Shipping Ministry drafts new The Coastal Shipping Bill 2020 NEW DELHI: The Government has drafted a Bill to oversee India’s Coastal Shipping sector, which seeks to give a “legal structure” to the right of first refusal (RoFR) granted to local fleet owners operating their ships between ports in the Country. The Coastal Shipping Bill 2020 has been drafted by carving out chapter 14 of the Merchant Shipping Act 1958, which deals with grant of licences for coasting trade in India. A couple of years ago, the Government exempted Indian vessels from obtaining any kind of licence for coasting trade; their registration was considered as a licence. “Now, there is a thought that we should have a proper coastal shipping strategy. Earlier, the right of first refusal rule was actually an executive order based on Chapter 14, which said that the Directorate General of Shipping (DG Shipping) can set conditions for grant of licence. But those conditions should ideally have been conditions on the vessel but we put it in the business clause, basically saying that you first look at Indian vessels and if Indian vessels are not available only then you can apply for a licence to use foreign ships for coastal trade,” D G Shipping Amitabh Kumar was quoted as saying. Consequently, trade deficit narrowed to just $2.78 billion in September from $6.77 billion in the previous month, showed the quick estimate of the trade data released by the Commerce Ministry. India poised to take advantage of Supply Chain shift : DP World CEO DUBAI: India is poised to take advantage of the supply chain shifts triggered by COVID, and knows it, says a recent post from Sultan Ahmed Bin Sulayem, Group Chairman & CEO of DP World : “Its recent trilateral Supply Chain Resilience initiative along with Australia and Japan is a potentially gamechanging opportunity to solidify its strategic position in the Indo -Pacific region. And the country is displaying remarkable strength across its 17 so-called ‘Champion Sectors’ – such as textiles and biotechnology – as it continues to move up the value chain with first-world markets. “I have been impressed and motivated by India as it continues to fuel its vision of a more competitive future in the global trade economy. In March, Prime Minister Narendra Modi’s government announced incentives for ‘niche’ firms such as electronic manufacturers that have already attracted $1.5 billion of investments from more than twenty companies, including the likes of SAMSUNG and Apple. What’s more, India’s allowance of 100% foreign direct investment in most sectors, exempting companies from sharing their trade secrets with local partners, makes the country an attractive place to do business. “However, to convert these inbound investments into long-term gains and solidify its position as a world-class trade hub, India must rapidly enhance the competitiveness and resilience of its supply chains.” The post-COVID opportunity for India It is no secret that businesses and countries alike are pursuing serious efforts to diversify their supply chains in the wake of COVID. They are seeking inputs from sources other than China, while mitigating themselves from the fallout of the ongoing US-China trade talks. Not only is India feeling the impact of these challenges itself but has the added pressure of being looked to by key players across the world as a potential alternative to China. According to Harvard Business Review, the United States imported $452 billion worth of goods from China in 2019. Only five low-cost countries have GDPs larger than that: Mexico, Indonesia, Brazil, Thailand, and India. Of these candidates, India has the biggest economy and the largest untapped potential for filling the potential vacuum that will be created by diversifications away from China. There are challenges that will need overcoming Despite its apparent position of strength, the rapidly rising expectations of India risk outpacing what it can realistically deliver. Domestic production needs improving, while complex federal and political structures can hamper the smooth flow of goods across the country. As Bipul Chatterjee (executive director at CUTS International in India) points out, while productivity remains steady, the challenge remains to
reduce the country’s incremental capital-output ratio from the current level of 4.5 to 3.6. New, robust partnerships and financial and technological investments will enable India to rise above these challenges and unlock even more growth. Unlocking growth through partnership “In 2018, we created a $3bn fund in partnership with India’s Sultan Ahmed Bin Sulayem National Investment and Infrastructure Fund (NIIF) with the aim of acquiring assets and developing projects in sea and river ports, freight corridors, special economic zones, inland container terminals, and invaluable infrastructure such as cold storage. DP World’s expertise in logistics infrastructure together with NIIF’s local knowledge and government expertise created the right combination to maximise the significant growth opportunities in the region. It is integral to me that we partner with leaders in their field to make them even stronger. “Today, we already benefit from a significant presence in India. Six port terminals across the Indian Coastline handle onefourth of India’s container trade volume, and we are building two FTZs at strategic locations in Nhava Sheva and Chennai, helping to expand their trade and manufacturing capability. Projects like this as well as many others offer integrated supply chain capabilities across port terminals, rail, warehousing, inland rail terminals, cold chain, 3PL, and feeder services. “To help India further its ambitions, I am committed to an even deeper partnership between India and DP World, spanning the supply chain, technology, government and infrastructure development projects, and even sport, as the recently announced global logistics partner for the Royal Challengers Bangalore. Cricket is a part of India’s DNA and this year, due to COVID, the Indian Premier League has moved to the UAE for 2020, bringing significant logistical challenges for all concerned. Y. : M a j o r global container carriers CMA CGM and MSC Mediterranean Shipping Company (MSC) today announced they are now integrated onto TradeLens (www.tradelens.com), helping ensure a more fully integrated, timely and consistent view of logistics data for their containerized freight around the world. The digital platform is run on IBM Cloud (NYSE:IBM) and IBM Blockchain, and was jointly developed by IBM and A.P. Moller - Maersk (MAERSKb.CO). These two global shipping leaders, together with Maersk, will act as platform foundation carriers with a role in expanding the ecosystem and platform operations, including playing key roles as validators on the blockchain network. The addition of these two major global shipping leaders marks a crucial milestone for the industry, which until now has too often relied on paper-based trade and manual document handling that lead to increased costs and reduced business continuity. Importantly, the outbound shipment of core products (goods excluding petroleum and gems & jewellery), which reflects the economy’s competitiveness, grew as much as 11.9% in September, against a 3.2% fall in August. The growth in core exports indicates a nascent recovery in external demand. Exports in September rose to $27.58 billion from $26 billion a year before. Imports shrank to $30.31 billion last month from $37.69 billion a year earlier. As many as 22 of the 30 major product groups witnessed growth in September, a first in the current fiscal. Earlier this month, the ministry had released a “preliminary estimate” of trade data, according to which merchandise exports had grown by 5.3%, year on year, in September. Interestingly, core exports have accelerated at a quicker rate than that of overall merchandise exports month after month since May 2019. Among the well-performing segments, exports of rice jumped by more than 94% year on year in September to $725 million, while those of drugs and pharmaceuticals surged by 24.4% to $2.24 billion, iron ore by 110% to $304 million. Engineering goods exports rose by 5.4% to $6.9 billion, while
petroleum shipment rose 5% to $3.6 billion last month. Analysts have said these are still early days, although the rebound in core exports in September points at a potential pick-up in external demand in the build-up to the crucial Christmas season, when orders from the key western markets—the US and the UK—flow in large volumes. Of course, some pent-up demand and despatches against orders firmed up before the pandemic may also have contributed to the decent rise. Nevertheless, these are encouraging signs, they concur. Already, presenting a less gloomy picture, the World Trade Organisation this month expected global merchandise trade to fall by 9.2% in 2020 from last year, compared with the 12.9% drop projected in April. This will augur well for India’s trade as well. Mahesh Desai, Chairman of the Engineering Goods Exporters’ Body EEPC, said the reversal of a slide in September is a matter of relief, but challenges to external trade continue due to the Covid-19 pandemic. India’s exports had witnessed a record 61% crash in April in the wake of the lockdown, although the contraction subsequently narrowed to 12.7% in August.

The China Navigation Company launches new specialist project division to provide shipping services to energy, resource & infrastructure sector SINGAPORE: The China Navigation Company (CNCo) announced it is expanding its project cargo business and has launched Swire Projects to provide specialist shipping services to the energy, resource and infrastructure sector. Swire Projects will be working closely with the various marine service activities of the Swire group to develop an independent global strategy in the MPP & Heavylift segment. The Projects division will be led by Namir Khanbabi, General Manager of Swire Projects, based in Singapore and will have global coverage. Swire Projects has also hired three senior project managers: Matthias Kremser, Global Head of Chartering, and Nicki Schumacher as Head of Europe, both based in Hamburg; and Rufus Frere-Smith, Regional General Manager, who will
lead the Americas team that will be based in Vancouver and Houston. “By bringing together trade routes, fleet, and expertise across the Swire Group’s marine activities, Swire Projects is set to lead a smart network of resources, enabling highly efficient, trusted and flexible shipping solutions to service clients in the project logistics sector, particularly project forwarders, EPCs, Heavy Civil and offshore energy construction players,” said Khanbabi. Working closely with Swire Bulk, a leader in bulk transport and logistics solutions, global project parceling services can be offered to the sector particularly for wind cargo components, tubulars and heavy civil infrastructure material. Swire Bulk’s global network will also enable the Projects team to participate in early works infrastructure requirements where bulk construction materials are required for civil and marine infrastructure. This includes

Indian Imports from 10 key partners can go up by $21 billion, Export headroom at $17 billion : Standard Chartered Bank LONDON: Indian imports from key trading partners can rise by USD 21 billion, while the set of 10 countries represent an export headroom of only USD 17 billion, a report by a foreign lender said recently. Imports from the US, Malaysia, Indonesia, Singapore and the UK have the greatest opportunity for growth, Standard Chartered Bank said in its study, adding that the largest trading partner US alone enjoys a USD 5.7 billion opportunity. It can be noted that the Indian government has been looking at ways of increasing exports, especially on the manufacturing front through production linked incentives scheme, as the country tries to serve businesses looking at opportunities beyond China.
As economies and businesses look to recover from the impact of COVID-19 pandemic, there will be markets and sectors with new opportunities to grow trade, the study said. “Businesses in India and across the world have faced unprecedented challenges over the last few months. Looking ahead, they need to look for new growth avenues and build more resilience,” the bank’s managing director and head of trade for India and South Asia Gaurav Bhatnagar said. He said India offers an “unexplored potential” of USD 21.1 billion for global exporters and its exporters look at a USD 16.8 billion opportunity with the key trading partners. Thailand and Germany are the largest markets with export potential
for Indian businesses’ perspective, representing an opportunity of USD 2.6 billion each, as per the study. From a growth perspective, Thailand is the topmost with an opportunity of 48 per cent of the present exports to the country, followed by Indonesia at 26 per cent and Malaysia at 25 per cent. The research contrasts actual export values with potential export values calculated by an economic model to uncover medium-term opportunities, looking to a post-COVID-19 world as economies begin to reopen, it said. The scope covers high-potential exports, defined as goods or services where businesses have added value within the borders of their home market, it added.
China’s Imports, Exports surge as global economy reopens BEIJING: China’s imports grew at their fastest pace this year in September, while exports extended strong gains as more trading partners lifted coronavirus restrictions in a further boost to the world’s secondbiggest economy. Exports in September rose 9.9% from a year earlier, customs data showed, broadly in line with analysts’ expectations and up from a solid 9.5% increase in August. The strong trade performance suggests Chinese exporters are making a brisk recovery from the pandemic’s hit to overseas orders.
As the global economy restarts, Chinese firms are rushing to grab market share as their rivals grapple with reduced manufacturing capacity. “The big picture is that outbound shipments remain strong, with easing demand for COVID-19 related goods such as face masks being mostly offset by a recovery in broader demand for Chinese-made consumer goods,” Capital Economics Senior China Economist Julian EvansPritchard said. “A jump in imports suggests that domestic investment spending remains strong.” China’s factory activity has also picked up as international trading
gradually resumes. But some analysts warn exports could peak soon as the demand for Chinese-made protective gear recedes and the base effect of this year’s massive declines wears off. Imports surged 13.2% in September, returning to growth from a fall of 2.1% in August and much stronger than expectations for a 0.3% increase. The import strength was broad based for almost all of China’s main trading partners. Imports from Taiwan surged 35.8% in September from a year ago, while purchases from the United States rose 24.7% on-year. Imports from Australia, however, fell 9.5%.

Dr Abhijit Singh, Executive Director of the IPA stated that “Honourable Minister of Shipping, Government of India desires Indian Port Community System (PCS1x) should constantly evolve to be the best Dr Abhijit Singh in class PCS globally. Hence, in order to keep abreast of the technological developments happening globally it is important that IPA should become part of the international port community network by developing noble association with prestigious body like IPCSA. We endeavour to integrate with other international PCS to ease trading across borders. In fact, we wish to aligning PCS 1x to the 2030 vision of IPCSA.” “IPCSA is delighted to welcome the Indian Ports Association” said Hans Rook, Chairman of IPCSA. “The IPA brings with it their experience and knowledge on how to d e v e l o p a N a t i o n a l Po r t Community System. The inclusion of the Indian Ports through PCS1x platform into Hans Rook IPCSA is a new milestone in IPCSAs development and will support in the implementation of new global initiatives.” India is a nation that has been working for many years now on its digital infrastructure and enabling of e-governance. PCS 1x has been rolled out by IPA to offer a true single window for the port and maritime community for sharing data and information. PCS1x has grown in scope and penetration over the last year and a half with significantly better utilisation than its predecessor, which was deployed on premise at major ports in 2006. Since going live in December 2018, the new PCS1x has tripled the user base and reduced the turnaround time of (Customs) batch mode of EDI exchange from 30 minutes to under 4 minutes.
Over 27 identified stakeholders have role-based access to the new PCS1x hosted on Cloud, giving them a better user experience as they interact with the ports, terminals, each other and the end user. It has provisions for translating messages of different standards to facilitate meaningful exchange of data with multiple external systems in required formats The Indian PCS is robust, highly scalable and flexible which is one of its key USPs. Generally other countries PCS caters Export Import trade of single port/terminal, while Indian PCS1x architecture is designed in such a way that it not only caters 12 Major Ports but other 200 Non-Major Ports of India as well, of which 8 are currently onboarded. PCS1x is addressing the way in which information is passed on a real-time basis by integrating with various stakeholder systems bringing speed, transparency and efficiency leading to reduction in errors, faster processing times. Currently 12 major ports have Richard Morton fully implemented PCS1x with over 16000+ users transacting. Moreover, private ports including Mundra, Pipavav, Hazira, Kattupalli and Dahej have commenced adoption. With the success of PCS1x over the past year and with the constant support of various organisations, the Government of India is now working towards developing a revolutionary national maritime single window known a s ‘ N a t i o n a l L o g i s t i c s Po r t a l ( N L P- M a r i n e ) ’ encompassing complete end-to-end logistic solution. The Indian Government is constantly upgrading PCS1x to make it the best in class globally. Change is the only constant, but it takes time to implement change across a nation as large and complex as ours. However, we are witnessing growing support and a willingness to adapt to the changes powered by PCS1x. With the active support and participation from various trade bodies and their various members, PCS1x is leading the way in the maritime space to the digital era. Gujarat becoming a Global Hub for chemical manufacturing: Union Minister AHMEDABAD: Gujarat is slowly turning into a global hub for manufacturing chemicals, according to Union Minister of State for Environment, Forest and Climate Change (MoEFCC), Babul Supriyo. He delivered the keynote address at the CII Gujarat Chemical Conclave: Challenges and Way Forward.
“Gujarat has been a role model for the country. Gujarat has 5% of India’s population, yet contributes 8% to India’s GDP and 20% of India’s exports. This is phenomenal. Gujarat is a hub of chemicals in India and slowly India is becoming a global base of chemicals. It is thus that Gujarat will play a major role in making India a $5 trillion economy,” said Supriyo.
