Project in VOC Port under PM Gati Shakti to be implemented at Rs 7.5K crore THOOTHUKUDI: VO Chidambaranar Port Authority Chairman TV Ramachandran said the Union government has proposed to implement the outer harbour development project at the port under the Gati Shakti scheme, at a total estimated cost of Rs 7,500 crore. Addressing reporters, Ramachandran said digging a draft of 18 metres, according to the outer harbour project, will enable the capability of the terminals to handle vessels ranging from 18,000 TEUs (unit of cargo capacity) to 20,000 TEUs, and a capacity augmentation of 4.10 million TEUs. Apart from this, other initiatives proposed under Gati Shakti include development of berths 1, 2, 3, and 4 at an investment of Rs 2455.4 crore, conversion of berths 5 and 6 as bulk terminals at an
investment of Rs 254 crore, development of multi-modal logistics park, and commissioning of a desalination plant at an investment of Rs 144 crore, he added. The Gati Shakti plan also envisages a centralised portal comprising all existing and planned infrastructure initiatives of 16 Union ministries and departments, so as to provide every department a visibility of each other's activities and to share critical data while planning and executing projects, he said. This approach will also help the logistics cost in India to be reduced from around 14 per cent of GDP to less than 10 per cent, he added. Commissioner of Customs Dinesh K Chakravarthy; Additional Divisional Railway Manager of Southern Railway T Ramesh Babu; Indian Port, Rail & Rope way
Corporation Ltd Additional General Manager M Ramesh Babu, Airport Director N Subramanian, were also present. The outer harbour development project for VOC port was first announced in the Union Budget 2013. The then Shipping Minister GK Vasan released a detailed project report in January 2014, which estimated the project to be implemented in four phases at a total cost of Rs 23,432 crore. Later, Union Finance Minister Arun Jaitely also announced the project for implementation in the 2014 Union Budget. However, it was put on hold when the then M i n i s t e r o f S t a t e f o r S h i p p i n g Po n Radhakrishnan pushed for optimisation of internal harbour facilities at the port, and a transhipment hub at Enayam in Kanniyakumari district.

Myanmar likely to initiate rupee convertibility along Indian border YANGON: The Myanmar government intends to initiate the currency convertibility for the Indian rupee for trade along the border it shares with India, following the Southeast Asian country's agreement this month to deal in Thai baht with neighbours and the kyat-baht initiative for border trade with China. "The Myanmar government intends to initiate similar currency convertibility for the Indian rupee for trade along the border it shares with India," said the Ministry of Information, Myanmar, in a statement. The Myanmar government has agreed to accept the Thai baht as an official currency for settling border trade starting
this month. Thailand is the second country after China to permit its national currency to be exchangeable with the Myanmar kyat for border trade activities. Myanmar's Minister of Information Maung Maung Ohn and Minister of Investments and Foreign Economic Relations (MIFER) Aung Naing Oo said in a joint statement that the kyat-baht initiative is a significant development as Thailand is Myanmar's second-largest trading partner after China. Myanmar and China commenced kyat-renminbi settlement for border trades in January 2022. The increasing use of non-US dollar direct currency settlement for border trade underscores the strong bilateral relations that Myanmar enjoys with its neighbours, said the statement.
India acts to seize gap in wheat export market left by Ukraine war NEW DELHI: India is rolling out ambitious measures over the coming weeks to try to establish the country as a dominant exporter of high-quality wheat as importers scramble for supplies following Russia's invasion of Ukraine, two government sources said. The measures, which should be implemented over the course of around two weeks, include ensuring governmentapproved laboratories test the quality of wheat for export, making extra rail wagons available for transport and working with port authorities to give priority to wheat exports. India, the world's biggest wheat producer after China, has been pursuing deals to export wheat and take advantage of surplus stocks at home and a sharp rise in global prices. It sees the disruption caused by the conflict involving Russia, the world's largest wheat exporter and Ukraine, another leading supplier, as an opportunity to sell its wheat on
the world market. Despite surplus wheat stocks, logistical bottlenecks and quality concerns have previously stymied India's efforts to sell large volumes on the world market. Exports picked up last year to reach 6.12 million tonnes of wheat from 1.12 million tonnes a year earlier. The government sources were quoted in Reuters saying the new measures could result in the export of 10 million tonnes of wheat after the new season harvest begins later this month. They said the changes follow extensive consultations with ministries, state governments, port and railway authorities, export promotion bodies and big export houses. Prime Minister Narendra Modi's administration is keen to help farmers and traders export higher-quality grain to show global buyers that India can provide a steady supply of highprotein wheat, the sources said.

The legislation empowers these ports to perform with greater efficiency on account of increased autonomy in decision making and by modernizing their institutional framework. These ports have been empowered to fix Scale of Rates for port services and assets. PPP concessionaires are free to fix tariffs based on market conditions etc. The compact Board with professional independent Members is capable of strengthening decision-making and strategic planning. The total capacity of Major Ports and the amount of cargo handled prior to the commencement of the Act is given as under:

These projects are primarily being implemented by Ministry of Road, Transport and Highways (MoRTH), Major Port Authorities and other State agencies. The Government has taken several
initiatives towards Port modernization, mechanization and digitalization with emphasis on ease of doing business initiatives. This includes the introduction of web-based e-forms, d i r e c t p o r t d e l i v e r y, c o n t a i n e r scanners, radio frequency identification based systems for gate automation, single window interface for facilitating trade and integration of more and more sea ports with the Port Community System software. Further, as part of Maritime India Vision (MIV) 2030, globally benchmarked targets have been defined to help India develop best-in-class port infrastructure. The development of Indian Ports is estimated to drive cost savings to the tune of Rs. 6,000-7,000 Crore per annum for Export Import clients and help unlock Rs. 70,000 - 75,000 Crore worth of potential revenue. MIV 2030 targets 423 MTPA of capacity a d d i t i o n a t M a j o r Po r t s f o r t h e next 10 years. A total investment cost of over Rs. 33,400 Crore has been envisaged for this capacity expansion. Out of this, approximately 95% capacity expansion is likely to be planned under Public Private Partnership (PPP) / Captive mode by Major Ports.
Shipping Minister updates on progress of Central Economic Zone under Sagarmala Scheme NEW DELHI: The Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal informed the Parliament that under the National Perspective Plan of the Sagarmala Programme, fourteen Coastal Economic Zones (CEZ) were envisaged including three in the state of Tamil Nadu. Subsequently, it was proposed to create an institutional framework and develop one CEZ project on a pilot basis for enabling Port Led Industrialization and incentivize employment generation. The proposal was taken up with the Department of Expenditure which recommended that Ministr y of Ports, Shipping and Waterways should explore possibility of development of a CEZ with land available with the Major Ports duly taking into consideration other initiatives of Government of India. National Industrial Corridor Development and Implementation Trust (NICDIT) under the administrative control of Department for Promotion of Industry and Internal trade(DPIIT) in partnership with respective State Govt(s) has planned to develop various industrial corridor projects as part of National Industrial Corridor Programme which is aimed at development of green field industrial region/nodes in India. Government of India has accorded approval for development of 11 corridors
(32 projects) in Four Phases as part of National Master Plan for providing multimodal connectivity to economic zones which are under various stages of conceptualization/development/implem entation. Accordingly, Ministry has entrusted Sagarmala Development Company Limited for conducting a detailed study to suitably modify National Perspective Plan for CEZ keeping in view other initiatives of Government of India such as National Industrial Corridor Programme, Bharatmala Connectivity Program and Dedicated Freight Cor ridors for achieving synergy and avoid duplication. Also, more than 8000 Acres of land have been used for Industrialization by Major Ports which has generated more than 2 L akh direct and indirect employment. While identifying locations to set up a Satellite Port, Chennai Port Trust (ChPT) ascertained that Neyveli Lignite Corporation (NLC) had a proposal for setting up Thermal Power Station at Sirkazhi and evinced interest in utilizing the expertise of ChPT for developing the Port. NLC provided details of their Sirkali thermal power project including land available, timelines, requirements of coal volume and setting up a Port. The Draft MoU for Development of Satellite Port near
Sirkazhi was prepared and sent to NLC for signing during the Maritime India Summit in 2016. However, NLC has informed that as the project is yet to be sanctioned, the development of Satellite Port may be premature. Subsequently, NLC India Limited informed about establishment of Power Plant in Odisha and dropping of development of Sirkali Thermal Power Project thereby adversely affecting cargo projections at Sirkazhi Port and hence its implementation. Ministry accorded in principle approval for development of New Major Port at Enayam in July 2016. However, field studies could not be carried out due to resistance from fishermen groups and local public. As the agitation continued, the alternative sites were analysed at Colachel, Manavalkuruchi and Kanyakumari. A habitation free sea shore stretch at Kanyakumari was identified as feasible location. The DPR prepared for new port at Kanyakumari was further revised to encourage maximum participation of private sector. Expression of Interest (EOI) was invited on 20 February 2021 for developing of Transhipment hub near Kanyakumari on Public P rivate Partnership mode. However, in view of development of V. O. Chidambaranar Port as Transhipment hub, Ministry advised to cancel the EoI.
