Disruptions in China can lead to ‘ripple-effects’ across global supply chain, says HSBC • China’s zero-Covid restrictions will impact global supply chain recovery as any small disruption in the country will likely lead to “ripple effects” across the world, according to the Head of Shipping at HSBC. • The pandemic has revealed “how lean the supply chain has become. HONG KONG: China’s zero-Covid restrictions will impact global supply chain recovery as any small disruption in the country will likely lead to “ripple effects” across the world, according to the head of shipping at HSBC. “The sheer importance of China when it comes to global trade means that any small disruption in China, will have a ripple effect across the supply chain,” Jain told. China, the world’s second largest economy, has doubled down on its zeroCovid strategy due to recent spikes in infections across the country. Covid cases have been reported in the key port cities of Shenzhen, Tianjin and Ningbo, as well as the industrial hub of Xi’an, resulting in lockdowns and curbs in

the largest port hubs. Despite having a relatively low number of cases compared to many other places in Asia, Beijing has clung onto its zero-Covid approach. China has a 7-day rolling average of 0.04 daily cases per million people as of Jan. 30 compared with 568.8 for Japan, 290.41 for South Korea and 180.35 for India, according to Our World in Data. China has the infrastructure in place to quickly decongest — whether it’s at the port or in the supply chain side, said Jain.

‘Go India, Grow India’, the budget is clear on both growth drivers and health checks : V S Parthasarathy Cont’d. from Pg. 3

The PM Gatishakti, the umbrella scheme, will get more firepower with higher allocations across the board to propel all related sectors including logistics. The development of multimodal logistics parks will further spur economic growth. The Unified L ogistics Inter face Platfor m is a progressive move in tune with the time to enable efficient

movement of goods, cut down logistics costs and better inventory management. Above all, the budget can be termed smarter and greener. The 5G rollout, digital rupee driven by blockchain, supportive measures for IT and startups make it smarter. The stress on clean energy, reverse logistics, support to EV revolution etc make it greener and sustainable."

Union Budget is Pro-development & Inclusive Budget: Sarbananda Sonowal Cont’d. from Pg. 3

He expressed that the people of Northeast are happy for the sustained focus received during PM Modi’s leadership and it has already made significant progress which is only going to continue. The special focus towards the economic growth of the country is expected via ramped up

infrastructure development under the Prime Minister Gati Shakti model. The budget will lead to generation of employment opportunities in the country. Sonowal expressed hope that the shipping sector will attain new heights during the coming years, and will contribute to PM’s vision of a Gatiman Bharat.

Govt plans to boost swifter movement of goods across Country : C&MD, Gateway Distriparks NEW DELHI: Mr. Prem Kishan Gupta, Chairman and Managing Director, Gateway Distriparks Ltd., commented on Budget 2023 by saying that "The Government plans to boost swifter movement of goods across the country and to support the same one of the main initiatives mentioned in the budget was "Gati Shakti" plan, which envisages, amongst other thing, improvising better rail connectivity. It’s encouraging for the sector to see government’s increasing focus on planning, financing through innovative ways, use of technology, and speedier implementations. The alignment of projects in National Infrastructure Pipeline, Gati Shakti Masterplan for expressways, 100 new cargo terminals for multi-nodal logistics will boost

connectivity and will be a transformative approach for economic growth and sustainable development in India. We hope that the Unified L ogistics Inter face Platform will assist in efficient movement of goods, reduction of logistics costs and time, and assist Just-In-Time inventory management. Mr. Prem Kishan Gupta As India gears up and prepares for a stronger and resilient economy with considerable investments in the infrastr ucture and increased manufacturing, the logistics sector as a service provider will be the critical enabler.”

Budget announcement shows the Government’s readiness to support things : Aditya Vazirani, CEO, Robinsons Global Logistics MUMBAI: The Union Budget 2022-23 witnessed some of the biggest budget updates for the transportation and the logistics industry. The surge in stocks of different logistics organizations shows that the policies have been well acknowledged. The announcement shows the

Government’s readiness to support things that would bring the economy on the right track. Development of Gati Shakti Cargo Terminals and the plan to additionally expand the highways network is what the sector needed after these few Mr. Aditya Vazirani sluggish years.

Higher allocation of capital expenditure will have multiplier effect on the economy : FICCI NEW DELHI: Commenting on the Union Budget 2022-23, Mr Sanjiv Mehta, President, FICCI said, "We compliment the Finance Minister for presenting a for ward-looking and growth- oriented budget that strengthens the drivers of long-term development. It builds on last year's budget and scores high on several counts - consistency, capex led growth, transparency in numbers, energizing many of the stressed sectors and continues the focus on simplifying the taxation policy. FICCI is pleased with the set of announcements and we look forward to the implementation of the same by the central government in close coordination with the states." In the run up to the budget, FICCI had articulated the clear need to prime up the economy through government expenditure as both private consumption and investments remained tepid. "We appreciate the government for not being hemmed in by the neoclassical trap of fiscal conservatism and providing a very clear glide path for fiscal consolidation that is in sync with the economic realities," added Mr Mehta. The much higher allocation for capital expenditure will have a multiplier effect on the economy and help in sustaining the higher pace of growth. Higher investments in the core sectors will lead to greater demand across industries, push up the

capacity utilisation rates and consequential private capex, create more jobs and through higher incomes reinforce greater consumption and demand. This is the virtuous cycle of growth we need, and the budget has clearly delivered on preparing the economy for the same. Another positive seen in the Mr Sanjiv Mehta budget is the support being offered President, FICCI to the stressed sectors of the economy. The subsequent waves of the COVID-19 pandemic have had a debilitating impact on the MSME sector and the contact intensive industries. By extending the Emergency Credit Line Guarantee Scheme for one more year and allocating an additional Rs 50,000 crore for the hospitality sector, the government has provided the much-needed relief that was sought by industry. We are also encouraged to see that the CGTMSE Scheme will be revamped with additional infusion of funds. A review of the CGTMSE scheme could improve cashflow based lending by banks, to enable more MSMEs to get access to formal credit without collateral.

Presenting the Union Budget 2022-23 in the Parliament here today, the Finance Minister said that the Central Bank Digital Currency (CBDC) will give a big boost to digital economy. Digital currency will also lead to a more efficient and cheaper currency management system, the Minister stated. The Digital Currency will use block chain and other technologies. Digital Banking: Smt Nirmala Sitharaman said that in recent years, digital banking, digital payments and fintech innovations have grown at a rapid pace in the country. Government is continuously encouraging these sectors to ensure that the benefits of digital banking reach every nook and corner of the country in a consumer-friendly manner. Taking forward this agenda, and to mark 75 years of our independence, the Finance Minister announced that it is proposed to set up 75 Digital Banking Units (DBUs) in 75 districts of the country by Scheduled Commercial Banks. Digital Payment: The Finance Minister assured that the financial

support for digital payment ecosystem announced in the previous Budget will continue in 2022-23. This will encourage further adoption of digital payments. There will also be a focus to promote use of payment platformsthat are economical and user friendly, she said.

Historic Budget focussing on the challenges and the opportunities for the Amrit Kaal (from 75th Year of Independence to 100 years): Dr A Sakthivel, President, FIEO NEW DELHI: Hailing the Union Budget 2022-23, Dr A Sakthivel, President, FIEO complimented the Finance Minister for a proactive, forward looking, all encompassing visionary budget. The budget has struck a fine balance to address the gap in social & physical infrastructure besides increasing digitization & new trends including digital Rupee and sovereign green bonds. The increase in the capital expenditure by 35.4% to Rs. 7.50 Lakh Cr in 2022-23 from Rs. 5.54 Lakh Cr in 202122 will enable MSMEs to benefit from additional capital allocation and boost job creation in the sector, opined FIEO Chief . FIEO welcomed the extension of ECLGS Scheme for 2022-23 with an additional outlay of Rs 50,000 Cr and allocation of an additional credit provision of Rs. 2 Lakh Crore under the Credit Guarantee Trust for Micro and Small Enterprises (CGTMSE) to meet the requirement of MSMEs. The ECLGS Scheme has benefited the MSME during the peak covid time and its extension will further infuse life in the businesses, when recovery is on the card, said Dr Sakthivel. The CGTMSE will help to provide collateral free lending and infusion of liquidity. The seven engines of growth under the PM Gati Shakti project will help to reduce the logistics cost and time of Indian exports significantly thereby imparting added competitiveness to exports. The setting up of 100 Cargo Terminals will facilitate Exim trade a lot as logistics challenges today are the biggest stumbling blocks. The focus on skilling through the “Digital Ecosystem for Skilling and Livelihood – the DESH Stack E-portal for Skilling, Re-skilling and Upskilling through online training will be very handy for exports as it will help in qualitative manufacturing and consistency in production. Dr Sakthivel said that the replacement of SEZ Act with a new legislation to meet the requirement of a dynamic sector of international trade and transparent and risk based customs administration of SEZ will make

SEZ an engine of economic growth and employment creation besides exports. He said that many other operational challenges faced by SEZ units including duty on the finished products while selling in the domestic market should be taken care of in the legislative changes. The extension of the time Dr A Sakthivel limit for concessional income tax facility of 15% to new domestic manufacturing units commencing production till 31st March, 2024 will attract investment particularly in various sectors of exports since the domestic investment is set to increase and global investment is likely to pour into the country including in joint venture opportunities. The President, FIEO said that the sectoral relief given through the reduction in duty on cut & polished diamonds, gemstones, certain chemicals and extension of zero duty on steel scrap will benefit the gems & jewellery, chemicals and engineering exporters. Similarly, the restoration of the facility of duty free import of trimming and embellishments for exports will help the apparel, textiles, leather garments & leather footwear, handicrafts, sports goods and other sectors. The additional budget for the Interest Equalization Scheme for the year 2021-22 and provision of Rs. 2621.50 Crore for 2022-23 have provided assurance on the continuance of the Interest Equalization Scheme and we are expecting a suitable announcement in this regard, said FIEO Chief. President, FIEO appreciated the introduction of a new clause under the Customs Act making publishing of any information relating to the value or quantity or details of importer or exporter with imprisonment upto six months or with fine upto Rs. 50,000 or both, which will address the issue of revealing the sensitive information of exporters thereby generating unethical competition.

India’s Fleet strength increased to 1,463 vessels in 2021 NEW DELHI: India’s fleet strength increased to 1,463 vessels with gross tonnage (GT) of 13,011,000 as of December 31, 2021, according to the Economic Survey. At the end of 2019, the country had 1,429 vessels and 12,746,000 of GT, the Survey for 2021-22 said. Finance Minister Nirmala Sitharaman tabled in Parliament the Economic Survey that details the state of the economy ahead of the government’s Budget for the fiscal year beginning April 1, 2022. “As on December 31, 2021, India had a fleet strength of 1463 vessels with Gross tonnage of 13,011 thousand compared to 1429 vessels and 12,746 thousand of GT at the end of 2019. However, Indian fleet is just 1.2 percent of world’s fleet in terms of capacity and carries only 7.8 percent (for 2018-19) of India’s export-import trade,” it said. The Survey further said performance of

ports is crucial for trade competitiveness of any economy, and expansion of port capacity has been accorded the highest priority by the government through implementation of well-conceived infrastructure development projects. The capacity of 13 major ports, which was 871.52 million tonnes per annum (MTPA) at the end of March 2014, increased 79 per cent to 1,560.61 MTPA by the end of March 2021. Traffic handled at these ports was to the tune of 672.68 MT during 2020-21, 4.6 per cent lower than that in the previous year on account of the worldwide disruptions in international trade due to the pandemic. The average turn around time at these major ports has reduced from 62.11 hours in 2019-20 to 55.99 hours in 2020-21 due to the various measures taken by government to improve the ease of doing business, it noted.

On the gover nment’s ambitious Sagarmala project, the Survey said the national programme aims at accelerating economic development in the country by harnessing the potential of India’s 7,500 km long coastline and 14,500 km of potentially navigable waterways. The Sagarmala projects include port modernisation and new port development, connectivity enhancement, port-led industrialisation, coastal community development, coastal shipping and inland water transport. Currently, there are 802 projects worth investment of Rs 5.54 lakh crore for implementation under the Sagarmala programme by 2035. Out of this, 181 projects worth Rs 94,712 crore have been completed and 223 projects worth Rs 2.11 lakh crore are under implementation. Further, 398 projects worth Rs 2.48 lakh crore are under various stages of development, the Survey said.
