Port of Antwerp-Bruges and Commissioner Kadri Simson deliberates on collaboration for making sustainable energy transition a reality in Europe
ANTWERP: Kadri Simson, European Commissioner for Energy, and Jacques Vandermeiren, CEO of Port of Antwerp-Bruges, met recently at the Antwerp Port House. The meeting focused on Port of Antwerp-Bruges' hydrogen ambitions, with hydrogen being an essential link in a sustainable and robust energy system. After the consultations, the Commissioner headed into the port by ship, and stopped at INEOS Inovyn in Lillo, where she saw an electrolysis process in operation, one of the most widely used technologies for producinghydrogen.Earliertoday, as part of the same theme, she visited one of Fluxys' work site, which is building a hydrogen-readypipeline.
Further development of infrastructure to receive, capture,ifnecessarytransformandtransportrenewable energyishighontheagendaforPortofAntwerp-Bruges. After all, ports play an important role in the import, transit,useandexportofgreenenergyflows.Thisisboth the case for the growing volumes of North Sea wind energy - and the grids needed to bring it ashore - and the green hydrogen flows connecting Port of AntwerpBruges to the other continents. The port platform has long been preparing to receive the first major import flows of hydrogen carriers such as ammonia and methanol by 2026 – to be consumed directly or converted back to hydrogen. On the one hand, this is taking place throughconcreteprojectsattheportplatformitself,such as the development of a crucial pipeline network and the further extension of suitable receiving terminals. On the other hand, Port of Antwerp-Bruges is committed to international collaborations with major exporting countries,suchasOmanandNamibia.
Alongside the development of critical infrastructure and engaging in international collaborations, a sound European policy framework is indispensable for making the hydrogen market a reality. Energy transition and energy independence are an absolute priority for the European Commission. The REPowerEU plan is among the things that demonstrate this. This plan emphasises the need to provide import opportunities in addition to local renewable energy production. One of the instrumentsthatEuropeisadditionallydevelopingisthe
'European Hydrogen Bank': a mechanism that provides financialsupporttoencourageinvestmentinsustainable hydrogen production and purchase to European offtakers.
These initiatives were discussed at length during the talks between CEO Jacques Vandermeiren and European Commissioner Kadri Simson. Both agreed that the launch of the international hydrogen market needs a clear signal from the European Commission. The international pillar of the European Hydrogen Bank willbecrucialinthis.

A quick deployment of projects to import, produce, use and transit hydrogen, as witnessed here, will be fundamental for the success of the European GreenDeal.”

Sub. :-Waiver of Late Filing Charges, Detention Charges & Demurrage Charges charged by Container Freight Station, Port Terminals & Shipping Lines-regL
Attention of all Importers/Exporters, Customs Brokers, CFSs, Custodians, all stakeholders and all taxpayers is invited towards directions issued by the Deputy Conservator, Deendayal Port Authority vide Evacuation Notice dated 11.06.2023 in view of "Biparjoy Cyclone", whereby it was decided to evacuate all the berths at Kandla, Tuna and Jakhau by early morning hours of 12th June 2023. All the Shipping Agents were directed to inform to their Ship Masters to be ready in all respects to go out of Port limits keeping in mind the safety of Harbour and Vessels/Crew
2. Due to the aforesaid directions and natural calamity, empty or loaded containers and bulk cargo were not moved to their designated places and port operations were normalized on 17.06.2023. Further, due to disruption in electricity and intemet all work related to documentation were on hold till 19.06.2023 and resumed after 19.06.2023.
3. In view of the above, all CFSs, Shipping Lines and Terminals are requested to examine favorably requests from the trade on waiver of charges for the period of 13.06.2023 to 19.06.2023. Further, it has been decided that "late fee" imposed for delayed filing due to cyclone and consequent disruption of port activities is hereby waived of in respect of Bills of Entry filed belatedly, which pertains to the containers/ vessel which got entry inward from 14.06.2023 to 19.06.2023 subject to production of evidentiary documents in this regard.
4. Difficulty, if any, faced in the implementation of this Public Notice may be brought to the notice of the Additional Commissioner of Customs (AG Section) through email at commr-cuskandla@nic. in or agcustomskandla@gmail.com,
5. This Public Notice should be considered as a Standing Order for the purpose of the Officers and staffs of the department.

VoC Port and Deendayal Port set to develop hydrogen hubs

NEW DELHI: India’s plans to introduce hydrogen as a fuel have gained momentum with the VO Chidambaranar (VOC) Port in TamilNaduandtheDeendayalPortin Gujarat all set to develop hydrogen hubs.
The Shipping Ministry has asked these two ports to also buy hydrogen powered ‘green tug’ boats, used for ushering large ships into berths, said officials aware of the development. The Cochin Shipyard is in advanced stages of
“Under the green tug transition programme, the Jawaharlal Nehru Port, Paradip Port, VOC Port and the Deendayal Port will be buying two green tugs each. In addition, hydrogen hubs will be set up at VOC and Deendayal ports to catalyse the transition towards green fuel,” a senior official aware of the developmenttold.
Inaddition,theCentreisaimingto have two Indian ships that are powered by green hydrogen or its derivativefuelsby2027.
This will be followed by the addition of at least two ships powered by green fuels every year, said
officials. These plans are in line with India’s goals to decarbonise its ports under the Harit Sagar Green Port Guidelines2023.
Theobjectiveoftheguidelinesisto minimise waste through efforts to “reduce, reuse, repurpose and recycle” to attain zero waste discharge from port operations and promote monitoring, based on environmental performance indicators.
The Green Ports Policy paves the way for incentives to fleet owners for adoption of compressed natural gas, LNG, electric or green hydrogenpoweredtrucks.Themoveisaimedat reducing the intensity of emissions at majorports.
Paradip Port handles highest cargo of Coastal Shipping : Chairman
PARADIP: As a major hub for coastal shipping, the Paradip Port stands at No.1 position among Indian portsbyhandlingthehighestcargoby coastalshippinginthecountry.
Presently, the Paradip Port handles Coastal Shipping of thermal coal from Mahanadi Coalfields to Gencos of Tamil Nadu, Andhra Pradesh and Karnataka. During FY 2022-23, it handled 42.2MMT coastal thermal coal registering a phenomenal growth of 50%over28MMTinpreviousfiscal.
recently flagged off MV Mana carrying 52,000-MT coal of MaharashtraStatePowerGeneration Company Ltd from the EQ2 berth of PEQCTPL Terminal. The destination port is PNP Port, Dharamtar in Maharashtra. PPA Deputy Chairman Nilabhra Dasgupta and other officers werepresent.
In the first phase, over a period of next four months, 3.5 lakh MT of thermal coal will be shipped on account of Gandhar Coals & Mining Pvt Ltd, Logistics & Port ManagementService.
Haranadh said, “Considering the logistic services available at Paradip Port, the port is being increasingly preferred by various Gencos as a part of coastal shipping. It is very welcoming that Gencos of western coast are also planning to use the services of PPA for transportation of thermal coal to these plants. ThecurrentmovementtoMahaGenco is only a beginning and many other Gencos of Gujarat, Rajasthan, NTPC are evincing keen interest in coastal shipping of thermal coal via Paradip Port.Itisaproudmomentoftheport.”

Deputy National Security Advisor meets Iran’s Foreign Minister, discuss transit facilitation through INSTC
TEHRAN: Deputy National Security Advisor
Shri Vikram Misri on Wednesday met Iran’s Foreign Minister Hossein Amir-Abdollahian in Tehran and discussed transit facilitation through the International North-South TransportCorridor(INSTC).
“Deputy NSA Shri Vikram Misri called on Foreign Minister of the Islamic Republic of Iran H.E Amir Abdollahian during his recent visit to Tehran to attend the 3rd Trilateral meeting betweenIndia,IranandRussiaforthe transit facilitation through INSTC,” the Indian Embassy in Iran tweeted lastweek.
India, Russia, and Iran, the founding member states of the International North-South Transport Corridor (INSTC), gathered in Tehran recently to discuss solutions for promoting freight transit through the newly developed international corridor.
The event was attended by senior officials from the three countries
including Iranian Transport and Urban Development Minister
Mehrdad Bazrpash, Head of Iran’s Ports and Maritime Organization (PMO) Ali-Akbar Safaei, Deputy National Security Advisor of India Shri Vikram Misri, and Senior Aide to the president of the Russian Federation Igor Yevgenyevich Levitin.
Bazrpash while speaking at the event underlined some of the Islamic Republic’s major principles regarding the promotion of INSTC including multilateralism,
partnership, transit neighbourhood, networking, facilitation of trade, and intelligent and technological development of transit, and called for maximum collaboration for the development of exchanges throughtheINSTC.
Recently,RussiaandIran havesignedadealtobuildan Iranian railway line, the Rasht-Astararailwayaspart of an International NorthSouth Transport Corridor (INSTC).
The Rasht-Astara railway is seen as an important link in the corridor, intended to connect India, Iran, Russia, Azerbaijan and other countries via railways and sea – a route that Russia says can rival the Suez Canal as a major global trade route.
It is a 162-kilometer railway that will connect the city of Rasht (Iran) near the Caspian Sea, to Astara (Azerbaijan) on the border with Azerbaijan. The new connection will shave four days off that travelling timeframe.
Bangladeshi Banks plan India rupee transactions as reserves fall
DHAKA: Two Bangladeshi banks are planning to introduce trade transactions denominated in Indian rupees as the South Asian nation looks to shore up forex reserves and reducerelianceondollars.
Eastern Bank, which opened rupeeaccountswiththeStateBankof India and ICICI Bank, will announce the plan for rupee trade on July 11. The other Bangladeshi lender offering the same service is the staterunSonaliBank.
These lenders’ use of the Indian rupee is part of an emerging global
movement to rely less on the dollar. Usinglocalandregionalcurrenciescan help developing nations shield foreign exchangereservesintimesofcrisis.
“The use of the Indian rupee in India-Bangladesh trade provides a convenient and cost-effective mechanism for conducting crossbordertransactions,”EasternBank’s Managing Director Ali Reza Iftekhar saidinaninterview.“Thatwillreduce the exchange cost and the cost of doingbusiness.”
Bangladesh imported about $14 billion worth of goods from India,
the second largest supplier after China, in the 2021-22 fiscal year. Just $2 billion of merchandise were exported to India from Bangladesh in thesameperiod.
A portion of the bilateral trade, particularly Bangladesh’s imports from India, is expected to flow throughthesebanktransactions.
“On day one, I don’t expect that tradewillhit$15billion,butwe’llstart in a very humble way,” Iftekhar said. “For businesspeople, the exchange loss will be less and terms can be faster.”
Haryana to offer Rs. 25 lac freight subsidy to MSMEs to even competitive advantage with Coastal states
CHANDIGARH : The Haryana Cabinet under the Chairmanship of Chief Minister Shri Manohar Lal recently approved amendment in the Freight Assistance Scheme notified under the Haryana Enterprise and EmploymentPolicy(HEEP)–2020.
This brings major relief to various industrial associations and exporters of the state who requested the state government to revise the scheme for all MSMEs and review the block wise cappingtomotivateexporters.
According to the new amendment Rs 25 lakh will be provided as subsidy
in view of freight reimbursement for transportation cost from the unit’s premises to port / air cargo / international borders. Along with other non-financial incentives this move aims to make MSME exports competitiveintheglobalmarket.
The effective date of implementation of the scheme will be 1 July, 2023 which means that the actual export should be made on or after 1July, 2023, to be determined on thebasisofbilloflading.
Freight assistance to the extent of 1% of Free on Board (FOB) value or
actual freight, whichever is less, on transportation of goods from manufacturing site to seaport/air cargo /road to international border, excluding government duties and taxes will be decided based on the levelofZEDcertification.
For thrust sector (notified under HEEP), a maximum of Rs 25 lakh to a manufacturer exporter engaged in thrust sector located in ‘C’ and ‘D’ category blocks and a manufacturer exporter engaged in thrust sector ‘A’ and‘B’categoryblocksRs15lakhwill beassuredsubsidy.

PSA becomes new shareholder of Duisburg Gateway Terminal GmbH

SINGAPORE: PSA International Pte Ltd (PSA), headquartered in Singapore, has signed agreements to acquire a 22 percent minority stake in Duisburg Gateway Terminal GmbH (DGT). The transaction is subject to the approval of Germany’s competition and supervisory authorities. Upon completion of transaction, PSA will join Hupac, HTS and duisport as shareholdersofDGT.
Located in the Port of Duisburg, DGT will be the first 100% climate-neutral inland container terminal located intheEuropeanhinterlands.
"We are pleased to have gained an important strategic partner for the DGT company in PSA, which will contribute significantly to the success of the Duisburg Gateway Terminal with its various business segments in Europe, Asia and worldwide. This network expansion strengthens both the competitive diversity and the further diversification of the Port of Duisburg.

The construction of the trimodal DGT is on schedule and is considered a model project for the future of logistics.
