Multi-pronged strategy deployed to ease Container crisis: Sarbananda Sonowal So far 1.84 million TEUs (twenty-foot equivalent unit) have been reposi oned by shipping lines NEW DELHI: In order to deal with the crisis in freight shipping on account of the global container shortage, the government has formed an inter-disciplinary task force, which is taking coordinated action on identified tracks including pressing additional shipping and container capacity into service and enhanced import of empty containers by shipping lines, the Minister of Ports, Shipping and Waterways Sarbananda Sonowal said recently in Parliament. “Regular interaction with the shipping lines and their association has resulted in increasing the availability of the number of empty imported containers. So far 1.84 million TEUs (twenty-foot equivalent unit) have been repositioned by Cont’d. Pg. 15 shipping lines,” Sonowal said in Rajya Sabha.

Exports rise 28.51 per cent to USD 8.67 billion during February 1-7 NEW DELHI: India's exports grew by 28.51 per cent to USD 8.67 billion during February 1-7 on account of healthy growth in sectors such as petroleum, engineering and gems and jewellery, according to the preliminary data of the Commerce Ministry. The exports during the first week of this Cont’d. Pg. 15 month rose by about 31 per cent.

Maersk vessels live feed meteorologists around the globe with weather data C O P E N H A G E N : A . P. Moller - Maersk has in collaboration with the National Meteorological Service of Germany, Deutscher Wetterdienst (DWD), installed automated weather stations on 50 of its vessels. While crossing the largest oceans, the vessels transmit live data helping forecast weather and climate. In the largest project of its kind, A.P. Moller - Maersk has installed automated weather stations (AWS) on 50 of its vessels creating a pulsating oceanic web of weather and climate observations. All collected data is transmitted live to the National Meteorological Service of Germany, DWD, supporting their weather forecasts and climate science. Maersk and DWD have collaborated on the project since 2019 with the German service providing the 50 systems being installed on the vessels. “There is no doubt that climate change is one of the biggest challenges facing the global community and it impacts our business as well as the societies and customers we serve and partner with to enable trade. We have an ambitious strategy for our business to achieve net zero greenhouse gas emissions in 2040, and we are proud to have our vessels and crews help researchers in gaining a better understanding of this key global challenge and the impact it has on our surroundings,”said Aslak Ross, Head of Marine Standards at Maersk. As a part of Maersk’s ESG strategy, the company has committed itself to contribute to climate science. Maersk vessels have also for years been operating within the global Voluntary Observing Ship (VOS) Scheme under the Global Ocean Observing System (GOOS) providing

regular weather observations, but it has been done manually resulting in a slow process of data sharing. By implementing AWS, the vessels can deliver precise highquality and standardized data in real-time giving DWD useful insights about the current meteorological situation at sea. The data provided is shared globally with all members of the World Meteorological Organization (WMO). Improving safety Weather and sea state observations have been gathered and shared on a systematic basis for over 150 years. They provide essential data on meteorological conditions at sea for weather forecasts and, over long-time scales, help climate scientists understand climate change. Ship observations, alongside other ocean, land-based, and satellite observations, are used in global and regional climate analyses, and are combined with atmosphericocean climate models, that depict the evolution of our environment. These observations also help to ensure safety at sea by allowing better forecasting of storms and other extreme ocean-related events for seafarers and nations.

Twenty Ministries / Departments have been integrated on NSWS including Ministr y of Corporate Affairs, Ministry of Environment, Forest & Climate Change, Ministry of Commerce & Industry, Ministry of Health & Family Welfare amongst others. Currently 142 central approvals can be applied through the NSWS portal.

Trade through Benapole Land Port resumes BENAPOLE: Export-import activities between Bangladesh and India through the Benapole land resumed on Saturday, 5th Feb 2022 after the indefinite strike called by Petrapole port workers was called off. Goods vehicles from the neighbouring countries rolled out early yesterday (5 February) as trading through this port started after five days of strike, reported Dhaka media reports. The move comes after a meeting between the protesters and Hari Krishna Dwivedi, Chief Secretary of

West Bengal, held recently. Confirming the matter, Kamlesh Saini, Manager, Land Port Authority, Petrapole, said, "Trucks moved from 6am to 6pm. From the Indian side, 260 trucks entered Bangladesh and 150 trucks came from Bangladesh. "An average of 400 trucks ferry goods to Bangladesh a day and 150-200 tr ucks from Bangladesh come to Petrapole." The discontent started with BSF checking truck drivers' licences and papers at the Petrapole integrated

check post. In the past two months, around 100 drivers were caught with fake licences and two trucks with duplicate number plates. Operators sought six months to regularize their documents, but the BSF demanded it be completed within a month. This reportedly led to the strike. The land port authority on Thursday issued a notice, allowing one month, during which BSF would not check do cume nts b ut drive rs e nte ring Bangladesh would have to show their Aadhaar or voter card.

Maersk takes steps to ease backlog of Nepal-bound containers at Vizag Port V I S A K H A PAT N A M : D a n i s h integrated logistics company Maersk s a i d i t expects to clear some 2,847 Nepal-bound cargo containers stranded for more than 30 days at Visakhapatnam Port within the “next seven days with support from rail partners”. In a recent advisory to the trade, Maersk said it has decided to restrict short-term bookings for Nepal from “Middle East origins for the rest of February”. It has further decided to divert cargo to Kolkata/ Haldia ports to ensure delivery, minimising delays, besides holding regular interactions with rail partners to augment capacity and to look at alternate modes of transport, Maersk said in the advisory. Nepal-bound cargo containers piled up at Visakhapatnam Port after the Container Corporation of India Ltd (Concor) cut train services drastically to Birganj inland container depot (ICD), the only rail-linked dry port in the landlocked nation. The Birgunj ICD is Nepal’s key Customs facility for handling third country imports and is also considered the lifeline for its trade and industry. Amendment to rail services pact The development is the fall-out of an amendment last June to the Rail Services Agreement (RSA) signed between India and Nepal in 2004. The amendment allowed “any other authorised cargo train operators licensed by the Indian Railways or privately-owned wagons approved by

the Indian Railways under any train operator or wagon investment schemes,” to ply between the two nations carrying cargo. The amendment effectively ended Concor’s 15-year monopoly on the sector. To retain business, Concor cut rates by some 35 per cent from September 15 last year for hauling import containers landing at Visakhapatnam, Haldia and Kolkata ports and bound for Nepal. The move triggered a rate war among container train operators and led Nepalese importers to shift 20-30 per cent of the business to non-Concor entities. The market leader in container train operations then started pulling out trains from the circuit from December, hurting the movement of containers from Visakhapatnam to Birgunj, trade sources said. “More than 2,000 cargo containers have been lying at Visakhapatnam Port for over a month,” said an official with knowledge of the matter. “We are not sure about the real reasons for the delay. But, according to infor mation received from stake holders, Concor is not providing sufficient rakes, which has led to a pendency of 45-60 days,” said Ashish Lath, Secretar y at the Birgunj Chamber of Commerce and Industries. Concor used to ply close to 20 trains a month on the sector, which has been scaled down to four-six trains since early December. “Around 400 containers of mine are stuck at Vizag port for the last 40 days,” said a top importer in Nepal.

Concor, though, has denied cutting down the number of trains from Vizag to Birgunj ICD. “We have not reduced the number of trains. Whatever containers are nominated to Concor by the shipping lines, we are evacuating. Beyond that, we can’t do anything,” a Concor official said, asking not to be named. “If containers are not nominated to Concor, how we can help,” he said, noting that there was “no question of reducing the rakes”. “Why should we reduce the rakes? We are not doing any charity, we are doing business. Why are lines not handing over containers to Concor? Whatever containers are landing at Vizag, lines have to nominate Concor for c a r r i a g e . We h a v e n o t r e f u s e d anything,” the official said. “When my trains are waiting there i n Vi s a k h a p a t n a m , i f t h e y d o n’ t nominate Concor for carriage, what are we supposed to do. Are we supposed to wait outside the gates of the port hoping that somebody will come and give me containers. For how long? I am here to do business, I am not here to do any charity. Then, why should my trains idle,” he added. To ease the backlog and facilitate the trade, three private container train operators have got together and arranged right trains to ply on the sector. “Looking at Maersk’s advisory on Tuesday, things will get better now, but whatever has happened since December has created this backlog,” the Nepalese importer mentioned earlier said.

Multi-pronged strategy deployed to ease Container crisis: Sarbananda Sonowal So far 1.84 million TEUs (twenty-foot equivalent unit) have been reposi oned by shipping lines Cont’d. from Pg. 2

Besides, new ser vices to West Africa, the US, Europe and Far East has been started by shipping lines further increasing containers supply and availability of space on ships. The SCI has also diverted one 4,500 TEUs container ship ‘SCI Chennai’ engaged in coastal trade to export-import trade from October 3, 2021, he added. The task force The inter disciplinary task force consists of officials from the Commerce Ministry, Ministry of Ports Shipping and Waterways, Railways, the Central Board of Indirect Taxes and Customs (CBIC) as well as stakeholders like the Fe d e r a t i o n o f I n d i a n E x p o r t Organizations (FIEO). “The task force after considerable stakeholder consultation, is taking coordinated action on identified tracks including pressing additional shipping/container capacity into service including enhanced import of empty containers by shipping lines to the country, improved operational planning by facilitating close

coordination between exporters and shipping lines, release of abandoned/ detained/ seized containers,” the minister informed the upper house of Parliament. Other efforts include increasing duty free stay of containers, freight discounts for empty repositioning by Railways, measures to improve the turnaround times of containers through tracking and monitoring of dwell times so as to effectively enhance availability of containers, seeking out possible ways to promote use of bulk/ break-bulk movement by exporters as compared to containerised movement wherever feasible, Sonowal said. That apart, the Directorate General of Shipping (DGS) had issued an advisory on September 14, 2021, to the shipping lines freight forwarders, nonvessel operating common carriers, m u l t i m o d a l t r a n s p o r t o p e r a t o r, customs house agent operating in India advising not to levy any special priority charges for according any priority to the containers.

Covid impact The pandemic forced governments across the world to impose restrictions with respect to ship calls, quarantine period and crew change thereby impacting the movement of goods. This coupled with a significant growth in demand led to congestion at ports, thereby leading to not just a shortage of containers, but also higher transport costs. The average market rates levels for shipping goods from India to North Europe base ports rose from $500-950 (pan-India) in January 2020 to $4,7006,800 in January 2020. Similarly, The average market rates from India to the US rose from $1,650-2,300 in January 2020 to $8,400-11,300. The rates are for both 20 feet and 40 feet containers. Similarly, cargo volumes also were impacted. As per government data, the cargo volumes at major ports fell to 672.68 million tonnes (mt) in FY21 from 704.93 mt in FY20. Volumes at non-major ports also shrunk to 577.12 mt in FY21 from 604.84 mt in FY20. The total cargo traffic fell to 1249.80 mt last fiscal from 1309.77 mt in FY20.

Exports rise 28.51 per cent to USD 8.67 billion during February 1-7 Cont’d. from Pg. 2

According to the data, USD 8.67 billion per week is almost 20 per cent more than the weekly run rate of USD 7

billion clocked this year. The country's exports rose by 23.69 per cent to USD 34.06 billion in January.

Cumulatively, exports during AprilJanuary 2021-22 rose by 46.53 per cent to USD 335.44 billion as against USD 228.9 billion in the same period last year.

Gujarat Govt launches New IT Policy GANDHINAGAR: Gujarat Chief Minister Bhupendra Patel has launched a new Information Technology and ITenabled services (IT/ITeS) policy, with an aim to generate one lakh "high-skilled jobs" in the sector in the next five years. The new policy, which will remain in force till 2027, offers a range of financial incentives to new investors wanting to set up IT or ITeS units in the state, a government release stated. The chief minister unveiled the policy document at a function held in GIFT City near Gandhinagar. Apart from generating one lakh jobs

in the sector, the new IT/ITeS policy also aims to increase Gujarat's IT-ITeS exports from the current Rs 3,000 crore annually to Rs 25,000 crore over the next five years, an eight-fold growth, it was stated. As per the release, the policy proposes a separate incentive structure for both capital expenditure (CAPEX) and operational expenditures (OPEX). For an IT/ITeS project, the state gover nment will provide CAPEX support of 25 per cent, in the limit of Rs 50 crore, which can go up to Rs 200 crore for a "mega project", it said. The OPEX support will range

between Rs 20 crore and Rs 40 crore per year, depending on the size of the project. The state government will provide CAPEX support of up to Rs 150 crore to set up a new data centre, and such centres will be eligible to get a power tariff subsidy of Rs 1 per unit for five years. Other key incentives include interest subsidy of 7 per cent for five years on the term-loan of up to Rs 5 crore and 100 per cent waiver on electricity duty for five years to all the eligible IT and ITeS units, the release said.

Indian 2021 rice exports total record 21.4 million mt, up 46% on year: DGCIS NEW DELHI: India's rice exports in 2021 totaled 21.4 million mt, up by 46% on the year and a new record, according to the Directorate General of Commercial Intelligence and Statistics. Bangladesh was the largest buyer of Indian rice in 2021 at 2.48 million mt, followed by Nepal, Benin and China. India exported 1.97 million mt of rice in December, up by 31% year on year and by 33% month on month.

Non-Basmati exports rose by 36% on year to 1.63 million mt, while Basmati exports increased by 3% to 343,346 mt. This reflects the competitiveness of India's non-Basmati exports throughout December amid kharif crop arrivals, especially for parboiled and broken rice. Nepal was the top importer of nonBasmati rice at 211,595 mt, with exports to Benin, Sri Lanka, and China also

particularly strong. Iran was the largest importer of Basmati rice, followed by Saudi Arabia. December was the only month in 2021 when monthly Basmati exports were higher on year. Basmati exports had been hampered by high container freight costs and low container availability, but new crop arrivals and the lifting of Iran's seasonal import ban in November encouraged fresh sales.

DP World reports strong volume growth of 9.4% in 2021 D U B A I : D P Wo r l d L i m i t e d handled 77.9 million TEU (twentyfoot equivalent units) across its global portfolio of container terminals in full year 2021, with gross container volumes increasing by 9.4% year-on-year on a reported basis and up 8.9% on a like-forlike basis[1]. On a 4Q2021 basis, DP World handled 19.6 million TEU, up 2.6% year-on-year on a reported basis and up 2.3% on a like-for-like basis. 2021 gross volume growth was broad based with India, Asia Pacific, Middle East & Africa, Europe, Australia and Americas regions being the key growth drivers. At an asset level, Qingdao (China), Mumbai, Mundra, Chennai (India), Sokhna (Egypt), L ondon Gateway (UK), Caucedo (Dominican Republic), Callao (Per u), and Sydney (Australia) delivered a strong performance. Jebel Ali (UAE) handled 13.7 million TEU in 2021, up 1.9% year-on-year. At a consolidated[2] level, our terminals handled 45.4 million TEU during 2021, increasing 8.8% on a reported basis and 8.1% year-on-year on a like-for-like[3] basis. Group Chairman and Chief Executive Ofcer Sultan Ahmed Bin Sulayem commented: "We are delighted to report another strong volume performance with growth of 9.4% for the year, which is once again ahead of industry growth of 6.5%[4]. This outperformance is due to our

continued investment in high quality assets in the right locations and the delivery of our strategy to offer integrated supply chain solutions to beneficial cargo owners. All our regions delivered volume growth with India being a key driver and encouragingly Jebel Ali (UAE) delivered a steady performance with 1.9% Sultan Ahmed Bin Sulayem growth in 2021. As expected, growth rates moderated in the final quarter of 2021 as the new covid variant, inflation and supply chain bottlenecks impacted global growth. However, looking ahead to 2022, we expect our portfolio to continue to deliver growth and, while the year has started encouragingly, we remain mindful that the Covid-19 pandemic, continued supply chain disruptions, rising inflation and geopolitical uncertainty could continue to hinder the global economic recovery. Overall, we are pleased with the business performance in 2021 and remain focused on growing profitability while managing growth capex. The strong volume performance leaves us well placed to deliver an improved set of full year results and we remain focused on delivering our 2022 leverage targets."

Port of Antwerp deploys drones to detect floating debris Clean and safe port thanks to innova on and digi sa on ANTWERP: Floating debris does not belong in the port of Antwerp. To detect and clean this up as quickly as possible, Port of Antwerp is deploying drones. It is just one of the innovative digital solutions that should make the port future-proof. Today, during her visit to the port, Minister Petra De Sutter got to see with her own eyes how solutions of this kind contribute to a clean and safe port. Faster tracking and clean-up thanks to drones Every year, about 50 tonnes of floating debris are collected from the docks in the port of Antwerp. This debris is made up of plastics, wood, cardboard, organic material and mooring lines. To reduce water pollution, impact on biodiversity and damage to ships, it is important to detect and clean up this waste as soon as possible. But since the total port area covers more than 120 km², many eyes are needed to screen this gigantic area. Thanks to the unique bird's eye views they provide, drones can make a significant contribution to detect floating debris. This is why Port of Antwerp has developed a "machine vision" application that, based on drone images, automatically builds a map that indicates where floating debris is present. With the use of drones, which will soon be flying over the entire port several times a day, floating debris can then be located and cleaned up more quickly and efficiently. 5G According to Port of Antwerp, the use of drones will play an increasingly important role in the port of the future. The ambition is to develop a network of autonomous drones that can provide a 'live feed' of the various port activities and support the Harbour Safety & Security (HSS) unit and its security partners as much as possible. The types of tasks that can be performed include inspecting infrastructure, surveillance and monitoring, incident management, berth management and the detection of oil spills or floating debris. To stream images from the drones in real time, 5G will be used in the future. This is already happening in incident management, as was the case last year when the fire department was supported by a live stream of drone footage via the 5G network to deal with a fire in the port area. Thanks

to a combination of colour and infrared images, the fire department gained a better idea of the location of the fires. Port of the future T o d a y, P i e t Opstaele, Port of Antwerp's Innovation Enablement Manager, received Petra De Sutter, Deputy Prime Minister and Minister of Civil Service, Public Enterprises, Telecommunications and Postal Services in the port's Nautical Operations Centre (NOC) and explained the use of drones and some other innovative digital applications in the port, such as the Echodrone, an autonomous sounding boat with unique technology. Minister of Telecommunications Petra De Sutter: “I see a glimpse of the future here in the port of Antwerp. Drones that keep the port clean and safe. It is a good example of how digitalisation, a clean environment and the fight against climate change can go hand in hand. I am really looking forward to the further added value that 5G can offer in terms of ecological applications. With the help of 5G, a drone can transmit very large amounts of data without any problem. This is not only good for the environment. Also for safety. The port is close to the city. If there is a fire, the thermal cameras can immediately help the fire brigade.” Piet Opstaele: "A clean and safe port is an absolute priority for Port of Antwerp. The use of drones for floating debris detection is a fine example of how innovation and digitisation can contribute to this. We were able to show the minister today how innovative solutions will make the port future-proof." Annick De Ridder, Port Alderman: “The port of Antwerp is the engine of our economy. We need to keep that engine running as cleanly, safely and smoothly as possible. The use of drones will allow us to locate floating debris in the vastly expanded port area systematically, intelligently and efficiently from 2023. As such, thanks to innovation and digitisation, we can reduce water pollution, impact on biodiversity and damage to ships to a minimum."
