Cont’d. Pg. 6 AHMEDABAD: The Federation of

Gujarat’s Minor Ports all set to take major share of cargo growth in State

GANDHINAGAR: Private ports such as Mundra, belonging to Adani group, are expected to meet a major share of the targeted cargo growth for Non-Major Ports in Gujarat.

With more than 1,000 factories manufacturing everything from bathroom and floor tiles to dinner sets, Morbi in Gujarat is India’s ceramic hub, whose products are in great demand both within the country and overseas.

Much of this cargo travels by road to Deendayal Port, about 134 km away, to be shipped onward to various destinations. It costs about Rs. 22,000 to transport a single container from Morbi to Kandla.

This could be brought down to Rs. 7,000 if the Navlakhi port, located 45 km from Morbi, is modernised, as envisaged under a master plan drafted by the Gujarat Maritime Board. Cont’d. Pg. 19

Modi 3.0: FM Sitharaman is all set to present seventh Budget in a row

NEW DELHI: As the country’s Finance and Corporate Affairs Minister Smt. Nirmala Sitharaman, 64, is set to become the first Finance M i n i s t e r t o p r e s e n t s e v e n consecutive Budgets — six full and one interim and will surpass Morarji Desai on this.

Sitharaman has had a remarkable journey so far First inducted into the Modi government in 2014 as minister of state with independent charge of commerce and minister of state for finance and corporate affairs, she was elevated to cabinet rank in 2017 as Defence Minister. In the second stint of the Modi government in 2019, she became the first full-time woman finance minister in India.

As finance minister she steered the economy through the once in a century pandemic, largely by taking supply-side measures.

It was during Covid that the B u d g e t s i z e i n c r e a s e d f r o m 12 2 per cent of GDP in FY19 to 17 7 per cent in FY21 Capex rose fivefold in the last 10 years without comprising fiscal consolidation This has raised the prospects of a sovereign rating upgrade in next two years, after the recent outlook upgrade to “positive” from“stable”byS&PGlobalRatings.

A Jawaharlal Nehru University alumna, Sitharaman led the country in the G20 discussions, bringing to the table for the very first time issues related to cryptocurrencies as well as

the much-needed reforms in the multilateral development banks.

In 2019, as she took the reins of the ministry, Sitharaman announced a cut in base corporate tax to 22 per cent from 30 per cent for existing companies and to 15 per cent for c e r t a i n n e w m a n u f a c t u r i n g companies The aim was to free corporate cash to push jobs and private capex. Big companies have now availed of more deductions and incentives or have shifted to the new lower tax regime, but it has not resulted in a commensurate increase in private capex. Ensuring that government capex crowds in private investment will be one of her challenges.

Sarbananda Sonowal takes charge as Ministry of Ports, Shipping & Waterways

Shantanu Thakur has been appointed as the Minister of State for Ports, Shipping & Waterways.

Cont’d. from Pg. 4

Speaking on the occasion, Shri Sarbananda Sonowal, said, “Under the dynamic leadership of Prime Minister Shri Narendra Modi ji, the Ministry of Ports, Shipping & Waterways have been doing some stupendous work towards empowering maritime sector and its holistic development in our endeavour to become an economic powerhouse. We will continue to commit ourselves to the

cause of nation building with the intent of Nation First as we move ahead towards achieving the ultimate goal of Viksit Bharat Our ministry will continue to work towards empowering the maritime sector towards holistic development as envisioned in the Amrit Kaal Vision, 2047 ”

Shri Shantanu Thakur has been appointed as the Minister of State for Ports, Shipping and Waterways.

Modi Cabinet 3.0: Ashwini Vaishnaw retains Railways and IT, gets I&B Ministry

NEW DELHI : Modi Cabinet 3.0 shows that Shri Ashwini Vaishnaw has retained the Railways Ministry and IT Ministry besides getting one heavyweight portfolio –Information and Broadcasting Vaishnaw held the Railway Ministry since July 2021. He had replaced Shri Piyush Goyal, who led the ministry from September 2017 to July 2021.

The Modi government has tried to change the face of public transportation, and the railway tops the chart, with a massive push on building world-class infrastructure, stations, and the launch of new trains like Vande Bharat and Bullet trains.

Ahead of the general elections, the Centre said the railway ministry was planning to launch Vande Bharat Sleeper Coach and Vande Bharat Metros. A senior official closely associated with the project said in April that the

railways was planning to launch the countryʼs first Vande Metro to transform the intra-city transportation system. While the railways has transformed stations and started semihigh-speed trains, one criticism that has been made against the Modi government is that not enough has been done for passenger trains and for those who cannot afford Vande Bharat or AC travel. The Centre has also faced criticism for not being able to solve the waiting list crisis.

In April, Vaishnaw said that the government was looking to increase the capacity of the Railways to a level where every passenger could get a confirmed ticket.

In the next five years, PM Modi guarantees that the capacity of the Railways will be increased so much that almost any passenger who wants to travel can easily get a confirmed ticket, he had said in a video message.

88% of overall work of

Vizhinjam seaport is complete ; trial

run by June end

THIRUVANANTHAPURAM: Over 88% of the overall work related to the under-construction Vizhinjam International Seaport is over and the first trial run of the port’s operations can be conducted by June-end, the government informed the Assembly recently

The Kerala Ports Minister GN Vasavan said that while 98% of the dredging and reclamation work and 81% work on the breakwater has been completed.

The progress of other stages were: berth – 92%, buildings – 94%, container yard – 74%, project equipment including cranes – 91% and gate complex and road – 70%.

Last month, Adani Group, which constructs the port, had informed that all the technical support systems and experts needed for the operations have been arranged for the trial run.

Steps taken to develop Kerala’s Non-Major Ports to spur Coastal Shipping

THIRUVANANTHAPURAM: Considering the growing importance of cargo movement by sea, the Kerala Maritime Board (KMB) has initiated steps to develop non-major ports in the State, Ports Minister V.N. Vasavan informed the Assembly.

The government has already set up berths and cranes required for cargo transportation at the Kollam, Beypore, Azhikkal, and Vizhinjam ports.

A sum of Rs 11 8 crore has been sanctioned for increasing the draft of the Beypore port and the Harbour Engineering department will coordinate the work In the first phase, the draft will be increased to 5.5 metres and subsequently to eight metres.

A 101-metre-long berth has been constructed at the Kollam port under the Central Government’s Sagarmala project. The construction of the administrative block and gate complex is being completed for Kollam to get the integrated check-post (ICP) status, says the Minister. Central agencies have assessed the infrastructure development work. The ICP process will be completed

after getting the necessary approval of the Central Government.

In addition to the existing cranes in Kollam, it has been decided to procure stand-by cranes The Centre for Management Studies has been entrusted to conduct a preliminary study for the construction of a multi-purpose berth at the Ponnani port. A detailed project report (DPR) will be prepared based on its report.

In addition, security arrangements and ancillary facilities are being arranged at the minor ports to obtain the International Ship and Port Facility Security (ISPS) code.

Steps are being taken to deepen the shipping channel at the Azhikkal port. A coastal shipping service was operational until recently, connecting the Kollam, Azhikkal, and Beypore ports. However, the service was discontinued after it became unprofitable. Now, the Ports department has decided to rope in an agency to conduct a study and submit a report on making the shipping service profitable, the Minister said.

Gujarat’s Minor Ports all set to take major share of cargo growth in State

“ T h e N a v l a k h i

Port can easily attract 3-4 TEUs [twenty foot equivalent unit] of container cargo that goes to other ports, including Kandla,” says a GMB official.

Cargo volumes handled by

Non-Major Ports (Major Ports are under the Central Government and Non-Major are under States and Union Terrorities) in Gujarat are expected to quadruple to 2,000 million tonnes per annum (MTPA) by 2040.

“We currently have capacity to handle 500-odd MTPA. We have appointed a consultant to determine

the investment needed to bolster the cargo handling capacities of the ports,” Shri Rajkumar Beniwal, IAS, Vice-Chairman and CEO of the Board, which oversees the state’s Non-Major Ports was quoted as saying recently

To boost export-import traffic, GMB is undertaking cargo flow analysis to pinpoint bottlenecks and identify the infrastructure needed to expand port capacity.

In the past 10 years, traffic at the non-major ports in Gujarat has grown by 5 per cent. During 2023-24, they handled 448 MTPA of cargo, which is nearly 60 per cent of the 772 MTPA

cargo handled by all non-major ports in India Andhra Pradesh followed with 25 per cent, and Maharashtra with 10 per cent.

Private ports

Interestingly, a major share of the targeted cargo growth for non-major ports in Gujarat is expected through private ports, including Adani Port

(APSEZ) at Mundra, Pipavav, Dahej and Hazira. “The future growth will mostly be in private ports

Customs to quickly release Cargo imported under FTAs

N E W D E L H I : C B I C h a s instructed Customs authorities nationwide to expedite the release of goods imported under FTAs. These orders are particularly issued with reference to imports being made under third-party invoicing.

Importers were earlier facing delays in release of imports made

under FTAs and even the duty concession benefits related to FTAs were denied Moreover, importers were being forced to pay differential Customs duty with interest in the case of imports being made under thirdparty invoicing. MNCs generally import goods under third-party invoicing as the billing is done in a

country other than the country of origin. CBIC has also clarified that any importer/exporter should not be f

Economists expect big-bang reforms to continue under Modi 3.0

NEW DELHI: After a decade of full majority governance, Modi will now run a coalition government, with the Telugu Desam Party and Janata Dal (United) as key partners. Despite being in coalition, experts feel that there won't be much change in the new government's economic agenda.

Economists believe that Modi 3.0 will not slow down the reforms and to achieve the goal of Vikshit Bharat by 2047, economic reforms and policy reviews need to be continued across m u l t i p l e s e c t o r s , i n c l u d i n g i n f r a s t r u c t u r e , l a b o u r, a n d manufacturing These reforms are deemed essential to drive economic growth and development in India.

"The oft-repeated target of becoming a developed country by 2047 requires far-reaching reforms in the factor market, opening up of the e c o n o m y a n d i n f r a s t r u c t u r e development and a thrust towards labour intensive manufacturing. In a coalition environment it may not be easy to carry out big bang reforms, but the thrust of incremental reforms should be in this direction," said M Govind Rao, Member, Fourteenth Finance Commission and former Director, National Institute of Public Finance and Policy.

Economists have noted that spending on populist measures will increase because of coalition politics, however, the gover nment will continue with its focus on "Made In I n d i a " r e f o r m s S e c t o r s l i k e infrastructure and manufacturing will remain the priority of the Government.

"There's likely to be a swerve towards greater populist spending and some commitment of resources to states of alliance partners is also likely. But India's public finances are in relatively robust health and to be augmented by significant reserves from the RBI India's infrastructure spending will continue apace but perhaps with greater private sector participation. Expenditure on d e f e n c e m

d e r n i s a t i o n a n d indigenisation will also undoubtedly continue" said Gautam Sen, retired political economist London School of Economics and author, Former m e m b e r o f t h e I n d o - U K Roundtable and Senior Consultant UNDP.

The full budget expected to be announced in July, will reflect the economic agenda of Modi 3 0 Many economists expect the Budget will likely see a spurt in welfare and

support schemes mainly for farmers and poor. The Budget will indicate the policy priorities for the new coalition government and decide the growth trajectory for the next five years

On the economic front, economists have cautioned the government about the potential setbacks from a sluggish global economy and geopolitical crisis.

"One constraint remains the sluggish world economy, which could suffer worse setbacks next year, though Indian growth has risen despite it. The unknown is the impact of external shocks of intensifying wars and uncertainty over energy prices" added Sen.

Meanwhile, in a significant boost to the start of Modi 3.0, the Reserve Bank of India on June 7 revised upwards the GDP growth projection for the current fiscal to 7.2 per cent from 7 per cent on rising private consumption and revival of demand in rural areas.

RBI Governor Shaktikanta Das said estimates released by the National Statistical Office (NSO) placed India's real gross domestic product (GDP) growth at 8.2 per cent in 2023-24.
