20th JANUARY 2022 17
Exports of USD 650 Billion within the current nancial year achievable: Shri Piyush Goyal Cont’d. from Pg. 2 Expressing his satisfaction that India achieved $300 Bn Merchandise exports in the first nine months of the current FY (April-Dec, 2022), Shri Goyal assured the EPCs that his Ministry will do whatever it takes in handholding the EPCs and resolving their issues to attain even higher export targets in the next FY. Shri Goyal said we can set a much higher goods exports target in the current last quarter of this FY. “In December alone we touched $37 Bn goods exports despite
the Omicron fear factor weighing high. This month, in 15 days till January 15th, we have reached $16 Bn.” Shri Goyal said the Prime Minister Shri Narendra Modi has himself set the pace by setting “transformational results” and not “incremental growth”. The Commerce & Industry Minister urged the EPCs and entrepreneurs to avail of the Government’s initiatives towards Ease of Doing Business such as obtaining clearances through the National Single Window System. He assured the
Industry representatives to pursue their d e m a n d s d u r i n g t h e v a r i o u s F TA negotiations. Speaking of the government’s efforts to improve the ease of living and the ease of doing business, Shri Goyal said that more than 25,000 compliances have been reduced. The Minister assured that the government is willing to listen to new ideas, engage with industry at every level and work as an enabler, facilitator and partner.
Commerce Ministry seeks more budget allocations for District export initiative NEW DELHI: The Commerce Department has urged the Finance Ministry to release more funds for its Districts as Export Hubs initiative in the upcoming budget. Detailed presentations have been made to the Finance Ministry on the potential of the initiative, which is rapidly becoming the department’s marquee scheme, people familiar with the development said. The government has focused on district-level exports with an eye on spreading economic growth and diversifying India's export basket. After being launched in early 2020, the Department's Districts as Export Hubs initiative has finally compiled the products and services with export potential in all districts of the country. "We have been assured of sufficient allocations in this regard. We expect the funds to be allocated on a rolling basis. The entire government mechanism recognizes the importance of infusing public funds into specific export areas such as this, rather than through broadbased government support," a senior Commerce Department official was quoted as saying recently. Most funds earmarked for the initiative may be visible only through allocations under other subheads of the Commerce Department budget, the
official said. More funds made available through the Budget will flow into the District Export Action Plans (DEAPs), which form the core of the initiative. These lay out the support required by local industry in boosting their manufacturing and exports in line with global demands. The process is capitalintensive so government support is envisaged in some cases, from the production stage onwards. Having received positive feedback from all states, the Centre is also planning to expand the initiative. "As a result of the interest that has been generated, we are planning to go ahead on the next phase of the program. This would involve more targeted interventions and improved policy planning so that better-performing districts can be rewarded and put on a higher growth path," another official said. Grassroot efforts The initiative tries to target export promotion, manufacturing and employment generation at the grassroots level. This plan is based on DEAPs, which identify quickly scalable, economically sustainable and stable export opportunities at a district level. It also sets quantifiable export targets. While the government has received DEAPs for more than 450 districts across the country, large chunks of the country are yet to be mapped, mostly due to inability in
collecting data from the ground, and slow response from the states. In 2022, the Commerce Department will aggressively seek to complete the rest of the exercise, most of which is pending with the states and district administrations. Successful completion of these, are also an important parameter in policy think tank Niti Aayog's annual Export Preparedness Index and affect the performance of each state. But some states have been lagging behind. Road ahead Similarly, the Commerce Department has decided to get strict with errant state governments across all aspects of trade, the second official quoted above added. Some states such as West Bengal are yet to set up state-level export promotion committees while smaller states still do not have a detailed state export policy. The Directorate General of Foreign Trade is also developing a portal that may be accessed on the DGFT website to enable the states to upload all information related to products with the export potential of every district. The initiative also includes gathering district level commodity and services exports data through the Goods and Services Tax Network (GSTN) and Indian Customs Electronic Gateway or ICEGATE, systems.
Govt extends Shipping Corporation's bid deadline indefinitely NEW DELHI: The government has extended indefinitely the cut-off date for submission of bids for its stake in Shipping Corporation of India (SCI), according to multiple people aware of the matter. The due date was earlier January 18. Qualified bidders are said to have
requested for more time to do due diligence on the vessel operator, these people said. The bidders have not been able to carry out physical inspection of ships, according to the people cited earlier. SCI's ships have been sailing offshore and not all of them have been available for
inspection in India. Another cause for the delay in the bidding process is the ongoing demerger of the company's non-core assets, according to one of the sources cited earlier. "The demerger process is taking longer than anticipated," an executive familiar with the matter said.
Budget to boost textile value chain to achieve $100 bn exports: ICRA NEW DELHI: According to ICRA, the textile value chain will see a maintained focus on incentivising investments by the government in the upcoming union budget. It will be set to achieve the textile exports target of USD 100 billion in five years. In the global textile market, India is currently on the cusp of a potential growth cycle, as per the rating agency. As per the changes taking place in the
global textile market, China is leading and it is likely that it will lose some of its share which gives advantage to India. Man-made fibre (MMF) value chain, apparel and technical textile segments has greater emphasis offering opportunities in the global trade. This is the segment where India is falling behind. The government has adopted several policy initiatives including the
announcement of the PLI scheme, extension of the Rebate of State and Central Taxes and Levies (RoSCTL) Scheme for apparel and made-ups for three years. And in the past one year, notification of seven textile parks under the PM-MITRA Scheme has been released. However this would require fiscal push in the upcoming budget in the financial year of 2022-23.

Aviation Minister meets Commerce Ministry Ofcials on kickstarting Multi-Modal logistics hubs NEW DELHI: Aviation Minister Jyotiraditya Scindia recently held a meeting with officials of his ministry and the Commerce Ministry on kickstarting multi-modal logistics hubs in India. Recently, he said on Twitter that alongside necessary infrastructure, it was equally important to make our cargo movement processes seamless and customer-friendly.
He said he chaired a meeting with officials from the Ministry of Civil Aviation and the Department of Commerce on the way forward for kickstarting multi-modal logistics hubs in India. Department of Commerce works under the Ministry of Commerce and Industry. “Suggested institutionalising a Project Management Group with
stakeholders spanning ministries and concerned industries to identify and address the prevailing challenges,” Scindia said. AP Ports to get Infra boost at Rs 18,000 crore VIJAYAWADA: Industries minister Mekapati Goutham has said that works on three ports and nine fishing harbours will be taken up at a cost of Rs 18,000 crore in Andhra Pradesh. Taking part in a PM Gati Sakthi programme to explain the national master plan for multimodal connectivity, held virtually by the Union minister for road transport and highways Nitin Gadkari, the state minister said the AP government had been according top priority to providing all basic transport facilities and is exploring new avenues to further the cause. Referring to AP’s Panchasutras, the minister said. “We would develop ports and waterways, strengthen the telecom sector with fiber cable network, adopt
new ways to enhance power generation and distribution, link regional airways under the Udan scheme to ports and interlink roads under the Bharatmala scheme, and expand freight transport systems to reduce transport charges.” The minister said the AP government was ahead of other states in enhancing maritime-based wealth in addition to creating amenities at ports. “We are among the best in developing roads, rail routes and sea ports connecting airports so that multimodal transport cargo hubs and expansion of supply of natural gases would help the state achieve industrial and economic growth.” The minister said three ports -Bhavanapadu, Machilipatnam and
Ramayapatnam -- and nine fishing harbours are being set up in the state at a cost of Rs 18,000 crore. “We are also developing three industrial corridors -the Visakhapatnam- Chennai, the Chennai-Bengaluru and the BengaluruHyderabad -- connecting all the districts in the state so that we can provide employment opportunity to the youths and develop the roads system, water families and power supply.” Meanwhile, the Centre has asked the state governments that each of them appoint a nodal officer to coordinate the implementation of the PM Gati Sakthi programme. The states have been asked to submit their opinions on the programme by March 2022.

E-way bill generations stood at 3.32 crore in the first 16 days of January with a daily average of 20.7 lakh. The daily eway bill generation rose 13% on month to 23.1 lakh in December compared with 20.38 lakh in November. With Covid cases surging after the
spread of the Omicron variant and restrictions imposed in many parts of the country, the shipments got impacted in January. E-way bill generation was 7.16 crore for December, the second-highest monthly data since the online system was rolled out on April 1, 2018, reflecting an uptick in demand during the yearend. October e-way bills at 7.35 crore were the highest monthly number thanks to a spurt in goods dispatches for stocking ahead of the festival season by shopkeepers and traders. E-way bills
fell to a five-month low in November as demand moderated after the festivities. Higher e-way bills generation gets reflected in higher GST revenues. Gross GST collections came in at about `1.3 lakh crore in December (November transactions) despite a 17% on month reduction in e-way bills generated in November due to improved tax compliance and better tax administration. The January (December transactions) GST collections will likely exceed December collections by a decent margin.

GUJARAT+NORTH INDIA
20th JANUARY 2022 21
PM Gati Shakti to expedite infra project in North East to boost its export potential GUWAHATI: Large-scale absence of coordination and collaboration among agencies has been a major challenge to time bound infrastructure project implementation in India. Very often these projects have faced time overruns, leading to significant cost escalations. As per the Ministry of Statistics and Programme Implementation (MoSPI), Government of India, in the beginning of 2021, 1,687 Union Government projects under implementation, valued more than Rs 21.45 lakh crore, had run into cost overrun of nearly 20 percent, largely because of their delays. For instance, 311 railways projects show time overruns in the range of two to 324 months, while in case of 858 road development projects time overruns are in the range of one to 152 months. Factors cited for time overruns are underestimation of original project cost, spiralling land acquisition cost, delays in environment, forest and wildlife clearances and industrial licensing permission, road crossing of pipelines/transmission lines, shifting of utilities, delays in the tie-up of project financing, delays in finalisation of detailed engineering, etc. In addition, there are bottlenecks at the State Government level such as issues in land acquisition and removal of encroachments, relief and rehabilitation
planning and implementation, timely issuance of no objection certificate, necessary power and water supply, and work order related issues. At the core of these cost and time overruns lie the ill-coordinated efforts on the imperative of synchronisation of infrastr ucture projects for their timebound implementation. All this could change now. The recently announced Prime Minister of India’s Gati Shakti National Master Plan for Multi-Modal Connectivity is all set to revolutionise the way infrastructure and logistic development projects are planned and implemented in India. It will bridge huge differences between macro planning and micro implementation. The Plan is essentially a digital platfor m to bring 16 Ministries, including Railways and Roadways, together for integrated planning and coordinated implementation of infrastructure connectivity projects. PM Gati Shakti will cover the infrastructure projects worth over Rs 500 crore of various Ministries of the Union and State Governments like Bharatmala, Sagarmala, inland waterways, dry/land ports, UDAN (Ude Desh ka Aam Nagarik – subsidies for facilitating air travel), etc. The aim is to ensure that these projects are implemented in a
coordinated and timebound manner so as to provide integrated and seamless last mile connectivity for the movements of people and cargoes from one mode of transportation to another. Gati Shakti to expedite Infra Projects in North East As a result of the Gati Shakti, the delayed approach to project implementation in Northeast India is expected to undergo a tectonic shift. This is because most of these projects under implementation, including those under Bharatmala Pariyojana, will now be part of an institutional framework under the Gati Shakti Master Plan. Infrastructure development projects in Northeast India will experience coordinated planning and timely implementation. That is an imperative for improving the existing supply chains and for exploring new value chains, including through electronic commerce and the application of new technologies such as blockchain, both for internal and external trade. This is needed for the region to reemerge as one of the major trade hubs of India as it used to be before the geopolitical partition of India’s boundary. As articulated by the Hon’ble Prime Minister of India, let us replace ‘work in progress’ with ‘work for progress’ leading to ‘wealth for progress’.
Railways’ Mission ‘Hungry for Cargo’ NEW DELHI: Railways has started “Mission Hungry for Cargo” targeting 45 per cent modal share in freight transportation from the current 27 per cent. In the past 50 years, a considerable portion of total traffic was taken away by road transport despite the Railways being the most efficient means of inland bulk transport. Market share of Indian Railways in goods transportation has reduced to only 27 per cent. The national transporter is left with coal, cement and iron ore as only a few major commodities where railways commands bulk market share. However, even for this bulk traffic, Indian Railways is now facing the threat of high capacity road trailers and coastal shipping. Cement from Gujarat to south India, transportation of coal to power plants in Tamil Nadu has started from Paradip port. Iron and steel plants have moved from rail to road due to smaller batches and timing of supply offered by road. In order to reverse the trend, the Railways has undertaken concerted efforts introducing new initiatives targeting 45 per cent modal share of railways in freight transportation from the current 27 per cent. Aiming at facilitating new traffic
from road to rail, the Railways has set up business development units in each division which has helped it in capturing new streams of goods like salt, sand, stone, sugar, onion among others. According to a senior Railway ministr y official, a much higher increase in railway loading can, however, be achieved through providing better transportation ser vices to customers. At present, the business is generated mostly through dedicated customer siding developed by big industries. Many times small industries avoid the investment in dedicated railway siding due to high capital cost and availability of land. This is one of the major factors for losing the share of traffic by railways to the road. The official further said a new siding policy is being formulated to promote small and medium level industries. Since 2014, Railways has made high investments in infrastructure. The present action plan focuses on completion of eastern and western freight corridors, completion of critical projects, 100 per cent electrification, upgradation of speed on golden quadrilateral, commissioning of train collision avoidance system (TCAS) and station redevelopment.
Any customer can avail of the infrastructure if he can easily load/unload their consignment, preferably from their own warehouse. While it may not be possible to provide rail lines directly to customer godowns, it is possible that railway invests in developing multimodal hubs. It is proposed that multimodal logistics hubs are created at each major city through Greenfield or Brownfield projects by converting existing goods sidings. These multimodal logistic hubs would be open for any customer to load their consignment rather than a siding dedicated to a particular customer. Railways is the most important partner of PM Gati Shakti Mission, which aims to provide multimodal connectivity for reducing logistic cost in the country. The multimodal logistic hubs would provide integrated and seamless connectivity for movement of goods from rail to road and thereby facilitate last-mile connectivity and reduce the logistic cost and time for customers in line with PM Gati Shakti Mission. Steps have been taken for delegating power at the divisional level for outsourcing loading/unloading and also for doorstep delivery.

Sugar exports jump nearly 4-fold to 17 lakh tonnes in Oct-Dec 21 : ISMA NEW DELHI: India's sugar exports during OctoberDecember period jumped nearly four-fold to 17 lakh tonnes on higher demand from overseas, according to industry body ISMA. So far, 38-40 lakh tonnes have been contracted by mills for exports. Mills are now waiting for global prices to improve for further contracts. Sugar marketing year runs from October to September. "As per market reports and port information, about 17 lakh tonnes of sugar have been physically exported during the period October to December' 2021," ISMA said in a statement.
During the same period in the previous year, about 4.5 lakh tonnes of sugar were exported. Further, ISMA said it is reported that about 7 lakh tonnes of sugar is in pipeline for export this month. "Amid news of expectedly better upcoming season 2022-23 (April - March) in CS Brazil, the global price of raw sugar has fallen further and is currently reeling at an over 5-month low at around 18 cents/pound," ISMA said. According to the association, Indian mills are waiting for the opportune time and are in no hurry to enter into further export contracts, beyond 38-40 lakh tonnes already been signed so far.
India's Apple exports up 82% since 2014: Commerce Ministry data NEW DELHI: India's apple exports have jumped 82 per cent since 2014, while fruit imports increased marginally by 3.8 per cent during the same time, according to the commerce ministry data. Increase in exports is helping the growers in Kashmir and Himachal Pradesh to further push the outbound shipments in different parts of the world. In value terms, exports rose to USD 14.45 million in 2020-21 from USD 8.6 million in 2014-15, the data showed. Apple exports during April-November this fiscal stood at USD 12.25 million, indicating healthy growth over the years.
On the other hand, imports have increased 3.8 per cent to USD 240 million in 2020-21 from USD 230.8 million in 2014-15. About 82 per cent of apples imported into India are from Chile, New Zealand, Turkey, Italy, Brazil and the US. Chile accounted for a quarter of India's imports. It was followed by New Zealand (16.45 per cent), Turkey (12.43 per cent), and Italy (10.8 per cent). Small suppliers of apples to India include Iran (7.73 per cent), the UAE (3.29 per cent) and Afghanistan (0.43 per cent) during April-November 2021-22.
