Tesla to digitalise COSCO Shipping operations BEIJING: Chinese state-owned shipping company COSCO Group has tied up with Tesla to undertake a digital transformation, a process the leading container carrier expects to help unsnarl the mess that international logistics has become amid the pandemic. The tie-up also calls for COSCO to share its shipping data with Tesla so the EV pioneer can put the system through its paces at a Shanghai port. Ports and logistics networks have lost much of their efficiency since the second half of 2020 as governments began introducing and tightening measures to prevent the spread of the coronavirus, Xu Lirong told Nikkei. Xu is the Chairman of COSCO Shipping Holdings. As logistics have snarled, seaborne freight shipping fees have risen, Xu said, noting that a shortage of containers is also behind the increased costs. The group’s streamlining efforts are picking up pace. “We will promote the digitization of shipping,” Xu said. “We have established a system to exchange shipping data in real-time, using blockchain technology.” The system has been provided to Tesla, which used it on a trial basis at a port in Shanghai. It enabled Elon Musk’s company to receive shipments without its employees having to touch documents and other materials, Xu said. The system “takes care of important functions, such as paperless work, amid the coronavirus crisis,” he said. COSCO Group was established in 2016 by the merger of China’s two largest state-owned shipping companies. At the end of 2020, it owned the world’s third-largest fleet of container carriers. COSCO Shipping, a publicly traded company that contributes about 50% of the group’s revenue, logged a net profit of 9.9 billion yuan ($1.55 billion) in 2020, up 47% from 2019, on a 13% rise in revenue to 171.2 billion yuan, setting all-time highs in both categories. Increased shipping capacity helped the group avoid serious adverse effects of the pandemic.
With distribution becoming snarled, Xu said, “we have done our utmost to stabilize logistics networks by proactively increasing the number of containers to raise our shipping capacity.” The group’s shipping amount came to 1.34 billion tons in 2020, up 2.5% from the previous year, he said. Asian markets hold the key to further growth, and the group is betting on the southern Chinese island of Hainan to help it tap the region. After acquiring Hainan Harbor and Shipping Holding in 2019, and through the end of 2020, the group opened 30 new routes connecting the island to domestic and overseas ports, Xu said. The island thus “has taken a step forward to become a hub of maritime transportation between China and the Association of Southeast Asian Nations,” he said. The group invests in and manages overseas ports in line with the Chinese government’s Belt and Road Initiative, a global infrastructure development strategy. President Xi Jinping has declared his intention for China to become a “true maritime power.” The COSCO Group calls at more than 1,500 ports in 160 countries, Xu said. Greece’s Port of Piraeus, which the group has invested in, has become the biggest hub port in the Mediterranean and is seen as a “model” Belt and Road project, Xu said. But the group is exposed to risks resulting from its governmentlinked management system. Residents near ports that host the group have staged protests and warned that COSCO’s presence will inject Chinese influence into local affairs. It remains uncertain whether the group can smoothly expand its overseas operations. The pandemic has dealt blows to global supply chains and gravely affected the shipping industry, Xu said. But “global trade as a whole is expected to move toward recovery in 2021 as the spread of vaccinations improve the infection status,” he added. The group also needs to establish favorable ties with overseas governments and companies while also complying with Chinese government policy, a balancing act made all the more difficult as China-U.S. relations deteriorate.

First export service to Bangladesh started with ECTS SILIGURI: In Siliguri’s Inland Container Depot (ICD), Pristine Hindustan, a Logistics Service Provider on Monday started the first consignment to Bangladesh with the mode of Electronic Cargo Tracking System (ECTS). The ICD or dry port was developed by Siliguri Jalpaiguri Development Authority (SJDA), a development body of state government with the help of the Union government, run by Pristine Hindustan Infraprojects Private Limited.
The port set up on a 29 acre of land in the Dabgram area near Siliguri is the first dry port for domestic and International cargo movement in the region. The company started its first export service to Bangladesh with five containers on three vehicles as trial consignment bagged with gram husk for Bangladesh through Fulbari Integrated Check Post(ICP) today. According to Md Alam Khan, Terminal Manager at the Siliguri dry port, the biggest advantage of ECTS
service is that any consignee or any consignor can track the cargo anywhere at anytime through the online system after despatch from the dry port. “This service will also reduce the time and money with the support of modern technology. We are receiving very good responses from domestic and international consignee consignors. The company’s prime focus is to expand the trade with neighbourhood countries like Nepal and Bhutan soon,” he said.
RoDTEP: Rates for Export Promotion Scheme likely to be announced in 10 days: FIEO Cont’d. from Pg. 3
D u r i n g t h e implementation of the scheme on January 1, 2021, the Ministry of Finance had said that it would “shortly” notify the details of export goods (tariff lines) eligible for the scheme, the applicable RoDTEP rate, value caps (wherever applicable) on such eligible goods/tariff lines, the excluded category of exports, other conditions and restrictions, and the procedural details for grant of RoDTEP duty credit, and utilisation. However, exporters — majority MSMEs dealing with uncertainty while finalising and negotiating new export orders — have been urging the government since then for immediate notification to factor rates and overall guidelines for executing new orders. “We are expecting rates to be notified very shortly, in a week to 10-day time or maybe this week only. I have been given to understand that it has come to Commerce (ministry) and the issue has been discussed. I’m pretty hopeful that rates and guidelines will be notified this week or latest in the next 10 days,” Sahai said. Comments from Director General of Foreign Trade (DGFT) Amit Yadav were not immediately available to confirm the timeline for notification of rates. The RoDTEP scheme, which had replaced the Merchandise Exports
from India Scheme (MEIS) on January 1, 2021, to improve the global competitiveness of Indian exports, was approved last year for reimbursement of taxes, duties, and levies at the central, state, and local level. These were earlier not refunded but incurred in the process of manufacture and distribution of exported products. The scheme was budgeted only Rs 13,000 crore for FY22 — way below its initial estimated annual cost of Rs 50,000 crore and also only a third of the Rs 39,097 crore approved by the government for exporters in FY20 under MEIS for many sectors, Financial Express had reported in March. Last month, Commerce Minister Piyush Goyal had also informed Rajya Sabha MP Suresh Prabhu that the Department of Commerce and Department of Finance are under active consultation for early finalisation of the scheme’s guidelines and rates. The GK Pillai panel was tasked with rates recommendation for the RoDTEP scheme. With a budget lower than expected, exporters believe that RoDTEP rates would be less than the MEIS rates. The incentives under MEIS ranged from 2 per cent to 5 per cent of the free-onboard (FOB) value of exports. “In most of the cases, we should be ready for less than the MEIS rates looking into the budget which has been allocated or
unless the government takes a call to not to restrict it with the budget allocation. But if rates are restricted with budget indication, I think we should expect them in most of the cases to be less than MEIS,” added Sahai. Moreover, Indian exporters have been facing challenges in terms of lack of liquidity amid the Covid pandemic. However, there has been no loss of orders. “Since we have a very good order booking position, the delay in rates notification has not impacted much but it has caused liquidity challenge. Fortunately for India, the orders are constantly flowing and we are still flush with orders. Of course, it has put pressure on liquidity, affected the profitability of exporters as the money which was due to them in January, if it comes in June or July then they would have to borrow for that much of time. So, the profitability of the exporter today is probably at the lowest ebb at this point of time,” said Sahai. To avail scheme, the exporter has to claim for RoDTEP in the shipping bill by making a declaration. The claim will be processed by the Customs post export general manifest (EGM) is filed. Further, a scroll with all shipping bills for admissible amount is generated and made available in the user’s account at Indian Customers Electronic Gateway (ICEGATE).

Global economy expected to expand 5.6 % in 2021, fastest post-recession pace in 80 years : World Bank WASHINGTON: The global economy is expected to expand 5.6 per cent in 2021, the fastest post-recession pace in 80 years, largely on strong rebounds from a few major economies, the World Bank said recently, noting that despite the recovery, global output will be about two per cent below pre-pandemic projections by the end of this year. In its latest edition of Global Economic Prospects, the World Bank said that at the same time many emerging markets and developing economies continue to struggle with the COVID-19 pandemic and its aftermath. "While there are welcome signs of
global recovery, the pandemic continues to inflict poverty and inequality on people in developing countries around the world," said World Bank Group President David Malpass. "Globally coordinated efforts are essential to accelerate vaccine distribution and debt relief, particularly for low-income countries. As the health crisis eases, policymakers will need to address the pandemic's lasting effects and take steps to spur green, resilient, and inclusive growth while safeguarding macroeconomic stability," Malpass said. The report also noted that per capita income losses will not be unwound by 2022
for about two-thirds of emerging market and developing econom .. Among major economies, US growth is projected to reach 6.8 per cent this year, reflecting large-scale fiscal support and the easing of pandemic restrictions. Growth in other advanced economies is also firming, but to a lesser extent. Among emerging markets and developing economies, China is anticipated to rebound to 8.5 per cent this year, reflecting the release of pent-up demand, the Bank said in its report. The group's output level in 2022 is projected to be 4.9 per cent lower than prepandemic projections.
The Global shipping market is getting worse rather than better • Shipping rates and delays have increased since the start of Q2. There are delays of up to two weeks to get space on vessels. • In China, shipping rates had eased from $10,000 per 20-foot box in Q1 to $5,000 per 20-f00t box on the European route in the spring. However, the rate is back up to $7,500 now. • Few in the industry see much chance of the ght global market easing before 2022. LONDON: The global logistics market has gone through a horrible winter. The pandemic caused massive disruption. US and European ports became gummed up with PPE and medical equipment. This resulted in port delays and tens of thousands of containers being out of position at destination when they are needed at origin, further exacerbating a lack of space. Shipping market challenges Shipping lines that had cut back in the pandemic have been caught on the hop. As such, they have been unable to catch up with the unprecedented surge in demand for shipping space as global supply chains have rushed to restock. Any consumer who imports or relies on domestic suppliers who in turn import — or rely on imported components — will have been hit with delays and cost overruns.
Back in the early part of this year, many observers, us included, expected the market would improve. Indeed, freight rates – a barometer of demand – had started to come down early last month. That encouraged some to believe the worse was past. Meanwhile, India has been going through a well-documented second wave of COVID infections and now China is facing disruption due to infections. India appears, from an infection rate, to be getting on top of its recent wave. However, with vaccination rates so low, the country is already preparing for a third wave. Shipping rates and delays have increased since the start of Q2. There are delays of up to two weeks to get space on vessels. China shipping market In China, shipping rates had eased from $10,000 per 20-foot box in Q1 to $5,000 per 20-f00t box on the European route in
the spring. However, the rate is back up to $7,500 now. Furthermore, that is before news last week that a major port near Shenzen in top exporting province Guangdong has temporarily halted operations due to a COVID outbreak. Berth congestion and cargo delays at Yantian International Container Terminal (YICT) have resulted in vessel diverting planned stops at the port. In addition, it has caused widespread traffic delays in and around the port. In turn, there is even greater pressure falling on nearby ports trying to cope with the fallout. The resulting congestion is adding to an already overheated container market. Few in the industry see much chance of the tight global market easing before 2022. Importers should expect rates to remain high and delays the new normal for the foreseeable future on both the Asia to West Coast and Asia to European routes.
Container delays worse than removing all ULCVs: Sea-Intelligence LONDON: February 2021 marked the height of container congestion, with almost 12% of global container capacity—around 2.8 mn TEUs—absorbed in vessel delays, said Alan Murphy, CEO, Sea-Intelligence. That compared to the 2.7 mn TEUs capacity of all ships in the fleet over 18,000 TEUs. “Hence, in very real terms, the congestion problems in 2021 is of such a magnitude, that the effect is the same as if
the entire industry had decided to remove all ULCVs from the fleet, without adding any new vessels,” said Murphy. That congestion figure fell to 8.6% in April 2021 or 2.1 mn TEUs. Murphy said that the current shortage of capacity was due to supply effects rather than increased demand, and record deployed capacity suggested poor utilisation of those assets. Increasing deployed capacity to account for delays
was functionally the same as deploying to meet increased demand, he argued. The analysis used data from SeaIntelligence’s Global Liner Performance (GLP) and Trade Capacity Outlook (TCO) databases, which showed around 2-4% of capacity was usually tied up in vessels delays. Transpacific trades in January to April 2021 had around 25% of capacity soaked up by delays, and around 11% on Asia-Europe trades, according to Sea-Intelligence.
Higher Freight rates may last well into 2022 : US Maritime Regulator WA S H I N G T O N : T h e t o p U . S . maritime regulator said stretched global supply chains pushing ocean-freight rates to record highs may stay strained into 2022, raising concerns about whether small American companies can weather another year of a tangled transport system and much higher costs. “As you see the pandemic lift, I think you’re going to see changes in what’s
demanded but demand is going to go up even further,” Dan Maffei, chairman of the Federal Maritime Commission, said in interview last week. “If this is primarily a supply and demand issue, then unfortunately it’s going to continue because the supply is limited” and “the demand just keeps on going up.” U.S. ports are struggling to work through bottlenecks of goods imported
on container ships, while the rail and truck networks that disperse them across the country are strained with equipment and labor shortages. The supply snarls are colliding with a surge in demand for goods as the world’s largest economy heads for peak shipping season -- July and August, when retailers build inventories heading into the year-end holidays.

Port of Antwerp announces First candidates for NextGen District Start of second round of market consulta on for pioneers in circularity ANTWERP: Last October, Port of Antwerp launched the first round of a market consultation for the NextGen District, the former General Motors site in the port area. As a result of this consultation, we are starting conversations with the first concessionaire candidates that meet the criteria for making the 88-hectare site a hotspot for circular economy. The second round of the consultation starts on 10 June 2021. This second round aims to attract innovative players in the circular process and construction industry that are contributing to the transition to a climate-neutral society. First candidates announced The NextGen District at the port of Antwerp, the 88-hectare former General Motors site, will be transformed into a hotspot for the circular economy. Here, ‘end-of-life products’ will be given a second or third life, circular carbon solutions will be researched, and experiments with renewable energy will be conducted. Port of Antwerp consciously chose to reserve this large area close to Europe's largest chemical cluster for the circular economy in order that it might contribute to the transition to a climate-neutral society. A market consultation was launched in October 2020 to attract national and international investors, the first round of which is now complete. As a result of this, conversations have begun with a number of candidates that meet the predetermined criteria, with the aim of granting a concession. Game-changers in the circular economy The candidates are all pioneers in the field of circularity. Let us introduce a few of them now: • The first is Biondoil, a pioneer in the development of 2ndgeneration biofuels and biochemicals, which wants to locate a refinery on the NextGen site. • Laupat Industries converts car tyre waste into new raw materials, such as green oil, steel and hydrogen. The process is CO2-free and energy-neutral. The CO2-free and energyneutral project thus achieves a material valorisation of at least 95%. • Novali is another candidate for a spot on the site. The company is developing and manufacturing the next generation of lithium batteries for the automotive industry and stationary energy storage. • Another candidate is Triple Helix’ Molecules as a Service (THX MaaS). Their project, SurePUre, is a pilot factory for the recycling of polyurethane foam and PET dishes, which are converted into polyols. In the coming weeks, talks will be held with all the candidates, in which the companies concerned must elaborate further upon their case. Alongside feasibility, the projects will also be assessed for future-proofing, innovative value, climate impact and versatility for a final decision. Continuation of market consultation: still room for modernisers in the circular economy Now the first round of the market consultation is
complete, Port of Antwerp is launching the second round of this consultation on 10 June on its website. By working through several different consultations, as many companies active in the ‘new economy’ and working with the latest evolutionary technologies as possible will get the chance to submit their candidacy at various points. Additional candidates will be asked to submit their project proposals by 20 October 2021. The same conditions as for the first round of the consultation will apply here too: innovative players that want to stimulate the circular economy. This specifically concerns candidates with core activities in the circular process industry and in the manufacturing industry, with a focus on the energy transition. A procedure for NextGen Demo will also follow after the summer, aimed at parties looking for space for an innovative pilot installation. Jacques Vandermeiren, CEO of Port of Antwerp. “Port of Antwerp wants and needs to take a pioneering role in the energy transition. The port of Antwerp is home to the largest chemical cluster in Europe. We intend to strengthen, anchor and support this cluster in the transition to a carbon-neutral and circular economy. The aim is for NextGen District to grow into a hub for innovation and cross-pollination in the circular economy, giving oxygen to the next generation. The selected candidates' projects are a perfect reflection of our ambition: innovation, daring and circularity.” Port alderwoman Annick De Ridder: “With the NextGen District, we are aiming to create hundreds of new jobs that will further contribute to the sustainable growth of our port. This testing ground for technological and sustainable innovation, where pioneers are given the room to grow, will contribute to the strengthening, synergy and diversification of the port platform. Moreover, this is the ideal location to accelerate the transition in the Antwerp chemical cluster. As such, we are continuing to focus on the added value of the future and therefore also on our prosperity.”
World’s rst large Container ship converted to LNG to arrive in Hamburg HAMBURG: During the weekend, the 15,000 TEU “Brussels Express” sailed into its home port of Hamburg for the first time. It is the first large container ship in the world to have been converted to gas propulsion. In September 2020, when it was still named the “Sajir”, the ship went into the Huarun Dadong Dockyard in Shanghai. There, all the preparations had already been made to have a floating crane hoist the 1,300-tonne LNG tank into the belly of the ship as well as to carry out other work related to the conversion. “The fact that a retrofitting of this scale had never been done before meant that we faced numerous challenges – from the planning to the implementation. We have broken new ground with the conversion, and we will now be testing it very precisely in real-world operation,” says Richard von Berlepsch, Managing Director Fleet Management at
Hapag-Lloyd. “Fossil LNG is currently the most promising fuel on the path towards zero emissions. The medium-term goal is to have CO2-neutral shipping operations using synthetic natural gas (SNG).” In a nod to the European Green Deal, Hapag-Lloyd has renamed the ship the “Brussels Express”. In addition, the phrase “Shipping for a cleaner future!” adorns the breakwater on the forecastle. The ship is not yet operating exclusively with LNG, as the final guarantee works will be performed at the end of this round voyage. The first complete LNG bunkering will then take place in Singapore on the next round voyage. In the future, the ship, which is currently operating in the Far East 4 service between Asia and North Europe, will bunker twice per round voyage: in Singapore and in Rotterdam.
