PSA and HMM launch Joint Venture for Container Terminal Operations in Singapore S I N G A P O R E : PSA Corporation Ltd (PSA) and HMM Co., Ltd (HMM) have joined forces to form a joint venture in Singapore, working together for enhanced operational excellence and efficiency in container operations. India attends BIMSTEC meet to discuss deepening cooperation among members NEW DELHI: India on Wednesday, 2nd September, attended a key a meeting of the regional grouping BIMSTEC which discussed ways to further expand cooperation among its member nations to effectively deal with key challenges including impact of the coronavirus pandemic, officials said. The Indian delegation at the virtual

meeting of the grouping was headed by Secretar y (East) in Ministr y of External Affairs Vijay Thakur Singh, they said. The Senior Officials' Meeting (SOM) of BIMSTEC under the chairmanship of Sri Lanka discussed ways to deepen cooperation among the member nations and holding of the next summit of the grouping, they said.

A number of issues including ways to boost cooperation in dealing with economic impact of the coronavirus pandemic was discussed in the meeting, the officials said. The BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) comprises I n d i a , B a n g l a d e s h , M y a n m a r, Sri Lanka, Thailand, Bhutan and Nepal.

Building Containers in India

an’t we build our own ISO containers in India? It's low tech & labour intensive engineering. Afterall, the steel price, cost of power, and other elements in building ISO containers in India are pretty close to that in China or even lower. Our steel is cheaper than China now. Our engineers and workers cost way less than China. To top it all, there is a heavy demand for ISO containers in the world now. You need to be waiting in line for months to take delivery and price keeps climbing every week. There is a constant demand for containers in places like Mundra for international usage in addition to the high domestic demands. Government gives subsidies on exports. So the maker can benefit from selling the international units. The obvious question looms large. If everything is so good, why is no one interested? Is this something similar to the tiktok story? A tech savvy nation like India can not produce a simple app like tiktok that was banned by our Government. An honest answer is the need of the hour ! We are bombarded with dishonest answers That China deliberately sells things cheap to kill our industry & jobs, that our infrastructure is not worldclass, that we have a dearth of private capital, and that our Government does not give as much subsidy! All these dishonest answers need to be examined threadbare. If someone sells cheap to grab a market share, he will do it until he has a monopoly. After that he should increase the price. Then why is China not increasing the price on containers, when others don’t build anymore? If they are deliberately doing this, why is the price changing as per market demand and raw material costs? Why are the chinese factories competing with each other on pricing? In any case if someone sells cheaply below cost, he would incur mountains of losses for years to come. That’s not sustainable. How Come the Chinese container manufacturing is growing and thriving? The truth is we are hiding our inability by a Chinese lie ! Coming to infrastructure, as shouted out by the Government, what infrastructure do you need to build ISO containers? You don’t need a 16 lane highway or Europe like inland waterways system or a port like Singapore to build low tech and labour centric container manufacturing. Similarly to build an App like tiktok , all you need is a few PCs and a couple human brains! You don’t need world class IT infrastructures to build a simple App like that. So this infrastructure story is lie no 2 to cover our inability. Then comes capital. If Reliance Industries has capital to sell vegetables and jewelry,

why can’t they deploy that to build a profitable venture like container manufacturing or tiktok? Why are individuals with capital running away from India with their capital or parking their capital in Dubai or Swiss Banks? Then comes the question of subsidy. With so much subsidies on our domestic shipping industry and protection of cabotage law, why is the industry in such a poor state? The answers to these tough questions are to be honestly and truthfully sought. This diet of dishonest answers dished by the Government and media need to be countered with reason. Trust must be told and truth must be heard. Then changes would be easy and smooth. The problem is lack of clarity. Government must behave in a consistent manner and be trustworthy. Saying one thing and doing another erodes credibility. You can't trick a crowd or a market to set up shop based on right noises. You need to be credible. Atmanirbharata and its implication of choking imports, works against our policy of trade reforms and open door policy. We have to focus on building an ecosystem of liberty, justice, discipline, consistency, right noise, right action, right implementation, and humility to attract talent and capital. We are doing the opposite. Our policies are aimed at ‘make in India’ which is a right noise, while the ecosystem for free trade is made more threatening. Talent and capital are threatened. As an example, we made a big noise about opening up transshipment to international shipping, while in fact making the rules so complex a n d p r o h i b i t i v e t h a t n o o n e c o u l d e n t e r. Such disconnects we see far too often glaringly from banning Maggie masala to clamping down on Amazon.com. This must stop. Government must be non-partisan and focus on developing the right ecosystem for freedom, justice, consistency, simplifications, and facilitations. People and the market are hungry for freedom of trade and a credible Government!

Piyush Goyal holds meeting with Senior officials of States to review the progress of Dedicated Freight Corridor Corporation NEW DELHI: Shri Piyush Goyal, Minister of Railways and Commerce & Industry held meeting with the officials of all the states through which the dedicated freight corridor would pass. The meeting was was attended by all the top officials of Railways Board, DFCCIL including CRB and MD/DFCCIL, Shri Goyal directed the DFFCIL management team and the States to take all possible steps to speed up the pace of works on all the sections of the Western DFC (1504 Route km) and Eastern DFC (1856 route km). In the review meeting,

progress of each individual state was discussed in detail and instructions were given to ensure smooth progress by resolving all hindrances. During the review meeting, progress made about acquisition of land and construction of road over bridges (ROBs) in the states were discussed and resolved. State officials were asked to expedite the process of arbitration and enforce law if there were issues like obstruction of work in any patch of work. In order to fast track the project, it was decided to hold regular meetings with all

State officials on a daily basis if need be. During the meeting, it was decided that strict monitoring of work in all sections to be done. Dedicated Freight Corridors (DFC) is one of the largest rail infrastructure projects a (total length of 3360 route km) undertaken by the Government of India. The overall cost is pegged at Rs 81,459 crores. DFCCIL has been set up as a special purpose vehicle to undertake planning, development, mobilization of financial resources, construction, maintenance and operation of Dedicated Freight Corridors.

Railways’ Freight loading in August 2020 surpasses last year’s loading of the same month NEW DELHI: On mission mode, Indian Railways achieved a significant milestone of pulling freight traffic ahead. Indian Railways Freight loading for the month of August 2020 surpasses last years loading for the same month. In the month of August 2020 Indian Railways loading was 94.33 million tonnes which is 3.31 million tonnes higher compare to last years loading for the same month

(91.02 million tonnes). In the month of August 2020 Indian Railways loading was 94.33 million tonnes which includes 40.49 million tonnes of coal, 12.46 million tonnes of iron ore, 6.24 million tonnes of foodgrains, 5.32 million tonnes of fertilizers, 4.63 million tonnes of cement (excluding clinker), and 3.2 million tonnes of mineral oil. It may be noted that improvements in

freight movements will be institutionalized and incorporated in the upcoming zero based time table. It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive. Covid 19 has been used by Railways an opportunity to improve all round efficiencies and performances.

Cargo owner is solely liable to pay storage/demurrage charges to Port Trusts after goods are landed : SC COCHIN: Only the owner of the goods or person entitled to the goods is liable to pay for storage or demurrage charges to the port trusts and not the ships or her agents known as steamer agents, the Supreme Court has ruled in a judgement that settles a long standing conflict within the shipping industry over the matter. The statutory scheme of the Major Port Trusts Act 1963 is crystal clear, a three-member larger bench of the top court led by Justice R F Nariman wrote in a 5 August 2020 order. “Until the stage of landing (of goods) and removal to a place of storage, the steamer’s agent or the vessel itself may be made liable for rates payable by the vessel for services performed to the vessel. Post landing and removal to a place of storage, detention charges for goods that are stored, and demurrage payable thereon from this point on, i.e. when the Port Trust takes charge of the goods from the vessel, or from any other person who can be said to be owner as defined under Section 2(o), it is only the owner of the goods or other persons entitled to the goods (who may be beneficially entitled as well) that the Port Trust has to look to for payment of storage

or demurrage charges,” the bench that also included Justice Navin Sinha and Justice Indra Banerjee, concluded. The apex court order came on an appeal filed by Cochin Port Trust against a 27 September 2011 order of the Kerala High Court involving Arebee Star Maritime Agencies (P) Ltd. The court was asked to decide on whom the Port Trust has to fasten the liability for payment of storage/demurrage charges – the consignee or the steamer agent. “The correct position in law is that after the Port Trust takes charge of the goods, and issues a receipt therefor, and thereafter stores the goods in a place belonging to it, such storage charge cannot be to the account of the vessel or an agent of the vessel,” the court ruled. The bill of lading being endorsed by the steamer agent is different from the bill of lading being endorsed by the owner of the goods, it observed. “In the first case, the endorsement leads to delivery; in the second case, the endorsement leads to passing of title (over the goods). For the reasons mentioned in the judgment, both stages are irrelevant in

determining who is to pay storage charges – we have held that up to the point that the Port Trust takes charge of the goods, and gives receipt therefor, the steamer agent may be held liable for Port Trust dues in connection with services rendered qua unloading of goods, but that thereafter, the importer, owner, consignee or their agent is liable to pay demurrage charges for storage of goods,” the court said. Based on this, the top court disposed of the appeals filed against the Kerala High Court order. Shipping industry sources said that vessels and steamer agents can now be “confident and certain” that once goods are landed at a port and pass into the port’s custody in exchange for a receipt, the vessel and her agents are absolved from all liabilities towards the cargo, including for payment of storage and demurrage charges levied by the port trusts. “Irrespective of whether delivery orders are issued or not, any charges accrued on the cargo once custody of the cargo has passed to the Port Trust, will be to the account of the cargo owner and not to the vessel and her agents,” said a steamer agent.

Exports seen picking up in Morbi ceramic industry MORBI: Even as domestic demand continues to remain stagnant, the export market has provided a much needed cushion to the ceramic tile makers in Morbi, the biggest hub of ceramic tile manufacturing in India. Despite challenges posed by the Covid19 pandemic and the nation-wide lockdown to control its spread, ceramic tile makers managed to export tiles worth Rs 2,700 crore in the April-July period, say industry players. The exports were more or less the same in the first four months of the previous fiscal.

Ceramic tile exports from Morbi stood at approximately Rs 12,000 crore in fiscal 2019-20, which put the quarterly exports at roughly Rs 3,000 crore. “The export performance assumes even greater importance as there was not much traction in April and May on account of the lockdown,” said K G Kundariya, Past President, Morbi Ceramic Association (MCA). “Most of the exports have been achieved in the months of June and July,” Kundariya said. His company, Wintel Ceramics Private Limited, exported ceramic tiles

worth Rs 100 crore during April and July. According to industry players, ceramic tile makers received export orders from the US, the UK, Indonesia, Mexico and European as well as Middle Eastern countries. “Although we are quite competitive in the export market, the anti-China sentiment in several countries has also helped us secure more orders,” said Nilesh Jetpariya, President, Wall Tiles Division, Morbi Ceramics Association (MCA). “The exports have improved significantly over the past two months,” Jetpariya said.

Will consistently export farm products without any disruption, India assures UN FAO NEW DELHI: India has assured the United Nation’s Food and Agriculture Organisation (FAO) it will consistently export farm products without any disruption to ensure steady global supply during Covid-19 pandemic. India’s agricultural export rose by 23.24% to Rs 25,553 crore during in March- June this year, while many countries suffered a disruption in output and supply. Agriculture Commissioner S K Malhotra assured that India had enough stocks to avoid any disruption.

“We will not let any disruption happen in global supply. We are well prepared to step up farm exports as we have enough stocks,” he said during the virtual meeting of FAO’s 35th Asia-Pacific regional Conference (APRC). He said the government is focusing on wellness food and nutraceuticals while developing “Brand India” in campaign mode to help penetration into new foreign markets and of new products which automatically translates into higher value realisation.

“A g r i c u l t u r a l e x p o r t s a s a percentage of India’s agricultural GDP has increased from 9.4 % in 2017-18 to 9.9 % in 2018-19. While the agricultural imports as a percentage of India’s agricultural GDP has declined from 5.7% to 4.9 % indicating exportable surplus and decreased dependence on import of agricultural products in India,” he told recently. As per WTO data, share of India’s agricultural exports and imports in the world agriculture trade in 2017 was 2.27% and 1.90%, respectively.

New e-market platform launched to bridge gap between Indian farmers and UAE food industry DUBAI: The UAE has launched Agriota, a new technology-driven agricommodity trading and sourcing e-market platform that will bridge the gap between millions of rural farmers in India and the Gulf nation's food industry. Under the initiative, launched earlier this week by the Dubai's freezone Dubai Multi Commodities Centre

(DMCC) and the government of Dubai's authority on commodities trade and enterprise, millions of Indian farmers will get an opportunity to connect directly with the entire food industry in the UAE, including food processing companies, traders and wholesalers through the Agriota-E Marketplace platform. The marketplace allows the farmers

to bypass intermediaries, optimising the supply chain and ensuring traceability to create value for all stakeholders, officials said. The online marketplace also provides end-to-end traceability and transparency through last-mile verification and extension infrastructure in a blockchain environment.

Unlock: Major Garment Export factories back to 60-80% capacity utilisation TIRUPUR: Garment exporters have started seeing revival of demand, which in turn has increased capacity utilisation to around 60-80 per cent. Companies said that customers are placing new orders based upon the season and number of stores they have opened globally and e-commerce is also picking up pace. They expect growth to return by early next year. The development comes months after shipments were kept on hold by international customers due to lockdown imposed in their respective countries. This led to revenue loss during the lockdown period. But now, they have started witnessing significant recovery in the order flow from the customers since May 2020. SP Apparels, one of the leading exporters in the country said that all the

factories are operating at around 60 per cent capacity due to social distancing norms imposed by the authorities. On the Covid-19 impact, the company said, besides the order flow, the Indian Rupee depreciated significantly in the fourth quarter compared to last year. This impacted company ’s hedged positions and resulted in hedging losses and the loss of revenue due to the pandemic is expected to impact the hedges and may see an impact in the first and second quarters also. Rahul Mehta, Chief Mentor at The Clothing Manufacturers Association of India added, “most of the earlier cancelled orders are being reinstated to start with, and new inquiries are also being received. Most of the European as well as the US buyers are talking to exporters about lockdown situation,

factory operation, and Covid-19 status. Discussions have started about the ability to supply, deadlines, amid very positive signs.” Raja N Shanmugam, President of the Tiruppur Exporters Association, said that inquiry levels now were more than last year. One major reason for this is the return of inquiry from traditional markets, and another is brands’ lookout for an alternative to China. But there are three major challenges that Indian exporters need to address — quality consistency, quantity fulfillment, and timely delivery commitment. “These factors have always been an obstacle for any buyer to look at procuring from India. Pricing challenge is part of any trade; if we can address these factors, we can surely get a good pie of the global trade,” he added.

DGFT mulling Anti-Dumping duty on Acrylic fibre from EU, Peru, others NEW DELHI: India may impose anti-dumping duty on a certain type of fibre imported from European Union, Belarus, Ukraine and Peru as the commerce ministry's arm DGTR has recommended for the same after conducting a probe. Directorate General of Trade Remedies (DGTR) in its findings concluded that acrylic fibre from these countries has been exported at below its associated normal value, which has resulted in dumping.

The domestic industry has suffered material injury due to dumping of the product by these nations, according to a notification of DGTR. "Definitive antidumping duty...is recommended to be imposed for five years," it said. The duty recommended is in the range of USD 114.97 per tonne and USD 212.98 per tonne. Acrylic fibre is lightweight, soft and warm with a wool-like feel. It is used in making sweaters, tracksuits, gloves, furnishing fabrics and carpets.

Anti-dumping duties are levied to provide a level playing field to local industry by guarding against cheap below-cost imports. Countries dump products in India as it is one of the most attractive markets for global producers due to its large middleclass population. The imposition of anti-dumping duty is permissible under the World Trade Organisation (WTO) regime.

US urges India to enhance its position in Global Supply Chain to counter China WASHINGTON: The United States has urged India to create an environment that will foster its position in the global supply chain and said that the country continues to face challenges on the market access front despite improvement in the Ease of Doing Business. Observing that the coronavirus pandemic may give rise to selfsufficiency and self-reliance sentiments among struggling economies, Joseph Semsar, Deputy Under Secretary of Commerce for International Trade, said that India with its “Atmanirbhar Bharat” Initiative has put forward a programme that puts a question mark on the notion of self-reliance. “Our thought is that isolationist policies can also cause a decrease in exchange between businesses and economies, less technology and best practice sharing, fewer joint research

and development projects and stifled innovation,” Semsar said at the third India-US Leadership Summit organised virtually by the US India Strategic and Partnership Forum (USISPF). “So we urge the government of India to focus on creating an environment, fostering an environment that will enhance India's position in the global supply chain,” he said in response to a question from Anish Shah, deputy managing director and group CFO, the Mahindra group, who is also a USISPF board member. “India has improved its ease of doing business index, but challenges remain on the market access front,” he said. “There are concer ning issues regarding data localisation, intellectual property rights, high tariffs, duplicative safety and security testing, price controls, and FTI restrictions in sectors

like insurance,” he added. These are the challenges that India and the United States have to work together to resolve, Semsar said. N o t i n g t h a t t h e Tr u m p administration has long recognised the need to diversify supply chains for both economic and national security of the US, he said that business leaders are finally realising that they cannot rely on unsuitable sources for their production. The coronavirus pandemic has shown how easily supply chains can weaken and in some cases, even break down entirely. “On this front, India has the potential to become a Global Supply Chain leader in the Indo-Pacific region and beyond,” Semsar said. Stating that supply chains are not easily mobile and market research and investments take a very long time, he recommended that India take a long term approach to attracting business.

Brand consolidation accelerates across the Shipping Line universe, feel Shipping Analysts LONDON: The Maersk has recently announced that freight forwarder Damco and African shipping line Safmarine will cease to exist as standalone brands come the end of this year while a host of regional functions at another subsidiary, Hamburg Sud, are set to be brought under Maersk’s wing. Lars Jensen, the CEO of Copenhagen-based SeaIntelligence Consulting, suggested in a LinkedIn post that the era of large carriers having a multi-brand strategy on the major trade lanes is coming to an end, noting how CMA CGM is dropping the APL brand on the transpacific from next month. Hapag-Lloyd, Jensen observed, has had a clear approach, consistently maintaining a single-brand strategy, abolishing any other brands it has acquired in recent years such as CSAV and UASC. “If this is indeed a sign of the times to come, it of course raises the question as to not only the long-term future of the Hamburg Süd brand, but also – perhaps more interestingly –COSCO’s long term plans with OOCL,” Jensen wrote in a post that attracted plenty of comments including from Splash columnist Kris Kosmala.

Liners have paid for a brand’s goodwill in past acquisitions, Kosmala suggested, but like capital assets, the value of that goodwill depreciates over time. Many argued that the decision by liners to focus on one brand was driven by digitalisation. Mary McNelly, Director of Global logistics for footwear firm Crocs, wrote that the Safmarine and Damco decision could only have been taken thanks to Maersk’s tech advances. “Accessibility to bookings has enabled this transition,” McNelly wrote. Alphaliner speculated in its latest weekly report published recently that the series of Maersk announcements yesterday affecting subsidiaries Hamburg Sud, Damco and Safmarine could lead to a total of 3,400 redundancies. SeaIntelligence’s Jensen – a longterm proponent of liner consolidation – looked at a top 20 carrier list from 1980, observing that there are now just five brands that remain in the top 20 forty years on: Hapag-Lloyd, Maersk, Evergreen, ZIM and Yang Ming. The 20 largest lines controlled 40% of

the global capacity 40 years ago. The 20 largest lines today control 93%, Jensen pointed out. The assimilation of the Damco brand into the Maersk empire has also attracted plenty of comment over the last 24 hours. Saskia Groen-in’t-Woud, Damco’s CEO, wrote recently: “In integrating the Ocean LCL and Air freight products into Maersk and to wind down the NVOCC Ocean volumes and ultimately end the brand, we are speaking to the true heart of customer needs and the integrator strategy.” She went to stress that the decision speaks strongly to where Maersk is going in terms of “simplifying and connecting” logistics for its customers. Zvi Schreiber, CEO and Founder of online freight platform Freightos, commented via LinkedIn that with carriers such as Maersk and CMA CGM invading the freight forwarder space, liner characteristics are changing rapidly. “The industry has new shades of grey, blurring the carriers / 3PLs distinction, as Maersk replicates Dell’s direct computer sales move in a far larger industry,” Schreiber opined.

India’s Coal imports declines in August after recovery in July NEW DELHI: After posting a mild recovery in July, India’s coal imports have stumbled in August as the South Asian nation battles to restart its economy amid the ongoing coronavirus pandemic. India’s imports of both thermal coal, used in power stations, and coking coal, used to make steel, are estimated at around 12.2 million tonnes in August, according to Refinitiv vessel-tracking and port data. The data includes seven ships that were discharging cargoes as of the last day of August, meaning there are likely to be minor revisions depending on whether these cargoes are assessed as having cleared in August or September.

Nonetheless, it appears the imports in August won’t match July’s 12.7 million tonnes, the strongest in three months. India’s coal imports were hit hard by the economic lockdowns imposed from March onwards to combat the spread of the novel coronavirus in the world’s second-most populous nation and second-biggest coal importer. July’s imports were a recovery from June’s 8.8 million tonnes, the lowest since Refinitiv started assessing shipments in January 2015. It’s worth noting, though, the July volume was still down 17% from the same month in 2019. The same can be said for the estimated August figure, which is 24%

below the 16.03 million tonnes recorded for the same month in 2019, indicating by how much import demand has been curtailed. For the first eight months of the year, based on the estimated August volume, India’s imports of 112.96 million tonnes were 18.9% below the level for the same period last year. India’s major suppliers, Indonesia and Australia, appear to be sharing the pain of the drop-off in imports. India’s imports from Indonesia, which supplies mainly thermal coal, fell 23% to 46.4 million tonnes in the first eight months of the year, from 60.25 million tonnes last year.

D U B A I : D P Wo r l d , a g l o b a l infrastructure-led supply chain solutions provider, and Caisse de dépôt et placement du Québec (CDPQ), a global institutional investor, announce the expansion of their ports and terminals investment platform through a new commitment of US$4.5 billion (CA$6 billion), which increases the total size of the platform to US$8.2 billion (CA$ 10.6 billion). DP World holds 55% share of the platform, and CDPQ the remaining 45%. Since its launch in December 2016, the platform has invested in 10 port terminals globally and across various stages of the asset life cycle. The enhanced platform will continue to target assets globally, but with an increased scope to broaden its footprint in new and existing geographies, such as Europe and Asia Pacific. The investment platform will pursue its deployment and diversification objectives by expanding across a wider part of the integrated marine supply chain, such as logistics services linked to terminals. MOL introduces 'MOL Service Website' TOKYO: Mitsui O.S.K. Lines, Ltd.
