State pursues K21m in mineral royalties By SILUMESI MALUMO THE office of the Attorney General has started reviewing the matter in which some investors have failed to pay mineral royalty amounting to K21 million. Attorney General, Likando Kalaluka, indicated that the lawyers under his office were looking into the matter for Government to recover the funds. Mr Kalaluka said the recovery of the funds was being handled by the lawyers under the department of clearing of contracts. He said in an interview, the lawyers tasked to look into the matter were doing their best and at appropriate time action would be taken. “Usually when these
matters are brought to the office of the Attorney General, they do not come straight to me because we have a number of lawyers in different departments who look into them. “In this particular case, this matter has been taken to my lawyers in the department of clearing of contracts. So they are looking into it and something will come up,” Mr Kalaluka said. Recently, the Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga indicated that Government had lost K21 million through failure by the investors to pay mineral royalty. He said that the matter had been handed over to the office of the Attorney General so that the Government could recover the funds.

Francis Chipili, ZIGCLAP director has also questioned the UPND president position going unopposed, thus questioning the party’s internal democracy. An inside source said the first task for new NMC would be to oversee the amendment to the party constitution and preside over other party matters. The UPND elective convention is being managed by the Civil Society for Constitution Agenda (CiSCA) led by Judith Mulenga as Chairperson. UPND leader Hakainde Hichilema, unopposed presidential candidate in the UPND intraparty vote, was on hand to cast his ballot shortly after commencement of voting at the UPND secretariat at 15:40. Where are the aqua funds?
THE decision by Government to ban the importation of table potatoes and onions is most welcome but.. From all practical considerations, the decision was impulsive and without direct study of the market and indeed this is the area our technocrats fail ambitious visions of politicians. The failure to create forward and backward linkages in policy formulation often results in serious market disruption that tend to hurt rather than benefit the economy. What quantities and quality of potatoes are imported and who now has the capacity to replace the imports? What are table potatoes as compared to other potatoes? Are there people empowered to bridge the gap? For example: The Government has embarked on an ambitious aqua culture programme that is financed from external sources. It is a very well publicized exercise but in rally is opaque and ill-defined on the ground. Neither the Citizenship Empowerment Commission nor indeed the Ministry responsible will answer authoritatively on how a promoter can access the funds to initiate or indeed expand an existing project. Nobody provides straight answer. How funds are accessed is a guarded mystery. This is not correct. There must be transparency in the disbursement of public funds. There should be clear guidelines and criteria on how to access the funds and indeed and indication of the market potential. Who has accessed aquaculture funds from the CEEC and how did they achieve this, is our question. Can there be some transparency? Like all other producers in agriculture issues of the market remain paramount, frustrating, and annoying. Almost every day the Government announces production deficits in various fields and yet the wastage seen at Soweto market where fresh produce goes to waste speaks to a different reality. A poultry farmer in Lusaka, the capital city, must fight to sell his few chickens on credit or not at all because no aggregator will venture into wholesale purchase. This is the role that should be played by Government supported institutions which should in turn encourage production. It is all very well for the Government to ban the importation of potatoes and onions; this will be meaningless to the farmer if no ready market is availed. Agriculture market intelligence should be developed for use by farmers who venture into the various crops and agriculture ventures. The cyclical prices of such products as Tomato make it wholly un-attractive for the small farmer who cannot sustain a loss when prices drop. A few years ago the cotton growing fraternity was devastated by a sudden drop in prices. This was in the absence of a price stabilization scheme, which is vital if production is to be sustained or indeed increased. The individual farmer or indeed single producer does not have the capacity to fully assess market potential and therefore plan for optimum production. What is required is a planned import substitution programme that is based on market study and informed policy decision making. Value addition will only come about by a planned process of import substitution. The hallmark of underdevelopment is the presence of a majority human capital that is under employed, through backbreaking manual agriculture, compared to the developed world where a very tiny produce for the majority using technology.

GOLD mining in Rufunsa should be well coordinated if real benefits to Zambians are to be realised, Rufunsa constituency PF aspiring candidate Bartholomew Kalambalala has said. Mr Kalabalala said that Rufunsa has the potential to contribute to the growth of the economy but the manner mining was being conducted was not
conducive. He said that the mining was not being controlled hence there was no record for whoever was conducting activities. Mr Kalabalala advised the Ministry of Mine to conduct regular inspections of the mining areas in the district to ascertain who was conducting mining. Meanwhile, the aspiring PF candidate stated that Rufunsa was vast and needed someone who was familiar with
the constituency. He explained that he has gained vast experience since the time he became the district Council chairperson, hence he will suit very well once elected as Member of Parliament (MP). “I relate very well with local people. We are leaders that need to lead the PF developmental programmes. People can only listen to someone they respect that much.

Halt plans for Zambia Airlines, it does not make economic sense - Kalumba By KETRA KALUNGA GOVERNMENT should halt plans of bringing back Zambia Airways as it does not make economic sense now that the debt portfolio was so bad and established airlines in the region were shutting down, former Finance Minister, Katele Kalumba has advised. The government recently said it has not halted plans to bring back Zambia Airways despite the economic challenges the country was going through. Dr. Kalumba said it would not be prudent for the government to embark on such a costly project at a time when the focus is on restructuring its external debt. He said in an interview that the government should put more effort into re-financing a lot of national programmes to which it has committed itself.

Dr. Kalumba advised the government not to be hasty to invest in the industry which is facing serious challenges because of the restrictions in movement due to the Covid-19 pandemic. Dr. Kalumba said, “If the numbers are right, tell us how those numbers are adding up in the short term and the long term, we don’t invest for status, we invest for profit.” “Some of these things are being driven by former airline engineers, let them put their skills elsewhere and bring the money
to Zambia, we will benefit from them,” he said. And Dr. Kalumba has urged the government to focus on the road infrastructure which he said was a fantastic project. “The government has done so well with the road infrastructure in the urban and rural areas, it is very fantastic, I applaud them for that, let’s finish it before we could move to the airline,” he said. Air Namibia has announced that all flight operations had been cancelled, with all aircrafts returning to base. The statement by Air Namibia Management further said that the reservation system for taking new bookings is also suspended, with affected passengers being required to register their claims for refund. Air Namibia has been operating at close to zero revenue generation.

He said this followed a series of Government’s intervention including the removal of 25 per cent customs duty and 16 Value Added Tax (VAT) on fuel imports. “Information on the ground is that in a short space of time, the national fuel stock level has significantly improved and continues to increase thereby increasing the energy security in the country,” he said. Meanwhile, the energy expert has urged the energy regulation board (ERB) to continue protecting the integrity of the supply chain and ensure that fuel is not smuggled out of the country.Mr Chikwanda said fuel in Zambia has become cheaper than in some neighboring countries with a combined removal of taxes of more than 41per cent in total. He said such a scenario could lead to smuggling of fuel to other destinations by illegal dealers, who would want to cash in. Mr. Chikwanda has commended the leading Oil Marketing Companies (OMCs) for demonstrating industry statesmanship by ensuring that the fuel situation in the country is normalized.

State, chiefs promote tourism growth
By NOEL IYOMBWA GOVERNMENT will work closely with traditional leaders in promoting conservation of wildlife in order to develop the tourism sector, Tourism and Arts Minister Ronald Chitotela has pledged. Mr Chitotela said traditional leaders should also help fight poaching in game management areas in order to protect wildlife. The Minister said this when he paid a courtesy call on Paramount Chief Mpezeni at Ependukeni Palace in Chipata during his ongoing tour of Eastern Province tourism development. Mr Chitotela advised the Department of National Parks and Wildlife to
help the Paramount Chief set up a community game ranch in his area. The Minister is in Eastern province to check on infrastructure under the Department of National Parks and Wildlife and to introduce newly Permanent Secretary Patrick Lungu. And Paramount Chief Mpezeni pledged to support Government effort to fight poaching. He was happy that Government was now engaging traditional leaders to help fight poaching and promote community driven conservancy projects. Chief Mpezeni emphasized the need to conserve the country’s wildlife for the benefit of future generations.

Commenting on the development, Ms Mkandawire in an interview said this was unacceptable and that it reduced liquidity for most businesses. “Businesses are facing
challenges, VAT refunds are due to them and for most businesses it is a point of survival so if you ask them to ask for a bribe for them to get their refund, you are trying to cripple their businesses. “This reduces liquidity for most businesses and I would like to urge all public institutions to ensure that they bring culprits to book,” she said. Ms Mkandawire regretted that the inefficiency in public institutions should
be corrected and that Government should continue looking out for such culprits and ensure that they are brought to book She indicated that what Happened at ZRA was very common in most Government institutions for several reasons. “There is a lot corruption and this is unacceptable. THE African Development Bank (AfDB) will enter into a partnership with the African Guarantee Fund (AGF) to unlock about US$2 billion in loans to women-owned Small and Medium Sized Enterprises (SMEs) in the region. AfDB will sign the partnership through Affirmative Finance Action for Women in Africa (AFAWA) programme by working with financial institutions to enhance their ability to lend to women. Donor and private sectorsupport for the overall AFAWA initiative is helping the institution set ambitious targets for AFAWA Guarantee for Growth program. This is according to Vanessa Moungar, AfDB Director for Gender, Women and Civil Society. What is Earned Value Management? EVM provides project managers a way of measuring the work that has been done on the project. A way of assessing the past performance of a project in terms of both cost and schedule. Checking how much of the budget “should have” been spent up to this point. Checking how much “value” the project has earned so far. EVM can also be used to forecast a project’s future cost and schedule performance. EVM can be described as a project management tool to measure performance and progress against performance measurement baseline (incl. scope, cost, schedule baseline). It helps to understand current status of schedule and cost predict future changes to schedule and cost make decisions about the project’s viability. Cost
and schedule are considered independently: A project is: either over or under budget, AND either behind or ahead of schedule. All earned value terms refer to either current or future status: Current: How much project work has been done? Future: How much do we expect to spend by the end of the project? Let us delve a little bit deeper into the useful EVM terms: Project managers using EVM should understand the following terms. Put in security measures to prevent workers from pilfering tiles e.g. installing CCTV in the plant. Finally, I would like mention some Earned Value tips. The EV term is used first, i.e. EV minus or divided something. If the formula relates to cost, use AC. If the formula relates to schedule, use PV. In terms of variances a positive result is good and a negative result is bad. In terms of indices a result greater than 1 (>1) is good and a result smaller than 1 (<1) is bad. From the example above project manager can easily take necessary steps to ensure that project schedule and budget performance is brought under control. Yellen takes ‘go big’ message to G-7 to aid global recovery WASHINGTON - US Treasury Secretary Janet Yellen stressed the need for the Group of Seven countries to “go big” with fiscal stimulus to support economic recovery from the global pandemic. In her first call with foreign counterparts and central bankers from the G-7, Yellen said that “the time to go big is now” and that the group should focus on how to help the economy, the US Treasury Department said in a statement after the virtual meeting. The online gathering of finance chiefs from the world’s top industrial economies addressed a proposed expansion in the International Monetary Fund’s lending firepower along with digital taxation and climate change. The US is leaning toward backing an increase in the IMF’s special drawing rights, or SDRs, by as much as $500 billion, Bloomberg News reported earlier this month. KAM lobbies for affordable electricity tariffs for industry NAIROBI Kenya Association of Manufacturers (KAM) is lobbying for reinstatement of the electricity rebate programme, which was gazetted on July 31, 2019 for implementation but was removed months later through the Tax Laws Amendment Act, 2020. It also wants a review of the Time-of-Use (ToU) policy to bring on board more industry beneficiaries through a new formula based on current industry power consumption data. ToU metering is a method of measuring and charging a utility customer’s consumption based on when the energy is used. The tariff was implemented by the government in December 2017 to benefit commercial and industrial consumers.

The current policy considered that the specific manufacturing facility will demonstrate growth in terms of energy consumed in every billing cycle,” says the industry lobby in its Manufacturing Priority Agenda (MPA), 2021. This growth, according to the current policy, is reviewed after every six months and a new baseline is determined for the specific facility. AMBIA experienced massive load shedding last year. The prolonged load shedding hours were exacerbated by the low water levels at Lake Kariba during the 2019/2020 rainy season. The poor rainfall pattern during the above named rainy season led to less generation of hydro power by Zesco, the power utility firm. The good rains being received in most regions within the country during the current rainy season have ultimately led to the ending of load shedding across the country. All said and done, the ending of load shedding is a welcome move and it will significantly contribute to the economic wellbeing of the country in that it will trigger high productivity. THERE is need to invest more in mental health now and encourage people to seek mental health services as they cope with the effects of the corona virus (Covid-19) to avoid people committing suicide because of the pyschological effects the global pandemic is having on humanity. The emotional and psychological impacts of the corona virus pandemic can no doubt lead to feelings of hopelessness and thoughts about suicide cannot be avoided. People have continued losing jobs everyday and others have had their businesses closed down and losing their only source of income specially with the second wave of the disease where we are recording more than 500 new corona virus cases on a daily basis as a country. The result is that the cost of living for such individuals, their families and the nation at large will continue going up and thereby make people destitute, stuck and stranded and the only option for some who may not cope with the situation especially young people is suicide. Most often, research has shown that suicidal thoughts are the result of feeling like you can't cope or recover when you're faced with what seems to be an overwhelming life situation. There's little data yet on the Covid-19 pandemic and its impact on the suicide rate. But clearly the pandemic has added intense emotional and mental stress to the lives of people around the world according to the World Health Organisation (WHO). People are simply depressed, stressed and this is where mental health services comes in handy. Much as the Zambian government has invested

still is paramount. This will bring a spirit of ownership to many children growing up. I suggest that all radio and television stations play this prayer national anthem, every day at 06:00hrs. For schools my take is that pupils should not wait for assembly
days but can sing in their classes before class every day. All government and community gathering should start with this prayer national anthem and end with it. Sometimes it's painful to see some places without a national flag. Some are flying high
but very torn and torn in such a way that some colours are missing. The ministry of Home Affairs should start charging these institutions. We as a nation we should be proud of our Zambia National colours. For those who have for some time now only have bare poles without flags you are advised to put one. Most private institutions
in the health sector as evidenced by infrastructure development, I feel it is time to take mental health more seriously now than ever and encourage people to seek mental health services. We have Chainama in Lusaka which has remained underutilised for a long time now because of the myths related to the institution where some uninformed people associate the health institution as a place for "Mad People" and because of such misinformation, people have shunned Chainama. Can we sensitise our people?
During my school days in the early 2000s we use to have Mental Health Clubs in schools where we could sensitise fellow learners on mental health although much of the focus was antidrug-related abuse message among the youth. Can we revive these clubs in schools too they could be helpful. However, we need more specialised mental health institutions across the country so that people can begin accessing the facilities for counselling and how they can live in the "new normal" failure to which, we risk having Covid-19 - related suicides. Let us be more proactive on such matters and avoid certain things from happening if we can and I know we can avoid our people resorting to suicide as a result of Covid-19. My thoughts! verywhere in the world the population has grown and it is this rising population that need to be fed by the farmer. If food production is not increased in whatever form, then man would starve. The acreage of cereals which is the main source of food and other basic foodstuffs must be increased and the method of cultivation intensified.
This equally applies to increased production of domestic animals and this can be met by an increase in the size of herds or flock, and their pastures this would equally make a rise in productivity and by control of animal diseases. Prevention and treatment of diseases must therefore be complementary to other measures to increase food production. The animal owner must therefore be provided with the information necessary to prevent and cure disease, for it is only with the help that animal production can be extended. The extension staff have to play this role. In most cases the farmer often has to make do without veterinary assistance. Advice on the recognition, treatment and
prevention of animal diseases must be given.it is through such advice that even the farmer would avoid getting infected with animal diseases. We always say that “Hygiene is preventive medicine”. Therefore, prevention means simply the avoidance of diseases by cleanliness. The farmer handles his animals almost on daily basis. It is in this situation that if he is not careful may end up contracting animal diseases. Hence, the issue of “ZOONOSIS” today. Zoonosis refers to the issue of animal disease(s) that can be transmitted to man. And in our situation the farmer, livestock farmer handling farm animals is at risk. The consumer in the urban area does not know what the

farmer goes through to produce that meat, milk etc. let us start with tuberculosis. Tuberculosis is a chronic, wasting, non-febrile, contagious and infectious disease of all animals. Zambia is not spared from this disease. However, animals, birds, and man each has its own strain. Tuberculosis in cattle easily affect man and vice versa. However, with avian tuberculosis still get bovine tuberculosis. Man or the farmer gets infected when handling an animal such as a dairy cow producing milk. It is through this milk that man picks up this infection. That is why for all dairy farms milking animals have to und ergo TB testing every now and then. This is to avoid passing on the disease to man and the milk loving population. Milk is the greatest danger to man. Tuberculosis in cows is similar to human tuberculosis but it is less severe. Direct infection from a cow suffering from tuberculosis usually it is through inhaling organisms when the cow coughs. Eating infected meat, muscle tissue is very rarely affected. It is therefore, important that meat inspection watches closely for tuberculosis. Rabies, farmers do keep dogs for security reasons, and so are the urban and rural dwellers. Dogs are part of domesticated animals on the part of the farmer. However, these animals (dogs) can be a threat to the good living of the people
in any community or settlement where they live with their masters. Rabies has no cure but can be prevented as long as dogs are taken for vaccination every time they are due for this treatment. Man gets infected through dog bites that is if that dog is rabid. Cats and cows cannot be excluded from transmitting this disease to man. A rabid dog would have the virus five days in its saliva before it starts showing signs of being rabid. For man once bitten the virus can stay in an incubation stage for about twelve months on average about two to six months. The virus travels along
the nerves. Therefore, the further the bite from the head the longer the incubation. Such an association of the disease with its symptoms may be lost because of long time. Action to take if bitten, scrub wound with soap (washing powder) and water. At the clinic they may irrigate hole with syringe treatment, in animals’ live organism vaccine is used and in human dead organism and so
bigger and more vaccine. Rabies is the worst zoonosis as far as man and domesticated animals are concerned. In the wild, wild dogs and foxes are carriers of this disease. Contact with such animals when touring game areas must be avoided. Ringworms is a fungal infection which is characterized by loss of hair, the area may also be very itchy. Each animal has its own kind of ringworm. Human ringworm is most infectious to man but people also get cow ringworm and cat/dog ringworm. On the farms people get local irritation because of being infected from cows and spreading the ringworm. To avoid getting this disease people and indeed the farmer must practice good hygiene and be cautious when treating animals. It is spread by contact. There are many other livestock diseases that can be transmitted to man. But here only three have been mentioned. They can cause severe sickness and even death. Zoonosis, the transmission of disease from animal to human. Through good hygiene and proper handling we can avoid getting infected with such diseases from the animals we keep or rear.

OVERNMENT has advised the “Savings for Change” groups in Mambwe district to take the savings for change initiative seriously because of its benefits to rural communities. Eastern Province Senior Community Development Officer, Clara Chipoya gave the advice to the groups on Saturday January 30th 2021 during the monitoring of how the Savings for Change groups were doing in the district. Ms
SCRALA SUPPORTS SAVINGS AMONG FARMERS IN MAMBWE Chipoya said the savings for change programme was introduced to assist small-scale farmers save and grow their incomes in order for them to meet some of their social and economic needs. Mambwe District has 35
Savings for Change groups under the Strengthening Climate Resilience of Agricultural livelihoods in AgroEcological Regions I and II in Zambia (SCRALA). SCRALA project with support of World Food Programme (WFP) trained 35
animators in the district in the Savings for Change Initiative. The animators were picked from the three agriculture blocks in the district and these include; Masumba, Kalongo and Msoro. The animators formed the savings groups in December,
2020 after being trained in the savings for change initiative at the Mambwe Farmers Training Centre. According to WFP, savings for change aims to act as risk retention for households to be able to save small amount and execute internal lending among group members. The main objective of the savings for change according to WFP is to ensure financial inclusion and empowerment for youth and women through internal lending of group members. -NAIS

REMNANTS of the African Migratory Locusts have invaded 120 hectares of Mopani Woodlands in Kazungula district in Southern Province. Both Kazungula District Agricultural Coordinator Dr. Jackson Soko and Senior Agricultural Officer Tundu Kaonga confirmed the development when Southern Province Agricultural Coordinator Dr. Max Choombe visited the invaded areas in Kazungula.
Dr Soko said only 54 hectares in Bombwe and Sikaunzwe agricultural camps that had significant infestation by the pest has been sprayed using ground motorised sprayers. And Mr Kaonga said if left unchecked the African Migratory Locusts can cause destruction to crop fields and pasture for livestock. He noted that from the 120 hectares invaded by the pest 66 hectares was insignificant stressing that 54 hectares that had much infestation by the pest has been brought under control. Mr. Kaonga told Dr. Choombe that the situation is under control as specialised staff in the ministry of agriculture is currently on the ground spraying affected areas. And Southern Province Agricultural Coordinator,Max Choombe who is in Sikaunzwe Agricultural Camp to monitor the control of the pest thanked his staff for moving in swiftly to control and contain the pest. Dr Choombe further paid tribute to the Food and Agriculture Organisation and the Ministry of Agriculture for dispatching chemicals to combat the pest. He further paid tribute to the International Red Locust for sending additional motorised sprayers to ensure that the pest in obliterated in the affected areas in Kazungula district. -NAIS

BY HON. SEBASTIAN C. KOPULANDE, MP 1. Introduction HAVE read the Press Statement of one Obvious Summerton Mwaliteta, Lusaka Province Chairman for UPND. The statement is entitled “Kopulande must concentrate on his failed adoption process in Chembe.” Obviously, I assume that is because the Statement is written and signed off under Mr. Mwaliteta’s official party position and title, what is expressed therein is the official position of the UPND, or was he just being overzealous as usual, the character that has gotten him in conflict with the law in the past?

2. Cyber bullying
Obviously, Mr.Mwaliteta picked on me for target of his venomous attacks and unsubstantiated allegations based on some audio that has been circulating on social media, ostensibly produced and issued by me when in fact NOT. I have received all manner of invectives on several social media platforms as a result of the same audio where some other person’s voice has been mistaken for my voice. I have suffered extreme cyber bullying in the last few days, including the one by Mr. Mwaliteta, an experience like no other in my many years of service to the people of Zambia. The truth, to put it in plain and simple language for him and those of his like who are just too lazy to do their homework before they open their mouths, that audio was NOT produced by me, period.
3. Need for Truth
If indeed Mr. Mwaliteta was interested in establishing the truth before acting impulsively in the manner he did, he should have played that audio to his UPND Members of Parliament who, for the last four-and-half years, have heard me debate serious national issues on the floor of Parliament, with passion and love for my country, every corner of it and every citizen in it, always seeking the best for our people across the entire country. The Honourable UPND MPs could have told Mr. Mwaliteta straight to his face that the voice in the audio was very far from being mine! They would have told him that I never go “always yapping without substance”. At every point, I speak with facts and passion as I represent the people of Chembe in fulfillment of the mandate and honour they gave me in 2016 to represent them in Parliament and to be their advocate for their development needs as I seek answers to the challenges that face them on a daily basis.
4. Development Chembe since 2016
Today, since independence 56 years ago, the people of Chembe have witnessed unprecedented development delivered by the

They have had schools built and extended; they have a Mini Hospital and other health facilities built, extended or rehabilitated; they have seen communication towers go up getting the entire Constituency connected; they have new markets built in all the Wards giving our mothers decent places to trade from; Chembe has street lights; there is piped running water in addition to numerous boreholes that have been sank in all the Wards to provide safe drinking water and for other household needs. Cooperatives have been created to accelerate economic empowerment and some of these have received livestock such as chickens and goats; school going girls do not miss class anymore because they receive free sanitary pads from their Member of Parliament. The two major roads in the Constituency have been funded by the listening and responsive PF Government. Contractors have moved on site awaiting end of rains to commence major earthworks but minor works and others such as installation of culverts are in progress in readiness for the major earthworks; a new town is under construction with various infrastructure projects at an advanced stage; township roads have been done and continue to be done; electricity has been extended to previously unserved areas off the main road; the people enjoy exciting football tournaments sponsored by their Member of Parliament twice a year for their entertainment, hand washing facilities in schools and markets have been provided by the MP to avert the spread of Covid-19 etc, etc. And all these and others too numerous to mention, in only four-and-half years since I became the first Member of Parliament, the Pathfinder for Chembe. I am proud of my record and need not
have Mr. Mwalitea’s approval or endorsement. 5. The Rush for Chembe So, my dear Mr. Mwaliteta, what are you talking about when you have never even stepped a foot in Chembe? Yes, there are many so-called aspiring candidates wanting to take the mantle from me; it is called democracy and that is the name of the game! However, take time and ask some of these candidates which Primary School in Chembe they went to, who their classmates were, who their parents are and where exactly they lived, who their blood relatives in Chembe are so they can be properly identified! You see, there are those little black-and-white birds we call “tu katyetye mwenda mwalimwa”; those opportunists who only go to fields after the same have been cultivated by someone else. What have these people done for Chembe before this season? Do they know when and how Chembe became a District and later a Constituency and who was behind that? Do they know when and how Chembe Primary School grew to become Chembe Secondary School and who was behind that? Do they know how electricity got to Chembe and who was behind that? Do they know when and how the bridge on the Luapula River on the border with DRC was built and who was behind that? What exactly do they know about Chembe?
6 Prospects for my re-election in Chembe
Adoption is the preserve of the Party I belong to, the Patriotic Front under the leadership of President Edgar Chagwa Lungu. The leadership know what I have done in Chembe as well as my performance in the House and outside at times when my contribution was needed. I am therefore, not working to get adopted, I am working to
deliver on my mandate and leave other issues to those responsible for them to make the necessary decisions when the time comes for them to do so. That is my attitude towards these things and I do not understand why the interest in my adoption from a person who is not even a member of my Party! As regards my prospects for re-election in Chembe if I am adopted, which I am confident will be the case, that is obviously the prerogative of the people of Chembe; they are the arbiters and will chose amongst all the contending parties. I have served them to the best of my ability, against all odds. I may not have done everything the people wanted but development is a process and not an event. Rome was not built in a day and neither can I meet all the people’s needs in one term of service. Nevertheless, I am proud of my record which the people of Chembe can all see with their own eyes. They know what was there before and they can see what is there now and I will tell them what will follow soon according to our vision as a Party and Government; it is for them to choose between reality and fake promises devoid of any evidence. In his usual verbal escapade, driven by his violent disposition for which he is notorious, Mr. Mwaliteta goes on to make wild claims about my attempts to get attention and sympathy from President Lungu and getting none, my hope for a Cabinet position after Bill 10 but not getting one, my engaging in tribal hate speech and anger against Hakainde Hichilema and the Tonga people, my having been rejected by the Chief, blah, blah, blah, ad infinitum.
7. My support for Bill 10
As regards Bill 10 which I indeed fully supported and still do
with no regret at all, I will not attempt to justify my position here as I can write an entire book on the subject elucidating the progressive provisions and benefits to Zambia in the content of the Bill. Needless to say, Mr. Mwaliteta could have obviously been a beneficiary if he had lobbied his Members of Parliament as regards the Grade 12 qualification for Parliament which was in the Bill.
8. Check your facts
If Mr. Mwaliteta had bothered to check his facts he would have at least found out; i. How long I have known President Lungu and my relationship with him and that I could not have been a Member of Parliament on the PF ticket without his blessing; ii. My position on tribalism and tribal hate speech which is on record at Parliament through my debates on the subject; iii. How many Tonga people are part of my immediate family within my household; iv. My relationship with the Chiefs in Chembe, etc, etc. I have decided not to do a favour to Mr. Mwaliteta by giving him answers to these questions but to give him some homework so he can bring his essay with answers within 7 days for marking.
9. Conclusion
Lastly, here is my humble advice to all political actors in Zambia. This is our country; therefore, the development question faces us all in equal measure, opposition and ruling Party alike. I believe that political involvement is a noble calling, a vocation to work for our people so as to improve their welfare and living standards. This is the noble duty and responsibility of every citizen. Let us therefore, build a better Zambia together in
unity, based on our cultural and moral values of mutual respect and peaceful co-existence. This is what has made us the envy, not only of Africa but the whole world. We cannot do that by insults and an insatiable appetite to get power at all costs to the detriment of our country. We can not turn at each other as though we are enemies when in fact not, when we should be holding each other’s hands to address the challenges that face our country and our people. Let political leaders in our country desist the temptation to prey on the artificial differences amongst our people, such as tribe, to advance their narrow political agendas to get power for their self-aggrandizement to massage their overblown egos. Leaders must unequivocally condemn violence and cyber bulling which are showing their ugly faces in our politics. The day the spirit of Ubuntu permeates our body politic and drive the manner in which we conduct our political engagement, will be the day when we shall see real development come to Zambia in a peaceful atmosphere where we are all equal stakeholders and participants in the noble duty of nation building and national development. It will not do to cannibalize our country into little tribal enclaves; we are and must remain; ONE ZAMBIA, ONE NATION. May the Almighty God bless our country and all the peoples that live in it.

THE PF in Southern Province says that the assurance by President Lungu on maintaining law and order during this year's general elections has unsettled the opposition. Panos Executive Director, Vusumuzi Sifile, said radio does not only inform, educate, and entertain, but it also transforms and unites people. He was speaking in Livingstone during the World Radio Day. Mr Sifile said Panos holds radio as a powerful and effective medium for bringing people together, amplifying their voices and supporting them to peacefully coexist and work together to drive development. He said this role is more pronounced for community radio stations, which in most cases provide the only platform through which people engage and debate topical issues. Mr Sifile said community radio stations provide a window through which the communities can express themselves and speak out on issues of concern to them. “In our work with radio stations, we have witnessed the numerous sacrifices that staff , especially those working at community radios,

THE REALITY is that Dr Chakwera has shown time and time again that he lacks the ability to lead Malawi and end corruption. He installed a government that critics called ‘incenstious’, excluded women and included crooks. He later made controversial appointments, including a bloated coterie of advisors and to statutory entities that also excluded women and violated statutory provisions.

ALAWIANS are riding the tide of misplaced outrage once again, which is itself outrageous. Party functionaries, in a bid to divert attention from the real culprit, who is one and at the top, have invaded social media spaces with wild accusations against civil servants as if they’re the ones who approve budgets and direct where money must be spent. The reality is that Dr Chakwera has shown time and time again that he lacks the ability to lead Malawi and end corruption. He installed a government that critics called ‘incenstious’, excluded women and included crooks. He later made controversial appointments, including a bloated coterie of advisors and to statutory entities that also excluded women and violated statutory provisions. About the pandemic, there’s ample evidence proving that the President is singularly responsible for the failure to contain the virus and for using the pandemic to line up the pockets of his party and patronage networks. Let Malawians not fool themselves. You have a government led by a man who is deeply flawed. He has no leadership skills. He has no vision. He has no ambition. He has no standards. He offers nothing but empty talk.
We know this from the following facts: The President neglected the pandemic before he took office and after he took office, even as many commentators were calling for the declaration of a health emergency. The President refused to declare improving healthcare services and ending corruption top priorities of his government. He was the only President traveling around, in reckless disregard of the pandemic. These trips also entailed wasteful expenditure at a time of economic hardship. The message was clear to the public that there was no pandemic to be afraid of. The President failed to familiarise himself with the urgent needs of the hospitals in the time of the pandemic. Had he done so, he would have recognised where the money needed to go and directed it there timeously. When prominent people including ministers started dying, the President made pubic announcements in panick. It was foreseeable that the situation would get out of hand. I know this because I was there at the end of December to beginning of January and visited one of the central hospitals. It was evident then that a tragedy was impending. It could have been avoided by taking simple targeted measures, not a careless spending spree. The public announcements made by the President were attuned to the ears of political supporters rather than to the reality in the ground. The speeches disclosed a clear intention to take advantage of the pandemic to line up peo-
ple’s pockets. There was nothing in the speeches that specified what the government would to to boost capacity to handle Covid admissions and bolster prevention measures. Overly inflated sums of money were spouted with no clear justification.

Neither did the President indicate the proportion that was reserved for the hospitals (especially those facing the largest admission numbers). The government prioritised sending money to district councils among other irrelevant government institutions.
