GIDC and G-RIDE to join Gujarat Port and Logistics Co (a JV of GMB & GSFC) Gujarat Port and Logis cs Co Ltd is joining as equity partner Cont’d. from Pg. 4 GMB, the Gujarat Government agency tasked with developing ports owned by the state government, currently holds a 40% stake in Gujarat Port and Logistics Co Ltd, formed in February 2020, to oversee logistics connectivity projects. GSFC holds the balance 60% stake in the joint venture company. “The equity structure of Gujarat Port and Logistics Company is in the process of being changed with GIDC and G-RIDE becoming equity partners in the joint venture,” Mr. Kalpesh Vithlani, General Manager (Projects), GMB was quoted as saying. G-RIDE was formed in January 2017 as a joint venture between Gujarat government (51% stake) and Ministry of Railways (49% stake) to construct rail connectivity infrastructure projects by itself or through special purpose vehicles (SPV). In the revised equity structure of Gujarat Port and Logistics Co Ltd, the GMB will hold 52% stake, GIDC will have 26%, while GSFC and G-RIDE will each hold 11% equity. “The boards of GIDC and G-RIDE have approved the plans to join Gujarat Port and Logistics Co as equity partners,” Vithlani said. “It is pending approval from the Gujarat Government,” he added. Gujarat is the first state to establish a joint venture
company solely focussed on developing logistics projects such as Grade A warehousing, multi modal logistics parks (MMLP) and all issues related to connectivity. Vithlani said that the JV company has also started work on developing a public-private-partnership (PPP) policy for logistics projects in the State. The JV company has identified 12 connectivity projects in Gujarat on which feasibility studies are being carried out with the help of consultants. “We are working towards identifying chemical hubs/zones for building Multi Modal Logistics Parks for chemicals,” Vithlani said. The logic behind inducting GIDC as an equity partner in Gujarat Port and Logistics Co is to tap the expertise of trade and industry who are either cargo consumers or cargo generators. “They have a better idea on logistics and connectivity, so that planned development can happen,” Vithlani added. The equity restructuring of Gujarat Port and Logistics Co adopts the approach outlined in the PM Gati Shakti National Master Plan, a digital platform, that seeks to bring 16 Central Ministries, including Railways and Roadways, together for integrated planning and coordinated infrastructure connectivity projects to overcome the time consuming and silo-based approach followed for long.

Adani set to announce the entry in Trucking business to boost Logistics AHMEDABAD: Billionaire Gautam Adani is set to announce his Group’s entry into the trucking service business along with a potential foray into Coastal Shipping, mainly running ships that ferry cement along the coast, as the Ahmedabad-based conglomerate stitches up the small gaps in the supply chain after buying Holcim Group’s cement assets in India for $10.5 billion (Rs82,000 crore) that makes it a formidable player in the building materials market. “Adani through Group unit Adani Logistics will soon start trucking services to plug the first and last mile connectivity gap,” said a source. Starting trucking services will add to the heft of Adani Logistics – which runs Container Trains, Multimodal Logistics Parks, Inland Container Depots, Grain silos and Warehouses across the Country – and is primed to play a big role in the Group’s cement supply chain. Currently, the logistics units’ trucking needs are outsourced to third party transporters. “Instead, the plan is to do it in-house,” the source said. The Group, through a Singapore unit, owns and runs Capesize ships, the biggest of the dry bulk cargo vessels,
in international waters, for transporting coal belonging to its trading arm. “Entering the coastal shipping business with ships that carry cement, brings cost advantages. It will happen eventually,” according to same source. Trucking and Coastal Shipping business will complete the entire logistics chain of the Group that includes 12 ports and terminals at key locations along the country’s long coastline supported by marine services and dredging businesses. Alongside the Group’s port business, the logistics business is also implementing low carbon solutions to reduce the emission profile of itself and the customers. Using a combination of ships and trucks has become imperative for the Group to help transport cement door- todoor and “build a uniquely integrated and differentiated business model that will be competitive and hard to match”. Cement makers also use trains to haul the material in bagged form, which still require first and last mile connectivity – mainly through trucks – to reach customers. Adani’s bigger rival, UltraTech Cement Ltd, uses cement carriers to ferry the material along the coast and runs captive port jetties that help load cement.
Netherland jumps 5 places to become India’s 5th-largest export destination NEW DELHI : Netherlands has become the fifthlargest export destination for India in the financial year ending March 2022. It is an impressive growth as the Country was India’s 10th largest export destination just the previous year. India exported goods worth US $12.5 billion, which is a whopping rise of 94% as compared to 2020-2021 year. India’s exports to Netherlands were mainly aviation turbine fuel at $2.6 billion and diesel at $1.7 billion. Other exports included benzene, aluminium ingots, smartphones, prawns and several others. Better trade relations has contributed greatly to this change. Diplomatic relations between India and Netherlands started after independence, in 1947. Last month the two countries celebrated 75 years of relations and President Shri Ram Nath Kovind had visited the Country. Kovind had said, “Over the past seven and a half
decades, bilateral trade and investments between India a n d N e t h e r l a n d s h a v e g r o w n r e m a r k a b l y. T h e Netherlands is now the third largest investor in India. Likewise, India is also emerging as one of the top investors in Netherlands. The Netherlands is a pioneer in water management and scientific know-how. Both sides are closely working together to implement several joint projects in this sector. Agriculture, health, port and shipping, science and technology, higher education and urban development have been identified as other priority areas of cooperation.” Netherlands surpassed Germany, Belgium, UK, Hong Kong and Singapore to become the fifth-largest export destination for India. However, it is uncertain if the country can maintain this position in the current year. Nevertheless, the US remained India’s top export destination at around $76 billion, followed by United Arab Emirates (UAE) at $28 billion and China at $21.3 billion.

DGTR completes 4 successful years; initiates systemic & procedural changes to enhance transparency, improve EoDB NEW DELHI: The Directorate General of Trade Remedies (DGTR) has initiated several systemic and procedural changes for Enhancing Transparency and Ease of Doing Business, thereby reducing the compliance burden on stakeholders. This has been achieved through an extensive exercise towards simplification of Rules, Processes and Procedures relating to Trade Remedy. The Directorate General of Trade Remedies (DGTR) (earlier known as DGAD) was formed on 17th May 2018 as a single national entity dealing with all kinds of Trade Remedial measures (anti-dumping, countervailing, safeguard). The DGTR provides a level playing field to the domestic industry against the unfair trade practices like dumping, subsidization and surge in imports.
DGTR accordingly simplified formats and questionnaires to be filed by Producers/Exporters, Importers, Users and Domestic Industry in Trade Remedy investigations by reducing the number of formats, and introducing self-certification by placing trust on stakeholders. Fo r h a n d h o l d i n g o f I n d i a n Industries especially MSME’s, DGTR introduced procedure of sampling for domestic producers in fragmented industry in Anti-dumping/ Countervailing duty investigation. New avenues have been explored by conducting the Safeguard Quantitative Restrictions investigation, Bilateral Safeguard Investigations, investigations on suo-motu basis. Trade Defence Wing (TDW) of DGTR has been proactively engaged in defending the interests of Indian
Exporters in AD/CVD investigations conducted by other WTO member countries against Indian exports. Consultations with investigating authorities of other countries, particularly USA and EU authorities, are regularly held to explain, reiterate and drive home Indian standpoint. Online portal titled ARTIS (Application for Remedies in Trade for Indian industry and other Stakeholders) was launched to facilitate online filing of applications for trade remedies, and was partly operationalized for Original and Sunset Review Application. A Helpdesk and facilitation centre has been operationalized in DGTR to assist the domestic industry, especially MSME sector, in filing applications and creating awareness regarding access to the available trade remedy measures.
Indian economy likely to grow 12-13% in Q1: ICRA MUMBAI: Citing the second highest business activity index reading in 13 months in April, rating agency ICRA forecasted the economy to grow 12-13 per cent in the first quarter of the current fiscal. However, ICRA has maintained its annual GDP projection at 7.2 per cent for this fiscal citing worries over inflation and the resultant RBI tightening. “Our business activity monitor for April at 115.7 indicates that activity was roughly 16 per cent higher than the year ago (period) and pre-COVID levels in spite of the global headwinds,” ICRA Chief Economist Aditi Nayar told. This high growth may persist in May, especially on an annualised basis, which should translate into a double-digit GDP
expansion in Q1 at 12-13 per cent. However, this may not sustain and the annual growth in volume and activity may moderate, she said. According to her, higher input costs may dampen GVA growth to singledigits. “Therefore, we maintain our GDP growth forecast at 7.2 per cent for FY23”. Citing rising inflation worries, she said the consumer price index is expected to average at 6.3-6.5 per cent this fiscal. The biggest upside risks to inflation and growth come from the runaway fuel prices and the impact of the war in Ukraine. If the war does not de-escalate in the near term, the impact will be much farther than anticipated, she said.
This is also the primary reason for maintaining low GDP growth forecast at 7.2 per cent for the full year and higher one on a low base effect. On the interest rate front, Nayar said the central bank is expected to hike rates by 25 basis points each in the June and August policy reviews and September action will depend on the direction of the war and its impact on the commodity prices. Earlier in the day, the agency, in a report, said its business activity monitor stood at 115.7 in April, which is the second highest in 13 months and low base exaggerated growth to 16.1 per cent. The index stood at 123.7 in March compared to 107.8 in February.

Accuracy of Transit and Arrival times in Global Container Shipping worst in 50 years : Drewry LONDON: A continuous deterioration in the accuracy of transit and arrival times in global container shipping means the sector is in the worst state it has been in for 50 years, according to Drewry Shipping Consultants. The situation is not expected to start improving until the first half of 2023 and that is having an impact on the automotive industry at a time of wider supply chain uncertainty. However, speaking at this month’s Automotive Logistics and Supply Chain Europe conference, Philip Damas, Drewry’s Managing Director, said there were contingency measures the automotive industry could take. Those include medium-term diversification of parts and material sourcing, using alternative ports and providers of maritime transport services, different delivery routes, as well as a closer attention to spot freight rates and weekly congestion indicators. Port congestion is up across all regions of the world, with high volumes reported in North America, Asia, Europe and the Middle East. “There has been no improvement globally in the past year and looking forward our review is that you should [not] expect an unwinding and resolving of port congestion… until the first half of 2023,” said Damas. That scenario depends on a slowdown in demand and a more disciplined deployment of additional ship capacity by the carriers. However, there still remain uncertainties relating to fuel prices, economic recession and the war in Ukraine, amongst others. Transit times Focusing in on the current situation in container shipping between China and the US, Damas said the average transit times for loading and unloading between China and both coasts of the US was in a dismal and unpredictable state, with huge variability, something causing headaches for supply chain planners. Damas said an ocean container coming from South China can take anywhere between 20 and 60 days to get to New York. While the average is around 40 days the variability makes planning uncertain and it is guess work at best. The same goes from China to the US west coast, which, even though it is a shorter distance, can be anywhere between 17 days to a a maximum of between 5060 days. “If you are a supply chain planner what do you put in your lead time and safety stock planning – minimum or maximum, or the average? If you put the average you have to expect huge variation and build for uncertainty. It makes the planning extremely difficult,” said Damas. Damas said the safest way to look at the problem is through the extent of the delays at the port of arrival. Drewry compares the ETA at the port of destination with actual time of arrival and, according to the latest figures, the most common delay is between two and seven days but there is also a high proportion of delays beyond a week (30%). That comes on top of the potential maximum delay in transit of 50 days. Damas also pointed to data from E2Open, the B2B supply chain software company, which indicates that lead times for maritime shipping have built up from already high averages over the last 12 months from 64 days to 73 days. Damas said the question of longer lead times combined with less predictable transit times meant OEMs had to maintain a lot of inventory in transit and a lot of buffer stock in the destination market, both of which has associated costs.
“It becomes a supply chain issue and an inventory stock-out risk,” said Damas, reiterating the point that if there was one message at the moment it was that the service level in container shipping was “absolutely dismal”. Shanghai lockdown The situation has been exacerbated by the lockdown in Shanghai, which has hit both port and inland truck capacity badly. The shortage of truck drivers and the shortage of container stacking areas in the ports combined with lower productivity is having a very serious impact on the port of Shanghai to function as a major export gateway. In terms of full truckload (FTL) capacity for inland logistics, Drewry’s data shows that volumes have dropped by 20% for China as a whole but by 80% in Shanghai, which by China’s volume averages is a huge number. “In Shanghai, FTL trucking sector has collapsed since the beginning of April,” said Damas. “The Shanghai lockdown is both a supply shock and a demand shock. He explained that it is a demand shock from a transport perspective because transport infrastructure is not coping in Shanghai: “The ports have fewer shifts and there is not enough truck capacity [so] the cargo gets clogged.” It is a demand shock because the manufacturing facilities cannot maintain output because of labour or materials shortages (as Tesla has found out). Even if the lockdowns ended tomorrow it is going to take some time to unblock the bottlenecks. Another risk for OEMs and their transport providers is the backlash on the logistics infrastructure when Shanghai finally ends all lockdown restrictions and manufacturing returns to normal. Recalling the first Covid lockdown in 2020, Damas reminded delegates that Shanghai stopped for a few weeks and then surged with volumes on reopening. “At that point the transport system couldn’t cope,” he said. “It is either a demand or supply shock. Be prepared for a production catch up in Q3 and at that point there will be further pressure on available shipping capacity.” Contingency planning Offering advice on managing this pressure and the current uncertainty in the market, Damas advised the automotive OEMs to consider alternative vendors, ports and transport modes. He pointed to the increase in container traffic being handled by ro-ro operators and delivered to port my Mafi trucks as one alternative. “Consider rail, consider airfreight… also try to encourage new entrants,” said Damas. “There [have been] six or seven new entrants in the past two years in the container shipping sector, [against] eight dominant megacarriers. Strategically why not encourage some of the new entrants to make competition work harder.” Damas also advised the automotive sector to look at new routes and ports, noting that US west coast volumes could be rerouted to the east coast for intermodal shipment west or through Canada. This was of particular interest given that there was a high likelihood of unionised port worker strike action taking place at the west coast ports in a couple of months’ time when the International Longshore and Warehouse Union (ILWU) and the Pacific Maritime Association renegotiate their collective bargaining agreement.
