MoPSW looking VGF Scheme change to boost Coastal Shipping

NEW DELHI : The Shipping Ministry has identified a potential of 340 million tonnes of cargo movement by Coastal Shipping per annum. In a bid to promote Coastal Shipping, the Shipping Ministry has asked the Finance Ministry to consider changes in the Viability Gap Funding Scheme so that operationalexpenditure(opex) canbesupported.

“Under the present guidelines, VGF (viability gap funding) is offered for capital expenditure, but in our assessment, it is required for opex due to the multiplicity of handling points in Coastal Shipping,” an official said, adding that the Shipping Ministry has taken up the matter with the Finance Ministry. The official said the Ministry has sought changes in the VGF norms.

NEW DELHI : At the one-day workshop on “Logistics Cost Framework” organized by DPIIT, Ministry of Commerce and Industry, in partnership with Asian Development Bank (ADB) today in New Delhi, Union Minister of Commerce and Industry, Textiles, Consumer Affairs, Food & Public Distribution, Shri Piyush Goyal highlighted that the journey from India@75 to India@100 needs an efficient logistics ecosystem to drive us through Amrit Kaal to become Atmanirbhar Bharat. The efforts of infrastructure development through several initiatives such as Bharatmala, Sagarmala, Dedicated Freight Corridor (DFC) and the revolutionary PM GatiShakti Initiative, will bring down India’s Logistics cost from double digit to single digit. He suggested taking note of India’s geography, terrain, size and complexities, trade volume and value etc while calculating the logisticscost.

At present, VGF support is available for projects in metro and road construction, development of food grain silos,andsettingupoftransmissionlines,amongothers. But according to Shipping Ministry officials, VGF for Coastal Shipping will be required for companies such Shipping Corporation of India (SCI) which are in thebusinessofoperatingtheserviceontheIndiancoastline tohelpdevelopthesector.

Edouard Philippe, Former Prime Minister of France & Mayor of Le Havre commented : The Port of Havre, Port of Rouen and Ports of Paris merged into one single entity i.e. HAROPA Port two years ago to develop and enhance a single strategy to turn itself into a most efficient port worldover and serve the interest of France and entire region. In fact, until a few decades ago they were working as three entities and were not on same page either. However it was a doable task and lots of initiatives were taken to merge them into single one. So now, it is a two year old baby and is doing very well. In fact they have now created a unique concept of Green corridor (covering almost 200 kms) into the hinterlands wherein multiples investing opportunities exists into various domains. Therefore, we invite Indian business houses who are looking at serving the European region to consider these investing opportunities into an ecosystem which is unmatchedglobally.

A GREEN CORRIDOR BETWEEN FRANCE & INDIA

For the past several years Europe’s Northern Range ports have been experiencing a high level of pressure on real estate supply: plots available for new logistics and industrial facilities in port ecosystems are increasingly scarce, and applicable legislation increasingly strict. Lastly, the port described its latest innovations in the technology domain: it is the first French port to switch to 5G, making changes in the Port Community System aimed at harmonising the digital tools for port call management along the Seine Axis and preparing for the port one-stop-shop S-WiNG, and SONE 100% digital & paperless procedures and solutions, the creation of the Easy port software program for facilitation of port goods throughput, a plan for digital twinning with the port of Rotterdam as part of the MAGPIE project in order to consolidatetheport’senvironmentalcompetence,AIplaced at the service of port call predictions to reduce greenhouse gasemissions,amongothers.

In her Budget speech, Finance Minister Smt Nirmala Sitharaman had said that coastal shipping will be promoted as the energy-efficient and lower cost mode of transport, both for passengers and freight, through the public private partnership(PPP)modewithviabilitygapfunding.

The Shipping Ministry has identified a potential of 340 million tonnes of cargo movement by Coastal Shipping per annum. Special Secretary, Logistics Division, DPIIT, Smt. Sumita Dawra during the closing remarks, acknowledged the approach and methodologies presented by the international and Indian Experts. She also mentioned that as an outcome of the workshop, a Task Force including members from NITI Aayog, Ministry of Statistics and Programme Implementation (MOSPI), National Council of Applied Economic Research

(NCAER), academic experts and other stakeholders will be established for formulating a Logistics Cost Framework in a time-boundfashion.

The workshop witnessed participation from Shri Suman Bery,ViceChairman,NITIAayog;MemberEconomicAdvisory Council to the Prime Minister (EAC PM) Dr Rakesh Mohan; Director General South Asia Department, ADB Mr. Kenichi Yokoyama, ADB senior functionaries, Senior academicians from international universities; senior officials from relevant Ministries / Departments, and private sector representatives. In the workshop, views were presented on the importance of logistics cost calculation, as India enters a potential period of sustained growth and development. Academic minds presented existing global frameworks and models for calculation of logistics costs. This workshop brought together the best minds from across the world who have expertise in the logisticsdomain.

The key speakers on the significant aspect of logistics cost assessment in the workshop were professors and academicians from Japan, Thailand, Korea and Industry experts. During the workshop it was discussed that there is a need for diagnosis on logistics cost in India, that includes among other aspects, parameters such as optimal transportation modal mix, packaging, warehousing and storage,otheradministrativeandindirectcosts.Anewpossible approach for calculating estimates through Technology driven secondary data sources such as E-Way Bill and Fastag data needstobeexplored.

Modi Govt sets $2 trillion export target by 2030

NEW DELHI : The Modi Government is expected to set an ambitious $2 trillion export target by 2030 in its new foreign tradepolicy,likelytobereleasedthismonth.

Senior commerce ministry officials working on the fine printofthepolicysaid:“Wecanenvision$1trillionofexportsin goods and $1 trillion in services. So, total exports of $2 trillion by 2030. Within that framework, we are working out an FTP and we are expecting that it would be released by the end of thismonth.”

The focus of the new policy is expected to be on trade promotion through free trade agreements (FTAs) and marketing via Indian missions. The policy will also involve other ministries and states. Besides, it will focus on import substitutionandimportdiversification.

Trade analysts said the $2 trillion target by 2030 is achievable even though in the near term there are headwinds andthesituationisnotveryconducive.

Apex exporter body Fieo said it expects exports at $770-780 billion in this fiscal, which will be more than the exports of $672 billion recorded in 2021-22,

exhibitingahighgrowthof15-16percent.

The figures assume greater significance when seen in the backdrop of global headwinds accentuated by geopolitical uncertainties, DrA.Sakthivel,President,Fieo said.

Rising inflation, contraction in demand and high-interestrateshavealsohitexports,hesaid.

“We should aim at $900- 950 billion exports in 2023-24 despite a modest increase in world trade. The better market access provided through free trade agreements and comprehensive economic co-operation agreements will help exports.”

“Services will continue to be the driver. Besides IT, travel and hospitality, health and medical tourism, audit and accounting sector, financial and education services, films and animationwillpushexports,”hesaid.

CHITTAGONG : Prime Minister Sheikh Hasina on Sunday stressed the need for enhancing regional connectivity for boosting trade and commerce, offering India to use ChittagongandSylhetPortsformutualbenefits.

“India can use our Chittagong and Sylhet ports if they want,” she said when Member of the Governing Council of India Foundation Ram Madhav called on her at her official residence Ganabhaban. PM’s Deputy Press Secretary K M ShakhawatMoonbriefedthereportersafterthemeeting.

Sheikh Hasina mentioned that increased connectivity in the regions will help enhance people to people contacts.

She conveyed her greetings to the Indian Prime Minister throughRamMadhav.

PM Gati Shakti: 156 critical infra gap projects identified

New Delhi - As many as 156 critical infrastructure gaps to ports and for movement of bulk commodities such as coal, cement, fertilizers and foodgrains, have been identified for intervention under the PM Gati Shakti initiative, an official statement said recently. The PM Gati Shakti programme was launchedbytheGovernmenton13thOctober2021.

So far, 44 Network Planning Group meetings held at the central level, wherein 66 major infrastructure projects worth Rs Rs 5 lakh crore, have been evaluated, the commerce and industryministrysaid.

The Network Planning Group (NPG) is constituted under

To facilitate wider adoption of the PM Gati Shakti National Master Plan, a series of regional workshops are being organizedacrossallstates/UTs.

These workshops aim to bring more vigour and build synergy among different stakeholders resulting in mutual learning among States/UTs and Central Ministries/Departments.

Adani Krishnapatnam Port records highest-ever coal loading

NELLORE : Adani Krishnapatnam Port in the Division of the South Central Railway achieved record coal loading of 12.95 million tonnes by rail as on Saturday. This is the highest ever coal volume dealt in a financial year since its inception surpassing the previous benchmark of 12.94 million tonnes during2014-15correspondingperiod.Duringthecurrentyear, the port has loaded 17.40 million tonnes of commodities, with coal occupying a majority share of 75 percent in total loading andrevenue.

Adani Krishnapatnam Port commenced its operation in November, 2009 and remains a major contributor to the Vijayawada Division’s share in freight loading and revenue. Coal and fertilizers are the major commodities dealt at Adani Krishnapatnam Port. The freight earnings of the port also reached a new height of Rs 1940.23 crore, which is 110% more than previous year (2021-22) revenue of Rs 923.61 cr. The exclusive freight earnings of Krishnapatnam Port are likely to cross the mark of Rs 2000 crore, within 13 days in the

FY 2022-23. Total 4575 rakes were dealt at Krishnapatnam Port inthecurrentyearcomparedto2449rakesinpreviousyear.

The Division has been taking several proactive steps to attract new commodities towards rail transportation, while also strengthening the existing freight basket. While the terminalhandlingthefreightmovementisbeingcontinuously improved, the movement of the freight trains are also being closelymonitoredsoastoensuretimelydeliveryofthegoods.

Divisional Railway Manager Shivendra Mohan complimented Sr DCM V Rambabu, Sr DOM D Narendra Varma, DCM G Somasekhar Naidu, the commercial team, for the best performance of crossing the previous highest benchmark in coal loading. He also thanked the Krishnapatnam Port authorities for their cooperation and support in achieving this milestone. He also stated that setup of the business development units across the division along withpolicyreformsandnewinitiativesresultedinexceptional performancebytheDivisionintermsoffreightloading.

Shripad Naik visits New Mangalore Port for review meet

MANGALURU : Minister of State for Ports, Shipping, Waterways and Tourism Shri Shripad Yesso Naik visited NewMangalorePort onMonday.

TheMinisterwaswelcomedbyPort Authority Deputy Chairman K. G. Nath along with Senior officials of the port. Mr. Naik oversaw the berth operations and various infrastructural facilities of the port through a tug boat. Mr. Nath apprised the Minister about several infrastructural and technological advancementsharnessedbytheport.

Mr. Naik was earlier accorded a ceremonial guard of honourbytheCentralIndustrialSecurityForceunitofNMPA.

His tour was followed by a meeting with the senior officials of the port where he was briefed by Mr.Nathonfunctionalityof theportand future plans, including a host of initiatives undertaken to enhance its ease of doing business, green port Initiatives etc. He was also told about the future expansion programmes, infrastructure projects and other proposals for enhancing the productivityoftheport.

The Minister praised the port’s growth in cargo handling, operations, future plans, and various initiatives of the port to bring in environment-friendlystate-of-the-artfacilities.

Union Minister highlights steps taken to facilitate export of Steel

NEW DELHI : Steel is a deregulated sector, and the role of the Government is that of a facilitator. Export of steel is dependent on factors such as global market conditions, demand and supply, cost of input raw materials such as iron ore, coking coal etc. which are market linked. To facilitate a more conducive policy environment for more competitive domestic steel making and therefore exports, Government hastakenmanysteps,includingthefollowing:–

1. Policy intervention through calibration of import and export duties on iron ore, pellets, coking coal, iron and steelproductsbetweenMay-November’22.

2. Mining and Mineral Policy reforms to enhance

production/availabilityofironore.

3. Reduction of Basic Customs Duty uniformly to 7.5% on Semis, Flat and Long products of non-alloy, alloy and stainlesssteelsvideUnionBudget2021-22.

4. Exemption of Basic Customs Duty (BCD) on CRGO raw materialsandsteelscrapupto31.03.2024.

5. Notification of steel scrap recycling policy to enhance availabilityofdomesticallygeneratedscrap. This information was given by the Union Minister of State for Steel and Rural Development, Shri Faggan Singh Kulaste,intheRajyaSabha.
