TCS partners with Transnet Port Terminals in South Africa MUMBAI: Tata Consultancy Services has partnered with Transnet Port Terminals (TPT) in South Africa, part of Transnet SOC Ltd, a state-owned freight transport and handling company, to help the latter develop an integrated online marketplace platform by bringing together cargo owners, shipping lines, clearing and forwarding agents, and road/rail haulers. TPT saw an opportunity to simplify
the South African logistics market by creating a connected portal that would provide comprehensive logistics information to cargo owners and logistics players. It partnered with TCS to create the new platform named Cargo Connect, which will function as an online logistics marketplace where customers can submit logistics related requests and allow service providers to bid online. Customers will be able to select the preferred proposal and award the cargo contract to that bidder.
This will make the entire request and bid selection process completely transparent, delivering greater value to TPT’s customers. The platform will also help customers remotely track the cargo at every point of the container journey and send automated alerts with critical information, whenever a cargo event occurs. Expected to be ready in 12 months, the Cargo Connect marketplace will reshape the industry and drive TPT’s growth.

Logistics requires joint efforts of Govt at all levels along with simplification of process across Ministries : Pawan Kumar Agarwal NEW DELHI: We need to reduce the cost of the Logistics sector, mentioned Dr. V K Saraswat (Padmabhushan), Hon’ble Member, NITI AAYOG, Govt. of India in the session by PHD Chamber of Commerce and Industry on ‘How Logistics Will Contribute To Atma Nirbhar Bharat’. Dr. V K Saraswat while giving a global perspective about the logistics sector mentioned that there will be tremendous growth in the logistics sector. In the Indian context, the logistic sector is estimated to grow at an optimistic rate. We are looking at automation of complete logistics and transportation processes through IoT and computer science. While explaining the time frame in the shipment, he emphasized that there is a need to improve our on-time delivery to meet last-mile connectivity. Talking about global trends, there is a need for environment-friendly logistics ensuring sustainability and eco-friendliness. We have a goal towards the sustainment logistics dimension that is driven by the economy, society, and environment. India is an emerging market for domestic logistics, international logistics, and business fundamentals, said Dr. Saraswat. While discussing the impact of the pandemic on the logistics sector leading to a slowdown in the sector, he discussed the challenges faced by the logistics sector and the need to improve these challenges to reduce the cost of logistics and human intervention in times to come. Technologically driven logistics by adopting new technologies can give a great solution and enhance logistic operations. Logistics services need to have increase agility, credential stability, transparency, and speed. The supply chain needs to become a more resilient better ability to adjust and recover from future difficulties. A new surge in warehousing and demand especially, for temperature control warehousing space will be much better. We need to look at automation and robotics to make logistics more efficient and, greater efficient to the management of private warehouses said, Dr. V K Saraswat.
Mr. Pawan Kumar Agarwal, IAS, Special Secretar y (Logistics), Ministry of Commerce and Industry, Govt. of India in his deliberation mentioned that Logistic Sector in one sector which limits Government action, they are highly fragmented. While addressing the challenges faced by the logistics sector, he discussed that looking for logistics Mr. Pawan Kumar Agarwal from the lens of cost would be unfair. The Government has made huge investments in infrastructure, with the support of the private sector. Warehousing and other facilities have largely been created by private companies. M r. A g a r w a l m e n t i o n e d t h a t w e h a v e q u a l i t y infrastructure in place; we need to optimally use it to our advantage. The logistic sector requires joint efforts of the Government at all levels along with simplification of the process across Ministries that will further enhance the potential of this sector. Mr. Agarwal discussed that we need to have a good sense of providers, for which we need to put in place a process of registrations for the logistics sector. Formalization and standardization of this can help to bring trust and make this sector multi-modal. Digital technologies offer a lot of opportunities to bring in efficiency & to ensure the visibility of warehouses. We can professionalize this sector by bringing in certification courses and democratize the logistics sector ensuring more efficient and effective, said Mr. Pawan Kumar Agarwal. Mr. Pawanexh Kohli, Former CEO & Chief Advisor, National Centre for Cold Chain Development (NCCD) mentioned that Atma Nirbhar means self-determination and self-choice. Mr. Kohli emphasized that logistics is the sole backbone sector that brings the fulfillment of division and ensures delivery. Logistics translates to being productive and, for which it’s essential to increase the efficiency of land, labour and capital at the same time meet the immediate demand. Production needs to cater to the demand for the market for which we need organized logistics and helps to meet the supply.
MSC Partners with WAVE for Wide Adoption of its e-Bill of Lading in India Cont’d. from Pg. 3 As part of its response to COVID-19 to ensure b u s i n e s s c o n t i n u i t y, t h e c o m p a n y i s n o w accelerating efforts for a wide adoption of the digital solution throughout the country. Traditionally the shipping industry has heavily relied on physical documentation, stamps and signatures. The bill of lading is one of the most important documents in international trade, present from origin to destination and critical to ownership of cargo, customs clearance and financing. In the pre-COVID, paper-based process, it would take days for the BL to travel from origin to destination, physically changing hands several times along the way. However, once lockdown and social distancing measures were put in place, the existing manual processes and physical method were disrupted or even no longer feasible in some countries. “We have had situations where couriers were unable to deliver documents between ports, trade offices and banks due to quarantine measures,” relates Capt. Deepak Tewari, Managing Director at MSC India.
Digital e-BL helps keep containers moving amidst COVID-19 With the flow of a significant number of shipping containers being impacted by the pandemic, MSC has started to offer the WAVE e-BL solution to streamline affected operations and ensure continuity of service. “We have been working with WAVE on introducing and piloting an e-BL solution since 2019. We ran successful pilot projects with some of our customers last year, where we saw first-hand the benefits which arise from digitalising this part of the process. When the COVID-19 pandemic hit, we decided to accelerate our roll-out and offer the e-BL solution to our broader base of customers.”
explains Capt. Deepak Tewari “WAVE mirrors the paper-based process that the shipping and cargo transportation industry is used to, only without physical couriers,” explains Managing Director. “Thus, it’s an ideal solution to implement at a time when our customers need to rapidly adjust their processes, as the learning curve is quite low.” he adds. M r. G a d i R u s c h i n , C E O a t WAV E , c o m m e n t s : “Our mission since founding WAVE has been to transform the efficiency and security of international trade documentation through our robust digitisation protocol. We now see ourselves as ‘mission critical’ to ensuring trade can continue as physical movement of people and the paper they carry has been shuttered across the world. It couldn’t come at a more critical time as countries rely on trade to fight COVID-19 and save their economies. We launched this unique onboarding effort to help MSC swiftly onboard stakeholders and navigate the challenges while preparing the carrier to flourish once conditions normalise.” With MSC’s e-BL solution, BL transit time can be reduced from days to minutes, without the need for physical contact. The e-BL is sent using WAVE’s blockchain-based system, which uses distributed ledger technology to ensure that all parties can issue, transfer, endorse and manage trade-related documents through a secure, decentralised network. The protocol is approved by the International Group of Protection & Indemnity Clubs and meets the highest industry standards for security and privacy. The application is available free of charge for on-premises installation for shippers, importers and traders. Users only pay for issuing the original documents, and they do not need to invest in any IT infrastructure or make operational changes in order to use the service. They can simply sign up via the WAVE section on MSC’s website: www.msc.com/wave.

The number of ships pulling into ports to unload and load containers rebounded in many parts of the world in the third quarter of 2020, according to new UNCTAD calculations. This offers a hopeful sign for world merchandise trade, which suffered a historic year-on-year fall of 27% in the second quarter. Maritime shipping saw a dramatic slowdown earlier this year as government measures used to curb the COVID -19 pandemic restricted economic activities and travel. By midJune, the average number of container vessels ar riving weekly at ports worldwide had sunk to 8,722, an 8.5% year-on-year drop. But new data show that, globally, the average weekly calls have started to recover, rising to 9,265 by early August, just 3% below the levels of one year earlier. “Most of the manufactured goods that we produce and consume are shipped in containers,” says Shamika N. Sirimanne, director of UNCTAD’s technology and logistics division. “The latest containership port call patterns therefore offer a ray of hope for economic recovery from the pandemic.” A new UNCTAD article explores how data on the movement of vessels – which carry over 80% of the goods traded globally – can help policymakers navigate the troubled waters of a crisis while they wait for official statistics on trade and gross domestic product. “Even in the absence of official trade statistics, maritime transport provides reliable near real-time data that can help policymakers make better decisions in managing the recovery from the COVID-19 crisis,” Ms. Sirimanne says.
Tracking a pandemic with port calls The UNCTAD article shows that, globally, container ship arrivals started to fall below 2019 levels around mid-March 2020 and then to recover gradually around the third week of June. The start of the decline coincided with the World Health Organization’s decision on 11 March to classify COVID-19 as a pandemic, while the gradual recovery reflects the timeline when some countries began easing out of lockdown. The UNCTAD article says that although most regions have seen some recovery in the third quarter of 2020, both in absolute numbers and compared to 2019 levels, the global figures hide important regional differences. Weekly average containership port calls during the first 31 weeks of 2020 compared to the same period in 2019 For example, while weekly container ship port calls in China and Hong Kong had climbed to 4.1% higher than the 2019 numbers by early August, calls in North America and Europe were still 16.3% and 13.2% below the levels registered one year earlier. “The regional and country trends appear to follow the progress of the pandemic,” the article says. “Distinct port call patterns in South America and Africa can also be observed, probably reflecting the delayed onset of the COVID-19 outbreak and lockdowns.” Beyond lockdowns and port calls The diverging and volatile port call patterns across regions since June 2020 also underscore the fragility of the apparent recovery and the presence of factors that extend beyond the pandemic and lockdown restrictions. Not all weekly changes in port calls are the result of the pandemic, UNCTAD says. “Trade policy changes
resulting in shifting trade patterns and regulator y measures that affect shipping and ports can also affect port calls.” The article adds that the ship deployment strategies used by carriers as well as decisions by shipping alliances can influence port call choices as well. “That’s why it’s also interesting to look at other indicators, such as container shipping timetables,” says Jan Hoffmann, chief of UNCTAD’s trade logistics branch and one of the article’s authors. The timetables, which show the deployment of cargo carrying capacity measured in Twenty-foot Equivalent Units (TEU), reflect shipping lines’ expectations for near future demand. While container shipments to and from China and the United States have resumed in the third quarter, timetables show a continued decline for many European countries. Mr. Hoffmann warns, though, that data on shipping schedules should be interpreted with care because, for example, carriers may decide to skip port calls if demand doesn’t turn out as expected – a phenomenon known as “blank sailings”. He adds that there is also a certain risk of circular dependency. “Carriers’ expectations may be based on economic forecasts, which in turn may depend partly on economic analysts making use of data on shipping schedules.”
India begins anti-dumping probe on certain aluminium imports from China NEW DELHI: India has begun an anti-dumping probe in the imports of certain flat rolled products of aluminum originating in or exported from China based on a complaint by Hindalco Industries alleging injur y to the domestic industry due to the dumped
goods. The Directorate General of Trade Remedies (DGTR) will probe the dumping from FY17 to December 2019. “The applicant has also claimed that imports are causing threat of material injury, considering significant increase in imports as compared to base year, significant surplus
capacities in subject country, high export orientation of producers in subject country, and ability to scale up production in short span,” DGTR said in a notification. It added that all these factors go on to show that imports are causing threat of material injury to the domestic industry.

World Bank helping Railways to formulate Private Freight Terminal policy MUMBAI: The World Bank, which has part-funded the dedicated freight corridor, is working with the Railways to formulate the private freight terminal (PFT) policy. The Railways, meanwhile, has taken policy decisions to attract freight to the rail-mode. Referring to Railways’ 800 private freight terminals, Junaid Ahmed, India Country Director, South Asia, World Bank, said that the World Bank is working with the Railways to formulate the private freight terminal policy. He added that it is important that the Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) taps the capital markets. He was speaking at the CII Railconnect conference. Railways is trying to increase its
freight movement. Railway Minister Piyush Goyal added that Railways, which has already spent almost Rs. 50,000 crore as capital expenditure in the first five months of the current fiscal, is working on policies to attract freight. The Railways has been able to provide transit time guarantees for its freight trains, which has helped the transporter garner extra cargo for its Kisan rail services as well as parcel trains. Railways has set a target to load 2,000 million tonne of freight over the next five years. By March 2024, Railways with will create network capacity by making double lines in networks with traffic density of over 90 per cent, said Railway Board
Chairman VK Yadav. Recently, the Railway Board notified that Dedicated Freight Cor ridor Corporation of India Ltd has been accorded the power to book extra traffic on stations located on its network and offer cheaper freight rates if they get extra traffic. The revenue earned from such traffic will accrue to the Railways. This revenue will also form part of the key performance indicators of DFCCIL to be firmed up by the infrastructure directorate of the Railway Board. On the Western freight corridor, DFCCIL has three cement rail-sidings, and another three private freight terminals, all of which will help DFCCIL book such extra cargo.
India's sugar exports surge 50% to a record level of 5.7 million tonne this month NEW DELHI: India’s sugar exports will rise 50% to a record of over 5.7 million tonnes in the season ending this month, helped by the depreciated rupee, subsidy and lower output from rival suppliers. The Government expects the robust performance to continue in the next season also. “We have contracted 5.7 million tonnes out of which 5.5 million tonnes have been already dispatched from mills. We expect contracts of further 5-6 lakh tonnes before the season ends,” said Subodh Kumar Singh, Joint Secretary, Food Ministry. India had a target to export 6 million tonnes. He said that the record export has been possible due to better coordination
b e t w e e n m i n i s t r y, m i l l e r s a n d transporters during Covid-19 pandemic. “Export shot up due to sustained demand at global market,” Singh said. The highest sugar export before this was in 2007-08 when India shipped 4.9 million tonnes. Singh said sugar export was likely to be in the same range in the next season also. “We expect production of 32.5 million tonnes of sugar next season (October 2020-September 2021) with surplus of 6-6.5 million tonnes. The carryover stock of 1 million tonnes will further raise need for exports,” he said. The Government’s decision to extend subsidy of Rs 6,268 crore for export of 6 million tonnes sugar also encouraged mills to ship excess sugar.
Exports have risen due to opening up of Indonesian market for the first time and Malaysian market after long time. The traditional markets like East Africa, Bangladesh and Middle East also reacted positively during Covid pandemic. “Due to drastic drop of sugar output in Thailand owing to drought, Indonesia and Malaysia which are primarily served by Thailand, had to import sugar from India. Apart from that, Iran also imported sugar in large quantities. Iranian and Indonesian imports together comprise 1.2 million tonnes while Malaysia imported sweetener in small quantity,” said Abinash Verma, Director General, ISMA, an industry body.
Govt could make locally manufactured barges mandatory for Coastal & Inland Waterways movement NEW DELHI: The Government could make domestically manufactured barges mandatory for coastal and inland waterways movement, as part of the plan to promote the ship building industry in India. A lead time of one to two years is likely to be given before implementation of the rule. Barges are long, flat bottomed boats for movement of bulk goods. The decision is being mooted as part of the shipping Ministry’s exercise to formulate the Maritime Vision 2030. Development of the shipbuilding industry with special focus on barge building is one of the key agendas of the Government’s move to encourage local manufacturing of ships. Recently, the shipping Ministry
directed all major ports to procure or charter tug boats which are only made in India. All procurements being done by major ports would now need to be carried out as per the revised ‘Make in India’ Order. The Ministry is looking to reduce the shipbuilding cost of barges to make the industry more competitive for export, besides effectively implementing the ship building subsidy to encourage domestic manufacturing. The Ministry is also looking to accord infrastructure status to ships to this effect. The Ministry has also proposed to formulate a policy for movement of long term cargo on Indian built ships to encourage ship building in India. The DG Shipping, Mr. Amitabh Kumar, IRS had earlier said that the Government was working on several
policies simultaneously to encourage t h e s h i p b u i l d i n g i n d u s t r y. T h e Government is taking a cluster-based approach to help small shipbuilders make seaworthy ships of international standards. The plan is to replace old vessels with Indian-built vessels, which will account for 60% of the ships operating in the country five years from now from the present level of less than 10%, Kumar had said. Most of the shipbuilding industry is concentrated in Asian countries like China, Japan and South Korea. While India remains a leading player in terms of ship recycling globally, its ship building capacity is minuscule. The Ministry is planning to encourage all PSUs to use coastal and inland waterways to generate demand for Indian built barges.

India’s role is imperative in diversification of Global Supply Chains & Berlin's strategy: German Envoy NEW DELHI: The current global challenges across the spectrum cannot be solved without India and therefore Delhi plays a critical role in Germany’s newly released Indo-Pacific strategy that aims at diversifying supply chains without being dependent on just one source, German Ambassador to India Walter Lindner said recently. “Germany has a policy for Africa and policy for Latin America. However, we did not have any policy for Indo-Pacific region as a whole. This region houses world's 33 mega cities, a young and
dynamic population and sea lanes of communication that are responsible for a significant part of the global trade. It was time that Berlin adopted a strategy for the region,” Lindner said days after Berlin released its Indo-Pacific strategy. “The Covid situation made it clear that supply chains cannot be dominated by anyone. There must be a diversification of supply chains. Germany favours diversification of supply chains and India plays a critical role in that. No global challenges in today’s world can be solved without
India’s participation,” noted Lindner, who had in the past served as the Foreign Secretary. The Indo -Pacific strategy was released last week by German Foreign M i n i s t r y. B e r l i n’ s s t r a t e g y a l s o suggested opening dialogue with institutions where India plays a key role -- Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation and Indian Ocean Rim Association -- in the areas of business and maritime safety, as well as disaster risk management.
E-way bill generation inching closer to pre-COVID levels, August month clocks 49.4 million NEW DELHI: E-way bill generation is inching closer to pre-Covid levels with the full August month clocking 49.4 million, higher than July numbers of 48.3 million and shy of August 2019 numbers of 51.2 million. The numbers of bills generated in the months post lockdown is a strong indicator of the
economy recovering from the effects of Covid 19 pandemic. E-way bills, a must for transportation of goods worth more than Rs 50,000, clocked a daily average of 1.5 million in August, similar to that in July but higher than 1.4 million in June.
The daily average numbers are inching closer to the 1.8 million per day recorded during the pre-Covid period, from January 25 to March 24. As per GST Network, over 10.4 million e-way bills were generated in the first six days of September.
RoSCTL scheme to help enhance competitiveness of apparel exporters: AEPC CHENNAI: The Rebate of State and Central Taxes and Levies (RoSCTL) scheme will help enhance competitiveness of apparel exporters and boost the outbound shipments, industry body AEPC said on Wednesday. Apparel Export Promotion Council (AEPC) Chairman A Sakthivel welcomed the release of funds for paying the dues under the scheme for fiscal 2020-21. “This scheme has been the backbone of policy support for the
industry and will surely restore not just the competitiveness of the i n d u s t r y, b u t a l s o p o s i t i v e sentiments for achieving higher export targets. “This has been the request of our members in the apparel export industry for a long time and who would definitely benefit from this measure,” he said. He added that the sector, which has been hit hard by the lockdowns, global depression in demand, increasing defaults due to bankruptcies and huge
increase in logistics and transactional costs, needed this support for regaining its position in the global markets. Although the year so far has seen double digit declines in exports during April (-91.04 per cent), May (-66.19 per cent), June (-34.84 per cent) and July (22.09 per cent), this scheme will be an important milestone in changing the export trends, Sakthivel said. The RoSCTL scheme provides rebate on all embedded taxes on exports.

APM Terminals Mumbai set to improve efciency and customer experience with tech upgrade Cont’d. from Pg. 3 Better visibility and data exchange The implementation of Navis N4 also opens the doors to a host of improved customer interfaces that will be rolled out on w w w. a p m t e r m i n a l s . c o m / m u m b a i . T h e s e i n c l u d e Track & Trace, with the potential for customers to save containers and set email alerts for containers. It also makes live Truck Turn Times available on the website, to assist customers with planning container pick-ups and drop-offs. APM Terminals Mumbai will now also be able to share its terminals data at container level, via the company’s API products – which provide live information feeds to customers who, for example, operate a transport management system. Girish Aggarwal, COO APM Terminals Mumbai added: “We are constantly striving towards improving our customer’s experience as they engage with the terminal and we see N4 as an effective tool to enable a host of features. This should help us provide significant enhancements in the interactive tools for the customers while helping us drive efficiencies”. Advanced global monitoring The TOS will now be part of an advanced, global application monitoring solution which is being rolled out across all of the company’s terminals. It is capable of spotting issues with performance before they start to negatively impact operations. This ensures business continuity, improves terminal efficiency, and safeguards consistency (peak moves per hour) by ensuring that applications consistently operate at the speed they’re supposed to. It will also prevent minor problems from combining to cause a major outage.
Instead of simply monitoring isolated points, the solution monitors end-to -end per for mance – including code, application architecture, servers, disk space, databases, user endpoints and more. The data is fed into one central dashboard, which is monitored 24/7 by the Maersk global Command & Control Centre in the UK and the GC3 support team. “The dashboard operates using a simple traffic light system,” says David Pickup, APM Terminals Global Capability Manager. “Green means that no issues are detected. Amber flags have the potential to impact the business. Our goal is to fix these before they turn to red flags. Red flags indicate that the issue is probably already impacting our operations. This new solution enables us to identify any issues before the end user even notices that something isn’t working as it should.” Located in the Nhava Sheva's Jawaharlal Nehru Port, just across the bay of Mumbai, APM Terminals Mumbai is India's busiest container terminal handling facility, handling a more than 2 million TEUs annually in 2018 and 2019.
