Govt. seek stakeholders’ suggestions on New FTP NEW DELHI: The Commerce Ministry recently sought suggestions from stakeholders, including industry and trade associations, for the formulation of the next foreign trade policy (FTP 2021-26). The FTP provides guidelines for enhancing exports to push economic growth and create jobs. Directorate General of Foreign Trade (DGFT) in a trade notice said a Google form has been created to collate, analyse and process the suggestions/ inputs. “In order to prepare a new five year Foreign Trade Policy, suggestions/inputs are invited from various stakeholders. To collate, analyse and for ease of processing the suggestions/inputs received, a Google Form has been created,” it added.
Stakeholders, including export promotion councils (EPCs), trade/industry bodies/associations, commodity boards, regional authorities and members of the trade, industry are requested to send their suggestions/inputs only through the above-mentioned Google Form, rather than email or paper-based submissions on or before July 31. The foreign trade policy (2015-20) was extended first for a year till March 31, 2021, due to the pandemic and again extended for six months till September this year. At present, various benefits are provided under different schemes such as merchandise export from India scheme (MEIS), services export from India scheme (SEIS), advance authorisation and export promotion capital goods.
Special train arrived with 180 Shipping Containers from Mundra Port to Rajasthan MUNDRA: In view of shortage of containers in Rajasthan amidst the pandemic, a special train carrying 180 shipping containers from Mundra Port in Gujarat arrived here on 17th July. This is for the first time that double-stack container train is arriving in Jaipur for the Inland Container Depot of Rajasthan Small Industries Corporation Limited (RAJSICO), an official said. The train has been flagged off from Mundra on Thursday and shall arrive on destination by Saturday. The train will be carrying empty containers for timely assistance for the local export-related businesses. The disruption caused by the COVID pandemic has resulted in a shortage of shipment containers in Rajasthan. This has directly affected the exports. The double-stack train will help
address the shortage issue. “Rajsico is working towards assisting small industries in the state with exports and with the commencement of the double stack train the process shall gain further momentum,” Rajesh Sharma, managing director, RAJSICO, said. The Inland Container Depot at Jaipur releases nearly 150 containers in a month, the numbers have been affected by the pandemic situation and the shortage of containers further added up to the challenge of local exporters. Nearly 60 containers left the depot in the month of June 2021. However, as the situation improves the figures are expected to rise and the double-stack train will help in assuring the availability of empty containers for exporters, the official said.

MSC and Shell sign Collaboration Agreement on decarbonising Shipping
Soren Toft, CEO MSC Mediterranean Shipping Company and Huibert Vigeveno, Downstream Director, Royal Dutch Shell
Carlos Maurer, Bud Darr, Soren Toft, Melissa Williams and Huibert Vigeveno
GENEVA: MSC Mediterranean Shipping Company (MSC) and Shell International Petroleum Company Limited (Shell) have agreed to work closely together to help accelerate the decarbonisation of the global shipping sector. The long-term memorandum of understanding will help MSC and Shell to play enhanced roles in the energy transformation of shipping, as developers and early adopters of innovative technologies and fuel solutions. The companies plan to develop a range of safe, sustainable and competitive technologies that can reduce emissions from existing assets and help to enable a net-zero emissions future for shipping. Bud Darr, EVP Maritime Policy and Government Affairs, MSC Group, said: “MSC’s efforts to decarbonise include strong partnerships with a range of companies across the industry. This partnership with Shell is a great example of the type of commitment that is needed to catalyse lowcarbon solutions for the shipping sector. “ To r e a c h t h a t u l t i m a t e g o a l o f c o m p l e t e decarbonisation, we must look at a set of solutions. We need significant advances in research and development and fuel development. MSC welcomes partnerships like this with Shell that are designed to facilitate cross-sector information sharing and prove how collaboration is key in defining the best pathway to a net-zero future,” said Mr Darr. Melissa Williams, President, Shell Marine, said: “Shell wants to play a central role in the transition to net zero. Partnering with our customers to develop new technologies and fuels will help accelerate progress. Combining MSC’s experience as one of the world’s largest shipping companies
with Shell’s expertise as a global energy supplier will help bring about effective solutions for this vital part of the world economy.” Shell and MSC have worked together over the last 10 years on projects, including bunkering biofuels and trialling very and ultra-low sulphur fuels. MSC and Shell technical and commercial teams will collaborate to develop and deploy net-zero solutions such as zero-emission fuels of the future and the technologies that will enable them, including fuel cells, with the ambition of contributing towards a zero-carbon flexi-fuel concept vessel. They will also work together on energy efficiency technologies, including digital services and platforms. The partners continue to envisage a range of fuel solutions on the route to a net zero future and are also exploring options such as hydrogen-derived fuels and the use of methanol as a marine fuel. Both companies each have been exploring the significant potential benefits of progressing from fossil-based liquefied natural gas (LNG) to bio-LNG or synthetic variants. Together, the partners will explore opportunities for MSC to use LNG in its fleet, as the lowest emissions fuel widely available today. They will also consider future pathways, including methane-slip abatement technologies that will further bring down LNG’s emissions. The partnership also offers an opportunity for Shell and MSC to work together to engage the industry and its stakeholders on strategic policy issues, bringing their dual perspectives with the purpose of enabling constructive dialogue and to accelerate decarbonisation in the sector.

Govt approves continuation of RoSCTL on Export of Apparel/ Garments and Made-ups • RoSCTL extended till 31st March 2024 at existing rates • Ensures a stable and predictable policy regime • Fillip for exports of globally competitive Indian textiles • Promote exports by startups and entrepreneurs NEW DELHI: The Union Cabinet c h a i r e d b y t h e P r i m e M i n i s t e r, Shri Narendra Modi ji has given its approval for continuation of Rebate of State and Central taxes and Levies (RoSCTL) with the same rates as notified by Ministry of Textiles vide Notification dated 8th march 2019, on exports of Apparel/Garments (Chapters-61 & 62) and Made-ups ( C h a p t e r- 6 3 ) i n e x c l u s i o n f r o m Remission of Duties and Taxes on Exported Products (RoDTEP) scheme for these chapters. The scheme will continue till 31st March 2024. T h e o t h e r Te x t i l e s p r o d u c t s (excluding Chapters-61, 62 & 63) which are not covered under the RoSCTL shall be eligible to avail the benefits, under RoDTEP along with other products as finalised by Department of Commerce from the dates which shall be notified in this regard. Continuation of RoSCTL for Apparel/Garments and Made-ups is expected to make these products globally competitive by rebating all embedded taxes/levies which are currently not being rebated under any other mechanism. It will ensure a stable and predictable policy regime and provide a level playing field to Indian textiles exporters. Further, it will promote startups and entrepreneurs to export and ensure creation of lakhs of jobs.
Tax Refund for Exported Products It is a globally accepted principle that taxes and duties should not be exported, to enable a level playing field in the international market for the exporters. In addition, to import duties and GST which are generally refunded, there are various other taxes/duties that are levied by Central, State and Local Government which are not refunded to the exporters. These taxes and levies get embedded in the price of the ultimate product being exported. Such embedded taxes and levies increase the price of Indian Apparel and Made-ups and make it difficult for them to compete in the international market. Some of the cess, duties for which taxes and levies are not refunded and are part of embedded taxes directly and indirectly, are as follows:1. Central & state taxes, duties & cesses on fuel used for transportation of goods, generation of power and for the farm sector. 2. Mandi Tax 3. Duty on electricity charges at all levels of the production chain 4. Stamp duty 5. G S T p a i d o n i n p u t s u c h a s pesticides, fertilizers, etc. 6. G S T p a i d o n p u r c h a s e s f r o m unregistered dealers, etc. 7. Cess on coal or any other products Realizing the importance of refund of embedded taxes, cesses and duties, the
Ministry of Textiles first launched a scheme by the name of Rebate of State Levies (ROSL) in 2016. In this scheme the exporters of apparel, garment and made-ups were refunded embedded taxes and levies through the budget of the Ministry of Textiles. In 2019, the Ministry of Textiles notified a new scheme by the name Rebate of State and Central Taxes and Levies (RoSCTL). Under this scheme, the exporters are issued a Duty Credit Scrip for the value of embedded taxes and levies contained in the exported product. Exporters can use this scrip to pay basic Customs duty for the import of equipment, machinery or any other input. Just one year af ter launch of RoSCTL the pandemic set in and it has been felt that there is a need to provide some stable policy regime for the exporters. In the textiles industry, buyer places long term orders and exporters have to chalk out their activities well in advance, it is important that the policy regime regarding export for these products should be stable. Keeping in view the same, the Ministry of Textiles has decided to continue the scheme of RoSCTLupto 31st March, 2024 independently as a separate scheme. Continuation of RoSCTL scheme will help generate additional investment and give direct and indirect employment to lakhs especially women.

19th JULY 2021 19
Exports jump 48% in June, imports surge 98% NEW DELHI: Merchandise exports shrugged off the Covid impact to surge by 48% in June from a year before, while imports staged a smart rebound with a 98% jump, signalling a recovery in both external and internal demands even though the growth was aided by favourable base effect. At $32.5 billion, exports also recorded a 30% jump from the pre-pandemic level (June 2019). In fact, goods exports have now crossed the pre-Covid level for four straight months. Imports rose to $41.9 billion in June, reflecting a marginal 2% rise from the level witnessed in the same month of 2 0 1 9 . H o w e v e r, g i v e n t h e d e m a n d compression in the economy in the wake of the Covid-19 outbreak, even the modest growth in imports assumes significance, trade analysts say. This will also help import-sensitive export industries. Thanks to enhanced imports, trade
deficit rose to $9.4 billion in June from $6.3 billion in the previous month. Importantly, core exports (excluding petroleum and gems and jewellery) climbed up by 39% in June from a year before and 33% from the June 2019 level. Core imports rose 94% year-on-year and by 11% from June 2019. This suggests trade growth in June was impressive in light of the crisis, even excluding the impact of costlier oil. The goods exports in the June quarter hit a record $95 billion, up 86% from a year earlier and 18% from the same quarter in FY20. However, given that export growth was low even before the pandemic struck – outbound shipments rose about 9% in 2018-19 but again shrank by 5% in 2019-20, only a sustained uptick over the next few years would help the country recapture some of its lost shares in the global market. The provisional export data, released recently, shows a slightly higher rise in
exports in June from the 47% estimated earlier this month. Enthused by the jump, the commerce ministry has set an ambitious export target of $400 billion for the current fiscal and $500 billion for FY23. It has also set a $1 trillion export target by the end of five years after Fy23. The phenomenal growth in trade, albeit supported by favourable base effects (exports were down by 36% and imports by almost 51% in May 2020), also suggests the supply side is able to respond better to a pick-up in demand from key markets. Of course, base effect will continue to aid trade growth in the coming months as well. Major commodities or groups that have recorded high year-on-year growth in June included petroleum (115%), manmade yarn, fabrics and made-ups (82%), gem & jewellery (81%), meat, dairy & poultry products (62%), engineering goods (53%) and electronics (45%).
Highest-ever quarterly growth in exports not only shows resilience of exports sector but also strength of Indian economy: FIEO NEW DELHI: Reacting to the trade data for the first quarter of the FY’ 2021-22, Dr A Sakthivel, President, FIEO said that the highestever quarterly growth in exports by more than 85 percent with USD 95 billion over FY’ 2020-21 and by about 18 percent over FY’ 2019-20 not only shows the resilience of the exports sector but also the strength of the Indian economy. Dr Sakthivel also reposed faith in the overall exporting community, who in these difficult and challenging times have continuously been able to perform with vigour and dynamism. Exports for June, 2021, which for the fourth time in a row, have shown a very impressive growth of 48 percent with USD 32.5 billion during the month, also augurs well for the overall foreign trade sector of the country, added FIEO Chief. Further as the overall global demand has remained buoyant, the partial lockdowns in different parts of the country had kept factories r unning at half strength, reiterated FIEO President. However with decline in daily cases of infection and resumption of economic activities, India is now set to achieve an all-
time high export figures for the financial year. Dr Sakthivel also added that, with such a growth pattern showcased by the exports sector, the country’s economic recovery will be likely led by exports especially from MSMEs. Dr Sakthivel reiterated that the top sectors, which performed impressively during the first quarter of the FY’ 2021-22 starting with 3-digit growth were Iron-ore, Rice, Cotton Yar n/Fabs/Made-ups, Handloom Products etc., Engineering Goods, Plastics & Linoleum, Organic & Inorganic Chemicals, Electronic Goods, Petroleum Products, Marine Products and Drugs & Pharmaceuticals. FIEO President emphasised that as the labourintensive sectors were main contributors to these ten impressively growing sectors during the quarter, this will further help in creating jobs in the country, being the most relevant in the current context. FIEO Chief complimented the government especially the Union Finance Minister, Commerce & Industry and Textiles Minister under the able and dynamic leadership of the Hon’ble Prime Minister, Shri Narendra Modi for the continuous support to the sector during such challenging times. Increase in both
quarterly and monthly imports by about 108 percent and 98 percent respectively compared to the same period during the previous fiscal, should be looked into. FIEO P resident reiterated that though the government has announced a slew of measures during recent times to support exports with the extension of Interest Equalisation Scheme by 3 months to September 30, 2021 and the announcement by the Union MSME Minister on revised guidelines for MSMEs with the inclusion of retail and wholesale trades as MSMEs, which will help 2.5 Crore traders to get benefit of priority sector lending under RBI guidelines. Besides the recent key announcement on continuance of RoSCTL benefits to Apparel & Made-ups is a huge support for the sector. Further the need of the hour is to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry, besides addressing some of the key issues including priority status to exports sector, release of the necessary funds for MEIS and clarity on SEIS benefits, resolving risky exporters' issues and continuance of seamless refund of IGST and more importantly continuing with IGST option for exports.
UP recorded 36% jump in exports in 2020-21: UP MSMEs Minister LUCKNOW: Uttar Pradesh reported a 36% jump in exports to Rs. 1.21 lakh crore in 2020-21 compared to Rs. 88,967 crore in 201718 because of the government’s policies such as one-district-one-product (ODOP) and robustness of small industries, Sidharth Nath Singh, micro, small and medium enterprises (MSMEs) minister of the state, said recently. The MSME sector is the “backbone for employment generation and industrial growth in UP”, and due to its excellent performance the state could achieve positive growth in exports even during the first wave of the Covid-19 pandemic, Singh told reporters recently. Despite a 68-day nationwide hard lockdown since March 25 last year, UP achieved 0.65% growth in exports in FY-21 even as the top three performers – Gujarat,
Maharashtra and Tamil Nadu — saw 0.38%, 6.08% and 9.09% contraction, respectively, according to the central government data. UP was the fifth largest contributor in India’s export basket for the previous fiscal year after Gujarat, Maharashtra, Tamil Nadu and Andhra Pradesh. Singh said export growth is part of a conscious effort of the Yogi Adityanath government, which conceived the policy of ODOP to boost its rural economy immediately after it came to power in 2017. “We launched it in January 2018. Now, it has caught attention nationally. The Union finance minister had mentioned it in the budget… Under this we focused on promoting traditional industries specific to particular districts,” he said. He gave the example of “kalanamak
chawal” (black rice). “Kalanamak chawal is basically sticky rice… The cultivation of this crop was towards extinction. We encourage it in Siddharthnagar. And, I’m happy to inform, despite the Covid pandemic, buyers from Japan and Singapore are engaging with our farmers to export it,” he said. While inaugurating a highway project in Varanasi on November 30 last year, Prime Minister Narendra Modi said “black rice was introduced two years ago in Chandauli to increase the income of the farmers. Last year, a farmer committee was formed and around 400 farmers were given this rice to grow in the kharif season. While normal rice sells for Rs. 35-40 a kg, this black rice was sold for up to Rs. 300 a kg. For the first time, this rice has been exported to Australia, that too at the rate of around Rs. 800 per kg.”

Methanex and Mitsui O.S.K. Lines announce agreement on Key Commercial Terms for a Strategic Partnership VANCOUVER/ TOKYO: Methanex Corporation (TSX:MX) (NASDAQ:MEOH) (Methanex) and Mitsui O.S.K. Lines, Ltd. (TSE:9104) (MOL) are pleased to announce that the parties have concluded Key Commercial Terms for the purchase and sale of an equity position in, and the establishment of a strategic partnership involving, Methanex's Waterfront Shipping (WFS) subsidiary. With a fleet of approximately 800 vessels, MOL is one of the world's largest shipping companies. WFS is a global marine transportation company and operates the world's largest methanol ocean tanker fleet. MOL will acquire a 40 percent minority interest in WFS for US$145 million. Methanex will retain the remaining 60 percent majority interest in WFS and continue to operate WFS as a key element of its global supply chain capabilities. There will be no change to Waterfront Shipping's day-to-day operations due to this transaction, and Paul Hexter will remain President. The definitive agreements are subject to formal approval by MOL's Board of Directors. The closing is subject to regulatory approval and is expected by the end of the year after all customary conditions are met. Through this transaction, Methanex, WFS and MOL will establish a strategic partnership, which will enable Methanex and WFS to benefit from MOL's broad shipping experience to further strengthen its already excellent shipping operations and capabilities. The strategic partnership strengthens a relationship established over 30 years between Methanex, WFS and MOL who, in 2016 in conjunction with other key partners, jointly built the first ocean-going dual-fuel vessel capable of running on methanol. With Methanex as the world-leading methanol producer, WFS as the world's leading methanol shipper, and MOL's vast shipping experience, the parties intend to advance the commercialization of methanol, including renewable methanol, as a viable marine fuel. Methanol is a safe, proven, cost-competitive marine fuel for the commercial shipping industry that can meet current and future emissions regulations. Methanol as a marine fuel can reduce sulphur oxides (SOx) by up to 99 percent, particulate
matter (PM) emissions by up to 95 percent, and nitrogen oxides (NOx) by up to 80 percent compared to conventional marine fuels. As a marine fuel, methanol also reduces CO2 emissions during combustion by up to 15 percent. Methanol produced from renewable sources can reduce CO2 emissions by up to 95 percent compared to conventional marine fuels, providing a pathway to meet the International Maritime Organization's (IMO) decarbonization goals without further investment or compatibility issues with the current dual-fuel engine technology. John Floren, President & CEO of Methanex, said, "We are pleased to expand our relationship with MOL, a world leading shipping company, which will enable Waterfront Shipping to enhance its capabilities by leveraging MOL's extensive global shipping experience. We have worked with MOL for over 30 years on methanol shipping since the era of Cape Horn Methanol Ltd., a predecessor to Methanex's Chile operations, and we are confident that our new strategic relationship will help develop the market for methanol as a lower emission marine fuel." Takeshi Hashimoto, President of MOL, said, "MOL is pleased to partner and deepen our long-standing relationship with Methanex, the leader in the methanol industry. This transaction is consistent with MOL's Environmental Vision 2.1., which regards our active involvement in methanol-fueled ships as one of the measures for adopting clean alternative fuels."

Extra Container Capacity Antwerp to receive European funding Recogni on of the need for future-proof infrastructure ANTWERP: The European funding programme Connecting Europe Facility (CEF), which supports projects that have a significant positive impact on the European transport network, is to award funding of 10.91 million to the complex project Extra Container Capacity Antwerp (ECA). By awarding funding to this project, Europe is not only underlining the importance of the port of Antwerp as a major European hub that forms part a global network, but also of the corresponding need for future-proof infrastructure. This European support will be used to carry out detailed studies to identify the most sustainable solution, in order to create a supported project that reconciles the needs of the economy, the environment and our climate. Funding totalling 10.91 million to perform studies Earlier this year, the European Commission launched a call for applications for funding under the CEF programme, which supports European transport policy. Port of Antwerp and the Department of Mobility and Public Works submitted a joint application in connection with the studies that form part of the complex project Extra Container Capacity Antwerp. Today, the European Member States approved the list of selected projects. ECA is therefore set to receive 10.91 million of European funding to achieve its ambitious objectives in the areas of sustainable growth and multimodal transport. The co-financing will be used to finance the planned studies that form part of the elaboration phase of the project. Those studies are essential in order to ensure that the project is implemented in a way that most effectively serves the needs of the economy, while also enhancing quality of life. Besides expansion, the project will also focus on optimising the use of land within the existing port area. The technical study into the design of the second tidal dock envisages a solution that will ensure maximum efficiency, while minimising the impact on the environment. An important hub linking Europe and the world Despite the impact of the coronavirus crisis, the world economy is recovering at a rapid pace and Port of Antwerp is also seeing a significant increase in all cargo flows, with the container segment witnessing the biggest growth. Extra capacity in the port of Antwerp is therefore essential in order to absorb the expected growth and to consolidate its position as a key hub within a global network. The funding from the CEF confirms the high added value of the ECA project as a forward-looking response to the bottleneck already being faced by container traffic. ECA seeks to bring about a modal shift, in which goods will increasingly be transported by inland navigation and rail. This will reduce emissions and optimise the connection with the hinterland, which will be of value both to the economy and also to the environment. A ‘dock of the future’ In response to Europe's ambitions under the 'Green Deal' and the Flemish mobility policy, ECA represents a crucial step in Port
of Antwerp's vision of being a home port for a sustainable future. Expanding the port's container capacity will therefore primarily take the form of innovative solutions that serve to create infrastructure that is both future-proof and climate-proof at the same time. In this way, Port of Antwerp will continue to play a pioneering role in the greening of the container sector and will set a new standard in that regard. The ‘dock of the future’ will take the form of hyper-efficient terminals and high productivity, combined with an exceptionally low footprint. Emissions from ships and from terminals in the port will be kept to a minimum by means of lowemission handling technologies, shore-based power, circular construction techniques and stricter regulations. In terms of logistics, ECA will in turn act as the lever that will enable transportation to become more environmentally friendly through the use of rail and inland navigation. Constructive cooperation and European funding will be indispensable if this greening process is to become a reality. Lydia Peeters, the Flemish Minister for Mobility and Public Works: “We are very excited to have been allocated European funding for three of our Flemish investment projects. This will enable us to shape the future mobility of Flanders and of Europe and will also provide a significant boost to the Flemish economy. The ECA project is an example of a project that focuses on futureoriented infrastructure: a sustainable solution that responds to the urgent need for extra capacity in the port of Antwerp.” Annick De Ridder, Port Alderman: “This European support once again confirms the importance of ECA for our port, and also underlines the value that Europe attaches to this dossier. The importance of the container sector for the port of Antwerp should not be underestimated, and our growth figures in this segment confirm the need for extra capacity year after year. This European support is also confirmation of the important position that the port of Antwerp occupies as a gateway to and from the world for our Flemish and European companies." Jacques Vandermeiren, CEO of Port of Antwerp: “The container segment has continued to grow, even during the challenging year we have just experienced. This therefore confirms the urgent need for additional capacity. However, the manner in which we create that additional capacity is at least as important. It must be achieved in a sustainable way that respects the climate and the environment, so that is why we are fully engaged in realising a more carefully designed project that is future-proof and climate-friendly at the same time. We are setting a new standard in the container business as a means of accelerating the greening of the industry.”
