CONCOR ICD at Kota opens new horizons for the Exporters Cont’d. from Pg. 4 ...De-Oiled Cake (DOC) commodity and move it by rail to Pipavav Port which hitherto was moving by road and getting exported in bulk. The first rake moved by rail to Pipavav Po r t f r o m C S R R ( I C D R a v t h a R o a d ) on 24th of September 2023. The initiation of the export movement of ‘De-Oiled Cake’ from ICD-Kota is being considered to be a new milestone in the history of CONCOR/ICD-Kota, as not only it opens doors for the movement of a new commodity in ‘De-Oiled Cake’ but also for a new port in ‘Pipavav Port’. The area of Kota and nearby region has a lot of DOC manufacturers who are either existing or potential exporters. All these exporters are presently moving DOC by road to Kandla Port, where it is stuffed either in bulk or break-bulk form. Now, this containerization of the DOC export will be a big boon for the exporters as presently, not only rates of by-road movement are on a higher side, but also there is a lot of damage to cargo due to multiple handling. With the commencement of this new rail service, movement of ‘De-Oiled Cake’ to Pipavav Port by rail in containers will open new horizons for the exporters of ‘De-Oiled Cake’ of Kota and nearby region in the most economical manner. It is now expected that DOC will also be equally exported from ICD Ravtha Road as Sandstone. CONCOR has facilitated the trade of DOC by offering substantial discount and reduction in rail tariff as for making the movement economical and feasible. Some of the incentives offered are as follows: a) Free empty repositioning of 20’ empty containers by CONCOR from Inland Container Depot – Tughlakabad,
Delhi to Inland Container Depot – Ravtha Road, Kota to make available the inventory of SL containers. b) No Terminal Handling Charges to be collected for the empty reposition of 20’ containers at Inland Container Depot – Tughlakabad, Delhi. c) Reduction in Rail freight rate for 20’ loaded containers (Gross Weight Slab: 26 to 31 MT) from ICD – Kota to Mundra Port & JNPT port from initial rate of Rs. 33,300/- per 20’ container to Rs. 30,400/- 20’ container. This novel export movement of ‘De-Oiled Cake’ could be made possible under the able leadership of Mr. Kamal Jain (Executive Director/Area-1/CONCOR) and the initiative taken by Mr. Paresh Agar wal (Chief General Manager/ Jaipur Cluster/CONCOR) and Sh.Vaibhav Verma ( Terminal Manager of ICD Ravtha Road). Also, much appreciated efforts were made by M/s Millenium Cargo Movers LLP under the charge of Mrs. Damini (Director at Millenium Cargo Movers LLP) & Mr. A.K. Saxena (Director at Millenium Cargo Movers LLP) along with full support of M/s Mahesh Edible Oild Industries Limited, the manufacturer and exporter of De-Oiled Cakes in this case, under the patronage of Mr. Mahesh Rathore (Director at Mahesh Edible Oil). The officials of Customs department at CONCOR/ICDKota also provided their support for the said movement and provided customs clearance of the containers quickly. With this successful initial movement, lot of other customers are also showing keen interest for containerized movement of DOC and it is expected that ICD Ravtha Road may soon become the hub for DOC movement in the coming months.
Vibrant Gujarat Global Summit 2024 : CM meets 35 Diplomats & 350 Leaders in Mumbai Road Show Cont’d. from Pg. 4 During these meetings, he elaborated on the success of the Vibrant Gujarat Summit, showcasing how the state has emerged as a role model of development. The Chief Minister emphasized that the Vibrant Gujarat Summit, initiated by Shri Narendra Modi in 2003 as Chief Minister of Gujarat, has made the state the most preferred investment destination and a center of major economic activities. The Chief Minister highlighted that the success of the Summit, has propelled Gujarat’s GSDP from Rs. 1.42 lakh crore in 2003 to Rs. 22.61 lakh crore in 2023. Not only this, Gujarat’s economy has grown at a cumulative annual growth rate of 15 percent, above the national average. The Chief Minister said that 38 percent of the DelhiMumbai Industrial Corridor passes through Gujarat. Additionally, work is under way on the high-speed Mumbai-Ahmedabad rail corridor for the bullet train. These pivotal projects will benefit the logistics sector and economic activities of Gujarat and Mumbai.
The Chief Minister remarked that Gujarat’s forthcoming wave of economic growth will be driven by forward-looking industrial infrastructure projects such as GIFT City, DREAM City, the Hybrid Solar and Wind Renewable Energy Park, and Dholera SIR. Prominent financial institutions, such as the World Trade Center, GIFT-NIFTY, and Bank of America, are established within GIFT City. GIFT City takes pride in being home to the nation’s inaugural International Bullion Exchange, said the Chief Minister. Aligning with Hon’ble PM Shri Narendra Modi’s vision to make India a five trillion USD economy, the CM specifically stated that Gujarat is dedicated to being a leader in fulfilling the PM’s vision of making India a USD 5 trillion economy To achieve this, the goal is to attain a Compound Annual Growth Rate (CAGR) of 14 percent by 2027 within crucial manufacturing sectors, including Semiconductor Manufacturing, Green Hydrogen, Electric Vehicles (EV), Pharmaceuticals, Textiles, and Technical Textiles, among others.
Adani Vizhinjam Port to be fully operational by December 2024 : CEO Rajesh Jha Cont’d. from Pg. 4 Once the port becomes operational, Vizhinjam will be crowned as India’s only port capable of anchoring even the world’s largest cargo ship. With the co development of the state and mostly the capital city will see an upward surge. The capacity of the port will be 1.5 million TEU in the first phase. The cap increased by 2.5 million TEUs in the second phase and 3 million TEUs in the third phase. There will be 32 cranes in the first phase for cargo movement. This includes eight shore cranes and 24-yard cranes. The first cargo vessel ship that arrived on Thursday had a shore crane and 2- yard cranes. Vizhinjam will function primarily as a transhipment port.
90 per cent of the containers arriving in motherships will be transshipped to smaller ships and delivered to their destination. The remaining 10 per cent will be sent by road and rail. Domestic containers will also reach Vizhinjam in the future. With this, it is almost clear that Vizhinjam will not be a threat to Colombo, Dubai and Singapore ports Once the port becomes operational, 650 people will be directly employed and 5,000 people will also be benefitted. A detailed plan for the railway to the port has been completed and the same was submitted for environmental clearance by the Government. The construction of the 1.75 km road to the port will be completed next year.

Adani Dhamra Port records highest ever in cargo handling MUMBAI: Adani Dhamra Port has achieved the highest ever record in cargo handling. On 11th Oct 2023, Dhamra Port reached the stellar feat of handling 2,26,610 MT in 24 hours thereby surpassing the earlier record of 1,85,856 MT which was made on 30th May 2023. This momentous occasion was celebrated among all officers and workers of
Dhamra port. By encouraging the employees, Dhamra Port CEO Devendra Thakar focused on more and more success in future. Dhamra port maintains the highest level of safety standard in port operations. Adani Ports and Special Economic Zone Limited (APSEZ) is the largest commercial ports operator in India accounting for nearly one-fourth of the cargo m o v e m e n t i n t h e c o u n t r y.
Its presence across 13 domestic ports in seven maritime states of Gujarat, Maharashtra, Goa, Kerala, Andhra Pradesh, Tamil Nadu and Odisha presents the most widespread national footprint with deepened hinterland connectivity. The port facilities are equipped with the latest cargo-handling infrastructure which is not only best-in-class, but also capable of handling the largest vessels calling at Indian shores.
Increase of 10% freight rates by Railways will increase burden on industry and end users JAIPUR: After the 10 percent increase in container transportation charges by the Railway Board, there is a possibility of increase in retail prices in the country once again. This increase in fare has been made in the name of busy season charges which will be applicable throughout the year except the three months from July to September. Along with the increase in local freight charges,
the cost of export and import containers has also increased. Railways play a major role in transportation of goods from one part of the country to other remote areas. Among the products transported by containers, the main ones are mineral products, cement, marble and stone, fertilizers and edible oils etc. Increase up to four thousand rupees
Navneet Jhalani, Coordinator of Rajasthan Handicrafts Exporters Joint Forum, said that about thirty thousand containers of handicrafts, marble and granite are exported from Rajasthan every year. The increase in freight freight by Railways will increase the freight by about Rs 4,000 per container, which will be heavy on these industries which are already facing the recession.
DGFT puts new import registration regime in place for Laptops, Tablets from November 1 NEW DELHI: The Directorate General of Foreign Trade (DGFT) is gearing up to activate its import management system for registration of laptops, computers, and tablets from November 1, as there may be no further postponement of the government’s decision to switch to an import authorisation system beyond October 31, sources have said. However, the registration process will be “simple and non-restrictive” to begin with. Importers will be required to just register on the DGFT’s system.
On August 3, via Notification No. 23/2023, India’s Directorate General of Foreign Trade (DGFT) imposed immediate restrictions on importing seven items, including laptops, tablets, and personal computers (PCs) falling under HSN 8741 category. The import of these restricted items would now require a valid license. T h e n e x t d a y, o n Au g u s t 4 , amending the above notification, the DGFT deferred the implementation of these import restrictions till October 31, 2023
Foreign Companies can open bank account without PAN in GIFT City GANDHINAGAR: The non-resident or the foreign company opening a bank account at the International Financial Services Centres (IFSC) will have to file a declaration in Form 60 and should not have any tax liabilities in India. The Finance Ministry has amended Income Tax Rules exempting non-residents opening a bank account from the requirement of submitting PAN. Gujarat International Finance Tec-City (GIFT)IFSC is being promoted as a tax-neutral enclave for the financial sector. Nangia Andersen LLP Partner – Financial Services Sunil Gidwani said this relaxation will make it easy for foreign companies, NRIs and other non-residents to open a bank account with an IFSC bank. “It will boost the liability/deposits side as well as the retail business segment of a bank in IFSC,” Gidwani said.
Unless further policy changes are announced, starting November 1, 2023, the clearance of import consignments of the stipulated seven items under the HSN 8741 category will require a valid ‘Licence for Restricted Imports’. The Gover nment “has made liberal transitional arrangements” for import of laptops, tablets, all-in-one PCs, ultra small form factor computers, and servers falling under HSN 8471 till October 31, 2023, per the DGFT.

PM Gati Shakti gives ‘Gati’ to Rs. 11.58 lakh cr infrastructure projects NEW DELHI: The Government has evaluated more than 300 central and state projects worth 11.58 lakh crore in two years since the launch of the PM Gati Shakti National Master Plan for Multi-Modal connectivity, helping their progress by ensuring speedy clearances and removing bottlenecks. As PM Gati Shakti completed two years on 13th October, the Ministry of Commerce and Industry has
prepared a performance report card outlining the significant improvement in ease of doing business and ease of living since its launch. As per the analysis, the initiative has significantly improved the ease of doing business by bringing down the pre-alignment finalisation time for infrastructure projects from threefour months earlier to one month now. Besides, the NOC approvals for all projects are now digitised and
integrated unlike earlier when they were manual, the portal has led to integrated and holistic planning of social and economic infrastructure. The projects evaluated under PM Gati Shakti include over 200 state projects worth over 5,000 crore for improving logistic infrastructure and 156 critical infrastr ucture gap projects for first and last-mile connectivity.
New tax-friendly regime to boost India’s shipping tonnage GANDHINAGAR: A new taxfriendly regime to boost India’s shipping tonnage is gaining traction in a short span with the Ripley Group, Bothra Group, Star Matrix, Alphard Maritime Group and Propel Shipping, among the eight that have registered under the International Financial Services Centre (IFSC) Authority in Gujarat, seeking to tap this avenue to access Indian cargo. The IFSC Authority is also said to be wooing the Adani Group, Tata Group, ArcelorMittal and GMS Inc, among others, to IFSC, by offering a tax structure that the shipping industry say is “equal to or better than Singapore”. “IFSC is a very good regime,” said an executive with one of the country’s top fleet owners. “They have made a structure which is equal to or better than Singapore for tax, especially for accessing Indian cargo,” the executive said, adding that his company was “exploring the possibility of setting up a unit in IFSC to see if it makes sense”. “We are exploring because it is at a very nascent stage. If it makes sense, we will put vessels there also,” he added. Being treated as an offshore special economic zone in India, IFSC has tax and regulatory benefits – the goods and services tax (GST) does not apply for import of vessels, entities operating
from IFSC are considered non-resident from FEMA perspective facilitating ease of doing business and ECB norms are not applicable to IFSC entities, making borrowings easier. The most attractive feature, though, is the ten-year tax holiday available to IFSC companies. “IFSC entities can take a tax holiday in any ten of the first 15 years. After that they can stay in the IFSC as a tonnage tax company and enjoy the same tax benefits that are currently available to fleet owners operating in the domestic tariff area (DTA) regime,” the executive stated. “And that you can use after ten years because in those ten years, there is zero tax,” he said. Tonnage tax is a levy based on the cargo car r ying capacity of ships compared to the corporate tax regime. “The current regime in IFSC provides parity for India based tonnage to other jurisdictions, allowing for Indian capital to be deployed in India and eventually providing a base for global operators to base operations in India. With a large market and talent base, India is the natural choice to base global and regional shipping operations,” said Mr. Amit Oza, Director, Astramar Shipping & Tr a d i n g S e r v i c e s b a s e d i n Ahmedabad.
On 5 October, the Directorate General of Shipping, amended the priority sequencing of a so-called right of first refusal (RoFR) accorded to local shipping companies in public tenders following the arrival of a new category of fleet owners domiciled in the Gujarat International Finance Tec-City (GIFT City), India’s first Inter national Financial Services Centre (IFSC) under the Special Economic Zone Act. The right of first refusal – a government-mandated cargo support policy for domestic fleet owners – was last amended in January 2021 to link it to the ‘Make in India’ initiative and drive demand for ships built locally. With the rejig, the top priority for exercising the RoFR will be given to Indian built, Indian flagged and Indian owned ships followed by Indian built, Indian flagged and Indian IFSC Authority owned vessels. The second priority will be granted to foreign built, Indian flagged and Indian owned ships followed by foreign built, Indian flagged and Indian IFSC Authority owned vessels. The third priority will be given to Indian built, foreign flagged and foreign owned ships. All ships registered with IFSC Authority have to fly the Indian flag after which they can do coastal runs also.

Great Nicobar Port RFP will be issued as soon as it receives clearances: Sarbananda Sonowal NEW DELHI: The Ministry of Ports, Shipping and Water ways (MoPSW) is awaiting “necessary clearances” for the proposed Rs. 41,000-crore port at Great Nicobar Island and the request for proposals (RFP) will be issued once necessary clearances are obtained, Minister Sarbananda Sonowal said. India is planning to develop the proposed port at Galathea Bay in Great Nicobar Island of Andaman and Nicobar Islands as an international container terminal or transshipment port. The port will have a capacity to handle 16 million containers per year, while in the first phase it will handle 4 million containers. Once ready, the Great Nicobar port is expected to surpass the country’s only international transshipment terminal at Kochi. G a l a t h e a B a y, w i t h a d r a f t o f
20 metres, will allow access to two prominent inter national routes competing with trans-shipment hubs like Singapore and Colombo. Amongst the due clearances, environment clearance for the project is still being looked into. “An EOI was floated in January 2023 for developing and operating the trans-shipment port. It received interest from around 10 parties. The RFP for the same will be issued as soon as we receive all the clearances,” Sonowal said. Incidentally, an EOI is not a formal tender. While it is used to determine the terms of engagement, actual orders are awarded at a later stage. Formal orders follow post an RF, bidding process and so on. Notable names who have submitted EoIs for the project include Adani Ports and Special Economic
Zone (APSEZ), JSW Infra, Rail Vikas Nigam Ltd (RVNL), and Container Corporation. Globally, Dutch dredging major Royal Boskalis Westminster has expressed its intent to be included in the bidding process. Landlord model The Ministry has plans to develop the port on the landlord model where the publicly governed port authority acts as a regulatory body and as a landlord, while private companies carry out port operations — mainly cargo-handling activities. While the authorities will maintain ownership of the port, the infrastructure will be leased to private firms who maintain their own superstructures and install their own equipment to handle cargo. In return, the ‘landlord’ gets a share of the revenue from the private entity.
Over 80 % of Warehouses in India set to embrace Digital Enablement or Automation by 2030 : Alvarez & Marsal • Grade A warehousing demand set to grow almost two-fold over next five years • Use of automated package sorters can reduce sorta on cost by half • Payback period for select automa on solu ons can be as low as 2.5 to 3.5 years MUMBAI: Leading global professional services firm Alvarez & Marsal (A&M) launched its ‘Building Warehousing Competitiveness: Automation And Beyond’ report during a one-day conference organized by the CII Institute of Logistics. The combined impact of India’s logistics sector accounts for 14 percent of the country’s gross domestic product (GDP) and its compound annual growth rate (CAGR) of nine to ten percent underscores the importance of Indian warehouse automation as emphasized in the report. Warehouse automation is driven by multiple factors including increased demand, operational complexities, and the necessity for modernization. The growing adoption of automated technologies and processes into warehouse operations reflects the growing maturity of warehouse automation. The report defines automation maturity between Level 0 to Level 4, with Level 0 as only manual operations and Level 4 as end-to-end automation. Currently, warehouses in India have varying automation maturity levels, primarily falling within Levels 0 to 2. Level 3, characterized by island automation, remains relatively rare, underscoring the potential for
increased automation adoption in India. The report predicts that approximately 80 percent of Indian warehouses will integrate some level of automation by 2030. It emphasizes the uniqueness of India warehouse automation journey, the importance of maintaining a balance between human and machine labor in Indian warehousing and o key considerations for organizations and solution providers navigating this evolving landscape. The report also highlights that India's journey toward adopting warehouse automation will be unique, emphasizing the importance of striking a delicate balance between human involvement and automation. Manish Saigal, Managing Director, Alvarez & Marsal and Colead of the India Business Transformation Services practice, said, “Implementing automation technologies in warehousing necessitates an assessment of the associated costs and benefits to d e t e r m i n e e c o n o m i c v i a b i l i t y. Automation improves efficiency, reduces human error and pilferage. However, organizations must ensure that their chosen technologies align with their strategic goals and operational requirements. In India, Grade A warehouses are expected to expand at a CAGR of 12.5 percent
culminating in approximately 324 million square feet by FY28. This robust growth is poised to drive a surge in automation within the warehousing sector.” Anshuman Singh, Chairman, CII Warehouse National Network and Chairman & Managing Director, Stellar Value Chain Solutions Pvt. Ltd. said, “CII Institute of Logistics has had a longstanding collaboration with Alvarez & Marsal, marked by a shared commitment to fostering growth in Indian logistics. Our collaboration stems from an understanding of the transformative power of informed insights and strategic initiatives. The Building Wa r e h o u s i n g C o m p e t i t i v e n e s s Conference, supported by the CII Warehouse National Network, aims to provide stakeholders with profound insights into the transformation of Indian warehousing through advanced automation strategies. This event underscores the pivotal role of technology in shaping modern business operations.” As Indian warehousing remains a cornerstone of the nation's economy, the synergy of top-tier infrastructure, seamless technology integration, and collaborative partnerships between human expertise and automation will be pivotal drivers of the evolving demands of the sector.

Marketing strategy to help tap $112 bn export in 10 nations in 3 yrs : FIEO NEW DELHI : Aggressive marketing strategy including support from the government can help Indian businesses tap USD 112 billion export potential in ten countries like the US and UK in three years, according to a study by FIEO. Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) said that to tap this potential, a proper strategy is required. It suggested the government to formulate a scheme to support participation of domestic industry in exhibitions, buyers-sellers meet, and roadshows in important cities of these ten countries to showcase Indian goods. Besides, Indian missions in these countries should identify market access issues so that those problems can be resolved to promote shipments of domestic goods in those destinations as non-tariff barriers impact exports. The missions can also help industry organise meetings with leading importers, FIEO said, adding active print and electronic media campaigns can be considered to show the prowess of domestic manufacturing capabilities in these countries.
“The top 10 countries with the value of untapped exports potential of USD 112 billion are the US (USD 31 billion), China (USD 22 billion), UAE (USD 11 billion), Hong Kong (USD 8.5 billion), Germany (7.4 billion), Vietnam (USD 9.3 billion), Bangladesh (USD 5 billion), UK (USD 5.4 billion), Indonesia (USD 6 billion) and Malaysia USD (5.8 billion),” the organisation said. It said that due to global slowdown, rising interest rate and high inflation, the demand has taken a hit affecting India’s exports also and in this backdrop, it is important to focus on untapped exports potential. According to the study, there is a potential to increase exports of domestic products to these ten destinations and those goods include d i a m o n d s , v e h i c l e s , j e w e l l e r y, electronic items, auto components, marine products, apparel, insecticides, iron and steel, tea, and coffee. In the US, huge potential is there for diamonds (USD 3.7 billion), motor vehicles (USD 2.2 billion), jewellery (USD 1.4 billion), telephone sets and other voice/image transmission apparatus (USD 1.3 billion).
Similarly, exports of items like motor vehicles, auto parts, jewellery, bovine meat, shrimp, human hair, pepper, granite, castor oil and aluminium hold huge potential in China. In Germany, domestic exporters can explore areas such as aluminium, coffee, apparel, cashew nuts, motor vehicles, and jewellery. In the UK, exports of diamonds, jewellery, shrimp, wooden furniture, rice, black tea, turbojets, auto components, sandstone and baby garments can be increased, the study said. Indonesia and Malaysia, according to the study, hold potential for iron and steel items, raw cane sugar, auto components, insecticides, aluminium alloys, copper cathodes, shrimp and pharma products. Increasing exports help in creating jobs, boost domestic manufacturing and earn foreign exchange for the Country. The Government is taking steps to boost India’s outbound shipments and it is targeting to increase the goods and services exports to USD 2 trillion by 2030. It was USD 776 billion in 2022-23.
Global Container demand 6-7% below Global GDP since 2019 : Sea-Intelligence COPENHAGEN: Prior to the pandemic, there was a rough rule of thumb that global container demand tended to grow approximately in line with global GDP. In decades past there used to even be a multiplier on top of this, but that had vanished in the prepandemic period. Since we know the global GDP growth in 2020-2022 (and using the current estimate for 2023), we can calculate how much global TEUs should have grown versus 2019 if they had followed the GDP development. Knowing the actual TEU growth versus 2019, this in turn allows us to calculate how much global TEUs grow in excess of what the global GDP would
otherwise indicate. What we see is that compared to the growth rate one would expect based on global GDP, the
container markets are -5.9% below. Comparisons with TEUs tends to be a coarse measure of global demand, and TEU*Miles is better at capturing a meaningful number, when seen in the context of the global c o n t a i n e r v e s s e l f l e e t c a p a c i t y. In Figure 1, we show the calculate the difference between the GDP-implied growth rate and the actual TEU*Miles growth rate. As of August 2023, global demand has a shortfall of -6.8% compared to a growth pattern which would have followed global GDP growth. This is not good for the carriers, which are in the process of taking delivery of a sizeable orderbook.
Cargo shipping to lose EU antitrust exemption from 2024 BRUSSELS: Cargo shipping companies will from next year no longer enjoy a decades-long exemption from EU rules against anti-competitive agreements because this derogation does not boost competition any more, EU antitrust regulators said recently. First adopted in 2009, the Consortia Block Exemption Regulation (CBER) allows liner shipping operators with a combined market share below 30% to team up to provide joint cargo transport
services as long as they do not fix prices or share markets between themselves. The European Commission said it would let the exemption, extended in 2014 and 2020, to lapse in April next year. “Given the small number and profile of consortia falling within the scope of the CBER, the CBER brings limited compliance cost savings to carriers and plays a secondary role in carriers’ decision to cooperate,” the EU executive said in a statement. “Furthermore, over the evaluation
period, the CBER was no longer enabling smaller carriers to cooperate among each other and offer alternative services in competition with larger carriers,” the Commission, which acts as the competition enforcer in the 27-country European Union, said. Cargo shippers looking to cooperate will have to assess themselves whether this complies with EU antitrust rules. The EU competition watchdog has allowed for exemptions for certain sectors over the years in an effort to promote competition.
