Export hubs like Tirupur & Surat ready to extend all possible help to migrant workers TIRUPUR: Large-scale migration following a pan-India lockdown in March last year had not just wrought havoc on the workers themselves but also crippled the production lines of companies, especially in labour-intensive sectors such as textiles and garments, footwear and gems and jewellery. Fearing a possible exodus of migrant labourers in the wake of the second wave of the Covid-19 pandemic, exporters at some of the key hubs have started exhorting their workers to refrain from leaving the factories this time around, just when order flows are improving. Large-scale migration following a panIndia lockdown in March last year had not just wrought havoc on the workers themselves but also crippled the production lines of companies, especially in labour-intensive sectors such as textiles and garments, footwear and gems and jewellery. Raja M Shanmugham, managing director at garment supplier Warshaw International and president of the Tirupur Exporters’ Association, told FE, “We are requesting our workers not to leave abruptly this time. We are telling them that we are there to help and there is no need for them to fear about increasing Covid

cases. Their awareness level, too, has risen.” The Tirupur cluster — with 1,000-odd units, mostly MSMEs — employs around 6,00,000 people. About a half of them are migrant labourers. It’s the country’s biggest garment hub, accounting for about a fourth of the annual apparel exports. The garment orders from the US, India’s largest market, are flowing in again. Some of the exporters in Surat, the country’s biggest diamond hub with about 20,000 units, have also started counselling their workers. “This time around, we are better prepared to take care of the workers. They, too, are better aware of the safety parametres. Hopefully, even if the cases surge further, they won’t leave,” said a diamond exporter from Surat. Nine out of every 10 rough diamonds in the world are being cut and polished in Surat. The city is also a prominent hub of textiles. According to an estimate by IIMBangalore in May last year, Surat is home to a total of almost 42 lakh migrant labourers (from 21 states and also from 33 districts of Gujarat), who work in diamond cutting, textile manufacturing, dyeing and printing, power loom and embroidery, among other industries. About 60% of the

migrants work as contractual labourers and daily wagers, it said. While exporters say there is no plan yet to incentivise workers for not leaving, they believe it would be a win-win for both, as labourers, too, need money after almost a year of paltry income. Exporters apprehend that if migrant workers start leaving, it could impair their production again at a time when order flow from key markets has witnessed an uptick. For instance, exports of gems and jewellery surged 79%, year-on-year, in March, while garment exports rose 28% and leather exports by 22%. Highlights Pre-emptive move • Exporters in biggest garment hub of Tir upur are promising migrant labourers, estimated at 3 lakh, all possible help • Some Surat diamond exporters have urged migrants not to leave, just when orders are picking up • Surat is home to about 42 lakh migrant labourers, who work in industries, including diamond and textiles Exporters say it would be a win-win for both, as cash-starved labourers, too, need money.

Transport sector facing loss of Rs 315 cr per day due to COVID-19 restrictions NEW DELHI: The Chairman-core committee and former President of All India Motor Transport Congress (AIMTC) Bal Malkit Singh has stated that the transport sector is facing a loss of about Rs 315 crores per day due to the COVID-19 restrictions across the country. Bal Malkit Singh recently said, “The shops are closed except those dealing with essential items, restrictions by the state government have started affecting the transport sector. The sector is facing a loss of 315 crores rupees per day due to the restrictions across the country.” Elaborating on the current situation of the transport sector, Malkit Singh said,

“The demand for trucks have curtail which as per our assessment is down by 50 per cent across the country, as far as the transport facilities are concerned the medical goods like personal protective equipment (PPE) kits, medicines, oxygen cylinders are transported these days including food items and grains so the rest items are fully ceased in few states including Maharashtra.” The state of Maharashtra is one of the leading automotive manufacturing hubs and home to the financial capital of the country. Flagging the concern of drivers and economic well-being, he said, “The COVID-19 restrictions are crippling the

poor truckers as they are already in the financial crises. They have to arrange for taxes, insurance, salaries for workers and drivers, establishment and administrative costs, and equated monthly instalments (EMIs).” He demanded that the toll and road taxes should be exempted for some time as the government did last year. The government should plan relief measures for truck drivers like waiver of state taxes, permit and fitness fees, free parking for idle trucks and buses, he said. Drivers and workers in transportation space should be vaccinated for COVID-19 on priority, he demanded.

Piyush Goyal meets various Export Promotion Councils to ease Export related issues at earliest Lauds the performance and resilience of Exporters Cont’d. from Pg. 3

He said that during 2020-21, the Country’s cumulative value of overall exports declined by just 7% compared to the previous year, despite disruptions, u n c e r t a i n t y, l o c k d o w n s , g r a d u a l unlockdowns, supply chain difficulties, labour issues, and order cancellations in the Covid year. He said that under the circumstances, the performance of the sector was really superlative. Trade

data for March 2021 reflects the build-up of a strong recovery in exports, as the Merchandise exports in March 2021 grew by 60.29% as compared to March 2020. Shri Goyal said that in the first two weeks of this month also, the performance has been very good. The Minister, after listening to the various suggestions of the EPC officebearers, said that the Government will go all out to support the exporters.

He said that many of their issues, falling within the ambit of the Ministry, would be resolved in a time-bound manner. Shri Goyal said that most of the sectors have larger export potential, which need to be identified and harnessed. He called upon the Exporters to strive to attain ambitious growth of more than 25% to reach US$ 400 billion merchandise exports during current year.

Container shortage eases in the Country : Special Secretary, Logistics Division • Pro-ac ve and Coordinated approach has helped; • Number of steps taken to ease the problems faced by exporters • In order to improve availability of containers, India is also targe ng to manufacture containers domes cally • Wai ng me for availability of Containers at ICDs and Ports comes down Cont’d. from Pg. 3 During a review along with Fe d e r a t i o n o f I n d i a n E x p o r t Organizations (FIEO) and CSLA on 15th April 2021, FIEO informed that due to coordinated efforts, the issue of shortage of containers has been almost sorted out, except some shortage of food-grade containers for export of tea/coffee/spices and is localized to SouthernPorts (Kochi / Tuticorin / Chennai / Mangalore) which CSLA apprised is a long term issue due to import deficit at these ports. Further, CSLA said that the impact of Suez canal blockade is not much anymore. The bunching was handled well by Indian Ports mainly due to timely advance intimation, after the meeting of 26th March. Close coordination is being maintained between shipping lines and exporters which has resulted in an excellent shared understanding of the situation and requirements and better planning by both sides. The fact that during March Indian exports were at a record level, even higher than the figures of 2019, indicates that the efforts have been fruitful. The World Container Index (WCI) in March 2021 was 233% higher than a year ago. Non-availability of space in vessels calling on Indian Ports and delayed availability of certain destinations, particularly in East Africa, were other issues affecting trade. Congestion at major ports of the world due to COVID and an acute imbalance between exports and imports in India were largely the factors responsible. In recent months, a spurt in exports has been yet another reason. Following steps have been taken to ease the problems faced by exporters over the past few months: 1. In coordination with Shipping lines, drive was taken to reposition empty containers in India on urgent basis. Consequently, 100,000 empty containers were repositioned on Indian ports from across the world by the Shipping lines. 2. In early 2020, the quarantine period applicable on ships arriving from

China was 14 days. After a detailed discussion with Ministry of Shipping, Ports and Waterways and Ministry of H e a l t h a n d Fa m i l y We l f a r e , t h e quarantine period was reduced to the extent of 5-7 days (which is the time spent by seafarers on board in in isolation after departure from China). This reduced the lead time in repositioning of empty containers. 3. In coordination with Customs, a special drive was launched for expedited clearance of unclaimed/uncleared cargo. Consequently, more than 2000 empty containers were released. 4. Logistics Division facilitated the demand projections of empty containers and circulated it to the Shipping lines. This gave clarity to shipping lines on the actual demand for empty containers in India and plan accordingly. Logistics Division in partnership with FIEO, EPCs and Shipping Lines has also coordinated the development of a Portal for matching demand and supply of Containers. The first version of this portal has been made available on FIEO website and has received excellent response from exporters. The portal has been a significant contributor in planning supply of containers during March 2021. 5. Facilitated close coordination between shipping lines (CSLA, MSC, H a p a g - L l o y d ) , C o n t a i n e r Tr a i n Operators ( CONCOR, GRFL, etc) on the one hand, and Exporters on the other hand (including FIEO, All India Sugar Trade Association (AISTA), Indian Sugar EXIM Corporation Ltd). Specifically, for the export of sugar, in a meeting held along with Ministry of Consumer Affairs and Public Distribution on 25th Feb 2021, the ports were advised to provide priority berthing to break-bulk carriers, so that while the container shortage is persisting, some off-loading through break-bulk transportation can be arranged. Railways in this regard offered to ensure unhindered supply of wagons. 6. Indian Railways provided free

movement of empty flats and empty containers for 71 days during March to May 2020. Currently a 25 % concession in haulage of empty containers and empty flats has been provided upto 30-4-2021. A 5% concession for haulage of loaded containers has also been provided from Sep 2020 till 30 April 2021. Stabling charges levied on container rakes has been waived off fully till 31 March 2021. With effect from April 1, 2021, the haulage charges of empty containers from port to hinterland have been reduced by 50% by CONCOR through a discount scheme. This is expected to result in reduction of overall shipping cost. By early March 2021, the waiting time for availability of containers at ICDs and ports was down to a maximum of 2-3 days (booking date to container pick up date). At several terminals like Tughlaqabad, Dadri, Jaipur etc and terminals on Delhi-Panipat route, the figure is less than a day. Blockage of Suez Canal for a few days in March 2021 had seriously impacted global trade. (Route used for Indian exports/imports worth US$ 200 Bn per year to/from North America, South America and Europe.) To meet with the situation proactively, mitigate/minimize the impact and to sustain exporter confidence, a Four-point plan was chalked out by the Government of India on 26 March, 2021. This included 1) Prioritization of cargo 2) Stability in Freight Rates 3) Advisory to Portsto prepare for expectedbunching once the canal reopens 4) Re-routing decisions. In order to improve availability of containers India is also targeting to manufacture containers domestically. CONCOR has already issued an order of 2000 containers to M/s BHEL, and Braithwaite and Co. Ltd. Discussions have been initiated with steel manufacturers for producing COR-TEN steel in India at competitive prices and with Railway wagon manufacturers/ BHEL/Private manufacturers DCMHyundai, Balmer&Lawrie etc. to set up production lines for indigenous manufacturing of containers.

Maersk launches ‘Automotive Express’ – a dedicated rail service between Gurugram and APM Terminals Pipavav Port Launched in collabora on with GatewayRail, this new weekly doublestacked train service provides scheduled landside movement of automo ve parts and components in addi on to ocean transporta on already offered to Maersk´s Indian customers

MUMBAI: The automotive manufacturing sector works on 'JustIn-Time' model for the supply chains of its parts and components. Automotive manufacturers require highly reliable logistics services that can move their raw material and finished products on precise schedules to ensure uninterrupted production processes. For years several of these manufacturers based in and around Gurugram, northern part of India, have been dependent on staggered and unscheduled rail movement for their cargo going in and out of the country. Delayed imports hamper production schedules while delayed exports pile up inventories for the manufacturers.

In response to the needs of the automotive sector, Maersk India has launched the first 'Automotive Express' whose first run was virtually flagged off on 18th April 2021 by Denmark's Ambassador to India, His Excellency Freddy Svane. "Manufacturing is an extremely important building block of our country's economy. As a service provider to this critical segment, our goal is to streamline their supply chains and offer highest levels of reliability" commented Vikash Agarwal, Managing Director, Maersk South Asia. He added, "With the 'Automotive Express', we are not only simplifying our automotive customers' supply chains by offering integrated logistics solution that bundles ocean and landside transportation, but are also driving cost and time efficiencies through precisely scheduled movement of their cargo." "GatewayRail is excited to jointly launch the new 'Automotive Express' with Maersk that connects customers to their global import and export destinations through the MECL

and FI3 services at APM Terminals Pipavav Port. GatewayRail has been a pioneer in innovative intermodal services such as the 'Ship to Rail Service' and now the 'Automotive Express' and is proud to be the intermodal operator of choice for Maersk India" said Sachin Bhanushali, Director & CEO, Gateway Rail Freight Ltd. This new rail service runs from the Garhi Harsaru Inland Container Depot (ICD) in Gurugram to APM Terminals Pipavav Port for exports and return with import cargo. It will have the capacity to move 180 TEUs (Twenty Feet Equivalent Containers) each way and will support more than 25 customers from one of the most important automotive manufacturing belts of India. The customers booking their cargo on 'Automotive Express' will also have priority discharge from the port for higher reliability and to keep their supply chains on schedule. The 'Automotive Express' will connect the cargo to Maersk's ocean transportation services from APM Terminals Pipavav to North American as well as Far East and South East Asian markets on the MECL service for exports and FI3 and MECL services for imports. With this new service, Maersk is taking a step forward towards strengthening its landside transportation offering in the country. By connecting key manufacturing hubs and ports through a solid network of trucking, rail and depots, Maersk is bringing a reliable and tailored solution to its customers. Maersk also runs other dedicated rail services for its customers that offer the movement of agricultural produce, retail, apparel, furniture and stones from several states across North India for export and import. Maersk runs two dedicated rail services for exports and four dedicated rail services for imports in collaboration with GatewayRail and has completed around 200 dedicated trips in past two years.

Cabinet approves MoU between India, Bangladesh to increase cooperation in Trade remedies NEW DELHI: The Union Cabinet recently gave its ex post facto approval to a Memorandum of Understanding (MoU) between India’s Director General of Trade Remedies and the B a n g l a d e s h Tr a d e a n d T a r i f f Commission to increase cooperation in the area of trade remedies, an official statement said.

The MoU was signed on March 27 in Dhaka. The primary objective of the MoU is to promote cooperation between the two countries in the area of trade remedies, exchange of information, undertaking capacity building activities and activities in accordance with various provisions of World Trade Organization (WTO) in the

area of anti-dumping, countervailing and safeguard measures in bilateral trade between the countries. The MoU seeks to foster better cooperation between the relevant authorities of both the countries so as to discourage unfair trade practices and promote rule based bilateral trading, the statement added.

Container prices surge in China and India as supply chain blockages tighten supply :xChange BEIJING: The container shortages that have been adding to logistics logjams in Asia and beyond are showing few signs of being resolved, according to the latest data from Container xChange, the world’s leading online platform for the leasing and trading of shipping containers. In China, average prices for used twenty-foot containers increased 94% between November 2020 and March 2021. The surge from an average price of $1,299 per box in November last year to $2,521 in March indicates that container scarcity is continuing to worsen. The latest Container Availability Index (CAx) data also reveals that equipment shortages are also now driving up container prices at major Indian ports. Between June 2020 and March 2021, average used 20 f t. container prices across the ports of Chennai, Mundra and Nhava Sheva rose from $1,106 to $1,755, an increase of 58%. Dr Johannes Schlingmeier, CEO & Founder of the container leasing and trading platform Container xChange, commented: “The relentless pace of container shipping trade since the

summer of 2020 is not easing and this is reflected in equipment shortages in Asia, and elsewhere. We expect markets will tighten even further in the coming weeks as the ripple effect of the Suez Canal closure at the end of March further disrupts container shipping services and equipment availability.” Shanghai fall Across the eight biggest ports in China, average prices for used 20 ft. containers climbed 38% from $1,251 in November 2020 to $1,733 in March 2021. There are indications that equipment is being funnelled to China’s largest container hubs. At the port of Shanghai, the world’s largest box port by volume, the average used container price in January this year was $2,162 marking it as the most expensive port in China to procure a used box. By March, however, the average price of a used 20 ft. container at Shanghai had fallen to $1,686. The port of Dalian is now the most expensive location in China to purchase a used 20 ft. container with prices in March averaging $2028. Equivalent prices at Qingdao and Tianjin were $1,850 and $1,800, respectively.

In India, Chennai was by far the most expensive port to buy used containers in March 2021 with an average price of $2,220 per 20 ft container. Average prices in March at Nhava Sheva were $1,667 per 20 ft container. Mundra was the cheapest location in India to procure a used box with an average price of $1,455. New vs. used Container prices Such is the urgent demand for boxes in the current highly stressed ocean container market that the cost of procuring a used container has now increased far beyond what was previously considered a ‘normal’ price for a newbuild container. “It always depends on the exact equipment type, but before shortages became critical a standard used container which was a few years old would cost around $1,000 in China, while a brand-new container would be about double the price,” said Schlingmeier. “However, in the current market, used containers are selling at $2,300$2,600 across China, while prices for brand-new containers at Shanghai, for example, have skyrocketed by 64% in 2021 to an average of $3,390.”

Railways waive charges on Over-Dimension Cargo (ODC) MUMBAI: Indian Railways, that started running the Oxygen Express as part of its fight against Covid-19, has waived off charges for moving overdimension cargo, in a move that will make oxygen transportation cheaper. Liquid medical oxygen (LMO) and cylinders are being rushed atop trucks, placed on trains. Green corridors are being created to ensure that trains run fast without facing congestion. On oxygen transportation, the

Railways said recently that following requests by various states for oxygen transportation, the national transporter is running its first Oxygen Express. The Roll on Roll off (Ro-Ro) service with seven empty tankers departed from Kalamboli, Maharashtra for Visakhapatnam on Monday. Indian Railways’ Mumbai Division built a ramp within 24 hours at the Kalamboli goods yard to facilitate loading and unloading of tankers from

flat wagons. Indian Railways is using wagons of Indian Army. The Ro-Ro service with empty tankers departed from the Kalamboli goods yard for the Visakhapatnam steel plant siding at 8.05 pm on Monday, said an official release. This train will move via Vasai Road, Jalgaon, Nagpur, Raipur Junction to Visakhapatnam steel plant siding in the East Coast Railway zone where it will be loaded with LMO.

India likely to waive Customs Duty on COVID-19 vaccine Imports NEW DELHI: The government is likely to waive 10 per cent customs duty levied on imported vaccines in a bid to keep low the cost of overseas vaccines that are being eyed to supplement domestically made shots ahead of opening COVID-19 vaccination to all citizens over 18 years of age, sources said. While Russia's Sputnik V vaccines are due to arrive this month or latest by next month, manufacturers like

Moderna and Johnson and Johnson have been urged to seek emergency use approval in India. The government presently levies 10 per cent customs or import duty plus a 16.5 per cent I-GST and social welfare surcharge on vaccines coming from overseas. These taxes would make the imported vaccines costlier than the ones made by Serum Institute of India (SII) and Bharat Biotech.

"A customs duty wavier is being considered," a source aware of the matter said. Another source said a decision is likely to be made "very soon." The finance ministry and its indirect tax collection arm had done some preliminary calculations on the implications of a duty waiver but a decision was put off until the government approved use of imported vaccines, they said.

Container shortages and congestion now an ‘industry-wide challenge’ across Asia : Experts SINGAPORE: Equipment shortages in Asia will get worse over the next two weeks, say carriers, impacting both deepsea and intra-Asia trades. Maersk has told customers the strong cargo demand out of Asia Pacific would likely continue throughout the secondquarter, but… “Schedule reliability is impacted by two main factors: recent delays from Europe via Suez Canal; and lower port productivity, especially on transpacific and European trade routes,” the company added. As a result, the shortage of empty containers remains an “industry-wide challenge” across Asia, said Maersk, with this week and next seeing the “largest impact” because “empty containers coming back to Asia are delayed and import returns are lower”. This will affect ports in China and also Busan, Korea, according to the shipping line. For example, while its stock of 20ft containers is ‘adequate’, its 40ft high-cube numbers won’t cover demand forecasts. “Shanghai and Ningbo are majorly impacted as they provide the main bulk of supply to Europe,” explained Maersk. “Furthermore, with all these delays,

coastal re-positioning might be impacted. “From 3 May, the situation will be improving, and we expect empty container supply to normalise for the week of 10 May.” The region’s equipment shortages and port congestion are flowing into intra-Asia trades, too. L ast week, data from Project44 showed some 370,000 teu en route to Singapore, where, according to Maersk, there is a 1.5 day wait for vessels to berth. Charlie Chu, executive vice president at Thai intra-Asia specialist Regional Container Lines (RCL), said port congestion was getting “much more serious” following the Ever Given incident, and “we estimate this may impact the whole supply chain for a couple more weeks at least”, he told. “The main congestion is at Singapore and Port Klang. On top of this, some Chinese ports like Shanghai, Ningbo, Qingdao and Shekou are suffering with bad weather and ship bunching, which is also making the congestion more serious.” Further more, he said, the slow turnaround of vessels and boxes from the US and Europe was also impacting the intra-Asia container supply.

“And some mainline operators have switched their ships from intra-Asia to the deepsea trades, which has squeezed out the capacity supply for the regional market,” Mr Chu added. This has helped push freight rates back up to levels seen prior to Chinese New Year, he said, noting the market had been “soft” following the holiday. Nevertheless, carriers continue to add new intra-Asia capacity. This month, RCL, with partner ONE, launched a loop between Pusan, Qingtao and Shanghai to Laem Chabang. And last week, MSC updated four intra-Asia services to offer “competitive transit times between China and Southeast Asia, particularly from China to Vietnam and Thailand, and new direct connections between China and Malaysia”. Grace Chia, commercial general manager of MSC’s regional office in Asia, said more companies were seeking to diversify supply chain risk, which was driving further growth for intra-Asia lanes. “We are seeing an increased flow of components, raw materials and semifinished goods being shipped between countries in Asia before the finished products are shipped out to other regions,” she said.

Sugar firms contract over 83% of 6 million tonnes Export target NEW DELHI: Indian sugar companies have contracted more than 83% of the export target of 6 million tonnes for the ongoing 2020-21 sugar season, said the Union food ministry. The surge in exports is mainly due to firm global prices and export subsidy, which has made exports lucrative. This gain in export momentum will

also help millers settle farmers’ cane arrears, which crossed Rs 23,000 crore till February, said officials. Domestic sales are also looking steady despite increasing cases of Covid-19 and lockdown in some parts of the country. “So far there is no impact on demand for the sweetener. A seven to 10-day-long lockdown can hardly impact the industry.

The demand this year in March was almost 20% more than last year in March. We have not seen any drop in consumption in April yet,” said Abinash Verma, Director General, Indian Sugar Mills Association. He said the lower production in top sugar producing countries, Brazil and Thailand, is helping the cause of India.

RBI activity in forex market balanced, not accumulating reserves : Commerce Secretary NEW DELHI: India has recently rejected grounds used by the US treasury department for putting the country on the currency manipulator watchlist, saying the central bank’s activities in foreign exchange market were perfectly balanced and it was not accumulating forex reserves. For the second time since the start of the pandemic, India on Monday figured on the US treasury department’s watchlist of currency manipulators. The central bank’s dollar purchase at 5 per cent of the

GDP exceeding the 2 per cent threshold was cited as the reason. Commerce Secretary Anup Wadhawan said that these watchlists are recent phenomena and it is an intrusion into the policy space of central banks, which “I personally do not understand it’s rational or economic logic”. He said that India’s overall forex reserves have been fairly steady, below USD 500-600 billion, and the country is not accumulating reserves like China. “These are, in my view, very legitimate

market based operations of a central bank. It is a mandate of the central bank to provide stability in the currency, as a result of which the central bank buys and sells foreign currency . Our overall forex reserves have been fairly steady. “We are not accumulating reserves, which are steadily growing. We have a steady pattern of reserves holding…So I think the central bank’s activity in the foreign exchange market has been per fectly balanced and completely legitimate,” he told reporters.

ICRA cuts FY22 GDP by 0.5%, sees economy expanding by 10.5% MUMBAI: Domestic rating agency Icra has cut its 2021-22 growth estimate by 0.5 per cent on the upper end, as a newer spate of lockdowns and restrictions get imposed in pockets to arrest the rising COVID-19 cases. The agency now expects the economy to grow 10-10.5 per cent in 2021-22, against the 10-11 per cent e s t i m a t e d e a r l i e r. S t a r t i n g w i t h Maharashtra, a slew of other pockets in the country like Delhi have been taking to localised lockdowns to arrest the climbing COVID-19 cases, which derails economic activity.

“For Q1 FY2022 (April-June 2021), we had earlier expected a GDP expansion of 27.5 per cent, boosted by the low base. “With the unprecedented surge in cases and evolving restrictions, the pace of GDP growth in the ongoing quarter may be tempered to 20-25 per cent,” the agency said. The recent surge in COVID-19 cases has resulted in a dip in consumer confidence and reignited uncertainty regarding the near-term outlook, it said. In sequential terms, the momentum eased for domestic airlines’ passenger traffic in March 2021, it said.

The report added that there are indications of a similar slackening in April 2021 in vehicle registrations, electricity demand and generation of GST e-way bills, reflecting the impact of the rise in infections and growing restrictions. In March, the economic activity recorded a broad-based and sharp improvement in the pace of y-o-y growth, relative to the previous month. It reflected the low base related to the commencement of the COVID -19 pandemic, the early restrictions and the subsequent nationwide lockdown in March 2020, the agency said.

India’s Trade Performance Resilient during 2020-21 : Commerce Secretary • Cumulative value of overall exports (merchandise & services) during April-March 2020-21 estimated at USD 493.19 Billion • Our export sector set to take off on the back of significant improvement in EoDB, creation of a plug and play investment / manufacturing environment, and launch of the PLI schemes across 13 sectors • Exports reviving, may be in positive territory in FY22 Cont’d. from Pg. 3 Secretary, Department of Commerce, Government of India Dr. Anup Wadhawan said during the virtual media interaction that the cumulative value of overall exports (merchandise & services) during AprilMarch 2020-21 has been estimated at USD 493.19 Billion compared to USD 528.37 Billion during April-March 2019-20, registering a negative growth of (-) 6.66 percent. He added that it reflects a remarkable recovery over the course of the financial year after the huge downturn in April 2020 reflected in decline in merchandise exports by (-) 60.28% and services exports by (-) 8.92 % Trade data for March 2021, the final month of 2020-21 reflects the build-up of a strong recovery in exports despite several challenges. The overall export (merchandise and services) for March 2021 is estimated at USD 52.20 Billion, registering a positive growth of 31.64 percent vis-à-vis March 2020. Merchandise exports in March 2021 grew by 60.29% as compared to March 2020, which was substantial even after factoring in the base effect. This was driven by healthy export growth in key sectors such as engineering goods (71.30%), gems &jewellery (78.93%), petroleum products (35.52%), drugs & pharmaceuticals (48.49%) and Organic & inorganic chemicals (46.50%).Merchandise Exports-other than POL and Gems &Jewellery had an even more impressive performance in March 2021 attaining a value of USD 27.42 Billion, as against USD 16.95 Billion in March 2020, an increase of 61.75%. The cumulative value of merchandise exports during April-March 2020-21 has been estimated at USD 290.63 Billion compared to USD 313.36 Billion during April-March 201920, which is a negative growth of (-) 7.26 percent, which is fairly moderate given the prevailing global situation. If Gems & Jewelry and PoL exports, both involving very moderate value addition, are excluded, the growth in merchandise exports in 2020-21 was actually (+) 1% i.e. an increase over 2019-20, notwithstanding the Covid disruption. This reflects immense adaptability in our exporters in capturing new opportunities in sectors like other

cereals, oil meals, rice, cereal preparations & miscellaneous processed items, drugs &pharmaceuticals, spices, fruits &vegetables, carpets, jute manufactures, ceramic products & glassware and organic &inorganic chemicals, while containing the downturn in other sectors in the face of huge challenges. The decline in export values in petroleum products and G&J also, predominantly reflected decline in global prices rather than volumes. Petroleum products exports declined by $15.4 Billion y-o-y during FY 2020-21.This is a significant fraction of the decline in India’s total merchandise exports in FY 2020-21 of 22.7 USD billion. Export of Petroleum Products showcased a decline of (-) 37.3% YoY (-$15.4 Billion) during FY 2020-21. Share of Petroleum Products in overall exports also declined to 8.9%during FY 2020-21 as compared to 13.2% in FY 2019-20. Petroleum demand had been badly hit due to Covid-19 related lockdowns across the globe. Hence, the drop in exports was unavoidable during this period. Additionally, there has been a major decline in oil prices in the past year which has subdued the value of exports during this period. In this context it is mentioned that in Apr-Feb 2020-21, Pol export has recorded negative growth of (-) 42.8% and (-) 10.9% in value and quantity respectively over Apr-Feb 2019-20 Decrease in exports of diamond and other jewellery further dragged down overall exports and showed a decline of USD 9.9 Billion y-o-y during FY 2020-21, again a significant component in the overall fall of USD 22.7 Billion. Diamond and other jewellery registered a drop of 27.5% YoY ($9.9bn) during FY 2020-21. Share of Gems &Jewellery in overall exports also declined to 9.0%during FY 2020-21 as compared to 11.5% in FY 2019-20. Further, Indian industry imports rough or unpolished diamonds from other countries for finishing / polishing / cutting etc. Therefore, the import content is very high in exports of Diamonds and other jewellery resulting in low value addition The commodities/commodity groups which have recorded positive growth during 2020-21 as compared to 2019-20 are Other cereals (219.13%), Oil Meals (87.91%),

Iron Ore (86.78%), Rice (37.06%), Cereal preparations & miscellaneous processed items (21.16%), Drugs & Pharmaceuticals (18.07%), Spices (10.37%), Fruits & Vegetables (8.63%), Carpet (8.39%), Jute Mfg. including Floor Covering (8.29%), Ceramic products & glassware (6.02%) and Organic & Inorganic Chemicals (0.51%). The overall trade deficit, taking merchandise and services together, for AprilMarch 2020-21 is estimated at 12.74 USD billion as compared to the deficit of 77.76 US Billion in April-March 2019-20. The merchandise trade deficit between 2019-20 and 2020-21 declined from USD 161.35 Billion to 98.56 Billion Prospects Dr Wadhawan said that prospects for a quick recovery in world trade have improved as merchandise trade expanded more rapidly than expected in the second half of last year. World merchandise trade volume is expected to increase by 8.0% in 2021 (JanDec) after falling 5.3% in 2020 (Jan-Dec), as per the WTO. World Trade continues its rebound from the pandemic-induced collapse that bottomed out in the second quarter of last year. The Covid period has revealed new opportunities for Indian food sector. There is a rise in demand in US, Europe, Australia, New Zealand, Israel, Palestine and Egypt. Enquires for fresh/ dehydrated garlic, spices (chilli, turmeric, ginger), seed spices (cumin, fennel), sesame seeds/oil, sugar (new demand from Sri Lanka) and groundnut have been received by the exporters. The demand for non-basmati rice from new buyers such as Malaysia and the Philippines is likely to boost exports in the coming months. India’s dominance in the pharma sector has been reinforced with supply of critical covid related supplies to over 150 countries and rapid growth in exports during the Covid period. This sets an excellent foundation for our export sector to take off on the back of significant improvement in EoDB, creation of a plug and play investment / manufacturing environment across various industrial corridors, and launch of the very substantive PLI schemes across 13 sectors.
