APSEZ - Mundra, MSC India & ODeX India launches integrated platform for EoDB M U N D R A : Keeping in view the ongoing global Covid-19 crisis, Adani Ports & Special Economic Zone - Mundra, on 29th April 2020, in collaboration with MSC – Mediterranean Shipping Company, India, and ODeX India Solutions, launched an integrated platform, wherein Shippers, CHAs, Transporters or any other representatives on behalf of end customers, can update the Export Cargo Information/Pre-Shipment Information of the containers movements to Adani Container Terminals, Mundra.

“With this initiative, we will reduce the manual processes of Container Gate-in by Road, and consequently, the integration will help stakeholders to coordinate seamlessly and remotely in the digital platform. This will be an one stop solution which will result in reduced physical human interactions. In the near future this integration will be extended to all shipping lines across all Adani Terminals,” said an APSEZ release.

To stand tall, Carriers need to Standardise & Rationalise Tariffs

B

usinesses have one aim. Aim to make money. Other priorities fade in the background. Money is the lifeline. When it stops coming, businesses die off. That’s a mortal reality and a justified fear. And when a business makes money, it wants to make more and more - an endless need for more chased by a fear of mortality! Therefore, where there is no competition or there is no option left for a customer, a business can play truant. A few private terminals are resisting the explicit instructions from the government to waive off storage & ancillary charges. This is their time to make more money. They don’t care what difficulties their customers are shouldering. They are honouring their motto to make more money, come what may. Looks fair from their perspectives and bad from outside.

Take another example. We are paying 3 times the price for the same potato under Lockdown, while the huge supply is rotting with the farmers. Because as consumers, trapped in a Lockdown, we have narrow choices. Our supplier decides what is a fair price. We know, it’s unfair. The supplier knows it’s unfair. However, business is business. But we must remember one thing. Excesses don’t last. One day, the common man and the producer would protest against this and knock on the doors of the government. And there could be a price control or some regulations to check the excesses.

In our trade, most of the cargo is bought on CIF terms. The shipper bills the buyer a price that includes freight and insurance until the final port of discharge.

Therefore, the shipper shops for the cheapest freight that he can grab with the cheapest premium of insurance until the port of discharge. The big shipper with large volumes negotiates for discounted freight. The small or medium shipper uses a big forwarder or aggregator to similarly negotiate for a discounted freight. Once the shipment reaches the final port, the responsibility of the shipper ends.

The consignee or buyer takes over. He takes Delivery of the cargo from the shipping line. At this point of time the consignee has little choice left. He has a shipping line or its agent looking down upon him with fat bills - in India. He has no choice but to deal with that particular shipping line or agent. At best he could complain to his shipper and shipper is not obliged to act as per the terms of sale. This is not a perfect free market for the consignees. Pay up or scoot! This is his story. Every shipping line fixes its own import tariff in India. The gaps among them are big and growing bigger.

The most contentious part is the container detention tariff. Now our government has intervened during this period of Coronavirus pandemic to help exporters and importers. The Government has categorically told the ports, lines, CFSs and agents not to charge until 14th April. Now that the Lockdown is extended till 3rd May and may go even beyond, there is pressure and clamour to make detention free until the Lockdown is lifted fully. The Government has opened up a Pandora's box. The ports, & the terminals who supply the shipping lines and the agents have got their own share of excesses too. They too enjoy a position where there is a narrow to no choice for the shipping lines or agents. Tariffs keep going up. Freetimes keep on reducing, while storage costs keep inching up. New arbitrary charges are periodically introduced like wild cards. It’s like easy money growing on a tree. So, now the lines and agents point their fingers at the terminals. Many terminals resist. Even the CFSs are trying their best to maintain their collections as much as they can under severe protests from importers and exporters. The shipping lines and the NVOCCs have lion-heartedly waived off their much needed revenue of detention charges until 14th April and most are accommodating their customers even beyond 14th April until lockdown is in place.

Everyone has a legitimate reason to complain. Letting go of their revenue while costs remain the same or even more, is not a fair proposition to start with.

So, they protest. However, interestingly, we don’t see such issues in other countries around us. Why so? There has to be something wrong here. And there is! Detention tariff, port storage charges, CFS storage charges are neither standardised nor rationalised in india. It’s not about being excessive or too little. It’s about being standardised and being pragmatically priced. And no one talks about them. That’s the dirty secret of rent seeking from the customers where their choices are very narrow. Freetime for an export container could be as low as 48 hours or no free time for empty units are indicative of the excesses by the Terminals. Let’s forget the ports for a moment and look at our shipping lines and NVOCCs. The detention charge per day for a 40 Dry Van container could be as high as 230$, when the actual rental of this container hovers close to 1$ a day. Can you charge 200 times rent to your customer because his choices are narrow? We know that, not all operators charge so huge and the starting slab could be as low as 70$ or less for a 40’ DV unit. Even that is high. We need rationalisation. We also recognise the fact that the shipping lines need this revenue desperately to support their negative freights and even THC discounts in some places. But if you look at it clinically, this negative freight and discounted THC phenomenon is a direct result of this unbridled and unregulated detention regime coupled with other arbitrary charges. It’s a legacy issue. The poor consignees who are unable to clear their cargo in 14 days free time or are cornered into paying high charges, are indirectly subsidising the ocean freight and THC of the exporters. That’s unfair to them. That’s the reason the government is listening to them. Unlike olden days, now, a whole lot of things are carried in containers. Some of this cargo is very cheap, like steel or paper scrap. Trading too is cut-throat. Margins are far too thin. We come across a containerful of cargo with a value less than 3000 USD or even less. What margins could you expect out of that? 10% margin would be a mere 300$. And if some lines charge 230$/Container/Day as detention tariff, will that trade be possible? We have 14 days free time. But due to many reasons beyond the control of the trader, the shipment can take longer to clear.

And if the lines charge the way they do now, this trade and the traders would suffer hugely. We must also understand that a major part of the cargo carried by the shipping lines are very low value. Therefore, it is not rational to keep import charges so high as to kill the trade in the first place. By killing the trade, the lines are undermining their own interests. To be fair, even the terminals, and the CFSs are in the same boat.

The shipping lines, agents, and their associations are more concerned about protecting their revenue of detention. It’s natural. They are starving for revenue for long years. Many are in red and under tremendous pressure. Asking them to allow waiver on detention is like snatching food away from an emaciated hungry baby.

Having said that, they should be asking themselves some hard questions.

What they are fighting for is undefined and blurry. Most of them charge detention and

other charges as they see fit. There is wide variance. Even the same entity charges differently in two India ports. If ‘A’ charges 20$ per day, ‘B’ should also charge the same. If the detention tariff is 20$ in Mundra, it should be 20$ in Tuticorin as well. There is very poor rationale for different Indian ports to have different detention charges.

This is the hard question. This must be standardised by self regulation.

Earlier the better. Otherwise, the government’s interference will come. It’s a question of when! Where self-regulation fails to protect the consumers, the government butts in.

Let’s discuss the rationalisation of the detention tariff. The charges must be fair and in line with other similar countries. The kind of tariff we see in India is not seen in any modern nation. For some strange reasons, the charges keep going up at the whims of the so called Principals. To add to the confusion every shipping line has his own telescopic tariff slab that could be way different from a very similar player. It's like there is a competition out there, each line trying to outdo the other. What is the logic of this telescopic increase of rates? The longer the consignee keeps the container, the shipping line incurs opportunity costs? That’s far from true.

Detention is highly profitable. There are no costs. The collection goes straight to the bottomline. Lines would laugh all their way to the Banks if all their containers get into detention in India. They are excited at the prospect of high detention collections during this period of misery. So, the topic of our discussion should not be on whether or why to waive charges or no during this pandemic. The trade associations like CSLA, MANSA, or the NVOCC wing of AMTOI should jointly focus on standardisation and rationalisation, so that in future the industry stands clean of any vilification.

Standardisation would help our industry. Every MLO or NVOCC can collect the same amount of revenue. No one can earn more than the other. That would create a level playing field. No one would opt to discount ocean freight to below ‘0’ or discount THC to grab export cargo. And standard charges would bring in confidence in the importers and exporters. They will not feel cheated or harassed. Then the lines will not compete on how far below ‘0’ they can sell to grab a customer and shall focus on service & credibility. Once the importers have trust on trade, they will not haggle for waiver at the drop of a hat. Along with standardization, the industry needs to work on rationalisation of tariff. The tariff needs to be reasonable and pragmatic. The current high level is not sustainable. If this continues, the users would approach the government for recourse as they have already done. Especially when the government is responsive and wants to work on eODB (Ease Of Doing Business) this area will not go unnoticed for long. Therefore, for the larger good of the industry and better days ahead, our associations need to change the discourse to standardization & rationalization of India’s import and export tariffs, in place of fighting the government to allow waivers during this Lockdown.

Most governments and ours in particular are known for their flair for looking at issues from purely political prisms. The solutions are designed to appeal to a particular constituency. It’s never a holistic approach. Very often the issues are presented in over-simplistic bi-polar pictures. Rich vs Poor ! Super rich vs Homeless! Urban vs Rural! Old vs Young! Women vs Men! And so on.

The consequences are generally disastrous. The people pay for this. And our industry is facing a similar dilemma now. It’s ‘’Shipping Line vs Merchants!’’ Shipping lines are bad and merchants are good. The government took such a call by asking service providers like lines, agents, terminals, and CFSs to allow free storage.

Because the shipping lines, like the rich, are exploiters and must be made to pay up to the merchants who are exploited and are good folks for the nation.

The consequence is out for all to see. We Indians love entitlement and free things.

We even would pay a price to get an entitlement or things free. We love ration cards, because it gives us both. Importers and exporters are super excited at this free service announced by the government. They would fight tooth and nail to enjoy this entitlement and free service from shipping lines, terminals, and CFSs. Now, we can see passion and sentiments flying in all directions. So, make no mistakes.

The terminals, & CFSs are going to be congested. Inventory of shipping lines would be stuck, prompting another imbalance surcharge in the future. Government’s intention to help importers and exporters is surely good. But intention alone is of no use, when thinking, analysing, and executing have gone astray. This was a golden opportunity for the government to fix the system once for all. They could, for example, fix the detention tariff for all lines at INR 2000/ per day /TEU. Similarly they could fix other charges. This would have standardised and rationalised the tariffs, much needed for a healthy growth of business in general. Same should have been done on Terminals & CFSs, capping their storage tariffs to realistic levels from the excesses of today. There is flawed rationale for 2 terminals, sitting side by side, to charge differently where their costs are the same and the customers are the same. If contracts are unequal with Port Authorities, they must be fixed. We can not have partisanship in a democratic society. Fix the contracts. Fix the tariffs.

Bring eODB (Ease Of Doing Business) to the fore. Same argument goes for the shipping lines. They need regulation, because the number of ports or shipping lines are few in number. By asking one to sell things compulsorily free is neither beneficial to the trade nor a very logical decision in a free market. Rather than grabbing this opportunity to fix the system, the announcement of these freebies has further deteriorated the mess we inherit. The authorities need to look at the problems at the roots. Turning a lack of sound regulatory framework in the industry to an over simplistic ‘Shipping Line’ vs ‘Merchants’ will further alienate the vibes within the industry and India’s reputation overseas.

Nitin Gadkari calls for urgent action to facilitate Inter-State movement of Trucks/Lorries during COVID 19 Stresses upon speeding up proactive decision-making to accelerate economic development for which transport facilities serve as backbone NEW DELHI: Union Minister of Road Transport & Highways and MSMES Shri Nitin Gadkari has called upon all the States/UTs to take urgent action so that blockades of trucks and lorries at inter State/UT borders is cleared at the earliest possible, as smooth movement of essential goods to various parts of the country is essential.

This, he said, needs to be given urgent attention by facilitating the truck/Lorry movement, to ease up lives of the public in the light of lockdown announced to curb COVID-19 pandemic. Speaking at the meeting of State/UT Road Transport Ministers held via Video Conference, Shri Gadkari urged the Ministers to intervene in such matters and ensure resolutions through the local/district administrations. At the same time, he underlined following the health advisories and other guideline like proper distance, wearing masks, use of sanitizers, both by the driver/cleaners and also at the Dhabaas.

Shri Gadkari further pointed out that transportation of labour to factories etc may be facilitated by duly following the health protocols of maintaining minimum one metre distance,

wearing masks, use of sanitizers, etc. He pointed out that providing food and shelter to labour may be ensured while fully observing the norms of social distancing and hygiene.

Responding to a suggestion Shri Gadkari informed that his Ministry will start a helpline to resolve the transportation issues.

Union Minister Shri Gadkari informed that he was according top priority to the development of road/highway infrastructure and is planning to enhance National Highway construction by 2 to 3 times of the present pace in next couple of years. He urged the States/UTs to expedite land acquisition as delays hamper the pace of development and asked the them to utilise funds which are remaining unused with them to the extent of about Rs 25000 crore.

Calling for speedier decision making, Shri Gadkari said this is critical for accelerated economic development to make India an Economic Super P o w e r a n d 5 t r i l l i o n e c o n o m y.

The Minister stressed that transport facilities/ infrastructure serves as the

backbone of our economy. He said, the Ministers should personally monitor the process of decision making to ensure that projects do not become victim of red-tape.

Shri Gadkari suggested that State Transport Ministers should explore operationalising App-based two-wheeler taxis especially in rural areas which will assist farming communities with smoother movement.

This will also provide new employment opportunities. They may also try to shift public transport to LNG/CNG, e-vehicles which will bring considerable savings on fuel bills and will help the environment being less/zero polluting fuels.

Exporters seek relief amid COVID-19 outbreak, SBI working on packages KOLKATA: Hit hard by the COVID-19 pandemic, exporters have sought relief from the Government and banks to deal with the situation, a representive of a trade body said. Chairman of CII National Committee on Exports and Imports, Sanjay Budhia, said exporters are looking for ward to extension of interest subvention scheme that expired on March 31, among other measures.

"CII and all industry associations are asking for renewal of the scheme as interest rates in India are as high as 9 to 10 per cent," Budhia said.

Indian exporters should get cost of credit at international rates to compete

with Chinese exports, he said.

Budhia said China has announced export rebate of up to 13 per cent and also devalued its currency.

A n o t h e r e x p o r t e r s ' b o d y, E ng ine e r ing Exports P romotion Council (EEPC), has also made a case for term loan extension.

"Working capital is an issue and term loan extension is what the exporters are looking for," Executive Director of EEPC Suranjan Gupta said.

On rolling over of forward contracts, Budhia said due to the lockdown, there are no shipments taking place.

"The exporters are seeking rollover of forward contracts and they should not be

penalized for forward cover taken as nonshipment of goods is not leading to realisation of export proceeds," he said.

Leading public sector lender State Bank of India said some packages are being worked out for exporters, adding that these have to be within the guidelines of the RBI and other regulations.

"We are already extending an emergency line of fund- based limit and non-fund based limit to the MSMEs," an official of the bank said.

He also said exporters will be granted extension of time for export realisation and no interest charges will apply for making deferred payments up to three months.

Maersk delivers Refrigerated Containers to South Africa CAPE TOWN: To offset the scarcity of reefer containers in South Africa ahead of this citrus season and to support t h e n a t i o n’ s agricultural sector, Maersk, the world’s largest integrated container logistics company, has brought 1,800 empty refrigerated 40-foot containers from the Middle East as additional stock to serve customers. There is additional supply to come and this will complement the refrigerated containers that are already in the country and available to customers.

The containers have departed Jebel Ali last weekend and are expected to arrive in Durban early May to be distributed among Maersk and Safmarine customers.

Reefer containers are currently scarce in South Africa due to the imbalance in trade flows, which has been impacted by the lockdown in China in Q1 and the expected stronger demand for South African fruit.

Government to extend Interest Equalisation Scheme : DGFT NEW DELHI: Mr Amit Yadav, DGFT, Ministry of Commerce and Industry, has assured the industry about an extension of the Interest Equalisation Scheme (IES).

Addressing an interactive session with industry stakeholders via Webinar organized by FICCI on May 1st, Mr Yadav said, "In the weeks ahead, you would be hearing a good news with regard to the extension of interest equalisation scheme."

"We are ensuring that exports come back onto the track. The export data for March is an indicator; the impact of the

present crisis could be seen from the export data of March and that for April would also be similar."

C i t i n g t h e s e t i m e s a s n e v e rimagined, Mr Yadav said that the Government has been holding regular interactions with the stakeholders.

"I am quite aware of what is happening on the field and the challenges.

The feedback mechanism is a part of the continuous process" DGFT stated.

Dr Rafeeque Ahmed, Chairman of FICCI Foreign Trade Committee urged DGFT to act as the main driving force for pushing exports and assisting

the exporters in this crisis period.

Mr Rakesh Shah, Co-Chair, FICCI Foreign Trade Committee said, "These are unprecedented times, and the support from the government has to be unprecedented as well, especially for the ailing MSME sector. Deferments will not help at this stage and the Government has to provide support for the MSMEs to bail them out of the situation."

India maps out post-Covid export plan to take on China NEW DELHI: India has begun work on a continuity plan to kick-start exports once the country emerges from the shadows of the Covid-19 pandemic. The plan includes cutting down import dependence, especially from China, by focussing aggressively on substitution while improving safety compliance and quality goods to gain global market share. The commerce and industry ministry is mulling setting up groups to draw up strategies for sectors where China has vacated space and countries are looking to diversify suppliers.

As per an analysis done by the commerce department, medical textiles, electronics, plastics and toys are some sectors whose exports can be promoted in the next three months or phase one while phase two exports

i n c l u d e g e m s a n d j e w e l l e r y, pharmaceuticals and steel, in the next six months.

“There are geographical issues of some countries because they don’t want to put all their eggs in one basket, which is China. We are looking at sectors where we can improve capacity and reduce costs especially where dumping is happening,” said one official.

As part of the strategy, India will look at areas where it has capability but continues to import and focus on the areas of core competence. Piyush Goyal recently told exporters that with shortage of food items in s everal countries due to supply chain disruptions, it is a good opportunity for export of agricultural and processed food items. He told exporters that

incentives can be given, but they have to be “justified, reasonable, and WTO compliant”. “Covid-19 will emerge as a non-tariff barrier as countries would insist on various certifications. We need to maintain those SOPs and provide digital certificates," said Ajay Sahai, director general, Federation of Indian Export Organisations.

Goods exports shrank 35% in March, the biggest contraction in almost a decade while full-year shipments declined in 2019-20 for the first time after 2015-16, at 4.8% to $314.31 billion in FY20 from $330.08 in FY19.

The Ministry has suggested forming groups of thinkers to brainstorm on what should be done after the pandemic for world dominance with a humanitarian approach.

Railways Minister holds a marathon meeting with captains of logistics industry to transform freight operations NEW DELHI: Union Minister for Railways, Shri Piyush Goyal had convened a meeting with the key players/stakeholders of the Logistics industry, to brainstorm the possible ways and means towards transforming the freight operations of the Indian railways. The marathon meeting which lasted for almost three hours saw a host of suggestions from the Industry on possible policy interventions towards making freight operations more efficient, profitable.

Highlighting the key role that Railways is playing during COVID crisis, the minister said that Railways looks upon the COVID crisis with great deal of concern and sympathy and during this period, Railways has acted as a lifeline for the nation by carrying essential goods

across the country. Not only that “We also utilized this time for completion of some of our long pending works like increasing connectivity to the main lines, carrying out long pending maintenance works, dismantling/repairing damaged bridges and Improving our existing infrastructural facilities”, said Shri Goyal.

S i m u l t a n e o u s l y, w e h a v e a l s o acknowledged the tremendous opportunity presented by the freight and logistic business and have planned several measures to improve our services in the near future, stressed the Railways Minister.

The meeting which saw participation of Chairman Railway Board, and other key officials along with top barons of the logistics industry saw a host of constructive suggestions which included

switching to an assured time bound delivery model, providing some kind of insurance mechanism to the partners, rationalizing the freight rates and make logistic costs more reasonable, improving the efficiency of loading/unloading at terminals as well as ports in a phased manner etc.

Welcoming the suggestions from the industry ,the Railways Minister said that innovation is key and the solutions need to be profitable to bring the logistics cost down. “We need end to end nonstop faster trains, better signalling systems, better scheduled and time table cargo trains and better financing options, to transform the freight operations and help achieve the target of Doubling the total freight traffic to 2.5 billion Tonnes”, said Shri Goyal.

Piyush Goyal calls upon the Indian Missions abroad to play an important role in making India a preferred destination Indian missions should identify business and Export opportunities abroad Recovery path for India in the post-Covid era will be through trade and investment, says External Affairs Minister NEW DELHI: Minister of Commerce and Industry & Railways Shri Piyush Goyal has called upon the Indian Missions abroad to play an important role in identification of opportunities for Indian business and export, existing in their countries, and making India a preferred destination, a reliable destination for investment. He was speaking to 131 missions from different geographies last evening through Video conferencing, along with the External Affairs Minister Shri S. Jaishankar.

Shri Goyal said that all should work to convert this COVID-19 situation into an opportunity by coming up with new reforms to improve our industries. He said that we should aim for an economic growth higher by 3x. The Minister informed that discussion have happened at the highest levels where clear instructions have been given to capture the opportunities opening after the postcovid scenario. Today, Hon’ble PM is being looked upon as a man of substance, a man who can deliver, a man who inspires both the developing and developed countries.

Around 100 countries have benefited from Indian Pharma. India has shown a brotherhood and has believed in ‘Vasudev Kutumbakam’. Shri Goyal said that all nations are searching for countries which have a democracy, transparent dealing, vibrant rule of law, good media, and is reliable and trustworthy. Stating that India is being seen as a reliable partner, he said that Indian missions should be helping us with identification of business opportunities that exist in their countries.

The Minister said that Invest India and

Department for Promotion of Investment and Internal Tr a d e a r e w o r k i n g together to c r e a t e a genuine single window for setting up factories & manufacturing units. Asking the missions to report the opportunities in other countries, Shri Goyal said that promoting trade & investment is a shared responsibility of missions & ministries.

All the missions have been asked to send a proposal to look at the opportunity post covid-19. The proposal should have Innovative ideas and should be submitted, containing suggestions to improve the exports. He called upon the Missions to become leaner and adopt latest technology. He exhorted all the missions to work on a war footing mode. The normal routine of all the missions should be to perform the commercial functions.

They need to start networking, start communicating with the companies, come up with the business leads and new contacts, and identify technology which can be implemented in India and fight for India in their countries.

External Affairs Minister Shri S. Jaishankar said that outcome of this pandemic is that now the whole world is aware of the consequences of over d e p e n d e n c e o n o n e g e o g r a p h y.

India should take this opportunity to grow itself. He said that as all the countries have taken a hit, the recovery path for India will be through trade and investment.

Now missions have to take responsibility to get out of there offices, do networking, talk to companies and persuade them to invest in the India. He specifically identified the opportunity in the Pharmaceutical and agricultural sectors, and in the African region. The Minister said that the missions should be proactive not only in foreign countries but in India also and should work in tandem with the ministries back home.

The Commerce Secretary Dr. Anup Wadhawan described about the huge potential in improving exports which commerce ministry can achieve with the help of missions. He said the Missions have helped us in procuring raw materials from various countries. He identified 3 areas of contribution- Promoting exports globally; Promoting tourism in India; and Need for assessing technology which can be adopted by India.

India’s exports can bounce back on graded lockdown exit, phased resumption of manufacturing activities, says EEPC Chairman KO L K ATA : I n d i a n e n g i n e e r i n g exports can “witness a bounce-back” if a “graded-exit” to the lockdown and a phase-wise resumption of manufacturing activities take place.

Quicker resumption of economic/manufacturing activities will also help “garner confidence in international quarters” about India’s resilience, according to Mr. Ravi Sehgal, Chairman, EEPC. Indian exports already had a challenging 2019-20 with protectionist measures coming into effect across major markets like the US and Europe; a trade war between China and the US; and an overall slowdown in economic activity across select geographies. The coronavirus outbreak was the last thing to hit exporters.

According to him, normalcy in transportation, working out labour shortages and ensuring liquidity for manufacturing units are the immediate challenges.

“International queries are coming in already. In this backdrop, if there is some resumption of economic activities, then India’s international image gets a boost.

This will also boost confidence in the

international community (about the country’s resilience),” Sehgal said recently.

Essential services in Europe, the US and the West Asia continue to operate. The spares used in such essential service operations are primarily exported from India. “If we lose out on orders now, other countries like Brazil or Turkey could gain,” Sehgal explained.

EEPC recently undertook a market sanitisation drive in Kolkata, following a request by the West Bengal Chief Minister.

Consignments stuck India’s engineering exports stood at $81 billion in FY19, and at $76.3 billion in FY20. The pick-up in demand witnessed towards the last quarter of this fiscal was hit with orders being stuck because of the lockdown.

Another $4 billion worth of goods is held up across State borders with the lockdown coming into effect at State levels early to mid-March). The movement of consignments in March was stalled and some of the nations delayed placing orders, in view of the Covid-19 pandemic.

At present, India is receiving only 20 per cent of its normal orders. Against an approximate $4-5 billion worth of monthly orders, present ones are hovering at around

$1 billion, or a little more.

There is also a probability that if resumption happens now there is a chance of reaching 50 -60 per cent operational levels by May-June. A very optimistic outlook, by market sources, is that there could be 70 per cent recovery in turnover by the end of this year, if economic activities resume.

He added that by May first week, production is likely to resume across units (in green zones).

Another burning issue is the immediate liquidity crunch that MSMEs face. Fixed costs like electricity charges and other expenses continue to recur. Staff salaries also need to be paid. Refunds also have to speed up.

“Moratoriums and delayed payments on loans are helpful. But the cash crunch is at a working capital level for MSMEs. Something should be done at that end too,” he said, adding that suggestions range from refund or remission of duties and taxes to availability of steel at “export prices”. These could help boost cash availability.

This apart, all eyes are now set on the probable economic relief that the Centre may announce.

US in talks with India, other 'friends' to restructure global supply chains: US Secretary of State Mike Pompeo WASHINGTON: The US is in talks with its "friends", including India, for restructuring the global supply chains, Secretary of State Mike Pompeo has said, as he praised New Delhi for lifting the export ban on critical medical supplies to combat the global coronavirus pandemic.

The novel coronavirus has infected over 3,193,960 people and claimed more than 227,640 lives across the globe. The US is the worst-hit with 1,039,909 cases and 60,967 deaths -- the

highest in the world.

Addressing a news conference, Pompeo said, “We're working with our friends in Australia, India and Japan, New Zealand, the Republic of Korea, and Vietnam to share information and best practices as we begin to move the global economy forward."

"Our conversation certainly involved global supply chains, keeping them r u n n i n g s m o o t h l y, g e t t i n g o u r economies back to full strength and

thinking about how we restructure the supply change chains to prevent something like this from ever happening again," he said.

"One example of our work together is with India. It has lifted export bans on critical medical supplies, including pharmaceuticals, used to treat some COVID-19 patients,” Pompeo said.

Over the last few weeks, Pompeo has spoken over phone -- at least four times -- with External Affairs Minister S Jaishankar.

TT Club warns of risks arising from the accumulation of cargo LONDON: As consumer demand and manufacturing production slows in many parts of the world, cargo, either in containers or stripped from transport units, is building up in warehouses, port terminals and inland depots.

International freight and logistics insurer, TT Club warns of the additional risk this is bringing operators.

The current pandemic has disrupted global supply chains in a wide variety of ways. In particular, the lag in its effects between the large-scale sourcing regions of China and other parts of Asia and the consuming markets of Europe and North America has caused significant build-ups of goods produced in the former regions but not now required in the later.

Such accumulations include cargo in containers at both transhipment and destination port terminals, as well as import consignments that have been delivered to warehouses and distribution centres (DC). These are primarily non-essential products, for which there is little demand as retail outlets are closed or supplies for production lines that are either static or at reduced capacity.

In the UK for instance, the latest estimates are that 90% of the country’s warehouse capacity is full, with the UK Warehousing Association (UKWA) forecasting no available space by two weeks’ time. One high-street fashion retailer has reportedly leased 40% more storage than it would have under normal circumstances.

“Security is clearly the most dominant of the risk issues as operators seek alternative storage,” comments Michael Yarwood, Managing Director Loss Prevention at TT Club. “Whether it’s taking up buildings not usually used for storage or laden vehicles parked adjacent to a full warehouse, or simply facilities unfamiliar to the operator, the

security regime may not be of a similar standard. This concern is not just limited to fencing, lighting, security p a t r o l s a n d C C T V, b u t a l s o communication with hauliers delivering cargo to the unfamiliar premises. There is also the constant danger of vehicles being diverted into the hands of criminals; so-called round the corner theft,” emphasises Yarwood.

The physical characteristics of a temporary facility may also be unsuitable in a range of ways, such as weather-tightness, phytosanitar y issues, uneven hard standing. Further, consideration needs to be given to the nature of the cargo and the capability to handle and store hazardous materials and specialised commodities correctly (such as high value or temperature controlled). These factors may also extend to inappropriate or substandard handling equipment and the requirement to subcontract labour and security personnel from previously unknown sources. Where possible, established standards should be maintained, including undertaking full due diligence.

Yarwood also draws attention to the importance of maintaining records and an efficient documentation flow. “In a situation where goods and cargo units are located in unusual facilities, perhaps off-site at some distance, it is vital for accurate records of movements, storage times and potential drawdown requirements to be preserved.”

Such bottlenecks in the supply chain through the lack of demand for goods may be temporary as diminishing orders start to affect the flow through.

However, one of the knock-on effects currently being experienced is that some port terminal operators, along with their ocean carrier customers, are attempting to help importers by

delaying delivery and/or providing temporary storage for containers.

A recent survey by the International Association of Ports & Harbors (IAPH) shows a mixed picture at ports around the world. “35% of ports reported an increase in utilisation of warehousing and distribution facilities for foodstuffs and medical supplies, with some ports reporting capacity shortages,” the analysis shows.

Peregrine Storrs-Fox, TT Club’s R i s k M a n a g e m e n t D i r e c t o r, commented, “There will be regional variations within these trends of course.

As inbound congestion on terminals rises, we are seeing some European ports offering off-terminal storage for undelivered import containers. In the current extraordinary environment, all involved in the supply chain should be taking extra steps to assist in finding solutions. Care must be taken however to ensure that in providing such a facility, operators do not expose themselves to additional liability and risk.”

Many of the potential risks and liabilities that apply to warehouse and DC operators will face a terminal or carrier in placing undelivered containers in temporar y storage locations. In addition, container and cargo damage potential could be heightened in facilities unaccustomed to handling full containers. There is a heightened risk of phytosanitary issues where off-terminal storage locations may have less permanent surfaces or increased exposure to vegetation and pest ingress, particularly if the storage is long-term. The dwell time of such containers may also become an issue if the cargo is eventually abandoned as the goods become ‘off-season’ or the importer ceases to trade. The question of traceability then becomes a more critical issue.

Forex reserves fall by USD 113 million to USD 479.45 billion MUMBAI: After rising for the past few weeks, the country ’s foreign exchange reser ves declined USD 113 million to USD 479.45 billion in the week to April 24, due to a fall in foreign currency assets, according to the latest data from the Reserve Bank of India.

In the previous week, the reserves had increased by USD 3.09 billion to USD 479.57 billion.

The reserves had touched a lifetime high of USD 487.23 billion in the week to March 6, after it rose by USD 5.69 billion.

In the reporting week ended April 24,

the foreign currency assets (FCAs), a major component of the overall reserves, decreased by USD 321 million to USD 441.56 billion.

Gold reserves rose by USD 221 million to USD 32.901 billion in the reporting week, the RBI data showed.

ONE post a $105mn net profit for full-year 2019 after post-merger synergies improved its bottom line SINGAPORE: Merged Japanese container car rier Ocean Network Express (ONE) has posted a $105mn net profit for full-year 2019 after post-merger synergies improved its bottom line.

It represented a massive reversal of fortunes for a carrier which posted a $586mn loss in 2018, coming about with a 9.1% increase in revenue to $11.9bn, as well as further cost cuts.

Increased cost efficiency was one of the main reasons behind linking the three container lines, and the merged carrier said that, by the end of last year, it had achieved its target of eliminating more than a million dollars from its combined cost base $440mn was gained from revising variable costs such as inland transport, terminal procurement and container maintenance with another $310mn gained through reduced fixed overheads and $300mn saved via network optimisation and bunker cost savings. Its volumes for the year amounted 12.4mn TEU.

ONE’s financial year runs April to March and its fourthquarter liftings – ie, Q1 2020 – were modestly robust: on the headhaul, eastbound transpacific trade saw it carry 585,000 TEU and achieve a vessel utilisation rate of 92%, while the westbound Asia-Europe trade brought 443,000 TEU with 100% vessel utilisation.

This came despite the initial effects of the Covid-19 pandemic, which ONE said resulted in stagnating volumes and extra variable costs, but mitigated by its already reduced fixed cost and stable freight rates. This meant its results were in line with forecasts.

However, for the remainder of year, all bets are effectively off, as lockdowns in across the world’s economies have decimated demand.

ONE partner MOL said: “Recent shipments are down by around 10%-20%. Although ONE has taken measures to flexibly reduce service frequencies, a further significant decrease in cargo trade is anticipated, mainly in Europe and the US, due to sluggish demand.”

ONE uses LiveChat to stay connected online to Customers in 10 Countries Ocean Network Express (ONE) has also announced that it has introduced LiveChat to customers in Mexico, reaching a total of 10 countries to currently have access to this online tool.

* India * Mexico ONE started using LiveChat when it launched in 2018 to provide support answering export and import queries.

Since the implementation of the LiveChat tool program, ONE has received an average of 8000 chats weekly as well as daily feedback from customers with satisfaction rates at more than 95%. ONE will further enhance its LiveChat service by adding more functions, developing frequently used functions, implementing ChatBot, and expanding the service to a further 8 countries by the end of March 2021.

Port of Antwerp to have a New coordination centre ANTWERP: Port of Antwerp and Agency for Maritime Services & Coast are to build a new port coordination centre in the form of a traffic control tower from which shipping in the port of Antwerp will be directed. The revamped shipping traffic control will be given a digital make-over, in a further step towards a sustainable future.

Smooth, safe shipping traffic is an essential feature of any port.

In order to assure this and constantly improve it, transparent shipping coordination and efficient collaboration between all partners in the nautical chain is required. The new Antwerp Coordination Centre (ACC) has a decisive role to play here.

Port of Antwerp will be working closely with the Agency for Maritime Services & Coast to draw up the blueprints for the

new ACC. The new control tower will bring all the shipping coordination in the port together in a shared, functional workspace. The combination of d i g i t i s e d applications and sustainable infrastructure will make the project future-proof with safety as the top priority.

According to the current schedule the new ACC is due to be operational by the end of 2024.

NYK Strengthening YLK Group’s Logistics Business across Japan T O K Y O : N i p p o n Yu s e n Kabushiki Kaisha (NYK) has decided to reorganize its logistics business structure to further strengthen the domestic logistics business across Japan by transferring Yokohama Kyoritsu Warehouse Co. Ltd. (YKS) to Yusen Logistics Co. Ltd. (YLK).

By taking advantage of YKS' strengths in refrigerated and frozen warehouse operations, in addition to the food and distribution processing business bases of the YLK Group, NYK will accelerate new business development as well as meet various customers’ demands.

Outline NYK will conduct a company split (absorption-type split) in which the NYK-owned shares of YKS will be transferred to YLK, NYK’s wholly owned subsidiary.

Purpose of Reorganization Through the following synergistic effects, the YLK Group will strengthen its competitiveness in the logistics business

across Japan and provide a stable service supply for the future.

(1) Strengthening Domestic Food Distribution Business The YLK Group will strengthen its domestic food distribution business through collaboration with YKS' strengths in the food and cold storage business.

(2) Strengthening Contract Logistics Business through Exchange of Human Resources and Technology The YLK Group will improve its capabilities in the domestic contract logistics business by making use of YKS' experienced human resources in warehouse operations, distribution processing, transportation, delivery operations, etc.

(3) Expansion of Business Utilizing its global transportation network, the YLK Group will try to create new business chance by offering logistics solution with existing food storage and distribution processing services.
