Mr. Karan Adani, CEO of Adani Ports & Special Economic Zone, released a book on ‘5S Workplace Management System – A Business Excellence Initiative of APSEZ’, which provides guidance for efficient management of ports with case studies and examples. It also presents Adani Ports’ vision for a successful business model based on operational efficiency,productivityandexcellence.
The 5S system is a Japanese management technique that helps businesses and customers to achieve optimal output. The five ‘S’ are Sort, Set-in order, Shine, Standardize and Sustain, which enables the workplace to have a safe, effective and efficient working environment that helps in increasing the outputofthebusiness.

The meeting was chaired by Shri Mahesh Gupta, President of the Kandla Liquid Tank Terminal Association (KLTTA).
During the discussion, concerns were raised by all the participants about how the chemical importers are struggling with vessel berthing delays and incurring huge detention and demurrage charges at Deendayal Port. Owing to the fact that Chemical parcels are typically smaller in size compared to other liquid imports, the cost of vessel detention is a very significant amount for the importers. To make matters worse, sometimes there are chemical cargoes getting diverted to Hazira port if the importers anticipate high berthing delays at Deendayal Port, which results in a tough situation for those 1 or 2 importers who are left with very small quantities of cargo on board to discharge at Deenayal Port, and eventually they end up paying very high detention costs for a small quantity of cargo. No importer/business can survive like this, paying such high detention costs. These chemical importers are an important link in the chemical industry of India and a considerable part of Indian GDP as they are feeding these imported chemicals from Kandla Port to approx. 500+ large, medium, and Small Industries located in the Western, Northern, and Central India regions. In some cases, these imported chemicals are even supplied to Eastern and Southern India, resulting in a huge supply chain network for the chemical industry in India. These Chemical importers are also pivotal in creating many jobs, supporting many livelihoods, and contributing to the Nation's economy. However, the issue of huge demurrage/detention costs for Chemical importers is slowly killing these industries, especially small and medium enterprises. Even some multinational companies are fed up with these demurrage/detention costs and are planning to divert their cargo to other
nearby private ports where there is a zero vessel waiting period. Paying huge demurrage and detention costs in USD also means losing valuable foreign exchange due to delaysinvesselberthingatKandla.
It was also acknowledged and appreciated by all members present in the meeting that the Chairman of Deendayal Port is making exemplary efforts in addressing this issue and the Chairman and the whole team is consistently trying to address the issues of the trade and to support the trade for positive developments. The vision & leadership of Chairman of Deendayal Port has resulted in recent commissioning of a new Oil Jetty (OJ-07), which is the first oil jetty added to Deendayal Portafteralonggapof22years.Thenewjettyhashelped reducing berthing delays to a considerable extent. However in the meeting, it was decided to request some improvement points to the Deendayal Port Authority (DPA) that can help in alleviating the issue of high detention costs for Chemical vessels. Some of such suggestions include 1) DPA should permit a minimum of two Chemical vessels to berth at Deendayal Port.
2) LPG, Castor Oil Export and HSD vessels should not be considered in the chemical category.
3) If any vessel is carrying less than 2000 MT cargo and if there is a single importer in that vessel; then in such cases DPA should consider priority berthing of such vessels. The chemical industry also intends to meet with the Chairman of DPA to discuss their concerns and will request him to take the necessary action to support Chemical industry. If the detention & demurrage cost being incurred by Chemical importers at Kandla gets reduced, then there are very bright chances of Chemical Imports seeing a huge spike at Kandla Port; which will promote the vision of our Hon.PrimeministeronMAKEININDIA.

NITI Aayog assessing impact of climate change, labour issues on Exports
NEW DELHI: The Government is assessing the country’s preparedness to counter the impact of non-trade related issues such as labour, gender balance, deforestation, climate change and sustainable development being used by many countries to impose restrictions or additional tariffs on exports.
NITI Aayog is holistically looking at these issues and their implications on exports and will soon firm up its recommendations to ensure India maintains its export growth momentum, a senior government officialtold.
Indiahassetatargetofexportsof$1 trillion each in goods and services by
2030. The aim is to raise the country’s share of exports in global trade to 3% by 2027 and 10% by 2047 from the current 2.1%.
However, the Aayog is of the view that these targets have not factored in the impact of non-trade related issues which are increasingly becoming important.
Citing the example of the US Inflation Reduction Act, which aims to establish green technology industries and the EU’s Carbon Border Adjustment Mechanism (CBAM), under which tax is levied on certain imports into the region, the official said thereisaneedforIndiatoprepareitself for such challenges to avoid missing its
long-termexporttargets.
India and the EU are discussing the CBAM in the bilateral Trade and Technology Council and New Delhi has sought a mutual recognition agreement forcarboncreditsandacarve-outforits micro, small and medium enterprises underthemechanism.
India has maintained that the World Trade Organization should not negotiate rules on non-trade-related issues such as climate change and gender, which legitimately fall within the domain of other intergovernmental organisations. It has already made submissions to the multilateral trade watchdog saying such issues are trade barriers.
Global demurrage and detention charges on the decline: Container xChange
HAMBURG: The Average demurrage and detention charges have seen a year-on-year decline of 25%, accordingtotheannualDemurrageand Detention Charges Benchmark Report 2023,publishedbyContainerxChange.
The report says rates decreased 14% decrease compared with the rates in2020.
However, there are still 11 ports where demurrage and detention fees remain higher as compared with 2020: Antwerp, Jebel Ali, Ningbo, Port Kelang, Rotterdam, Shenzen, Singapore, Tianjin, Xiamen, HongKong,andGuangzhou.
Inawebinarheldthismonth,apanel of speakers from Drewry, S&P Global, and Container xChange discussed the impact of these charges on shippers worldwide.
Drewry director DSCA advisory Chantal McRoberts said there are multiple factors contributing to the inability of these ports to return to normalcy.
“The significant increase in energy prices, coupled with higher labour costs,andescalatinglandexpensesand port fees, have all played a part,” she said.
“Furthermore, the implementation of new regulations, particularly those focused on green
energy in EU ports, has added to the financial burden. Additionally, the introduction of rules requiring individualized shipment customs clearance, no longer consolidated under one bill of lading, has proven to be time-consuming, as seen in the case of Rotterdam.”
Container xChange co-founder and CEO Christian Roeloffs said timely communication is crucial in avoiding unnecessarycharges.
“Demurrage and detention should ideally be a free market. The number of free days and the charges should be negotiable between parties and carriers, just like any other free market scenario. However, perhaps what needs regulation is the clarity on when the clockstarts,”MrRoeloffssaid.
“Establishingcleartimestampsand determining who bears the burden of proof in cases of congestion, where a containercannotbepickedup,wouldbe crucial. Payment should only commence once the terminal is able to release the container. These aspects warrant attention and potential regulation.”
S&P global market intelligence senior editor technology Eric Johnson said:“Inaveryrecentconversationwith a Non-Vessel Operating Common Carrier (NVOCC) about their thoughts
on a major trans-Pacific shipment, we came to know that they don’t expect the demand to recover until after the Lunar New Year next year. This matches what we’rehearingingeneral.
“So,ifweassumethat’sthecase,the focus shifts to operational issues at important ports that we need to consider avoiding delays or additional charges once the container is out of the terminal. It becomes more about specific factors in the field that could cause delays in returning containers on time,ratherthanrelyingonabigoverall economic improvement to drive demand. With each passing day, it seems less likely that there will be a quickdemandrecovery.”
Out of all the ports worldwide, those in North America stand out as the most expensive when it comes to demurrage and detention charges. Leading this list of costly ports are New York, Oakland, and Los Angeles, taking the top three spots.
Eventhoughtheseportstakethetop seven spots in our ranking table, the overall average charge has at least decreasedby25%in2023andstandsata value of US$2008 per container per day (coming down from US$2692 in 2022). The late fees at the twin ports of LosAngelesandLongBeachsurpassed byanotherwesternport,Oakland.

new record in container handling
VISAKHAPATNAM: Visakhapatnam Port Authority (VPA) announced recently it has created two new records in a single day on Saturday, 8th July, 2023 bysurpassingthepreviousrecord.
The VPA achieved the milestone of highest container handling ever recorded in a single day from a single
voyage (ship) on Saturday in its containerterminal.
Visakha Container Terminal Pvt Ltd, the PPP / BOT Operator of Vizag Port, handled the highest parcel size of 4035 TEUs containers in a single voyage called through MSC Gaida lll on Saturday, which is the highest TEUs record in a single voyage, surpassing
in 1-day
the previous best of 3921 TEUs from MV MSC Aldi lll ship in December 2021, theportsaidinareleasehere.
VPA Chairperson Dr M Angamuthu, appreciated the officials and the Terminal operator for achieving the new record, and also advised the port employeestodoteamworktoscalenew records.

Significantly lower port turnaround time will attract Global Shipping Lines: Sarbananda Sonowal
NEW DELHI: Over the next 25 years India will witness breakneck progress in infrastructure development with communication and transport remaining the bedrock, said Shri Sarbananda Sonowal, Minister for Ports, Shipping,andWaterways. Speaking to a news person, he said India’s ports have recorded significant improvement in turnaround time and made a case for attracting more global shipping lines to the country with greenfield and brownfieldportupgradationplansunderway.
Heopined,therehasbeenasignificantimprovementin port parameters such as port efficiency, productivity, and performance in the past nine years. The total cargo handling capacity in major ports has increased by 86% from 871.52 mtpa in 2014-15 to 1617 mtpa in 2022-23. Policy reforms have also been successfully implemented toempowermajorportauthorities.
This should be looked at considering 60 years of misgovernance of the Congress-led governments, against nine years of breakneck development under the present regime.
On dwell time, he said the average Container dwell time of India is less than 3 days which is better than UAE and
SouthAfrica–4Days,USA–7Days,andGermany–10Days.
On steps being considered to encourage Shipping Lines to prefer Indian ports, he said, “we need to enter strategic alliances with major shipping lines to set up their dedicated terminals in Indian ports. This would ensure that their vessels call at Indian ports, bringing more cargo and business. It is also required to increase gateway and transhipment cargo at Indian ports, minimise turnaround time, rationalizing vessels, and cargo related charges. Value-added services such as bunkering, container repair, vessel inspection and repairs can also be developed at Indianports.”
“Multiple ports are undergoing an uplift. Development of Vadhavan port with cargo handling capacity of over 300 mtpa is under pipeline. This deep draft port in Maharashtra is expected to add container handling capacity of more than 23 million twenty feet equivalent units(TEUs)by2040,placingIndiaontheglobalmapoftop 10containerports.
Major Ports of Deendayal Port and Paradip Port would also be developed as mega ports having cargo handling capacityofmorethan300mtpaby2027.
EEPC recommends FTAs with Latin America, African nations to boost engineering exports
NEW DELHI : Pursuing new Free Trade Agreements (FTAs) with emerging countries in Latin America and Africa, a scheme to support MSMEs in research and innovation, setting up a domestic shipping line, and global branding of Indian products are among the key suggestionsinastrategypaperpreparedbyEEPCIndiato boost engineering exports and achieve the target of $300 billionby2030.
Union Minister for Commerce and Industry Minister Shri Piyush Goyal chaired a meeting this week in which EEPC India Chairman Arun Kumar Garodia discussed various recommendations in the strategy paper to boost India’sengineeringexports.
The strategy paper calls for greater market access especially in Africa and Latin America as they have the potential to become significant export markets for India. It has been noted that by expanding into non-traditional markets, the risk associated with economic uncertainties canbespreadout,reducingdependenceonafewmarkets.
Talking about the strategy paper, Garodia said that there are around 40 countries that currently account for over 87% of India’sengineering exports. Therefore there is a huge opportunity to explore new markets while expandingtheexistingbase.
“It is quite crucial for India to explore new markets, especially in Latin American and African countries. Many of our competitors have already established FTAs
with these countries and as a result, are having a competitive edge over us. FTAs with these countries can level the playing field, ensure fair market access and expandourexports,”Garodiasaidinastatement.
Garodia said that given the current global economic trends, the world economy is expected to slow down this financial year and will impact engineering exports from Indiaasseeninthepastseveralmonths.
Among measures to expand the current market base, he suggested strengthening presence in Europe as a prioritybyimplementinganFTAwiththeEU.
Highlighting the importance of the engineering sector, Garodia said that the industry accounts for 25% of the country’s total exports and is the largest foreign exchange earner. Notably, MSMEs account for 35-40% of total engineering exports and therefore are crucial job providers.
The strategy paper has highlighted that most MSMEs face financial constraints and struggle to secure investments. It has recommended implementing an aggressive “SME Assistance Programme” to support researchandinnovationintheMSMEsector.
On the need for establishing a domestic shipping line, Garodia said that it would reduce trade costs, decrease dependence on foreign shipping lines and save huge amountsofvaluableforex.
He added that dedicated efforts in branding and marketing were essential for success in specific product categoriesandmarkets.
Customs yet to issue consent to start shipping from old Vizhinjam Port : KMB
THIRUVANANTHPURAM: The Kerala Maritime Board (KMB) is unable to start shipping service from the old Vizhinjam port despite receiving ISPS code from the mercantilemarinedepartmentas customs departmentis yettoissueconsentoverit.
The board had taken all necessary measures to start the ‘custodian ship’ service from the port and also
arranged a private ship. However, customs had denied consent citing lack of International Ship and Port Facility SecurityCode(ISPS).
Despite receiving the code now, the customs has not issued consent yet. It was learned that the board has to construct a weighbridge and install a generator at the port tofulfilthecriteriaofthecustomsingettingtheconsent.

Operation on mv Fairmaster from Hazira & Mumbai to Mangalore, Paradip & Haldia
MUMBAI: Sai Maritime & Management P. Ltd. as General Agents in India to Jumbo-SAL Alliance (JSA) - acted as shipbrokers to negotiate and fix the charter of heavylift vessel Type J1800 MV Fairmaster for one of our esteemed and reputable clients, TotalMovementsPvt.Ltd.,Mumbai.
Sai Maritime’s innate knowledge and more than 3 decades experience of ocean transport of heavylift and project cargoes - was the first choice to handle the fixture negotiations which involved some intricate engineering details for this project cargo shipment originating from renowned Indian engineering companies like GR Engineering, ISGEC, and Larsen &ToubroHeavyEngineeringDivision.
The voyage commenced in Hazira port, thereafter the vessel loaded 4 heavylifts at Mumbai Port at inner anchorage where the barge was placed alongside the vessel for loading. Total 11 heavylifts including reactors, amine
contractor, coke chambers and dehydration towers with the heaviest weight of 1248 and 1286 tonnes were loaded on board.
MV Fairmaster then called New Mangalore port, Paradip,andHaldiafordischarge.

MSC builds 1 million TEU lead over Maersk : Alphaliner
LONDON: Mediterranean Shipping Company (MSC) has extended its capacity lead overMaerskLine,1.5yearsaftersurpassingitsDanishrival asthelargestlineroperator.
Following aggressive newbuilding orders, long-term vessel charters and acquisitions of secondhand vessels, MSC’s fleet now stands at around 5.13 million TEUs, nearly 1millionTEUsmorethanMaerskLine’s4.14millionTEUs.
In its report, Alphaliner said that on average, MSC’s lead over Maersk has grown by a whopping 12,800TEUeveryweeksinceJanuary2022.
Orderbook projections suggest that MSC will further expand its lead at the top of the mainline operators’ league overtherestof2023.
Currently, the Swiss-Italian carrier is one of the main driversofoverallfleetgrowth.
Encouraged by the Covid-19-induced boom, the overordering of container ships in 2021 and 2022 is beginning to manifest itself in ever-increasing tonnage deliveries, with June setting a record for deliveries in a single month. Of the 277,873 TEU delivered in June, MSCaloneaccountedfor39%ofthisat111,474TEU,including
two 24,000 TEU ships and five 15,000-16,000 TEU ships.
Alphaliner noted that MSC has steadily expanded both fleet and network since the company was established in 1970, but the carrier’s growth has accelerated notably in the late 2010s and it went into overdrive in 2020, when Covid-19related logistical bottlenecks pushed freight rates to historicalhighs.
Alphaliner said, “Not only does MSC have the largest vesselorderbook(1.5millionTEUs)ofallcarriers,butitalso acquired far more secondhand vessels than any other shipping line. MSC bought well over 300 ships in the last three years. About two-thirds of this capacity came as a net additiontoMSC’sfleet.”
Newbuilding deliveries are expected to remain high in 2023 and 2024, fuelled by an orderbook of 7.6 million TEUs –or28.5%oftheexistingfleet.
Alphaliner continued, “Although new environmental regulations have created some ’artificial’ tonnage demand though mandated slow-steaming, cargo volumes will most certainly not grow enough to absorb all of these new ships. Alphaliner therefore believes that large chunks of today’s vessel newbuilding pipeline will be for fleet renewal, rather thanfleetgrowth.”
