NYK signs Long-Term Charter Deals for Four New LNG Carriers to Serve NOVATEK TOKYO: On the September 29, NYK signed long-term time-charter contracts for four newly built liquefied natural gas (LNG) carriers with NOVATEK Gas & Power Asia Pte. Ltd., a wholly owned subsidiary of PAO NOVATEK, through a joint venture with a group company of PAO Sovcomflot. The newly built LNG carriers will be constructed at Samsung Heavy Industries Co., Ltd. and are slated for delivery from 2023 to 2024. The vessels will be equipped with WinGD-made dual-fuel slow-speed diesel engines (i.e., X-DF diesel engines) that have superior fuel-consumption efficiency and can operate on marine gas oil or boil-off gas stored in the cargo tank. Each ship will have a re-liquefaction unit on board that can use re-liquefied excess boil-off gas and return it to the cargo tank, in addition to a shaft generator system that uses the rotating propeller shaft for power generation. Each vessel’s cargo tank will be a 174,000 cubic-metercapacity membrane-type tank that will make use of advanced insulating materials to suppress the boil-off rate (percentage of gas volume that vaporizes during navigation) in the cargo tank and realize superior efficiency and economical LNG transportation. In accordance with its medium-term management plan “Staying Ahead 2022 with Digitalization and Green,” the NYK Group seeks to secure stable freight rates through
long-term contracts and continue to encourage creative solutions in its efforts to contribute to stable energy transport services.

IPCSA launches Global PCS Study enabling its smooth Implementation Worldwide LONDON: A ground-breaking global study that will support the development of Port Community Systems around the world has been launched by the International Port Community Systems Association (IPCSA). The study will focus on the practical development of Port Community Systems (PCS), the neutral electronic exchange platforms which enable the smooth, swift and accurate flow of information crucial to efficient ports and the wider supply chain. Building on previous work by IPCSA, including the association’s 12point guide to building a PCS, the study will cover specific elements of PCS development, including governance, b u s i n e s s m o d e l s , t e c h n o l o g y, standards, cybersecurity, Customs, and community and stakeholder involvement. It will also be accompanied by use cases from around the world. “The time is right for this in-depth s t u d y, ” s a i d R i c h a r d M o r t o n , secretar y general of IPCSA . “A notable impact of the Covid-19 pandemic has been wider recognition

The creation and successful implementation of a Port Community System is a change management project far more than an IT project. Time needs to be taken to build the community and establish trust.” IPCSA has secured the help of Tarragona-based PCS specialist Anna Navarro in the collating and compiling of this important study, and the focus will be on creating a ‘living’ document offering relevant and practical support, rather than something to be filed away and forgotten. “This valuable study will provide a baseline standard for PCS development a r o u n d t h e w o r l d , ” s a i d I P C SA
Chairman Hans Rook. “We have all seen studies that become outdated in a short time but our approach will be to create a modular study Mr. Hans Rook which allows use cases and other elements to be updated simply and on a regular basis. “We are determined to ensure that the latest information is available. The study will be carried out using the experience and knowledge of IPCSA members, who are based around the globe and range from the first PCSs in the world through to up-and-coming PCS and Single Window operators. In alignment with this, we are looking to develop a similar project covering Cargo Community Systems (CCS) in airports.” IPCSA would welcome the input and insight of ports, PCS operators and others in this study, said Richard Morton. “If you are a port or PCS operator and would like to contribute, we would be pleased to hear from you.”
Global Merchandise Trade growth revised to 10.8% from 8 % in 2021 : WTO G E N E VA : The WTO is now predicting g l o b a l merchandise trade volume growth of 10.8% in 2021—up from 8.0% forecasted in March—followed by a 4.7% rise in 2022. Growth should moderate as merchandise trade approaches its prepandemic long-run trend. Supply-side issues such as semiconductor scarcity and port backlogs may strain supply chains and weigh on trade in particular areas, but they are unlikely to have large impacts on global aggregates. The biggest downside risks come from the pandemic itself. Behind the strong overall trade increase, however, there is significant divergence across countries, with some developing regions falling well short of the global average. "Trade has been a critical tool in combatting the pandemic, and this strong growth underscores how important trade will be in underpinning the global economic recovery," DirectorGeneral Ngozi Okonjo-Iweala said. "But inequitable access to vaccines is exacerbating economic divergence across regions. The longer vaccine inequity is allowed to persist, the greater the chance that even more dangerous variants of COVID-19 will emerge, setting back the health and economic progress we have made to date." The large annual growth rate for merchandise trade volume in 2021 is
mostly a reflection of the previous year's slump, which bottomed out in the second quarter of 2020. Due to a lower base, year-onyear growth in the second quarter of 2021 was 22.0%, but the figure is projected to fall to 10.9% in the third quarter and 6.6% in the fourth quarter, in part because of the rapid Chart 1: World merchandise trade volume, 2015Q1-2022Q4 recovery in trade in the Index, 2015=100 last two quarters of against COVID-19 has led to a two- track 2020 (Chart 1). Railway records double digit freight growth despite Covid: Chairman Railway Board NEW DELHI: The Indian Railways has achieved double-digit growth in freight traffic despite Covid-19 pandemic challenges, said Chairman and CEO of Railway Board Suneet Sharma here on Sunday. Sharma said the growth has been 26 per cent (pc) in volume and 25 pc in value so far this financial year as compared to the previous fiscal. The East Coast Railway (ECoR) has been consistent in freight loading by maintaining the top position amongst all zones of Indian Railways, he said. “Though the revenue from passenger trains has been dismal, it is growing steadily after resumption of trains. The services of around 90 pc daily passenger trains have resumed and the rest 10 pc will resume in next couple of months. Of the 1,769 daily
trains, 1,700 are now running,” he said. Sharma also inspected Bhubaneswar railway station and reviewed the ongoing projects of this region. He said the revised plan for redevelopment of Bhubaneswar station, which is going to be developed into a world class facility, has been finalised and Railway is coordinating with Bhubaneswar Development Authority (BDA) to work out the plan. “As per the new plan, the Rail Land Development Authority (RLDA) will carry out the railway portion of the work and the rest will be done by BDA. Step is being taken to complete the project at the earliest. One platform and two additional lines will be added,” he informed. In addition to the development of Bhubaneswar station, he said
Bhubaneswar New railway station is being developed as a satellite terminal station. On pending projects and new connectivity, he said those are being taken up on priority with support from the State government for land acquisition. During inspection, Sharma stressed the need and significance of facilities provided to passengers. A number of facilities have been developed and some are under the process of development, he said while interacting with some of the passengers who were waiting for their trains. ECoR General Manager Vidya Bhushan, DRM of Khurda Road Division Rinkesh Roy and all the principal heads of departments, senior officials and DRMs of other divisions were present.
GST: E-way bill generation at a 6 month high in September NEW DELHI: E-way bill generation for goods transportation under the Goods and Services Tax (GST) system came in at 6.79 crore September, the highest since the start of the current financial year, as economic activity gathers pace ahead of the festive season. E-way bill generation has been registering a steady rise since June after falling to below four crore in May, when the second wave of the Covid-19 pandemic was at its peak. The September number was 70% higher than May and 3% more than August. Daily e-way generation rose 6.5% month- on-month to 22.65 lakh in September compared with 21.26 lakh in August. In the first three days of October, 52.69
lakh e-way bills were generated, showing a daily generation of 17.56 lakh. Going by the recent weekly trends, the daily average is expected to rise in October when data for the full month is captured. Thanks to the easing of lockdowns, e-way bill generation by businesses rose to 6.59 crore in August from 6.42 crore in July and 5.5 crore in June. It was 7.12 crore in March before the second wave o hit the economy in April-May. Higher e-way bills generation is reflected in higher GST revenues. GST collections came in at Rs 1.17 lakh crore in September (largely August transactions), up 23% year-on-year and 4.5% month-on-month, signalling a sustained pick-up in trade and commerce. Data released separately said the Nikkei manufacturing PMI rose
to 53.7 in September from 52.3 in the previous month. The average monthly gross GST collection for the second quarter of the current financial year has been Rs 1.15 lakh crore, which is 5% higher than the average monthly collection of Rs 1.1 lakh crore in the first quarter of the year. “This clearly indicates that the economy is recovering at a fast pace. Coupled with economic growth, antievasion activities, especially action against fake billers, have also been contributing to the enhanced GST collections. It is expected that the positive trend in the revenues will continue and the second half of the year will post higher revenues,” the ministry of finance said in a statement on October 1.

Builder hardware products from India have considerable Global demand : MoS Commerce at EEPC India event NEW DELHI: Builder Hardware is another performer making India as one of the top 20 suppliers with a 1.2 percent share in the world builder hardware export pie, said Minister of State of Commerce & Industry Mr Som Parkash. While addressing the Builder Hardware Expo, organised by EEPC India, virtually recently the Minister noted that builder hardware products from India have considerable demand across the continents. Indian builder hardware product is one of the best performing segments in the Indian engineering goods sector which has been the key driver of
merchandise exports from the country. "Builder hardware industry is linked to the construction equipment industry where the revenue was valued at US$ 6.5 billion in 2020 and the construction market is expected to be the third largest globally by 2025," said Mr B B Swain, Secretary, Ministry of Micro, Small and Medium Enterprises (MSME). India is the 17th largest supplier of builder hardware products and is on its way to fulfil the government ambition to become a global manufacturing hub of builder hardware products. Mr Swain stated that EEPC India with more than 60 per cent of its
members representing MSME sector took several initiatives even during pandemic to provide global interaction opportunities to small players in the form of webinars and virtual Expos. "The Government of India has been proactive to ensure that all the benefits of the MSME schemes reach the intended beneficiaries in time," said Mr Swain. EEPC India Chairman Mr Mahesh Desai said that the four-day virtual Expo would provide opportunity to the Indian exhibitors to display an array of over 200 domestic builder hardware products to overseas buyers from nine focus regions and trade blocs.
Improved economic activities in Q2 FY2022 to spur growth momentum for the road logistics sector in H2 FY2022; outlook continues to remain Stable: ICRA • The second wave of Covid halted the growth momentum for domes c logis cs sector during Q1 FY2022, with consequent impact on revenues and earnings on a Q-o-Q basis. However, relaxa on of lockdowns, normalcy of business ac vi es and rising pace of vaccina on improved the economic ac vi es and consequently the demand for logis cs in Q2 Fy2022. • The sector is likely to grow between ~6-9% in FY2022, in line with our previous es mates, demand, however, shall remain sensi ve to any further external shocks like impact of a further wave, given the sector's vulnerability to economic ac vity on an aggregate basis. MUMBAI: ICRA Ratings reiterated that the outlook for the Indian Road logistics sector continues to remain stable, supported by improved economic recovery in Q2 FY2022, increased pace of vaccination and decline in fresh Covid-19 cases from June'21 onwards. The sector has witnessed moderation in freight volumes sequentially across different segments (road, rail and sea) in Q1 FY2022 as the resurgence of Covid-19 cases by the end of Q4 FY2021 stalled the economic recovery that was visible across most sectors during H2 FY2021. Given the impact of the second wave on most end-user industries and accordingly, freight movement was affected. This apart, the effect of commodity inflation was significant on the earnings profile of logistics players. S a y s M r. S u p r i o B a n e r j e e , Vice President & Sector-Head, ICRA Ratings, "Stunted demand recovery due to resurgence in Covid-19 cases in Q1 FY2022, led to decline in overall industry revenues by 17.5% Q-o-Q. However, there has been a gradual revival in Q2 FY2022 due to aforementioned factors which is also reflected by steady rise in monthly eway bill volumes as well as FASTag volumes since May-21. We expect a broad-based recovery across end user sectors in H2 FY2022 and accordingly the higher scale of operations is likely to see improved earnings despite the effect of higher operating costs amidst diesel price inflation. Though business performance remained muted over Q1
FY2022, the sector is likely to grow between ~6-9% in FY2022, in line with our previous estimates. Demand, however, shall remain sensitive to any further external shocks like impact of a further wave, given the sector's vulnerability to economic activity on an aggregate basis." Overall, the aggregate revenues of ICRA's sample of logistics companies declined on Q-o-Q basis in Q1 FY2022 by 17.5% over Q4 FY2021, the average e-way bill generations too dipped in Apr-May-21 sequentially. However, positive factors have resulted in monthly FASTag volumes ramping up to five-month highs in August 2021, given the absence of stringent lockdown restrictions as witnessed during the first wave. On a sequential b a s i s m o n t h l y FA S Ta g v o l u m e s increased by 22% and 5% in July 2021 and August 2021 respectively and eway bill volumes grew by 17% and 3% in July 2021 and August 2021 respectively. O n a Y- o -Y b a s i s , t h e c o m b i n e d volumes for FASTag for July and August 2021 grew by 115% and e-way bill volumes grew by 34%. Volumes are expected to remain stable over FY2022, given the easing of restrictions with lower incidences of fresh cases. Further, an accelerated pace of vaccine roll-out will also act as a booster to economic revival. In terms of profitability, as the impact of several cost-control initiatives like employee cost reduction, rental waivers, and reduction in lorry hire charges, which were temporary in nature, subsides in the current fiscal, ICRA does not
expect this improvement in profitability witnessed in FY2021 to be sustainable. The problem is compounded by the continued firming up of diesel prices. With drop in revenues in Q1 FY2022, the aggregate OPM of the sample set on a Q-o-Q basis declined by ~320 bps. Accordingly, the ratings agency expects the aggregate operating profit margins of its sample to be in the range of 10.511.0% in FY2022, against 12.1% in FY2021. The moderation in operating margin is also likely to be driven by the absence of Covid-19 induced cost-control measures undertaken in FY2021 and rise in fuel costs. The logistic companies' ability to hike freight rates will be a key determinant to sustain profitability in the near term. Growth over the medium term would continue to be driven by demand from segments like e-commerce, FMCG, retail, chemicals, pharmaceuticals and industrial goods coupled with the industry paradigm shift towards organised logistics players, post the GST and e-way bill i m p l e m e n t a t i o n . Fu r t h e r m o r e , multimodal offerings are likely to gain increased acceptance and traction going forward, given that players offering multimodal services had more flexibility and hence, were better placed to service their customers during the lockdown phase. Given these factors, and the relatively higher financial flexibility available to large organised players vis-a-vis their smaller counterparts, there is potential for increased formalisation in the sector going forward.
