The acquisition is valued at Rs. 1,954 Cr and subject to regulatory approvals. GPL is located in the northern part of Andhra Pradesh next to Vizag Port. It is the second largest non major port in Andhra Pradesh with a 64 MMT capacity established under concession from Government of Andhra Pradesh (GoAP) that extends till 2059. It is an all weather, deep water, multi-purupose port capable of handling fully laden super cape size vessels of upto 200,000 DWT. Currently, GPL operates 9 berths and has free hold land of ~1,800 acres. With a master plan capacity for 250 MMTPA with 31 berths, GPL has sufficient headroom to support future growth. GPL handles a diverse mix of dry and bulk commodities including Coal, Iron Ore, Fertilizer, Limestone, Bauxite, Sugar, Alumina, and Steel. GPL is the gateway port for a hinterland spread over 8 states across eastern, western, southern and central India. In FY20, GPL had a cargo volume of 34.5 MMT, generated revenue of INR 1,082 Crs, EBITDA of INR 634 Crs (margin of 59%) and PAT of INR 516 Crs. GPL is debt free with cash balance of over INR 500 Crs. The Company has a paid up equity share capital of 51.7 Cr shares of which 58.1% is owned by DVS Raju and Family (Promoter), 10.4% by Government of Andhra Pradesh and 31.5% by Warburg Pincus. APSEZ is acquiring the Warburg Pincus stake of 16.3 Cr shares (31.5%) at INR 120/ share which works out to a consideration of INR 1,954 Crs. The transaction implies EV/EBITDA multiple of 8.9x and P/E multiple of 12.0x (based on FY20 figures). APSEZ is also in discussions with DVS Raju & Family for their 58.1% stake (30 Cr shares) in GPL.

Mr. Karan Adani, CEO and Whole Time Director of APSEZ said,“The acquisition of GPL is a part of our continued strategy to build out a port and logistics network that is unmatched in its ability to serve customers across the nation. The location of GPL in the north of AP is a strategic complement to our recent a c q u i s i t i o n o f t h e Po r t o f Mr. Karan Adani Krishnapatnam that serves the south of AP. We believe that GPL holds great potential to complement its bulk cargo terminals with new cargo catagories that we intend to develop. The port provides us great access to an adjacent hinterland that was largely untapped by APSEZ thereby placing us in a position to serve a broader set of port customers as well as expand our overall hinterland logistics footprint for a much larger base of customers. We are grateful to the leaders of the AP Government for their support and are committed to doing our part to support their vision of accelerating the industrialization of AP. The Raju family must be complimented for having built an absolute world class asset that we are proud to invest in.” “From a green field project at the time of investment, Gangavaram Port has developed into a world class port . We have been very pleased with our partnership with the Raju family and the Gangavaram Port team, and look forward to the port’s continued success in partnership with the Adani Group,” said Vishal Mahadevia, Managing Director / Head of Warburg Pincus India. “We are very proud of the remarkable success of Gangavaram Port in becoming one of India’s leading and most efficient deep water ports with ultra modern infrastructure. Warburg Pincus has been a supportive partner in this journey, and we look forward to the Adani Group’s contributions in the next phase of the port’s growth,” said Mr. DVS Raju, Chairman of Gangavaram Port Limited.

First Export consignments of ‘red rice’ from Assam to the USA flagged off ASSAM: In a major boost to India’s rice exports potential, the first consignment of ‘red rice’ was flagged recently to the USA. Iron rich ‘red rice’ is grown in Brahmaputra valley of Assam, without the use of any chemical fertilizer. The rice variety is referred as ‘Bao-dhaan’, which is an integral part of the Assamese food. The red rice is being sourced by leading rice exporter – LT Foods. The flagging off ceremony of the export consignments was carried out by APEDA Chairman Dr M.Angamuthu at Sonepat, Haryana. As the exports of ‘red rice’ grow, it would bring enhance incomes of farming families of the Brahmaputra flood plains. APEDA has promoting rice exports through collaborations with various stakeholders in the value chains. The government had set up the Rice Export Promotion Forum (REPF), under the aegis of the APEDA. REPF has representations from rice industry, e x p o r t e r s , o f f i c i a l s f r o m A P E DA ,

Ministry of Commerce and Directors of agriculture from major rice producing states including West Bengal, Uttar Pradesh, Punjab, Haryana, Telangana, Andhra Pradesh, Assam, Chhattisgarh and Odisha. During the April – January period of 2020-21, the shipment of non-Basmati rice witnessed an impressive spike. The non-basmati rice exports was Rs 26,058 crore (3506 US$ Million) during April-January, 2021 against Rs 11,543 crore (1627US$ Million) reported during April-January, 2020 period. The exports of non-Basmati witnessed a growth of 125 % in Rupee term and 115 % Dollar terms. The sharp spike in rice exports especially during a phase where globally the COVID19 pandemic has disrupted supply changes many commodities,

has been attributed to the government taking prompt measures to ensure exports of rice while taking all the COVID19 related safety precautions. “We took several measures in terms of ensuring safety and hygiene because of the operational and health challenges posed by COVID19, while ensuring that rice exports continue uninterrupted,” M Angamuthu, Chairman, APEDA has said.

Concor to procure Containers from domestic manufacturers NEW DELHI: In a move to curb the Chinese supremacy in the Indian container market and giving a push to the Atma Nirbhar Bharat initiative, Container Corporation of India (Concor) will float an open tender for domestic manufacturers soon to meet its annual requirement of containers. Till now, the state-run company was procuring around 8,000 containers from

China on an annual basis, at a total cost of around Rs 200 crore. Ahead of the open tender, Concor is set to give a developmental order for 1,000 containers each to Bharat Heavy Electricals (BHEL) and Braithwaite & Co. BHEL comes under the ministry of heavy industries and Braithwaite is a heavy fabrication unit under the Indian Railways. “Our annual requirement will be around 8,000 containers for the next five years. We are going to float an open t e n d e r, i n v i t i n g d o m e s t i c

manufacturers for this,” said V Kalyana Rama, chairman and managing director of Concor. The company organised a webinar on March 5 to gauge the interest of the industry in this regard. It said in a statement that major steel players like SAIL, Tata Steel and Jindal Steel confirmed availability of required better grade steels. On the other hand, Indian Manufacturing companies like Kalyani Cast Tech, Balmer Lawrie, Transafe, DCM Hyundai (Hindustan Vaccum), too, showed their interest.

Govt mulls to create World-class storage system NEW DELHI: In an effort to strengthen post-harvest supply chain across the country and ensure better returns to the farmers in a big way, the central government is working on a comprehensive plan of creating a world class storage system and standardization of warehouses complying with the requirements of the Wa r e h o u s i n g D e v e l o p m e n t a n d Regulation Authority (WDRA). A sure and silent change is sweeping the country which is going to help the farmers in a big way and these changes will not only strengthen post-harvest supply chain but will also improve the returns to farmers in many ways, said sources in the Food Ministry. Department of Food & Public Distribution has pushed for an ambitious plan through Food Corporation of India (FCI) for the development of about 100 silos with capacity of 35.875 LMT (Lakh

Metric Tonnes), which will be road fed and will work on ‘Hub and Spoke’ model. A road map of the same is already in place and work has started in all sincerity, said the sources. Hub and Spoke model will be efficient and complexities related to land acquisition for rail siding silos are bypassed since road fed silos, near to procurement areas will help in direct bulk grain procurement from farmers, reduced turn-around times for farmers and quick intake and offtake of food grains. Incentives at various stages of the project have been incorporated in the bid documents for Hub and Spoke to attract private investment. These inbuild incentives shall incentivise the Concessionaire to expedite project implementation in an efficient manner. A world class storage system in the country would need standardization of

all the warehouses under various undertakings and an integrated warehouse management. In an endeavour to ensure high standards of warehouse construction and maintenance, registration of all warehouses of Central Warehousing C o r p o r a t i o n ( C W C ) a n d Fo o d Corporation of India (FCI) with the WDRA has already commenced with the deadline of April 30 for completion of registration, said a senior official. Around 161 CWC warehouses have already been registered and the remaining 178 will be done by March 31, the official added. Registration fees, security deposit and net worth conditions have been reduced for warehouses and staggered slabs, linked to capacity introduced to promote registration for small farmers, cooperatives, small warehouses businesses etc.

Gujarat to set up 2 Mega Textile Parks, says state budget GANDHINAGAR: The Gujarat government will set up two mega textile parks to enable forward and backward integration in the sector, it announced while the state budget was presented. The parks will be set up as part of the union budget announcement of setting up seven such parks. The move is expected go a long way in making the industry globally competitive. “Mega Investment Textile Parks will make the industry more competitive at a global level and this will not just boost exports but at the back-end, it will also help generate more employment. At the

same time, a single cluster will definitely help bring in more investments in the textile sector,” Chintan Thaker, co-chair, ASSOCHAM Gujarat state council told. “This will give an impetus to MSMEs in the textile sector, which is the highest employment generator after agriculture. It will help ancillary units in textiles in a big way. Moreover, the plugand-play model for the park will aid employment generation and also give an ecosystem to exporters and domestic manufacturers,” he said. Industry stakeholders also said that the state government’s

announcement on the Rs. 1,500 crore outlay for providing subsidy to the industries under the textile policy will also go a long way in boosting competitiveness of the domestic manufacturers. Vijay Purohit, President, Gujarat Garment Manufacturers’ Association (GGMA), said, “A cluster approach not just brings in investments but instead it also helps build an entire textile value chain, which is currently very segregated in different geographical locations. This will help the industry grow, scale-up and innovate while being more competitive.”

UAE-India food corridor investment to boost food processing startup NEW DELHI: The UAE-India food corridor, in tune with the UAE National Strategy for food security is projected to draw investments of up to $7 billion from the Emirates and will take the country one great step further towards achieving food security. In this context the 2021 Gulfood Startup Programme focused the panel discussion on the UAE-India food corridor. The Gulfood Startup Programme connects promising food and beverage Startups with investors and business partners from all around the world to

forge long-lasting business alliances with mentors, industry leaders, government bodies and clients. The panelist consisted of John Kingsly the MD and Secretary MPIDC, Madhya Pradesh Government and Poonam Malakondaiah, Special Chief Secretary, Andhra Pradesh Government. The panel discussion was moderated by Bhushan Yengade, the Founder – Food Industry Consultant of Binder Technology Consultancy. India is a global bowl food. The government of India has been

reshaping the food processing ecosystem in a new format with UAE investors. The Covid-19 era opened the doors for the food processing Startup innovation. This panel discussion highlighted understanding Indian food processing scenario and government assistance to promote food processing. India leads in the production of cereals, fruits and vegetables, milk, meat, fishery pulses etc. This corridor has o p e n e d t h e d o o r f o r m a n y UA E investors to step ahead to invest in India for the food security concerns.

Sugar mills contract export deals for 34 lakh tonne NEW DELHI: The National Fe d e r a t i o n o f C o o p e r a t i v e S u g a r Factories (NFCSF) has said export deals for 34 lakh tonne at this juncture is a very good development and India could do better in the export market. Prakash Naiknavare, MD, NFCSF, said India is currently well placed in the international market. Indian sugar mills have contracted deals for export of 34 lakh tonne of the sweetener, according to trade body All India Sugar Trade Association (AISTA). Around 17 lakh tonne have already been dispatched from sugar mills to the ports and refineries, the association said. Indian exports are still competitive in the global market and are enjoying some advantage in view of the problems Brazil is facing in shipping soybeans

that could extend to sugar, industry people said. Since the Centre has announced an incentive of Rs 6,000 a tonne for sugar exports, at least 34 lakh tonne have been contracted for shipments abroad. The Centre has allocated Rs 3,500 crore this season as incentive for exports, with the industry hoping to export up to 60 lakh tonne. Last year, the export incentive had helped in exports of 57 lakh tonne of sugar. T h e N a t i o n a l Fe d e r a t i o n o f Cooperative Sugar Factories (NFCSF) has said export deals for 34 lakh tonne at this juncture is a very good development and India could do better in the export market. Prakash Naiknavare, MD, NFCSF, said India is currently well placed in the international market. “India is the only country with a ready

stock of surplus sugar. Moreover, India is placed at a logistical advantage as far as exports to Indonesia, Dubai and Bangladesh is concerned vis-à-vis Brazil,” he said. “International crude prices are high due to which Brazil is likely to divert to ethanol instead of sugar, which could work in India’s favour. The International Sugar Organization’s (ISO) outlook of a 50 lakh-tonne sugar deficit is keeping prices firm.” The ISO in its quarterly outlook has said the sugar deficit during the current season has risen to 50 lakh tonne from its earlier estimate of 35 lakh tonne three months ago. This will see production dropping this season by 1.24% to 1,690.4 lakh tonne (1,711.6 lakh tonne) while consumption is seen increasing to 1,728.2 lakh tonne (1,702.4 lakh tonne).

8th MARCH 2021 21

Charting course for maritime growth : Mansukh Mandaviya NEW DELHI: Invest in our ports. Invest in our people. Let India be your preferred trade destination. Let Indian ports be your port of call for trade and commerce,” PM Narendra Modi said at the Maritime India Summit-2021, inviting global investors. His words define the aspirations of New India and its ports & maritime sector. The Indian maritime sector accounts for 95% of EXIM trade by volume, and is a significant employment generator. India’s coastline is 1.05% of the global coastline, and the country accounts for 10.4% of global maritime trade in FY 2019. It contributes 9.03% of the total seafarers (officers) globally, making it an integral part of the shipping ecosystem. India’s position in the global maritime sector is fundamental for international trade. This trade is facilitated by the growing port capacity in India. In FY 2019, the capacity for Indian ports stood at 2,377 million tonnes per annum (mtpa) while it handled traffic of 1,281 mtpa. Twelve major ports accounted for 1,514 mtpa of capacity and handled 699 mtpa of traffic, leading to utilisation of a mere 46.2%. Non-major ports, which account for 863 mtpa of capacity, handled 582 MTPA traffic—an utilisation of 67%. Thus, key enhancements in policy, investment, operations and technology are critical to bringing India to the forefront of global maritime trade. The ministry of ports, shipping and waterways has launched the Maritime India Vision 2030 (MIV-2030) to continue driving accelerated growth in the sector. MIV 2030 projects cargo traffic to reach 2,570 mtpa by 2030. The vision outlines 10 broad themes, encompassing 150+ initiatives covering all the facets of the Indian maritime sector—an effort to define and meet national maritime objectives. These initiatives are broadly aimed at development of port ecosystem, port operations and services, waterways and, shipping and cruises. For ports, world-class infrastructure will form the backbone of the envisioned transformation. In line with global trends of mega-ports, development of four mega-port clusters with capacity of than 300 mtpa are planned in Gujarat, Maharashtra, Tamil Nadu and West Bengal-Odisha. These clusters were post evaluation of industrialisation and hinterland-connectivity potential. Since the sector has been moving towards mega vessels, an increase of the draft at all major Indian ports is targeted. India’s strategic location has long required development of a transshipment hub. Hence, for better efficiency of the country’s maritime trade, the ministry would work towards developing a transshipment hub (TS) in

South India. At present, approximately 75% of India’s transshipment cargo is handled by ports outside India, including Colombo, Singapore and Klang. This increases the cost/TEU for EXIM players. Therefore, there are plans to increase the transshipment capacity through accelerated operationalisation of such ports, development of green-field TS ports at Kanyakumari and Campbell Bay as additional transshipment hubs in a phased manner, and increase capacity of existing ports like Cochin. Automation of ports, seamless movement of cargo and paperless transactions are basic needs of a maritime country looking to become a top player in global maritime trade. Currently, lack of digitalisation, lack of availability of real-time information and limited standardisation of port procedures are negatively impacting seamless trade. Hence, steps have been identified in MIV to improve ease of doing business in the maritime sector. A National Logistics Portal (Marine) is to be launched as an integrated platform for all EXIM stakeholder, s enabling 100% paperless processes. It will the focal point for domestic shipment tracking, cloudbased document management, digital payments, etc. Additionally, more than 50 smart interventions, like predictive maintenance, deployment of automated quay cranes, etc, have been identified to transform major ports into smart ports. Concrete steps have been identified for driving Aatmanirbhar Bharat through increased manufacturing and decreasing logistics cost. Pockets with high potential to undertake port-led industrialisation, spread over 6,000 acres, have been identified. This would be complemented with projects aimed at reducing logistics cost, such as development of commodityspecific infrastructure at ports for promoting coastal shipping and automation/mechanisation of operations. Together, these initiatives would push Make in India, Make for the World MIV-2030 also aims at building safer and environmentally-sustainable ports. Increased share of renewable energy in port operations, sustainable use of dredging material, reducing freshwater consumption and emissions, promoting development of ‘zero accident’ ports and real-time monitoring of HSE KPIs are some of the key measures to develop Green Ports. On the shipping front, MIV aims to make India the leading ship recycling and repair hub, while increasing the gross tonnage of ships built in India by more than 15 times. This would be achieved through channelisation of domestic demand for ship-building and repair, leveraging Right of First Refusal (RoFR)

r ules under Aatmanirbhar Bharat Scheme. India has already demonstrated strong ship-building capability with several shipyards delivering good quality vessels globally. Repair and recycling clusters would be developed, with usage of scrap material promoted through modification of BIS regulations and redevelopment of ship recycling infrastructure at Alang. Fu r t h e r, t o i n c r e a s e r e g i o n a l maritime cooperation and trade, a Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) centre is planned to be established in India. It would facilitate infrastructure investment and trade agreements with BIMSTEC countries. Efforts would also be made to develop and export India’s core competencies like IT, naval architecture, and maritime training to support other developing countries. India is endowed with various Inland Wa t e r Tr a n s p o r t ( I W T ) o p t i o n s comprising rivers, canals, backwaters, creeks, and tidal inlets. These provide environmentally-friendly mode of freight logistics and passenger transport with lower operating costs. The government has prioritised development, over the next ten years, of 23 NWs with significant traffic potential. NW 1 (Gan¬gaBhagirathi-Hooghly system) and NW 2 (Brahmaputra) hold immense significance as they connect neighbouring countries with India’s hinterland. These waterways are to be connected to form the Eastern Waterways Connectivity Transport Grid, providing for cost-effective export-import with Bangladesh, Bhutan, Myanmar and Nepal. Development potential of sectors like cruise tourism (both river & ocean cruise) has also been identified as a part of the vision. To this end, government has already undertaken several measures like rationalisation of port charges, cabotage relaxation for foreign vessels, expediated immigration and development of cr uise ter minals. Themes-based coastal and island circuits have also been identified on a priority basis. MIV aims to increase the share of Indian seafarers in the global talentpool. Advancements in maritime trade would lead to evolution in capabilities for onshore operations. Accordingly, training programmes focusing on maritime skills would be launched in partnership with industry. MIV will make India a maritime superpower, creating ~20,00,000+ more jobs and propelling India towarsds realisation of the ‘$5-trillion economy’ goal.

Ludhiana Exporters grapples with many issues; to take woes to Senior Govt Authorities LUDHIANA: Grappling with various problems, the city exporters organised a brainstorming session to thrash out a solution and take up major issues with the authorities. According to businessmen, their incomes have taken a hit due to the hike in charges levied by shipping companies, withdrawal of several incentives by the Centre, inclusion of genuine businessmen into the risky exporters’ list and delay in release of IGST and drawbacks. Upkar Singh Ahuja, president of the Chamber of Industrial and Commercial Undertakings (CICU), said at the session, “Doing exports is becoming challenging as our costs have increased significantly. There is panic among exporters due to high rates charged by shipping firms and withdrawal of schemes for exporters. In addition to this, there are several other challenges

l i k e s h o r t a g e o f l a b o u r, d e l a y s i n transportation of raw material and finished goods and increase in the number of formalities. If these problems are not resolved soon, Punjab’s exporters will be out of business and will have to look to alternative businesses. Therefore, we need immediate government intervention.” Ahuja informed that they had formed an export promotion committee that would work closely with departments, like the directorate general of foreign trade (DGFT), ministry of commerce, customs commissionerate and banks, to keep exporters updated with the latest guidelines. “Shortly, a meeting with top official of these departments will be arranged to discuss the problems and seek a resolution,” he added. Pankaj Sharma, another businessman, said, “There are many

innocent businessmen whose names have been included in the risky exporters’ list. As a result, their GST refunds and drawbacks are blocked and they are subjected to investigations and verifications. This is leading to a huge blockage of capital and halt in business activities. It is our request to the government to adopt a standard procedure with a time-bound redressal system in the GST department to help genuine exporters.” Speaking against a number of incentives and subsidies for exporters that have been withdrawn, Sarvjit Singh, co convener of the Export P romotion Committee, said, “We request the government of India to at least consider the benefits available to the exporters of neighbouring countries and give us a package in comparison to those so that we can compete on a level playing field.”

Container Shipping could save $4bn a year from 50% take-up of e-Bills of Lading : DCSA AMSTERDAM: Despite this significant cost saving estimated by the Digital Container Shipping Association (DCSA) the adoption of the e-Bill of Lading remains in its infancy. The idea of an a digital or e-Bill of Lading has been around for the better around 30 years, however, difficulties in moving paper documentation around the world with the onset of the Covid-19 pandemic last year is finally starting to drive adoption in container shipping. Andre Simha, Global Chief Digital and Information Ofcer for MSC, “The pandemic has brought an urgency to the digital development like the bill of lading as the cargo in ports couldn’t be gated out because paper was stuck somewhere due to air freight delays. With the world situation it has accelerated the need to digitise these documents.” Even so adoption is still in the early stages and MSC started pilot schemes with a number of customers last year, including D-Well and British Steel. “It seems very simple for people coming from different industries, airlines have managed to make e-tickets and e-boarding passes, banks have had SWIFT for 30 years, but here we are and we need to find a solution,” said Simha, who is also Chairman of the DCSA. “Looking at overall costs it’s estimated an e-bill of lading is

roughly three times more economical than a traditional bill of lading.” But despite the obvious cost benefits as well as environmental from not having move documents via air transport the authorities and banks in some countries are harder to be convinced to make the switch. “We are promoting this to the regulatory authorities and the banks who are the parties being a bit more cautious about this,” Simha said. “Today what we see there are some cases where you cannot use an e-Bill of Lading, there are some countries that will not accept a document which is not on paper and signed and stamped and there we need to put the pressure as well as the import customers to change that.” So how quickly will change come? While Simha quipped that he’d left his crystal ball in the dishwasher he believes adoption will need to be fairly swift. “I see this happening either relatively quickly, so I think in the next couple of years this needs to change completely, or we’ll have to find another way. With the speed we want to do business today…. it has to change.” Looking beyond e-Bills of Lading Simha said the industry needed to digitise all the other trade documents it was moving around the world.
