CBIC allows goods Import, Export without furnishing Bonds to Customs Eases norm ll June 30 to avoid delays on COVID NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) on Saturday allowed businesses to import and export goods without furnishing bonds to the Customs authorities until June-end, a move aimed at ensuring no delay or disruption in export-import trade due to COVID-19. In a circular, the CBIC said importers and exporters will have to furnish an undertaking in lieu of the bonds till June 30. The indirect tax body said it has received representation from traders to accept undertaking in lieu of bonds in certain cases of Customs clearance, in view of the difficulties being faced in the ongoing lockdown/constraints imposed in different regions of India. Expediting clearance To expedite Customs clearance of goods and for
maintaining balance between Customs control and facilitation of legitimate trade, the CBIC said it has approved relaxation of the requirement to submit bonds. “The Board has decided to restore the facility of acceptance of an undertaking in lieu of bond by Customs formation ... till June 30, 2021,” the CBIC said in a circular. “Importers/exporters availing this facility shall ensure that the undertaking furnished ... is duly replaced with a proper bond by July 15, 2021,” it added. Last year too in the wake of COVID pandemic, the CBIC had allowed businesses to import and export goods without furnishing bonds. “These measures would facilitate international trade and ensure continuance of business operations,” said AMRG & Associates Senior Partner Rajat Mohan.

DP World expands European inland network through Swissterminal tender success to operate three Alsace ports D U B A I : D P Wo r l d h a s significantly expanded its European inland network, adding three key ports in the Alsace region through its affiliate company, Swissterminal. Earlier this month, the public authority Syndicat Mixte des Ports du Sud Alsace (SMO) awarded the concession contract of the Ports of Mulhouse-Rhin to the public-private company composed of the SMO, the Caisse des Dépôts et Consignations and Alsaceteam (joint venture of Swissterminal and the two French seaports Grand Port Maritime de Marseille and Haropa Port du Havre). The operation of the three French inland ports is granted through a subdelegation contract to Alsaceterminal, a wholly owned subsidiary of Swissterminal, which will take over Ottmarsheim, Huningue-Village-Neuf and Ile Napoléon ports in the course of 2021. DP World believes this is a hugely positive announcement for the firm and its customers as it allows expansion of its already vast network across Europe, thereby offering greater geographic range, more transport solutions, and an increased number of connections. More specifically the move will improve transport connections in the border triangle region between France, Switzerland and Germany, which holds such economic importance for numerous industries such as chemicals, metals, food processing, and construction. The strategic location of the ports is also expected to grow in significance in the near future. New rail connections due to be implemented will link them to the two main French seaports of Le Havre and Marseille-Fos, while inland shipping to the largest North Range ports of Rotterdam (Netherlands) and
Antwerp (Belgium) will be strengthened. Rob Harrison- Vice President Inland & Logistics - Europe & Russia at DP World, said: "This is an incredibly exciting announcement for everyone involved, but also for trade in the region, as we as a sector continue to strive to introduce more products, improve efficiency and reliability, while of course reducing our carbon footprint and that of our customers through more sustainable inland transport methods, such as barge and rail. "Swissterminal and its partners have committed to improving transport connections within Europe across the supply chain, especially within the border triangle region, and DP World will support those commitments where it can, while also offering the benefits of its wider European and global network, resource and facilities. “We would like to congratulate our colleagues at Swissterminal and our new partners in the region. We look forward to working with them as the potential of these ports becomes a reality."
Ocean Network Express expands its Refrigerated Container fleet SINGAPORE: Ocean Network Express (ONE) continues to expand its current refrigerated container (reefer) fleet by adding another 27,500 new units (including 850 units equipped with advanced Controlled Atmosphere (CA) technology) to meet the growing demand for refrigerated cargo around the world. This new investment comes on the heels of 5000 units (all 40'HC) invested by ONE in early 2020, which demonstrates its strong commitment to meet the demand for containerized reefer trade. Despite the challenges triggered by COVID-19, the global refrigerated container trade showed strong resilience in 2020 compared to dry cargo and ONE expects this growth to be maintained in 2021. ONE is currently working towards the application of the latest IoT technology into its fleet of reefer containers which provides real time visibility of critical information such as the temperature and humidity inside the container, thereby enhancing cargo care during the entire voyage. Hiroki Tsujii, Managing Director, Marketing & Commercial in Ocean Network Express (ONE) commented "ONE now has one of the largest and youngest reefer fleet in the world, equipped with the most advanced
technologies designed to handle perishable cargo demand. Since inception, ONE has been consistently investing in new reefer containers, which in turn has helped to position ourselves in a strategically important & growing business segment." ONE's Global Reefer Business Planning team based at ONE's HQ in Singapore, develops ONE's global reefer marketing and business strategy through the close monitoring of market demand and the close collaboration with ONE's regional reefer teams located around the world. ONE's Reefer technical team is available both on board and on shore providing round the clock assistance and monitoring of its customers' precious reefer cargo throughout the voyage.

First batch of anti-pandemic supplies arrives in Bangalore with transportation support from COSCO SHIPPING BEIJING: As the COVID-19 pandemic continues to spread in India, the Red Cross Society of China (RCSC) has decided to provide medical supplies to the Indian Red Cross Society through the International Federation of Red Cross and Red Crescent Societies to help India fight against the pandemic. The first batch of antipandemic supplies donated by the RCSC, including 100 Philips oxygen concentrators and 40 ventilators (including 20 Rs 300 Ventilator invasive ventilators and 20 BPAP system RXiBreeze non-invasive ones), took off from Chengdu on the morning of May 9 and arrived at the airport of Bangalore on the afternoon the same day. In order to carry forward the spirit of great love and support the international antipandemic cause, COSCO SHIPPING provided total transportation support for this foreign aid operation and donated all the transportation service fees. More antipandemic supplies, including negative pressure isolation ambulances, will soon arrive in India by sea.
Since 2017, COSCO SHIPPING Charity Foundation has provided transportation support to the RCSC for a total of 10 batches of foreign aid supplies. This year, under its new “Commonweal Shipping” campaign, the Foundation will continue to provide transportation support to Chinese philanthropic organizations in their foreign aid efforts.
SeaCode : Tackling workplace problems in the Maritime Industry SeaCode is a digital pla orm with a mission to support people who face difficult situa ons at work and tackle these problems together MUMBAI: SeaCode is an online platform for people in the maritime industry facing difficult situations at work (on-shore and offshore) – such as harassment, discrimination and mental health str uggles. The platform enables people to share the problems they face anonymously. They will be listened to and change will come from people sharing their stories. That’s because SeaCode aggregates people’s experiences into a data set, used to understand of the types and frequency of problems faced in the maritime industry. That data is then given to industry leaders who will use it to compel change. SeaCode also allows people to share their experiences publicly on our site and read other people’s experiences. SeaCode wants to show people that they are not alone and
don’t have to cope by themselves. SeaCode also providse resources for people to educate themselves and links to useful organisations who can provide support. SeaCode won the Women in Maritime Labs Hackathon hosted by BW LNG, Hafnia and Shell in November 2020. SeaCode is the result of an industry collaboration, including SheFarers – a voluntary Turkish mentoring platform – and Ivory, a Singaporean-based start-up. Change is hard, but it needs to happen fast. To get involved as an ambassador for SeaCode – to help us spread the word and encourage people to share their experiences – please email us at info@seacode.org . Sanjam Gupta founder Maritime SheEo requests the industry to support this initiative which can go a long way to promote working environment in board ships that is devoid any harassment and bullying by bringing to light real stories of seafarers.
NYK becomes rst Japanese Shipping Company to participate in Ship Recycling Transparency Initiative T O KY O : N Y K b e c a m e t h e f i r s t Japanese shipping company to join the Ship Recycling Transparency Initiative (SRTI) on May 11, an information disclosure platform hosted by the Sustainable Shipping Initiative (SSI). SRTI is comprised of leading shipping companies, shippers, and financial stakeholders, including investors, lenders and insurance providers. It aims to promote transparency in ship recycling and provide information to stakeholders such as cargo owners, banks, investing institutions, and insurance companies by sharing information on the SRTI website about participating shipowners’ ship-recycling policies, practices, and progress. NYK has become the first Japanese shipping company to join the SRTI. Ships contain a large amount of high-quality iron, and appropriate disposal of valuable recyclable resources is important for the realization of a circular economy. Additionally, the minimization of industrial accidents and environmental pollution when ships are dismantled have been issues receiving attention. The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, or simply the Hong Kong Convention, was adopted by the IMO in 2009 and ratification is currently underway in various countries to bring the convention into effect. However, in 2008 prior to the introduction of the convention, NYK established its own shiprecycling policy, which incorporates the final draft of the
convention, to achieve earlier implementation of the convention benefits. NYK will further promote transparency of the shiprecycling process through the company’s participation in the SRTI so that stakeholders can be assured that NYK-owned vessels are being safely and properly recycled. At the same time, NYK will promote responsible ship recycling within the global shipping industry, which considers safety, the environment, and human rights to be of utmost importance, and aim to build a healthier supply chain. On February 3, NYK released the NYK Group ESG Story, which aims to further integrate ESG into the company’s management strategy and promotes activities that contribute to the achievement of the SDGs (Sustainable Development Goals) through business activities. Promoting transparency in ship recycling through participation in the SRTI reflects the company ’s initiative to achieve NYK ’s environment management target, which is to reduce CO2 emissions per tonkilometer of transport by 50% by 2050. To strongly promote ESG management, the NYK Group will encourage new value creation as a sustainable solution provider through a business strategy that includes software innovation.

Oxygen curbs hit Container repairing sector MUMBAI: The curbs placed on industrial use of oxygen by the Centre to augment availability of medical grade oxygen for hospitals to save lives of critically ill COVID-19 patients, is impacting exporters by exacerbating a shortage of containers. Thousands of damaged containers, which arrived with import consignments on shipping lines, have not been repaired due to lack of oxygen and are hence not available for exporters, said industry executives. With containers being handled by heavy cranes and transported over long distances by trains and trucks, some containers get damaged and typically undergo repairs before being returned to the system. The percentage of damaged containers may be in the range of 1-5% of the total containerised trade, but this volume is significant enough to impede
foreign trade when the economy is at a critical juncture, already facing shortages of containers, said freight forwarders and executives from the maritime trade. “Since mid-January, the situation in container movement was easing, following government intervention. But the second wave of the pandemic and shortage of industrial oxygen supply has aggravated the issue of container shortage,” Mr. Sanjay Bhatia, co founder & CEO, Freightwalla, a digital freight-for warding company was quoted as saying recently. “Oxygen is essential for repairs and welding of damaged containers; due to the prohibition it cannot be availed of. It has now become a big issue. There are thousands of empty containers lying unrepaired. This has further added to the crisis for exporters,” he said, adding the problem started from
the third week of April. According to industry officials, exports of commodities moving in large volume have been impacted. These include rice, sugar, stones and tiles, as well as plant and machinery. However, light-weight containerised cargo is getting loaded on ships. Besides, the dwelling time of containers has has almost doubled to 45-50 days due to the emergence of the second wave of the pandemic globally on account of short supply of workers, officials said. The imbalance in container supply surfaced from the beginning of the pandemic due to congestion at major ports worldwide and piling of containers in key global destinations due to lockdowns and slower consumption. In such a scenario, any shortage in the supply would naturally hit exporters hard, officials added.
Govt extends antidumping duty on seamless tubes, pipes till October NEW DELHI: The government has extended anti-dumping duty on certain types of seamless tubes, and pipes till October 31 this year with a view to guarding domestic manufacturers from cheap Chinese imports. The duty on ‘seamless tubes, pipes and hollow profiles of iron, alloy or non-alloy steel (other than cast iron and stainless steel), whether hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm’ was first imposed in May 2016 for five years. “…the anti-dumping duty imposed
under this notification shall remain in force up to and inclusive of the 31st O c t o b e r, 2 0 2 1 , u n l e s s r e v o k e d , superseded or amended earlier,” the Central Board of Indirect Taxes and Customs (CBIC) has said in a notification. The commerce ministry’s investigation arm Directorate General of Trade Remedies (DGTR) had recommended for extension of the duty, after concluding a probe. While DGTR recommends the duty to be levied, the finance ministry imposes it.
Countries initiate anti-dumping probes to determine if the domestic industry has been hurt by a surge in below-cost imports. As a countermeasure, they impose duties under the multilateral WTO regime. Anti-dumping measures are taken to ensure fair trade and provide a levelplaying field to the domestic industry. They are not a measure to restrict imports or cause an unjustified increase in cost of products. India has initiated maximum anti-dumping cases against dumped imports from China.
NHAI exempts Tankers & Containers carrying liquid medical oxygen from user fee at toll plaza NEW DELHI: The National Highways Authority of India (NHAI) has announced exempting tankers and containers carrying liquid medical oxygen (LMO) from user fee at toll plazas across national highways. The Ministry of Road Transport and Highways in a statement issued has said that in order to provide uninterrupted passage for tankers and containers carrying Liquid Medical Oxygen (LMO) across National Highways, the user fee for such vehicles
at toll plazas has been exempted as the country is battling a surge in covid-19 cases in the country. Ke e p i n g i n v i e w t h e c u r r e n t unprecedented demand of the Medical Oxygen across the country due to COVID -19 Pandemic, containers carrying Liquid Medical Oxygen will be treated at par with other emergency vehicles such as ambulances for a period of two months or till further orders. “Although the toll plazas have nearly
zero waiting time after implementation o f FA S Ta g , N a t i o n a l H i g h w a y s Authority of India is already providing priority passage to such vehicles for quick and seamless transportation of medical oxygen. Instructions have also been issued by NHAI to all its officials and other stakeholders to assist the government and private efforts to fight the pandemic in helping them in proactive manner,” said a statement issued by the Ministry of Road Transport & Highways.
More than 100 Shipping Yards on course to run out of business this year : Report COPENHAGEN: Danish Ship Finance has published its biannual shipping markets review. Contained in the 59-page research document are details of the remarkable ongoing consolidation within the shipbuilding sector. Danish Ship Finance has published its biannual shipping markets review. Contained in the 59page research document are details of the remarkable ongoing consolidation within the shipbuilding sector.
The ten largest yard groups now control more than 80% of the orderbook but will deliver only 40% of their orderbook during 2021, statistics that Danish Ship Finance pointed out reflect the consolidation process that is shaping the shipyard sector with many of the smaller yards now quickly running out of employment. Data from Danish Ship Finance shows yard capacity has kept fairly stable at 57m cgt since 2019, but 133 yards with a combined capacity of 10.5m
cgt representing 20% of global capacity are scheduled to deliver their last orders during 2021. Yards accounting for another 13m cgt are currently projected to run out of orders in 2022. Yard capacity remains poorly utilised. The average yard only utilised half of its capacity during 2020. This is expected to increase to 60% in 2021. Yard capacity around the world peaked in 2008 at 85% and has been on a declining trend since the end of shipping’s last great bull-run.

APM Terminals agrees divestment of APM Terminals Rotterdam to Hutchinson Ports T H E H A G U E : A P M Te r m i n a l s (APMT) and Hutchison Ports are pleased to announce that Hutchison Ports Netherlands B.V., a subsidiary of Hutchison Ports, has signed an agreement to acquire the Rotterdam container terminal APM Terminals Rotterdam (APMTR) from APMT. APMTR is located adjacent to Hutchison Ports’ existing ECT Delta terminal in the Maasvlakte area of Europe’s largest port. It has 1,600 metres of deep-water quay serviced by 13 ship-toshore gantry cranes. Commenting on the divestment, Rolf Nielsen, Head of Hub Terminals APMT said, “We are pleased to announce our
divestment of APMTR to Hutchison Ports. Over the past eighteen months, the various parties have worked intensively and constructively together with all relevant parties, including APMTR’s works council and trade unions, to complete the transaction. The sale gives APMTR the best possible future with a good security for jobs for its employees.” Commenting on the acquisition, Clemence Cheng, Managing Director of Hutchison Ports Europe said, “We are delighted to strengthen further our presence in the Port of Rotterdam. We already handle the majority of containers in the port through ECT’s Delta and Euromax terminals. The addition of APMTR will further enhance our ability to
offer a first class and flexible service to our customers. We will continue to serve Maersk’s existing business at the terminal and will work with the workforce to develop the customer and volume base to meet growing demand. We have the opportunity to redevelop and enhance the facility in the future and look forward to continuing to grow our business in the port.”
India’s COVID-19 surge to unleash drastic disruptions in maritime industry: sources LONDON: The ongoing second wave of the deadly coronavirus pandemic in India is expected to snowball into a major disruptor for the shipping and logistics industry as several ports globally are shunning ships which have called at any location along the South Asian coastline. Bunkering operations could also come in the ambit of this catastrophic wave that has engulfed India, although no major disruptions have been noted yet as demand has been lackluster, bunker industry sources said. The impact on global shipping logistics from India’s isolation could become a very significant market disruptor by causing delay in supply of
ships, said Ole-Rikard Hammer, oil and shipping analyst with Oslo-based Arctic Securities. This will obviously tighten the tankers’ supply, Hammer told. There are serious concerns over several ports refusing to allow crew changes in those ships which have called on Indian ports over the previous 14 days. Singapore has already banned ship crew changes for those with recent Indiarelated travel history while Fujairah — another major bunkering hub — has also prohibited such crew changes from vessels arriving from India. Voyage from India to several ports in Asia is less than two weeks, and this implies that the ship will have to idle
away for a few days before being eligible to enter its next port of call for bunkering, loading, unloading, crew change, dry docking or even routine maintenance. Bunkering schedules will go awry, daily earnings will be hit and ships will seek to offset it by seeking higher freight for India-bound voyages, several shipping sources in Asia and Europe said. If things play out similar to what was seen last year during the first lockdown in India, there will be a sharp drop in local demand and most of this difference will be diverted for exports, said Ralph Leszczynski, who heads research at Genoa-based shipping broker and consultancy, Banchero Costa.

DGFT’s COVID-19 Helpdesk coordinating and resolving International Trade related issues Cont’d. from Pg. 3
Trade related issues concerning other Ministries / Departments / Agencies of Central Government and State Governments are being collated and are being taken up for resolution with the concerned agencies. Major areas which have been flagged through Helpdesk for support, include• Import of Oxygen Concentrators / Oximeters / Covid Related Medical Devices – Regulations & relaxations requested; • Application Status of licenses incentives; • Banking related Issues – Shipping Bills not reflecting in RBI EDPMS system. • Customs Clearance issues • Documentation issues • Export Obligation extensions • Transport/Port Handling / Shipping / Air Movement
Within a period of 15 days, 163 requests have been received seeking support, policy clarity and relaxations etc., out of which 78 have been fully resolved. Major issues which got coordinated/ resolved during the period, include: • On 6th May 2021, PESO relaxed the norms for registration of imports by way of simplifying online registrations without carrying out the physical inspection of production facilities of global manufacturers before granting registration and approvals for importing oxygen cylinders and cryogenic tankers/containers; • Issue of mandatory BIS and SIMS requirements for import of oxygen cylinders to India. This would reduce the compliance burden and will waive off the fees to be paid for SIMS registration; • DGFT took up with RBI issue
regarding the Shipping bills not reflecting in the RBI-EDPMS system for the exporters to be able to get their data updated for availing benefits under the FTP; • DGFT took up the issue with DPIIT regarding the request of some industries for allocation of Oxygen supply for Industrial activities and the support requested for subsidies for establishing the Oxygen Manufacturing plant; • DGFT successfully addressed issue of lockdown in Karnataka impacting garment manufacturing industry. Industry can approach the Covid 19 Helpdesk for support and register their issues on the DGFT website ( h t t p s : / / d g f t . g o v. i n ) o r e m a i l a t dgftedi@nic.in. Department of Commerce is committed to take up all such matters received on priority with other Ministries/Departments and State Governments/UTs.
