APM Terminals Pipavav is ranked as the most efficient Indian Port as per CPPI ranking 2021 • The Port ranks no 1 among Indian Ports and 26th in Global Container Port Performance Index (CPPI) ranking • The CPPI ranking is developed by the World Bank and S&P Global Market Intelligence Cont’d. from Pg. 4 The CPPI is a comparable index tracking the global container port performance intended to serve as a reference point for key stakeholders of the industry – viz. National Government, Port Authorities & Operators, development agencies and other public & private stakeholders in trade, logistics and supply chain services. Known for its agility towards customers’ needs, simplified Export Import processes, demonstrated high level of customer centricity yet maintaining focus on productivity and safe operations are a few of APM Terminals Pipavav’s unique characteristics that make the port stand out in the business. Commenting on the ranking and Port’s performance, Mr. Jakob Friis Sørensen, MD, APM Terminals Pipavav said, “The emergence of APM Terminals Pipavav as the most efficient Indian Port, is a testimony of the Port’s service capabilities and infrastructure. Flexible, productive, and safe port operations that allow our customers the agility they require in their supply chain are important parameters that
determine the port performance. I am grateful to our customers and partners for their continued trust in our services and infrastructural capabilities. Your trust drives us to outperform, and we are committed to offer seamless trade experience to the trade.” During 2021, APM Terminals Pipavav achieved many productivity milestones including the highest limestone discharge rate of 31,263 MT per day, Berth Productivity of 157.6 moves per hour on TIP (Thailand-India-Pakistan) service, a part of Ocean Network Express (ONE) etc. The Port secured CI1 (China-India Express) service operated by COSCO/OOCL and PIC 2, a new weekly service to Jebel Ali.
Port of Salalah ranked 2nd most efficient Port Globally THE HAGUE: The Po r t o f S a l a l a h h a s climbed four positions from sixth place in the Container Ports Performance Index (CPPI) 2020 to second place globally in the CPPI 2021 report published by the World Bank-S&P Global Market Intelligence. It also achieved the #1 spot in the throughput category of large ports (above 4million TEUS) In its analysis to determine the top 100 best performing container ports in the world, the World Bank-S&P Global Market Intelligence, performance time stamp data was captured for 164,500 port calls involving 257.4 million container moves at 826 container terminals in 443 ports worldwide, narrowing down to 371 ports based on data availability. Record volumes in 2021 Despite the challenges posed by the ongoing global pandemic, the Port of Salalah not only finished 2021 with record breaking container volume of 4.5million TEUs breaking its past year’s record - but also achieved world class efficiency. The Port of Salalah’s geographical advantage coupled with its growing connectivity as well as its world class operations gives its customers an unparalleled competitive edge in a very competitive region. Salalah’s status as a transhipment hub is also important for the growth of the local economy in Dhofar, as the importers and exporters benefit from the best-in-class connectivity the port offers to trade their products globally. Having a highly efficient port also improves local business confidence and will therefore attract further investment including foreign direct investment (FDI). The Port of Salalah has attributed this success and recognition to the commitment and continuous improvement mindset of the team, support from its customers, prompt services of the various authorities including the Marine Services, ROP Customs and the Ministry of Health Authorities. Getting goods to consumers on time “Receiving this ranking is very significant and a great achievement as it’s a measure and acknowledgement of how efficiently we handle our customers ships without delays,” commented Mark Hardiman, CEO of Port of Salalah. “This is vital for a hub port as we play a key role in the
global supply chain by keeping cargo flowing smoothly. Being efficient means that schedules are protected and that goods are ultimately getting to end consumers on time. In this regard, I would like to thank the Ministry of Transport, Communications, and Information Technology, APMT and ASYAD Group for their support, which helped us achieve this success.”
DFCs deadline again extended by 2 years NEW DELHI : The Eastern and Western Dedicated Freight Corridors (DFCs) would be delayed again for the fifth time in this decade. The completion deadline for the projects is now being extended by two years over pandemicinduced challenges and land acquisition delays. The Dedicated Freight Corridor Corporation of India (DFCC) has sent its revised completion estimates to the ministry of railways. It sought time till 2023 to complete the Eastern DFC and 2024 for the Western DFC. The DFCs were earlier slated to be completed by next month. The latest extension will be the fifth revision in the completion timeline of the two DFCs. The project was initially expected to be completed in 2017. Since then, it has been extended to March 2018, March 2020, December 2021, and June 2022.
Marred by Covid-induced delays in land acquisition, contractual fulfilment, and cash flow concerns, DFCC — in its project status report in December — stated, “Progress of works is badly affected in the second wave and targets are likely to be delayed.” The revised timelines, however, have upset the ministry of railways, which, in its internal communications, expressed dissatisfaction. It sought advancing the targets, said officials in the know. “There were internal concerns over the revised targets. We thought DFCC could have implemented c e r t a i n t h i n g s f a s t e r, b u t a f t e r consultations over its issues as the executing agency, there is consensus to go for ward with the proposed targets,” said a senior official. The new target, although farther
than anticipated, is a more realistic one, a railways official said. There have also been lags in capital expenditure (capex) by DFCC. As of March, the government-owned firm has spent a little more than two-thirds of its Rs 15,000-crore capex target for the financial year 2021-22, the company’s internal reports show. DFCC has so far commissioned 1,010 kilometres (km) of the proposed 2,843 km, pertaining to stretches undertaken by the government for both the corridors. A 538-km stretch between Sonnagar in Bihar and Dankuni in West Bengal is being developed under PPP mode. Since its inception in 2007, the government’s marquee logistics project has undergone several delays due to concerns over land acquisition and contract-awarding lags.

APSEZ : Volume jumps 26% in FY22 Achieves record EBITDA last fiscal Cont’d. from Pg. 4 The year saw a record number of acquisitions and some large project wins by APSEZ, further reinforced our progress towards the ambition of becoming the largest port globally by 2030. The developments recorded include – • Purchase of balance 25% stake in KPCL, • Acquisition of Sarguja Rail Company for its 70 kms railway line asset having an annuity like business model, • Purchase of 41.9% stake in the Gangavaram port and signing of an agreement with the promoters for acquisition of balance 58.1% stake after the NCLT approval • Acquisition of India’s leading third-party marine services provider, Ocean Sparkle Ltd (OSL) • LOA from Haldia Port Trust for a 5 MMTPA bulk terminal • Highest bidder for the West Bengal government's greenfield deep-sea port project at Tajpur. The acquisitions in FY22 implied an investment of around Rs.11,400 Cr for APSEZ and was successfully managed alongside an organic Capex of around Rs.3,750 Cr, while ensuring that the net debt to EBITDA ratio remained unchanged at ~3.4x. We cruised on our journey of becoming India’s largest transport utility with achievement of various milestones by our logistics business. These include investment in around 100 trains, eight operational MMLPs and total grain silo capacity of around 1.2 MMT, all by FY23. With 5 mn sqft of warehousing capacity under construction/ operation, we are on track to achieve our guided capacity of 60 mn sqft. During the year, APSEZ concluded two very strategic partnerships ensuring sustainable business growth. The first being a JV with John Keells Holdings & Sri Lanka Port Authority for construction of Colombo West International Terminal-II; and the second is a partnership with Flipkart for the construction of a 534,000 sq. ft. fulfilment center in the upcoming logistics hub at Mumbai. We are confident of APSEZ’s growth prospects in FY23, given India’s expected GDP growth and boost to India’s Iron and Steel industry from China’s decision to cap its steel production and absence of exports from Russia. APSEZ is fully geared to ride this wave. “We remain committed to our ambition of making our ports carbon neutral by 2025, and thereafter progress on the net zero journey, for which we will release our plan later this year” added Mr. Karan Adani. KEY BUSINESS HIGHLIGHTS – FY22 (YoY) Operational Highlights Port Business • APSEZ continues to outperform the market. During FY22, it handled 312 MMT of cargo (including Gangavaram Port, which handled cargo volume of 30.03 MMT) versus 247 MMT in FY21 thus registering a growth of 26% compared to 5% growth in all India cargo volume. • The growth in cargo volume was led by Dry cargo (+42% increase), followed by containers (+14%), and liquids (+19%). • In the container segment, APSEZ continued its growth journey and handled 8.2 Mn TEUs, implying a growth of 14% vs. 11% growth achieved at all India container volume. • APSEZ is focused on achieving east coast vs. west coast parity. Cargo volumes on the eastern ports grew by 84% and those on the west grew by 6% thereby improving the cargo ratio between the West Coast and East Coast to 62:38 (from 74:26 earlier). • Non-Mundra Ports in the portfolio are growing faster and have contributed 52% to the cargo basket which is a growth of 10% points. • Mundra continues to be the largest container handling port with 6.5 Mn TEUs which is 0.83 Mn TEUs higher than JNPT. EBITDA • Consolidated EBITDA (excluding Gangavaram) grew by 22% to Rs.9,811 Cr on the back of 27% growth in revenue. • Port EBITDA grew 21% to Rs.9,120 Cr on the back of growth in port revenues. • Logistics business EBIDTA grew by 41% to Rs.320 Cr, and the margin expanded by 283 bps to 26%. This was aided by cargo diversification, elimination of loss- making routes and operational efficiency measures. Growth catalysts for FY23 • With increase in power demand, and a higher fuel cost allowed as a pass through by some states, a recovery in coal volumes is underway • With steel production cap in China and absence of steel exports from Russia, India will see an increase ExportImport of steel and coking coal • Gangavaram Container Terminal to commence operations form Q2 FY23 with an initial volume estimate of 150,000 TEUs per annum • Dhamra LNG project is expected to commence operations by November 2022, which has a use or pay contract for 4.5 MMTPA • In the logistics business order of 19 new rakes, ongoing construction of 4 mn sqft of warehousing space, two new MMLPs and 1 MMT of new Agri Silo will provide a revenue and EBIDTA boost • With various discussions ongoing for the development of new projects in the SEZ areas, the SEZ revenues are likely to see a jump Guidance for FY23 • APSEZ is expected to handle a cargo volume of 350-360 MMT • Revenue for the period is expected to be Rs.19,200 Cr and Rs.19,800 Cr • EBIDTA for the period to be Rs.12,200 Cr to Rs.12,600 Cr • Port business to generate Revenue of 16,700 Cr and 17,000 Cr • Port EBITDA to be in the range of Rs.11,600 to Rs.12,000 • Logistics business to generate revenue of 1,500 Cr and 1,600 Cr with EBIDTA margin of in range of 26-27% • Capex during the period to be around Rs.8,600 Cr • Free cash flow from operations (after adjusting for working capital changes, Capex and net interest cost) during the period is expected to be in the range of Rs.1,400 to Rs. 1,700 Cr • Net debt to EBIDTA is expected to be in the range of 3x to 3.5x. Awards • Mundra Port has won the “Best Port of the Year Containerized " award in the 9th edition of the Gujarat Star Award on March 2022. • APSEZ, Mundra awarded by Platinum Award by Sustainability Foundation under the “Environmental Preservation” category.

CONCOR announces plans to invest around Rs.10,000 Cr till 2026 Investment will primarily be made in acquiring rolling stock, developing infrastructure and acquiring containers and equipment NEW DELHI: CONCOR has announced plans to invest around Rs.10,000 Cr till 2026. The investment will primarily be made in acquiring rolling stock, developing infrastructure and acquiring containers and equipment. The freight arm of Indian Railways is also focusing on improving its last mile connectivity and product
offering to its logistics customers. The capital expenditure will be mostly done through internal accruals. The rail freight major has planned to acquire 246 rakes which are at various stages of procurement. The company also plans to acquire 50,000 to 100,000 containers in the next 3-4 years. As of December 2022, the company had 362 freight trains and
37000 containers. CONCOR aims to expand revenues from domestic operations to 40% of overall revenues in 4-5 years. The company is also expanding its product portfolio to include bulk cargo handling and it has got good demand from the cement sector. It expects to handle 12 million tonnes of cement traffic annually.
China claims it is still India's top trade partner as per its data, not US BEIJING: China has recently insisted that it is still India's biggest trade partner in 2021-22 as per its figures and attributed the "disparity" to different methods of calculating the trade volume by New Delhi and Beijing while referring to reports that the US has unseated it to take the top slot. "According to the statistics of Chinese competent authorities, bilateral trade volume between China and India stood at $125.66 billion in 2021," Foreign Ministry spokesman Zhao Lijian told a media briefing when asked about reports of the US overtaking China to become the largest trade partner of India in 2021-22. "China remains the largest trade partner of India and for the first time the bilateral trade exceeded $100 billion in 2021," Zhao said.
"The disparity in trade figures published by China and India is a result of different statistical measurement scales," he said. China follows the financial year from January to December, while India calculates the same from April to March every year. At the same time, Zhao said, "China does not object to the development of normal trade relations between India and the US, and is not that interested in the changes of the ranking in trade volume", playing down the US, which is fast improving its relations with India with strategic tie-ups like Quad, (US, India, Japan, Australia) alliance unseating it from the top slot. China has remained a dominant trade partner of India for a long despite the widespread concerns over the ballooning trade deficit every year.
Zhao declined to go into issues of trade barriers and other constraints being mentioned by Indian businesses, saying the details should be obtained from the Chinese Commerce Ministry. For years India has been insisting that China should open its markets for India's IT and Pharmaceuticals, the country's main strengths of exports but Beijing is yet to oblige. The trade deficit with China rose to $72.91 billion in 2021-22 from $44 billion in the previous fiscal year as per Indian figures whereas the US is one of the few countries with which India had a trade surplus amounting to $32.8 billion last year. As per the Indian data, China was India's top trading partner from 2013-14 till 2017-18 and also in 2020-21. Before China, the UAE was the country's largest trading partner.
Automakers increasingly shifting from Road to Railways for moving vehicles across Country NEW DELHI : Automakers are increasingly looking beyond roadways to ferry finished vehicles across the Country to reduce emissions as well as to cut costs amid a sharp increase in fuel prices. As much as 16% of all passenger vehicles produced in the local market were transported via railways in the last financial year, a four-fold increase from 4.5% in FY18, shows data available with Indian Railways. The country’s largest carmaker Maruti Suzuki led the shift and last year dispatched over 233,809 vehicles through railways – the highest in a fiscal. This is an increase of 23% over 188,656 vehicles transported via rail in FY21. The company is working at increasing the share of rail transportation from the current level of 15%, industry officials said. While road freight rates have been on a rise due to an increase in economic activity and a steep hike in fuel prices, rail freight rates have remained stable
since the Indian Railways unveiled the Automobile Freight Transport Operator (AFTO) policy in 2013. In fact, the railways, which has been working at diversifying its freight basket, offers 20% discount on freight rates for distances between 600 km and 1,200 km and special rates on auto freight movement to the Northeast. to attract more automakers to use rail transport. “Automobile transportation through railways is more economical, especially over long distances,” a senior industry executive said on condition of anonymity. Apart from savings on logistics cost, auto makers have sustainability targets, which can be met better through use of railways for vehicle transport, he added. Apart from Maruti Suzuki, Transport Corporation of India (TCI), APL Vascor, Adani NYK, IVC Logistics and Joshi Konoike have also secured AFTO licences to cash in on the potential in the space.
“Railways has emerged as an important mode for transportation of finished vehicles within the country and also supported movement to some of the neighbouring countries,” said Rajesh Menon, Director General of industry body Society of Indian Automobile Manufacturers. “SIAM is engaging closely with various departments of Government of India to improve the overall logistic cost of various modes of transportation, including road and waterways,” he said. The railways liberalised the AFTO policy to encourage more private investment in special wagons in 2018. Registration fee for the scheme was reduced to Rs 3 crore from Rs 5 crore. The railways also relaxed a condition mandating a minimum procurement of three rakes under the scheme to one rake. At present, the railways has around 119 rakes for auto transport (Private and Government), compared to 19 rakes in FY18.

Sagarmala to be growth engine for Ports : Sarbananda Sonowal NEW DELHI : Union MoPSW Shri Sarbananda Sonowal has said that the Sagarmala Project will be the growth engine for the ports, especially the Major Ports in the Country. Addressing the media recently, he said that Sagarmala project had taken the cargo handling in the Country from
16 million tonnes to 105 million tonnes. “A goal of completion of the project has been set for 2035. More than 50 new sectors have been included in the project. The project cost has also gone up from Rs. 5 lakh crore to Rs. 6.79 lakh crore,” said the Union Minister. According to him, all the all Major
Ports in the Country will be developed and modernised to reduce the turnaround time for cargo and make them competitive globally. Mr. Sonowal said, “Sagarmala project encompasses Government sectors, State and private sector. We have to compete with the private players,” he said.
National Logistics Policy : High thrust to lower Logistics costs to 8% of GDP NEW DELHI: The Government may set a more ambitious target to reduce the Country’s elevated logistics costs, long blamed for eroding its export competitiveness, as it inches closer to finalising a National Logistics Policy. It will likely set a target to reduce logistics costs by as much as five percentage points over the next fourfive years to about 8% of gross domestic product (GDP). An earlier draft of the National Logistics Policy, firmed up in 2019, had aimed to reduce such costs to 10% of GDP. A key thrust of the new policy is to ease various processes and link Government initiatives. Towards this goal, the Commerce Ministry will raise engagement with all States and Union territories to help them improve the overall logistics ecosystem. Synergies flowing from such a coordinated approach will reduce logistics costs,
which, in turn, will act as stimulants to the PM Gati Shakti National Master plan. If the latest target is realised, it will catapult India to the league of developed nations where the logistics costs are around 8-10% of their GDP. The current logistics cost in India, however, is in sync with that in many other developing nations. The logistics sector in India remains complex, with the involvement of more than 20 Government agencies under various Ministries, 40 Partnering Government Agencies and 37 EPC. They deal with 500 certifications covering 10,000 commodities. The renewed thrust on reducing logistics costs assumes significance as the Country aims to substantially raise its merchandise exports to $1 trillion by FY28 from $422 billion in FY22. According to HSBC report, domestic bottlenecks, including high
logistics costs, accounted for a half of the slowdown in exports. As per the Economic Survey 2017-18, a 10% decrease in indirect logistics cost could lead to an export growth of 5-8%. It had predicted that the Indian logistics market would be around $215 billion by 2020. Apart from the move to cut a complex maze of trade documentations and other initiatives in recent years, some relief on the logistics front has come after the stabilisation of the goods and services tax regime. It has not only cut complexities generated by a multitude of indirect taxes that slowed trade, but also benefitted the logistics sector by facilitating faster conversion of informal logistics set-ups to formal ones and increasing the speed of movement of freight at inter-state borders due to dismantling of check posts.
Shipping companies added capacity, but now Containers stuck in Port : WSJ SINGAPORE: Ship operators are trying to add millions of new containers to address a severe capacity crunch, but the boxes are stuck on liners and at ports as shipping moves into its busiest period, according to a Wall Street Journal (WSJ) report. Shipping’s peak season usually starts at the end of June when importers begin ordering products for the back-to-school and holiday seasons. This year, orders went out in mid-May as companies tried to head off the product shortages that plagued them last year. The early start has added to the challenges of getting the supply chain unclogged. “Importers are now bringing in cargo just in case, not just in time, and it makes up for more boxes sitting at the port,” said Gene Seroka, Executive Director of the Port of Los Angeles. “They will continue to be tight until early next year if we don’t increase the velocity of getting them off the ships and off the port.” Mr. Seroka said boxes are gradually picking up and the port will have to handle substantially more cargo as Shanghai, the world’s biggest port, is opening after a two-month citywide closure to fight a Covid outbreak. Ship brokers and consultants estimate
about 12% of the world’s boxships are stuck outside congested ports for weeks longer than normal, and inland distribution—especially in the U.S.—is still hampered by a lack of trains, truck drivers and limited warehousing space. Ship operators and brokers say that at the start of 2022, there were around 50.5 million available containers, eight million more than before the pandemic. The increase came on the back of surging demand for Asian imports by big American retailers like Walmart Inc. and Amazon.com Inc., which collectively make up more than one-quarter of all container imports in the U.S. It normally takes an average of 45 days for products to be shipped from an exporter in China to an importer in the U.S. Now it is more than 100 days, according to liner executives. “At export ports the Shanghai ships wait longer to get loaded, and at import ports like Los Angeles they are stuck because there is no space at container depots,” said Lars Jensen, Chief Executive of Denmark-based consulting firm Vespucci Maritime. “There were enough containers and a lot more were added, but it won’t help if every part of the supply chain moves slower.”
At Los Angeles, 40% of the incoming boxes are designated to be moved by rail, but only about half are loaded up every day. Major rail companies furloughed large segments of their workforces during the pandemic and struggled to get them back after many moved to better-paying jobs, shipping executives said. “The time a container takes to go on a train is more than six days. It should be two, and the volume of imported boxes designated for rail is up six times since February,” Mr. Seroka said. “During the pandemic, there was crazy demand; now there is too much inventory still coming in.” Mr. Seroka said there aren’t enough rail drivers and wagons, while half of the port’s gate capacity for trucks goes unused because many cargo owners don’t pick up their boxes due to a lack of warehousing space. Container warehouses and distribution centers in Southern California are more than 95% full. In some ways things are getting better. It is now easier to find containers, and the line of ships waiting to dock at Los Angeles and Long Beach is around 30, down from more than 100 back in January, when importers were in a race to replenish dwindling inventories.

Sarbananda Sonowal reviews progress of Visakhapatnam Port VISAKHAPATNAM : Minister of Ports, Shipping a n d Wa t e r w a y s Shri Sarbananda Sonowal directed the Visakhapatnam Port Authority officials to complete the works related to cruise terminal, covered storage sheds and modernisation of the fishing harbour on a war footing. As a part of his two-day visit to Visakhapatnam, he visited the port recently and reviewed the progress of various projects and initiatives taken by the port. He interacted with the BOT operators, port users and Stevedores Association of the Port and took stock of their issues and suggestions for improving the port performance along VPA Chairman K Rama Mohana Rao.
The Union Minister reviewed the progress of the projects implemented by the port at a cost of Rs 1,446 crore. Some of them include the OR-1 and OR-2 capacity augmentation project with an investment of Rs 167 crore which is expected to be ready by September next. However, one berth OR-3 was ready and made operational. The firefighting system at OR-1 & OR-2 is being taken by the port to handle bigger size vessels with an investment of Rs 28 crore and will be operational by October. The cruise terminal taken up with an investment of Rs 53 crore will be commissioned by April next. The port has taken up the modernisation of fishing harbour at a cost of Rs 152 crore. VPA took up the mechanisation of EQ-7 project at an estimated cost of Rs 200.99 crore and is

Sugar exports to grow up to 10 MMT in ‘22 on lower output in Brazil : India Rating MUMBAI: The country's sugar exports are expected to increase to around 9-10 million tonnes in sugar season 2022, beginning October, following lower production in Brazil due to adverse weather conditions, according to a report. Ind-Ra expects the total exports for SS22 (Sugar Season 2022) to rise to 9-10 million tonnes, surpassing the previous high of 7.2 million tonnes shipped in SS21, as the lower production in Brazil (which is down 40 per cent year-on-year in first 1.5 months ended mid-May 2022) due to adverse weather conditions and delayed harvesting. Brazil is the largest exporter of sugar, constituting 35-45 per cent of the global trade, and a fall in its exports in the current season could result in India's share rising to around
15 per cent, the Ind-Ra report stated. However, Ind-Ra believed exports were anyway unlikely to exceed 10 million tonnes, given the rebound in production in Thailand after two consecutive seasons of decline. As a result, the restriction is unlikely to materially affect the sector, although any issues in the mill-wise approval process could act as a dampener, it added. Meanwhile, with two successive seasons of production deficit, international sugar prices hit a five-year high of over 20 cents per pound in April 2022, averaging around 19 cents per pound till now in Ss22. While India's export restriction has not affected prices meaningfully, prices are likely to remain robust with a lower cane output and sugar mix in Brazil,
which bodes well for Indian exports, Ind-Ra said. It said that despite producing a highquality sugar, the competitiveness of Indian exports is affected by the country's high cane costs relative to other major producers, including B r a z i l , T h a i l a n d a n d Au s t r a l i a , rendering exports unviable without subsidy until about a year back. After hitting a historical high of 14.6 million tonnes at the end of SS19, sugar stocks have been moderating, it added. Despite an increase in the production, higher exports and diversion towards ethanol are likely to reduce the sugar stock further to around 7 million tonnes at end-SS22, although still higher than the normative carry forward requirement of around 5.5 million tonnes.
India likely to clear up to 1 million MT Wheat exports under allowed exemptions NEW DELHI : India is likely to allow wheat exports of up to 1 million mt within the next few days as part of exemptions to its ban on wheat shipments, multiple officials from the country’s Ministry of Commerce and Industry said. India banned wheat exports on May 13 amid rising domestic inflation and a fall in output. The Government had reduced the wheat output estimates for marketing year 2022-23 (April-May) by 5 million mt on May 19 from 111.4 million mt projected in February. The revised output would be around 3% lower on the year. In its notification announcing the export ban, the government had also exempted shipments under contracts where letters of credit were issued on or before May 13. The soon-to-be-announced clearance for shipments is expected under this exemption, they added.
“Around half of the shipments are to go to Bangladesh largely by railways and roadways,” an official with the trade ministry added. The Directorate General of Foreign Trade has been scrutinizing the letters of credit opened on or before May 13, the official said. It was alleged that many firms had opened back-dated letters of credit to be eligible for the shipment exemptions. However, the directorate general has streamlined the contracts to be approved by the trade ministry. “The DGFT has sought approval for around 1 million mt wheat of exports in this phase against genuine letters of credit,” an official with a multi-national grains trading firm said. Since India banned wheat exports, it has allowed four shipments with 250,000 mt to Bangladesh, Oman, Brazil, and Indonesia. Indian exporters were expected to
ship around 7.5 million mt under the provided relaxations in MY 2022-23. However, India’s exports in MY 2022-23 are now seen to be limited to around 6 million mt, a Mumbai-based exporter said. For MY 2022-23, India has already exported nearly 3 million mt wheat over April-May, a government official said. India had exported a record 7.85 million mt wheat in MY 2021-22, over three times the 2.1 million mt shipped the year before. India had emerged as a key exporter of wheat amid globally tight supplies. Australia is now seen as a stable supplier of wheat in the Asia Pacific region since India imposed a ban. However, with the ban on exports Australian wheat prices have increased sharply, Australian Standard White wheat prices rose nearly 9% since May 12 to $425/mt on May 27.

Maersk carries out its rst International relay shipments in China SHANGHAI: With 27 containers from Vancouver, Canada, being loaded onto the container vessel ‘Merete Maersk’, the first batch of Chinese coastal relay of international cargo from a foreign carrier today started its last leg of ocean transportation, en-route from Shanghai’s Yangshan terminal to Tianjin. This move marks a milestone in China’s opening of its cabotage market to foreign carriers. “We are proud to be the first foreign company that successfully implements international cargo relay in China. Transshipment in Shanghai allows us to improve services through optimised networks and could also address some of the factors behind the bottlenecks in Chinese supply chains, shortening transit times, reducing emissions and freeing up additional capacity for our customers. We appreciate this initiative by the Chinese authorities. It is an important step towards optimising relay regulations, and we hope it will serve as an inspiration in other geographies where restrictions on international relay still exist,”said Soren Skou, CEO, A.P. Moller – Maersk. The breakthrough in Yangshan is a result of the China State Council’s 2019 overall plan to boost the development of the international shipping center in Shanghai. In November 2021, China’s Ministry of Transport announced that international cargo relay
would be allowed on a trial until the end of 2024. Based on third country reciprocity conditions and meeting several additional criteria, qualified carriers can use its owned vessels to carry out international cargo relay between Shanghai Yangshan and northern Chinese ports, including Dalian, Tianjin and Qingdao. In China, international cargo relay shipments between two Chinese ports have historically been considered cabotage and therefore strictly prohibited for foreign carriers. Instead, these carriers use Busan, Singapore and other international ports for transshipment. This initiative can also strengthen Shanghai’s role as an international maritime center, with more throughput and revenue occurred. The network optimization and shorter transit time will also reduce the CO2 footprint of the ocean transport involved.
