Commerce Ministry mulls extension of interest

equalisation for exporters to boost shipment

NEW DELHI: The Commerce Ministry is likely to seek further extension of the interest equalisation scheme on pre- and post-shipment rupee export credit for another five years to promote the country's outbound shipments, an official has said.

The scheme will end on June 30 this year

"The Ministry will do revamping of some schemes like interest equalisation scheme. We would propose an extension o f t h e s c h e m e f o r f i v e y e a r s The scheme is doing good, and it is helping the exporters," the official said.

On December 8, 2023, the Union Cabinet approved an additional allocation of Rs 2,500 crore for the continuation of the scheme up to June 30. The scheme helps exporters from identified sectors and all MSME manufacturer exporters to avail of rupee export credit at competitive rates at a time when the global economy is facing headwinds Exporters get s u b s i d i e s u n d e r t h e ' I n t e r e s t Equalisation Scheme for pre and postshipment rupee export credit The scheme was started on April 1, 2015, and was initially valid for five years up to

March 31, 2020. It has been continued thereafter, including a one-year extension during COVID-19, and with further extensions and fund allocations.

Currently, the scheme provides an interest equalisation benefit at the rate of 2 per cent on pre and post-shipment rupee export credit to merchant and manufacturer exporters of 410 identified tariff lines at 4 digit level and 3 per cent to all MSME manufacturer exporters These sectors include handicrafts, leather, certain fabrics, carpets and readymade garments.

The scheme has now been made fund-limited, and benefits to individual exporters are capped at Rs 10 crore per annum per IEC (Import Export Code).

According to a statement of the Commerce Ministry, the banks that lend to exporters at an average rate of more than Repo +4 per cent would be debarred under the scheme.

The scheme is implemented by the RBI through various public and nonpublic sector banks that provide pre and post-shipment credit to the exporters It is jointly monitored by the Directorate General of Foreign Trade ( D G F T ) a n d R B I t h r o u g h a consultative mechanism.

From April 2023 - November 30, 2024, the g o ve r nme nt has disb urse d Rs 2,641.28 crore against the allocated budget of Rs 2,932 under the scheme. Rs 3,118 crore was disbursed in 2022-23 and Rs 3,488 crore in 2021-22.

Exporters said that the scheme is helping them in the current turbulent times.

Federation of Indian Export Organisation (FIEO) President Ashwani Kumar said the support measures under the scheme help in increasing the competitiveness of Indian exporters in the international markets.

"In China, the rate of interest is 2-3 per cent and that helps their exporters immensely The government here should positively consider extending the scheme," Kumar said.

India recorded the highest monthly exports in February, registering an 11.9 per cent growth to USD 41.4 billion, mainly driven by increased shipments of engineering goods, electronic items and pharma products.

During April-February 2023-24, exports have declined to USD 395 billion compared to 409.11 billion in the same period of 2022-23.

NEW DELHI: The ongoing conflict between Iran and Israel could disrupt the aviation and shipping industries, sparking concerns over air travel safety and maritime security worldwide, besides a potential rise in airfares, increased war-risk premium for vessels operating in the area, as well as risks to agriculture trade.

Following Iran’s recent attack on Israel with drones and missiles, several countries in the region, including Iran, Jordan, Iraq, Lebanon, and Israel, temporarily closed their airspaces on 12 April as a precautionary measure, before reopening on 14 April, albeit with restrictions.

The mounting tensions prompted airlines to reconsider alternative routes to avoid potential risks associated with flying over conflict zones Flight tracking websites reported diversions of air traffic away from Iranian airspace, towards Kazakhstan, Tajikistan, Saudi Arabia and Egypt. DGFT allows onion export to Sri Lanka, gives additional quota to UAE

NEW DELHI: India has allowed a limited quantity of onion exports to the United Arab Emirates (UAE) and Sri Lanka, at a time when the staple vegetable's outward shipments have been kept under restrictions.

The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade (DGFT), issued a notification, permitting the export of an additional 10,000 metric tons (MT) of onions to the UAE (above 24,000 tonne already allowed) and 10,000

tonne to Sri Lanka, facilitated through the National Cooperative Exports Limited (NCEL). In March, the centre a l l o w e d t h e e x p o r t o f 50,000 tonne onions to Bangladesh. The government has extended the ban on the export of onions until further orders.

I n i t i a l l y, I n d i a h a d i n e a r l y December 2023 prohibited the export of onions till March 2024 The DGFT notification said the export of onions will be, however, allowed based on

permission granted by the central government to other countries based on the request made by the countries.

In August, the government imposed a 40 per cent duty on the export of onions to check price rise and improve supplies in the domestic market until December 31, 2023.

T h e c e n t r a l g o v e r n m e n t subsequently set a Minimum Export Price (MEP) of USD 800 per tonne on a free-on-board basis for the export of onions with effect from October 29.

CONCOR throughput grown 11% to 12.44 lakh TEUs in Q4 FY24

NEW DELHI: Container Corporation of India (CONCOR) reported 11.24% increase in total throughput to 12,44,798 twenty-foot equivalent units (TEUs) in Q4 FY24 as compared with 11,19,034 TEUs recorded in Q4 FY23.

Domestic (DOM) throughput stood at 3,10,740 TEUs in Q4 FY24, registering a growth of 16.05% from 2,67,773 TEUs reported in the same period a year ago.

The export-import throughput grew by 9.73% year on year to 9,34,058 TEUs in the quarter ended 31 March 2024.

During FY24, the company’s total throughput was at 47,19,984 TEUs, rising 8.23% on YoY basis.

CONCOR operates 59 terminals across the country along with two strategic tie-ups. The company’s primary operation is to provide inland transportation of containers from ports using rail wagons. The company also manages cold storage chains and warehouses.

The logistics solution providers consolidated net profit rose 12.42% to Rs 330.74 crore on 10.28% increase in revenue from operation to Rs 2,210.57 crore in Q3 FY24 over Q3 FY23.

APSEZ proposes Rs. 1,689 Crore for ship leasing rm in Gift City

GANDHINAGAR: Adani Ports and Special Economic Zone Ltd (APSEZ) has proposed a significant investment of Rs. 1,689 crore for the establishment of Poseidon Leasing IFSC Ltd, a step-down subsidiary company, to operate within the GIFT SEZ in Gujarat. This strategic move marks their venture into ship leasing activities, encompassing both operating and financial leases of ships, ocean-going vessels, and related components.

Poseidon Leasing IFSC Ltd has been set up under the umbrella of another APSEZ subsidiary, Shanti Sagar International Dredging Ltd (SSIDL), which will hold full ownership of Poseidon The newly formed entity will boast an authorized and paid-up capital of Rs 2 5 crore, divided into Rs 25,00,000 equity shares of Rs. 10 each. While the company is yet to formally respond to queries, sources familiar with the matter revealed that three director names have been proposed for the venture

NEW DELHI: India's merchandise exports in March stood at USD 41 68 billion, while for the entire 2023-24 it dipped 3 11 per cent to USD USD 437 06 billion, as geopolitical issues continued to hamper global shipments. Imports, too, declined 5.98 per cent to USD 57.28 billion in March, taking the trade deficit to 15 6 billion during the month

According to Commerce Ministry data released on Monday, 15th April the imports during 2023-24 stood at 677.24 billion, down 5.41 per cent from USD 715.97 billion in the preceding year.

The trade deficit or gap between imports and exports worked to be USD 240 17 billion Replying to a query on escalation of the crisis in the Middle East, Commerce Secretary Sunil Barthwal, who was briefing about the trade data, said the Ministry was monitoring the situation and will take "appropriate action" However, he did not elaborate due to the Model Code of Conduct in the wake of the ongoing Lok Sabha election.

FY 2023-24, which surpassed the last FY 2022-23 figures of US$ 776.40 bn to US$ 776.68 bn, goes to show not only the firm resolve of our resilient, gritty and vibrant exports sector of the economy but also of the overall exporting community, said Mr Ashwani Kumar, President, FIEO.

Good exports was the highest during any month of FY 2023-24 in March 2024 touching US$ 41.68 bn while imports were at US$ 57.28 bn, showing a merchandise trade gap of US$ 15.6 bn. Mr Kumar added that such an impressive increase in overall exports growth despite the geopolitical tensions especially the Russia Ukraine war, Red Sea crisis, tight monetary stance by the developed world and falling commodity prices posing challenge, portrays the full dedication and commitment of the sector, which has continuously been braving such odds post Covid. The exporters have consistently been performing, driving the growth of exports, and also adding to the growth momentum of the economy

Mr Ashwani Kumar said that major growth drivers of merchandise exports during the FY 2023-24 were Electronic Goods, Drugs & Pharmaceuticals,

E n g i n e e r i n g G o o d s , I r o n O r e , C o t t o n Yarn/Fabs./Made-ups, Handloom Products etc. and Ceramic Products & Glassware, which itself is a good sign as most of these sectors are labour-intensive sectors giving boost to employment creation in the country

Mr Kumar further reiterated that recent tensions in West Asia especially the threat for consignments routing through the Red Sea has further added to woes of the exporting community, as the freight rates along with the insurance cost have gone up unimaginably high, with the burden of various surcharge Mr Ashwani Kumar also raised concern that much will depend on the new contracts to be signed with buyers during the new fiscal as the exporters have been absorbing the burden of increased freight cost as per the old agreement

FIEO President reiterated that the need of the hour is to address the Middle East geopolitical situation, Red Sea crisis challenges by ensuring availability of marine insurance and rationale increase in freight charges. The sector also needs easy & low cost of credit, marketing support, besides conclusion of some of the key FTAs with UK, Peru and Oman soon.
