Adani Ports handles a record 100 MMT cargo in just 99 days Demonstrates steep growth and scale of opera ons with this new milestone V I S A K H A PAT N A M : A d a n i Po r t s a n d Special Economic Zone Ltd (APSEZ), India’s largest integrated transport utility, has clocked a cargo throughput of 100 MMT in the first 99 days of FY23. APSEZ hit this record volume on 8 July 2022. The milestone is significant as it demonstrates the rapidly improving efficiency of APSEZ, which needed a year to achieve 100 MMT cargo volume FY2014. “In 2021, we stated our ambition to emerge as the world’s largest private port company and India’s largest
integrated transport utility by 2030,” said Mr Karan Adani, CEO and Whole Time Director of APSEZ. “When APSEZ’s operations spanned five ports, it took 14 years for the company to achieve 100 MMT of annual cargo throughput. In the following five years and with operations across nine ports, APSEZ doubled cargo throughput to 200 MMT. We then achieved the milestone of 300 MMT in just three years. We are now poised to grow our cargo volumes by 60% to 500 MMT by 2025 and emerge as the world’s largest port operator by 2030.” Cont’d. Pg. 23

DPA : Pre-emptive strategy maintains productivity of Dry Cargo Berths despite heavy Rainfall
GANDHIDHAM: Deendayal Port Authority (DPA) handles a substantial volume of Dry Cargo both in Bulk and Break-Bulk form which are weather-sensitive in nature and as such productivity of ships loading/ unloading such cargo drops drastically during monsoons and as a result capacity of dry cargo berths become underutilized. On 07-07-2022, IMD had issued a warning of heavy rainfall in the Kandla area for a period of 5 days. DPA had utilized this otherwise disadvantageous situation for increasing the berth capacity utilization by preemptive planning of ships. The ships at berth which had to stop loading/ unloading operation due to rain and inclement weather were shifted out to the anchorage for berthing the ships which can continue to work in adverse weather condition. As a consequence of this timely action for preventing idling of the Dry Cargo berths, 8,60,710 MT cargo could be handled in the Kandla Harbour area in last 4 days, informed a recent communiqué from DPA.

CBIC revokes Customs Duty deferment on Imported Solar Modules in Warehouses NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has revoked the permission granted to solar developers to warehouse imported solar modules to defer payment of the basic customs duty (BCD) on solar cells and modules effective from April 1, 2022. CBIC stated that manufacturing and other operations in a bonded warehouse is a duty deferment program. So, both BCD and Integrated Goods and Service Tax (IGST) on imports stand deferred. In the case of goods other than capital goods, import duties —both BCD and IGST— stand deferred until they are cleared from the warehouse for home consumption, and no interest is payable on duty. The duty deferment is without any time limitation. CBIC noticed that a few solar projects applied for permission under
section 65 of the Customs Act, 1962 for the warehousing of imported solar modules and declared them as capital goods. A few jurisdictional commissioners granted such permissions. However, under the Manufacture and Other Operations in Warehouse (no.2) Regulations, 2019 (MOOWR 2019), the removal of final goods from the warehouse requires affixing a one-timelock to the load compartment of the transport in which such goods are removed. Since the goods here refer to electricity, affixing a one-time-lock to the load compartment of the means of transport is not possible. The final goods fall squarely outside the scope of MOOWR 2019 because of the inability to satisfy the essence of the prescribed condition. Under Regulation 20, considering
the nature of goods, their manner of transport or storage, the CBIC may exempt a class of goods from the provisions of MOOWR 2019. But CBIC had neither exempted goods of the nature of electricity from MOOWR 19 nor issued regulations relating to the removal of electricity. Therefore, CBIC has notified that the permissions granted to solar power projects are not per the MOOWR 19 provisions, which are the conditions prescribed by the CBIC under Section 65 of the Customs Act 1962. CBIC also stated that permissions granted to the solar power projects must be immediately reviewed and follow-up action taken. No more permissions in such cases should be granted under Section 65 of the Customs Act,1962.
Orderbook for Container ships exceeds Bulk Carriers and Tankers for 1st Time LONDON: For the first time in history, the orderbook for Container ships has exceeded those of bulk carriers and tankers. Container freight rates were languishing for nearly a decade before Covid-19 str uck in 2020, causing logistical bottlenecks as more people shopped online. As freight rates soared to unprecedented highs, liner operators and tonnage providers embarked on a newbuilding ordering spree, and even companies such as Pacific International Lines, which was facing a financial crisis, recovered and commissioned newbuildings for the
first time in seven years in March. According to S&P Global Market Intelligence, Sea-web ships data shows that there are now 72.5 million dwt of container ships on order, with deliveries of these 861 vessels stretching all the way to 2025. In contrast, the data shows that the bulk carrier orderbook stands at 63.6 million dwt, with 789 vessels under construction. The number of crude oil and chemical/products tankers on order is even lower, with 491 vessels of 34 million dwt being built. Greek broker Intermodal obser ved that the newbuilding market remains dominated by ship
owners’ hunger for container vessels, even though orders have been reported across most main vessel segments. Last week, the container sector g a t h e r e d t h e l i o n’ s s h a r e o f newbuilding orders, as PIL booked four 8,000 TEU ships at Yangzijiang Shipbuilding. CA Shipping, a joint venture between CSSC Shipping and Asean Seas Line, ordered four 1,600 TEU ships at CSSC Huangpu Wenchong Shipbuilding while MPC Container Ships contracted a pair of 1,300 TEU ships at Taizhou Sanfu Ship Engineering for charter to North Sea Container Line.
India’s coal imports hit record high in June NEW DELHI: India’s coal imports hit a record high in June despite high global prices, data from three trade sources and Refinitiv ship tracking showed, as economic activity picked up and amid a domestic shortage of the fuel. India imported over 25 million tonnes of thermal coal and coking coal in June, rising by over a third compared with the same period last year, data from consultancies Coalmint and Kpler, and trader I-Energy Natural Resources showed. Imports of thermal coal – used mainly in electricity generation – jumped to 19.6 million tonnes, while shipments of coking coal – used in steelmaking – rose to about 5.4 million tonnes, Coalmint and I-energy data showed.
Coal accounts for nearly three-fourths of India’s power output, and utilities account for over 75% of India’s coal consumption. The energy-hungry nation’s annual power demand is growing at the fastest rate in at least 38 years and high global coal prices, amid the Russia-Ukraine crisis, are straining the finances of debtladen government-run utilities. Thermal coal imports jumped 40%, while imports of coking coal surged 23%, data from India-based trader I-Energy showed. Coal shipments from top supplier Indonesia more than tripled to a record 14.5 million tonnes, while imports of coal from Russia nearly doubled to 1.2 million tonnes, Kpler data showed. The imports included thermal, coking, PCI coal and anthracite.
Shipments from other top suppliers Australia and South Africa were lower compared with the same period last year but higher compared with imports in May, the Kpler data showed. Imports from the United States fell to the lowest in four months. Indian coal imports are expected to increase in the coming months. Staterun Coal India has placed orders to ship in at least 12 million tonnes over the next twelve months to address shortfalls at utilities. Indonesia expects higher demand from India. However, overall coal shipments this year are yet to exceed pre-COVID levels, I-Energy data showed. Total imports in the Jan-June period were 119.5 million tonnes, 0.6% lower than 2019, the data showed.

Faster security clearance of bidders on cards for PPP Port projects NEW DELHI: The Ministry of Ports, Shipping and Water ways (MoPSW) is mulling a framework that would allow faster clearances of bidders for port development under the public-private partnership (PPP) mode, after losing Rs 6,000 crore on asset monetisation proceeds last fiscal due to delayed security clearances. The Ministry has written to other Ministries, including Home Affairs, Defence and External Affairs, seeking a “positive and negative list” framework. Under this, prominent players and regular bidders in Government tenders would not need to go through repeated clearances under normal circumstances. Since ports are a subject of national security, bidders during the pre-qualification stage of Government tenders need to be cleared for security risks. These clearances are not given by MoPSW until inputs are received from the Ministries of Home Affairs, Defence and External Affairs as well as the Cabinet Secretariat and the Intelligence Bureau.
The Ministr y wants to have a positive list of prominent players and a negative list of irregular and new entities. “If there are 10-15 bidders for a project, it would save time and reduce delays if regular and established players are cleared de facto. The rest could be vetted in accordance with the standard guidelines. Informal deliberations are currently underway, where finer details are being taken up. However, there is a consensus that these delays are not good for the sector,” a senior official said. Current guidelines mandate a deadline of 12 weeks for these inputs to be given by the ministries and departments but sources said this takes around 4-6 months. This delays the opening price bids. There are concerns that these delays could reduce the pace of infrastructure development of ports. According to the current guidelines, a security clearance accorded to a bidder is valid for five years. And, the validity only extends to tenders floated through the same port authority. If a different port floats a tender
around the same time, that requires a fresh round of clearances. In 2012, the Centre had identified clearance bottlenecks as an issue for the sector and formed new guidelines. Under these, the concerned authorities would have to provide security clearance for all prequalification bidders within 12 weeks on a case-by-case basis. The provisions also mandated the s i t t i n g o f a n i n t e r- m i n i s t e r i a l committee to ascertain causes of delay and take action. At the end of the fiscal year, it had been able to monetise only 14 per cent of its Rs 7,000 crore pipeline. Many big-ticket projects such as development of the western dock at Paradip Port (Rs 3,000 crore) and container terminal at Jawaharlal Nehru Port (Rs 832 crore) only saw fruitful completion in the first quarter of 2022-23. While the Ministry had an initial monetisation target of Rs 4,680 crore for this fiscal year, it recently added 50 more PPP projects to its pipeline under the Sagarmala scheme. It also plans to expand its monetisation base.
Government formulates strategy to promote NER as Agri Export hub NEW DELHI: To give boost to the export of horticulture products grown in North-Eastern (NE) states, the overnment is now up with a robust strategy to promote locally produced agricultural products to the international markets. The NE region is geopolitically important as it shares international boundaries with China and Bhutan, Myanmar, Nepal and Bangladesh making it the potential hub for the export of agricultural produce to neighbouring countries as well as other foreign destinations. As a result, there has been a significant increase in the export of agricultural produce from NE states like Assam, Nagaland, Manipur, M i z o r a m , Tr i p u r a , A r u n a c h a l Pradesh, Sikkim and Meghalaya in the last few years. The NE region witnessed an 85.34 percent growth in the export of agricultural products in the last six years as it increased from USD 2.52 million in 2016-17 to USD 17.2 million in 2021-22. The major destination of export has been Bangladesh, Bhutan, the Middle East,
the UK and Europe. To provide potential market linkages, the Agricultural and P r o c e s s e d Fo o d P r o d u c t s Development and Authority (APEDA), under the Ministry of Commerce and Industry, organised field visits of importers to have first-hand information about the qualitative cultivation practices being followed by farmers. Importers were mostly the Middle East, far Eastern countries, and European nations and Australia, etc. In the last three years, APEDA organised 136 capacity building programmes on export awareness across the different parts of NER. Highest, 62 capacity building programmes were held in NER in 2019-20, while 21 in 2020-21 and 53 such programmes were organised by APEDA in the year 2021-22. Apart from capacity b u i l d i n g i n i t i a t i v e s , APEDA facilitated 22 International Buyer-Seller Meets as well as trade fairs in NER in the last three years.
APEDA also organised organized conference on the Export Potential of Natural, Organic and Geographical Indications (GI) Agro Products in Guwahati on June 24, 2022 to tap the abundant export potential of organic agricultural products from Assam and neighbouring states of NER. APEDA aims at creating a platform in Assam for the exporters to get the products directly from the producer group and the processers. The platform will link the producers and processors of Assam and exporters from other parts of the country that would expand the base of the export pockets in the NorthEastern states, including Assam and increase the employment opportunities among the people of the state. APEDA signs MoU with Assam Agriculture University, Jorhat to conduct various training programmes on pre-harvest and posthar vest management and other research activities for the promotion of export from the region.

FIEO welcomes new provision to help Foreign Trade with countries having forex shortage N E W D E L H I : Welcoming the new Provision, Dr A Sakthivel, President, FIEO said that in existing FEMA provisions, the final settlement has to be in free foreign exchange except for Nepal and Bhutan. Now the final settlement to all countries, if approved by RBI, can be in Indian Rupee.
This move will pave the way for trading and settlement of exportimport transactions in Indian Rupee. The timely move, at a time when many countries are facing huge forex shortages in Africa and South America, allowing only exim transactions through LC will help our exporters and importers, added
FIEO's Chief. This move is a recognition of the Indian rupee as an international currency. We hope, observed Dr Sakthivel, that the Government will clarify on exports benefits on such exports in Rupee, which is hitherto only granted for exports payments received in foreign currency.
DPIIT & MeitY to make PM Gati Shakti portal public by August NEW DELHI: The Department for Promotion of Industry and Internal Trade (DPIIT) and the Ministry of Electronics and Information Technology (MeitY) are reportedly working towards finalising the guidelines to make the PM Gati Shakti National Master Plan portal available to the public. To improve the logistics sector, the Central Government had introduced the PM Gati Shakti National Master Plan for Multi-Modal connectivity to various Economic Zones via tech adoption and speedier implementation. The goal is to enable logistics efficiency via railways, roads, ports, waterways, airports, and mass
transport connectivity. The move also lays out the vision to transform energy infrastructure across the nation via a one-click comprehensive view model – that will help users build transportation plans and implementation processes. The Gati Shakti portal was also at the centre of the Union Budget 2022 wherein, the Finance Minister Smt Nirmala Sitharaman outlined that India targets 25,000 km national highways in 2022-23; a revamped unified logistics interface platform, an open source mobility stack, the integration of postal and railway network, 400 energy-efficient Vande Bharat trains and multimodal
connectivity for urban transport and transit stations. The move is intended to largely benefit the Indian ecommerce and D2C ecosystem, especially for SMEs and startups. The Government has stated that the Gati Shakti initiative will reduce the logistics cost to 8% of the Country’s GDP from the current 13% – positively impacting the prices of essentials and consumer spending on non-logistics needs. Besides this, warehousing and logistics companies and startups will be able to bid for contracts for the implementation of Multi-Modal Logistics Parks at four locations in 2022-23.

The Minister, in a tweet, said that the banana exports jumped 703 per cent in value terms from Rs 26 crore in April-May 2013 to Rs 213 crore in April-May 2022. “Making the world go bananas,” he said. “India’s banana exports grow 8 fold in 9 years during the April-May period. The rising exports benefit our farmers immensely while enhancing India’s agricultural exports earnings,” he said. India is the world’s leading producer of bananas with a share of
around 25 per cent in total output. Around 70 per cent of the country’s banana production takes place in Andhra Pradesh, Gujarat, Tamil Nadu, Maharashtra, Kerala, Uttar Pradesh, Bihar and Madhya Pradesh. Exporters are assisted by the Agricultural and Processed Food Products Export and Development Authority (APEDA) under various components of its scheme, including infrastructure development, quality development and market development. It also conducts international seller meets and virtual trade fairs with importing countries to promote agricultural and processed food products.
Moreover, India will export bananas and baby corn to Canada. In April, the National Plant Protection Organisations of India and Canada held negotiations, following which Canada approved the entry of fresh bananas from India with immediate effect. “This decision of the Government of Canada would immensely benefit the Indian farmers growing these crops and would also enhance India’s export earnings,” the Ministry of Agriculture & Farmers Welfare said. The ‘Jalgaon banana’ that has the Geographical Indications (GI) certification since 2016, was also exported to Dubai for the first time.

Adani Ports handles a record 100 MMT cargo in just 99 days Demonstrates steep growth and scale of opera ons with this new milestone • In Q1 FY23, APSEZ achieved 100 MMT on 8 July 2022 – in just 99 days • In FY22, it took APSEZ 109 days to reach 100 MMT • Growth a ributed to rise in container, coal, minerals, and crude oil volume, and enhanced opera onal efficiencies • Record led by Mundra; followed by Hazira, Ka upalli & Ennore combined, and Dahej • Achieved its first 100 MMT in FY14 Cont’d. from Pg. 4 The ability of APSEZ to handle 100 MMT cargo volume in less than one-third time when compared to the time taken in 2014 is driven by tech-based innovations to integrate conventional business processes with new age digital technologies. Other major factors that have catalysed APSEZ’s cargo highpoints are improved efficiencies in fleet and fuel management, asset monitoring, mobility, operational intelligence and performance monitoring of the applications. APSEZ has set itself a target of 500 MMT of cargo
throughput by 2025. In pursuit of this goal, the company has consistently raised its cargo throughput year after year. It had reached the 100 MMT cargo throughput in 109 days last year. The present growth in cargo is supported by a 12% Y-o-Y jump in June 2022 at 31.88 MMT. Coal volumes have continued to show strong recovery of 25% over the previous year. Compared to the previous year, other key segments that have led this monthly surge are crude at 17% and container at 6%. With a monthly growth volume of 21%, Mundra led this record performance followed by Hazira, Kattupalli & Ennore combined, and Dahej.
DCSA begins Final Phase of eBL Platform With Support from Ocean Carriers, ExxonMobil and eBL Pla orm Providers AMSTERDAM: Digital Container Shipping Association (DCSA), a neutral, non-profit group established to further digitalisation and standardisation of Container Shipping, in conjunction with its nine member carriers, has announced phase two of its electronic bill of lading (eBL) platform interoperability proof of concept (PoC). The PoC will be conducted in conjunction with C a r g o X , e d o x O n l i n e , e s s D O C S a n d WAV E B L . The companies will implement DCSA eBL Interoperability Standards to test eBL interoperability through the full bill of lading lifecycle using data that mirrors a live shipment. Previously, DCSA has released standards for eBL data formats and interfaces. The eBL interoperability PoC leverages DCSA eBL Interoperability Standards 1.0 – Beta 1. Upon completion of the PoC, DCSA eBL Interoperability Standards 1.0 will be officially released and free to download for any platform provider to incorporate into their eBL solutions to ensure interoperability with DCSA standards-based eBLs. Phase one of the PoC, funded and supported by all DCSA carrier members, was completed in May 2022 with seven actively participating carrier members, ExxonMobil and four of six IGP&I-approved eBL solutions providers, namely C a r g o X , e d o x O n l i n e , e s s D O C S a n d WAV E B L . The standards and PoC design were adjusted for phase two based on phase one participant feedback. Successful completion of phase two is expected before the end of 2022 and will ensure full technological interoperability between participating eBL platforms. In addition, DCSA is working to address the legal framework needed between solution providers to enable cross-platform eBL transfer. Fully interoperable eBL will enable shippers and beneficial cargo owners (BCOs) to choose an eBL provider based on service levels and capabilities, while maintaining the ability to exchange electronic documentation with carriers, banks and other parties that may use different platforms. “ExxonMobil believes that digitization enhances both customer experience and efficiency and sees value in adopting and scaling eBL solutions in the near term,” said Georgios Diallas, Global Strategy & Improve Manager for the Marine Container Team and ExxonMobil. “For an eBL system to be effective, it has to be inter-operable across different platforms, and we applaud DCSA and its members for publishing standards to enable inter-operability. We encourage all eBL platform providers to help fast track eBL adoption by embracing DCSA standards.”
“Collaborating with DCSA and industry stakeholders to standardize paperless bills of lading and facilitate interoperability is an important part of the work we do,” said Stefan Kukman, CEO at CargoX. “eBL will bring countless benefits to the industry including greater sustainability and efficiency. With our platform for blockchain document transfer (BDT), eBLs are smarter and more secure than paper-based alternatives.” “The digitalization of international trade processes and documents is our core business,” said Alejandro Pernias, CEO of Global Share (edoxOnline). “We are committed to working with DCSA to help further adoption of digital documents in international trade. Having a standardized framework that ensures interoperability will help the industry provide a better customer experience while reducing paper and carbon footprint.” “While eBoL use has been expanding steadily via contractual solutions, having legal and technical interoperability across solutions would super-charge global adoption and use, enabling major efficiency and cost benefits for all trade stakeholders. This, in turn, should foster further trade collaboration, inclusion and economic growth,” said Alexander Goulandris, Co-Head, essDOCS. “We look forward to working with DCSA on the next phase of the Platform Interoperability PoC and supporting these efforts toward driving eBoL adoption forward.” “Our mission is to radically simplify and foster trust in global trade by enabling the instant, secure transfer of eBLs and other trade-related documents,” said Bhavna Sethi, Chief Strategy Officer for WAVE BL. “Digital standards play an important role in improving eBL viability, increasing trust and accelerating adoption for all stakeholders, which is why we’re happy to support the DCSA eBL PoC. Digitalization of trade documents will reduce the cost of doing business while increasing the efficiency and reliability of global trade.” “For the global supply chain, fully interoperable eBL is a starting point for digital trade. It will make today’s practices more efficient, reliable and sustainable, but ultimately it will provide a foundation for further digitalisation,” commented Thomas Bagge, CEO of DCSA. “Actors in global supply chains want to be able to choose the best platform for their needs. For service providers, it will remove barriers to adoption and create an operational foundation that fosters innovation and collaboration. According to our year-end 2021 research, less than 1.2% of all bills of lading was electronic. We urge all industry stakeholders to get involved and be part of the movement to work towards 100% eBL adoption.”
