Deendayal Port seeks bids for Rs 6,000 Cr worth expansion GANDHIDHAM: Deendayal Port has sought Global bids for a massive expansion project worth nearly Rs 6,000 crore of the Port in Kandla, Gujarat, the Country’s largest port by volume of cargo handled. The Global bid documents floated recently that seek Public Private Partnership (PPP) for the mega expansion that involves setting up a new Mega-Container Terminal and a new Multi-purpose Cargo Berth at the Deendayal Port. The Terminal is expected to cost about Rs 4,244 crore, while the berth could cost Rs 1,720 crore. This will significantly increase the cargo-handling capacity of the
Deendayal Port in Kandla, amidst competition from the privately controlled Mundra Port in Gujarat, which is India’s largest commercial port. “In view of the expected recovery in the economic growth of the Country, steadily growing dry cargo traffic at Kandla and over-utilised dr y cargo handling infrastructure at Deendayal Port, it is felt that the additional facilities are required,” the bid document mentions. Cargo traffic volumes in India had dipped during the Covid-19 pandemic but have seen a resurgence since 2021. The bid documents say the two new projects would cater to the future growth at Kandla in Multipurpose and Container cargo traffic. Cont’d. Pg. 6

APM Terminals Pipavav resumes Shipment of Bulk Agri-Commodity Cont’d. from Pg. 4
With the focus on warehousing and value-added service, the port is ready to resume the shipments of agricultural commodities that require special skills. The first consignment of Guar meal was exported recently from the Port. The shipment was carried by BBC REEF, a General Cargo Vessel and was exported to Norway. Guar meal finds application in various industries like food and confectionary products, oil exploration and fish feed. Break bulk handling requires skilled manpower, large & safe warehousing, which are key characteristics of the services offered at APM Terminals Pipavav. With the development of a multimodal logistics park in the vicinity the Port Pipavav would be able to offer enhanced connectivity by road and rail (Direct Freight Corridor) to the customers. Speaking on the occasion, Mr. Jakob Friis Sørensen, MD, APM Terminals Pipavav said, “We are happy to welcome Greenfield and their international partners to our list of esteemed customers for breakbulk shipment.
Break bulk shipment requires special expertise and we are proud to have the skilled workforce. Through our warehousing infrastructure, skilled and experienced manpower and development of a multimodal logistics park around our port, we offer customized solutions to our customers to enable them to optimize their supply chain via quick, environment friendly and efficient gateway for exports and imports.” Mr. Jeetendra Jain – MD, Greenfields Derivatives Pvt Ltd. mentions, "Being in the agro-food sector, it is important for us to ensure that our customers receive their shipment in time to further plan their processes. So f a r, w e h a v e b e e n e x p o r t i n g o u r p r o d u c e v i a c o n t a i n e r i z e d m o d e . H o w e v e r, p o s t C o v i d - 1 9 , nonavailability of containers and higher freight charges have made us rethink on our export plans. We firmly believe that break bulk is the future for agri-food sector. Export growth may get impacted in Fy23 on external headwinds NEW DELHI : Fears of economic recession in key markets such as the US and the EU, persistent supply-chain woes and a recent drop in fresh orders have threatened to derail India’s dream run in the export sector, one of the bright spots in the economy in the aftermath of the Covid pandemic, according to Exporters and Senior Industry Executives. Importantly, some countries in Africa have started to cut down on imports of discretionary imports to conserve their forex reserves at a time when the US interest rate hike has spurred a capital flight from developing economies, they added. On top of these, crisis-ridden Nepal and Sri Lanka have restricted imports to a bare minimum. These, too, could potentially put a leash on India’s export momentum, said the exporters. The US and the EU together accounted for 33% (or $141 billion) of India’s exports in FY22. Similarly, exports to Nepal and Sri Lanka were to the tune of $15.4 billion last fiscal and shipments to Egypt and Ethiopia stood at $4.4 billion. Exporters said outbound shipments will still rise, although the pace of growth will likely decelerate to 10-15% in FY23 from 45% in the previous year (albeit on a contracted base), unless the Ukraine war de-escalates swiftly. Exports had hit a record $422 billion in FY22, far exceeding the earlier peak of $330 billion, on the back of an industrial resurgence in advanced economies, which is now faltering. Curbs or outright ban on a number of items, including steel, iron ore, petroleum products and wheat, will also impinge on export prospects. Sectors ranging from textiles, gems & jewellery and transport equipment to plastics to rubber products are facing a slowdown in export orders, said the exporters. Ajay Sahai, Director General and Chief Executive of Apex Exporters’ body FIEO, said: “With major economies facing recession, demand will take a hit and it’s bound to impact new orders. In some segments, such as steel and cotton yarn, demand has already come down. Unless the geo-political situation improves drastically, we may not see major improvement in export growth, especially on a high base.” Sahai said a few markets in Africa, including Ethiopia and Egypt, have started allowing imports only on the basis of letters of credit, as they seek to know in advance the potential forex outgo. This move typically limits imports.
Importantly, growth in core exports (excluding petroleum and gems and jewellery) slowed down to 4% in June from 8.6% in May and 19.9% in April. Meanwhile, the surge in imports, witnessed since the second quarter of FY22, is expected to continue unabated, as a global price rise in commodities ranging from crude oil to coal and fertiliser, has substantially inflated the import bill likely causing trade deficit to soar past last year’s record $191 billion in FY23. Already, trade deficit in the first quarter of FY23 touched a fresh peak of $70.3 billion. The World Trade Organization in April slashed its merchandise trade volume growth forecast for 2022 to 3% from its previous prediction of 4.7%. It also expects only 3.4% growth in 2023. There are apprehensions that that global trade body may further trim its forecasts. This will impact India’s export prospects as well. Raja Shanmugham, President of the Tirupur Exporters Association that represents the country’s largest garment cluster, said the flow of orders from the US and the EU has already started waning. “For the buyers in the US, the fear is mostly around high inflation. In the EU, apart from the recession, the fears of low gas supply, among others (a fallout of the Ukraine war), are contributing to the fall in orders.” There is silver lining as well for some sectors, said the exporters. Ravi Sehgal, former Chairman of the engineering exporters’ body EEPC India, said, “Engineering exports are facing some issues now. However, demand is likely to pick up in another two months or so, as the US has started implementing a huge number of infrastructure projects, which will revive demand for engineering goods. So, the engineering goods sector is expected to do better than some others.” Moreover, sectors, such as pharmaceuticals and food and agriculture, are typically more insulated than others in times of recession, said the exporters. R Uday Bhaskar, Director General at the Pharmaceutical Export Promotion Council, said recession fears may not impact pharma exports. “These are not like any other products where recession will pull down demand. Pharmaceutical exports jumped about 18%, the highest growth in nine years, in FY21 (when most countries witnessed contraction or sharp slowdown in growth) due to the pandemic.” “This fiscal, we were expecting the exports to go up to about $28 billion from $24.5 billion last fiscal and we will
Russia launches Trade with India via Eastern branch of INSTC involving Central Asian States ...RZD Logistics and Nurminen Logistics sent first in Europe a block train to India via the International North-South Transport Corridor MOSCOW - Russian logistics firm RZD Logistics has stated that it has commenced transportation by full container trains from Russia to India by the eastern branch of the International North-South Transport Corridor (INSTC) involving transport infrastructure of Russia, Kazakhstan, Turkmenistan, Iran and India. The first container train has left the Chekhov station near Moscow. This intermodal transportation includes a sea leg with the end point at the Indian port of Nhava Sheva (Mumbai). Expected transit time - 35-37 days, route length – over 8,000 km. The key driver of the project is the balanced tariff policy of all the participants. According to Dmitry Murev, General Director of RZD Logistics, Russian Railways registered a 26-pct increase of the North-South ITC traffic, year-on-year. When speaking at the 6th Caspian Summit in June 2022, Russian President Vladimir Putin said that Russia is expanding port infrastructure in the Caspian region. “First of
all, we are talking about building the International North-South Transport Corridor …. This is a truly ambitious project, a 7,200kilometre-long transport artery from St Petersburg to ports in Iran and India,” emphasized the President. “An agreement between the Caspian littoral states on transport cooperation, which came into force last year and is aimed at turning the Caspian Sea region into a major international logistics hub, is designed to facilitate a faster launch of this corridor,” said Putin. In 2021, cargo turnover between Russia and India rose by 46.5%. It is evident that the two countries should continue their economic cooperation through involvement of intermodal logistic services on the North-South route. Apart from expansion of the trade, that will contribute to further infrastructure development including creation of new border checkpoints, cargo consolidation terminals and closer interaction between customs, phytosanitary and other regulators.

Railway Ministry notifies Ro-Ro services as a commodity and set rates NEW DELHI : Indian Railways has notified roll-on-roll-off (Ro-Ro) services operated over Indian Railways including the Dedicated Freight Corridor (DFC) as a commodity in its goods tariff and has set the base freight per wagon for loaded vehicles, empty vehicles, and empty flats. The Ro-Ro services will be subject to levy of all ancillary charges/sub-charges, cesses as well as Over Dimensional Consignment (ODC) charges and power block as and where applicable, the Railway Ministry said in a 6 June circular. All commodities under main commodity head ‘coal and coke, iron ore (all types) and military traffic’ shall be the excluded commodities under the Ro-Ro services. The minimum distance for charge will be 100 kms. For charging purposes, the dimensions of the truck,
semi-articulated trailer, truck trailer, rigid body as declared by the customer and taken from details given by the vehicle manufacturer will be accepted. The Ro-Ro service should be introduced only on sections where the line capacity utilisation for end-to-end movement is up to 70% (apart from DFC network). For sections where the line capacity is more than 70%, operational feasibility of introducing Ro-Ro service may be examined on a case-tocase basis. Persons accompanying the trucks should purchase second class tickets for the journey of equivalent value. A maximum of two persons per truck including driver will be permitted, the Ministry said in the circular which will take effect from 15 July.
Adani Hazira Port to invest Rs 19,000 cr to expand at least 6 times to its present size : Sources AHMEDABAD : Adani Hazira Port Ltd (AHPL), a subsidiary of Adani Ports and SEZ Limited (APSEZ), reportedly proposed to invest an estimated Rs 19,000 crore to expand the area of the Hazira Port near Surat to at least six times its present size. The company has reportedly made an expansion proposal before the state administration, according to government sources. The proposal also states that AHPL intends to triple the cargo handling capacity, said sources privy to the development. AHPL has proposed to expand the cargo handling capacity of Hazira Port. An outer harbour plan will be developed, as part of which land utilisation capacity will be increased from 228 hectare at present to 1,494 hectare. Accordingly, cargo handling capacity will expand from 84.1 million metric tonne per annum (MMTPA) to 234 MMTPA,” a source said. In its submission, AHPL plans to set up a desalination plant as well to meet its 37.5 MLD (million litre per day) water requirement.“With the proposed 150 MMTPA capacity addition through the outer harbour project, a multipurpose
cargo handling facility will further be developed. The outer harbour capacity will be used for cryogenic liquid/gas/cargo and multipurpose cargo, as proposed,” a source said “The project cost is pegged at Rs 14,030 crore. Additional costs for the outer harbour of the Hazira port will take the entire project cost to Rs 19,000 crore,” the source added. The company has reportedly applied for coastal regulation zone and other clearances. Sources said AHPL has already begun with local-level stakeholder consultations. “The company could initiate ground-level development work by the end of this year,” claimed a source. AHPL presently handles various types of cargo including bulk, break-bulk, bulk liquid chemicals, petroleum products and edible oil, containers, automotive and crude. Besides its proximity to the Delhi-Mumbai Industrial Corridor (DMIC), AHPL has a Multimodal connectivity to the Northern, NorthWestern and Central parts of India. It also makes a convenient international trade gateway to Europe, Africa, America and the Middle East.
DGTR recommends imposing anti-dumping duty on high-quality glass imported from Bangladesh, Thailand NEW DELHI - The Commerce Ministry has recommended imposition of anti-dumping duty on high-quality glass, used in construction, refrigeration, solar energy and other industries, from Bangladesh and Thailand to guard domestic players from cheap imports. Directorate General of Trade Remedies (DGTR) has recommended the duty on imports of ‘clear float glass’ from these two countries after concluding in its probe that the product has been exported at dumped prices into India, which impacted the domestic industry. “The authority recommends imposition of the anti-dumping duties on the imports of the subject goods…,” the Directorate has said in a notification. Clear float glass is used in construction, refrigeration, mirror
and solar energy industries. It is a superior quality of glass. DGTR had conducted the probe following a complaint from Asahi India Class, Gold Plus Glass Industry, Sisecam Flat Glass lndia and Saint-Gobain India about the dumping of the glass. In a separate notification, DGTR has also suggested imposition of the duty on ursodeoxycholic acid imported from China and Korea. It is used as medical therapy in gallstone disease and for biliary sludge. The imposition of anti-dumping duty is permissible under the World Trade Organisation (WTO) regime. The duty is aimed at ensuring fair trading practices and creating a level-playing field for domestic producers vis-a-vis foreign producers and exporters.
India extends export period for sugar mills to July 20 NEW DELHI - India has extended by two weeks a deadline for the export of 800,000 tonnes of sugar as annual monsoon rains make it tough for many producers to move stocks from factories to ports, the Government said. Last month, the world's biggest producer of the
sweetener gave its mills until July 5 to export the sugar, but some mills missed doing so because of heavy rains. Mills are now allowed to export the sugar by July 20, the government added in its notification.
