The ruling also provides new responsibilities to the Dubai Ports Authority, which include strategic planning and policy development for overseeing the ports and terminals in Dubai, developing and managing port infrastructureandregulatingtheiroperations.

Under the new law, the authority will regulate businesses, activities, and professions authorized to operateinportsandterminals.

Centre pushes for Alang to emerge as vehicle scrappage hub

NEW DELHI - Apart from senior officials of the Union Ministry of Ports, Shipping and Waterways and representatives of the Gujarat Maritime Board and Ship Recycling Industries Association (India), the January meetingwaschairedbyoneoftheUnionMinisters.

Itwasalsodecided atthemeeting thataBISteamshall visitAlang–thecountry’slargestshipbreaking centre–to study the ground activity of the Ship Recycling. “The team will discuss the issue and way forward with the Ship Recycling Industries Association and Gujarat Maritime Boardofficials.StandardOperatingProcedure(SOP)tobe placed for testing of raw material for re-rolling mills,” the minutesofthemeetingsaid.

Steel scrap from the demolished ships is a major source of raw material for the re-rolling mills in our country. Normally at least 70 per cent of the total light displacement tonnage of a ship broken constitute of rerollable scrap. These are then converted into bars and

rods that are used in the construction sector. The other raw materials to produce bars and rods are re-rollable scrap from Railways, pencil ingots from induction furnaces, semis from the integrated plants and imported scrapofferings.

The Ship Recycling Industries Association in a submission made earlier this year had referred to a “nonviable norms of quality control order and BIS standard” impactingrecyclers.

As a result of these revised norms that came into effect in2012, activity atAlang hasbeen hit.“We…arenotableto sell our materials directly to rerollers”, it said adding that 90 per cent of the plots at the yard have achieved HKC compliance certification from internationally recognised agencies.

The HKC certification stands for Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009.

First ship at Vizhinjam port by September: Kerala CM

THIRUVANANTHAPURAM - Efforts are on to bring the first ship to Vizhinjam international sea port by Septemberthisyear, said Kerala ChiefMinister Pinarayi Vijayan recently.

Responding to a question in the legislative assembly, the CM said the project will be a game-changer for the state as major cities and business centres have come aroundsuchmotherportsaroundtheworld.

“We are planning to bring the first ship to the port by September. Work is going on at a brisk pace and serious attempts are on to realise this,” he said, adding that with the commissioning of the port, an industrial corridor will bedevelopedinsouthKerala.

“It will usher in development in the area. The government is planning to develop industrial parks, logistic centres and many other projects. It will give employmentopportunitiestomanyyoungsters,”hesaid.

The Adani Group is developing the first mother ship project of the country in Vizhinjam, 16km south of the state capital.

Now, the country is depending heavily on Colombo, Singapore and Dubai mother ports for the transhipment of heavy cargo to the country incurring additional cost and time. Once the Vizhinjam port is functional, itwillbridgethegap.

Once fully commissioned, the largest mother ship of the world can easily be anchored here, said port officials, adding that five mother ships can be berthed at a time after its full commissioning.

Conceived three decades ago, the port (with 20m natural depth), 12 nautical miles away from the international ship channel, is expected to be a big boost to the industrial growth of southern India, experts said.

Höegh Autoliners to purchase Höegh Berlin for a price of USD 34.25 mn

OSLO : Höegh Autoliners ASA has agreed with the owner of the leased vessel Höegh Berlin to terminate the bareboat charter and purchase the vessel, for a purchase priceofUSD34.25million.Thevessel was taken over on 1 March 2023. The average market value of the vessel estimated by three different brokers was USD 59 million per end of Q4 2022.

Höegh Berlin was built by Höegh at Daewoo Shipbuilding & Marine Engineering (“DSME”) in 2005 and has a capacity of 7,850 CEU and is one of a series of vessels Höegh built atDSMEbetween2004and2010.The vesselwassoldin2009andchartered back to Höegh Autoliners under a bareboat charter agreement. This is the fifth bareboat chartered vessel the Company has purchased back in less than a year, and the other 4 are HöeghBeijing,HöeghTracer,Höegh

Trapper and Höegh St. Petersburg. The purchase of Höegh Berlin will reduce the long-term cash capacity cost for the vessel as well as realise additional value gains from taking direct ownership to leased vessels. TheCompanyintendstoregisterher undertheNorwegianflag(NIS)after the transfer of ownership. This will bring Höegh Autoliners’ number of vessels registered in NIS to 28 out of 31 in its technically managed fleet, solidifying its position as one of the largest owners in terms of the deadweight ton (DWT) in the NIS register.

On1March2023,accordingtothe earlier announcement of the exercise option, we have also taken ownershipofHöeghTracer.

Per ØivindRosmo, CFO of Höegh Autoliners, comments: “With the delivery of Höegh Berlin and Höegh Tracer, Höegh Autoliners is again demonstrating our commitment to serve and build long term relationship with our customers based on a fleet we own andcontrol.Afterthepurchaseofthe

leased vessels, we will have a fleet of 31 owned vessels, 3 BB chartered vessels with purchase option and 3 vessels chartered in on medium term Time-Charters. This gives us limited exposure to the currently tight and expensive Time-Charter market.

Höegh Berlin has done a very good job for us and our customers since we built her in 2005 and is very well suited for our established and balanced trade systems from Asia to Europe and the US with return to Asia via South Africa and Australia or the Middle East. Together with the Horizon class vessels (8,500 CEU capacity) and the Aurora class vessels under construction (9,100 CEU capacity), the series of 7,850 CEU vessels built at Daewoo represents one of the largest and most environmentally friendly PCTC fleet. These large and fuelefficient vessels are an important part of our ambition to continue to reduce our carbon intensity and the journey towards being carbon neutralby2040.”
