MSC introduces New Electronic Bill of Lading for Customers Worldwide using WAVE BL's Platform GENEVA: MSC Mediterranean S h i p p i n g C o m p a n y , a Global leader in Container Shipping and logistics, is officially introducing the electronic bill of lading (eBL) for its customers around the world, following a successful pilot phase, using a solution on an independent blockchain platform WAVE BL. The eBL enables shippers and other key supply chain stakeholders to receive and transmit the bill of lading document electronically, without any change or disruption to day-to-day business operations. Road Transport sector of Gujarat facing loss of Rs 150 cr per day : Co-Chairman, Logistic Committee - GCCI The business volume of the transport sector in Gujarat is witnessing a 50% dip AHMEDABAD: The business volume of the transport sector in Gujarat is witnessing a 50% dip due to the closure of the majority of Agriculture Produce Market Committees, textile markets and a curfew from 8 pm to 6 am across the state. The second wave of Covid-19 has come down heavily on the road-transport sector of Gujarat as the truck-transport

DG Shipping extends validity of Seafarers certificates till Dec 31 MUMBAI: The Directorate General of Shipping has extended the validity of seafarers’ certificates till December 31, 2021, in the wake of renewal difficulties due to the second wave of COVID-19. Minister of State for Ports, Shipping and Waterways Mansukh Mandaviya said in a tweet that India’s seafarers can now join the ships easily. “@dgship_goi extends the validity of Seafarers’ COC/COP till December 31, 2021, in the wake of the renewal difficulties due to the second wave of #COVID-19,” he said. The Directorate General of Shipping deals with implementation of shipping policy and legislation under the Merchant Shipping Act, 1958. In an order issued on April 28, the DG Shipping announced the onset of COVID-19 measures, including closure of Maritime Training Institutes (MTI), to protect and safeguard seafarer and associated people working in the MTI from getting infected from the virus. “The Directorate…extends all seafarer certificate of competency (COC)/certificate of proficiency (COP) till December 31, 2021, or one contract, whichever is later and irrespective of whether a seafarer has availed extension under any previous order/SOP or is ashore or on board the ship at the time of issue of this order, subject to…conditions,” the order said. The decision has been taken in consideration of the urgency in which the seafarers are required to man the ships to continue transportation of goods and people and that they need to be in possession of valid COCs or COPs, it added. India is struggling with a second wave of the pandemic with over 3 lakh daily new coronavirus cases being reported in the past few days, and hospitals in several states are reeling under the shortage of medical oxygen and beds.

industry in the state is incurring at least Rs 150 crore business losses per day amid surging cases, night curfew in all major towns and mini-lockdown imposed by the state government, Mr. Mukesh Dave, President of Akhil Gujarat Truck Transport Association (AGTTA) was quoted as saying this recently. MSC introduces New Electronic Bill of Lading for Customers Worldwide using WAVE BL's Platform Cont’d. from Pg. 3 The eBL is an electronic version of the bill of lading. It has the same legal value as the paper bill of lading, with many added benefits, including that it is faster, more secure, cost-efficient and greener to use. WAVE BL is a blockchain-based system that uses distributed ledger technology to ensure that all parties involved in a cargo shipment booking can issue, transfer, endorse and manage documents through a secure, decentralised network. Users can issue all originals, negotiable or non-negotiable, and exchange them via a direct, encrypted, peer-to-peer transmission. It's also possible for users to amend documents. WAVE BL's communication protocol is approved by the International Group of Protection & Indemnity Clubs, and meets the highest industry standards for security and privacy. "MSC has chosen WAVE BL because it is the only solution that mirrors the traditional paper-based process that the shipping and cargo transportation industry is used to," says André Simha, Global Chief Digital & Information Officer at MSC. "It provides a digital alternative to all the possibilities available with traditional print documents, just much faster and more secure." The WAVE BL platform can be used free of charge throughout 2021 for exporters, importers and traders. Users only pay for issuing the original documents, and they do not need to invest in any IT infrastructure or make operational changes in order to use the service. They can simply sign up via MSC's website: www.msc.com/eBL. Longstanding advocacy for digitalisation in shipping MSC has long recognised the importance of digitalisation across the shipping industry and has been one of the pioneers behind the industry's digital transformation. As a founding member of the Digital Container Shipping Association (DCSA), MSC has participated in a number of initiatives focused on driving standardisation, digitalisation and interoperability in container shipping. André Simha is also the Chairman of DCSA. Introducing an eBL solution is a critical step in the overall digitalisation of the industry. "Traditionally, the shipping industry has relied quite heavily on physical paper documents. And among these, the BL is the most important transport document in international trade," states André Simha. "While there have been attempts to create an eBL solution in the past, we are now in a position to introduce a solution that can pave the way to mass eBL adoption, which will mean significant savings for the shipping industry." Saving the shipping industry billions DCSA research indicates that by achieving just 50% eBL adoption by 2030, the industry could potentially save more than USD 4 billion per year. In addition to the significant cost savings, the eBL offers a wide range of benefits to shippers, including eliminating the 'Document transportation' factor from the supply chain. Shippers can

lading electronically, without any change or disruption to their day-to-day business operations. ? Eliminating paper from the shipping transaction will make every aspect of commercial container shipping easier, faster, more effective and more secure. ? The shipping industry can save almost USD 4 billion by transitioning to an eBL. ? Electronic bills of lading (eBL) help mitigate the impact of trade disruptions on cargo flows during COVID-19. instantly transfer original and negotiable electronic documents across borders. The solution enables faster document transfers, which in turn, leads to a shorter payment cycle. And electronic processes are far less susceptible to forgery, fraud, loss or human error. As André Simha comments, "Eliminating paper from the shipping transaction will make every aspect of commercial container shipping better, faster, more effective, more secure and environmentally-friendly." Gadi Rushin, WAVE BL's CEO and Co-founder, "Our goal from the very start has been to change the way the world trades by digitising document workflows while ensuring the highest legal, security and privacy standards. MSC is helping to create a new trade norm that will ultimately affect the rest of the market and save the trade industry billions of dollars." Helping countries severely impacted by COVID-19 While MSC has worked with WAVE BL on piloting its eBL solution since 2019, COVID-19 has created an even greater drive towards digitising the BL. "The global pandemic has restricted human and transport mobility in many places," André Simha explains. "Countless containers have been stuck at various ports, terminals, depots and warehouses around the world because the receiver doesn't have the original paper BL required to release these goods at their destination." Here the eBL addresses a very current need, enabling stakeholders to overcome border restrictions, interruptions in postal services and other pandemicrelated disruptions. Shippers can also allow employees to work remotely by dematerialising the BL and other shipping documents. Worldwide implementation After running successful pilot projects in select countries since 2019, MSC is now introducing its digital solutions to all customers worldwide, paving the way for widespread eBL adoption. MSC is also exploring other eBL platforms to adapt to market demands. "Now we're introducing our eBL solution to our broad customer base to ensure that even more of our customers are able to benefit from the advantages of a digital BL solution. In a matter of a few years, we expect the eBL to become the new norm." André Simha states.

DP World launches e-commerce platform to accelerate Global Trade • DUBUY.com brings efficient, reliable B2B eCommerce to Africa enabling market access for both UAE companies, and global companies • Fulfilment through DP World's global ports and logis cs network • Launching first in Rwanda before expansion across Africa and beyond

D U B A I : Tr a d e e n a b l e r D P Wo r l d h a s l a u n c h e d DUBUY.com, a global wholesale e-commerce platform. DUBUY.com is available first in Rwanda with plans to expand across Africa and around the world. DUBUY.com adds digital trading corridors to the physical corridors DP World has built across the African continent with its investment in ports, terminals and logistics operations. DUBUY.com is partnering with local businesses and the Rwandan Government to help unlock access to global markets for small and medium-sized UAE enterprises, using DP World's end-to-end integrated supply chain services to fulfil orders for export and to receive goods. The platform also enables global companies to find and serve new trading partners in Africa, opening up access to fast growing markets. Online marketplaces are a significant opportunity for economic growth in Africa which today accounts for less than 0.5 percent of global eCommerce according to the United Nations Conference on Development and Trade. In 2018, trade between the UAE and Rwanda reached AED 1. 6 billion (USD $ 434.8 million), with the size of trade growing significantly in the last decade as part of wider bi-lateral and economic ties between the two countries. The combination of DUBUY.com with DP World's physical logistics infrastructure and data-driven logistics solutions will solve some of the key challenges to the growth of eCommerce, including reliable fulfilment, secure financial transactions and the movement of goods. Clare Akamanzi, CEO, Rwanda Development Board, said, “DUBUY.com will make the previously impossible, possible, for many Rwandan entrepreneurs to trade with the UAE – and beyond. People and companies everywhere are turning to technology to fuel their postpandemic recovery and improve access to global trade. World class eCommerce platforms backed by innovative, reliable logistical networks can lead the charge, transforming how business is done across the continent." DUBUY.com is the first online store created for all Rwandan licensed exporters, importers, and manufacturers. In Rwanda, DP World has already invested in a logistics hub which offers container handling, cold chain and bonded warehouses.

Mahmood Al Bastaki, Chief Operating Ofcer of Dubai Trade World, added: “DUBUY.com represents a new model of partnership with the UAE, designed to strengthen the existing potential in Rwanda, opening businesses and markets organically, by enabling trade and supplying innovation. This technology allows home grown businesses to become international manufacturers and exporters - by linking them with new markets in Africa, the Middle East and eventually the rest of the world. In Rwanda, this includes the promotion of valuable exports like tea, coffee, and horticulture, through a network which significantly upgrades the country's supply chain logistics – both in urban and rural areas. As well as providing access to new digital tools that will help local businesses prosper. We're not just building in Rwanda; we're building with Rwanda – for Rwanda." Mike Bhaskaran, Chief Operating Officer, Technology and Logistics, DP World said: "DP World is investing to build the future of world trade. Our vision is to create more efficient trading corridors for our customers through our ports and logistics, digital technology to make operations more efficient, and now online platforms for trade. We are proud to play our role supporting economic development and increased prosperity in Africa." DUBUY.com offers a one-stop-shop, ensuring all transactions on the site are secure, from onboarding only trusted suppliers through to integrating leading payment service providers, like Rosoom. There are pre-negotiated, heavily discounted shipping tariffs in place, with weekly console boxes moving between origin and destination with guaranteed transit times, and incentivized shipping costs. Shipping methods are also customised according to the scale of each transaction, and the urgency of shipments. These benefits culminate to bring a platform which is agile, responsive, and will position the UAE to be centre of Rwandan trade and e-commerce.

Road Transport sector of Gujarat facing loss of Rs 150 cr per day : Co-Chairman, Logistic Committee - GCCI Cont’d. from Pg. 3 “ Tr a n s p o r t e r s a r e f a c i n g difficulties to deliver goods on time. Many people working in the transport sector including drivers have become Covid-19 positive. Due to curfew, those who are still working have to leave the office by 6.30 pm to reach safely at their homes before the beginning of curfew at 8 pm. Trade and industries are also operating under so many restrictions and hence their transport requirements have also reduced by more than 50%,” says Dave who is also Co-Chairman, a Logistic Committee of Gujarat Chamber of Commerce & Industry (GCCI).

In Gujarat nearly 10 lakh commercial vehicles including nearly 3.5 lakh trucks and the rest of other vehicles including tankers, tempo (3wheeler used for transporting goods in smaller quantities), trailers and others. Nearly 20,000 offices of transporters are functioning across the state, of these nearly 2,000 are situated alone in A h m e d a b a d o n l y. D i r e c t l y a n d indirectly, more than 15 lakh people are getting employment from the roadtransport industry of Gujarat. Of the total vehicles, 50% vehicles (mostly small commercial vehicles) are being operated by owners only, he said adding, “The economic condition of these self-employed people have

gone into the doldrums. On one hand, their income has dried up and on the other hand, they are under huge liability to pay instalments for their vehicle loans. If the situation wouldn’t improve in a span of a month, many of them would become bankrupt.” “The transport industry in the state has also been hit adversely by the lockdown imposed by other states across the country,” said Hasubhai Bhagdev, secretary, AGTTA. Due to recession, transporters are not able to increase tariff, but they have to bear the burden of increasing cost of diesel and toll taxes coupled with surging insurance cost as well as salaries to staff, he added.

Mansukh Mandaviya reviews the preparedness of hospitals of Major Ports for COVID Care Management NEW DELHI: Minister of State for Ports, Shipping & Waterways(I/C) Shri Mansukh Mandaviya chaired a review meeting for taking stock of the preparedness of Port hospitals in the wake of the second wave of CoVID-19. Chairpersons of all the Major Ports apprised the status of hospitals for the dedicated COVID care management in the meeting. Currently, 12 Major Ports are operating 9 hospitals dedicatedly for COVID care across the country. Visakhapatnam Port Trust, Kolkata Port Trust, Mumbai Port Trust,

Mormugao Port Trust, Chennai Port Trust, Mumbai Port Trust, JN Port Tr u s t , D e e n d a y a l P o r t Tr u s t (erstwhile Kandla Port) are operating these hospitals, with total capacity of 422 isolations beds, 305 oxygen supported beds, 28 ICU beds and ventilators to provide care to COVID19 patients. Minister directed all Chairpersons of Major Ports to ramp up their capacity and facilities by utilizing CSR funds and make them operational as fast as possible in the coming days. Minister also reiterated the

Chairpersons to personally monitor the Medical Oxygen related cargo for swift and efficient handling of it at all Major Ports. In his concluding remarks, Shri Mandaviya said, “India is currently facing the unprecedented situation and we should pull our socks up to contribute immensely by utilizing and ramping up our Port Hospital capacity. We will leave no stone unturned to fight back this pandemic with continuous and united efforts of all Major Ports.”

India’s Q1 steel exports rise 26% on year as EU demand grows, says S&P Global Platts NEW DELHI: India’s finished steel exports for January to March rose by 26% year on year to about 2.47 million mt, supported by higher exports to Europe, S&P Global Platts’ calculations showed based on data from the countr y ’s Joint Plant Committee. The increase in first quarter was backed by a surge in exports for March, which jumped more than 2.2 times to 1.29 million mt. The share of March exports to Belgium, Italy, Spain and Hong Kong showed annual increases while shipments to Nepal, the UAE and Vietnam posted falls, according to the Ministry of Steel.

Italy led the destinations with a 22% share of the March exports, up from 12% the year before, while Belgium had a 16% share versus 4% while Spain rose to 5% from 1%. Hong Kong’s share of the March shipments expanded to 10% from less than 1% in March 2020. The bulk of the March exports were made up of hot-rolled coil, which amounted to 676,200 mt, more than double against March 2020. Overall, HRC exports in Q1 were 1.19 million mt, up 18.9% from Q1 2020 due to higher prices and demand in the EU. Platts Metals Trade Review showed that so far in 2021, India had

largely switched its “swing supply” focus to Europe. Northern European HRC prices were around $65/mt higher than Indian domestic HRC prices in early January. As of April 12, they were $300/mt higher. India has already exceeded its EU quota by around 40,000 mt this year but hopes the steel will be allowed in quickly given the coil shortage in Europe. With the Q1 2021 data summed up, India was a net steel exporter for its fiscal year 2020-21 (April-March) with exports at 10.78 million mt, up 29.1% from the previous fiscal year 2019-20, while imports totaled 4.75 million mt, down 29.8% year on year.

To meet rising demand in the ongoing pandemic, the government has allowed import of m e d i c a l d e v i c e s l i k e n e b u l i z e r, oxygen concentrators, oxygen canister, oxygen cylinders, oxygen generators and ventilators. An order in this regard has been

issued by the Food and Consumer Affairs Ministry. "Government under the leadership of PM@ Narendra Modiji permits importers of medical devices for making mandatory declarations required under Legal Metrology Rules, 2011 after custom clearance and before sale," Food and Consumer Affairs Minister Piyush Goyal tweeted. This will help fulfil the country's demand of medical devices required for COVID-19, he added. Due to the prevalent pandemic situation of COVID-19, the ministry in

its April 28 order said, there is a steep demand for medical devices in these critical conditions on an urgent basis in view of the emergent health concerns and immediate supply of the medical industry. Therefore, considering the pandemic situation of COVID-19 and to meet the demand of medical devices, the central government under the Legal Metrology (Packaged Commodities) Rules, 2011 "hereby per mits the importers of medical devices to import the... medical devices for three months from the date of this advisory."

Imports of China drives Commodities boom in Dry-Bulk Shipping : WSJ WASHINGTON: China’s surging imports of metals, grain and other commodities are providing a boost to a bulk-shipping sector at the center of global industrial production. Daily freight rates for capesize ships, the largest bulk carriers, jumped to an 18-month high this week at around $35,000 and the Baltic Dry Index, which tracks the cost of moving commodities by sea, pushed to a 10-year high of 2,808 in current week. “It’s been a spectacular period, which is very much off-season,” said Peter Sand, Chief Shipping Analyst at Maritime Trading Body BIMCO. “Normally demand falls by around 9% from the fourth into the first quarter. We haven’t seen such demand in a very long time.” The rebound follows a steep decline early last year as factory production crumbled at the start of the pandemic. China now is stepping up its investment in industrial production to fuel

economic growth, and consumer demand in Western economies is growing stronger. In the first quarter, China iron ore and coal imports were up 7.9% and 9%, r e s p e c t i v e l y, f r o m a y e a r a g o , BIMCO said. China is the world’s biggest c o m m o dit y importer, making up roughly 45% of maritime’s dry-bulk market, and shipping executives say the run looks set to last into the summer. “China and other economies that import dry bulk are strengthening fast,” said Hamish Norton, President of Greece-based, New York-listed Star Bulk Carriers Corp. , which operates 128 vessels. “Iron, coal, grains, everything moves well at the same time. There is no area of slack. I’m pretty optimistic for an extended period of margin strength.” Supply-chain disruptions from the pandemic also have helped push more goods to ocean transport as importers try

to get around backups and blockages. Mr. Norton said he also expects Indian coal imports to stay strong despite a rapid surge in coronavirus cases that is forcing city lockdowns, and he is projecting robust soybean volumes on ships from the U.S., Brazil and Argentina to Japan and across Asia. He said smaller bulk ships are even being chartered to move containers because of capacity strains and backups at ports in handling container ships, which carry the largest share of the world’s manufactured and consumer goods. Mr. Sand said it remains unclear whether the surge will outlast the volatility of the current market. “At the end of the day, there are still too many ships in the water and the global fleet grew 4% last year with very little demand,” he said. “Rates are good, but not spectacular, so enjoy it while it lasts, because the market is going to cool down at some point this year.”

Organic food products exports rise by more than 50 % in FY ‘21 despite COVID-19 challenges NEW DELHI: India’s export of Organic food products rose by 51% in terms of value (USD Million), to USD 1040 million (Rs 7078 crores) during financial year 2020-21 compared to the previous fiscal (2019-20). In terms of quantity, the exports of organic food products grew by 39% to 888,179 metric tonne (MT) during FY 2020-21 compared to 638,998 MT shipped in 2019-20. The growth in organic products has been achieved despite logistical and operational challenges posed by the COVID19 pandemic. Oil cake meal has been a major commodity of the organic product exports from the country followed by oil seeds, fruit pulps and purees, cereals & millets, spices & condiments, tea, medicinal plant products, dry fruits, sugar, pulses, coffee, essential Oil etc. India’s organic products have been

exported to 58 countries including USA, European Union, Canada, Great Britain, Australia, Switzerland, Israel, South Korea. D r M A ngamuthu, Chair man, APEDA, stated that Indian organic products, nutraceuticals and health food are gaining more demand in overseas market. Organic products are currently exported from India only if they are produced, processed, packed and labelled as per the requirements of the National Programme for Organic Production (NPOP). The NPOP has been implemented by APEDA since its inception in 2001 as notified under the Foreign Trade (Development and Regulations) Act, 1992. The NPOP certification has been recognised by the European Union and Switzerland which enables India to

export unprocessed plant products to these countries without the requirement of additional certification. The equivalency with EU also facilitates export of Indian organic products to the United Kingdom even in the post Brexit phase. In order to facilitate the trade between major importing countries, negotiations are underway with Taiwan, Korea, Japan, Australia, UAE, New Zealand for achieving Mutual Recognition Agreements for exports of Organic products from India. NPOP has also been recognized by the Food Safety Standard Authority of India (FSSAI) for trade of organic products in the domestic market. Organic products covered under the bilateral agreement with NPOP need not to be recertified for import in India.

India exports more food to Gulf while facing coronavirus lockdowns at home DUBAI: India is seeing a surge in orders from the Middle East for a variety of food products as demand rises – a bright spot as reports come in that several sectors have been seriously impacted by lockdowns in India to curb the new wave of coronavirus spreading across the country. Indian exporters to the Gulf region, however, are concerned over future orders from the region if the existing ban on flights to countries like the UAE are further extended. Travel industry sources expressed concern that the flight ban to the UAE would be extended beyond the 10-day period announced April 26 as the surge in cases seems unrelenting. “Generally exporter orders are valid for two months and extension or fresh orders are often negotiated in person over the table,” Ajai Sahai, Director General and CEO of Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) said recently. “There is a growing concern among our exporters about their future order

plans in the Middle East market if their travel plans to the region are affected in the event of a further extension in the suspension of flights,” Sahai said. The FIEO top official said since the pandemic broke out last year, many countries are ‘disappointed with China’, impacting imports from that country, especially food items, which is helping Indian exporters in a big way. “This has led to increased orders from the Middle East for a wide range of processed food products, cereals, fresh vegetables, fruits and marine products,” Sahai said. “Since there is no ban on cargo flights, our exports to the UAE and other countries in the region are not impacted at all,” he added. Sahai said though the government has put no restrictions on manufacturing and the support services for exports are declared as essential services, India’s exports in general and to the Middle East in particular, have not been impacted much despite the lockdowns and surge in the pandemic.

“There are, however, disruptions [in exports] on account of shortage of employees and workers as several factories and support services agencies have been seeing many of their employees falling sick themselves or their relatives,” Sahai said, adding that this, in turn, is impacting exports to some extent. “The FIEO is in regular touch with various state governments as well as our counterparts in the Middle East and other countries to ensure that issues related to exports are addressed on a real time basis,” he said. Sahai said Indian embassies in the Gulf also keep updating the Indian government about the situations in those countries, as well as coordinating with authorities there for ironing out issues related to exports and imports as and when they arise. India’s commerce ministry and FIEO are making all possible efforts to keep up the country’s exports amid concerns the country ’s economic growth will lull in the current fiscal year.

The company in a statement said its pan-India services can help in transporting oxygen concentrators, medical supplies, hospital beds, medical

heavy equipment and machinery as well as any essential items. “We see a lot of despair, helpless today with people struggling to find basic things. Petronet LNG plans Bunkering Services to Ocean going Ships from its Kochi Terminal COCHIN: Petronet LNG Ltd (PLL) intends to start bunkering services to ocean going vessels from its Kochi terminal as part of shoring up its business volumes. Globally ships are slowly converting to LNG or other green fuels. Given the circumstances, providing bunkering services would definitely mop up our revenues as well, Yogananda Reddy, Chief General Manager and Vice President, PLL, Kochi terminal was recently quoted as saying. “We are working on the project, but yet to finalise the market requirements like the number of ships plying with LNG as fuel on the international

shipping route off Kochi,” he was quoted as saying. The Rs. 4,700 crore terminal in Kochi had already provided LNG bunkering to two Norwegian ships in 2015. But a similar model cannot be worked out now in view of the bigger size of many oceangoing ships. These ships cannot be berthed at the terminal for fueling and there is a need to deploy bunker barges for alongside bunkering on the route of ships, he added. Asked on the investment part of the project, Reddy said, “It is too early to say anything on the cost aspect as it all depends on the customer base, their requirements etc. A final figure can be

arrived at once we get the exact number of customers.” Meanwhile, the 5-million tonne Kochi terminal has attained 30 per cent of its capacity after the natural gas started flowing to Mangaluru with the completion of GAIL pipelines in March. Mangaluru is a good consumption point for natural gas and the prominent customers include MRPL, Mangalore Chemicals and Fertilisers, OMPL etc which started taking a sizeable quantity. The gas connectivity has also ensured the arrival of two LNG laden ships per month to the terminal with 1,50,000 cubic metre of liquified natural gas against one in the earlier period, he said.

Ramayapatnam Greenfield Port to be constructed by Navayuga-led JV at Rs 2,634-crore HYDERABAD: In another step forward in its plans to develop four nonmajor ports in the Andhra Pradesh State, the government has approved the technical and financial bids for the construction of a greenfield port at Ramayapatnam in Prakasam district by a Joint Venture led by Navayuga Engineering Company Limited. The JV quoted Rs 2,634.65 crore for constructing the port at 0.5 per cent less than the IBM value. A Government Order issued by the Special Chief Secretary (infrastructure and industries) R Karikal Valaven said the State government approved the technical and financial bids received for

the construction of a greenfield port at Ramayapatnam on engineering, procurement and construction basis and permitted Andhra Pradesh Maritime Board Chief Executive Officer to issue Letter of Acceptance to the lowest bidder, JV led by Navayuga. The government is planning to develop four non-major ports to cater to the increasing demand of various types of bulk and container cargo, which is likely to increase to 300-350 million tonnes a year by 2024- 25. The other four non major ports proposed are Bhavanapadu port in Srikakulam district, Kakinada Port in East Godavari and Machilipatnam Port

in Krishna district. Kakinada port has already been awarded to GMR SEZ Gateway Pvt Ltd. The government had earlier engaged RITES consultants for preparation of Detailed Project Reports for the development of Ramayapatnam Port and the DPR was approved in June 2020. When the DPR was accepted, Industries Minister Mekapat Goutham Reddy had tweeted: “We approved the DPR prepared by RITES towards the development of Ramayapatnam Port and for taking up Phase 1 works with a total project cost of Rs 37.36bn ($493.05m) in 36 months.’’ The government recently invited bids for awarding the works.

Indian imported coal demand in Q2 comes under pressure on massive spike in COVID-19 cases NEW DELHI: Wth the recent rapid surge in the COVID-19 cases, coal demand in India is forecast to slow down in May and June to around 15 million tons (mt) each month, down 22% from the April 2021 level, following an 8.4% month-on-month (m/m) rise in April. In the second quarter of 2021, total seaborne coal imports to India is estimated to be 51.4mt, down 10% quarter on quarter (q/q) and up 23% year on year (y/y), according to IHS Markit’s Commodities at Sea. As Indian economy was looking to be well on track with vaccination drive until

last month, there was a significant increase in electricity demand in the country during March 2021, boosting electricity generation to 131TWh, up 16% m/m and 22% y/y. Coalbased power accounted for almost 80% of the power generation. However, in the last two and a half weeks, COVID -19 infections have spiked significantly in India from 70,000 a day to more than 300,000 a day. The economy is forecast to be negatively impacted, but the rebound is likely to be much sharper as the nationwide lockdown is not expected to be as severe as last year; the vaccination drive is

underway; and local population is now more than willing to have jabs injected. “Imported coal demand is expected to revive in the third quarter of 2021 on expectation that increased Indian population, which is susceptible to infection, would be vaccinated before the festivities commence in the last quarter.” said Pranay Shukla, Associate Director and Lead Bulk Commodities Analyst, IHS Markit For the full 2021, India imported coal arrivals forecasted at 229mt with thermal coal and metallurgical coal at 163mt and 66mt, respectively.

India imposes anti-dumping duty on chemical from four regions NEW DELHI: India has imposed anti-dumping duty on imports of a chemical used in foam making from four regions, including the EU and Saudi Arabia, for five years to guard domestic players from cheap shipments. The duty was imposed following recommendation of the commerce ministry's investigation arm Directorate General of Trade Remedies (DGTR), which conducted a probe into alleged dumping of 'Toluene Di-Isocynate' from the EU, Saudi Arabia,

Chinese Taipei and the UAE. According to a notification of the Department of Revenue,"the antidumping duty imposed under this notification shall be levied for a period of five years (unless revoked, superseded or amended earlier) from the date of imposition of the provisional a n t i - d u m p i n g d u t y, t h a t i s , t h e 2nd December, 2020". The duty imposed ranged between USD 102.05 and USD 368.2 per tonne.

Toluene Di-Isocyanate (TDI) is a chemical used primarily for flexible foam applications, including furniture, bedding and carpet underlay, as well as packaging. Countries carry out anti-dumping probes to determine whether their domestic industries have been hurt because of a surge in cheap imports. As a counter measure, they impose duties under the multilateral regime of the World Trade Organization (WTO).

“Extreme” freight rates persist, and spread : Drewry Extreme spot rates in container shipping have lasted for months now. On some routes, rates will rise again in May. Can this con nue? LONDON: Drewry believes that we should start using the term “extreme” to more accurately define this period of freight rate development, rather than the somewhat tired and overused term; “unprecedented.” Drewry definition: “extreme freight rates” are rates which are at least 50% higher than the 5-year historical average, provided they last for at least 3 months (so as not to confuse them with peak-season freight or one-off rates). The chart and table below - based on the Drewry World Container Index - show that Shanghai-Los Angeles and Shanghai-New York rates have been in the “extreme” zone since Q3 2020, the Shanghai-Rotterdam and Shanghai-Genoa since Q4 2020 and Rotterdam-Shanghai entered the “extreme” zone in Q1 2021 and are just about to reach the 3month threshold.

Additional insight from Drewry shows that the number of Asia-to-Europe/Mediterranean cancelled sailings will jump to 9 sailings during week 18, following the delays caused by the Suez Canal blockage. This means that 6% of scheduled sailings will not happen, according to the Drewry Cancelled Sailings Insight. Asia-North Europe and Mediterranean

Drewry predicts that Asia-to-Europe spot rates will rise again in May, having declined slightly for several weeks (but remaining at 'extreme rate' levels). There is also a phenomenon of contagion, where extreme freight rate spread from trade route to trade route. This happened last year, when extreme rates on the Transpacific spot market were followed by extreme rates on Asia-Europe. There is strong evidence that the Transatlantic trade spot market is next in line.

Port congestion at US ports, combined with container equipment shortages, reduce the supply side of the market. Price is also driven by carrier expectations, as they are able to make a fortune on the other trade routes and look for a price incentive to allocate scarce equipment to trade routes like the Transatlantic and Europe-to-Asia. End of disruptions, end of extreme freight rates? In the Drewry C o n t a i n e r F o r e c a s t e r, w e maintain that spot rates will fall in 2022. Our rationale is that the current extreme freight rates are driven by a big increase in traffic volumes coinciding w i t h l a r g e operational disruptions to the port and vessel networks. Drewry expects these operational disruptions, port congestion and equipment shortages to decline substantially during Q4 2021. We do not believe that the problem will go away materially during Q3, because the industry will then have to handle extra peak season volumes. Therefore, based on available insight and industry dynamics, our opinion and forecast is that “extreme freight rates” will last for at least another 3-5 months. If correct, this means that such extreme freight rates will have lasted for more than a year on the Transpacific and some 10 months on Asia-Europe. For carriers, this means a profit bonanza. Drewry believes that carriers are set up for at least another two years of “extreme” profits. For shippers, this means that spot rates should be avoided at all costs, if there are alternatives. As “extreme” rates become a medium-term issue, some shippers will also consider sourcing from locations requiring less expensive transport costs.

Abu Dhabi Maritime launches Digital Slipway Portal ABU DHABI: Abu Dhabi Maritime has announced today the launch of a new digital service to streamline the management of Abu Dhabi’s slipways — ramps for moving boats and other water crafts to and from the water — while also easing congestion at peak times. As the emirate’s dedicated custodian of all its waterways and marine ecosystems, Abu Dhabi Maritime’s introduction of its online booking portal, publicly available at admaritime.ae, will allow users of pleasure boats and personal watercraft, such as jet skis, to easily locate and access key information on how public services are accessed and booked. Most importantly, the new fully interactive portal, developed by Maqta Gateway, Abu Dhabi Ports’ dedicated digital subsidiary, will provide direct digital access to all slipways

owned and managed by Abu Dhabi Maritime, and services available at those locations. The portal will enable the emirate’s recreational maritime users to book their slipway reservations and submit payments from the comfort of their computer or mobile device, while also providing key information regarding parking and an additional suite of services soon to be added. Coinciding with the launch of the online portal, Abu Dhabi Maritime has also recently opened its three slipways at Al Sadr, North Yas, and Al Zahiyah, which as part of their initial stage of development, provide the maritime community with vehicle and trailer parking services, along with the use of slipway ramps and pontoons. As part of the second phase of their development, Abu Dhabi Maritime will expand the slipways’ scope to include such services as engine and hull flushing, jet-ski rentals, and food services, rendering the slipways full-service locations. The three slipways are available for booking via the online portal.
