APM Terminals Pipavav goes live with RFID Container tracking service at the Port PIPAVAV: Integrated Container Tracking (ICT) system commenced at APM Terminals Pipavav at an event. NICDC L ogistics Data Ser vices (NLDS) has completed vital infrastructure at APM Terminals Pipavav to commence the near real time visibility of the container movement across the supply chain. This is under the Logistics Data Bank [LDB] Project developed by NLDS which will help in tracking the container from port to Container Freight Stations (CFSs), Inland Container Depots (ICDs) and end users. This would help in enhancing the visibility and efficiency of the container movement thereby improving the competitiveness of the Export Import trade. Cont’d. Pg. 4

APM Terminals Pipavav goes live with RFID Container tracking service at the Port • Integrated Container tracking system is a technology introduced by Na onal Industrial Corridor Development Corpora on Ltd (NICDC) under Logis cs Data Bank (LDB) project • NICDC Logis cs Data Services (NLDS) completed the necessary infrastructure to commence near real me visibility of the container movement across the supply chain • The system will bring in much needed visibility and transparency and reduce overall transporta on me across the sector to benefit exporters and importers using Pipavav as their gateway port Cont’d. from Pg. 3 LDB was developed to address the critical issue of tracking movement of containers across various ports and provide insights to trade. It integrates the information available with various agencies across the supply chain to provide detailed real time information within a single window. With this expansion 100% of India’s container volume will be covered under LDB project. Currently around 28 million Export Import containers pan India have received services. Mr. Jakob Friis Sørensen, Managing Director, APM Terminals Pipavav said, “We are delighted to announce the commencement of the Integrated Container Tracking system at our port. It’s an honour to become a part of this nation-wide project of NICDC that will streamline container movement across logistics value chain and identify inefficiencies and bottlenecks to develop strategies to ensure the development of the sector.”
“The visibility of containers throughout the entire supply chain provides multiple benefits to trade, including transparency, integration, lesser paperwork and improved planning for arrival, unloading and final delivery,” Mr. Sørensen said. A separate Special Purpose Vehicle (SPV) has been formed by the Govt. of India between NICDC and NEC Corporation, Japan namely “NICDC Logistics Data Services Limited” (NLDSL) to execute LDB across entire logistics value chain. LDB is now functional at 17 ports, 26 port terminals, 142 CFSs-ICDs and 58 toll plazas, 21 empty Yards, 43 Port Gates/parking plaza & 4 ICPs across India.

DGFT to nalize draft Export promotion plan Cont’d. from Pg. 3
The committee will not only work towards promoting the existing products, but also find other potential products that require export boost. The Director General Foreign Trade (DGFT) was given the responsibility to form this committee in each district headed by a district collector and to finalize the district export plan (DEP) in collaboration with officials of various departments and trade body leaders. The DEP will include assessment of a district to identify the current export
profile and its further potential in the district. Sources in DGFT have confirmed that the draft export plan formed by the committees in around 20 districts in their first meetings in the last one and half months will be finalized in the next meeting. The DGFT will allocate a certain budget to its regional authorities (RA) for the committee’s functioning and will prepare a districtlevel export data for this purpose. Vice-president of Rajkot Chamber of commerce and Industry (RCCI) and a member of Rajkot district export
committee, Parth Ganatra said, “The first meeting of our committee held last month discussed a few issues like rail and air connectivity to the city. State-level and local administration level issues were also discussed in the meeting.” The chairman of western region of Federation of Indian Export Organization (FIEO) was, however, skeptical of the process. Khan said, “Mere forming of a committee won’t solve our problems. We expect the committee to bring results and not become merely a formality.”
Exports show signs of improvement, up 22.47% during Nov 1-7: Official Cont’d. from Pg. 3 Exports of pharmaceuticals, and gems and jewellery grew 32 per cent to $139.12 million and 88.8 per cent to $3,360.71 million, respectively. Similarly, the outbound shipments of
engineering goods increased by 16.7 per cent to $215.13 million during the week. Sectors which recorded negative growth include petroleum, marine products and leather goods. During the period, exports to the US, Hong Kong and
Singapore rose by 53.91 per cent, 176.2 per cent and 90.76 per cent, respectively. The country's export had also recorded positive growth in September but declined 5.4 per cent to $24.82 billion in October.
Spices Exports touch Rs 10,001.61 crore in April-August period NEW DELHI: It sure is turning out to be a spicy 2020. Buoyed by large shipments of chilli, cumin and turmeric, spice exports from India touched Rs 10,001.61 crore in the April to August 2020 period, a growth of 15 per cent from Rs 8,858.06 crore in the same period last year. The total export of spices rose to 5,70,000 tonnes in terms of quantity during April-August 2020, as compared to 4,94,120 tonnes in the same period in 2019, a release said. Chilli continued to be the most exported spice with a shipment of 2,10,500 tonnes, fetching Rs 2,876 crore. Cumin followed next with a shipment of 1,33,000 tonnes valued at Rs 1873.70 crore registering a 30 per cent and 19 per cent increase in quantitative and value terms respectively, a release from the Kochiheadquartered Spices Board said.
The spice that recorded the maximum growth in terms of quantity and value was small cardamom. It contributed to the overall exports during the period, rising 298 per cent in value terms and 225 per cent in quantity. During the current year, 1300 tons of cardamom(small) valued at Rs 221.50 crore has been exported as against 400 tons valued at Rs 55.69 crore during the same period of last year. Demand for immunity-boosting spices shot up amidst the COVID pandemic. Ginger registered a remarkable growth of 107 per cent in quantity by shipping 19700 tonnes globally. A total of 79,000 tonnes of turmeric valued at Rs 704.10 crore was exported all over the world registering a growth of 37 per cent in quantity and 35 per cent in value terms.
The Spices Board said the export of fenugreek, coriander and other seed spices such as mustard, aniseed, dill seed, etc., grew substantially contributing to the spices export basket in the period. The exports of fenugreek grew by 46 per cent in quantitative and 43 per cent in value terms with a shipment of 13,200 tonnes. Coriander saw an increase of 14 per cent in quantity and 23 per cent in value terms with a shipment of 22, 750 tonnes fetching Rs 192.12 crore. Nutmeg and mace recorded a 41 per cent increase in quantity and a 33 per cent increase in value with an export of 1,275 tonnes valued at Rs 56.37 crore. Good opportunity for India to export sugar; reconsidering extension of export subsidy: Govt NEW DELHI: The government is reconsidering extension of sugar export subsidies as India has got good opportunity to sell the sweetener in the international market during NovemberApril of the 2019-20 season that commenced this month, according to Food Secretary Sudhanshu Pandey. Sugar mills exported 5.7 million
tonnes of sugar against the mandatory quota of 6 million tonnes set for the 201920 season (October-September), as per official data. Pandey said: “Thailand's production is expected to be down this year, while Brazil's crushing will only start in April 2021. From now till April, there is good export opportunity for India."
"This is the opportunity the industry has to encash upon, we are doing our best given that India is expected to have a bumper sugar production this year," he added. According to official sources, the food ministry is working on a proposal for seeking cabinet approval for extension of the existing sugar export policy for about 6 million tonnes in the 2020-21 season.
India’s Iron & Steel Exports to China surge despite LAC tensions NEW DELHI: India’s exports of finished and semi-finished steel to China has risen sharply this financial year, spurred by the latter’s quick economic recovery from the Covid-19 pandemic, and despite the rising tensions between the neighbours in Ladakh. India’s total iron and steel exports in the first five months of this fiscal to China
were more than three times the figure in the entire financial year 2019-20. Data from the Ministry of Commerce and Industry shows that the total iron and steel exports to China were worth $1.86 billion in April-August 2020, up from $514 million for all of 2019-20. More than twothirds of these exports were of hot-rolled products and semi-finished products of
iron and non-alloy steel, the data showed. India exported $889 million worth of semi-finished products of iron or nonalloy steel to China in the first five months of 2020-21, as against $107.24 million overall 2019-20. The exports of hot-rolled products of iron and non-alloy steel were at $637 million this year, as against just $23 million last year.

Govt working to make India automobile manufacturing hub in next 5 years: Nitin Gadkari NEW DELHI: Nitin Gadkari, Union Minister of Road Transport and Highways and MSME, recently said that the government is working towards making India a global automobile manufacturing hub in the next five years. The Government is already making policies to support the industry, he added.
According to a press statement, addressing the virtual ‘Electric Mobility Conference 2020’, organized by FICCI Karnataka State Council, Gadkari said, “The future is very bright and India has the potential to become the largest electric vehicle (EV) market in the world as the Government continues to push for EV adoption.”

He also said that Indian manufacturers have the capability to make efficient EVs that can not only create more jobs but also provide opportunities for exports.

On the other hand, the US wants
greater market access for its farm and manufacturing products, dairy items and medical devices, apart from cut in import duties on some information and communication technology products. As Vice President of the US from 2009 to 2017, Biden among other things had emphasised on increasing trade relationships between the two countries. In fact, he had set an ambition goal of increasing the bilateral trade to USD 500 billion at a time when it was around USD 100 billion per annum. Five years later, the trade now is USD 150 billion per annum.
Concor to levy surcharge at Tughlakabad ICD as steep hike in land license fee bites NEW DELHI: The Container Corporation of India Ltd (Concor) will levy a land usage surcharge of Rs. 5,000 per twenty-foot
equivalent unit (TEU) on loaded import containers at its flagship inland container depot (ICD) in Tughlakabad near Delhi, as the state-run rail hauler looks to recover the high land license fee
(LLF) collected by the Indian Railways from April this year. The new land usage surcharge will come into force from December 6, according to a public notice issued by Concor.
India extends anti-dumping duty on carbon black imports from China, Russia till Dec 31, 2020 NEW DELHI: India extended the antidumping duty on imports of carbon black used in rubber applications from China and Russia till December 31, 2020, the department of revenue said in a notification. The duty was first imposed in
November 2015 after the Directorate General of Trade Remedies (DGTR) had found that the imports were impairing local industry. “Notwithstanding anything contained in paragraph 2, the antidumping duty imposed under this
notification shall remain in force up to and inclusive of the 31st December, 2020, unless revoked, superseded or a m e n d e d e a r l i e r, ” t h e r e v e n u e department’s notification said, citing the November 2015 order it had issued at that time.
Great Eastern’s Bulk carrier crew stuck at Chinese Port for 5 months without relief MUMBAI: Twenty-three Indian crew on board a bulk carrier owned by the Great Eastern Shipping Co Ltd are stuck at a Chinese port for close to five months, waiting to discharge coking coal and sail off to a port where they can sign off after spending time at sea much beyond their contractual period. It clearly shows how fleet owners and managers continue to grapple with staff swap on board ships after the pandemic threw this key activity out of
gear since March despite calls from the International Maritime Organisation (IMO) and the industry bodies to treat seafarers as “key workers” to smoothen crew change globally. ‘M V Jag Anand’, a 180,000-tonnes bulk-carrier, owned by India’s biggest private ocean carrier, arrived at the port of Jintang in North China on 13 June to discharge coking coal loaded from Australia. The ship has been waiting at anchorage
ever since, and the delay in berthing has been attributed to lack of import clearance by the Chinese Customs. Consequently, service contracts of all crew on board have long expired, said a shipping industry source familiar with the matter. Two officers on board have completed 17 months while some other crew members are sailing for more than 13 months. Due to Covid-19 pandemic, the ship’s crew could not be signed off on her previous voyages.

TT Talk – Mitigating the impact of Windstorms in Container Terminals
LONDON: Analysis of TT Club’s claims experience continues to highlight the vulnerability of quay cranes, other handling equipment and containers to major weather related incidents at marine terminals. Despite the large mass, it is not uncommon for these cranes to be blown along the crane rails, potentially into other equipment or toppling over, giving rise to extensive damage. Equipment and property damage incidents in container ter minals continue to feature in the industry trade press all too frequently. While a number of these involve third party impacts, and some relate to lack of maintenance or improper procedures, a prevalent factor is the exposure to windstorms. The ship-to-shore or quay crane is one of the most valuable assets of a marine terminal in terms of cost and operational dependence. “quay cranes are particularly susceptible to wind” Due to their size, profile and location on the quayside, quay cranes are particularly susceptible to wind, and care must be taken in the design and operating procedures to protect the asset. The associated risks are not confined to cranes; there have been multiple examples of localised windstorms affecting other terminal handling equipment or causing empty containers to fall from stacks. These types of incident can result in serious injuries to workers and, particularly when quay cranes are involved, can be very costly in repairs and operational downtime. The impact of windstorms can be mitigated by having appropriate procedures in place and ensuring that they are followed. Essential elements include having effective national and local weather reporting systems and ensuring that operational procedures respond effectively when sufficient warning is forthcoming. Additionally, the stack profile of empty containers should be considered in locations susceptible to windstorms; high, narrow stacks are particularly
vulnerable. In certain locations there may be capacity challenges, but due consideration should be given to the planned profile of stacks, specifically the height and depth. Stacks should be aligned so that the units’ longitudinal axes are in line with the predominant wind direction. In advance of forecast storm conditions, particularly where stack heights cannot be reduced, additional measures could include interlinking with locking cones, straps or webbing to create a heavier and more stable mass. Where stacks are more than four high, consider a ‘pyramid’ formation. Key protections For quay cranes, good practice would dictate that storm pin and tiedown facilities and procedures are invoked. Well designed and maintained braking systems, can significantly help in conditions of sudden wind microbursts. There are two primary windstorm issues to be considered: protection against forecast strong winds and protection against sudden local winds called microbursts. Frequently the design of equipment and the procedures underpinning safety are based on the maximum wind speed recorded at the location in question. The industry is witnessing windstorms occurring more frequently and in historically unusual locations to devastating effect due to climate change. It is imperative that operators recognise these changes and where appropriate re-assess the risks accordingly. Procurement of quay cranes should involve consideration to features such as storm pins and storm tie-downs, of sufficient number and size to hold the crane structure stationary. Thereafter, procedures should be developed to ensure that these safety devices are positioned, prior to the windstorm, to protect the asset. Unfortunately, while many terminals have storm-pins, storm tie-downs are less frequently specified. It might be prudent to consider retrofitting storm pins and tie-downs for existing cranes. Are the average and peak wind speeds now higher than the wind speeds used for the maximum uplift calculations during initial design? Particular care should be taken where quay cranes have had their legs raised
and/or booms extended; wind and uplift calculations should have been performed at the time of modification to ensure existing storm tie-downs and civil works were structurally adequate. Review may be necessary to consider whether further changes are appropriate. “It might be prudent to consider retrofitting storm pins and tie-downs for existing cranes” While forecast stor ms clearly present risks, the occur rence of microbursts, during which even the maximum forecast wind speed may be exceeded, create an additional and ongoing challenge. In the worst circumstances, unknown to the driver, a strong wind might arise, blowing in the same direction that the crane is travelling and the driver is unable to keep control. To deal with such situations, suitable storm brakes and service brakes are necessary. These are not, however, an acceptable alternative to pins or tie-downs for forecast windstorms. Maintenance & training Aside from accurate weather forecasting and adequate technical measures, both maintenance and training are crucial for safe operations. Investigations of microburst related incidents have shown that most were due to, or made worse by, service brakes and park brakes being inoperative as a result of poor maintenance. Simulation of such conditions is difficult; procedural training is critical in addressing this area of risk and ensuring that the crane driver is able to take the correct evasive action. In summary, all physical supply chain operations will be exposed during severe windstorms. TT Club urges container terminal managers to review earlier climate modelling, their equipment, emergency plans and procedures in respect of windstorm risks. Doing so will ensure that all possible measures are taken to ensure property and equipment are adequately protected – and personnel kept safe. We hope that you have found the above interesting. Regime change in US a shot in the arm for Chabahar Port Project TEHRAN: The Joe Biden’s triumph in the US Presidential polls and the likely easing of sanctions on Iran by the new regime, will give a big impetus to the development of India-funded Chabahar Port and help resume oil
supplies from the Persian Gulf nation. “Overall, the imminent regime change is a very positive development for India and Iran, and we look forward to this change to translate into action and further softening towards Iran,”
said a government official overseeing the Chabahar port project. Chabahar port project was the “only bright spot” in India-Iran relations over the past few years, and the “momentum it got should continue”, he said.
