Deendayal Port regains Numero Uno position despite Covid 19 challenges
GANDHIDHAM: In order to keep port in number one position under leadership of Shri Sanjay Mehta, Chairman and Shri Nandeesh Shukla, Deputy Chairman, Deendayal Port has handled 29 vessels within a span of 24 hours. Out of these 29 vessels, 21 vessels were of more than 500 feet, one vessel had more than 13 meter draft and 13 vessels were handled during night time. Handling of such large number of vessels was done under s u p e r v i s i o n a n d g u i d a n c e o f D e p u t y C o n s e r v a t o r, Capt. T. Srinivas and Harbour Master Capt. S.S. Jadhav.
Deendayal Port Marine Department, Pilots, Tugs and Flotilla staff worked beyond normal call of duty with limited manpower for such a huge task. Teamwork of Marine department and smooth operation of shipping movement was applauded and appreciated by the entire Shipping fraternity. Shri S.K. Mehta, Chairman, congratulated, Port Users, Officers, Employees and Unions for their cooperation. He further added that it is envisaged that DPT will be able to achieve the targets set for the fiscal by the Shipping Ministry.

MUMBAI: The Association of Multimodal Transport Operators of India – AMTOI, held its 21st AGM on the 16th of September 2020 using a virtual platform for the 1st time. Using the virtual platform saw a lot more participation at the AGM by members from other regions in India. The well attended AGM was followed by a well curated “AMTOI Dialogues“ session with two very eminent speakers namely, Mr. Suresh Parekh from Polestar Maritime and Mr. Tigmanshu Dhulia a renowned Director from the lm Industry to give a different perspective from outside the

Joint release by MPA, SSA, SMOU, SOS, ITF, IMEC and ICS: SG-STAR FUND: First Global Tripartite initiative to support Countries for Crew Change SINGAPORE: The Inter national Transport Workers’ Federation (ITF) and the International Maritime Employers’ Council (IMEC) have jointly contributed US$500,000 to the Singapore Shipping Tripartite Alliance Resilience (SG-STAR) Fund to support countries that adopt best practices for crew change. This adds to the US$1 million SG-STAR Fund established by the Maritime and Port Authority of Singapore (MPA), Singapore Shipping Association (SSA), Singapore Maritime Officers’ Union (SMOU), and Singapore Organisation of Seamen (SOS). The total fund now amounts to S$1.68 million (approximately US$1.2 million). Besides ITF and IMEC, the International Chamber of Shipping (ICS) will also lend support to the SG-STAR Fund including technical expertise in shipping. With the contribution and support by ITF, IMEC and ICS, the SG-STAR Fund is the first global tripartite initiative bringing together like-minded international partners from the industry, unions and Government to facilitate safe crew changes. The fund, based in Singapore, will be disbursed for use upstream in countries where seafarers come from. We continue to welcome like-minded partners to join us in this global alliance. ITF General Secretary Mr Stephen Cotton said the SG-STAR Fund has the potential to support practical solutions to reduce the severity of the crew change crisis for the world’s 1.4 million seafarers. “For over six months, the crew change crisis has seen hundreds of thousands of seafarers either trapped on ships or unemployed at home, desperate to get to work. For the world’s seafarers, they need practical solutions now, not tomorrow, to end this humanitarian crisis and get seafarers to and from ships in a safe manner. This joint initiative, working with tripartite partners to promote practical solutions to the crew change crisis, will be key to breaking the current deadlock.” Mr Guy Platten, Secretary General of the ICS, said, “The COVID -19 pandemic is unfairly trapping seafarers. This initiative is exactly the type of project needed to resolve the crew change crisis.”

After presentation of the Annual report for the term 2019 -20 by the Hon. Secretary M r. G e o r g e A b r a o a n d t h e Au d i t e d financial report by the Hon. Treasurer Ms. Anjali Bhide, the results of the election to two posts of the Managing Committee was announced.
This was followed by the customary presentation of citation by the President Mr. Shantanu Bhadkamkar to members – Tulsidas Khimji Pvt. Ltd. for completing 125 years, L P (India) Logistics Pvt. Ltd. - 100 years, Nabros Transport Co Pvt. Ltd. – 50 years, and for completing 25 years to AMI Global Logistics Pvt. Ltd., Atlas Shipping Services Pvt. Ltd., Cargomar Pvt. Ltd. & PDP Group. The program then moved on to a very interesting and informative “AMTOI Dialogues” session which was craftily moderated by Mr. Xerrxes Master the Vice President of AMTOI. The first speaker for this session Mr. Tigmanshu Dhulia spoke on how the film industry has adapted to the changes post the COVID 19 with the importance and relevance of OTT or Over the Top Media platforms like Netflix, Amazon, Disney, Hotstar etc. in view of the current pandemic. He also shed considerable light on how the industry is combatting the situation and how he foresees the future shaping up. Mr. Master also, questioned Mr. Dhulia on the raging debate

Mr. Suresh Parekh in his inimitable style floored the audience with his frank and forthright views. He impressed young and old with his zest, enthusiasm and optimistic outlook in these very challenging times. Both sessions were followed by a Q&A session which saw active participation from the audience. AMTOI has for the very first time recorded these sessions and is now available on its Youtube channel for posterity and benefit of its members. The AGM concluded with Mr. George Abrao the Hon. Secretary giving the vote of thanks. On conclusion of the knowledge session, the 1st Managing Committee of the year 2020-2021 was held again on virtual platform.
H. K. Joshi, C&MD of SCI assumes additional charge as MD of India Ports Global Arun Kumar Gupta retired after a span of 44 years – A Giant feat MUMBAI: Mrs. H. K. Joshi, C&MD of The Shipping Corporation of India (SCI), has been given additional charge as the Managing Director of India Ports Global Ltd (IPGL) for a period of three months with effect from September 20, 2020 or until further orders. Mr. Arun Kumar Gupta, retired on September 20 after 5 years as MD of IPGL. He was also a former C&MD of SCI. In all Mr Gupta served 39 years in SCI and and 5 years with IPGL. Mr. Gupta said, his 44 years of service had been extremely rewarding and professionally fulfilling. However it was his last five years (in IPGL) which gave him immense satisfaction. “Setting up a an organisation from the ground
level was indeed an experience. Not to mention Mrs. H. K. Joshi Mr. Arun Kumar Gupta challenges of the strategic project, starting from contract negotiations to commencement of terminal operations at Chabahar. It was long, slow but steady journey. The project has been really a dream come true for me. While at the helm of SCI, I learnt the nuances of corporate level management, the Chabahar project gave me an opportunity to better appreciate geopolitical challenges facing our nation. The interactions with senior bureaucrats and diplomats were indeed enriching,” he said.
Indian ag Shipping industry records 9% increase in tonnage capacity between 2017 to 2020 NEW DELHI: Ministry of Shipping recently announced the growth rate of Indian industries. The data released by the Ministry stated that the tonnages of vessels under the Indian flag saw an increase of 9.7 per cent from 11.55 MT to 12.68 MT between March 2017 and March 2020. The gains were largely led by a few important Government initiatives intended towards incentivising the shipping sector. These majors included a reduction in GST from 18 per cent to 5 per cent on bunker fuel used in Indian flag vessels, providing cargo support to the Indian shipping industry through the right of first refusal (RoFR), allowing shipping enterprises based in India to acquire ships abroad and flag them in the country of their convenience, bringing the parity in the tax structure of Indian seafarers, removal of licensing requirements for chartering of foreign-registered ships for encouraging coastal movement of agriculture and other commodities, fertilisers, Export-Import-laden
transshipment containers, and empty containers, etc. The growth in tonnage carrying capacity is also expected to strengthen the shipbuilding sector. Ministry of Shipping in this month directed the major ports of India to procure tug boats from Indian made sources. These procurements under the ‘Make in India’ initiative, would promote shipbuilding in India. The ministry further proposed to set up a Standing Specifications Committee under managing directors of Indian Ports Association, comprising representatives from Cochin Ship Yard Limited (CSL), Shipping Corporation of India (SCI), Indian Register of Shipping (IRS), and Director General of Shipping. Recently, Cochin Shipyard did a successful order booking for two automated vessels from Norwegian Government. These will be the first-of-its-kind unmanned vessels. Various decisions taken by Ministry of Shipping will turn around the shipbuilding sector in the near future.

Imports from China dip 27.63% during April-August: Piyush Goyal NEW DELHI: India’s imports from China declined by 27.63 per cent during April-August this fiscal to USD 21.58 billion over the same period previous year, Parliament was informed. Value of imports from China stood at USD 4.98 billion in August and USD 5.58 in July, according to the data provided by Commerce and Industry Minister Piyush Goyal in his written reply to the Lok Sabha.
“India’s imports from China have declined by 27.63 per cent during AprilAugust, 2020-21 over the corresponding period of the previous year,” he said. In a separate reply, the minister said there is no proposal under consideration on withdrawal of Most Favoured Nation (MFN) status to China. “No such proposal is under consideration at this time,” he said while replying to a question whether the
Government is planning for the withdrawal of MFN status to China to reduce the export-import business with that country. Later in a media briefing, the minister informed that the country’s export is reviving. During the first half of September, exports have recorded a growth of 10 per cent over the same period last year, he added.
Tariff, non-tariff measures to protect India’s interests: Piyush Goyal NEW DELHI: Commerce and industry minister Piyush Goyal informed Lok Sabha that the Government has implemented several measures including tariff and non-tariff measures to safeguard the interest of the country’s private and public sector firms and to enable them to sell their products in global markets at competitive prices. “Tariff and non-tariff measures have been taken to regulate nonessential import of goods and services.
Appropriate use of trade remedies by way of safeguard, countervailing and anti-dumping duties have been used to protect domestic manufacturers,” Goyal said in a written reply to a question on decline in India’s manufacturing sector. “The sudden outbreak of Covid-19 has severely impacted more than 196 countries across the globe including some of the major players like the USA, European Union, UK, and India,” he said.
A common digital platform for Certificate of Origin has been launched to facilitate trade and increase Free Trade Agreements utilization by exporters. He also said the Government is promoting districts as export hubs. In a separate reply, he said Indian pharma companies have secured 31% of the market authorizations granted by USFDA in 2019 -20, which shows that Indian companies continue to be able to introduce new products.
New 7-day rule for Exporters at ChPT to ease congestion during peak hours CHENNAI: In a bid to reduce congestion during peak hours, Chennai Port is allowing seven days carrying time instead of the present five days for the two terminal operators — DP World and PSA Singapore — on a trial basis till October 15. The decision was taken af ter
authorities found that container movement to the port was not uniform on all days. A huge rush of export trailers was observed on certain days, while on other days the movement was in a trickle, a Chennai Port release stated. The extension in carrying time is expected to facilitate more time for exporters who can move the trailers in
advance to avoid the peak hour rush, a Chennai Port spokesman said. The Chennai Port Chairman has requested the other stakeholders such as vessel operators, customs brokers and exporters to work round the clock in line with the functioning of port and terminal operators to avoid congestion during peak hours, the release added.
Indian, UAE Container ships dock in Chabahar Port TEHRAN: The Managing Director of Ports and Maritime Organization of Iran (PMO) Behrouz Aqaee said recently that two container ships carrying kitchen utensils, detergents and wheat from India and UAE to Afghanistan docked in Chabahar Port. Aqaee said the two ships consisted of 666 containers. Referring to special discounts granted to businessmen in Chabahar, he said that thanks to Chabahar capacities in accepting different kinds of ships, decreasing sea transfer charges, loading and unloading and movement of consignments with less time and cost,
the cargo shipments will continue from Chabahar Port. He added that by setting up infrastructure and granting special incentives to Chabahar port, it is now an important port and a low-cost route for the regional countries. He noted that C h a b a h a r Po r t h a s e n c o u r a g e d investors in various fields especially owners of businesses, goods and shipping lines to take advantage of the capacities. Earlier, Aqaee said Chabahar has experienced 28% growth in foreign trade. He added that by the end of August and af ter 20 months of cooperation between Iran-India joint
o p e r a t o r i n C h a b a h a r, t h e consignment which was transited to Afghanistan through Chabahar Port make up for 23% of total traffic. He also referred to first Indian sugar consignment to Afghanistan which was transited in 70 containers through Chabahar Port. Aqaei said that the eighth cargo ship carrying Indian donated wheat for Afghanistan with 352 containers has docked at Shahid Beheshti port. Chabahar, as Iran’s only ocean port, plays an important role in developing trade, exports, and imports and in fishing as well.

All Alliances on East West to reinstate blanked sailing from next month LONDON: All three east-west alliances have now committed to reinstate blanked sailings in October on the booming transpacific tradelane. Maersk, part of the 2M vessel sharing agreement, communicated last week its intention to reinstate blanked sailings from Asia to the west coast of North America next month, citing enormous pent-up demand, as has Cosco and subsidiary OOCL, both of whom are in the Ocean Alliance. THE Alliance member Hapag-Lloyd, meanwhile, has told clients it is bringing back all but five of its blanked sailings to the west coast next month. Maersk said in its customer advisory that it anticipates strong import volumes to North America to carry on until at least November. The record spot rates seen on the transpacific to the west coast in recent weeks, nudging $4,000 per container, have sparked alarm in China, South Korea and the US. The Shanghai Containerized Freight Index (SCFI) on Friday, 18th Sept reported rates edging
again this week to $3,867 per FEU. Beijing has stepped in over the 10 days demanding carriers add more capacity on the tradelane and ease price increases. The Federal Maritime Commission (FMC) in Washington also met last week to take a look at the situation. Commenting on the swift deployment news seen in the past week, Andy Lane from Singapore’s CTI Consultancy, was quoted as saying recently. “We need to see how far the bull-run goes on for, and if demands starts to appear to soften, then I am also sure that you will see last minute blankings.” This was a topic picked up by another seasoned container shipping analyst, Lars Jensen. Writing on LinkedIn, Jensen, the CEO of Copenhagen-based SeaIntelligence Consulting, noted: “The challenge is that 2020 has proven to be highly volatile and unpredictable. If the volume remains very strong the added capacity should not be a problem but the
question is whether carriers – for a potential third time this year – will also show resolve in reigning it in again if demand drops once more.” Unlike in previous years where carriers have raced to add capacity, few analysts are predicting this autumn’s reinstatement of sailings will lead to a freight rate battle. Simon Heaney, Drewry’s Senior Manager handling container research, recenetly said, “The likelihood of a rate war breaking out is increasing slightly now that capacity is being returned to the market, but in our view it remains a remote possibility.” The level of cargoes warrant the deblanking seen in recent weeks, Heaney suggested, especially considering what he described as the “initially excessive” withdrawals seen at the start of the Covid-19 pandemic. “We think carriers – generally speaking – remain profit focused, rather than market share driven, and will continue to be that way inclined until the pandemic has fully played out,” Heaney said.
Coal imports at Major Ports dips 28% during April-August 2020 (YoY) period NEW DELHI: Hit by coronavirusrelated disruptions, both thermal and coking coal imports at India’s 12 Major Ports dipped 27.93 per cent to 45.77 million tonnes (MT) in April-August 2020 over the same period a year ago, according to the apex ports’ body IPA. Thermal coal imports dropped 25.42 per cent to 28.93 MT and coking coal shipments fell 31.87 per cent to 16.84 MT during this period. Coal volumes at these 12 major ports under the control of the Centre declined for the fifth straight month in August 2020, as per the Indian Ports Association (IPA).
These ports had handled 38.79 MT of thermal coal and 24.72 MT of coking coal in the April-August period of the previous financial year. Together, thermal and coking coal handling saw a decline of 30.83 per cent at these ports in the April- July period at 36.7 MT. Thermal coal is the mainstay of India’s energy programme as 70 per cent of power generation is dependent on the dry fuel, while coking coal is used mainly for steel making. India is the third-largest producer of coal after China and the US, and has 299 billion tonnes of resources and 123 billion tonnes of proven reserves,
which may last for over 100 years. In the wake of the COVID-19 outbreak, sharp declines were also witnessed in handling of containers, coal and POL (petroleum, oil and lubricant) among other commodities. These ports have registered 16.56 per cent dip in cargo handling to 245.04 million tonnes (MT) between April and August this fiscal. Cargo volumes at these ports declined for the fifth straight month in August 2020 and all ports barring Mormugao saw a negative growth. These 12 ports had together handled 293.67 MT of cargo during April-August 2018-19.
Indian steelmakers turn net exporters to China in April-August: CRISIL MUMBAI: Indian steelmakers have turned net exporters to China during April-August for the first time in several years, owing to weak domestic demand due to COVID-19 pandemic, according to Crisil Research. With 69 per cent of semifinished steel and 28 per cent of finished steel heading there between April and August, India turned net exporter of steel to China for the first time in several years, the rating agency said. Primary steelmakers exported 60-80 per cent of their total production between April and August this year to various destinations, with China leading the pack, it added. Crude steel production fell a lower 27 per cent on-year despite a massive 38 per cent decline in domestic demand between April and August, the agency said. The fall in production was far less severe for export-oriented primary manufacturers
with around 20 per cent decline, compared to 40 per cent fall in the secondary steel segment. “However, the jump in exports, by as much as 400 per cent on-year in June, has come off peaks since then, owing to the easing of domestic lockdowns and some revival in economic activity, reclaiming domestic demand for steel,” it said. For China, supply disruptions and elevated global iron ore prices led to higher steel imports in these months, given that it imports over 90 per cent of its iron ore requirement. “While global steel prices were on a slide from end-February till June, iron ore prices soared, led by supply-side disruptions especially in Brazil and Australia. Iron ore prices zoomed past coking coal prices another first in the past 25 quarters. This prompted port-based capacities in China to import semis and process them further in order to save on
increased iron ore costs,” the agency said. According to Crisil, more than twothirds of Indian semi-finished exports were to China in April-August. “Notwithstanding soaring iron ore prices, global steel prices fell to a low of USD 409 per tonne in April, the lowest since October 2016, given weak demand and limited export opportunities. But demand recovery in China, especially in the current quarter, aided a nine per cent onmonth rise in steel prices in August to USD 502 per tonne,” it said. Crisil Research expects global steel prices to rise to close at USD 460-490 per tonne, or 3-5 per cent lower on-year. “While global steel prices will witness a 3-5 per cent drop on-year in calendar 2020, domestic prices are expected to decline only 1-2 per cent, also given that anti-dumping duties are in place,” it noted.

The launch of this ser vice concretely fulfils the commitment made by Prime Minister Shri Narendra Modi during his visit to Maldives in June last year and the announcement made by External Affairs Minister Dr S. Jaishankar during his virtual meeting with the Foreign Minister of Maldives on August 13, 2020. During its maiden voyage, a vessel with a capacity of 200 TEU and 3000 MT of break bulk cargo will sail from Tuticorin to Kochi, from where it will proceed to Kulhudhuffushi port in North Maldives and then to Male port. It is scheduled to reach Kulhudhuffushi on September 26, 2020 and Male on September 29, 2020. This ferry service, being operated by the Shipping Corporation of India, will run twice a month and will provide a cost effective, direct and alternate means of transportation of goods between India and Maldives. Speaking on the occasion, Minister of State (Independent Charge) Shipping, Shri Mandaviya noted that this service is another milestone in the comprehensive bilateral relations between India and Maldives. He mentioned that this direct cargo service will further cement the close ties between India and Maldives by enhancing people-to-people contact and boosting bilateral trade. Mansukh Mandavyia appreciates Rescue Operations of ‘MT New Diamond’ NEW DELHI: Shri Mansukh Mandavyia, MoS (IC) Shipping, Govt. of India on 19 September 2020 had an interaction with DG, Indian Coast Guard in New Delhi about the rescue operations of ‘MT New Diamond’. MT New Diamond is a very large crude carrier. On 3rd September 2020, the ship caught fire off the eastern coast of Sri Lanka, resulting in the death of a Filipino crew member. The ship was at that time about 65 kilometres east of Sri Lanka in the Sangaman Kanda Point. At the time, the ship was carrying 270,000 tonnes of oil from Kuwait to the Paradip refiner y in India, with 18 Filipino and five Greek crewmembers on board. The cargo was loaded on 23rd August 2020 at Mina al Ahmadi and was due to arrive at Paradip on 5th September. The ship was chartered for the voyage by the Indian Oil Corporation. After burning intermittently for
almost a week, the fire was reported to be extinguished by 11th September, 2020. Indian Coast Guard’s timely action resulted in NO Oil Spill and minimal damage. It was indeed one of the biggest rescue operations in the maritime history of the world.
Govt focussing on lowering road transport costs: VK Singh NEW DELHI: The Government is taking various steps to reduce road transport costs which in turn will make goods and services cheaper for common man, Union Minister V K Singh said recently. Minister of State for Road Transport and Highways Singh was addressing a global virtual summit, organised by Assocham.
“The central Government is working on several initiatives that would re duce the cost of road transport thereby lowering the cost of goods and services benefiting the common man,” Singh was quoted as saying in a statement by Assocham. The Government is also working to link all major ports with highways connectivity, the Minister said.
