DP World to invest Rs.24,000 crore in Gujarat DUBAI: DP World has promised to invest Rs. 24,000 crore in Gujarat for developing various logistic facilities in the state including a proposal to build a port at Nargol in South Gujarat. The global logistics player signed six Memorandum of Understanding (MoUs) with Gujarat Maritime Board (GMB) — a State Government agency for the development of port and port-led infrastructure — earlier this month, official sources in GMB told. These MoUs are part of the agreements being signed by the State government in the run-up to the 10th edition of the Vibrant Gujarat Summit scheduled to be held on January 10-12, 2024. Cont’d. Pg. 6

DP World to invest Rs.24,000 crore in Gujarat Cont’d. from Pg. 3
As per one of the six MoUs inked in December 2023, DP World proposes to invest Rs. 10,000 crore in developing Nargol as a mega multicommodity deep draft port. Apart from the proposed investments at Nargol, DP World has also signed an MoU for investing an additional Rs. 5000 crore for developing a multi-purpose deep draft port in Kutch and another Rs. 2,000 crore MoU for developing a similar deep draft port at Jamnagar district of Gujarat. An official from GMB however said that the proposed investments
by DP World were also for expanding their existing facilities in Gujarat. DP World has been operating an international container terminal at Mundra in Kutch since 2003. The company also operates inland terminals at Ahmedabad and Hazira near Surat. DP World has also proposed to invest Rs. 2000 crore Free Trade Warehousing Zone (FTWZ) at Kandla in Kutch district and an additional Rs. 5000 crore for the development of Tuna Tekra container terminal in Kutch district. DP World signed a concession agreement with Deendayal Port Trust (DPT) in August for developing this terminal.

DCSA releases Bill of lading 3.0 and Booking 2.0 Beta 1 standards The release brings a range of benefits – including increased efficiency and greater alignment with industry expecta ons – and expands the scope of DCSA’s standards in order to achieve wider industry adop on. AMSTERDAM: DCSA has published Beta 1 version of the Bill of lading 3.0 and Booking 2.0 standards. The release brings a range of benefits – including increased efficiency and greater alignment with industry expectations – and expands the scope of DCSA’s standards in order to achieve wider industry adoption. This release is accompanied by conformance test suites with key validations for all the relevant business processes, and cloud environments with sandboxes that guide adopters in measuring and improving the conformance of their implementations with the DCSA standards. In addition, the new standard versions use the lightweight notifications pattern, recently chosen by DCSA and its members as the preferred way to optimize API traffic by eliminating the need for registered API consumers to poll API provider endpoints for changes. In practice, this will enable a carrier to send a standardised lightweight notification to a relevant, registered counterparty, which will lower system loads, reduce network traffic and improve business process latency. DCSA has added 15 attributes to support Reefer and Non-Operating Reefers, as well as over 50 attributes to support dangerous goods based on the International Maritime Dangerous Goods (IMDG) Code amendment version 41-22, which comes into force on January 1st 2024. Furthermore, the standards are also now able to support
advance manifest filings globally – something that was previously limited to the US and Canada. Together, these changes expand the scope and applicability of DCSA’s standards, which will lead to wider industry adoption. M o r e o v e r, D C S A n o w s u p p o r t s a r a n g e o f Harmonized System codes (HS codes) to classify the products being shipped, meaning each commodity on a booking and bill of lading can be classified by multiple HS codes, where previously it was limited to one. This will ensure information is more accurate and lead to faster, more efficient cargo handling and customs clearance. The update also brings several changes specific to the D C S A’ s e l e c t r o n i c B i l l o f L a d i n g ( e B L ) . Notably, it introduces additional standard-based OpenAPI specifications for the eBL issuance and surrender processes, enabling the standardised integration of a carrier’s internal system with that of its eBL solution provider and laying the foundations for full process automation. It also introduces six standardised bill of lading clauses and standardised carrier certificates [link]. – giving shippers the option to choose standard articles they wish to be included in the certificate. In both cases, carriers are not limited to the standardised options available. Open for feedback DCSA standards for the Bill of lading 3.0 and Booking 2.0 Beta 1 are now open to public review and feedback for a six-month period. Interested parties can direct questions or comments on the standards to the DCSA feedback page.

2nd JANUARY 2024 19
India targeting $500 billion exports from 10 -11 sectors by 2030 Cont’d. from Pg. 3
in collaboration with Invest India and SCALE (Steering Committee for Advancing Local Value-Add and Exports) Committee to unveil outcomes and recommendations made during the Chintan Shivir for Manufacturing, held on October 12 at Bharat Mandapam here. The 11 sectors are auto components, automobiles (including Evs), capital goods, chemicals, drones, medical devices, aerospace and defence, leather and footwear, textiles, and space. “We are looking at investments in
these sectors. We will drill down to each of the areas to see how to promote manufacturing and we have kept a target to increase exports in these 10-11 sectors from $160 billion to $500 billion by 2030,” the official added. Overall, the Ministry is looking at taking the country ’s goods and services exports to $2 trillion by 2030. The Chintan Shivir witnessed the participation of industry leaders, knowledge partners, and Government officials from focus sectors. The deliberations centred on the current scenario, challenges and
recommendations tailored to stimulate the country’s manufacturing landscape. The meeting was presided over by Commerce and Industry Minister Shri Piyush Goyal, Chemicals and Fertilisers Minister Shri Mansukh Mandaviya and Heavy Industries Minister Shri Mahendra Nath Pandey. When asked about the Government’s plan to come out with a policy for the electric vehicles (EVs) sector, the official said: “We have to get all the countries on board such as Germany, Korea and Italy. We should invite everybody”.
From Chip maker to Car manufacturers, Global rms ocking to Gujarat AHMEDABAD: Though Gujarat has only about six per cent of India’s geographical area and nearly five per cent of the population, the state has become an engine of the country’s development with world-renowned firms coming here for business, according to officials. As per the official website of the Vibrant Gujarat Global Summit (VGGS), the state has over 200 industrial estates with close to 100 private industrial parks. The 10th edition of Vibrant Gujarat Global Summit, the state’s biennial investors’ meet, is scheduled to be held next month in the capital Gandhinagar. To further strengthen sectorspecific investments and infrastructure, the state has also announced several sector-specific industrial parks, said the website.
“I have always said that the development of the country depends on the development of Gujarat. The world’s largest multinational companies, including 100-plus Fortune 500 global companies, are operating in the state. These include Suzuki, Honda, Hitachi, Toyota, and many more” said Prime Minister Shri Narendra Modi recently. Rahul Bharti, Executive Director (corporate affairs), Maruti Suzuki India Limited, explained why their group has invested in Gujarat “The State Government understands what investors actually look for. The Gujarat Government provides robust infrastructure, ease and speed of doing business and future progressive policies. And that’s the reason Suzuki group and its vendor partners have invested over
Rs 28,000 crore in the state, leading to employment of more than 1 lakh people,” said Bharti. Airbus International head Christian Scherrer recently spoke highly about investing in Gujarat. “We accept with humility and a great sense of responsibility, the trust and confidence that the Indian government has reposed in Airbus. Airbus has the most trusted and respected partner. And both our companies will work together to build an excellent final assembly line here in Gujarat,” he said. Chip maker Micron Technology has announced that it will set up a $2.75-billion plant at Sanand near Ahmedabad, with officials describing it as an outcome of the state’s dedicated semiconductor policy.
Govt may consider at least 10 policy measures to support exporters in 2024 MUMBAI: The Indian Government may consider at least ten policy measures in 2024 to support merchandise exporters and increase India’s share, which currently stands at 1.8 per cent, in world merchandise exports, according to a recent Trade Report. These policy measures may improve the global competitiveness of Indian exporters who are facing multiple challenges such as global economic slowdown, disruption in the shipping route in the Red Sea and increase in non-tariff barriers in the form of European Union’s Carbon Border Adjustment Mechanism (CBAM) and export restrictions on some agro commodities. These ten policy measures include India’s proposed trade pacts with the UK and Oman, likely customs duty
changes in the budget, enactment of drugs, medical devices and Cosmetics Bill 2023 and expansion in the scope of production linked incentive. “The new year may bring progress in India’s negotiation for a free trade agreement (FTA) with the UK, Oman, P e r u , E u r o p e a n F r e e Tr a d e Agreement (EFTA) countries and so on. India is expected to introduce three domestic policy measures that may benefit local manufacturers and exporters. In the upcoming Interim Budget and the full-year budget of the newly elected government, there is the likelihood of fine-tuning customs duties to reduce import duty on raw materials and intermediate goods and increase import duty on valueadded products to encourage local manufacturing.
According to the WTC analysis, the government may pass the Drugs, Medical Devices and Cosmetics Bill 2023 next year to upgrade the quality regulation for these products to global standards by replacing the age-old Drugs and Cosmetics Act of 1940. The new regulation will enhance quality norms for local manufacturing, streamline approval for clinical trials and medical devices and thereby facilitate pharma companies to become part of the global value chain. Lastly, India may also consider expanding the scope of the PLI by expanding the list beyond the existing 14 sectors to cover more industries such as plastics, leather, furniture etc. “Such a move may increase global competitiveness and increase our exports from these sectors in the long run,” it added.

Petronet LNG to set up LNG Terminal on east coast of India GOPALPUR: Indian LNG importer Petronet LNG Limited (PLL) has signed binding transaction documents with Gopalpur Ports to set up its maiden LNG terminal on the east coast of India. According to Petronet LNG’s social media update, subconcession agreement, sub-lease deed, and port service agreement with Gopalpur Ports were signed on December 27, 2023. Under these agreements, the Indian company seeks to set up a floating storage and regasification unit (FSRU) based LNG terminal with a capacity of approximately 4 million metric tons per annum (mmtpa) in Phase 1, with provision for converting to 5 mmtpa land-based terminal at Gopalpur Port in Odisha. “Petronet LNG is in the process of setting up its maiden LNG terminal on the east coast of India at Gopalpur, District- Ganjam, Odisha which would bring augmentation in overall regasification capacity in the country thereby contributing towards a gas-based economy,” the company said. The Indian company has also established and operates Dahej and Kochi LNG terminals. Dahej LNG terminal currently has a capacity of 17.5 mmtpa and is under expansion to 22.5 mmtpa in two phases. The terminal has six LNG storage tanks and
other vaporization facilities and meets around 40% of the total gas demand of the country. Kochi LNG terminal is Petronet’s second terminal with 5 mmtpa nameplate capacity. It was established to cater to the gas requirement of Southern India. Earlier this year, Adani Total Private Limited (ATPL), a 50:50 joint venture between Adani and TotalEnergies, commissioned Dhamra LNG terminal, which is India’s seventh LNG import and regasification terminal and the first on the eastern seaboard.
Industry demand Amnesty scheme for Customs settlement NEW DELHI: Industry players have urged the government to introduce an amnesty scheme to resolve long-standing disputes under the Customs laws in the upcoming interim Budget. “We have received proposals for introducing an amnesty scheme…but the Budget is unlikely to address this issue (given that it is just an vote on account and not the full Budget,” an official told. Experts say that an amnesty scheme, along the lines of ‘Sabka Vishwas’ and ‘Vivaad se Vishwas’, would help in ending long-drawn litigation under the Customs laws, and will particularly help small businesses to get rid of their past baggage of disputes. The Government had introduced ‘Sabka Vishwas’ and ‘Vivaad se Vishwas’ schemes in 2019 and 2020, respectively to reduce the long-pending litigation in central excise, service tax and direct tax disputes. The two schemes have fetched revenues over Rs 90,000 crore for the government. With regards to customs, an estimated 30,000 cases are pending in various courts, involving an amount of more than Rs 40,000 crore, which may reduce substantially with the operationalisation of an amnesty scheme, thereby increasing revenue for the Government and providing much-needed relief to businesses. AQUILAW’s Executive Director Mr. Rajarshi Dasgupta said that the amnesty scheme will settle legacy disputes pertaining to customs classification, disagreement over valuation and rules of origin, among others. “The taxpayers will gain significantly from the waiver of
interest and penalty generally provided under any amnesty scheme and also by cleansing their financial statement by reducing the contingent liability,” he said. Mr. Manish Mishra, partner, JSA Advocates and Solicitors, noted that customs regulations have gone through various changes over the last few years, including HSN (Harmonised System of Nomenclature) reorganisation and introduction of new FTAs (Free Trade Agreements). “Thus, an amnesty scheme is much needed wherein businesses can pay past customs dues and settle disputes. In addition to revenue augmentation, it would significantly reduce the burden on the judiciary,” Mishra said. In May, the finance ministry had introduced an amnesty scheme for traders who defaulted in export obligation under the Advance Authorisation (AA) and EPCG (Export Promotion Capital Goods) schemes. The last date for availing the benefits of the scheme was extended till December 31 from June 30, earlier. Under the scheme, all pending cases of the default in meeting export obligation (EO) of certain authorisations can be regularised by the authorisation holder on payment of all customs duties that were exempted in proportion to unfulfilled EO, with an interest capped at 100%. To be sure, the amnesty scheme from AA and EPCG caters to disputes under the Foreign Trade Policy. But the industry expects an amnesty scheme issued under the Customs Act which will help in resolving various disputes related to Customs duty payment.
Govt has strictly no plans to put MEP on all Agricultural commodities: Commerce Ministry NEW DELHI: The Government said there are “strictly” no plans to impose the minimum export price (MEP) on all agricultural products. Additional Secretary in the Department of Commerce Mr. Rajesh Agrawal said that there is no such intention of the Government to look into exports of all agricultural products. “Just want to clarify that the government has no intention to put in MEP on all agri products or review all agricultural products from the export perspective.
There is no such decision. The Government has strictly no such plans,” he told reporters here. An Inter-Ministerial committee, which looks into MEP on onion, has recently decided on basmati rice. He said that the committee getting a wider mandate does not mean that “the committee is there to look into each agri product and start recommending MEP for that”. He informed that despite banning exports of nonbasmati white rice, India has allocated 13 lakh tonnes of rice for exports to over 14 countries for their food security issues.
