T K Ramachandran named New Secretary, Ministry of Ports, Shipping and Waterways

NEW DELHI : Central Govt has transferred Sudhansh Pant, Secretary, Ministry of Ports, Shipping and Waterways and named T K Ramachandran, as the new Secretary of MoPSW in the Ministry in a bureaucraticreshuffle.

T K Ramachandran, a Tamil Nadu cadre IndianAdministrativeService(IAS)officeris currently Chairman, V O Chidambaranar Port Authority, one of the 12 Major Ports ownedbytheCentre.

Ramachandran is on Central deputation (five years) from 28 December 2018 as Chairman,VOChidambaranarPortAuthority during which he has been promoted first to Additional Secretary rank and then to Secretaryrankon19October2022.

Ramachandran’s five-year Central deputation will end in December this year. It is not clear whether he will remain in the Centre beyond December this year. He will superannuateon7September2025.

GANDHIDHAM : Dr. Mansukh Mandaviya, Hon’ble Union Minister of Health & Family Welfare; Chemicals & Fertilizers, Govt. of India, on Tuesday,

13th June, 2023, visited Deendayal Port Authority, Kandla in view of the very severe Cyclonic Storm “BIPARJOY”.

Shri S.K. Mehta, IFS, Chairman DPA along with Shri Vinod Chavda, Hon’ble MP-Kutch; Smt. Malitben Maheshwari, Hon’ble MLAGandhidham; Dr. Nimaben Acharya, Hon’ble ExSpeaker, Vidhansabha & Ex-MLA-Bhuj accompanied theHon’bleUnionMinisterofHealth&FamilyWelfare; Chemicals&Fertilizers duringhisvisittoKandla.

During his visit at Kandla he visited at various differentplacestolookafterthepreparednessofCyclone “BIPARJOY”, including ROB at Kandla, Banna AreaKandla, Command & Control Centre-Kandla, NorthGate-Kandlaetc.

Dr. Mansukh Mandaviya also visited the temporary Rest Shelter for around 2200 workers, labours & fishermen of low line area of Kandla Coastal area, managed by DPA at Port Township Gopalpuri, Gandhidham.

Mr. Jagannathan is on Central deputation (typically for five years) from 31 May 2021 and will have a three-year tenure as D G Shipping. The new head of India’s maritime administration will be closely involved in navigating the

government’s plan to rewrite the Merchant Shipping Act, 1958 as well as play a crucial role in taking up India’s interests at the International Maritime Organisation (IMO) on matters such as reducing shipping emissions to deal with climate changegoals.

India to cap sugar exports until H1 2024 as El Nino looms- Govt sources

NEW DELHI: Concerns over the dent in production due to El Nino weather pattern, the Indian Government is likely to not consider allowing sugar exports until at least the first half of the next season. This is expected to lift global sugar prices which are trading near multiyear highs. A Senior Government official who did not want to be identified in line with official rules told Reuters that “the weather is a big negative factor. Last year, despite good monsoon rains, sugar production fell. This year, with El Nino, we can’t take the risk of allowingexportsearly.”

Me an wh il e, a no th er Government official explained that in any sugar season, it takes at least a few months to get a clear idea about production, and that’s why the mills will wait until there’s an absolutely clear picture about production As far as exports are concerned, the official added, “We will not be in any hurry at all.”

Generally, the country decides theamountofsweetenermillscould export on October 1st, before the onsetofthenewmarketingyear.

Nino could support global sugar prices trading near multi-year highs.

The sugar industry witnessed an output of 36 million tonnes at the start of the current sugar season to Sept 30, 2023 However, this has squeezed down to 32.8 million tonnes.

Further, the reports added that owing to lower output, India allowed exports of 6.1 million tonnes for this season.

In the season from 2021/2022, more than 11 million tonnes were exported from the country which is anall-timehigh.

Indian Ports, Surging ahead : Sudhansh Pant

NEW DELHI: The recently released World Bank’s Logistic PerformanceIndex(LPI)Report2023 has brought some encouraging news for the Indian Ports and logistics sector. India has moved up to 22nd Rank in the global rankings in International Shipments Category from the 44th position in 2018. Moreover, the country has earned 38th rank in the overall LPI score, an improvement from the earlier 44th position.

The reason behind the vastly improved performance is the substantial reduction in the dwell time at Indian Ports, which has reached an optimum level of about three days only as compared to four days in countries like UAE and South Africa, seven days in USA and 10 days inGermany.

Likewise, in another Sectoral parameter for measuring Port operational efficiency, the average Turn Around Time (TRT) in India at .09 days is amongst the best in the world as compared to 1 to 1.4 days in Belgium, Germany, UAE, Singapore, Malaysia, Ireland, Indonesia, New Zealand etc., 1.5 days in the US, 1.7 days in Australia, 1.8 days in the Russian Federation and 2.8 days in SouthAfrica.

This achievement is a result of the sizeable investments made in the ports and shipping infrastructure upgrade.

Cargohandlingzooms

The capacity at the 12 major ports increased from 871 Million Metric Tonnes (MMT) in 2015 to 1,617 MMT in 2023, up 86 per cent. Likewise, for Indian Ports as a whole, the capacity has gone up from about 1,560 MMT in 2015tomorethan2,600MMTboosting

thecargohandlingcapacity.

There has also been a nearly 150 per cent increase in the value of operationalisation of PPP projects in the Major Ports, from about Rs. 16,000 crore in 2015 to more than Rs. 40,000 crore in 2022-23. These PPP projects have also contributed significantly to the increased operational efficiencies while adding nearly 300 MMT extra capacity during this period and amounting to nearly 54 per cent of the totalcargohandledintheMajorPorts.

There has been a fourteen-fold increase in the use of renewable energy in Major Ports over the last eight years, with four of them generating more renewable energy thantheirtotalenergyneeds.

The ‘Sagar Setu – National Logistic Portal – Marine’ is a Single Window Digital Platform for all stakeholders including Cargo Services, Carrier Services, Banking and Financial Services and those related to regulatory and participating Government Agencies. This along with the ‘Sagar Setu’ App facilitates seamless movement of goods and services in the Ports while substantially enhancing the ‘Ease of DoingBusiness’parameters.

Portautonomy

The Centre has also undertaken several key policy and legislative reforms to further boost the Port Sector by promulgating the Major Port Authorities Act, 2021 which grantsgreaterautonomytothemajor Ports thereby enhancing the flexibilityindecisionmaking.

The Marine Aids to Navigation Act,2021providesforincreasedsafety and efficiency in Vessel Traffic Services,TrainingandCertificationat par with International standards.

Similarly, the Indian Vessels Act, 2021 facilitates integrated vessel movement through our waterways, bothinlandandcoastal,bybringingin uniformity in law and having standardised provisions across States.

The Government is also in the process of replacing the Indian Ports Act, 1908 with a more dynamic and relevant Act, keeping in mind the present-dayrequirements.

Over the past few years, the government has constantly endeavoured to develop the ports as hubs of economic activity due to a seriesofinitiativesandpolicyreforms led by the Prime Minister. This global recognition for the operational efficiencies of the Indian Ports and the Indian Maritime Sector, as mentioned in the World Bank LPI Report 2023, encourages the country’s march towards becoming a global maritime power as envisaged intheMaritimeIndiaVision,2030

Vizag Port leads Country in Marine exports : MPEDA

VISAKHAPATNAM:

Visakhapatnam Port Authority (VPA) istheleadingportintheCountrywith a share of 26.36% in the marine products export segment, according to the Marine Products Export DevelopmentAuthority(MPEDA).

In 2022-23, the port shipped 2.64 lakh metric tonnes of marine productsworthRs.16,877crore.

Another port, the Krishnapatnam in Andhra Pradesh, also handled 18,832 metric tonnes of marine cargo valuedatRs.1187.4crores.

Overall, the Country shipped 17,35,286 metric tonnes of marine products worth Rs. 63,969.14 crore ($8.09 billion) to various countries in theEastandWestcoasts.

VisakhapatnamDistrictFisheries Department Joint Director G. Vijaya said that Visakhapatnam has a vast

fishing harbour and a two ports next to each other. The Governments’ encouragement on cultivation, quality products, hygienic conditions of the packing areas, awareness camps and training sessions, are some of the reasons why Andhra Pradesh is at the forefront of seafood productionandexports,sheadded.

Seafood Exporters Association of India (SEAI) Andhra Pradesh Regional President Alluri Indra Kumar said a large number of exporters of marine products are locatedinAndhraPradesh,especially around the Visakhapatnam Port. Exporters from neighbouring Odisha alsofavouredtheVizagport.

Frozen shrimp in India, which earned Rs. 43,135.58 crore ($ 5481.63 million), retained its position as the most significant item in the basket of

seafood exports, accounting for a shareof40.98%inquantityand67.72% ofthetotaldollarearnings.

“Shrimpexportsduringtheperiod increased by 1.01% in rupee value. The overall export of frozen shrimps during 2022 was pegged at 7,11,099 metric tonnes, and the US is the largest market to us. However, Vannamei shrimp exports declined in 2022 compared to 2021 by 8.11% from $5234.36 million to $ 4809.99 million,” saidMPEDAChairmanD.V.Swamy.

The Country shipped 17.36 lakh metrictonsoftheseafoodworth$8.09 billion during the 2022-23, despite heavyodds,Mr.Swamyadded.

Frozen shrimp remained the majorexportitemintermsofquantity and value both, while USA and China turned out to be the major importers ofIndia’sseafoodinthelatestfiscal.

India in talks with other countries for mutual recognition of AEO scheme : Chairman

CBIC scheme drives hassle-free imports

NEW DELHI : Importers who are accredited to the Central Board of Indirect Taxes and Customs (CBIC) for following supply chain safety normsaccountedfornearlyafourthof India’s merchandise imports in FY23, highlightingtheincreasedadoptionof the scheme meant to ensure hasslefree movement of goods at ports, according to Mr. Vivek Johri, ChairmanofCBIC.

In FY23, more than a thousand entities were given the tag of ‘authorised economic operators’ or (AEOs), Johri said in an update on indirect tax administration posted onCBIC’swebsite.

TheAEOprogrammeisakeypartof a framework meant to ensure supply chain security standards which recognises the significance of a closer partnershipbetweencustomsandother stakeholdersfromthetrade,Johrisaid.

The AEO programme offers certain privileges to accredited merchants and businesses, which include quicker clearance of shipments at ports, lower inspection rates, quicker tax refunds, facility for deferred duty payment and acceptance of self-declaration of origin ofgoods.

The idea is to let businesses carry out cross-border tradewithease byfirst establishing their credentials by processing documents online and by physical verification. A number of measures have also been taken to enable ease of compliance, such as doing away with the need to furnish physical copies of documents for AEO applications,theupdatesaid.

“As a result of these measures, the average processing time of AEO applications has come down from 160daysinNovember2022to104daysin March 2023. In the last financial year, a total of 1089 entries were added to the

AEO base,”

Johri said in the update, adding that there are 5370 accredited businesses as of April and represented imports valued in excess of Rs. 1.72 trillion.

“This corresponds to about a quarter of all Bills of Entry filed in 2022-23,” theupdatesaid.

India is currently in talks with other countries for mutual recognition of the AEO scheme. According to a report, India is actively seeking to strike deals with the UAE, Australia, Russia, Japan and the East African Community, under which the highly valued trade privileges given to trusted exporters, importers and logistics players in one country will behonouredbytheotherCountry.

PM Gati Shakti : A new MMLP to be set up at Pithampur, Indore for Rs 900 Cr

Anurag Jain said in a meeting, that the government is planning to develop a multi modal logistics park (MMLP) near Pithampur, Indore in the Sagor village of the Dhar district. He revealed that the park will be spread over 255 acres, to be developed at a cost of overINR900crore.

Indore is known as the Commercial capital of Madhya Pradesh due to rich ecosystem, fertile soil and highquality workforce.

ThePMGatiShaktiNationalMaster Plan is working towards creating an efficient, multi modal and sustainable supply chain ecosystem in India, which is at par with the global standards. TheupcomingMMLPwilltakecuefrom theprinciplesoftheNMP.

Jain said that the MMLP is to be built through a Special Purpose Vehicle (SPV) which will operate on a partnership between the National Highways Logistics Management Limited (NHMNL), the Madhya Pradesh Industrial Development Corporation (MPIDC) and the Rail Vikas Nigam Ltd. (RVNL). NHMNL has alreadydepositedINR177toMPIDCfor

acquiring the land for the project, and RVNL will commission a 6 km long railway line to provide rail connectivity totheMMLP.

TheMMLPwillbedeveloped by GR Infraprojects Ltd., and construction is likely to start in September. The site is strategically located near Pithampur industrial area, the city’s apparel and pharma cluster and abuttingtheIndoreTihi-Dahodrailline, as well as proposed Mhow ring road, at 30 kms from Indore Airport and Indore city. The estimated total project cost is Rs1110.58Crore.

The development of the MMLP has beenplannedinthreephasesandtarget completion of Phase-I is 2 years i.e., by 2025 leading to commercial operations. It will cater to about 12.79 million MT cargo in the horizon period of 45 years andwillgivehugeboosttotheindustrial zones in the catchment region such as Indore,Ujjain,Dewas,Dhar,Pithampur, Khandwa and Barwani. It will create lot of employment opportunities and bring in economic development in theregion.

Jain also shed light on the progress of the Delhi-Mumbai expressway during the review meeting. He said that it is expected to be completed by December 2024, making it India’s longest expressway and one of the fastesttobebuiltanywhereintheworld. It will be connecting together Delhi, Haryana, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra, and will reduce the travel time from Delhi to Mumbaifrom24hoursto12hours.

The eight-lane access-controlled greenfield expressway, which has scope for expansion to 12 lanes, will also connect 93 PM Gati Shakti economic nodes, 13 ports, 8 major airports and 8 multi-modal logistics parks along with spurs to new upcoming greenfield airports such as Jewar Airport, NaviMumbaiAirportandJNPTport.

Seafood Exports rise 4.3% to USD 8 bn in 2022-23

NEW DELHI: India’s seafood exportsroseby4.31percenttoUSD8.09 billion in 2022-23 on account of a jump in the shipments of frozen shrimp, the CommerceMinistrysaidrecently.

In volume terms, the exports increased to 17,35,286 tonnes in the last fiscalagainst13,69,264tonnesin2021-22.

“Frozen shrimpremained the major export item in terms of both quantity

and value while USA and China turned out to be the major importers of India’s seafood,”itsaid.

Frozen shrimp exports increased to USD 5.48 billion in 2022-23. The sector accounts for about 41 per cent of India’s totalseafoodexportsinvolumeterms.

The US is the largest market of frozen shrimp, followed by China, the European Union, South East Asia,

Japan, and the Middle East, the Ministrysaid.

The other segments which recorded ahealthygrowthinexportsincludeblack tiger, shrimp, frozen fish, frozen octopus, cannedproducts,andfrozenlobster.

It added that the US continued to be the major importer of Indian seafood in value terms with an import worth USD 263billioninthelastfiscal.

Oman:A.P.Moller–Maersk (Maersk) will add a new port call to its ocean shipping service, ‘Shaheen Express’, starting on 3rd July 2023. The ‘Shaheen Express’ will rotate between Jebel Ali, Mundra, Pipavav, Jebel Ali, and Sohar, creating a stable and reliable service for the India-UAE-Oman corridor. The ‘Shaheen Express’ will continue addressing the risingdemandforcustomerstradingbetweentheIndian andtheGulfmarkets.

The ‘Shaheen Express’ will continue to contribute towards the rising trade between India and UAE as well, which has seen a steady rise owing to the India-UAE Comprehensive Economic Partnership Agreement (CEPA)thatenteredintoforceinMay2022.

Shifts in Global supply chains and sourcing to benefit India : APM Terminals CEO Keith Svendsen

COPENHAGEN:India is very well-positioned to take advantage of the global supply chain resilience and multi-sourcing shift, said APMTerminalsCEOKeithSvendsen.

In a recent interview, he was quoted as saying that inventories had begun to normalise with the easing of the pandemic and restocking should begin by the end of the year. On India plans, he said APM Terminals, part of Maersk Group, plans to invest about Rs. 3,500 crore in its Pipavav port, but a large part of the proposed capex is subject to extension of theportlease.

Svendsen said the past couple of years have taught the whole world the importance of supply chain resilience and multi-sourcing. “I think that India is very well-positioned to take advantage of that,” he said, adding that as an outsider “it appears that the next periodoftimecouldbeofIndia”.

On the state of global supply chains after years of crises from Covid-19 to the Russia-Ukraine war, he said, “So now we’re back to normal… A lot of what is hitting our industry at the moment is really driven by high inventories on the back of Covid that has taken longer thanexpectedtonormalise.”

AccordingtoSvendsen,thetrendcouldreverseinthe secondhalfofthisfinancialyear.“Wehopethatattheend of the year, we’ll start to see restocking happening

again,” he said. “Freight will continue to flow again as it always does and then the economic cycle is bothnatural.”

He said the company is keen to play a role in India’s infrastructure and logistics sectors by investing in projects aimed at lowering logistics costs. This is in line with the priorities of the Centre with high logistics costs being flagged by Prime Minister Shri Narendra Modi. “As a company involved in both shipping logistics and terminal ports, we would love to play a role in helping to solvesomeoftheseproblems,”saidSvendsen.

The APM Terminals CEO said the company is focused on upgrading infrastructure at its port. “We just announced an LPG investment in Pipavav, which is subject to regulatory approvals,” he said, adding that at GTI (located in the Nhava Sheva’s Jawaharlal Nehru Port), the company upgraded infra to ensure that it is able to handle larger vessels.

APM Terminals currently operates a 1.35 million twenty-footequivalentunits(TEUs)portinGujarat.
