UFUNSA district council chairman, Bartholomew Kalambalala has urged Rufunsa gold miners to adhere to their agreement with ZCCMIH. Mr Kalambalala was commenting on the successful signing of an agreement between the four gold mining cooperatives in Rufunsa and ZCCMIH. He observed that citizens needed to reciprocate Government goodwill by ensuring that their operations benefited the country.

Mr Kalambalala said Government through ZCCMIH wanted to ensure that the gold proceeds benefited the country in more ways than one. He insisted that the clauses in the agreement were meant to ensure that the cooperatives operated within the law and in national interest.

He therefore advised the gold miners to respect the agreement to which they willingly accented.

REPORTS that the UPND has borrowed heavily are totally wrong and misleading, says party spokesperson, Charles Kakoma.

There are reports that the UPND has borrowed undisclosed amounts of money and once voted into power, it would focus on paying back the loan using national resources.

But Mr Kakoma said the UPND was not in debt and wondered why some people could start circulating misleading information.

He said in an interview with the Daily Nation that the party was financially sound because it had been receiving contributions from members and donations from well-wishers.

ZCTU calls for fair taxation

PRIORITISE tax mobilisation in order for the country to achieve the sustainable development goals, Zambia Congress of Trade Union (ZCTU) urges Government.

ZCTU President, Nkole Chishimba, said the ability to collect tax was central to national development as poor tax collection has the potential to put national development at risk.

Mr Chishimba urged the government to ensure fair and equitable tax systems existed in the country.

The ZCTU President was speaking during the Zambia Revenue Authority (ZRA) union sixth quadrennial congress held in Kabwe over the weekend.

He said a taxation system for corporate and individual tax payers calls for a high quality tax governance system.

‘No further extension Insurance Bill will be enacted 2021, says State of voter registration’

THE voter registration exercise which ended last midnight will not be extended any further, the Electoral Commission of Zambia (ECZ) has said.

ECZ acting public relations manager, Sylvia Bwalya said the four days extension which was given on Thursday December 17 last week was meant to give chance to those who might have not registered for various reasons.

She said now that the extension period had ended, there would be no more extension.

Speaking in an interview in Lusaka yesterday, Ms Bwalya explained that further extension

would affect the other several processes and the time period that the commission must attend to before the final voting.

THE new insurance bill will be enacted in the first half of next year, Finance Minister, Bwalya Ng’andu, has said.

Dr Ng’andu said it was possible to enact the new insurance bill in the first quarter of 2021.

The Minister promised that he would help the industry by pushing for the enactment of the new Insurance Bill.

He was speaking in Lusaka during the Insurers Association of Zambia (IAZ) Chief Executive Officer’s Cocktail.

With reference to Marine Insurance, Dr Ng’andu assured the industry players that any matter which was resulting in revenue loss to the Government would receive his ardent attention.

Dr Ng’andu stressed the need to enforce section 120 of the Insurance that demands for local assets to be insured locally, as a way to curb revenue loss to the treasury.

Pensions and Insurance Authority (PIA) acting Registrar, Tresford Chiyavula, indicated that the sector had not been spared from the adverse effect of the Covid -19 Pandemic.

Mr Chiyavula said the process of licence renewals for 2021 was in progress and that those Insurance companies that had issued that need to be cleared before the licence is issued have been communicated to.

IAZ president, Christabel Banda, explained that the bill once enacted would help address a lot of bottlenecks

in the provision of the Insurance service in the country.

Ms Banda also reported to the Minister that the insurance industry and the Zambian economy, is losing millions of Kwacha every year through the payment of insurance premiums on imports.

She explained that these come into the Country on a Cost Freight and Insurance basis (CIF), instead of importing on an FOB basis, while exports go out of the country on a Free on Board (FOB) basis.

Zambia lost over K2 billion between 2009 and 2019 because of this practice.

Ms Banda indicated the full support of IAZ members towards the implementation of the RTSA online Road Tax System.

He said there was need

for the Ministry of Commerce and Trade to expedite formulation of policy, sign bilateral and multilateral trade agreements that would control the same movement of the product to the market.

“Zambia stands to gain from this important crop and we have available arable land that supports the growth of this product,” Dr Kalumba said.

Dr Kalumba said delays in marijuana policy formulation was a testimony of it’s under estimated value when it can contribute to foreign exchange earnings.

“This issue of marijuana has not come now that the country is struggling with the economy but it is important note that it can also contribute to economic recovery,” Dr Kalumba said.

He said in as much as it is not a solution it can contribute effectively to economic recovery like any other important export like copper.

OVERNMENT must probe Dr Nevers Mumba’s real mission in the Democratic Republic of Congo (DRC) because his reckless behavior leading to his arrest had put the nation’s interest at risk, the Zambia Republican Party (ZRP) has demanded.

ZRP president Wright Musoma has insisted that it will be carelessness on the part of Government to let the arrest of Dr Nevers Mumba in the Democratic Republic of Congo die a natural death when the man was putting the country in danger with his activities there.

Speaking in an interview Mr Musoma said that government should probe Dr Nevers Mumba’s arrest so that the nation knows why he was arrested rather than dwelling on the statement that he made.

Mr Musoma said that the statement that Dr Mumba made did not sense adding that he was hiding something, especially the business he had gone to go there.

The ZRP president stated that Dr Mumba like most opposition leaders was greedy and that is why he found himself in Congo and being hauled out of a hotel at night by heavily armed security personnel.

“We all travel, Dr Mumba has been travelling to many countries why would he be arrested in the Democratic Republic of Congo? Government should probe this matter so that people know why he was arrested especially that the statement he made is not making sense.

He is hiding something because this is not first time he is having issues in the DRC. As ZRP we believe his statement about being trailed was meant to sway people from real issues,” he said.

Sinkamba justifies refunds for Musenge, Kapmyongo

By OLIVER SAMBOKO I paid back salaries for Home Affairs Minister Stephen Kampyongo and Mwenya Musenge so that the money can be used to address the social and economic challenges the country is facing, Green Party leader Peter Sinkamba has said.

Mr Sinkamba said that he paid a total of K30, 000 for Mr Musenge and another K25, 000 for Mr Kampyongo.

Mr Sinkamba, who has come under fire from some of his supporters and youths, explained that his decision to assist the two officials was done in good faith and should not be viewed as a political ploy.

"I paid back for my two friends so that the tax payers’

money can be used in addressing among others, social and economic challenges being faced in the country," he said.

Mr Sinkamba said if he had enough money, he was going to pay for all the Ministers that were ordered by the Constitution Court to pay back the money they illegally obtained from Government after parliament was dissolved in 2016.

"I haven't finished actually paying for Mr Kampyongo but l have made a commitment should he fail to pay before deadline l will pay for him in full.

"The money is not going in the pockets of Honourable Kampyongo or Honourable Musenge but Government confers," he said.

He emphasized that the money which must be paid back from others should buy medicine in hospitals and pay civil servants.

Mr Sinkamba urged other ministers who have not paid back the money to do so.

Dr Mumba Mr Musoma has since implored law enforcement agencies to probe Dr Mumba so that if there is any criminality surrounding his arrest, the public will be informed.

Dr Mumba confirmed that he was brutally apprehended and accused of five treason-related charges by the Democratic Republic of Congo authorities.

He has disclosed that he was arrested by the DRC soldiers who were armed with machine guns, despite earlier denying reports about his arrest in the neighboring country.

“I would like to make it clear that my arrest was tough and brutal. It was clear I was headed for tough times because the charges were treason

related but I would like to thank Government for the intervention,” Dr Mumba said in Kitwe on Tuesday, according to media reports.

On 4th October, 2004, the then Zambia’s President Levy Mwanawasa sacked Dr Nevers Mumba as Republican Vice President for insubordination.

According to President Mwanawasa, Dr Mumba had breached an oath of allegiance when he failed to retract his allegations that the Democratic Republic of Congo was harboring individuals who were working against the Zambian government. Mumba was replaced by the now late former Northern Province Minister Lupando Mwape.

Students cautioned against violence

By KETRA KALUNGA STUDENTS in higher learning institutions should employ dialogue in resolving their differences with respective managements instead of resorting to riots and demonstrations, Government has advised.

High Education Minister, Brian Mushimba, said riots not only resulted in the destruction of property but also negatively affected academic work and performance of students.

He urged students to be ambassadors of peace, unity and stability, because without such virtues there would be no meaningful development.

"When students are faced with challenges they should seek dialogue with management and government as kopposed to rioting and demonstrations," he said.

EJECT POLITICAL PARASITES NOW that the year is coming to an end, all political parties ought to conclude intra-party elections and tie up all loose ends before embarking on countrywide campaigns for the 2021 polls.

It is also important for political parties to adhere to the provisions of the Republican Constitution, especially on internal democracy, developing a national character and desisting from violence.

In fact, it will be advisable for all political parties to acquaint themselves with the provisions of the Republican Constitution, given the crude ignorance exhibited by some political stakeholders.

Evidently, the Patriotic Front (PF) and the United Party for National Development (UPND) have made significant progress, having conducted elections from the lower organs to the provincial level.

The two front-runners will now have to set their eyes on elections at the highest level of their respective parties before hitting the ground running for the 2021 general elections.

It is hoped, therefore, that other political parties will abide by the Republican constitution, which requires registered political parties to stick to internal democracy among other pertinent issues.

In fact, article 60 (2) subsection (d) of the Republican Constitution states that: “A political party shall promote and practice democracy through regular, free and fair elections within the party.”

Even with such provisions in the national document, some political parties have existed for many years without conducting intra-party elections.

Citizens must critically analyse the conduct of some of these organisations, which in fact are operating illegally.

It is surprising that ‘leaders’ of such political organisations have the audacity to speak on national matters, loudly so.

Sadly, some of them take the lead in debates and one wonders where they get the moral authority to even address the nation through the media. They certainly must cease to exist!

The preceding sections posit that a political parties established in Zambia must have a national character and additionally promote national unity, which some parties conspicuously lack as they only specialise in media conferences and social media outbursts.

Under the same article, subsection (b) the constitution states: “A political party shall have a national character” and continues to state in subsection (c) that “a political party shall promote and uphold national unity.”

These are critical provisions of the Republican Constitution which ought to be respected, but sadly stakeholders have been glossing over constitutional matters.

Some parties only exist in Lusaka and have lamentably neglected or failed to grow to other areas of the country.

The same constitution proscribes violence, which has characterized most, if not all, by-elections in the country. Article 60(3) sub-section (b) states that: “A political party shall not engage in or encourage violence or intimidate its members, supporters, opponents or other persons.”

Thus citizens must read this important national document and take to task some organisations that are masquerading as political parties.

At this stage, Zambia cannot afford to have political parasites and illegal political organizations when the Republican Constitution is very clear.

Police clear intercepted copper trucks

POLICE in Chongwe have released two tipper trucks laden with copper ore after verifications with Ministry of Mines.

Police spokesperson, Esther Katongo, announced the development in a statement made available to the Daily Nation Newspaper.

The two trucks were intercepted December 10, this year at Nkomeshya village in Chongwe on suspicion that the contraband could have been diverted.

Ms Katongo explained that police had detained the trucks to ascertain the validity of the documents in respect of the copper ore.

"The trucks were released after verifying documents and receiving of a report from ministry of Mines and mineral development," she said.

She indicated that the Ministry of Mines and Mineral Development cleared both the trucks and copper ore.

The trucks were intercepted on the said date by the traditional leadership in the area led by senior headman Nkomeshya.

They later reported the matter to police who took over the case to verify the documents of the trucks and copper ore.

And in an interview, senior Headman Nkhomeshya said that the traditional leadership was yet to be informed of the

final outcome of the matter.

He said that the copper ore was believed to have been mined in Chitentabunga and Kangombe villages in Chongwe.

He insisted that the Busoli Royal Establishment (BRE) would not allow the company to continue mining in the chiefdom without consent from the traditional authorities.

He acknowledged that a Mr Charles Bwalya did apply for authority, but the BRE was still studying the application.

The headman said that was why the traditional leadership intercepted the trucks.

He however indicated that the BRE would wait for a report on the findings from the police.

Pray for peace, Wina urges Church

She said the UCZ has contributed towards the establishment of schools, health facilities and special services to society.

And Headman Chipwalo commended Government for delivering development in the country.

Relax lending conditions, banks urged

He said there was also need to review all Investment and lending policies and regulations for both home grown large and small medium sized enterprises and foreign investments to ascertain their purpose, design, effectiveness, efficiency and implementation.

“Government policies should ensure that regulations on investment and lending are broadly focused and should be developed holistically to encompass all components of economic factors unlike seeking to cherry-pick areas of special interest for political aggrandizement,” he said.

Mr Tonga said for any nation to attain economic freedom, the competitive global market entrepreneurial spirit should be promoted and encouraged.

“Under the third-broader economic, political and social ills liberation struggle that we have been assigned to accomplish, job creation through the promotion of fair business competition, entrepreneurship and innovations, should be accorded high priority,” he said.

He said it was only through phasing out of onerous collateral requirements in relation to SMEs, would the county start growing its economy after the negative effects of COVID 19.

“This will ensure that that both informal and formal lending information is transparent to all business institutions for comparability purposes in order to make informed decisions,” he said.

UCZ Church calls on politicians to promote peace The United Church of Zambia (UCZ) has called on political players to start promoting peace and coexistence as the country heads towards the 2021 general elections.

ZANIS reports that UCZ Retired Synod Bishop Mutale Mulumbwa has also challenged political players to start addressing political violence as the country nears the polls.

Bishop Mulumbwa said the church does not want to see tensions and friction among

political players stating that this has a negative effect on both the economy and the country.

Speaking in an interview

Mr. Sampa said as the country heads to the polls, some politicians would want to use youths to cause violence.

He said that youths should aim to be part and parcel of the governance system instead of being used for vio-

lence and later dumped when they get into problems.

Mr. Sampa who is also Kasama Member of Parliament advised youths to stay away from politicians who use them for political violence.

He observed that youths are used for little money to cause violence and yet when they found themselves in custody the same politicians abandon them.

“This is the time when youths become vulnerable

to selfish politicians who use them as tools for political violence and later dump them.

“I can only advise youths to desist from being used for political violence but instead aim to be part of the governance and decision making.

Zambia pledges openness

GOVERNMENT will abide by the standard and commonly admitted international rules of engagement, including transparency and fair and equitable treatment of creditors.

This is contained in the Economic Recovery Programme (2020-2023) which was launched by President Edgar Lungu last week.

According to the programme, Government would in the medium term continue to engage various creditors for liability management of public debt.

Government acknowledged that to attain debt sustainability, it would be imperative that the primary balance was reduced with a view to achieving a positive balance in the long term.

“Fuelled by the rapid exchange rate depreciation, electricity supply constraints, the heavy reliance on external sources to finance the growing fiscal imbalances, and more recently the Covid-19 pandemic, public debt has now exceeded 100 percent of GDP, far above the sustainability threshold of 35 percent of GDP,” the programme indicated.

The programme recognised that Zambian economy was currently operating in a challenging macroeconomic environment.

In 2020, growth is projected to contract by 4.2 percent, the first recession in over two decades, mainly on account of the

adverse effects of the Covid-19 pandemic.

According to the programme, growth had not only been declining but has also been characterised by high volatility in some sectors over the period 2011-2019.

“The agriculture sector has exhibited low growth but high volatility. The mining sector has equally exhibited low growth and high volatility, although more stable than agriculture.

“The manufacturing sector has, however, been relatively stable in terms of both growth and volatility. The structure of the economy has been changing in the last decade,” the programme said.

The share of agriculture has shrunk from 9.4 percent of GDP in 2010 to 5.0 percent in 2015 and 3.2 percent of 2019.

By BUUMBA CHIMBULU OVER 2,000 customers affected by Covid-19 related factors have benefited from the K120 million obtained by the Zambia National Building Society (ZNBS) from the Central Bank's stimulus package.

The Bank of Zambia (BoZ) in April this year set up K10 billion Targeted Medium-Term Refinancing Facility (TMTRF) aimed at cushioning the adverse effects of Covid-19 on businesses.

The relief funds which target clients from sectors such as tourism and education that were hit the hardest by the pandemic has so far benefited over 2,000 clients, says ZNBS Managing Director, Mildred Mutesa.

Ms Mutesa said in an interview st that this translated to a value of over K71 nd million.

"The current figure

of customers that have benefited from the BoZ Covid-19 fund is 2169 with a value of over K71 million,” Ms Mutesa said.

She said the relief package was important in alleviating challenges faced by its clients as the bank would step in to provide them with the much needed funding to keep their operations going.

In terms of the Covid-19 funds, Ms Mutesa said ZNBS accessed some funds and that this was through the BoZ. Ms Mutesa said ZNBS had extended and frozen some loans and loan repayment period for affected clients to assist them go through the difficult patch brought about due to the pandemic.

She said her institution had acquired a US$ 25 million from the African Development Bank (AfDB) to provide affordable houses to the public with over 400 families benefiting.

Eskom bailout emerging as equity swap

by PIC H JOHANNESBURG - South Africa's biggest pot of available cash - R1.91 trillion of civil-servant pensions and unemployment funds managed by the Public Investment Corporation - is emerging as the key to rescuing the debt-stricken national power monopoly.

The money manager has approached its parent agency, the National Treasury, with a proposal to ease the R464-billion load of obligations crushing Eskom, signalling officials are gearing up for the complex financial and political operation to convert about R95 billion of Eskom debt held by the PIC into equity.

"There's still a need to undertake a due diligence to confirm the viability of this proposal," the Treasury said in a December 11 response to questions from Bloomberg, its first statement connecting the PIC to an Eskom bailout.

"It is important that the PIC be allowed space to follow its internal governance processes in line with its standard investment evaluation process to mitigate against any possible breach of governance or what could be perceived as political interference."

While international investors are cheering efforts to contrive a durable fix for Eskom, the idea of tapping the fund is already drawing warnings over the potential fallout.

The swap, which could put Eskom into technical default, would pit the government against its own employees, set a precedent that could see other flailing state-owned companies knocking on the PIC's door, and rattle a private sector concerned that its money could be next.

Speculation of a PIC role has intensified in recent weeks since President Cyril Ramaphosa told Bloomberg that "innovative ideas" were being discussed, and Finance Minister Tito Mboweni said the fund was willing to contribute to a solution for Eskom. INFERTILITY IN DAIRY CATTLE

T is imperative that all good dairy farmers know the importance of having cows and heifers calve at the right time of the year. This is for the sake of milk production at any dairy farm. Regular breeding as it should be, is like putting seeds in at the right time, is good farming.

Farming, let alone breed the animals is not easy to achieve. Reproduction is a complete process and therefore, involves many factors.

And because of the so many factors it is not surprising that things do not always go according to plan on the farm. When things don’t go to

In case of infertility, if may lie with either partner- the cow or the bull. Since odds always fall on the cow, let us see what can be done to ensure that the cow is not at fault.

Firstly, the continuity of every life, it is important to first look at the phenomena that lead to up to a heat period. the whole process points at the pituitary gland at the base of the brain. One of the hormone that this gland produces is responsible for stimulating the development and shedding of eggs from the ovary at each heat

period. The eggs are always present in an immature form in the ovary, but as a result of hormone action, one usually develops at a time. After all the processes, the egg passes down the tube towards the tip of the horn or the uterus.

Once this is done and if everything goes well, the egg is fertilized the nuclear material of one sperm from the bull becoming completely united with it after which it steadily develops in the womb.

When things go wrong.

This is when the Graafian follicle which is responsible for liberating the egg which falls into the opening of the fal-

lopian tube, fails to rupture and release the egg when it is supposed to do so, remains in the ovary. Also when the yellow body (corpus luteum) which should disappear after a failure to conceive or after the birth of a calf, may fail to disappear. Expect the things to wrong.

With the above explanation the ovary cannot release further eggs. Therefore, the animal cannot be put in calf.

When this happens heat periods become frequent but matings are sterile, it may also happen that the animal fails to come into season.

Such conditions however, can be determined by expert examination and correction too depends on the expert manipulation to rupture a cyst. This can be done by a veterinary surgeon.

However, the conditions mentioned normally respond to treatment, but the cystic condition of ovaries is difficult to remedy. This is called Nyphomania – a state of being continually in season and taking the bull at any time the cow would not conceive. The only thing to do is with such animals is to have them slaughtered.

The phenomena of the animal coming into season may be delayed in animals that are poorly fed or affected with parasites or diseases or similar debilitating conditions. Therefore, poor feeding and the lack of light associated with shorter day light especially during the winter periods may retard the appearance of heat.

Infertility can also be caused by infection. In cattle this can arise from infection such as contagious abortion,

For dairy farmers whose income is all from milk production. The above should be looked into critically. If infertility creeps up in the herd, then income is affected terribly. trichomoniasis and vibroisis.

In the case of abortion, especially one that occurs at or after third month. It would always be wise to have a blood test carried out for contagious abortion and to send the fetus to a laboratory for examination. If the test is negative anther test should still be taken three weeks later is important. Should either test reveal an infection, a farmer must get veterinary advice regarding treatment and any subsequent procedure related to services, isolation, control measures etc.

Trichomoniasis can be supported if several animals start coming into season 9 to 16 weeks after they are served. If this start to hap-

pen the veterinary surgeon must examine the discharge just before the heat period is due. However, this can be corrected by what is referred to as womb irrigation.

Bulls used to serve cows must be examined. Equally bulls to be used for A.I. program must be carefully tested before semen is used.

Vibrosis as mentioned is a true venereal disease and has many features in common with contagious abortion.

But its cause and its treatment is quite distinct.

In all the above, before proceeding with any scheme for control of infertility. An accurate diagnosis of the trouble for which purpose it is necessary to send specimen of fresh afterbirth and vaginal mucus samples to a laboratory.

For dairy farmers whose income is all from milk production. The above should be looked into critically. If infertility creeps up in the herd, then income is affected terribly. Always have the cows checked up in order to be in continuous production. To have productive animals for the business of continuity the farmer is advised to always be in contact with veterinary officers nearest their area of dairy farming activities.

PRESIDENT EDGAR LUNGU LAUNCHES THE CASHEW PLANTING SEASON

RESIDENT Edgar Lungu has directed the department of Agriculture in Mongu District of Western Province to advice farmers on the best crops that can be intercropped with cashew nuts.

President Lungu said it is important to bring out the value of intercropping when sensitizing the cashew farmers to avoid having scenarios where fields are intercropped with products that take long to grow.

The President was speaking at the weekend in Sefula, Mongu District when he launched the cashew nut seedlings distribution and planting for the 2020/2021 planting season.

President Lungu said since cashew nuts takes about three to four years to grow, there was need to intercrop it with crops such as groundnuts and beans that are able to cover up for the labour force by producing food within a short period of time.

And a cashew farmer Si’galamba Kandiyana has thanked government for the initiative of providing free seedling which has enabled her to improve her livelihood.

Ms. Kandiyana said government should aim at reducing the poverty levels in the province by spearheading income generating projects such as the cashew that will benefit many vulnerable people.

And a lead farmer from Sinamunyambi Women Cooperative Namakau Sitali said the group is grateful with the cashew farming project aimed at reducing poverty especially for women and youths.

Ms. Sitali said the cooperative has benefited a lot of skills from the project such as the acquisition and management of planting materials, management of free seeds, crop storage and exposure of exchange visits to other countries such as Tanzania.

She however mentioned that climate change has greatly affected the growth of the crops as most of them have dried up in the past due to drought.

Ms. Sitali appealed to government to assist them with boreholes on their farms to enable them expand their fields.

ZAMBEZI SEED COMPANY HELPS FARMERS WITH FARMING INPUTS Mr. Ngoma noted that to this effect the company has embarked on the distribution of free open pollinated maize seed and other seed varieties such as soya beans and sorghum to small scale farmers so that they can increase and improve their agriculture production.

Mr Ngoma who is also founder of the Buy Zed cam-

paign was speaking in Nganboo area of Chief Mukobela's Chiefdom in Namwala district in Southern province when he distributed seeds to various farmers.

“We know very well that agriculture is the main factor in enhanced food security in the country, this is why as Zambezi seed we are determined to work with government in en-

suring that our vulnerable but viable farmers are supported with improved seed to increase their farming production," he said. He explained that it is high time that farmers are be encouraged to make farming a business venture that will contribute to their sustainable income generation.

USAID TO SUPPORT 10,000 FARMERS TEN thousand emerging farmers are earmarked to receive support to increase their productivity, incomes, and sustainable farming practices under a new project spearheaded by the United States Agency for International Development (USAID), Corteva Agriscience, Global Communities and John Deere.

The development is a result of a Zambia Emerging Partnership whose objective is to transform Zambia’s largely subsistence sector through the commercialization of emerging farmers.

The three-year project will leverage more than K777 million (US$37 million) in loans for inputs and equipment, resulting in more than 50,000 hectares of crops planted using climate-adaptive seeds and other sustainable technologies.

AMBEZI Seed company has pledged to supplement government efforts in the provision of improved seed varieties to vulnerable but viable small scale farmers in the country.

Company Representative Evans Ngoma says this is because agriculture is the main driver of food security at house and national level.

Minister of Agriculture Michael Katambo, in a statement issued to ZANIS in Lusaka last week by Public Affairs Officer, Sean McIntosh at the U.S Embassy in Zambia, indicates that Zambia’s agriculture remains primarily subsistence, in which approximately 1.5 million smallholder farmers eke out a modest livelihood on less than two hectares of land.

Mr Katambo observed that maize productivity is low due to limited adoption of improved technologies and practices and that smallholder farmers are vulnerable due to their reliance on rainfall which has become more variable due to climate change.

And USAID Charge d’ Affairs David Young stated the USAID and development organization Global Communities will train farmers on production techniques, post-harvest handling, and transport, increase access to credit and finance and link farmers to markets.

Kalulushi Council procures grader

KALULUSHI Municipal Council has procured a brand new grader at the total cost of K2.5 million using locally generated funds.

Transinovations Motors Zambia Limited Operations Manager, Ephraim Shinyanga, handed over the grader to the local authority on Wednesday.

Kalulushi Mayor, Rashidah Mulenga, said the grader would be used to improve the road network in the district.

“For a very long time the people of Kalulushi have complained of poor maintenance of roads and now that we have acquired this grader we will have less complaints with regards to the maintenance of roads,” stressed the Mayor.

The Mayor added that in the past the council was either hiring or lobbying for graders, meaning that the graders would only be at the council for a restricted time.

This, she said, limited the amount of work done in the 22 wards of the district.

Ms Mulenga thanked the community for payments of their rates which enabled the council to procure the grader using locally generated funds.

Club President, Patrick Chilambwe, said the ablution block would be constructed at the school which has a population of 500 pupils.

Father Chilambwe said the club was working with the Rotary Club of Kansas City District 6040 with the Health Ed Connect and the Kasompe Community School of Peace, to improve the school water and sanitation He was speaking at the weekend at the handover ceremony of 15 boreholes worth more than K600,000 donated to the settlement areas of Kamakonde, Mugala and Kamilulu in Kitwe.

ZNS SHOE-MAKING PROJECT TAKES ROOT

HE Zambia National Service (ZNS) in Ndola has taken up the initiative of running a shoe-making factory in Ndola with plans to export the products.

ZNS Officer Commanding for the shoe manufacturing factory, Bright Chanda, said the concept was birthed in the early 1990s but only got actualized six months ago after Government procured the shoe factory from Malar industries at a cost of K3.3 million.

Major Chanda said the factory was able to produce about 100 pairs of shoes per day with eight working hours but had the potential to produce up about 2000 pairs per day.

He said plans to purchase modern machines were already underway to enhance productivity and further improve skills development for the workers.

Major Chanda said the factory was aiming to become the major supplier of military, safety and school footwear in the country and possibly the region.

Copperbelt Province Permanent Secretary, Bright Nundwe, hailed the ZNS for taking up the initiative.

Mr Nundwe was impressed with the quality of shoes being manufactured when he toured the factory in the city's industrial area.

Aspiring MP courts church

By ANDREW MUKOMA THE Church should continue playing a pivotal role in the governance of the country, says PF Livingstone Parliamentary aspirant Ikuka Muleta.

He said as the nation goes for the 2021 general elections, the church should focus on unifying the country as some politicians would like to divide the country.

Mr Muleta was speaking during a women's church service held at St Andrews Anglican Church at the weekend.

He said the governance of the Zambia should be anchored on biblical teachings.

The aspiring candidate said he would endeavour to seek guidance from the church adding that this was the point most politicians neglected.

Meanwhile, the St. Andrew's church Women thanked Mr Muleta and the PF for the recognition of the important role the church played in the governance of the country.

NORTHWEST IN FISH PRODUCTION DEFICIT

NORTH-WESTERN province has produced about 9.5metric tonnes of fish out of the targeted 15 tonnes this year, Provincial Minister, Nathaniel Mubukwanu , has said.

He said this during the review of implementation of 2020 development projects for North-western province.

Mr Mubukwanu said that the production was mainly done by small scale fish farmers across the province.

He said the Citizen Economic Empowerment Commission (CEEC) supported the establishment of two commercial fish hatcheries in Solwezi and Mwinilunga districts under the Aquaculture Seed Fund programme.

"Once completed and fully operational, the two hatcheries will have the capacity to produce a combined total of 3,000,000 fingerings per cycle,” he said.

Mr Mubukwanu indicated that in order to enhance fish production, processing and fish feed production in all the districts of the region, the CEEC funded 112 Micro Small

and Medium Enterprises.

"So, as things stands in the quest of diversifying the economy, there is great opportunity that lies in the fisheries sector.

That is why I want to implore our people especially the youths to take full advantage of this particular opportunity," he said.

He stated that out this subsector, if well harnessed, jobs could be created for the people in the province.

On agriculture, the Minister revealed that the Food Reserve Agency purchased 41,940 tonnes of maize from farmers representing 60 percent of the total target of 70,000 tonnes.

Mr Mubukwanu attributed the shortfall to various factors among the coming on board private millers that have been buying from the same market.

"We also have people that have engaged in illegal activities such as smuggling. This has hampered the agency not to reach its target," he said He said that during the 2020/2021farming season, the province implemented the Farmer Input Support Program (FISP) under the direct input supply in all districts.

He said the province has 62,276 farmer beneficiaries.

"The province received 25,474 metric tonnes of all allocated inputs by October this year. All the 62,276 farmer beneficiaries have deposited their K400 contributions representing 100 percent, and these farmers, 97 have since accessed their inputs," he said.

NIPA targets tourism training

By ANDREW MUKOMA NATIONAL Institute of Public Administration (NIPA) has opened its Livingstone Campus with the introduction of a new programme in performing arts.

The institution would target to raise training standards in tourism, with the strategic establishment of the campus in the tourism capital.

NIPA Executive Director, Royson Mukwena, said that the institute identified gaps in the area of creative and performing arts, hence the introduction of the new programme.

Professor Mukwena said that NIPA’s decision to open the Livingstone campus was aimed at providing solutions faced by the Zambian public in boosting the tourism sector.

“Our training at Livingstone campus will mostly target the tourism Industry,” he emphasised.

He said that NIPA’s mandate was to provide solutions to humankind through quality market driven training, research and consultancy.

Meanwhile, Southern Province Minister Edify Hamukale that the establishment of the campus

Hundreds of boys return home after kidnap ordeal MORE than 300 schoolboys have been reunited with their families, a week after they were kidnapped from their school in northwest Nigeria.

The boys arrived by bus in Katsina, capital of the state of the same name, where they were met by President Muhammadu Buhari.

The boys were were freed on Thursday in Tsafe town in Zamfara state

Looking weary, some were still wearing their school uniforms, while others clutched grey blankets.

State authorities now say the children were abducted by local bandits.

English Language TOPIC: STRUCTURE SUB-TOPIC: COMPARISONS LESSON #1: FORMING THE COMPARATIVE AND SUPERLATIVE DEGREES We generally form the comparative degree by adding the suffix “-er” to the end of the adjective, or by using the words more or less before it.

To form the superlative degree, we either add “-est” to the end of the adjective or use the words most or least before it.

In some cases, depending on how the adjective is spelled, we have to change the spelling slightly to accommodate the addition of the suffix. There are some simple rules we can follow to know when such a change is necessary.

EMPOWERING RURAL COMMUNITIES WITH CELL PHONE SOLAR CHARGERS

“Cheap and small as a hand”

URING my early days at the University of Zambia (1994-2000), owning a cell phone was a huge luxury and beyond the reach of most of us. I remember vividly how we almost suspended one of our students’ union leaders from the students’ union executive committee after we saw him with a cell phone-a huge cell phone with an aerial. We suspected correctly or wrongly that he had been bought by politicians.

Owning a cell phone is no longer a luxury. It is a very important tool of communication which is supposed to be in the hands of many.

In Zambia, the average number of households with access to electricity is very low probably as low as

34%. It is worse in rural areas as electrification rate is less than 6%.

Despite this, our people are undeterred in their determination to own a cell phone. Everyone wants a cell phone whether they have electricity at home or not.

For a long time, I resisted persistent requests for a cell phone from one of my relatives who has no access to electricity. He persisted for a long time until he made me weary. One day I asked him the following, “if I buy you a cell phone, how are you going to be charging it on your farm?” “It is none of your business” he answered me. “What about all these people without electricity how do they manage to charge them?” he quizzed me with a sharp tone. I finally bought one for him.

I continued to monitor my relative closely on how he would be charging his hand help device. One day I called him and the phone was just ringing. I called several times until someone very sarcastic answered and without a grain of

courtesy retorted, “Please, he left the phone here for charging.” And immediately he cut the line without even greeting me.

I concluded that my incessant calling had twisted his nerves as September 20, 2011 election results continued to pour in landslide upon landslide. But I was equally as sensitive to the election result as he was so I called again and pleaded with him. I had an important and urgent message to pass on to my relative. I later on realised that he had taken the phone relatively far for charging at a small price.

But how many of our people have to rely persistently on neighbours to charge their cell phones?

How many of our people have to travel long distances from their homes to a place where they can find electricity so that they can charge their cell phones? How many of our people have to part away with some cash to pay the owner of a socket out let so that they can charge their cell phones?

How many of our people have had to endure the shame of persistent begging for a socket? The above situation is wide spread. It can be very painful at times trying to reach a relation in some remote area and you cannot reach them because their cell phone battery is flat and the nearest place they can charge from is 10km.

The above gloomy situation is not beyond redemption. There is a solution and the solution is solar cell phone chargers. They are very small and portable. They can even be put in a handbag. The concept of using solar to charge electronic devices has been with us for a long time. We have solar calculators.

We have solar radios, we have solar lights etc.

We have had solar calculators for a long time in Zambia but we have not moved as a nation to allow solar cell phone chargers to flood the market so that we can help rural communities. Iam very convinced that our people would jump on this product. They are

Solar cell phone charger not expensive at all. If the price appears too high for some of our people, they can contribute to afford one. I must emphasise that as long as we have the sun, we have enough energy.

These portable solar chargers which come in different models and shapes are not connected to electricity. They use sunlight. They can usually be used in low light conditions (although the charge rate will usually be low). They are very good back up even for people with access to electricity. They can be used on camps or while travelling. Additionally, you save money with solar chargers.

It costs money to charge all those cell phones in your household. It

is no longer necessary. As long as we have the sun, we have enough energy. The government is trying hard to popularise the use of renewable energy products. Business houses and traders need to take advantage of government visibility in this space and start to import these devices. Most of these portable cell phone chargers which are as small as a hand have universal applicability. Therefore, they can charge different models of cell phones.

How to determine complicated and complex projects?

UR discussion this week focusses on project approach and specifically between waterfall and agile.

When should we decide the project approach and what factors to consider? We will by defining what we mean by waterfall and agile.

A waterfall model project approach involves discrete project development stages; specification, design, implementation, testing and maintenance. Basically, one stage must be complete before progress to the next stage is possible and in practice there is significant iteration between the stages.

An Agile project approach involves delivering project out-

puts incrementally and using a family of agile behaviours, techniques, concepts and frameworks. Agile ways of working can be used in both projects and business and usual (BAU).

When Agile is used in projects, it is usually weaved and blended at the project delivery level to carefully map project governance with the delivery team..

Agile project management is NOT only for software development projects but rather can be used on all projects to deliver value incrementally in production.

Here are some of reasons project approach has become so important? Projects have become larger; Technologically more challenging and sophisticated (complex); Organised with a higher number of contractors/sub-contractors,partners,politically and globally

influenced; Large and complex capital projects often incur significant budget and schedule overruns; Research shows that one of the reasons for project failure is the increasing complexity of projects or an underestimation of the project complexity; We can collaboratively use the cynefin framework (pronounced as Kuh-nev-in) created in 1999 by Dave Snoden. The cynefin framework has 5 domains namely chaotic, dis-order, obvious, complicated and complex. This framework can help us classify and identify projects into simple (Obvious), complicated and complex. Simple projects are projects where the team has done similar work before, the project output can be predicted with certainty and therefore the project risk is low.

Therefore the recommended approach here would be water-

The simple/obvious domain represents the "known knowns". This means that there are rules in place and the overall environment is stable.

Complicated projects are those involving large number of contracted work which is also subcontracted over and over. The complicated domain consists of the "known unknowns". The relationship between cause and effect requires analysis or expertise; there are a range of right answers but the risk is from medium to high as they may be lots of uncertainties.

The recommended approach here is hybrid that is a combi-

nation of waterfall and agile but there will be need to carefully map the roles involving project governance and delivery.

Complex projects are those whose outputs cannot be predicted with 100 percent certainty. When a project is viewed as a system. Characteristics of a complex project: large number of interacting elements and emergent properties. For example projects involving rapid advancing technologies and that in the next 6 to 12 months technology, environment may change and hence project outputs may need to be adjusted so that they meet closely the customers’ requirements.

The complex domain represents the "unknown unknowns". We don’t know that we don’t know. Cause and effect can only be deduced in retrospect, and there are no right answers. The risks involved in this type of project is very high for obvious reasons and therefore it is recommended to use agile project management in this type of projects. The reason being agile approach aligns well with lean start-up. The project team will deliver incrementally and get feedback quickly in order to flex and adapt to the changing environments.

Final thoughts: Why is project approach so important in project management? It aids in determination of planning,

coordination and control requirements, If not properly understood, it hinders the clear identification of goals and objectives of major projects, It is an important criteria in the selection of an appropriate project organizational structure, for example in agile projects management it is a requirement that customer subject matter expert be part of the project delivery team. It influences the selection of project inputs, e.g. the expertise and experience requirements of management personnel.

When is a project approach determined in projects? Project approach or strategy should be done as part of the project initiation stage or starting-up project process. Project approach is supposed to be part of the project charter or project brief. Project approach should indeed highlight the strategy the team will use to deliver the project objectives. Other strategies may include the make or buy decision. What project methodology to be used in the project. Decisions on whether to use waterfall or agile methodologies based on how the project has been classified.

Sometimes useful to consider a hybrid model of project delivery and also pays to consider whether the project team are adequately trained in best practice methodologies.

Meanwhile, Chiyangi is upbeat Green Eagles will get a positive result when they face Cottonsport FC from Cameroon despite having struggled with two draws and one defeat in the last three Super Division fixtures.

Chiyangi who is expecting a different game compared to local fixtures, said Eagles will plan and prepare well especially in the striking department for the Cameroonians before the two teams face off in a CAF Confederations Cup first leg fixture on Wednesday.

L I A S Mpondela has been re-elected for another fouryear term as Zambia Athletics president after beating his long time rival Samuel Matete.

Mpondela polled 51 votes against Matete's 25 votes.

And Captain Bernard Bwalya has been elected vice president after pouring 31 votes while Davison Mungambata retained his position as general secretary unopposed.
