Outlook and Statistics report released last month, the WTO said the volume of global merchandise trade will increase by 2 6% in 2024 and 3 3% in 2025 as economic pressures ease and incomes rise.
Global Trade fall
During 2023, global trade declined 1.2% amid geopolitical and economic turmoil, after registering a 3% growth in 2022, the WTO data showed.
In value terms, the decline in merchandise exports was more pronounced in 2023, declining 5% to $24.01 trillion, while services exports increased by 9% to $7.54 trillion during 2023, partially offsetting the decline in goods trade.
M
remained flat to top markets like North America (including the US), Europe, and West Asia North Africa (WANA) region, while falling to other regions like Asean, South Asia, North E
FY24, according to Commerce Ministry data.
Laptop and Tablet imports from China surged 47% to $273.6 million in March
NEW DELHI: Five months after India started monitoring imports of major electronic hardware products, inbound shipments of personal computers (Pcs), including laptops and tablets, from China surged by 47.1 per cent to $273.6 million in March.
The month also saw a decline in the import of personal computers from Singapore by 63.9 per cent to $ 1 2 2 m i l l i o n , w h i l e i n b o u n d shipments from other marginal players, such as Hong Kong ($33.65 million) and Taiwan ($8.21 million), during the month rose 39.1 per cent and 61.3 per cent, respectively.
I n N o v e m b e r, w h e n t h e government’s online monitoring system for the import of electronic
hardware items became operational, imports from China contracted by 14 per cent, while the overall decline was 17.2 per cent. China’s share in total shipments of these items to India stood at 81.6 per cent in March. It was 77.7 per cent for FY24.
On August 3 last year, the central government announced plans to c a t e g o r i s e p
u c t s i n t h e information technology hardware segment, such as laptops, tablets, allin-one personal computers, ultrasmall form factor computers, and servers, under the “restricted” label.
This announcement led to a surge in the import of laptops and tablets in September (by 41.8 per cent) and October (by 29.7 per cent), amid fears
of licensing requirements. However, after the industry expressed serious concerns over the decision — which was originally aimed at reducing import dependence on China and ensuring a trusted supply chain — the g o v e r n m e n t d e f e r r e d t h e implementation until November 1.
In a further step-down, the government announced it would not restrict the import of such electronic products from any territory, while also introducing a new contactless import authorisation system. With the import monitoring system now in place, the government is able to collect data about specific products coming in from different sources.

Kochi Port welcomes LNG carrier ‘MSC ROSE’
K O C H I : K o c h i
P o r t m a r k e d a significant milestone in its green initiatives with the docking of the LNG-powered container carrier, MSC ROSE. This 365-meter-long vessel, capable of carrying 15,500 TEUs, is the first LNG-powered ship to berth at the Vallarpadom Container Terminal. LNG, or Liquefied Natural Gas, offers a more environmentally friendly alternative to traditional diesel fuel, reducing greenhouse gas emissions and improving air quality MSC ROSE’s arrival signifies a major step towards sustainable shipping practices. LNG engines produce significantly lower carbon dioxide, sulphur oxides, and nitrogen oxides compared to conventional marine fuels, making this shift critical in combating climate change and reducing the maritime industry’s
carbon footprint. This eco-friendly transition aligns with global efforts to achieve net-zero emissions and demonstrates India’s commitment to cleaner energy solutions.
The event at Kochi Port highlights India’s strategic role in global trade and its dedication to adopting greener technologies The Vallarpadom Container Terminal, operated by DP Wo r l d , i s n
