It has become imperative that the Act is revamped to reflect the present-day frameworks, incorporate India’s international obligations, address emerging environmental concerns, and aid the consultative development of the ports sectorinthenationalinterest.Accordingly,thedraft Indian Ports Bill, 2022 (“IP Bill 2022”) has been prepared to consolidate and amend the laws relating to ports, for the prevention and containment of pollution at ports, to ensure compliance with the country’s obligation under the maritime treaties and international instruments to which India is a party; take measures for conservation of ports; to empower and establish State Maritime Boards for effective administration, control and management of non-major ports in India; provide for adjudicatory mechanisms for redressal of port related disputes and to establish a national council for fostering structured growth and development of the port sector, and ensure optimum utilization of the coastline of India, as may be necessary, and to provide for matters ancillary and incidental thereto, or connected therewith. The draft IP Bill 2022 seeks to repeal and replace the existing 1908 Act. The primary objectives of the proposed billarefour-fold: 1. Promote integrated planning between States inter-se and Centre-States through a purely consultative and recommendatoryframework;2.Ensurepreventionofpollution measures for all ports in India while incorporating India’s obligations under internationaltreaties;3.Addresslacunae in the dispute resolution framework requiredforburgeoningportssector;

NEW DELHI: Imported consignments of milk, milk products, pork, fish and fish products will require health certificates issued by the competent authority of the exporting country. The certificates will be valid till 90 days from the date ofissue.The Central Board of Indirect Taxes and Customs (CBIC) has instructed its officials regarding the requirement of the health certificate with such food consignments.Thedevelopment comes in the wake of a directive issued by the Food Safety and Standards Authority of India (FSSAI) on August 3 which made health certification mandatory forsuchimports.Thecertificate will require a detailed declaration, including country of origin and export, expiry date and details of ingredients. The preservatives have to be as per limits prescribedbytheFSSAI."Itisrequestedthat necessary action may be taken to sensitize officers under your jurisdiction. South Korea was the major importer of oil meals from India during April-July with 4,24,719 tonnes compared to 2,77,034 tonnes during the sameperiodoflastyear.Vietnamimported2,26,606 tonnes of oil meals compared to 1,64,115 tonnes last year. Thailand imported 1,56,821 meal2021.tonnestonnesofoilmealscomparedto1,17,388duringthefirstfourmonthsofBangladeshsourcedrapeseedandricebranextractionfrom soybeangroundnuttonnes37,569period32,823mealsrapeseedextractionsincludingmealsIndiaandimported1,44,667tonnesofoilcomparedto1,23,741tonnes,31,672tonnesofricebranand1,12,991tonnesofmeal.Taiwanimported50,582tonnesofoilduringApril-Julycomparedtotonnesinthecorrespondingof2021,whichincludedtonnesofcastorseedmeal,10,915ofrapeseedmeal,1,569tonnesofmealand529tonnesofmeal,thedataadd.
