With largest PCS & BSID, Indian Ports and Maritime sector is giving boost to Digital India : Mansukh Mandaviya NEW DELHI: Digital Transformation in Indian Ports and Maritime Sector! With the world’s largest port community system and Biometric Seafarers Identity Document, the Modi government is ushering digital revolution at Indian Ports. According to Minister of State for Ports, Shipping and Waterways, Mansukh Mandviya, PCS1x- the world’s largest port community system, is a user-friendly interface that brings together various stakeholders of the maritime sector and provides them with seamless payments and transactions. It has cloud based new generation technology with user-friendly interface. The system has been upgraded to National Maritime Logistics Portal. With this system, the turnaround time has been reduced to just 24 hours from five to six days. The Minister of State for Ports, Shipping and Waterways also stated that India is the first country in the world to issue Biometric Seafarers Identity Document (BSID) with facial biometric to seafarers. Earlier, Ministry of Ports, Shipping and Waterways had said that the BSID introduced modern security features. It has a biometric chip embedded in it. The BSID card’s security is ensured at various levels and through different methods. At the time of capturing the data, the live face is cross matched through passport photo utilizing a face matching software. There are two optical security features in the cardMicro prints/micro texts as well as Unique Guilloche pattern. A software was created for capturing the facial biometrics as well as its authentication through the public key infrastructure. According to the ministry, a record of each SID issued is maintained in a national database and its related information is
accessible globally. The BSID project has been taken up in India in collaboration with the Centre for Development of Advanced Computing, located in Mumbai. The SID’s issuance involves the collection of biometric as well as demographic details of the seafarers, their verification. Only then, the card is issued to them.
RBI extends Interest equalisation scheme for exporters by 3 months MUMBAI: The Reser ve Bank of India (RBI) has extended the validity of the interest equalisation scheme for pre-and-post-shipment rupee export credit by three months through September 30. This will continue to help exporters struggling to cope with the damage caused by the second Covid wave. The government has budgeted Rs 1,900 crore under the scheme for FY22, against Rs 1,600 crore (RE) for FY21. This scheme usually allows manufacturing and merchant exporters an interest subsidy of 3% on pre-and-post-shipment rupee credit for exports of 416 products (tariff lines).
The central bank’s notification came after the government approved the extension of the scheme, with “same scope and coverage”. The move comes at a time when the country’s exports have staged a rebound after witnessing a roller-coaster ride in the wake of the pandemic last fiscal. Merchandise exports surged over 69% in May from a year before to $32.3 billion, driven by a favourable base and improved demand from key markets. Importantly, goods exports have now crossed the pre-Covid (same months in 2019) level for three straight months, in what appears to be a strengthening trade recovery.
CMA CGM Group steps up its strategic inland development in Europe with the acquisition of Spanish rail operator Continental Rail MARSEILLE: The CMA CGM Group, a world leader in shipping and logistics, is stepping up its strategic development in inland logistics by integrating one of the leading private rail operators in Spain: Continental Rail, via CCIS, its global inland logistics arm. The Share Purchase Agreement was signed on the 30th of June. The transaction, which should be closed early Q3 2021, amounts to an equity value of ca. EUR 25 million. Continental Rail was established in May 2000 in Madrid and is one of Spain main private rail operators. Continental Rail is specialized in intermodal containers traffic between main ports across Spain.
This move into rail activity in Spain strengthens the Group’s transport and logistics business, allowing it to offer its customers a range of comprehensive, agile and customized solutions, complementary to its current deep sea and short sea services, supporting its supply chain integrated solutions. Christine Cabau-Woehrel, Executive Vice President Industrial Assets and Operations of the CMA CGM Group, declares: “Continental Rail represents a major new component of the CMA CGM Group’s inland strategy, in both operational and commercial terms. This expansion is a new milestone in the Group’s strategic development, with the aim of providing its customers with better ways through a complementary range of services covering both shipping and logistics.”

Maersk signs shipbuilding contract for world’s first container vessel fuelled by carbon neutral methanol Hyundai Mipo Dockyards to build the 2100 TEU feeder vessel. It will be deployed on the Bal c shipping route and fly the Danish flag. Expected delivery by mid-2023. COPENHAGEN, DENMARK: A.P. Moller - Maersk and Hyundai Mipo Dockyards have agreed on a contract for Hyundai Mipo to build a feeder vessel with a dual engine technology enabling it to sail on either methanol or traditional very low Sulphur fuel. Maersk announced the intention to order the vessel, an industry first, on 17 February 2021. It will fly the Danish flag.
"This groundbreaking container vessel shows that scalable solutions to properly solve shipping's emissions challenge are available already today. From 2023 it will give us valuable experience in operating the container vessels of the future while offering a truly carbon neutral product for our many customers who look to us for help to decarbonize their supply chains," says Henriette Hallberg Thygesen, CEO of Fleet & Strategic Brands, A.P. Moller - Maersk. The feeder will be 172 meters long and will sail in the network
of Sealand Europe, a Maersk subsidiary, on the Baltic shipping route between Northern Europe and the Bay of Bothnia. The methanol propulsion configuration for the vessel will be developed by MAN Energy Solutions and Hyundai Engine and Machinery (main engine) and Himsen (aux engine) in collaboration with Hyundai Mipo and Maersk. Classification society will be American Bureau of Shipping (ABS). "Developing this vessel is a significant challenge, but we have already come a long way in our work with the yard and the makers to reach this milestone. While we are pioneering these solutions for our industry, we are working with well-proven technologies and the cost potential from further scaling is becoming very clear to us," says Ole Graa Jakobsen, Head of Fleet Technology, A.P. Moller - Maersk. More than half of Maersk's largest customers have set - or are in the process of setting -ambitious science-based or zero carbon targets for their supply chains, making the order another important step in the Maersk efforts to support the rising number of customers calling for carbon neutral products.

Commerce Ministry’s Logistics Division unveils plans for ‘Freight Smart Cities’ Launches portal and handbook with 14 key measures to enhance urban freight systems Cont’d. from Pg. 3 This is all the more relevant as the demand for urban freight is expected to grow by 140 per cent over the next 10 years. Final-mile freight movement in Indian cities is currently responsible for 50 per cent of total logistics costs in India’s growing e-commerce supply chains. Improving city logistics would also enable efficient freight movement and bring down the logistics costs boosting all sectors of the economy. The need for focus on city logistics was first discussed with States/UTs during the first National Conference of States on Logistics on 19th January, 2021. Taking this forward, the Logistics Division has been engaged with subject experts and technical organizations to devise a roadmap for improvement in freight movement in the Indian cities. The roadmap envisions the concept of ‘Freight Smart Cities’ to improve the efficiency of urban freight and create an opportunity for reduction in the logistics costs. During the consultative meeting chaired by Minister of State for Commerce and Industry Shri Hardeep Singh Puri on freight smart cities held on 02 July 2021, the logical next step was taken where issues were discussed with technical details, and specific examples of cities that have progressed in this area were shared. On this occasion, Shri Hardeep Singh Puri launched the website on ‘Freight Smart Cities’ and also released a handbook outlining 14 measures that can be taken to improve urban freight. Shri Puri appreciated the extensive
participation of nearly 300 stakeholders. He stated that India is undergoing robust, vibrant and autonomous urbanisation. A shift from regulatory to a more organic approach making use of the enabling technologies is required to be adopted by the policy makers and city planners taking into account the aspirations of citizens and plan for their requirements. He urged the State Governments to identify ten cities, to begin with, to be developed as Freight Smart Cities and also to set up institutional mechanism for the same involving the Government as well as Private stakeholderslike Logistics services providers, users and citizens. He also asked the States/City Governments to focus on the quick-wins like developing peri-urban freight centres, night-time deliveries, developing truck routes, using Intelligent Transportation Systems & moder n technologies, P romoting electrification of urban freight , Parcel delivery terminals etc. Representatives from NitiAayog, MoHUA, MoRTH,Railways , State Govts and City level urban bodies, ADB as well as the technical Institutes like RMI, SPA(Delhi) and SPA (Bhopal), CEPT, GIZ addressed the participants. States and cities like Gujarat, Panjim, Hyderababad, Shimla and Amravati presented their work related to improving city freight logistics. These cases and other good practices would help to accelerate the action. “The 14 measures presented in the handbook represent high-leverage areas for cities to improve their
economic competitiveness and reduce congestion and pollution. Several of these measures are low-cost, low effort initiatives that can be quickly taken up by working with the related public and private stakeholders.” said Sh. PawanAgarwal, Special Secretary, Logistics Division in the Ministry of Commerce and Industry. Under the Freight Smart Cities initiative, city-level logistics committees would be formed. These committees would have related government departments and agencies at the local level, state and from the reacted central ministries and agencies. These would also include private sector from the logistics services and also users of logistics services. These committees would cocreate City Logistics Plans to implement performance improvement measures locally. On the Freight smart city initiatives, the Logistics Division is working closely with GIZ (Germany) under Indo German Development Cooperation, Rocky Mountain Institute (RMI) and RMI India. A challenge is expected to be announced to encourage the participation of cities in this initiative. From the ten cities to be identified on immediate basis, it is planned to expand the list to 75 cities in the next phase before scaling up throughout the country including all state capitals and cities that have more than one million population. The list of cities to be taken up would however be finalised in consultation with the State governments.
Wholesale, Retail trade now in MSME fold, announces Nitin Gadkari NEW DELHI: The government has included retail and wholesale trade under micro, small and medium enterprises (MSMEs), in a move that it said would benefit over 25 million retail and wholesale traders. Retail and wholesale trade will also get the benefit of priority sector lending under existing Reserve Bank of India rules. Minister of MSME, and road transport and highways Nitin Gadkari announced the revised guidelines for MSMEs recently. Gadkari later tweeted that the
government was committed to strengthening MSMEs and making them engines for economic growth. “The revised guidelines will benefit 2.5 crore retail and wholesale traders. Retail and wholesale trade were left out of the ambit of MSME. Now under the revised guidelines, retail and wholesale trade will also get benefit of priority sector lending under RBI guidelines,” Gadkari noted. Large retailers and wholesale businesses will not be covered as they will
not meet the eligibility criteria for MSMEs. Retail and wholesale traders will also be allowed to register on Udyam portal for MSMEs. The Confederation of All India Traders (CAIT) had earlier demanded restoration of MSME status taken away in June 2017 from over 80 million retail and wholesale traders.“Traders will be able to avail requisite finances from banks and financial institutions under priority sector lending,” CAIT said.
Extension of interest subsidy export credit to benet apparel exporters: AEPC NEW DELHI: The Apparel Export Promotion Council (AEPC) has recently said the Reserve Bank of India”s decision to extend the interest equalisation scheme for pre and post shipment rupee export credit for another three months till September 30 would help the sector deal with the impact of the pandemic. AEPC Chairman A Sakthivel said the interest scheme would benefit the MSME
(Micro, Small & Medium Enterprises) sector which is still struggling from lack of affordable working capital. “It is a good move by the government. The interest subvention scheme will help apparel exporters to reduce their cost of capital in these difficult times and thereby make them more competitive in international markets,” the Chairman added. Fe d e r a t i o n o f I n d i a n E x p o r t
Organisations (FIEO) too said that the move will help the identified export sectors to be internationally competitive and to achieve a higher level of export performance. The government’s timely extension will not only provide competitive rates for exports, but will also bring it to the near international benchmarks particularly for MSMEs.

5th JULY 2021 23
Highest-ever quarterly growth in exports not only shows resilience of exports sector but also the strength of the Indian economy: FIEO NEW DELHI: Reacting to the trade data for the first quarter of the FY’ 2021-22, Dr A Sakthivel, President, FIEO said that the highest-ever quarterly growth in exports of 85 percent with USD 95 billion over FY’ 2020-21 and by 18 percent over FY’ 2019-20 not only shows the resilience of the exports sector but also the strength of the Indian economy. Dr Sakthivel also reposed faith in the overall exporting community, who in these difficult and challenging times have continuously been able to perform with vigour and dynamism. Exports for June, 2021, which for the fourth time in a row, have shown a very impressive growth of 47 percent with USD 32 billion during the month, also augurs well for the overall foreign trade sector of the country, added FIEO Chief. Dr Sakthivel reiterated that the top sectors, which performed impressively during the first quarter of the FY’ 2021-22
starting with 3-digit growth were Iron-ore, Rice, Cotton Yar n/Fabs/Made-ups, Handloom Products etc., Engineering Goods, Plastics & Linoleum, Organic & Inorganic Chemicals, Electronic Goods, Petroleum Products, Marine Products and Drugs & Pharmaceuticals. FIEO President emphasised that as the labourintensive sectors were main contributors to these ten impressively growing sectors during the quarter, this will further help in creating jobs in the country, being the most relevant in the current context. FIEO Chief complimented the government specially the Union Finance Minister, Commerce Minister and Textile Minister under the able and dynamic leadership of the Hon’ble Prime Minister Shri Narendra Modi for the continuous support to the sector during such challenging times. Increase in both quarterly and monthly imports by about 108 percent and 96.33 percent compared to the same period during the previous fiscal,
should be looked into. FIEO P resident reiterated that though the government has announced a slew of measures during recent times to support exports with the extension of Interest Equalisation Scheme by 3 months to September 30, 2021 and the announcement of the Union MSME Minister on revised guidelines for MSMEs with the inclusion of retail and wholesale traders as MSMEs, which will help 2.5 Crore traders to get benefit of priority sector lending under RBI guidelines. Further the need of the hour is to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry, besides addressing some of the key issues including priority status to exports sector, release of the necessary funds for MEIS and clarity on SEIS benefits, resolving risky exporters' issues and continuance of seamless refund of IGST and more importantly continuing with IGST option for exports.
FIEO President hails Government's decision of granting extension to the Interest Equalization Scheme by 3 months NEW DELHI: Welcoming the move of the government granting extension to the Interest Equalization Scheme, F I E O P r e s i d e n t , Dr A Sakthivel said that the scheme will help the identified export sectors to be inter nationally competitive and to achieve a higher level of export performance. Dr Sakthivel specially thanked the Hon'ble Finance Minister, Hon’ble Commerce Minister and RBI
Governor for accepting our request to further extend the interest subvention scheme as the MSME sector is still str uggling from lack of affordable working capital. The Government of India has approved the extension of Interest Equalization Scheme for Pre and Post Shipment Rupee Export Credit, with the same scope and coverage, for a further period of three months, i.e., up to September 30, 2021. The extension takes
effect from July 01, 2021 and ends on September 30, 2021 covering a period of three months. President FIEO also thanked the Government for timely extension as it will not only provide competitive rates for exports but will also bring it to the near international benchmarks particularly for MSMEs. FIEO Chief further requested the Government that in order to provide stability to the scheme, it may be extended by 3 years.

Portal developed for all data on Warehouses : Food Ministry NEW DELHI: The Centre has developed an online portal to collect details about government and private warehouses, a move that will enable monitoring of storage availability on a real-time basis, a senior Food Ministry official said. This will also help to know real-time foodgrain stock available in any of the warehouses in the country, he said. The portal has been designed in view of the delay in timely collection of warehouse data, and lack of platform to collect private warehouse details and storage capacity, he added.
According to the official, “Creation of an online portal is a step closer to achieve the objective of National Food Security Act (NFSA) in a transparent manner.” Unavailability of details and data on storage in private warehouses has previously hindered the government in making well-informed decisions to ensure food security in the country, he said. Sharing more about the new initiative, the official said any private warehouse owner can register on the portal and enter the warehouse and stock details. The registration of the private
warehouse is very user-friendly in which name, mobile number, and email address are collected and the user registration will be activated by the Food Ministry. After the account is activated, a user can log in and enter warehouse storage capacity as well as month-wise stock details. The user has to enter both agriculture commodity stock and non-agriculture commodity stock separately. The website has a feature of a dashboard for real-time monitoring of all India positions of storage capacity and stocks, the official added.

Railways record Highest ever loading for 10 consecutive respective months from September, 2020 to June, 2021 NEW DELHI: Despite the Covid challenges, Freight figures continue to maintain the high momentum in terms of earnings and loading in the month of June 2021 for Indian Railways. On Mission Mode, in the month of June 2021, Indian Railways freight loading was 112.65 million tonnes which is 11.19 % higher compared to June 2019 (101.31 million tonnes) which was a normal year and 20.37 % higher compared to June 2020 (93.59 million tonnes) for the same period. The important commodities transported during June 2021 includes
50.03 million tonnes of Coal, 14.53 million tonnes of Iron Ore, 5.53 million tonnes of Pig Iron & Finished Steel, 5.53 million tonnes of Food Grains, 4.71 million tonnes of Fertilizers, 3.66 million tonnes of Mineral Oil, 6.59 million tonnes of Cement (excluding clinker) and 4.28 million tonnes of Clinker. In the month of June 2021, Indian Railways earned Rs. 11186.81 crores from freight loading which is also 26.7 % higher compared to June 2020 (Rs. 8829.68 crores) and 4.48 % higher compared to June 2019 (Rs. 10707.53 crores).
It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive. It may be noted that the speed of freight trains has been enhanced in the existing network. Freight speed improvement leads saving of costs for all stake holders. Freight speed has doubled over the last 19 months. Covid 19 has been used by Indian Railways as an opportunity to improve all round efficiencies and performances.
Nearly double-digit GDP growth expected in FY22: Principal Economic Adviser Sanjeev Sanyal NEW DELHI: The Indian economy is likely to witness close to double-digit growth in the current fiscal year despite the second COVID-19 wave ravaging the country, Principal Economic Adviser (PEA) Sanjeev Sanyal said recently. The economy is slowly getting back to normalcy as the number of COVID-19 cases is declining, he said while participating in India Global Forum event. “We are probably going to see close to double-digit, if not double-digit (growth) in this financial year,” he said. The growth will be bolstered by a slew of structural reforms undertaken by the
government to address supply side constraints and opening more and more sectors for foreign investment. “Most countries were focused on demand side measures (but) we were also focussed on supply side…virtually every week you will see new sectors being opened up. We have done major refor ms in IT sector, BPO sector, geospatial sector and we can open up many other sectors because we want to be a part of the global supply chain,” he said. It is to be noted that many global and domestic institutions, including the World
Bank and Reserve Bank of India (RBI) have slashed India’s growth forecast for 2021-22 as economic recovery was halted by the devastating second wave of coronavirus infections. Earlier this month, the World Bank slashed its 2021-22 GDP growth forecast for India to 8.3 per cent from 10.1 per cent estimated in April, while RBI lowered it from 10.5 per cent to 9.5 per cent. RBI expects the economy to grow at the rate of 18.5 per cent in April-June, 7.9 per cent in the second quarter, 7.2 per cent in December quarter and 6.6 per cent in the fourth quarter.
India exports rst consignment of coal to Bangladesh KOLKATA: India exported the first consignment of coal from Netaji Subhash Dock (NSD) of SMP (Shyama Prasad Mukherjee Port) Kolkata to Bangladesh on 2 July. The coal is procured from Dhanbad and is being exported to Rampal Power Station, Khulna in Bangladesh (established by Bangladesh India Friendship Power Company Limited, a joint venture between
NTPC of India and Bangladesh Power Development Board). The first rake of about 4,000 tonnes of coal is expected to be unloaded at KPD and sent to the captive jetty of the power plant. The exporter of coal is Godavari Commodities and is controlled by ZS Logistics, a press statement issued by the company said. “We expect that around 20,000 tonnes of Indian coal will be sent from SMP Kolkata to Bangladesh
every month,” the release said. According to SMP President Vineet Kumar, Kolkata has been declared as Bangladesh’s hub for coal and IWT traffic with various incentives. As a result, bulk traffic to Bangladesh such as rice exports, sponge iron exports, fly ash and coal to Bangladesh now reaches about seven million tonnes annually.
West Bengal to introduce RO-RO services between Kolkata Port and Howrah KOLKATA: The West Bengal State Transport department will introduce RollOn-Roll-Off (RORO) services between Kolkata Port and Howrah, which could be extended to any part of Bangladesh. RORO is a service on waterways in which a truck or container carrying cargo is loaded or ‘rolled on’ the vessel at the bank of the river/sea and is transported to the other side of the water channel where it is unloaded or ‘rolled off ’ the vessel. “West Bengal is now getting ready with fully equipped and state-of-the-art infrastructure to facilitate business with Bangladesh,” said state
Transport minister Firhad Hakim during his speech at the ‘India Bangladesh Logistics and Industrial Summit 2021’ organised by Indian Chamber of Commerce. He reiterated that as far as waterways transport is concerned, Bengal is ready with that as well. The state is having a great facility in river Ganga to have more and more water transportation for passengers as well as for goods. “The state is now ready with logistics hubs and it has already provided industrial status to the logistic sector,” Hakim pointed out. Speaking at the same forum, Toufique Hasan, Deputy High Commissioner of Bangladesh in
India, said: “To consolidate trade and economic ties, connectivity can offer a game changing opportunity for India and Bangladesh which would bring about unprecedented benefit for us as well as the region.” India, he felt, can play a vital role in furthering Bangladesh’s economic prospect through trade and investment. “We may delve into joint venture partnership in important projects such as agro-processing, automobiles, ceramics, chemicals, light engineering, ICT, hospital and medical equipment, pharmaceuticals, tourism and textile sectors,” he added.

Port of Antwerp awards Breakbulk concession A further boost for breakbulk and project cargo segment ANTWERP: At the end of last year, Port of Antwerp launched an appeal for the water-bound site of around 15 ha beside Churchill Dock South and expressly demanded ‘breakbulk’ activities. Meanwhile, both the appeal and the contract negotiations are complete. PSA Breakbulk NV will become the new concessionaire. In the context of the new project cargo ecosystem on the site, PSA Breakbulk NV has arranged a merger, involving 50% of its shares, with the Austrian association Felbermayr Holding GmbH, as specialists in heavy lifting activities. The area around the Churchill Dock has historically developed into one of the most important sites for breakbulk terminals at the port of Antwerp, a fact that has been further consolidated by this choice of concessionaire. Port of Antwerp aims to fuel projects in the breakbulk and project cargo segment as much as possible and believes in its development, which is why the organised appeal explicitly demanded the presence of breakbulk activities. Port of Antwerp is delighted to accommodate this new project and thus strengthen its position as a breakbulk port in Europe. In Q1 this year, the breakbulk segment enjoyed its best quarter since Q2 2019. The throughput of iron and steel, the most important goods group in this segment, increased by 18.2% due to a peak in the supply of steel, which can be explained by the new import quotas that have taken effect since 1 April. Jacques Vander meiren, CEO Port of Antwerp: “The joint project by these two firms (PSA Breakbulk NV and Felbermayr Holding GmbH), has been founded on concrete commitments, which are fully aligned with the intended
concession objective. Breakbulk generates a high added value in our port's portfolio, so it's crucial that we continue to highlight these goods.” Port Alderman Annick De Ridder: “Antwerp has been the ultimate breakbulk port in Europe for many centuries. As a result, we have all the quality, experience and flexibility in-house to provide solutions tailored to the customer's needs. You only need to look at the growth figures in the last quarter. Awarding this concession to a breakbulk player confirms that this segment remains an absolute priority for our port and that we will continue to support our breakbulk market.” Dennis Verbeeck, General Manager PSA Breakbulk NV: "In addition to the focus on steel, we will work out a project cargo ecosystem together with Felbermayr (now a shareholder of PSA Breakbulk NV) with a logistics hub and one-stop-shop for largescale project cargo. The planned crane with a lifting capacity of 750 tonnes will contribute to the realisation of the project."
Anti-dumping duty on certain steel items extended till December 15 NEW DELHI: The government on Tuesday extended antidumping duty on certain variety of steel products till December 15 this year with a view to guarding domestic manufacturers from cheap imports from countries, including China, Japan and Korea. According to two separate notifications by the Department of Revenue, the duties on ‘Hot-Rolled flat products of alloy or non-alloy steel’ originating in or exported from China, Japan, Korea, Russia, and Brazil, and on ‘Cold-Rolled flat products of alloy or non-alloy steel’ coming from China, Japan, and Korea, have been extended. The commerce ministry’s investigation arm Directorate General of Trade Remedies (DGTR) had recommended for the extension of the duty on these products. While DGTR recommends the duty to be levied, the finance ministry imposes it.
The duties were imposed in August 2016 for five years. Amending two separate notifications, the department of revenue said anti-dumping duty levied on hot-rolled flat products are extended “up to and inclusive of 15th December, 2021”. Similarly, the duty on cold-rolled flat products too extended up to December 15 this year. Further, the department has also extend the levy on ‘Tyre Curing Presses also known as Tyre Vulcanisers or Rubber Processing Machineries for tyres, excluding Six Day Light Curing Press for curing bi-cycle tyres’ imported from China till November 30, 2021. The duty has also been extended on ‘Glazed/Unglazed Porcelain/Vitrified tiles’ originating in or exported from China till December 31, this year. Countries initiate anti-dumping probes to determine if the domestic industry has been hurt by a surge in below-cost imports.
Steel makers push for exports as rural stress impacts domestic demand NEW DELHI: Primary steel producers are increasing their export volumes in the July-September quarter–usually a slack season for construction and industrial activity in the domestic market due to monsoons. Rural demand, however, is a concern despite predictions of a good monsoon. “We have sufficient export orders and so our utilisation levels will remain close to 95 per cent in the July-September period. We are waiting for domestic demand to pick up and see no reason for sluggishness in the coming months. But, construction sites are yet to start and there is no pick up (in demand) so far,” V R Sharma, MD of Delhi-based Jindal Steel & Power said recently. The Naveen Jindal-led company is mainly into long steel products, used largely in the construction and infrastructure segments. AM/NS India, too, said the share of exports in its total sales has risen. “Exports have been running high since March and Indian mills are mostly booked until August. So utilization levels of industry will remain high even in the July-September period. We are also exporting a higher share of around 40 per cent of our production from usual 10-15 per cent,” said Ranjan Dhar, Chief Marketing Ofcer at AM/NS India. The domestic demand in the April-June quarter was down due to the strong second wave of Covid-19, which led to lockdowns in several states of the country. “We are expecting the July-September quarter to be better (in terms of demand) compared to April-June as lockdowns are getting lifted gradually. There is some pick-up in the auto sector and parts of
the infrastructure segment but demand from rural regions has still not revived,” said Dhar. Automobile manufacturers have agreed to pay 10-16 per cent higher price for flat steel products used in the auto sector which is expected to help steel companies. Nonetheless, international prices are higher than domestic so exports are bound to be good. “In the domestic market, there is uncertainty around health so spending has taken a hit but once this worry (regarding health) reduces it will unleash spending,” said Jayant Acharya, Director-Commercial and Marketing at JSW Steel. The industry capacity utilisation is likely to be 90 per cent plus depending upon individual player’s plans of shutdowns. July-September is usually a slack season for industrial activity so during this quarter steel plants usually take maintenance shutdowns. “Domestic demand is expected to recover due to easing lockdowns around the country and with the increasing pace and coverage of vaccination. Monsoon is expected to be good and will help rural demand in the medium to long term,” said Tata Steel spokesperson. Industry experts, however, were of the view that drop in income and household savings could keep demand for steel muted in rural regions as well as semi-urban areas of the country despite a strong monsoon. According to Joint Plant Committee data, April-February of FY21 saw consumption drop of 9.9 per cent from the same period last year, while exports rose 22 per cent in the period under review. Globally, hot-rolled coil prices are at $1900 a tonne in the US, at $1,400 a tonne in Europe as against $940 a tonne in India.

How to solve COVID’s crew change crisis and protect Global Supply Chains : WEF GENEVA: Around 80% of global trade is transported by ships, and the maritime supply chain is supported by more than 1 million seafarers who are key in delivering the services needed to run our societies. Even as the world slowed down as a result of the pandemic, seafarers did not stop, but kept the supply chain running to ensure goods could reach their destination. This allowed world trade to continue, but it did so at great cost to the seafarers. The COVID-19 pandemic has created an unprecedented crew change crisis which has led to hundreds of thousands of seafarers being impacted and, in many instances, left stranded on ships beyond the expiry of their contracts. The crisis has now been ongoing for more than a year and a half, and the latest data shows the situation is getting worse – despite efforts by the maritime community, including over 800 organizations who have signed up to the Neptune Declaration. The Declaration was launched in January 2021 to respond to the crew change crisis, outlining key actions that need to be taken to resolve it by governments, companies and other stakeholders. Our collective failure to properly address the crew change crisis puts the seafarers, who are key in supporting global trade, in an unacceptable situation. It prevents them from returning home to their loved ones and the extended periods at sea have significant consequences on their physical and mental wellbeing. If left unresolved, the difficulties in carrying out crew changes could expand as seafarers understandably start considering if they want to return to sea, which could pose a threat to the resilience of global supply chains. There is an urgent need to address the further deteriorating crew change crisis. Data from the 10 largest ship managers, published through the Neptune Declaration Crew Change Indicator reported a more than 50% increase between May and July in the proportion of seafarers onboard vessels beyond their contract expiry. With the fast-spreading delta variant, governments have tightened restrictions, closed borders and stopped crew changes, often imposing stricter requirements for seafarers than for citizens or other travellers despite the critical role seafarers play in global supply chains. Key measures can help solve crisis Protecting global supply chains and the wellbeing of seafarers will thus require governments to allow crew changes to take place in the safest manner possible. This can be done by implementing high-quality health protocols based on the highest practicable standards, such as The Recommended Framework of Protocols for ensuring safe ship crew changes and travel during the Coronavirus (COVID-19) pandemic, which has been recognized by the International Maritime Organization or the STAR Crew Change Protocols, which are based on existing best practice. All stakeholders in the maritime logistics chain must also live up to their shared responsibility to ensure necessary crew changes can be carried out. No companies, including charterers, should use contracts prohibiting necessary changes, as has been frequently reported. Instead, ship owners and charterers should share relevant information transparently and collaborate to ensure that necessary crew changes can take place with the
least impact possible in terms of cost and delays and high-quality health protocols should be implemented in line with the best practices developed by a group of leading charterers and described in the Neptune Declaration Best Practices for Charterers. Vaccination programmes urgently needed While allowing crew changes to take place in the current situation is necessary, it will only help alleviate the symptoms of the crisis. Resolving this crisis will require seafarers to have access to vaccines. There has been some progress as a limited number of international seafarers have started to get access to vaccines, for instance in the US where vaccination programmes are being rolled out for national and non-national seafarers. Nonetheless, the vast majority of seafarers, especially from developing countries, are still unable to be vaccinated. Stakeholders from large seafaring nations, such as the Philippines, are reporting vaccine shortages and limited capacity. Meanwhile, some vaccinated seafarers also continue to face travel restrictions, constraining their ability to return home or travel to onboarding ports. It is therefore urgent that countries, who have spare doses of vaccines, prioritize international seafarers, whom close to 60 countries have designated as key workers, when allocating surplus vaccines. Time for the global community to step up Seafarers are the key workers supporting the more than 80% of global trade. In recent months we have seen the fragility of global supply chains with the temporary blockage of the Suez Canal and cessation of Yantian port operations. We have a responsibility as a global community to take action to protect the seafarers who play this crucial role in these very difficult circumstances, not just for the sake of the seafarers and their families, but also for the billions of people like us who are dependent on international shipping to bring the food, energy and manufactured goods that we all rely on in our daily lives.
