Tuticorin Port to be developed as Transhipment Port: PM Modi TUTICORIN: Prime Minister Narendra Modi recently said the V.O. Chidambaranar (VOC) Port or the Tuticorin Port will be developed into a Major Transhipment Port and a new Multi Modal Logistics Park will be set up near Sriperumbudur. Launching various infrastructural social welfare projects and also laying down the foundation stone for many infrastructural projects Modi added that the central government is committed to port led development and pointed to the Sagarmala Scheme. Modi arrived here after launching various projects in Puducherry. Paying his tribute to the great freedom fighter VOC, Modi said the former’s vision for a vibrant domestic shipping industry and maritime development is greatly inspiring. Inaugurating the 4,144 tenements built under the Pradhan Mantri Awas Yojana (Urban) Scheme Modi also laid the foundation stone for the Rs.20 crore 5 MW grid connected solar power plant at VOC Port.

GUJARAT+NORTH INDIA

1st MARCH 2021 21

IWAI inks MoU with MOL (Asia Oceania) Pte. Ltd, World’s largest gas carrier company NEW DELHI: A Memorandum of Understanding was signed between IWAI and MOL (Asia Oceania) Pte. Ltd for transportation of LPG (Liquified Natural Gas) through barges on National Waterways-1 and National Waterways-2, in the presence of Minister of Ports, Shipping and Waterways Shri Mansukh Mandaviya. Inland Waterways Authority of India will provide support for: • Facilitating with adequate fairway. • Handling of LPG cargo on IWAI terminals/ Multimodal Terminals at Haldia, Sahibganj and Varanasi as per notified provisions and rates on request of MOL. • Providing Lease Available Depth (LAD) information on fortnightly/ monthly basis. MOL Group is the world’s largest gas carrier company and will invest for construction and operation of dedicated LPG barges under Make-in-India initiative of the Government of India. Aegis Group proposed investments for setting up storage terminals, dedicated pipelines between jetty to the terminal and necessary infrastructure at jetty for evacuation of products from barges. Presently, 60% of the LPG is moved through road to the various locations with a cost of Rs. 5 to 6 per metric tonne per kilometre, which the oil companies are interested in reducing. Also at times, there are issues of strikes by transporters, road blockages which cause delay in transportation. Therefore, the main area of interest for the companies is to use waterways to have a cheaper alternative to the existing mode of transportation, which is also cleaner and greener mode. Also, there are some areas which are difficult to approach through rail/ road especially in the North-East Region where IWT sector may provide usable solutions, besides the parcel size as compared to road trucks which can carry 17 MT of LPG in case of barges shall be of bigger size depending on the barge leading to economies of scale.

Besides salient features of LPG over other commodities, is that LPG is a clean cargo with zero leakages and spillage as the products are handled by pipelines in a fully closed loop with utmost safety precautions being regulated by PNGRB and PESO. LPG cargo needs less berthing time compared to any other bulk cargo. Besides there is no requirement of conveyors, etc., installed on berths/ jetties. Handling LPG by inland waterways will help reduce the carbon footprints, lowering the overall logistics cost, which in India stands approx. 13 to 14% of GDP, compared to global average of 8% and contributing to Government social schemes like “UJJAWLA” for LPG supply.

India to supply four more mobile harbour cranes to Iran’s Chabahar Port NEW DELHI: India will supply four more mobile harbour cranes to Iran’s Chabahar port by the end of June this year, a government official said recently. In January, India supplied a consignment of two mobile harbour cranes to the Chabahar port having a total contract value of over $25 million. Located in the Sistan-Balochistan province on the energyrich Iran’s southern coast, the port is being developed by India, Iran and Afghanistan to boost trade ties. “For Chabahar, presently cranes which are available are sufficient for operation of that port. Two more cranes are standing for loading near the port near Venice, which will reach by March end to this port. Two more will reach by June end,” Ministry of Ports, Waterways and Shipping (MoPWS) Additional Secretary Sanjay Bandopadhyaya said during a briefing on Maritime India Summit 2021 to be held from March 2 to March 4. Secretary, MoPWS, Sanjeev Ranjan, DG Shipping Amitabh Kumar and JNPT Chairman Sanjay Sethi were also present. Bandopadhyaya said after mobile harbour cranes are delivered, there are plans to procure rail-mounted cranes for which bidding is going on. “Till January 31, 2021, about 123 vessels have berthed at our terminal,” he said, adding that approximately 13,752 TEUs and 18

lakh tonnes of bulk/ general cargo have been handled there and efforts are going on to improve the traffic at the Chabahar port. Since 2017, he said India had sent consignment of 1.1 lakh tonnes of wheat, pulses and other assistance in over 4,800 containers to Afghanistan through Chabahar port. The bilateral contract between Iran and India was signed on May 23, 2016 with a total value of USD 85 million for equipping, mechanising and starting operations at the port under the first phase. In this regard, a special purpose vehicle — India Ports Global Ltd (IPGL), Mumbai — was incorporated under the shipping ministry. Minister of Ports, Shipping and Waterways Mansukh Mandaviya said Chabahar is a strategic port with great national importance. Development of the Chabahar port will help in expansion of economic and mutual relations between India and Iran as well as give a further boost to the maritime trade between both the countries. The location of the Chabahar port has strategic advantage and high potential to provide connectivity among India, Iran, Afghanistan, Uzbekistan and other Commonwealth of Independent States (CIS) countries, specially Eastern CIS nations, and boost trade.

Syama Prasad Mookerjee Port embarks on projects to enhance cargo handling capacities KOLKATA: Syama Prasad Mookerjee Port (SPM), is embarking on multiple projects to enhance cargo handling capacities in Calcutta and Haldia. Most of these ventures are in partnership with the private sector and spans across liquid cargo, container traffic and bulk cargo. When completed, they would enable the port to handle an additional 10 million tonnes of cargo. A large chunk of the jetties will be dedicated to handle liquid cargo. The terminal the port is building at Haldia for Rs 100 crore will be completed by the year end, allowing it to handle 2.5 MT of liquid cargo. Moreover, it has allotted land to a private firm to build an oil terminal at Salukhali, near Haldia. A new terminal will also come up at Budge Budge, near Calcutta, replacing the existing pontoon jetty which limits operations during high tide, curtailing handling volume. “The world is moving towards liquid cargo as we migrate

from traditional fuel to clean energy. CPT is building three oil terminals, adding up with the ones we have, to be ready for the future,” Vinit Kumar, Chairman of SMP, Calcutta, said. At present, coal is the most significant cargo for the port. Apart from oil jetties, the port is offering private companies the opportunity to build and operate a container terminal and bulk handling berth at Khidderpore Dock in

Calcutta on a 30-year lease. Six bidders have shown interest so far and the award may be given after the polls. The port is also offering berth number 3 at Haldia for end to end mechanisation to handle bulk cargo. The Rs 300-crore project has evoked interest from four private parties. Going forward, two more berths would be awarded for similar makeovers. The port has also entered a slew of agreements for ship repair, storage logistics and inland water movement among others.

Ten firms show interest in Railways “roll on-roll off” service on WDFC NEW DELHI: The pre-bid conference on allotment of sole rights for the operation of the railways” “Roll-On–Roll-Off ” (RO-RO) service between the New Palanpur-New Rewari section of the Western Dedicated Freight Corridor (WDFC) was held recently through both physical participation as well as video-conferencing. Ten organisations participated in the pre-bid conference, including the Konkan Railways. The Ro-Ro service consists of the carriage of loaded and empty trucks on flat rail wagons, which will enable door-to-door service, piggybacking on fast and safe movement on rail tracks. A request for proposal (RFP) in this regard was floated by the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) on February 16. The initiative will create a win-win situation for all the stakeholders, a statement from the DFCCIL said, adding that the benefits will accrue to the customers, the DFCCIL and the Indian Railways as well as to the society at large. “Customers will be assured of a faster and assured transit time of 10 hours vis-a-vis 24 hours through road, a saving of around 14 hours. There will be a reduced

expenditure on maintenance due to less wear and tear of trucks. Driver efficiency will be enhanced as well as assured safe cargo transit. Currently, the target market share offered is 45 trucks per trip, which is a fraction of the 2,500-3,000 trucks plying on this route daily,” the statement said. Presently, 2,500-3,000 trucks ply daily between Rewari and P a l a n p u r. T h e l i c e n s e e w i l l r u n t w o r a k e s o f 45 BRN wagons each with 450 trips per rake, totalling 900 trips in a year. The reserve price is Rs nine lakh and the minimum contract value is Rs 81 crore. In the first phase, the DFCCIL is constructing the WDFC (1,506 route km) and the Eastern DFC (1,875 route km, including the PPP section of the Sonnagar-Dankuni stretch). Starting from Sahnewal near Ludhiana (Punjab), the EDFC will pass through Punjab, Haryana, Uttar Pradesh, Bihar and Jharkhand to terminate at Dankuni in West Bengal. The WDFC, connecting Dadri in Uttar Pradesh to the Jawaharlal Nehru Port (JNPT) in Mumbai, will traverse through Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra.

Indian Rice 2020-21 exports set to cross over 16 million tonnes on high Global demand NEW DELHI: As more buyers from South America, Eastern Africa and South East Asia start queuing up for the Indian rice, the exports of the cereal — both basmati and non-basmati — are seen scaling new highs this fiscal. Rice exports including both basmati and non-basmati types are expected to range between 16 and 17 million tonnes (mt) against previous fiscal’s 9.48 mt. South American buyers such as Peru and Argentina have recently granted market access to the Indian basmati rice. Similarly in Eastern Africa, countries such as Angola and Tanzania among others, who traditionally bought from Pakistan, have now turned to India, while Far East countries such as Vietnam and Cambodia are showing higher interest. For the April-December period of current financial year, total rice exports have shown 80 per cent increase at 11.59 mt (6.42 mt). Of this, shipments of basmati rice has grown by 19 per cent at 3.38 mt (2.84 mt), while that of non-basmati have seen a whopping increase of 129 per cent at 8.21 mt (3.58 mt). Iran payment issues “We expect the basmati volumes to touch 5 million tonnes this year,” said Vinod Kaul, Executive Director, All India Rice Exporters Association (AIREA). This increase is despite the fact that there has been a 29 per cent dip in volumes to Iran, traditionally the largest buyer of Indian aromatic rice. “Exporters are not taking too many risks with Iran over payment issues and are shipping against advanced payments. Other countries in the Middle East have imported higher quantities this year. So, the negative impact of Iran has been offset by higher

imports from other countries and that’s where the growth has come,” Kaul said. Feeding The World Further, Kaul said that stalled payments from Iran have started coming and the pace of remittances has been slow. About half of the estimated stalled payments of Rs. 2,000 crore since 2019, have been realised, so far, he said. AIREA sees the opening up of markets such as Argentina and Peru as a positive for the Indian rice shipments. “These are new markets in South America that are opening up for our basmati rice. They generally import long grain rice from North America. Some promotion programmes are needed to make a dent into these markets. We need to wait and watch,” Kaul said. Bullish outlook Meanwhile, The Rice Exporters Association (TREA), the trade body of nonbasmati rice exporters, continue to be bullish on the export prospects. “Definitely, India is the sought-after market for the non-basmati rice as other major producers face supply issues,” said BV Krishna Rao, President, TREA. “Going by the current trend, we expect overall shipments to be between 11-12 million tonnes this year,” Rao said. The East African nations are the new set of buyers showing interest in Indian rice. Traditionally, the East African buyers bought from Pakistan. However, with the Pakistani rice turning expensive after China has started purchasing, these African buyers are forced to look at Indian rice, Rao said. Africa has been the largest market for the Indian non-basmati rice, which is also now being bought in large quantities by countries such as China, Vietnam a n d B a n g l a d e s h t h i s y e a r. I n f a c t ,

the(India’s non-basmati rice has displaced basmati rice exports – Volume in million to emerge theValue top grosser in dollars) India’s agritonnesasand in billion

export basket in value terms with shipments exceeding $3 billion in the April-December period of the current financial year. Rao said the Government’s recent move to allow rice shipments through the deepwater port in Kakinada, the major export hub for non-basmati rice, would expedite the shipments in the coming months. India’s rice crop for the 2020-21 season, according to the second advance estimates, is seen 1.27 per cent higher at 120.32 mt over the final estimates of 118.81 mt for 2019-20. India is the second largest producer of rice in the world after China but has been the largest exporter of the cereal after shipments of the non-basmati were allowed from 2011.

IMO and WISTA International launch First Women in Maritime Survey IMO and WISTA Interna onal survey will obtain baseline data on number of women and their posi ons in mari me and oceans fields

LONDON/MUMBAI: The International Maritime Organization (IMO), and the Women’s International Shipping & Trading Association (WISTA International) have launched the inaugural Women in Maritime – IMO and WISTA International Survey 2021 to examine the proportion and distribution of women working in the maritime sector, from support roles to executive level positions. The survey is part of a series of activities aimed at laying the groundwork for further discussions on how to build a more diverse workforce within the maritime sector, essential for a sustainable future. The data obtained by the survey will help build a picture of diversity and gender equality in the industry. The launch of the study follows the 2020 signing of the IMO-WISTA Memorandum of Understanding (MoU) on promoting greater diversity and inclusion through enhanced cooperation activities in the maritime sector. The MoU was signed by IMO and WISTA International, an international organization whose mission is to attract and support women at the management level, in the maritime, trading and logistics sectors. The MoU aims to set a framework for both IMO and WISTA to promote gender diversity and inclusion as vital factors in providing a sustainable future for the shipping industry worldwide. IMO Secretary-General Kitack Lim said: “Diversity in maritime matters. Empowering women fuels thriving economies across the world, spurs growth and development, and benefits everyone working in the global maritime community and beyond. We need solid data on female participation, as this will enable us to track and quantify our ambitions in what has traditionally been a male-dominated sector. I am pleased to invite all Member States and maritime stakeholders to take part in this important survey.” Despina Panayiotou Theodosiou, President at WISTA International said: “Having comparable data is a key component when creating programmes and proposing policies that will increase the participation of women in maritime. It is an essential step forward in creating a more diverse and inclusive environment in our sector.

With our global reach we can amplify the strength of this survey to show real results and back our drive towards an inclusive maritime sector.” Ms. Sanjam Sahi Gupta (Founder Member, WISTA India and Board Member WISTA International) said : “Privileged to be part of this initiative as board member of WISTA International. It is extremely essential to collect baseline data for women in maritime. If we don’t know where we are in terms of number of women and their positions, how can we make goals. Proud that we in India conducted the first such survey in 2018 for gathering data for women in maritime, as part of my SANDVIK Gender Award. I do hope the Maritime Industry will support this initiative and help us to gather this vital data. Women are important to a robust Maritime Industry.” In addition to the just-launched survey, other initiatives under the IMO-WISTA MoU include developing a database of female experts in a wide range of maritime subjects who are available for speaking engagements. This will contribute towards more diverse panels. Another key objective of the IMO-WISTA MoU is to strengthen cooperation and share best practices between the IMO -established regional Women in Maritime Associations (WIMAs) and WISTA International’s National WISTA Associations (NWAs). WISTA will play an important role in helping IMO reach out to women in the maritime industry and to companies, to encourage them to fill out the survey. In 2019, the IMO Assembly adopted Resolution A.1147(31) on Preserving the legacy of the World Maritime theme for 2019 and Achieving a Barrier-Free Working Environment for Women in the Maritime Sector which urges firm action in coming years to advance gender equality throughout the maritime sector and help create an enabling work environment that embraces equality, diversity and reduces bias. The resolution was adopted following a year of action to promote diversity under the World Maritime theme, “Empowering women in the maritime community”. Women in maritime survey The IMO and WISTA International survey is open to IMO Member States, IGOs, NGOs, public and private companies in the maritime sector and maritime training establishments. There are two separate surveys to be completed by Member States and industry.
