Goods barometer reveals strength of trade recovery, depth of COVID-19 shock : WTO Global merchandise trade is con nuing to recover in 2021 following a steep but brief pandemic-induced drop in the second quarter of last year G E N E VA : The Goods Barometer is a composite leading indicator for world trade, providing real-time information on the trajectory of merchandise trade relative to recent trends. The barometer's current reading of 109.7 is nearly 10 points above the baseline value of 100 for the index and up 21.6 points year-on-year, reflecting both the strength of the current recovery and the depth of the COVID-19 shock last year. In the latest month, all of the barometer's component indices were above trend and rising, highlighting the broad-based nature of the recovery and signalling an accelerating pace of trade expansion. Among the barometer’s component indices, the biggest gains were seen in export orders (114.8), air freight (111.1) and electronic components (115.2), all of which are highly predictive of near-term trade developments. The strength of the automotive products index (105.5) may reflect improving consumer sentiment, since confidence is closely linked to sales of durable goods. This is also true of agricultural raw materials (105.4),

which are mostly made up of wood intended for housing construction. Finally, the strong showing for container shipping (106.7) is more impressive in light of the fact that sea shipments held up well during the pandemic and had less ground to make up as a result. The latest barometer reading is broadly in line with the WTO's current trade forecast issued on 31 March, which predicted an 8% pickup in the volume of world merchandise trade in 2021 following a 5.3% decline the previous year. The relatively positive short-term outlook for trade is marred by regional disparities, continued weakness in services trade and lagging vaccination timetables, particularly in poor countries. Global trade has been recovering

since the second quarter of 2020, when the spread of the COVID -19 vir us prompted lockdowns in many countries and triggered a steep drop in world trade. The volume of merchandise trade was down 15.5% year-on-year in Q2, when lockdowns were in full effect, but by the fourth quarter trade had surpassed the level of the same period in 2019. While quarterly trade volume statistics for the first and second quarters of 2021 have not been released yet, they are expected to show very strong yearon-year growth, partly due to the recent strengthening of trade and partly as a result of the trade collapse last year. However, COVID-19 continues to pose the greatest threat to the outlook for trade, as new waves of infection could easily undermine the recovery.

Container shortage, high rates plague exports : Experts NEW DELHI: At a time when the domestic market continues to reel under the second wave of Covid-19, exports have come to the rescue of the industry by bringing in much needed business from overseas. The exporters’ reprieve, however, seems to be spoiled by the and spiralling rates of containers. The ongoing second wave of the pandemic has further aggravated the container shortage that began to form last year. Containers are essential for export and cargo movement. Inadequate availability of containers and uncontrollable container charges are eating into the profits of exporters, said market players. “Depending upon the destination of the shipment, the container rates have jumped three to seven times over the last one year,” said Parth Ganatra, Chairman, MSME committee, Assocham Gujarat. Stating that the shortage of containers — be it for exports or imports—has been hounding exporters ever since the outbreak of the pandemic, Ashwin Nayak, founding chairman, Federation of Indian Spice Stakeholders (FISS), added, “The intensity of the shortage and rates has increased. The rate for a container (40 feet long) to make shipments to the US used to cost $2,500 in February-March last year. The same now costs $ 6,500 to 7,000.” For Morocco, the container freight has jumped to $850 from $140. The hike is the

same for destinations such as Egypt, Oman and other countries. “If a container needs to be imported from China, the container alone, excluding the goods contained in it, currently costs around $1,000. The rates used to hover a r o u n d $ 2 5 0 - 3 0 0 p r e v i o u s l y, ” s a i d Bhupendra Patel, chairman, Gujarat region, Basic Chemicals, Cosmetics & Dyes Export Promotion Council (Chemexcil). Usually, containers used for imports are deployed for exports to avoid additional transportation cost. Exporters dealing in all sectors such as salt, ceramics, brass, engineering, spices and others are feeling the pinch of higher container rates. According to industry players, container shortage, availability of vessels and high container freights have resulted into delays in shipments and reduction in export orders as well. The cost has also increased due to higher freight and container rates. The waiting period for containers currently ranges between 10 and 15 days, which used to be about a day or so in early 2020. In case an exporter requires a container immediately, he or she ends up paying 100% premium. There are a number of factors causing the shortage, but the prominent among them is uneven exports and import ratio in India. “The mismatch in incoming and outgoing

containers in importing and exporting countries, mainly China, has fuelled the shortage. As countries gasp for containers, the rates have shot up,” added K G Kundariya, former president, Morbi Ceramic Association. “The turnaround time of a container is increased due to Covid induced labour shortage and logistics issues. A container that used to rotate in three days is now taking five days,” said a senior DGFT official. Boost to domestic production n the wake of container shortage globally, the Union ministry of ports, shipping and waterways is encouraging manufacturing of containers in Bhavnagar and Kutch. “A Dubai-based company, Transworld, signed an MoU with Sagarmala Development Company Limited (SDCL) in March to invest Rs 200 crore to manufacture containers in Gujarat. Besides, there are other players in Bhavnagar and Kutch, who are thinking of manufacturing containers locally,” said Rahul Modi, member, National Shipping Board (NSB). SDCL is established by the Union ministry of shipping and ports. T h e D u b a i - b a s e d c o m p a n y, Transworld, is scouting for suitable land in Kandla, Bhavnagar and Hazira to set up its container manufacturing unit. Another company, Malara Shipping is also thinking of manufacturing containers in Kutch.

State-owned ports explore bidding for Concor privatisation NEW DELHI: After opposing the privatisation of Shipping Corporation of India Ltd (SCI), the Ministry of Ports, Shipping and Waterways is exploring the possibility of a consortium of Centreowned major ports trusts participating in the bid for strategic sale of Container Corporation of India Ltd (Concor) when it is initiated by the government. Multiple official sources told that such a such a plan was floated during a maritime strategy session held recently during which Jawaharlal Nehru Port Trust and Chennai Port Trust, among others, were sounded out for a potential partnership to take it forward. The idea was to examine the potential synergy arising from acquiring Concor, India’s biggest rail hauler of containers, for state-owned ports. But, the huge deal size, estimated between Rs15,000-Rs20,000 crore, is proving to be a stumbling block in this effort. “The money involved is too high; none of the major port trusts have the financial

muscle to pursue it,” a top official at one of the Major Port Trusts said. JNPT, India’s biggest state-owned container port and one of the few cash rich ones among the dozen ports run by the Centre, has its hands full in implementing the Vadhavan port in Maharashtra by dipping into its cash reserves of some Rs5,000 crore. The new port, estimated to cost Rs65,544.54 crores, will be built by a special purpose vehicle (SPV) formed under the Companies Act in which JNPT will hold equity stake equal to or more than 50 per cent. The Vadhavan port project was granted in-principle approval by the Union Cabinet in February 2020. “JNPT has a clear responsibility and liability on Vadhavan,” said an official. The port located near Mumbai has, hence, informed the ministry of ports, shipping and waterways that “it may not be possible for JNPT to bid for Concor”, leaving it to the Ministry to look at alternatives. Transport is classified as a strategic sector according to the New Public Sector

Enterprise policy whereby bare minimum presence of the existing public sector commercial enterprise at holding company level will be retained under government control. The Department of Investment and Public Asset Management (DIPAM) that oversees the asset sale programme of the government, is awaiting cabinet approval for a land licensing fee policy ahead of seeking expression of interest from potential buyers for privatisation of Concor. The government has decided to privatise Concor by selling 30.8 per cent of its 54.8 per cent stake in the company to a private company along with transfer of management control. Sceptics say that asking state-owned major port trusts to buy Concor would “defeat the philosophy of privatisation”. “If you sell it to the major port trusts, it will be like transferring control from one gover nment entity to another government entity,” said a logistics industry executive.

Refrigerated Container rake arrives at Kolkata Dock System from Siliguri’s Dabgram ICD KOLKATA: The first export rake with reefer containers from Siliguri has reached Kolkata Dock System marking the opening up of direct access between Syama Prasad Mookerjee port here and north Bengal. Reefer containers are refrigerated units that carry perishable items. The first rake operated by a private container train operator has brought 28 twenty-foot equivalent unit (TEUs) of deep-frozen reefer cargo weighing over 5 0 0 t o n n e s o n S a t u r d a y, t h e p o r t

authorities said. This direct rail connectivity opens up direct access of SMP, Kolkata to north Bengal and northeastern India, Port chairman Vinit Kumar said. The port has an exclusive partnership with ICD Siliguri operated by Pristine Mega Logistics, the operator of the facility that will help boost trade opportunities in the region. S M P, K o l k a t a h a s e x c l u s i v e partnerships with Pristine Mega Logistics to handle ICD Siliguri cargo

and has provided special discounts in charges and incentives to promote this line of trade. An MoU to this effect was signed on 26 Febr uar y 2021 on the backdrop of Maritime India Summit 2021 under the Aegis of Ministry of Port, Shipping, and Waterways. Kumar emphasised that with this significant arrival of the first export rake at Kolkata Dock System, SMP Port expects 12-15 trains of Reefer containers every month.

Rs 3 lakh crore loan guarantee scheme expanded to help businesses recover from second Covid shock NEW DELHI: Central Government has expanded its loan guarantee programme to help businesses ward off the ravages of the second wave. According to the proposal, the Central government will be permitting small businesses to borrow an extra 30 per cent of their credit limit. This is a sizeable bump-up from the 20 per cent announced last year. The expansion of the Emergency Credit Line Guarantee Scheme is part of a series of planned steps aimed at boosting assistance to the economy to help it recover from the impact of the second Covid wave. Under the plan, last year's Rs 3 lakh crore ($41 billion) of loans to small businesses will now be expanded further.

"Validity of ECLGS extended to 30.09.2021 or till guarantees for an amount of Rs.3 lakh crore are issued. Disbursement under the scheme permitted up to31.12.2021," an official notification said. Odisha exports non-basmati rice to Vietnam PARADIP: With Vietnam showing more interest for non-basmati rice, Odisha will be exporting more rice to Vietnam through the Paradip International Cargo Terminal (PICT) during the next three months. Earlier this month, a consignment of rice with 20 containers was exported to Vietnam from the PICT. This was for the first time in recent years that non-basmati rice was exported from the Paradip Port. About 500 more containers would be dispatched in next three months to Vietnam, said sources. And Paradip will soon emerge as one of the major rice-exporting

ports of the country, the Agricultural and P r o c e s s e d Fo o d P r o d u c t s E x p o r t Development Authority (APEDA) sources said. The APEDA is working with various stakeholders such as farmers, entrepreneurs, exporters and importers across the globe to harness India’s non-basmati rice exports potential. It has promoted rice exports through collaborations with various stakeholders in the value chains. During 2020-21, the shipment of nonbasmati rice witnessed an impressive spike. The non-basmati rice exports were Rs 35,448

crore (4,796 US$ Million) during April-March, 2021 against Rs 14,400 crore (2,020 US$ Million) reported during April-March, 2020 period. The exports of non-basmati rice have witnessed a growth of 146 per cent in Rupee terms and 137 per cent in Dollar terms in 20202021. In March, 2021, the first consignment of ‘red rice’ from Assam was exported to the USA. Iron rich ‘red rice’ is grown in Brahmaputra valley of Assam without the use of any chemical fertiliser. The rice variety is referred to as ‘Bao-Dhaan’, which is an integral part of the Assamese food.

India-Maldives ferry service remains uninterrupted: MPL MALE: Maldives Ports Limited (MPL) has stated that the cargo ferry services between Maldives and India remains uninterrupted. The ferry service between the two neighbouring countries, ‘Cochin Ferry’ commenced on September 28 last year.

However, rumors that the service has come to a stop have been circulating on multiple platforms. Referring to the rumors, MPL said the ferry service is still ongoing and that a large number of containers are shipped to Maldives via the ferry service. One or

two ferries arrive in the Maldives from India every month, said MPL. MPL added that 309 containers were offloaded from the ferries to different ports across Maldives over the past three months. 2,624.47 tonnes of general cargo were brought in the containers.

SBI economists cut FY22 GDP growth estimate to 7.9%; recovery to be 'W-shaped' MUMBAI: SBI economists has sharply slashed their FY22 GDP growth estimates to 7.9 per cent – the lowest among all analysts – from the earlier projection of 10.4 per cent growth. The economists at the state-run lender seemed to attribute the impact of the second wave of COVID-19 infections as a key factor for the revision in the growth estimate, and pitched for faster vaccination. "… our analysis shows a disproportionately larger impact on the economy this time and given that rural is not as resilient as urban, the pick-up in pent-up demand is unlikely to make a large difference in FY22 GDP estimates, and hence it could only be a modest pickup," they said. The SBI economists said the increasing international commodity prices will also have an impact on the GDP growth, and added that the overall

consumption trajectory will depend on the recovery in 'trade, hotels, transport, communication and services related to broadcasting' services which supports roughly 25 crore households. They, however, said that at Rs 145.8 lakh crore, the real GDP for FY22 will be “slightly higher” than those in FY20, and called it a 'W-shaped' recovery with two troughs and not the earlier anticipated 'V-shaped' recovery. The RBI has maintained its growth estimate at 10.5 per cent, despite the emergence of the second wave and may have a relook at the number at this week's policy review. Other analysts have been revising down their estimates after the devastating second wave, with an 8.5 per cent growth being lowest among the predictions. Official data released on Monday said the economy grew at faster than

expected at 1.6 per cent for the fourth quarter of FY21, resulting in a contraction of 7.3 per cent for the entire fiscal. The high growth number in FY22 is due to the lower base, and there are concerns around whether the economy will reach the pre-pandemic levels in FY22. The SBI economists said an "upward bias" to its growth estimate of 7.9 per cent is possible if the country indeed delivers on the stated aim of 1 crore vaccines a day by mid-July. The note said there was a downward revision of growth to 10.4 per cent from the earlier 11 per cent at the beginning of the second wave, but the extension of the lockdowns beyond June in several states has resulted in a relook at the number, saying there will be a loss of Rs 4.3 lakh crore more if the activity were to normalize in July.

Five recent major changes to the BIMCO Shipping-KPI OSLO: With the newly reinstated report generator, the developers have finalised the fifth major improvement to the BIMCO Shipping-KPI. The Shipping-KPI platform faced by users today is much different compared to only half a year ago. Recent major improvements include: • Launching the updated ShippingKPI • Changing the benchmarking concept to ranking • Improved user roles • Adding the Cost Categories group • Instating the improved and adjusted report generator Colour schemes and Pi’s The 2020 launch of the updated Shipping-KPI provided some changes to the Performance Indicators (PI’s) and Key Per for mance Indicators (KPI’s). The Energy Efficiency Indexes for new (EEDI) and existing (EEXI) ships along with the mandatory Ship Energy Efficiency Management Plan for all ships effectively made the emission-related PI’s and associated KPI’s redundant. Instead, the EEDI value has been added as a Ship Attribute and the new EEXI value will be added later in 2021. The updated Shipping- KPI also provided graphical changes to the user

interface – a change that goes hand in hand with the shift in the benchmarking concept from rating to ranking. A race with only one company in the lead The shift in the benchmarking concept is fundamental to ShippingKPI. Rather than benchmarking on numbers, users are now benchmarking on percentiles. Similar to a horse race, there is only one company in the lead. This change will make it easier for users to identify how they are performing. Users may adjust the “My ships” user interface to show if a vessel’s performance is above the 50, 25 or 10 percentiles. While users are getting familiar with the new benchmarking concept, it is still possible to shown value targets rather than percentiles. Tailored permission administration The BIMCO Shipping-KPI is programmed to have 12 predefined user roles – each with a unique set of permissions to view and edit PIs, ship attributes and KPI targets. With the reinstatement of the report generator, this report generation permission has been enabled for the (Predefined) Default user role. This user role has permissions to edit all parameters in the company profile except the cost categories. With the new user role administration site, it is made easier to tailor permissions to individual users and create custom roles.

Cost categories open a new dimension in Shipping-KPI Start reporting your operational costs as soon as possible. The cost categories provide the unique possibility to compare cost categories and cost items. It is of paramount importance to reach a critical mass of data as soon as possible to provide for both internal and external comparison on ships’ costs. Users can also choose only to report on the eight cost category levels (aggregated cost). Since the cost categories are not available to the default Shipping-KPI user role, make sure to provide the permissions to at least one user in the company. It will be possible to report historic data and by using spreadsheets (i.e. comma separated values (CSV)) for data submission, which is a simple task. Taking the benchmarking results to the decision table Submitting all the data on the users’ fleets is worthless if the benchmarking results are not used in the decision room. If anything, the previous year has taught us to become familiar with working digitally. However, with vaccine programmes rolling out in many countries, working from home might soon be more limited. Whether sharing on screen or printing multiple copies, the BIMCO Shipping KPI reports extract the information required to make supported strategic decisions.

OSL continues logistics support to ght Covid PARADIP: In a major step towards ensuring full logistics support to the State Government, the Orissa Stevedores Limited (OSL) carried out the customs and airport clearances of a special cargo flight carrying a consignment of 1,300 medical grade oxygen cylinders and other medical consumables which were airlifted from China and landed at the Biju Patnaik International Airport (BPIA) on May 30. The OSL Group extends this support by

not claiming any service charges. This is for the second time this month that the OSL Group has rendered logistics support. As part of the Corporate Social Responsibilities (CSR), the OSL Group has been aiding the Government and the people of the State by extending and sharing resources, helping in the vaccination process, focussing on employee welfare and many more. Extending his support to his own home State, OSL Group

Managing Director Mahimananda Mishra said, “The need of the hour is to provide critical healthcare supplies and equipments to save precious lives of our fellow human beings. This is our common fight and our contribution reaffirms our steadfast commitment to the State. I’m extending my deep gratitude to the AMNS India Limited for arranging such a huge volume of oxygen cylinders for our State.”

TN Govt requests Chennai Port to handle oxygen trains inside the port CHENNAI: Government of Tamil Nadu requested Chennai Port to handle trains bringing liquid oxygen from various parts of the country at the railway siding inside Chennai Port. This will facilitate quicker movement of oxygen to the hospitals in Chennai, according to the government. C h e n n a i Po r t h a s w a i v e d a l l charges for handling these container

trains in line with the guidelines of Ministr y of Ports, Shipping and Waterways. The first container train carrying oxygen was handled at the Chennai Port Railway Siding on 31-052021. The liquid oxygen received in cryogenic vessels was loaded at Dolvi Steel Plant of Jindal Steel Works, M a h a r a s h t r a . C h e n n a i Po r t w i l l continue to provide all possible

assistance for bringing in the critical oxygen supplies to Chennai. Sunil Paliwal, IAS, Chairman, Chennai Port Trust inspected these containers beinghandled at Chennai Port. Shri S. Balaji Arunkumar, IRTS, Deputy Chairman, Chennai Port Trust, Shri Karthikeyan, General Manager, TIDCO, and other officials were present during the inspection.

Railways loads highest ever freight of 114.8 MT during May 2021 NEW DELHI: Railways has loaded the highest ever freight of 114.8 MT during the month of May 2021, which is 9.7% higher than the previous best of 104.6 MT in May 2019. Since the last 9 months, Railways is continuously loading highest ever freight in the respective month.

Beypore to be developed as satellite port to Vallarpadam: Kerala Exporters Forum COCHIN: Kerala Exporters Forum has suggested to develop Beypore as a satellite port of the International Container Transshipment Terminal at Vallarpadam. The rationale behind this suggestion is to benefit the exportimport community in the Malabar region. This would help Beypore Port handle cargo from many overseas destinations at reduced terminal

handling charges, which in turn would benefit the trade. Beypore can also be converted into a destination port by bringing cargo directly from G u j a r a t . H o w e v e r, b e t t e r infrastructure facilities have to be provided by the government, the Forum said. The port currently handles wheat and other food grains from Gujarat that are then moved to various

destinations in the Malabar region. This cargo can be doubled once the infrastructure facilities are improved. The high labour cost is also an impediment in the development of the port and the government should take steps to regulate the wage str ucture of labourers for the benefit of the trade, Munshid Ali, Secretary of the Forum, said.

Oman ranks 1st in ‘stay of ships in ports’ duration MUSCAT: Oman has been ranked 1st globally in the duration of the stay of ships in the ports. A statement issued online by Oman Customs said: “Oman ranks

first in the world in the duration of the stay of ships in the ports. The United Nations Maritime Trade Report 2020 highlighted Oman as a model for the distinct

interaction with the pandemic by facilitating maritime trade and transforming cargo clearance into electronic transactions.”
