China Officially Bans Unofficial Rice Imports from Vietnam Aug 08, 2014

Chinese authorities have officially prohibited cross border rice imports from Vietnam in order to tighten control over tax payments made by Chinese rice importers, according to local sources. Rice merchants in the northern provinces of Vietnam, who sell rice to the Chinese traders, told local sources that the Chinese government has imposed the ban as it has found that many rice importers (who imported rice through borders) have been evading tax. The Chinese government is planning to legalize all rice imports from Vietnam and set up fixed tax rates for easier control, they added.However, some Vietnamese traders noted that the Chinese government has imposed the ban due to declining demand for fragrant rice, which most of the Chinese traders buy from unofficial channels.Vietnam rice exporters said the ban would not impact rice exports of Vietnam in any way as the demand from other countries such as Malaysia, Indonesia and the Philippines is quite high. They added that currently Vietnam is not overtly dependent on China for its rice exports.Unofficial rice exports to China through borders has been a major concern for Vietnam officials as well as exporters. Around 2 million tons of rice are exported to China unofficially, according to official sources. In March this year, the Ministry of Trade and Industry (MOIT) tried to legalize rice sales to China through borders. In that sense the development would be encouraging to the Vietnamese government.Vietnam exported around 3.62 million tons of rice in January -July 2014, down about 12% from around 4.1 million tons of rice exported in same time last year, according to data from the Vietnam Food Association (VFA). According to local sources, Vietnam rice exporters have so far signed contracts for around 5.3 million tons of rice in 2014 and they are planning to sign contracts for another one million tons of rice to meet the country's export target of 6.2 million tons.

FAO Forecasts Bhutan MY 2014-15 Rice Imports at 58,000 Tons, Similar to Last Year

The UN's Food and Agriculture Organization (FAO) has forecasted Bhutan's rice imports in MY 2014-15 (July - June) at around 58,000 tons, almost similar to last year's average level, due to higher production levels in 2013. The FAO estimates below-average cereal imports, including rice, in MY 2014-15. Bhutan’s cereal imports mainly consist of rice and wheat. The FAO estimates Bhutan 2014 paddy rice production at around 90,000 tons, up about 2% from around 88,000 tons produced in 2013, due to an estimated expansion in area planted and assuming favorable weather conditions during the growing season.

Bangladesh and South Korea Jointly Develop Two Cold Tolerant Rice Varieties Aug 08, 2014

Scientists of the Bangladesh Rice Research Institute (BRRI) and the Korea International Cooperation Agency (KOICA) have jointly developed two new cold tolerant rice varieties BRRI 18 and Hobigonj BoroVI- according to news release by the BRRI and KOICA. As Bangladesh farmers usually face severe financial losses in winters due to high mortality of rice seedlings due to cold temperatures, BRRI scientists began working towards identifying a cold tolerant gene in rice in January 2012 in collaboration with the KOICA. The KOICA experts imparted training to BRRI scientists and extended technical support for building requisite laboratory facilities and enhancing research capacity suitable to develop cold tolerant rice breeding.The Korean-funded organization also aided BRRI in setting up an indoor screening facility, a molecular biology laboratory as well as a number of new machines for rice breeding, harvesting, seeding, sowing, crop cutting, office logistics and rice milling. The BRRI scientists have also adopted Korean method of carrying harvested grains, which minimizes postharvest losses to a large extent. The new Korea-type carriers known as 'frame carriers' were distributed to rice farmers in certain provinces to test their efficiency.The two varieties are expected to enhance yield of rice crops especially during winters.

India Main Rice Crop Planting Reaches 26.733 Million Hectares as of August 8, 2014; Down 2% from Last Year Aug 08, 2014

Planting for kharif rice crop, or main rice crop (June – December; harvesting begins in October) in India has reached around 26.733 million hectares of rice area as of August 8, 2014, down about 2% from around 27.3 million hectares planted during the same time last year, according a statement released by the Indian Agriculture Ministry. Kharif rice planting in India started late due to delayed rains since the onset of monsoon season in June. Rainfall occurred in many parts of Central and Eastern India after mid-July leading to improved water levels in several reservoirs as well as helped the agriculture sector to revive.Accordingly, monsoon deficit has narrowed significantly from around 45% in June. Analysts are now hopeful that India's production may be close to last year's level of around 106 million tons.

Indonesia Imports 50,000 Tons of Rice from Vietnam Aug 08, 2014

Indonesia's state logistics agency BULOG has imported 50,000 tons of rice from Vietnam, according to Reuters.The Indonesian Trade Minister told media sources that BULOG imported around 200,000 tons of 5% broken rice and 300,000 tons of 25% broken rice. He said the rice imports are to make up an increase in domestic consumption, which led to a decline in supply and increase in prices. The imported rice is in the BULOG warehouses and is ready for distribution, he noted.The government instructed BULOG to import rice after the Central Statistics Agency (BPS) has estimated Indonesia's paddy rice production in 2014 to decline to around 69.8 million tons, down about 2% from an estimated 71.28 million tons in the previous year. The decline in production is mainly due to an expected decline in rice acreage by 26,530 hectares compared to last year.As on June 2014, BULOG had 950,000 tons of rice in stocks, which is enough to cover domestic needs for around 7 - 8 months. The Trade Minister said BULOG has been permitted to import around 500,000 tons of rice in 2014 to strengthen government stocks.USDA estimates Indonesia to produce around 37.36 million tons of rice, basis milled, and import around 1.5 million tons of rice in 2014. It estimates 2014 Indonesia's rice imports to more than double from around 650,000 tons in 2013, while 2014 production is expected to increase by just 2% from 36.55 million tons in 2013. Consumption in 2014 is expected to increase by 1% to around 38.65 million tons from 38.13 million tons in 2013.

It seems like the revenge of the ‘river rats’ at Italy’s Lombardy region. Also known as coypu or nutria, it is a large, herbivorous, semiaquatic rodent and a native of South America. It was introduced to North America, Europe, Asia and Africa by fur ranchers. While its hide could be a lucrative fur business, its destructive feeding and burrowing behavior is certainly at the receiving end of the farmer's ire.When fur dealers in Europe realized that the business from river rats was no more lucrative, they abandoned the business and the animal as well, causing deep impact to agriculture. The furry creatures invaded farms destroying cracks and embankments. In the following decade, the population of coypu reached 1 million only in Lombardy. The harm caused to farms amounted to $ 9.3 million.Now, farmers of North Italy, particularly Milan, have decided to tackle the coypu menace. Their focus is on reducing the number and if possible, eradicating them. It’s face off time between the Italian farmers and river rats.

Oryza Afternoon Recap - Chicago Rough Rice Futures Finish the Week Lower as Corn and Wheat Soften and Weigh on Prices Aug 08, 2014

Chicago rough rice futures for Sep delivery settled 7.5 cents per cwt (about $2 per ton) lower at $12.660 per cwt (about $280 per ton). The other grains finished the day with mixed results; soybeans closed about 0.6% higher at $10.8475 per bushel; wheat finished about 2.2% lower at $5.4925 per bushel, and corn finished the day about 2.1% lower at $3.6350 per bushel. U.S. stocks jumped on Friday, with benchmark indexes turning higher for the week, on reports signaling reduced tensions in the Russian-Ukraine crisis. Reuters, citing Russia's Interfax, reported that Russia had ended military exercises near the Ukrainian border.

The war games, which began Monday, were scheduled to end Friday, according to media reports including the Guardian. Ahead of Friday's open, stock-index futures had fallen on word President Barack Obama had authorized air strikes in Iraq, only turn higher on reports that Russia might to be looking to de-escalate tension over Ukraine. After rising as much as 162 points and falling four, the Dow Jones Industrial Average was lately up 155.38 points, or 0.9%, at 16,523.65. The S&P 500 added 16.29 points, or 0.9%, to 1,925.86, with utilities pacing gains that extended to all 10 of the S&P's main sectors. The Nasdaq climbed 27.90 points, or 0.6%, to 4,362.87. this morning ahead of floor trading in Chicago: soybeans are currently seen unchanged, wheat is listed about 0.8% lower and corn is noted about 0.6% lower. U.S. stocks opened mildly higher as investors weighed the implications of a U.S. military strike against insurgents in Iraq, along with a possible lessening of tensions in the Russian-Ukraine crisis. The Pentagon's press secretary said via Twitter on Friday that U.S. military aircraft had struck rebel artillery that was being used against Kurdish forces defending a position near American personnel. Futures had risen earlier on a news report signaling Russia might be looking to de-escalate the Ukraine conflict, offsetting declines that came with President Barack Obama's decision to authorize airstrikes in Iraq.

Geopolitical concerns overtook economic reports, which on Friday included data from the Labor Department that had nonfarm productivity rebounding more than expected in the second quarter, with a drop in labor costs pointing to still-tame wage pressure. The Dow Jones Industrial Average opened slightly higher. The S&P 500 added 0.2% and the Nasdaq climbed 0.1%. Gold is currently trading about 0.1% lower, crude oil is seen trading about 0.4% higher, and the U.S. dollar is currently trading about 0.1% lower at 9:15am Chicago time.

Oryza White Rice Index – Prices Trend Higher Despite Forecasts for Weak El Nino Aug 08, 2014

The Oryza White Rice Index, a weighted average of global white rice export quotes, ended this week at about $482 per ton, unchanged from a week ago, up about $17 per ton from a month ago and up about $12 per ton from a year ago.El Nino forecasts are increasingly projecting a weak/late El Nino, diminishing the impact on the Asia rice crop.The FAO All Rice Price Index reached 238 points in July, up 2 points from June, due to increases in Aromatic, Higher Quality Indica, and Lower Quality Indica sub-indices. In January-July, the FAO All Rice Price Index averaged 235 points, about 2 points less than the same period in 2013.

Thailand

Thailand 5% broken rice is today quoted at about $450 per ton, up about $15 per ton from a week ago, up about $40 per ton from a month ago and unchanged from a year ago.

The USDA Post estimates Thailand will export about 9 million tons of rice in 2014, an increase of about 34% from the previous year. The country exported 4.68 million tons of rice JanuaryJune, about 59% more than that period last year. The Post estimates paddy rice production in MY 2013-14 to reach 31 million tons and expects it to decline to about 30.5 million tons in MY 2014-15.

The National Council for Peace and Order (NCPO) auctioned 167,000 tons of stockpiled rice on August 7. More than 40 exporters, millers, and domestic traders participated, but bids were $5$15 per ton below market prices and the Commerce Ministry has not yet commented on the bidding.

India

India 5% broken rice is today quoted at about $440 per ton, unchanged from a week ago, up about $5 per ton and $10 per ton from a month and year ago respectively.

The USDA Post estimates India’s rice exports will decline to about 10 million tons in MY 201314 (October-September), about 8% less than in MY 2012-13. It also anticipates India’s exports

to further decrease by about 20% to 8 million tons in MY 2014-15 due to reduced production and tight supplies.

The poor monsoon rains aren’t impacting India’s rice production as much as in previous years, due to drought-resistant and hybrid varieties. The Wall Street Journal anticipates India’s paddy rice production to be just 1.2% less than last year’s.

The Indian government aims to procure 30.05 million tons of rice during the 2014-15 Kharif Marketing Season (October 2014-September 2015), about 12% less than last year’s target, according to the Ministry of Consumer Affairs, Food & Public Distribution.

The USDA Post estimates Bangladesh’s rice imports in MY 2014-15 (May-April) will reach 500,000 tons, about 26% less than in MY 2013-14. Separately, the Supreme Court of Bangladesh has upheld a government decision requiring rice traders and millers to replace polythene bags with jute sacks for rice, according to local sources.

Vietnam

Vietnam 5% broken rice is today quoted at about $450 per ton, down about $15 per ton from a week ago, up about $30 per ton from a month ago and up about $50 per ton from a year ago.

During January-July, Vietnam exported 3.62 million tons of rice, a decrease of about 12% from the same time last year, according to the Vietnam Food Association (VFA). Average rice export price so far this year is $431 per ton (FOB). In June, Vietnam exported 628,322 tons of rice, and in July, Vietnam exported 615,844 tons of rice.

Pakistan Pakistan 5% broken rice is today quoted at about $450 per ton, up about $10 per ton from a week and a month ago and up about $25 per ton from a year ago.Pakistan rice exporters are hoping to increase basmati sales to Iran now that the country has increased import duty on Indian basmati rice from 22% to 40%.

U.S. Customs authorities found dead larvae from a Khapra beetle in a rice shipment from Pakistan, according to the Washington Post. The 20-ton shipment was re-exported.

Central & South America

The Brazilian paddy rice index maintained by CEPEA reached around 35.86 real per 50 kilograms as of August 4, 2014, up about 0.3% from about 35.76real per 50 kilograms recorded on July 28, 2014. In terms of USD per ton, the index reached at about $318 per ton on August 4, 2014, down about 1.3% from about $322 per ton recorded on July 28, 2014. The Brazilian real depreciate about 1.5% against the U.S. dollar in last one week.

Five percent broken rice from Uruguay and Argentina today quoted at about $620 per ton, unchanged from a week and a year ago but down about $5 per ton from a month ago.The USDA Post estimates Argentina will export 600,000 tons of milled rice in 2014, up about 12.5% from 2013. It also estimates exports will decline to about 580,000 tons in 2015.

The USDA Post estimates Mexico’s rice imports will decline to about 725,000 tons in MY 201314 (October-September), about 2.4% less than previous USDA Post estimates, and about 3% less than official USDA estimates of 750,000 tons.

Guyana is looking to expand its export markets for premium rice as production is expected to surpass 600,000 tons this year. The Agriculture Minister has already struck deals with Haiti, Panama, Belize, and Venezuela.

U.S.

U.S. 4% broken rice is today quoted at about $555 per ton, unchanged from a week and a month ago and down about $50 per ton from a year ago.

Chicago rough rice futures for September delivery stayed well below $13.000 per cwt (about $287 per ton) all week. They reached a high of $12.870 per cwt (about $284 per ton) early Tuesday before dropping to $12.610 per cwt (about $278 per ton) and ended the week settling at $12.660.

The U.S. cash rice market was quiet this week with buyers and sellers remaining at odds and buyers shopping hand-to-mouth as they wait for the harvest to pick up in South Louisiana and Texas. Offers were firm around $13.33 per cwt fob farm (about $294 per ton) all week and bids hovered around $12.85-$13.25 per cwt (about $282-292 per ton) for September-October delivery.

Other Markets

The Iraqi Grain Board (IGB) has issued a new international tender to buy at least 30,000 tons of rice from Uruguay, Argentina, Brazil, Vietnam, Thailand, and the U.S. The tender is open until August 11 with offers valid through August 15.

The National Food Authority (NFA) of the Philippines invites bids for 500,000 tons of 25% broken long-grain well-milled white rice in an open tender scheduled for August 27. Local sources say that Cambodian rice exporters are keen to win the deal. Cambodia 5% broken rice today quoted at about $455 per ton, unchanged from a week ago, up about $10 per ton from a month ago.Under the New Agricultural Policy, Italy’s government has allocated around ₏22.6 million (about $30.2 million) annually to the rice sector.

USDA Post Estimates Australia MY 2013-14 Rice Exports to Increase 14% Despite 29% Fall in Production Aug 08, 2014

USDA Post has estimated Australia's rice exports in MY 2013-14 (March 2014 - February 2015) to increase to around 500,000 tons, up about 14% from around 440,000 tons exported in MY 2012-13 due to large number of stocks (of about 231,000 tons) carried over from the previous year and imports (of about 150,000 tons). It however, expects Australia's exports to decline 20% to around 400,000 tons in MY 2014-15 due to lower production as well as lower beginning stocks. The Post estimates Australia MY 2013-14 paddy production to decline to around 825,000 tons (around 594,000 tons, basis milled), down about 29% from around 1.16 million

tons (around 836,000 tons, basis milled) produced in MY 2012-13 due to a decline in the supply of irrigation water. It further expects Australian paddy production to decline to around 700,000 tons (around 504,000 tons, basis milled) in MY 2014-15.Nearly 98% of Australia's rice is grown in NSW in the Murrumbidgee and Murray River valleys due to the availability of water and the development of storage and milling infrastructure. However, the country's rice industry is planning to produce rice in the Ord River Irrigation Area in the remote Kimberley region of Western Australia as well. The Post estimates Australia's rice planting area to decline to around 81,000 hectares in MY 2013-14, down about 29% from around 114,000 hectares last year.

Australia's average yield is around 9.7 tons per hectare. In 2013, a record 10.3 tons per hectare was achieved.

Philippines Exports 400 Tons of Premium Rice So Far in 2014; Surpasses Target Aug 08, 2014

The Philippines has exported around 400 tons of premium rice so far this year, according to the Department of Agriculture (DA), report local sources. The premium rice exports included red, black and organic varieties and were mainly targeted to Hong Kong and Singapore, the Agricultural Secretary was quoted as saying. He also noted that the country surpassed this year's export target of 100,000 tons, and that farmers would be encouraged to produce more premium quality rice for exports. The Agri Secretary also stated that increasing exports are an encouraging sign for the Philippines economy, which has been over dependent on imports for last thirty years.In 2014, the Philippines' rice imports are likely to cross 2 million tons, including the balance imports from 2013. This year, the country already imported 800,000 tons of rice in March and has invited tenders to import another 500,000 tons of rice in order to maintain buffer stocks and curtail surging prices.Average domestic rice prices in the Philippines have increased by about 18% during the first six-month period of 2014 compared to the same period in 2013.

The increase in mainly attributed to huge withdrawals from the National Food Authority (NFA) warehouses and loss of production due to recent typhoons.

Korea Agro-Fisheries has issued a tender to purchase around 47,378 tons of non-glutinous rice, according to a tender notice on its website today.

The company seeks to buy around 23,837 tons of non-glutinous brown rice and around 23,541 tons of non-glutinous milled rice.

The company seeks to receive bids by August 25, 2014 and conduct bidding on August 26, 2014.

Vietnam Exports 3.67 Million Tons of Rice in January 1 - August 7, 2014 Aug 08, 2014

Vietnam exported around 3.669 million tons of rice in January 1 - August 7, 2014, down about 22% from around 4.7 million tons of rice exported during January - August, 2013, according to data from the Vietnam Food Association (VFA). Average rice export price so far in this year stands at about $431 per ton (FOB), up about 0.5% per ton from about $429 per ton recorded during same time in last year. During August 1-7, 2014, Vietnam exported about 52,461 tons of rice, up about 92% from about 620,532 tons rice exported in full month of August 2013, and up about 91% from about 615,844 tons rice exported in full month of July 2014. Average export price so far in August stands at about $424 per ton, down about $2 per ton from a year ago, and down about 6% per ton from a month ago.
