MANSA elects Executive Committee for 2020-22 Hiren Ved elected President for the year 2020-21 Capt. Ram Iyer elected President for the year 2021-22

MUMBAI: Maritime Association of Nationwide Shipping Agencies (MANSA) has elected a New Executive Committee for the term 2020-22 with Mr Hiren Ved to preside over the committee for 2020-21 and Capt. Ram Iyer for 2021-22.

The current Executive committee presided by Capt. Amit Wason will hand over the Mr Hiren Ved charge to the new team at the virtual annual general meeting to be held on September 30.

SCI to set freight rates for India-Maldives Direct Service in line with market MUMBAI: The Shipping Corporation of India (SCI) will “review” the rates for shipping cargo containers/bulk cargo from India to Maldives as its prepares to launch a direct cargo service between the two countries from September 21, linking Thoothukudi and Kochi with Kulhudhuffushi and Male.

Munshid Ali, owner of Kozhikode-based exporting firm Ceekey Global Trading, told an online trade meet organised jointly by the Federation of Indian Chambers of Commerce and Industry (FCCI) and SCI that despite the close proximity

between the two countries, the freight rate for shipping a cargo container from India to Maldives was $850-1,000.

In comparison, the container shipping freight was onethird or even lower to Colombo and Dubai.

“We can’t compete with products imported into Maldives from China unless the freight rate is reduced,” Ali told the trade meet.

“We will review the rates; it can’t be outside of the market, it has to be as per the market only,” said Inderjeet Nagar, Senior Sales Manager, SIC. Cont’d. Pg. 19

This is for information of all taxpayers that eOffice, an application developed by the National Informatics Centre under the Ministry of Electronics and Information Technology, Govt. of India, to carry out office work electronically, is being launched in Audit Commissionerate, Jawaharlal Nehru Custom House, Nhava Sheva from 11.09.2020. The application is designed to establish a paperless environment in Government offices, increase efficiency, transparency, effectiveness, employee convenience and accountability and to give better services to the taxpayers.

2. It is expected that adoption of eOffice to carry out office work will bring in its wake an attitudinal shift and awareness and usher in more efficient, effective and transparent inter and intra government transactions. The process will benefit the public in terms of enhanced transparency, increased accountability, assured data security and integrity and is also expected to be a huge transformation in work culture and ethics within the department.

3. Taxpayers are also encouraged to mention their mobile number and email in their communications to facilitate immediate acknowledgement by mail and SMS through the application. They will receive the Diary Number allotted to their communications, which can be used as a reference by them while communicating with the Department in future.

4. All members of the Regional Advisory Committee, Trade Associations and Chamber of Commerce in the State of Maharashtra are requested to circulate this Trade Notice among their constituent members for wide dissemination.

Difficulties faced or suggestions, if any, may be brought to notice.

5. With launch of eOffice, taxpayers are encouraged to utilize electronic means of communication with the Department.

In this regard, it may be noted that since e-Office application requires pdf files, it would be convenient if communications / letters sent to the Department by electronic means are in pdf format, better still if they are in searchable mode, for faster processing by the Commissionerate.

DFCCIL sets up Operation Control Centre at Prayagraj NEW DELHI: Dedicated Freight Corridor Corporation of India (DFCCIL) has set up a state-of-the-art Operation Control Centre (OCC) at Prayagraj in Uttar Pradesh.

It is one of the biggest control centres of the world which will act as the command centre for the entire route

length of 1,856 km of the Eastern Dedicated Freight Corridor (EDFC).

The OCC will monitor and control the rail system including train operation and power supply system. The OCC has a total built-up area of 13,030 sq mtr, developed over 4.20 acre of land parcel.

The control centre is based on the

green building concept and is equipped with solar power and rain water harvesting. The control centre also houses a theatre of 1,560 sq mtr with a video wall of more than 90 mtr.

It will be the nerve-centre of 1,856 km between Dankuni in West Bengal to Ludhiana in Punjab of EDFC.

Govt lifts ban on export of PPE suits, face masks, hand sanitisers NEW DELHI: Revoking the ban on the export of medical equipment including PPE suits, face masks, and hand sanitisers, the Ministr y of Commerce and Industry recently allowed the export of the medical equipment to other countries.

The decision to ban the export of critical health equipment was taken by the central Government at the time of the onset of Coronavirus in the country in March, to ensure availability for domestic needs.

Announcing the decision to revoke the ban on exports, the ministry also said that restrictions on the export of

the diagnostic kits, N-95/FFP2 face masks will continue and their export will be subjected to a monthly quota, above which their supply to other countries will not be allowed. The Government in June had allowed the export of 50 lakh PPE suits per month to boost its manufacturing capacity in the country.

The decision taken by the Government to resume the export of critical medical equipment comes even as the country is registering a record increase in the number of Coronavirus cases in the world. Reports of the shortage and lack of critical medical equipment for the healthcare staff

members including doctors, nurses, and on-field workers had also emerged in the last few months.

Earlier the Central Government in June had allowed the export of about 50 lakh PPE suits to foreign countries in a bid to encourage the manufacturing of the medical equipment in the domestic i n d u s t r i e s o f t h e c o u n t r y. T h e Government while announcing the decision had also said that allowing the export of the medical equipment was aligned with its Atma Nirbhar Bharat policy under which the domestic manufacturing capabilities are being shored up in various sectors.

The e- commerce platform includes four portals — jutekart, fibreofindia,

juteflash and juteindex. All of them together will facilitate the supply chain from procuring raw jute for mills, fabric for jute product manufacturers to showcasing jute products in both domestic and overseas markets. The integrated platform will provide end-toend solution.

Although there are 92 jute mills and more than 5 lakh jute product manufacturers across the country, IJMA initiative has just roped in 3 jute mills and 200 manufacturers into its platform. “We seek to have all the jute

mills and jute product manufacturers under this platform,” IJMA Chairman Raghavendra Gupta said.

IJMA has roped in a lean management consultant, who is working closely with the ministry of textiles to convert the Government dependent jute industry to a market driven industry.

India received $20 billion in FDI during COVID-19 pandemic: Harsh Shringla NEW DELHI: India has received over USD 20 billion in FDI amid the c o r o n a v i r u s p a n d e m i c , Fo r e i g n Secretary Harsh Vardhan Shringla said on Tuesday, showcasing the country as one of the most attractive destinations for investment globally. In a virtual address at a CII event in the UK, the foreign secretary highlighted various structural reforms undertaken by India in even previously restricted sectors such as space, defence and atomic

energy for greater private participation.

“The Government of Prime Minister Narendra Modi has launched several historic reforms to improve the ease of doing business in India in the last six years. Today, India is one of the most open economies in the world. We have put in place a transparent and predictable tax regime,” he said.

Shringla talked extensively about implementation of various ambitious initiatives like, rolling out of Goods and

Services Tax, the Aadhaar biometric project, “groundbreaking reforms” in the agriculture sector and creation of infrastructure for railways, ports and airports.

“The success of the reforms launched by the Government is evident in the numbers. Even during the pandemic, we have received over USD 20 billion of FDI this year. While the global FDI declined by one per cent in 2019, FDI into India rose by 20 per cent in the same period,” he said.

Basmati rice exports to Iran faces uncertainty with exports from Pakistan picking up NEW DELHI: India could lose its position as the leading exporter of basmati rice to Iran, with Tehran now beginning to procure the produce from Pakistan.

For the first time in decades, basmati rice exports from India to Iran have fallen drastically in the first half of 2020-21 fiscal owing to disruption in payments, a result of the US-led sanctions. New Delhi and Tehran are now exploring a conventional barter trading system to address the rising concerns.

The matter was discussed between External Affairs Minister S. Jaishankar and his Iranian counterpart Javad Zarif during the former’s recent visit to that countr y. Jaishankar had made a stopover in Tehran while on his way to Moscow recently for the Shanghai Cooperation Organisation’s foreign ministers’ meeting. India and Iran have been discussing the barter trading system for nearly a year now, ever since the Donald Trump administration began imposing tough economic sanctions on Tehran.

Iran has said it will buy basmati rice, sugar and medicines from India in lieu of fertilisers. New Delhi, however, is yet to firm up its decision, Iranian Government sources said. Iran is now importing basmati rice from Pakistan while Indian consignments worth Rs 1,500 crore are stuck owing to payment issues, the sources said, adding that Tehran has now asked New Delhi to quickly move on this decision by utilising the banking channels of UCO Bank and IDBI Bank that continue to maintain a presence there.

Self-reliance in select sectors can lead to import substitution of USD 186 bn, says a Research Paper MUMBAI: Promoting self-reliance in sectors such as electronics, defence equipment, pharmaceuticals, among others, can lead to import substitution of over USD 186 billion for the country, says a study by Export and Import Bank of India.

Other sectors identified for import substitution and enhancing domestic production include machinery, chemicals and allied sectors, and select agricultural products, according to the study titled 'Self-Reliant India: Approach and Strategic Sectors to Focus'.

The study has also included sectors such as auto components, and iron and steel where, though there is overall trade surplus for the country, but in some subcategories, there is trade deficit, particularly with China.

It has included rare earth elements in the scope, as securing these strategic minerals is important for the country to enter high-tech manufacturing.

"These sectors account for more than USD 186 billion of imports by India, with a share of nearly 39 per cent in overall imports and 50 per cent in the non-oil imports by India," the study showed.

The study was released by K Rajaraman, Additional Secretary, Department of Economic Affairs, the Ministry of According to the study, the recent performance of the manufacturing sector in the country is indicative of an underlying inertia, with the share of manufacturing in the country's gross value added declining to 15.1 per cent in 2019-20, as compared to 18.4 per cent in 2010-11, despite the strong and growing private consumption demand in the country.

"This weakness in the domestic manufacturing sector has translated into greater dependence on imports to meet the growing domestic demand over the years," it noted.

The study recommended several

sector-specific strategies for reducing import dependence by enhancing domestic production, based on an assessment of the specific needs and issues faced by each of the sectors.

Some of the other strategies suggested by the study include- specific interventions for encouraging innovationled manufacturing, addressing deficiencies in tax and duty structures, encouraging joint ventures, revisiting Government regulations and programmes, among others.

Exporters face liquidity crunch with piling GST, MEIS entitlement dues, says EEPC India KOLKATA: At a time when exporters are hit with a slump in global market in the wake of Covid-19, they have to cope with a tedious process of getting GST refunds and the MEIS (merchandise exports from India scheme) entitlements due for the period much before the Rs 2 crore limit was fixed.

The piling dues have led to liquidity crunch for exporters, for which they are approaching banks for extension of moratorium. The MEIS scheme was designed to offset infrastructural inefficiencies and associated costs involved in exporting merchandise products.

Mahesh Desai, chairman, EEPC India, the apex body of engineering exporters, said, the body was receiving grievances from members that the shipping bills were not

receiving validation in time for processing GST refunds. “The July bills, submitted within due dates have not been validated so far,” he said.

The Government has imposed a Rs 2-crore reward limit per import export code (IEC) under the MEIS from September 1. However, this year exporters have not received the entitlements even for AprilAugust. “Greater clarity is required and dues as per the old norms should be paid for the period as there is no limit on the rewards,” Desai said, adding that exporters are also confronted with lack of access for GST refunds through the concerned GST portal.

While the global trade is re-opening, exporters are facing huge problems of logistics, regulatory hurdles as also

skewed demand. Under such circumstances, the exports need to be supported by the Government.

Engineering exports generate large scale employment , particularly in the small and medium enterprises. The lockdown has been officially lifted but there are several problems still being faced by manufacturers.

The shortage of labour is still being felt. Despite Union home ministr y guidelines to allow movement of personnel from one state to the other, their movements are being restricted.

Banks are also not willing to extend the moratorium on loan repayments while GST dues are piling up coupled with MEIS entitlements, Desai said.

Indo-China trade deficit dips to $5.48 billion in April-June NEW DELHI: The trade deficit between India and China in April-June this fiscal year fell to USD 5.48 billion as compared to USD 13.1 billion in the same period last year, Parliament was informed.

In a written reply, Commerce and Industry Minister Piyush Goyal said the bilateral trade between the countries too dipped to USD 16.55 billion during the first three months of 2020-21 as against USD 21.42 billion in the same period last year.

"Government has consistently taken steps to balance our trade with China by increasing our exports to China and reducing our dependence on imports from China," he said.

In a separate reply, the minister said at present, about 550 tariff lines (or products) are under the restricted/prohibited category for imports under the Foreign Trade Policy. Imports of these products are restricted from all

countries, including China.

Replying to a separate question, he said merchandise exports from special economic zones (SEZs) dipped to Rs 81,481 crore during April-August, 2020 as against Rs 1,30,129 crore in the same period of 2019-20.

"However, services exports have shown a growth of 9 per cent during April to August 2020 in comparison to corresponding period of previous year," he added.

Garment Exports begin to see revival, September fall lowest in 5 months TIRUPUR: After witnessing a sharp decline since April, readymade garment exports have started picking up. In April, exports dropped by around 91.04 per cent in dollar terms, gradually, as exports started recovering the drop in August was 14 per cent.

In April 2020 exports dropped by 91.04 per cent to $126 million as compared to $1.409 billion in April 2019. In August, exports rose to $1.084 billion as compared to $1.260 billion, a drop of 14 per cent year on year.

Recovery was largely driven by the European Union (EU).

Garment exporters have started seeing the revival of demand, which in turn

has increased capacity utilisation to around 60-80 per cent. Companies said that customers are placing new orders based upon the season and number of stores they have opened globally and e-commerce is also picking up pace. They expect growth to return by early next year.

The development comes months after shipments were kept on hold by international customers due to lockdown imposed in their respective countries. This led to revenue loss during the lockdown period. But now, they have started witnessing significant recovery in the order flow from the customers since May 2020.

Raja N Shanmugam, President of the Tirupur Exporters Association said that

inquiry levels are more than last year.

Brands are now looking for alternative for China. But three major challenges Indian exporters need to address are quality consistency, quantity fulfillment and timely delivery commitment. "These factors have always been an obstacle for any buyer to look at procuring from India. Pricing challenge is part of any trade, if we can address these factors for sure we can get a good pie of the global trade," he said.

“If we address the above-mentioned lacunas we are going to get orders from brands since there is a silent anti-China feeling prevalent all across the globe,” he said.

Stringent checks for Imports under FTA from September 21 NEW DELHI: In what will further c u r b m i s u s e o f F r e e Tr a d e Agreements by China or Asean nations like Thailand, Vietnam, Malaysia and Indonesia, the Government will closely monitor Rules of Origin norms for imports of goods like mobile, white goods, settop box, agarbatti, camera and other electronic products from September 21st.

The customs department will ensure that Rules of Origin norms are satisfied so that importers can claim eligibility of duty concessions under FTA. The customs department will seek supporting documents and will adhere to strict timelines for verification from exporting countries.

In the last five years, the customs have detected fraudulent claims under FTA to the tune of Rs 1,200 crore.

The Government is of the view that irregular imports under FTAs

have caused serious injury to the domestic industry and hence misuse of FTAs must be stopped.

Amidst the pandemic, unrest along LAC has pushed the Modi Government to review its trade policies with not just its neighbour but also its other trade partners. The Modi Government has been making noises about mutually beneficial trade to all partner countries while giving a clarion call for a more selfreliant Bharat. The governments Atmanirbhar Bharat push is aimed at pushing domestic manufacturing and curbing imports.

The Government is of the view that India’s exports to FTA partner countries have remained almost flat under major FTAs even as imports rose rapidly and the trade deficit widened.

In the case of Asean countries, the merchandise trade gap has risen from $5 billion in 2010, when Asean

FTA was implemented, to more than $22 billion now. This steep increase in trade deficit has become a serious cause of concern for the country.

From the position of a surplus of $2 billion with Vietnam, at the start of FTA in 2010, India now has a trade deficit of about $3 billion with it. Same is the case with Singapore and trade deficit with Singapore stands at more than $4 billion. The trade gap has widened with Malaysia, Thailand and Indonesia.

The Finance Minister while presenting this year’s Budget had announced that undue claims of FTAs benefits have posed threat to domestic industry and that such imports require stringent checks.

A new provision was introduced during the budget session in February this year in the Customs Act for strict verification of rules of origin of imports under FTAs to ensure that FTA benefits are taken correctly.

Gujarat approves letter of intent for World’s rst CNG Terminal at Bhavnagar GANDHINAGAR: The Gujarat government has approved a letter of intent (LOI) for the world’s first Compressed Natural Gas (CNG) terminal at Bhavnagar port with a proposed investment of Rs 1,900 crore, an official statement said.

The LOI was approved by Chief Minister Vijay Rupani and it will be handed over to the consortium of companies to develop the CNG terminal, it added. The project will be developed jointly by U K- h e a d q u a r t e r e d Fo r e s i g h t Group, Mumbai-based Padmanabh Mafatlal Group and a Netherlandbased consortium. The Gujarat Maritime Board (GMB) had signed a memorandum of understanding with Foresight Group to set up this

port terminal at the Vibrant Gujarat Summit held in January 2019, the government release said. In principle approval was given by the Gujarat government in November 2019, and now with the issuing of LOI, the private players will have to take all the necessary permission before starting the work, it said.

Apart from the CNG terminal, the investors would also develop a RoRo terminal (for roll- on/roll- off ships), liquid cargo terminal and container terminal at Bhavnagar port with a cumulative investment of Rs 1,900 crore.

The proposed CNG port terminal will have a capacity of 1.5 million metric tonnes per annum (MMTPA).

The GMB manages the existing port

at Bhavnagar, having a capacity to handle 3 MMTPA cargo. The new terminals would take the overall capacity to 9 MMTPA, the release said.

While the consortium would invest Rs 1,300 crore in the first phase, Rs 600 crore will be invested in the second phase. To develop CNG and other terminals on the north side of the existing port would require major modifications in the existing infrastructure, including dredging in the water channel of the port basin, construction of two lock gates and off-shore infrastructure for CNG transportation, the release said.

Gujarat has Liquefied Natural Gas (LNG) terminals in Hazira and Dahej ports.

$200-bn worth US tariffs on China are illegal: World Trade Organisation PA R I S : A Wo r l d Tr a d e Organisation panel ruled recently that Trump administration tariffs on USD 200 billion worth of Chinese goods are illegal, vindicating Beijing even if the United States has all but incapacitated the WTO's ability to hand down a final, binding verdict.

The decision marks the first time that the Geneva-based trade body has ruled against a series of highprofile tariffs that President Donald Trump's government has imposed on a number of countries allies and rivals alike. Trump has repeatedly

claimed that the WTO treats the US unfairly.

The ruling, in theory, would allow China to impose retaliatory tariffs on billions' worth of US goods.

But it is unlikely to have much practical impact, at least in the short term, because the US can appeal the decision and the WTO's appeals court is currently no longer functioning largely because of Washington's single-handed refusal to accept new members for it.

In its decision, the WTO's dispute settlement body ruled against the

US government's argument that China has wrongly engaged in practices harmful to US interests on issues including intellectual property theft and technology transfer and it quickly drew criticism of US trade representative Robert Lighthizer.

This panel report confirms what the Trump administration has been saying for four years: The WTO is completely inadequate to stop China's harmful technology practices, Lighthizer said in a statement.

DP World and Dubai Customs to assess opportunities to develop trade links between UAE and Israel MoUs signed to explore development of ports, free zones and trade infrastructure DUBAI: DP World, the leading global provider of smart end-to-end logistics solutions, and Dubai Customs will be exploring opportunities to develop trade links between Israel and the United Arab Emirates, following the signing of a series of memorandums of understanding (MoUs).

Group Chairman and CEO of DP World, HE Sultan Ahmed bin Sulayem, signed MoUs with DoverTower, a company owned by Shlomi Fogel, the co-owner of Israel Shipyards and Port of Eilat.

Part of the engagement between the two countries to strengthen peace, dialogue and stability and promote sustainable development, the MoUs create a framework for the companies to work together in assessing opportunities to develop infrastructure for trade between Israel and the UAE, as well as within Israel and the region. The MoUs cover three broad areas of cooperation: • DP World will assess the development of Israeli ports and free zones and the potential establishment of a direct shipping route between Eilat and Jebel Ali. • Dubai Customs will promote and facilitate trade between private entities in the two countries through customs best practice and seamless, innovative processes.

• Drydocks World will explore business opportunities with Israel Shipyards on a joint venture for developing, manufacturing and marketing ISL products.
