The RoDTEP committee, set up by the Centre in July 2020 to work out the modalities for the new scheme, is in touch with the Ministry on the items that could be of priority and should be focussed on first. Whether the priority list will be
drawn on the basis of export value or incidence of indirect taxes, including embedded taxes on various sectors, is to be seen. The Centre plans to withdraw MEIS, which has been ruled as being in violation of multilateral trade rules by WTO, at the end of 2020, and items that currently enjoy benefits under it will instead benefit under the RoDTEP scheme. The new scheme also seeks to
reimburse embedded taxes on purchases from main vendors, embedded GST on purchase from unregistered dealers, etc. The Gover nment has already replaced MEIS with another scheme known as the Rebate of State and Central Taxes and Levies on Export of Garments and Made-ups (RoSCTL) for garments and made-ups as textiles was the first sector to be declared ineligible for MEIS by WTO.
India’s Exports jumped 13 % to $ 6.12 bn in September 1st week Cont’d. from Pg. 3 Of these, exports of engineering goods increased by 18 per cent to 254 million dollars, organic and inorganic chemicals by nearly 37 per cent to 146 million dollars, and drugs and pharmaceuticals by 34 per cent to 146 million dollars. The imports of pulses increased by 101 per cent to 26 million dollars,
vegetable oil by 39 per cent to 72 million dollars and electronic goods by 6 per cent to 73 million dollars. The trends by partner countries showed that exports to China during September 1 to 7 increased by 7.5 per cent to 188 million dollars while exports to the United States increased by 20 per cent to 174 million dollars and to Malaysia by 2.6 per cent to 87 million dollars.
However, imports in the same period from Ghana increased by 1,521 per cent to 49 million dollars, from Angola by 171 per cent to 28 million dollars and from China by 2.7 per cent to 36 million dollars. There was a decline in exports to the United Arab Emirates, Singapore and Belgium and imports from Nigeria, the United States and Iraq.
Govt considering series of measures to boost economy & exports NEW DELHI: The Government is considering a series of measures to boost the economy, including offering up to Rs 3 lakh crore in incentives spread over six years to create global supply chains in some sectors, tariff protection to key industries, further relaxation in foreign investment rules, and schemes aimed at the urban unemployed, four people familiar with the plans said. Various expert groups in the Government are working on specific fiscal incentives and policy reforms that are expected to take effect from the third quarter (October-December) of the current financial year to accelerate growth, the people added, asking not to be identified. India’s gross domestic product (GDP) contracted by a record 23.9% in the quarter ended June 2020, making the country the worst performer among major economies that have all been hit by the Covid-19 pandemic. “These are ongoing reform measures and should not be confused with a mega stimulus package. There is no immediate proposal to announce a second stimulus. In May this year the Government announced a ₹20 lakh crore Atamnirbhar Bharat Abhiyan (Self-reliant India Initiative) package,
which is already in the works. Some announcements are expected soon that will complement it,” one of the four people, a Government official in an economic ministry, said. Finance minister Nirmala Sitharaman unveiled relief and economic stimulus measures between May 13 and May 17 this year under the Rs 20.97 lakh crore Atamnirbhar Bharat Abhiyaan package , which also included monetary measures by the Reserve Bank of India (RBI). A second person said the Government is expected to save about ₹3 lakh crore in the next five to six years by limiting export incentives under Merchandise Exports from India Scheme (MEIS), and this money can be used for focused development of global value chains in sectors such as automobiles, auto components, electronics, telecommunications, pharmaceuticals, medical devices, textiles, food processing, white goods and speciality steel. “The production-linked incentive (PLI) scheme is approved by an empowered group of secretaries and the matter will soon be placed before the cabinet for its approval,” added this person, who has direct knowledge of the
matter. The Government is phasing out MEIS, an export incentive scheme, as it has ballooned disproportionately without creating export competitiveness, he said. The scheme incentivises large investments and has worked for India in the mobile manufacturing sector. The Government is also considering providing duty protection to select domestic industries from imported finished goods, particularly from China. This could, however, be within the bound rate of the World Trade Organisation (WTO) for a period of five to six years under a phased manufacturing programme (PMP) . The scheme is aimed at sectors such as plastics, furniture and toys, the second official said, listing sectors where exports, especially from China, have hurt Indian industry. In order to attract FDI in infrastructure and transportation sectors, the Government may also announce a series of policy measures in some sectors. This will include private participation in running about 150 passenger trains, over two dozen airports, greenfield steel plants, agricultural infrastructure, renewable power projects, waterways and tourist sites, a third person said.

FTA talks with Russia, US, EU on, trade policy not planned around one nation: Piyush Goyal NEW DELHI: Commerce and industry minister Piyush Goyal recently said India is engaging to sign free trade agreements (FTA) with the US, EU, Russia and the UK even as it reviews all its old trade pacts to bring symmetry. Goyal said India will “gain significantly” from its limited trade deal with the US. “Even if we don’t do the deal, our exports have increased to the US…GSP withdrawal has not significantly impacted our exports,” he said, adding that India's exports to US are growing very rapidly in the last 2-3 months and the deal is “almost finalised”.
Restoration of duty concessions under GSP or Generalized System of Preferences are India’s key demand in its trade deal negotiations with the US. “However, due to Covid-19, the US was not as much focussed on Government functioning. So, we will wait. I have left it to the US. India is ready to sign tomorrow. We have given them a balanced offer,” Goyal said at an event organised by IIFT. Emphasising that a deal has to be a win-win for both sides, the minister said India will always protect the interest of its agriculture, diary, MSME sectors,
domestic local industry, and do a balanced deal. “And that is why we didn't sign RCEP (Regional Comprehensive Economic Partnership) because it was not balanced in fair way” “We are working to give a renewed focus to FTAs with the developed world. If other countries want access to the market of 130 crore Indians then they will have to give us equal access to their market. India is not going to be a patient receiver of unfair trade practices. We will take hard but smart decisions,” he said.
HMM, Samsung Heavy to develop Smart Digital Ship Technologies SEOUL: South Korea’s HMM and Samsung Heavy Industries (SHI) have penned a memorandum of understanding (MOU) to develop smart ship technology. The parties will collaborate in the research, development and innovation in the field of smart ship solutions. The MOU mainly covers the development of eco-friendly technologies applicable for smart ships and the enhancement of technological competence related to the digitalisation of ships.
“Both digitalisation and decarbonisation have become integral factors on the pathway to sustainable growth. HMM has concentrated on the exploration of new technologies for the future and has actively participated in various discussions with the parties concerned. We look forward to taking this partnership to the next level with great synergy,” a HMM official said. As part of the partnership, HMM adopted SVESSEL, an advanced smart ship solution developed by SHI. The
cloud-based SVESSEL has been applied to five out of twelve 24,000-teu giant containerships delivered to HMM this year. In addition, HMM is preparing to operate a Smart Ship Control Centre that can monitor the safety and efficiency of ships in real-time based on a range of data including cargo information, service routes, locations, weather and vessel conditions. The centre is scheduled to be in full operation from mid-September this year.
BIMCO: A look into 2020 Containership fleet growth OSLO: BIMCO has released an over view of the Containership fleet growth so far this year taking into account the impact of the COVID-19 and other geopolitical developments on the global trade. Containerships The container shipping fleet has grown by 1.6% since the start of the year, reaching a total capacity of 23.2 million TEU. BIMCO expects that, over the whole year, the fleet will expand by 2.1%, which will mark a four-year low. The association expects a total of 300,000 TEU to be demolished this year, so far this year 169,647 TEU have been demolished. The reopening of demolition yards on the Indian subcontinent, and the poor conditions in the container shipping charter market, saw owners pushed to getting rid of some of their older and substandard ships between June and August. The youngest container ship to have been demolished this year was 15 years old. These newly demolished ships include some of the largest container ships ever to be demolished. At 9,600 TEU, the Sine Maersk (built 1998) is the largest container ship ever to be demolished. “Though these used to be among the largest container ships sailing, they are now far outclassed by the latest deliveries, and given the cascading that has resulted in ever-larger ships on
smaller trades, it has proven unattractive to keep these ships trading, even on the smaller trades,”BIMCO said. So far this year, four ships above 6,000 TEU have been demolished. The pandemic has also greatly dampened the appetite for new ships; in the first eight months of this year, contracting activity has been 33.5% lower than last year, as only 162,834 TEU has been ordered.
This, combined with a normal pace of deliveries, has sent the container shipping orderbook to its lowest level since September 2003. The share of the orderbook made up by Ultra Large Container Ships (ULCS 15,000+ TEU) has fallen below 50% (at 47.4%), as five new ULCS (all 23,000 TEU) have been ordered, while 13 have been delivered totalling 301,724 TEU. There are 927,296 TEU of ULCS on order as per early September.

9,000 rated, listed, secured, redeemable NCDs of the face value of Rs 10,00,000 each on private placement basis,” the company said in a regulatory filing to the BSE. The said NCDs will be listed on the wholesale debt market segment of BSE Limited, it said. The country’s largest integrated logistics player APSEZ has 11 strategically located ports
and terminals – Mundra, Dahej, Kandla and Hazira in Gujarat, Dhamra in Odisha, Mormugao in Goa, Visakhapatnam in Andhra Pradesh, and Kattupalli and Ennore in Chennai. It represents 24 per cent of the country’s total port capacity and is also developing a transhipment port at Vizhinjam, Kerala, and a container terminal at Myanmar.
First Parcel Train leaves from Bhiwandi Road station of Mumbai division MUMBAI: Bhiwandi Road station was opened for goods and parcel traffic after several initiatives were taken towards increasing the freight quotient of transport “aggressively.” “The Business Development Unit of Mumbai Division, Central Railway has taken several initiatives towards increasing the freight quotient of transport aggressively. The efforts have borne fruits as Bhiwandi Road station was opened for goods and parcel traffic,” said a press statement from the
Central Railway. “First parcel train with 5 parcel vans fully loaded with various commodities like refrigerators, furniture, medicines, cosmetic goods, etc have been loaded from Bhiwandi Road station, Maharashtra to Danapur in Bihar on September 9. Approximately 115 tonnes of parcels loaded resulting earnings Rs 4,13,928/-. The parcel vans will be attached to Kisan Rail at Devlali station for onward journey to Danapur (Patna),” the press note said.
It said the Business Development Unit of Railways played a crucial role in developing Bhiwandi Road station for goods and parcel traffic. Bhiwandi is a vibrant town with many warehouses and industries. The opening up of Bhiwandi Road station for goods and parcel traffic will also create employment in the affiliated service industries. As it falls in the North-South rail route and is also connected with JNPT, it has location advantage due to proximity to Mumbai and Thane cities.
Sustainability target an uphill task for Shipping sector : Digital Container Summit 2020 LONDON: The shipping industry has a steep climb ahead to meet sustainability targets, and technology and data analytics could play a part, participants at the Digital Container Summit 2020 virtual conference said recently. Shipping has a huge role to play in many of the sustainable development goals adopted by the International Maritime Organization and the industry has to take immediate actions on decarbonization and controlling greenhouse gas emissions, according to Wartsila Ventures Director Steffen Knodt. “I have identified certain areas and to go for 50% reduction of greenhouse gas emissions, there is a need to reduce about 85% of SO2 vessel and that is a very very ambitious target,” Knodt said. Operators can go for digital initiatives to find ways of curbing harmful emissions but they will need a huge knowledge base around propulsion systems, and fuel and
emission tests. With most of these tests and trials already available, it was a matter of who can adapt how fast, Knodt said, adding that the coronavirus pandemic has given a huge opportunity to the industry to reflect, reimagine and also reset the business in a more sustainable way. In 2018, the IMO adopted sustainable development goals to reduce annual greenhouse gas emissions by at least 50% by 2050, compared with 2008, while, at the same time, pursuing efforts towards phasing them out entirely. The goals are largely in line with those laid out by the UN. Lars Jensen, CEO at SeaIntelligence, said the carbon neutral shipping targets for 2030 and 2050 were tough to meet through incremental steps, and that significant changes could be afoot. “One of the aspects which is
unknown right now is to which degree will the industry be subjected to a carbon tax,” Jensen said. “It appears increasingly likely that a carbon tax will be introduced in the not too distant future and that is right now unclear on how that will be implemented but it will carry with a cost and that cost will ultimately which will find its way to the supply chain.” Outside of that, some speakers said technology and a smart approach to supply chains could help drive sustainability goals. “You do not want to have ships steaming at max speed, burning tonnes of fuel. You want them to steam at a speed which is economically and ecologically the best you can get,” said Wolfgang Lehmacher, a supply chain and technology strategist, who was previously the head of supply chain and transport industries at the World Economic Forum.
Asia to US Containers rates at record highs LONDON: Strong demand to ship goods such as personal protective equipment and home office equipment from North Asia to the US seen, amid concerns over possible increased lockdown measures in the later part of the year. US shippers also seek to fill
warehouses ahead of China’s Golden We e k h o l i d a y s a n d p o t e n t i a l Q 4 coronavirus lockdowns. Carriers have un-blanked sailings to boost supply, and employed sweeper vessels to pick up cargoes, but supply is still not keeping up with demand. Earlier, blanked or cancelled
sailings played a large role in managing container space supply, and kept container rates relatively steady despite decreased global trade. Logistical issues remain over the number of available boxes in North Asia in which to ship goods as delays returning containers from inland continue.

Maersk makes AE19 ocean-rail service from Asia to Europe permanent Just over a year after its launch in August 2019, Maersk’s AE19 ocean-rail product from Asia to Europe becomes a permanent weekly service responding to increased customer demand. ST. PETERSBURG: In July 2019, first cargo left the Russian Far East on A.P. Moller - Maersk’s AE19 service, a unique combination of a short-sea and intercontinental rail product, which connects several origins in Asia with ports in Northern Europe. In September 2020, just over a year later and thanks to increased customer interest, the combined ocean-rail product becomes a permanent weekly service. The AE19 service complements Maersk’s regular AsiaEurope product offering based on conventional ocean services and offers highly competitive transit times from Asia to major ports in Europe. The service is based on a short-sea connection between Asian origin ports in Korea, Japan or China and the port of Nakhodka in the Russian Far East (operated by Sealand Asia – A Maersk Company), followed by an intercontinental rail connection across Russia from Nakhodka to St. Petersburg, which takes 11 days. The last leg of the product is another short-sea connection between St. Petersburg and ports in Finland (Helsinki and Rauma), continental Europe, such as Gdansk (Poland), Bremerhaven (Germany), or Scandinavia, operated by Sealand Europe. “We are delighted that this unique product, designed for our customers in both Asia and Europe, formally becomes a weekly service and gets a permanent place in our product portfolio”, comments Zsolt K atona, Managing Director, Eastern Europe at Maersk. “This has been possible thanks to increased interest from our customers, who appreciate its attractive transit times and cost competitiveness.”
Benets enabled by blockchain Being a standard product with a Maersk bill of lading for both refrigerated and dry containers, AE19 is a particularly attractive solution for customers with time-sensitive cargoes, offering them faster transit times compared to ocean-only products and significant cost advantage compared to air freight. In addition, the product allows customers to avoid congestion on border crossings and offers fast track options for transit in Russia based on the blockchain solution. This is enabled by TradeLens, a platform jointly developed by IBM and Maersk, which provides the AE19 customer base with shipping data directly from the source of each participating entity in near real-time, all while connecting this rail corridor directly to its established ecosystem of international transportation service providers. Ae19 is part of Maersk’s Asia-Europe portfolio alongside ocean. In March 2020, the service was also launched in the eastbound direction, connecting North European origins with several destination ports in Asia.
