Engineering exports in April-January period surpasses target: EEPC data NEW DELHI: On course to meet FY22 export target of $ 107 billion, engineering goods exports during April-January 202122 has been over achieved to the extent of 85.3 percent. Considering the target on a pro-rata basis, the target for April-January was $ 89.4 billion while actual exports was $ 91.5 billion during this period, as per data compiled by EEPC India. As per the Quick Estimates of Foreign Trade for January 2022 released by the Department of Commerce, Government of India, the share of engineering in total merchandise export was 26.67 percent in January 2022 as against 25.89 percent in December 2021 and 26.89 percent in November 2021. On a cumulative basis, the share was 27.08 percent during AprilJanuary 2021-22. As many as 32 out of 34 engineering panels witnessed positive year-on-year growth in exports during January 2021. Only `Nickel and its products’ and `Ships, boats and floating structures’ conceded decline in year-on-year exports during January 2022. On a cumulative basis
however, all the 34 engineering panels recorded positive growth during AprilJanuary 2021-22 over the same period last fiscal. Exports rose year-on-year in 21 out of 25 top export destinations (country) during January 2022. Four countries that recorded negative growth were Singapore, Saudi Arabia, South Africa and Malaysia. On a cumulative basis, all the top 25 destinations recorded positive growth during April- January 2021-22 except Malaysia. The United States remained the top export market for engineering goods both on a monthly as well as cumulative basis. Export to all the regions grew year-onyear in January 2022 other than SubSaharan Africa. In cumulative terms however, an increase in exports was witnessed in all regions during AprilJanuary 2021-22 over the same period last fiscal. "Engineering exports continued to remain at the $ 9 billion mark in January 2022. Of the $ 107 billion target set for
engineering exports in FY 2021-22, the industry has already achieved more than 85 percent. Given the fact that exports generally exhibit an upward trend in the last quarter of any financial year, engineering exports are expected to achieve their target within stipulated time," EEPC India chairman Mr Mahesh Desai said. India’s performance is a mirror image of the global trade recovery trends. Global trade in 2021 reached a record high figure of $ 28.5 trillion, which is almost 13 percent higher than even the pre-pandemic levels. As per UNCTAD, developing countries outperformed developed countries in the last quarter of 2021. Commenting on the possible impact of the Russia-Ukraine crisis on engineering goods exports, Mr Desai said that such developments certainly affect and if the war continued the desired level of trade with Russia may not reach. "Russia is the key export destination for engineering items in the CIS region," he said.
Cloud over $500 million exports to Russia, CIS countries NEW DELHI: Indian exporters to Russia and CIS countries face uncertainty over goods worth $500 million due to the withdrawal of credit guarantee cover on items bound for the region, sanctions on Russian banks and feared disruptions at ports in the Baltic region. The state-run Export Credit Guarantee Corp. (ECGC) Thursday withdrew cover on shipments to Russia in the wake of the Ukraine invasion. India exports goods worth $2.5 billion annually to Russia and another $1.5 billion to CIS
(Commonwealth of Independent States) countries, according to industry figures. Most of the latter trade goes through Russia. Traders also fear a further hike in freight rates, which had surged during the Covid-19 pandemic due to port closures. Container rates are currently 81% higher than they were a year ago. "Based on the near-term commercial outlook, it has been decided to modify the country risk classification of Russia under the shortterm and medium-and-long term with
effect from February 25," ECGC said in a release recently. ECGC covers 15% of shipments, said Ajay Sahai, DG of the Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) lobby group. The US Office of Foreign Assets Control (OFAC) has imposed sanctions on an increasing number of Russian banks. European countries such as France, Germany and the UK have threatened similar action. This makes transactions in dollars-and possibly euros and pounds-impossible for traders with Russia.

PM GatiShakti National Master Plan can help lower logistics cost to lowest in the World at 7-8% of GDP : Piyush Goyal Cont’d. from Pg. 2
Over 850 participants drawn centre and state government agencies, leading players from the private sector, academics and industry representatives came together to discuss and chart out the strategy for enhancing India’s logistics efficiency during the webinar. Expressing his gratitude to Prime Minister Narendra Modi for addressing the inaugural session of the Webinar, Shri Piyush Goyal said that the Webinar would lend ‘ग त’ (momentum) to the government’s ‘ यास’ to demystify PM GatiShakti for all stakeholders and utilize the full power of it with ‘Sabka Prayas’. Referring to Prime Minister’s holistic vision for GatiShakti, Shri Goyal said that GatiShakti envisioned a ‘nation as whole approach’ to Infrastructure planning. Shri Goyal lamented that for decades India had been held back by lack of infrastructure development. Infrastructure that got created was built in bits and pieces and there was an utter lack of coordination between the Center, States and Local Bodies which resulted in uneven development with gaps, he added. He said that GatiShakti would help States and central bodies to plan utilities and infrastructure such as ports, electricity, water, inter net connectivity, rail, road, common affluent treatment plants, packaging facilities and even skill development centers as per the needs of industrial clusters. He called upon all stakeholders to continually engage with GatiShakti and make the best possible use of its tremendous potential. The Minister opined that fixing mistakes when it comes to infrastructure was very difficult and added that time delays often rendered the projects outdated and irrelevant. He said that the root cause of the problem was the huge difference between macro planning and micro implementation. Due to silos approach in decisionmaking, the budget was wasted and instead of infrastructure acting as a force multiplier, we often ended up
losing value, he said. Shri Goyal said that guided by PM’s mantra of ‘Work for Progress, Wealth for P rogress, Plan for progress and Preference for progress’, GatiShakti aspired to increase synergy and coordination between Center and States at every level. PM GatiShakti envisions to accelerate the economy and the nation with 7 engines of progress viz. roads, railways, airports, ports, mass transport, waterways and logistics infrastructure, he added. Shri Goyal said that GatiShakti would help in building Next Gen infrastructure to improve Ease of Living as well as Ease of Doing Business. This will kickstart the virtuous cycle of private and public investment and will have a multiplier effect, he added. He appreciated the scientists of BISAG-N for their hard work in brining GatiShakti to life and congratulated DPIIT for playing a pivotal role in keeping the Master Plan on track. It may be noted that The National Master Plan portal, developed by BISAG-N (Bhaskaracharya Institute for Space Applications & Geoinformatics) is a dynamic GIS platform. It is a Digital Master Planning tool with Project Management tools, dynamic dashboards, MIS reports etc. It provides a bird’s eye view of infrastructure development in India. Observing that we must aim to increase infrastructure investment and enable supply side infra financing both by public and private sector, the Minister said that there was a need for workable financial models for projects to prepare smarter concession agreements with least scope of litigations and come up with options for long term and cost-effective agreements to encourage private sector participation in infrastructure projects. Shri Goyal called for multistakeholder collaboration across academia, industry and government for data sharing and for upskilling the logistics sector. He also asked for better coordination between various agencies for faster clearances for Land, Environment, Forest etc. Placing the Webinar in the context of
the mythological story of ‘Saagar Manthan’, the Minister expressed confidence that the Webinar would ‘churn’ many new ideas which would then be translated into actions soon. Alluding to the Azadi Ka Amrit Mahotsav celebrations, Shri Piyush Goyal said that at this critical juncture in our history, we all need to collectively think of the ways we can improve further and keep asking ourselves the question- What can I do today for the nation that may benefit generations? Shri Goyal said that PM GatiShakti is a tool, which if used to the maximum possible extent, would make India a super power in the ‘Amrit Kaal’. PM GatiShakti will showcase our true potential and show the world how a confident Aatmanirbhar Bharat is engaging with technology to create a better future for our citizens. Earlier, the Prime Minister Shri Narendra Modi delivered the inaugural address and five sub-groups in breakout sessions discussed various aspects related to implementation of Gati Shakti. Shri Anurag Jain, Secretary, DPIIT, Ministry of Commerce and Industry led the session on ‘Nation as a whole approach’ to introduce a new vision of integrated planning and synchronized time bound implementation. The second session on ‘Cooperative Federalism and Enhanced Capital Investment for Infrastructure’ was led by Shri Amrit Lal Meena, Special Secretary for Logistics at DPIIT, Ministry of Commerce and Industry. Secretary, Ministry of Road Transport & Highways (MoRTH), Shri Giridhar Aramane led a separate session on ‘Enablers of Logistics Efficiency’ focusing on the national expressway master plan along with Sagarmala, Parvatmala as well as the PM GatiShakti multi-modal cargo terminals. Shri Rajesh Aggar wal, S e c r e t a r y, M i n i s t r y o f S k i l l Development and Entrepreneurship (MSDE) was lead for the session on ‘Logistics workforce strategyEnhancing skill and employment opportunities’. The final session was led by Shri Amitabh Kant, CEO, NITI Aayog, was titled ‘ULIP-Revolutionizing Indian Logistics’.
Iran and India discuss Logistics for the INSTC Route TEHRAN: India’s India Ports Global has met with the Islamic Republic of Iran Shipping Lines (IRISL) to discuss common strategic goals on the development of the International NorthSouth Transportation Corridor (INSTC). The INSTC route extends from India’s Western ports at Mumbai and Gujarat via shipping to Iran’s Chabahar port, allowing India to bypass Pakistan. The maritime distance between Mumbai and Chabahar is just 1,437 km, or about four days at sea. It then transits Iran north-south to the Caspian sea, where goods can then be distributed either east via rail to Afghanistan, and Central Asian markets in Turkmenistan, Kazakhstan and through to
Uzbekistan, or West via Azerbaijan’s Baku Port to Turkey and onto Europe across the Black Sea. At present the overland route is by road, however Iran is in the process of completing rail connectivity to and from Chabahar. The meeting was held to discuss mutual logistics issues between India and Chabahar, and included discussions on a Container Construction JV by IRSIL and Indian companies. Iran also called for the removal of sanctions barriers for Iranian vessels in Indian ports. India Ports Global Ltd was primarily formed to participate in the Chabahar Port development project with the objective of
providing an alternative and reliable access route to land-locked Afghanistan. That remit has now been extended for the INSTC to provide EU-South Asian connectivity as an alternative to the Suez Canal.

National Logistics Portal (NLP) to be integrated with Unified Logistics Interface Platform (ULIP) to make the Multi Modal Logistics Ecosystem more Efficient NEW DELHI: Prime Minister Shri Narendra Modi addressed a webinar on the vision of PM Gati Shakti today emphasizing PM Gati Shakti has a huge role to play in improving logistics infrastructure thereby reducing the logistic cost. Prime Minister said Unified Logistic Interface PlatformULIP which is being adapted by the various government departments also needed the involvement of private sector. 24 Digital Systems of 6 Ministries are being integrated through ULIP. This will create a National Single Window Logistics Portal which will help in reducing the logistics cost, he added. Mentioning PLI initiative, the Prime Minister called upon the private sector to invest in the infrastructure of the country. In this post-budget webinar Dr Sanjeev Ranjan, Secretary, Ministry of Po r t s , S h i p p i n g a n d Wa t e r w a y s (MoPSW) shared views on 'How ULIP is revolutionizing Indian logistics & the role played by the Ministry to make it successful.' He stated PM Gati Shakti aims to achieve the target of a $5 trillion economy, enhance infrastr ucture capacities, efficient logistics through seamless multimodal transport, creating synergy among various departments. Shri Ranjan said the Port Community System (PCS) was initiated in 2006 to make ports ecosystem more efficient and implement Ease of Doing Business. After implementing the PCS more than 16000+ corporate have become its users and have benefitted by it. Now, the process of upgrading the PCS to National Logistics Portal (NLP Marine) is underway which will make
entire logistic ecosystem more efficient, benefit EXIM trade and create more opportunities for specialized jobs’. He said NLP in integration with ULIP shall standardize the procedures and speed up the procedures related to the overall trade. He further stated, ‘Sagarmala Program of MoPSW aims to improve logistics efficiency through implementation of projects of port modernization and port connectivity enhancement. While Direct Port Delivery (DPD) has increased from 39.15% in FY2018 to 62.48% in FY2021, there is 64.66 % Increase in container traffic at Indian ports in 2020-21 as compared to 2014-15 with further expectation of its increasing by about 2.5 times by 2030’ thereby requiring more integrated approach to cater such challenge. While discussing about the architecture of ULIP which is having three layers of Integration, Governance and Presentation, he highlighted its benefits to the stakeholders and asked for more synergy among the existing integrated stakeholders and invite the others to extract maximum benefits from this integration.
Secretary MoPSW also discussed and chart out the way forward for the ULIP and highlighted that ‘ULIP aims at paperless/only electronic data transfer regime leading to reduction in compliances, creating the environment for boosting the confidence of the users and stakeholders for using the NLP/ ULIP by ensuring data authenticity, standardization of procedures and harmonization of processes for seamless trade thereby enhancing ease of doing business for all. ULIP will provide real time monitoring of cargo movement while ensuring data confidentiality with end-to -end encryption, comprehensive reduction in logistic cost resulting in competitive costing. All the above can be achieved through IT intervention like ULIP, which will further create new jobs and job roles’. Q3 GDP data : Exports and imports shoot past beyond pre-Covid levels MUMBAI: GDP figures have revealed that in the third quarter of 2021-22, both components of India's external trade have zoomed past their pre-Covid levels. Exports are also now 20.4 percent of India's economy, up from 17.8 percent a year back However, runaway imports have continued to rise for five consecutive sectors now. Both exports and imports had a much higher economic footprint in the third quarter (October-December) of FY22 (2021-22) than the preceding quarters, the latest government estimates have shown. While the robust nature of exports will allow policymakers to breathe easily, for now, the massive import figures need government attention, officials said. Latest data by the National Statistics Office (NSO) on February 28 showed that India's economy grew 5.4 percent in Q3FY22. It also showed that the value of outbound trade during Q3FY22 stood at Rs 7.8 lakh crore, higher than the exports worth Rs 6.45 lakh crore during Q3FY21. But experts point out that, more importantly, they were higher than the
exports worth Rs 7.06 lakh crore during Q3FY20. This strengthens the Commerce Department's forecast that exports are firmly on the rise and the government’s ambitious $400-billion annual merchandise export target can be met in FY22, officials said. Exports also made up 20.4 percent of India's GDP in Q3FY22, up from 17.8 percent a year back in Q3FY20. This was purely as a result of global trade demand going up and commodity prices rising, officials said. Buoyed by strong global demand, a glut in manufactured items waiting to be shipped, and strong commodity prices, exports have been on a continuous upswing since early this year. Even without considering the base effect, they have surpassed the 2019 levels. I n d i a a t t r a c t e d Fo r e i g n D i r e c t Investment (FDI) inflows of $12.46 billion during Q3FY22, which was 78.5 percent lower as compared to the same quarter a year back. "Usually, a large part of these investments make their way into sectors
which have a significant export footprint. Since the latest FDI figures are a bit slower, that hasn't happened in the latest q u a r t e r, a s e n i o r D e p a r t m e n t f o r Promotion of Industry and Internal Trade official said. Imports rise rapidly On the other hand, imports have also maintained high numbers. “Imports were more than at least nine-quarter high. Overall imports have skyrocketed since FY21 but the pace has accelerated sharply in 2022," a functionary of the Federation of Indian Export Organisations (FIEO) said. However, higher imports also signify higher consumer and industrial demand, he added. Imports constituted Rs 10.15 lakh crore of India’s GDP in Q3FY22, up from Rs 7.65 lakh crore a year back in Q3 FY21. Quarterly imports have risen for the past five quarters now. On the other hand, imports constituted 26.6 percent of the GDP in Q3FY22, much higher than the 21.1 percent a year back in Q3FY21. Imports had been 27 percent of GDP in Q2FY22.

Exports of Electronic Goods sees a jump of 88% since 2013-14 NEW DELHI: India’s export of electronic goods rose by almost 88% from USD 6600 Million in 2013-14 to USD 12,400 Million in 2021-22. Mobile phones, IT hardware (laptops, tablets), consumer electronics (TV and audio), industrial electronics and auto electronics are key exports in this sector. The National Policy on Electronics 2019 (NPE 2019) aims to position India as a global hub for Electronics System Design and Manufacturing (ESDM) by encouraging and driving capabilities in the countr y for developing core components and creating an enabling environment for the industr y to compete globally. Four schemes namely the P roduction Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing, Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS), Modified Electronics Manufacturing Clusters Scheme (EMC 2.0) the Production
Linked Incentive Scheme (PLI) for IT Hardware have been introduced to give boost to the electronics sector and establish the necessary ecosystem. India has been seeing consistent growth in exports. It may be noted that India’s merchandise export in January 2022 increased by 23.69% to USD 34.06 billion over USD 27.54 billion in January 2021; recording an increase of 31.75% over USD 25.85 billion in January 2020. India’s merchandise export in 202122 (April-January) rose by 46.53% to USD 335.44 billion over USD 228.9 billion in 2020-21 (April-January); marking an increase of 27.0% over USD 264.13 billion in 2019-20 (April-January). The government has been taking up a number of proactive steps to boost exports. Anexport monitoring desk has been set up to help remove impediments, constraints and bottlenecks faced by the export sector, especially during the pandemic. Various Acts under the Department of Commerce are being reviewed to
remove redundancies and outdated provisions. Several bilateral trade agreements are being pursued with g r e a t v i g o r. T h e g o v e r n m e n t i s committed towards developing each district in India as an export hub through initiatives such as One District One Product (ODOP). Support is also being extended to exporters through various exporters-oriented schemes. Efforts are being made to reducing compliance burden through rationalization and decriminalization and several initiatives are being undertaken to improve the ease of doing business. An IT based platform for providing exporters licensing and addressing their grievances is in the works. The Government is also working on enhancing value of branding of Indian exports to improve India’s global standing as a reliable supplier and proactive steps are being undertaken to align the nation with the global value chain.
Ukraine-Russia war: Indian wheat exports to rise NEW DELHI: With Russia invading Ukraine, grain exports from the country, known as the breadbasket of Europe, have already stopped. But even though India maintains a surplus of wheat, it may not be in a position to exploit the opportunity to export more grains to the European market, they stressed. Apart from the lack of regulatory approvals needed to sell agricultural products in Europe, the availability of Russian wheat also stands in the way. Despite mounting sanctions against Russia, western powers have till now kept agricultural trade outside its purview. However, officials said India may see an uptick in wheat exports to neighbouring Bangladesh, which has been steadily buying more wheat from India. India’s exports have historically been to its immediate neighbours in the subcontinent and the Gulf region, in some cases. Indian wheat has slowly begun to be exported to distant destinations such as Indonesia, the Philippines and South Korea in recent years due to changing trading patterns. Bangladesh only real market A largely rice-producing nation, demand for imported wheat in
Bangladesh has skyrocketed in recent years, recently making it the fifthlargest wheat importer in the world. While the country had been a regular buyer of Ukrainian wheat till 2014, it had since switched to Russian wheat to save costs. However, this changed earlier this year when Bangladesh announced it would step up wheat purchases from Ukraine again to make up for any shortfall in supplies from Russia, which had announced plans to impose a higher export tax on the grain from March 1, 2022. Wheat shipments rising After remaining stagnant for three years, India’s wheat exports have risen fast since FY21, buoyed by bumper harvests and active export promotion. In the ongoing financial year, exports have crossed $1.4 billion. “India accounts for less than 1 percent in world wheat exports. However, its share has increased from 0.14 percent in 2016 to 0.54 percent in 2020,” a commerce department official said. This has been made possible by the Agricultural Products Exports Development Authority aggressively marketing exports in new markets through business-to-business exhibitions and initiating campaigns
with the active involvement of Indian embassies, he added. India’s wheat exports have always been volatile, and subject to fluctuating domestic demand and the crop cycle. However, wheat exports had hit a high of $1.34 billion in FY14. Subsequently, it had slowly reduced to $160.8 million in FY16, after which exports reduced to a trickle. The latest pickup since last year has been due to the burgeoning central stockpile of wheat, which has grown as a result of aggressive procurement and consecutive bumper harvests. The Food Corporation of India’s (FCI) total combined stockpile of wheat rose to a record 603 lakh tonnes in July 2021. This has now come down to 282.7 lakh tonnes as of February 2022, FCI data shows. Global scenario According to the United Nations Food and Agricultural Organisation, in 2019, after China (133.6 million tonnes) and India (103.6 million tonnes), Russia was the third-largest wheat producer globally (74.5 million tonnes) while Ukraine ranked seventh (28.4 million tonnes). However, large domestic demand ensured that the majority of the crop in India and China is used to feed the local populace.
Railways reports higher loading and freight earnings during February 2022 NEW DELHI: The Indian railways ferried over 7% more goods in February 2022 compared to the same m o n t h l a s t y e a r. A c c o r d i n g t o provisional data compiled by the Railway Ministry, total loading in February 2022 stood at 119.76 million tonnes (MT), up from 112.39 MT during February 2021. Freight earnings accrued during the
month rose by more than 10% to Rs 12,254.01 crore, up from Rs 11,120.14 crore in the same month of financial year 2020-21. This is despite the speed of trains and wagon turnaround times slowing down in the month. Wagon Turn Round (in days) during February 2022 stood at 4.34, 3% down from 4.49 in February 2021. The speed of freight trains
(Including Stabling and Yarding Time) was 15.62 kilometres per hour (kmph) in February 2022, 2% down from 15.93 kmph in February 2021. According to officials in the know, the higher loading despite a marginal dip in wagon turnaround and speed was because of a higher number of rakes and wagons being deployed for this purpose.

Adani signs Agreements for West Container Terminal projects COLOMBO: The shareholder, site lease and financing agreements for the Colombo Port’s West Container Terminal (WCT) were signed last week and the first instalments of a premium of US$ 15mn will be deposited with the Sri Lanka Ports Authority (SLPA) within days, officials said. “All official matters are completed,” confirmed SLPA Chairman Prasantha Jayamanna. “They previously carried out activities inside the port, such as starting office complexes and mobilising their contractors, as investors but they will now proceed as Colombo West International Terminals (CWIT).” The premium that is paid will be used by the SLPA as its equity share in the project, Dr Jayamanna said. The shareholder agreement was signed between the SLPA, India’s Adani Ports, local private sector partner John Keells Holdings (JKH) and CWIT. Adani Ports holds 51 percent of equity, JKH has 34 percent, and SLPA controls 15 percent. The site lease agreement is between the SLPA and CWIT while the financing contract was entered into between CWIT and Adani Ports. They all came into effect on Saturday, officials said. The WCT was gazetted as a strategic development project in November 2021. It is a 35-year build, operate and transfer (BOT) public-private partnership with an envisaged investment of US$ 650mn. In Phase I — lasting 36 months from the date of the BOT agreement — a 600m of the quay wall and terminal area will be completed and operations started.
Under Phase II, the full length of the quay wall of 1,400m will be finished and operations started within 48 months of the date of the BOT agreement. And Phase III envisages the completion of the entire terminal and all operations started within 60 months from the date of the contract. Meanwhile, the SLPA started dredging the East Container Terminal on Feb. 2, the chairman said. The civil work contract was awarded to China Harbour Engineering Company. Equipment has been ordered in tandem and it is expected that the June 2024 deadline will be kept for full operations to start. The initial outlay will be from the SLPA. However, last year the Authority invited expressions of interest from eligible domestic and international banks and financial institutions, jointly with offshore loan syndicating partners, to provide a USD term loan for SLPA to buy the required equipment and a terminal operating system (TOS) valued at around US$ 325mn. “SLPA shall use its own internally generated funds to finance the remaining investment requirement for ECT,” the advertisement said. Bids from five parties are under evaluation, Dr Jayamanna said. The Authority has already developed 575m of the quay wall, adjacent yard area and connected facilities. It requires more funds for the remaining civil construction of the 1,320m quay wall, the container yard, related facilities and for equipment and TOS.
