Commerce Ministry creates online platform for issuance of 'certificate of origin' for exporters NEW DELHI: The Commerce Ministry has designed an online platform for issuance of a key document required for exports to those countries with which India has trade agreements, with a view to facilitate shipments during the COVID-19 crisis.
An exporter has to submit a 'certificate of origin' at the landing port of the importing Country. The document is important to claim duty concessions under free-trade agreements (FTAs). This certificate is Contd. Pg. 15 essential to prove where their goods come from.

JNPT stands Operational and extends all possible support to the stakeholders of JN Port ecosystem JNPT contributes Rs 16.40 cr and a day’s salary to PM-CARES Fund to help in fight against Covid-19 Contd. from Pg. 3 ...and by this various other agencies such as Shipping Lines, Container Fright Stations (CFSs), Custom House Agents (CHAs), Transporters, CONCOR, Private Container Train Operators, Truck Transporters, BPCL Liquid Cargo Jetty & associated Tank Farms, Empty Yard Operators, Partner Government Agencies like FSSAI, Plant Quarantine linked to Port Operations remain operational and continue to operate as per schedule to help the port perform its duties during these difficult times. JNPT has also taken some proactive measures at JNPCT and extended reliefs to the trade in order to support Port users and end users like - No dwell time charges will be levied for all import containers moved by road (CFS/DPD/Empty) which were discharged from 22.03.2020 till 14.04.2020; No shifting charges levied for import containers for which change of mode activity (from truck to rail) is performed to facilitate movement of CFS/DPD containers by Rail and Delivery of DPD containers will be allowed from Terminals beyond the 48 hour period. Port has provided accommodation for the staff of terminals, drivers etc. in Port township, Free Bus Service for the staff of essential services stakeholders for movement in the port area and CFSs, Empty Yards along with the drivers being provided with meal packets and water at the parking plazas. JN Port is equipped with sufficient storage capacity and can store the containers beyond the free period to keep the movement of cargo hassle free. This has resulted in ZERO congestion at the port and has helped in protecting the trade channel from any disruption. Port has also set up a control room for resolving issues faced by Port customers, they can reach at 022-27244077/67814022 between 8am to 8pm or email controlroom@jnport.gov.in. As a result of above efforts all the five containers and a liquid terminal are functioning smoothly and the movement of containers to/from
CFSs has crossed 8000 TEUs plus as on 31st March. Shri Sanjay Sethi, IAS, Chairman, JNPT said, “The Novel Coronavirus is one of the biggest challenges that our economy is facing. The perseverance of our employees and the support of all stakeholders over the last couple of weeks, shows our commitment towards ensuring that trade doesn’t come to a standstill. I hope, together as a nation we will come out from this crisis and emerge stronger”. The port also joined the fight against COVID-19 pandemic by contributing Rs. 16.40 Crore as CSR fund along with one day's salary to ‘Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund’ (PM CARES Fund) which has been created to provide relief to Coronavirus (COVID-19) pandemic affected people. The port has undertaken several preventive measures to equip and protect its workforce against respiratory viruses and other potential diseases. Social distancing measures are being followed in the work areas, and overcrowding has been restricted. JNPT Hospital has also implemented several infection control, prevention, and preparedness measures for COVID 19 disease. The hospital has regular interactions with local and district health authorities, providing all possible support extended to them. JNPT hospital also set up an 18-bed quarantine centre right from the beginning of the pandemic and caters to persons requiring to be observed for the disease, especially seamen. Home quarantine is also being done for asymptomatic persons with recent history of travel with proper stamping and monitoring. The JNPT Officers’ Club has also been converted into a 20 bedded JNPT COVID 19 isolation facility. The hospital has tied up with approved laboratories for testing and records are maintained for all suspect patients. Port is also carrying out extensive community disinfectant spraying and sanitation drive in all its nearby villages too to help put a strong fight against COVID 19.
ZIM promotes wider use of Electronic Bill of Lading during the Coronavirus crisis e-B/L can be an efficient solution for the current crisis impact on shipping HAIFA: ZIM has completed an additional stage in advancing electronic bill of lading (e-B/L) with the launch of a fully operational e-B/L issued from its legacy system. The first shipment with automatically managed e-documentations from ZIM’s legacy system through Wave platform was completed last month by leading Israeli exporter Gan Shmuel Group, and its freight forwarder ICL Intelligent logistics, which embraced the opportunity to improve their endto-end service and accompanying customer experience while benefiting from significant time and cost reductions and added efficiencies. The Wave technology enabling the process is designed to reflect issuance of original paper documents and associated processes in an entirely digital format that matches the legal standards recognized and practiced by the international trade
industry, thus reducing the inefficiencies, risks, and losses. Nir Avni, ZIM Israel Managing Director: “Especially during the current Coronavirus crisis, the ability to digitally transmit original documents between parties, replacing traditionally physical activities, is of the highest importance. ZIM leads the way in providing these solutions. Following our successful cooperation with Wave since 2018, we have finalized the integration of Wave with ZIM’s legacy system. Bahri donates SAR10m to Ministry of Health to help combat COVID-19 in Saudi Arabia RIYADH: Bahri, a Global leader in logistics and transportation, has announced that its Board of Directors has recently approved a donation of SAR10 million to Saudi Arabia’s Ministry of Health (MoH) to support its initiatives to fight against the spread of the coronavirus (COVID-19) disease in the Kingdom. Commenting on this, Mohammed Abdulaziz Al-Sarhan, Chairman of Bahri, said: “Given the current global situation and challenges resulting from the spread of the coronavirus pandemic, Bahri is pleased to express gratitude to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and to H.R.H. Crown Prince Mohammed bin Salman. We also extend our appreciation to the government sectors in general, and the Ministry of Health in particular, for their round-the-

Commerce Ministry creates online platform for issuance of 'certificate of origin' for exporters Contd. from Pg. 3 "The platform has been designed as a single-point access for all FTAs/PTAs, for all designated Certificate of Origin (CoO) issuing agencies and for all export products, and is accessible at https://coo.dgft.gov.in," the Directorate General of Foreign Trade (DGFT) said on Tuesday in a notice sent to all exporters, members of trade, designated agencies under FTAs/PTAs, and all embassies of FTA/PTAs partner countries. It said that the certificate for exports from India to Chile under a preferential trade agreement (PTA), exports to Nepal under SAFTA and SAPTA and shipments to Korea under India-Korea Comprehensive Economic Partnership Agreement are already being applied and issued through this online platform. " To f u r t h e r t h i s i n i t i a t i v e a n d facilitation, and in the light of current crisis, the preferential certificate of origin for exports to various other countries
under following FTAs/PTAs shall also be applied and issued only from this online platform with effect from April 7, 2020," it added. The Directorate has asked all concerned agencies to issue the certificate under the trade agreements through this platform. Under these trade agreement, two or more trading partners significantly reduce or eliminate import duties on maximum number of goods traded between them. India has implemented such agreements with regions including ASEAN, Singapore, South Korea, Japan, Sri Lanka, Thailand, South Asian Free Trade Area, and Asia-Pacific Trade Agreement. The DGFT said that in view of the movement restrictions in place due to the coronavirus pandemic in India, the designated agencies will issue digitally signed electronic certificates of origin only
and no hard copy will be provided. "The applicant exporter may download the certificate, so issued, from the online platform and share the e-certificate with the authorities in the FTA partner countries. These online certificates will maintain the same layout, appearance and validity as the paper certificates," it said. Further, it said the electronic copy of the certificate will carry a digital signature of an authorised officer as already agreed to under the FTA/PTA. "As and when the functioning of the issuing agency offices resumes, the Certificate of Origin, so issued on the electronic platform, will also be made available in hard copy with inksignature of the issuing officer to the applicant e x po rte r b e side s the e certificate. The certificate issuance process will continue to remain online," it said. It has also enlisted a procedure for exporters to apply for these certificates.
Container volume may decline 10% in current year feels SeaIntellelligence among big carriers LONDON: SeaIntelligence Consulting reports that the best carriers can hope for this year to be a 10% decline in container volumes, compared with 2019. SeaIntelligence Consulting Chief Executive Alan Murphy added: “In this case, their profits would decline by $6bn, compared with 2019, and cause the main carriers combined to lose $800m in 2020. “In the worst case, carriers will see freight rates decline to the same degree experienced during the financial crisis in 2009. In this case, the main carriers will collectively lose a staggering $23bn.” Mr Murphy explained that the fear of
an equally steep decline in freight rates was behind the enor mous ser vice blanking programme under way at virtually every shipping line. In the past week alone, voided sailings on the three main deepsea east-west trades shot up from 45 to 212 through to the end of June, with the Asia-Europe trades bearing the brunt of the capacity cuts. And on the westbound Asia-Europe trade, Mr Murphy said the next four weeks would see weekly capacity drop by 29-34%, in comparison with the year before, principally because carriers were doing anything they could to shore up freight
rates – which so far have remained relatively resilient – and which might suggest further blankings lie ahead. “It is therefore clear that the capacity reductions should be seen as an effort to prevent a catastrophic drop in rate levels. The cost savings are also important, as they too are measured in the billions, but pale in comparison to the impact declining rate levels will have. “Hence the development in freight rates will be important in the coming weeks, as that will determine the degree to which we will see even more aggressive capacity reductions,” he said.
GSBN Shareholders pilot innovative cargo release application in Shanghai HONG KONG: CargoSmart Limited, a leading shipment management technology solutions provider, announced that it conducted a pilot project with COSCO SHIPPING LINES (COSCO), Shanghai International Port Group (SIPG), and Tesla, Inc. (Tesla) for a new application to transform the cargo release process. It is among the first pilot projects with an ocean carrier conducting a realtime exchange of shipment data with a terminal operator through blockchain. The pilot not only demonstrated the benefits of having a single, trusted source of truth in cargo documentation, but also the efficiency gains for industry participants. Such an application will undoubtedly accelerate the digitalization of shipping industry processes and the further optimization of currently stressed global supply chains. The application will be further developed for participants of the Global Shipping Business Network (GSBN) blockchain consortium, once it is officially established.
The pilot project was designed to minimize consignee and shipping agent verification steps with their ocean carriers in order to speed up the release of sea waybills. As a result, truckers are able to pick up their cargo at the terminal faster, helping shippers meet delivery windows and ensure that service quality and customer commitments are met. During the pilot in December 2019, COSCO and SIPG streamlined the cargo release process by enabling Tesla to accelerate its cargo pick up procedures on a trusted and secure platform (related post on COSCO's official WeChat account). The pilot also allowed SIPG to view a single, trusted source of COSCO’s sea waybill data, enabling faster preparation of deliver y orders for consignees and their shipping agents. In late March 2020, CargoSmart further enhanced the application to display laden gate out, appointment date, and terminal release, enabling shippers to have better visibility of their cargoes.

India is currently under lockdown, and the Government has deemed the logistics sector to be an essential service that needs to be kept running. The company’s online platforms, starting with its website Maersk.com, along with products such as Maersk Spot, Twill, Captain Peter and others are available for customers, with which they can easily get online quotes, make instant online bookings, move goods across land and sea by truck, train or ship with guarantee and get full visibility of their cargo’s journey. Going a step further, especially in the current times when social distancing is of utmost importance, Maersk has also enabled its customers to pay digitally instead of physically visiting counters for payment. Maersk is one of the first logistics import and export partners in the country to release all necessary documents digitally, thus ensuring human interaction is minimised or negated. MOL integrates Tanker Management Companies TOKYO : Japanese shipping major Mitsui O.S.K. Lines (MOL) has decided to unify its 100 percent owned management companies for tankers. Effective April 1, 2020, MOL Tankship Management (Asia) (MOLTA) and MOL Tankship Management (Europe) (MOLTE) were integrated under a new name — MOL Tankship Management. As explained, MOL Tankship Management, employing 91 people, will have its head office in Singapore and branch office in London. The integrated company has a paid-in capital of SGD 2.4 million (around USD 1.7 million).
“MOL Tankship Management Pte. Ltd. will continue to strive for further enhancement in operating safety, making the most of both companies’ years of valuable experience and stockpile of important know-how,” MOL said. In late March, MOL revealed it expects to record an extraordinary loss on its consolidated and non-consolidated financial statements for the fiscal year 2019. For its consolidated financial results ending in March 2020, MOL plans to downgrade in its forecast due to a total of USD 146 million of extraordinary losses. The loss has been assigned to a continuously sluggish market due to the impact of the COVID19 pandemic among other factors.
Rotterdam Port Authority adds Boxinsider to Portbase ROTTERDAM: The Port of Rotterdam is adding the Track & Trace service Boxinsider, launched in October 2019, to Portbase. The transition will begin immediately. With this move, the Port of Rotterdam is taking the next step towards an integrated logistics network. At Portbase, the Track & Trace service will become part of the improved import services for cargo under the name Cargo Tracker. Complementary services Portbase manages the digital infrastructure of the Dutch ports. It provides various types of services to all the parties involved in the port and the onward logistics chain. Track & Trace services are part of the total offer. The Port of Rotterdam and Portbase currently have separate data, knowledge and services that Track & Trace supports. Combining the Track & Trace activities of both organisations will create a more complete service and a clear proposition towards the market. Pilot phase Cargo Tracker will be available as a pilot in the spring of 2020. Apart from visual
changes to the screen, customers who were already connected to Boxinsider brands will not notice any impact from the transition. Customers who register will be able to use the service free of charge in the pilot phase. The official launch will take place before the summer. The new service enables the parties involved to keep track of the cargo they handle or are the recipients of. Cargo Tracker is therefore particularly suitable for parties who outsource their logistics and reporting obligations but still want to keep an eye on the cargo flow in order to adjust their own processes and planning accordingly.
