CLINICAL TRIALS ON IVERMECTIN YET TO START

LINICAL trials on anti-parasitic drug, Ivermectin, in management and treatment of Covid-19 have not yet commenced one month since the Zambia Medicines Regulatory Authority (ZAMRA) gave a go-ahead.

ZAMRA Senior Public Relations Officer, Christabel Mutale Iliamupu, said they were still waiting for the Ministry of Health to commence the trials.

She said it was not the responsibility of ZAMRA to conduct clinical trials but only to monitor and regulate the process.

Efforts to get the Ministry of Health proved futile as

phones went unanswered.

Last month, ZAMRA announced the impending studies to explore the efficacy of Ivermectin for treatment and prevention of Covid-19 in the country.

This was after other countries in the region adopted the use of the parasitic drug for the treatment on compassionate grounds in a controlled-access programme under supervision.

While some medical experts have maintained that the animal drug works well on management and treatment of Covid-19, critics have warned of serious side effects in humans.

Meanwhile, Dr Chanda said contrary to the assertions the country had an effective cold storage chain capacity which was well outlined in the National Vaccine Deployment Plan.

He said Zambia had a functional cold chain system and routine infrastructure utilised for the Expanded Program on Im-

munisation (EPI).

He described the assertions as cheap propaganda.

Dr. Chanda said the country’s cold chain capacity provided for the strengthening of the current infrastructure once the acquisition and deployment of the vaccines were approved by Cabinet.

He said Government was committed to making the necessary strides towards preparations for Covid-19 acquisition and deployment.

Tasila Tembo’s suspected murderer’s trial stalls

By GRACE CHAILELESOETSA TRIAL in the matter in which a Zambia Army officer, Lieutenant Nigel Mwaba is accused of killing Dr Tasila Tembo failed to take off yesterday because his mental assessment report is not ready.

Mwaba 33, is between October 24 and 26, 2020 alleged to have murdered Dr Tembo. But he denied committing the offence.

On February, Mwaba’s lawyers applied that he be taken to Chainama Hospital for assessment of a psychiatric disorder called disruptive impulse control and conduct disorder.

Disruptive impulse control and conduct disorder is a medical condition that causes people to behave angrily or aggressively towards people or property as they have difficulties in controlling their emotions and behaviour.

A LUSAKA businessman has been sentenced to 18 months imprisonment with hard labour for forgery, uttering false documents, and attempting to obtain money by false pretences.

Before Lusaka Chief Resident Magistrate Lameck Mwale yesterday was Ernest Chipalo, 51, of Mtendere East Township.

In the first count, particulars of the offence were that on August 23, 2018, Chipalo forged a Wonderful Industry Company Limited letter of transfer of funds purporting to show that it was genuinely issued and signed by the company when in fact not.

In the second count, the particulars were that on the same date Chipalo uttered a false Wonderful Industry Company Limited letter of transfer of funds in the names of Steven Chipeso to Mutemi Mwelwa.

In the third count, he was charged with forging a Wonderful Industry Company Limited letter of transfer of funds in the name of Mwanja Kakusa by purporting to show that

In his mitigation, Chipalo told the court that he will be an ambassador who will teach others on the importance of following the law.

In sentencing Chipalo, Magistrate Mwale said the convict had pleaded guilty and he is a first offender who deserved lenience.

He said Chipalo has spent considerable time in incarceration and that he has learnt a lesson after which he sentenced him to 18 months on all counts with effect from September 18, 2019.

Zambians swindled K2.5m …by scammers in South Africa THE number of Zambians losing huge sums of money in South Africa has increased with the amount reaching over K2.5 million.

The scam is being peddled through online platforms.

Zambian High Commissioner to South Africa, Jackson Miti, said the mission has in the recent months recorded several complaints of Zambians being scammed in trade=related transactions.

This was according to a statement issued

by First Secretary for Press and Public Relations at the Zambian High Commission to South Africa, Naomi Nyawali.

Major-General Miti said the majority of

victims were being scammed while trying to purchase agricultural implements, vehicle spare parts and home furniture by scammers posing as online suppliers.

“It is important for Zambians wishing to buy goods online from South Africa to verify the authenticity of the companies they are dealing with before making payments,” he said.

Maj-Gen Miti said it was unfortunate that most victims of online scams had reported matters to the Mission after being swindled.

He encouraged Zambians to seek guidance from the mission whenever they plan to purchase anything online from South Africa. – ZANIS.

Kambwili HATEMBO FAMILY HUNT FOR warned MISSING RELATIVES IN CHOMA (From Page 1)

Mr Mumbi, who was the suspended president’s spokesperson, said Mr Kambwili was not eligible to contest in NDC intra party elections.

He was reacting to Mr Kambwili’s plans to subject the opposition party to a convention in an effort to legalise his presidency.

The Joseph AkafumbaNDC faction has expelled Mr Kambwili from the party.

Mr Kambwili is desperately seeking to save his presidency after being at loggerheads with some senior NDC officials over his “illegal” stay at the top.

His recent efforts to sneak in documents that legalise his presidency at the Registrar of Societies hit a snag, and has now announced that NDC would soon hold a convention.

But Mr Mumbi said even if the party was to hold a convention, Mr Kambwili would not be eligible to participate.

“A convict, who only appealed remains a convict and the police cannot uphold his

fingerprints so he is still a criminal and cannot hold public office,” he said.

Mr Mumbi said that his team had been trying to confront Mr Kambwili over his continued acting as NDC president but was in “hiding.”

When contacted, Mr Kambwili who called back through video call said he was at his home in Woodlands and even showed the surrounding.

He said he was only avoiding to engage in any confrontation with the Akafumba faction because they were still serving their 10-day ultimatum in which to show cause why they should not be expelled.

“If we argue with them, no one will know who the true owners of NDC are,” Mr Kambwili said.

Mr Kambwili however warned that once the 10-day ultimatum elapses, he would take legal action against any of the other faction members who would continue presenting themselves as NDC members.

The infighting follows Mr Kambwili’s decision to withdraw NDC from the Opposition Alliance after it changed its name to UPND Alliance.

Police ordered to take UPND cadre, Silwindi to court

THE Kabwe High Court has ordered Zambia Police Service to present alleged UPND sympathiser Tom Silwindi before it on March 17, 2021 and explain why he has not been caused to appear before Court since his detention last month.

This was after Silwindi’s lawyer Clement Andeleki informed the court that the reason why Silwindi has not deposed to the affidavit in support of the application for leave to issue writ of Habeas Corpus are that his whereabouts are unknown.

Mr Andeleki stated in the same application filed on March 5, this year in the Kabwe High Court that Silwindi is held and detained at an unknown location by the Zambia Police Service.

He said that Silwindi until his apprehension on February 28 by the police resided at house no. C 18 Kozo Area Choma.

He said Silwindi was apprehended by an unknown people who later through the Police relations officer informed the nation that he was in their custody at an unknown location.

“That the applicant has since his apprehension and detention not been charged with any criminal offence at an unknown facility. That the detaining authority has not availed the applicant access to his family or his advocates. That the conditions upon which the applicant is held and detained by the authority is unknown,” he stated.

“When we say more money in your pockets we are right.

President Lungu challenged ZARI to research more on crops that

promote mass production such as yams because the government wants to promote food security in the country and will therefore do everything possible to support the agriculture sector.

“The market is everywhere for the farmers. When the farmer produces that crop, I don’t see why that farmer should be poor. What is making us poor is lack of innovation, lack of scientific research and approach to the farming business which is an enlightened one.

DON’T POLITICISE DMMU

THE Disaster Management and Mitigation Union (DMMU) is an important arm of the government that was primarily set up to offer critical services during emergencies.

To ensure that the government is on top of things, the unit was placed under the direct supervision of the country’s Vice President.

But it is surprising that some cynics in the country, particularly from the opposition parties, have continued to cast aspersions on its operations.

It has been there since 1994, long before the ruling Patriotic Front was even formed.

Vice President Inonge Wina is right to tell off people who are politicising the work of the DMMU in helping people who are affected by floods mostly in Lusaka.

As Ms Wina said, the government through DMMU has a responsibility to provide services to its citizens who are affected by various disasters regardless of whether there is an election in the country or not.

After all, that is what the unit was created for in the first place, that it would be there for the people when there is a disaster that entails outside help.

Why should the DMMU be criticised for carrying out its mandate?

Political critics claim that the DMMU is a campaign arm of the ruling Patriotic Front and that it only responds to emergencies in so-called PF strongholds.

But they forget that the DMMU is active throughout the country and is presently helping people to reorganise their lives after experiencing unprecedented rains resulting in floods.

With the country experiencing heavy rains, some parts of the country have suffered from floods and the DMMU has been there on the ground helping out.

Almost all the provinces have been affected, Eastern, Muchinga, Northern, Western, Southern, Copperbelt, Central and Lusaka.

For the Southern Province especially, which has suffered from drought in the last few years, the DMMU stepped in by distributing relief food to the affected villages.

Although this is an election year, the work of the DMMU must not be tied to the political campaigns leading to the August 12 elections.

Ms Wina yesterday toured several townships in Lusaka where residents have been displaced because their houses are under water. She said the government will not allow people to die of floods or any other hazards because the country is going through an election period.

Over 2, 000 households have been affected by floods in Kuku, Misisi and Chawama with 20 families having been relocated. These are vulnerable Zambians who if left alone would be exposed to danger. Their only hope is the DMMU. It is important to remind ourselves about some of the main objectives of the DMMU: • To put in place appropriate preparedness measures in order to manage disasters effectively and efficiently.

• To activate response mechanism for effective and timely search and rescue operations in order to save life and reduce damage to property.

• To put in place measures to restore livelihoods and other life support systems to affected communities.

• To mitigate the disruptive and destructive effects of hazards and all disasters in order to reduce their impact on vulnerable communities, assets and the environment.

Rather than expend energy on non-productive debate, the nation should be talking about improving the operations of the DMMU, particularly funding.

It is a unit that would be there even after August 12, carrying out its mandate.

PND has defended its decision to peg high application fees for members wishing to be adopted on its ticket in the August, 12 general elections.

It said the fees were cost reflective.

UPND spokesperson Cornelius Mweetwa said in an interview that the national currency has lost value and that high application fees were as a result of the deteriorating value of the Kwacha.

He said to understand how the Kwacha has lost its value, one only needed to look at the food needs basket which has skyrocketed to over K8, 500 in the country.

She said he later started tossing from one side of the bed to the other and there were faeces mixed with blood that looked like mincemeat that came out each time he turned.

Ms Syambizi said she was told to go outside and later only saw medical personal trying to resuscitate him.

And few minutes after, she was told Ryan had died.

IRTEL customer base has grown by 16 percent to over 6.8 million as it continues to expand investments in Zambia.

The company continues to expand investments in Zambia resulting in growth in key operating indicators.

This is contained in the Airtel audited results for the twelve-month period ended 31 December 2020.

According to the highlights contained in the financial statements, Airtel customer base as at end of December, last year posted an increment of 16 percent to reach 6.771 million subscribers.

In terms of revenue, Airtel indicated that: “total revenues at K2, 598 million, up by 20.61 percent. Operating profit was at K719 million, up 7.36 percent.

However, the company indicated that on account of the weakening of the Zambian Kwacha against the United States Dollar by 52 percent, there was an adverse impact of exchange losses amounting to negative K768 million, hence the Company incurred a net loss of K341 million At industry level, the total number of mobile telephone subscribers in the fourth quarter of 2020 were estimated to be at 19 million.

FSD Africa chief executive officer, Mark Napier, said he was confident that the green bonds would soon play a critical role in financing the regional’s growth, accelerating the bounce back from Covid-19 and ensuring the recovery was resilient and respectful of the environment.

“FSD Africa is excited to be extending its technical support for green bonds to the SADC region and we are grateful to COSSE for the partnership.

“In recent years, SADC countries have experienced extreme climate-related challenges including drought and cyclones. Green bonds can be an excellent way to channel SADC significant capital resources into job-creating projects that can help pivot the region towards a low-carbon economy and protect it from environmental shocks,” Mr Napier said.

United Kingdom (UK) minister for Africa James Duddridge said climate change was the most important challenge facing the future generations and ahead of COP26, the partnership with African nations are building resilience, and driving clean growth.

“This landmark agreement will increase access to green finance, create jobs and help support a sustainable recovery from Covid-19 to deliver for those on the forefront of the climate crisis and our planet,” Mr Duddridge said.

CoSSE chairperson Thapelo Tsheole said the organisation was pleased to consistently deliver its objective to encourage the transfer of securities market intellectual capital and technical expertise of member countries of CoSSE.

Invest back home, Zambians in diaspora urged

Mr Mulenga stressed that inclusive growth and sustainable development in Zambia could only be genuinely driven by Zambians.

He said this during the virtual “Doing Business in Zambia” with Zambian diaspora in Australia.

“The Zambian Diaspora is therefore, encouraged to pool and channel resources into numerous investment opportunities that will create wealth generation and employment creation aimed at reducing poverty in the country.

“Whereas we understand that Foreign Direct Investment from outside the continent has continued to be important for uplifting lives in Zambia, we are of the considered view that the Zambian Diaspora needs to lead the way by ploughing back home their realized wealth and earnings,” Mr Mulenga said.

Mr Mulenga indicated that Government recognised the value of its nationals in the Diaspora as important partners to national

development.

In that regard, he said, Government had developed the Diaspora Policy aimed at creating an effective framework for engaging the Zambian Diaspora.

Government, he said, had embarked on a massive investment agenda in infrastructure projects such as roads, railway systems and airports.

Mr Mulenga said Government had also opened the energy sector to attract credible

investment in the creation of a sustainable energy mix which did not solely rely on hydro capacities, but also harnessed other sources of renewable energy such as solar and wind potential.

He said Government had continued to implement positive and forward-looking economic and investment climate policies.

He indicated that these included the fiscal relief and stimulus packages to local enterprises, aimed at creating an enabling business environment for economic recovery and positive economic growth.

Mr Mulenga explained that all these efforts were meant to assist companies survive the wrath caused by the Covid-19 pandemic.

“Government is committed to the creation and sustenance of an enabling environment that supports private sector investment, as evidenced by promotion of a market led economy, lack of foreign exchange controls and 100 percent private ownership of business, among others,” he said.

MTN UNVEILS NEW GROWTH STRATEGY …as it plots to take over Africa

OHANNESBURG - Mobile telecommunications group MTN, which is plotting to exit markets outside the African continent, has now embarked on a plan of separating its infrastructure assets business as it looks to enhance growth through streamlined operations.

CEO Ralph Mupita said on Wednesday that fibre and fintech were some of the businesses that would be structurally separated to attract third-party capital and partnerships over the medium term, in what has been

termed "Ambition 2025."

"We already have 85, 000km of fibre and we believe that there is significant investment required and we would look to attract third-party capital," he said.

With over 46 million subscribers, Mupita described the company's fintech division as a "scale business" and MTN forecasts that subscriber numbers will hit 100 million over the next five years, making it attractive investment to players in the tech sector.

"This is a scale business that can sit in its own struc-

ture, separated from the GSM (Global System for Mobile Communications) business. Where it makes sense, we are seeking to structurally separate and create these businesses as separate vehicles for investors participate in."

MTN plans to invest approximately R29.1 billion in its network, fintech and digital services platforms in 2021, in support of its 2025 ambition.

Minister cracks down on Eskom, Sasol over pollution JOHANNESBURG - Eskom and Sasol, South Africa’s two biggest polluters, must comply with emission limits even if it costs them tens of billions of rand, Environment Minister Barbara Creecy said.

The companies, which use coal to produce electricity and gasoline respectively, have sought to avoid installing so-called flue-gas desulfurisation, or FGD, units at their facilities to reduce sulfur dioxide pollution because of the cost.

That’s unacceptable, said Creecy. Eskom says the cost of installing FGD at a single power plant, Medupi, is R42 billion.

“I have told both Eskom and Sasol, personally, that I expect them to meet the minimum air-quality standards. How they do it is their business but it is my expectation that they do it,” Creecy, 62, said in an interview last week. “My job is enforcement of standards, their job is compliance.”

Creecy has ordered the idling of generation units at state-owned Eskom’s Kendal power plant and the filing of a criminal case against the utility because it misled an air-quality regulator. South Africa is the world’s 12th-biggest source of greenhouse gases and relies on coal for almost all its power generation. Eskom has 15 coal-fired plants.

Environmental activists say the poor air quality in the vicinity of Eskom’s and Sasol’s plants is a violation of South Africans’ constitutional rights and kills as many as 2, 000 people a year.

They have dragged Creecy into a court battle to ensure the problem is rectified. The minister concedes that pollution is a problem.

EU renews interest in stalled trade deal NAIROBI - The European Union (EU) is looking to revive the stalled multilateral trade talks between the 28-member economic bloc and the East African Community (EAC).

This comes in the wake of renewed investor interest in Kenya, with the United Kingdom and the United States, keen to establish a trade deal to serve as a gateway to the region.

The European Council president Charles Michel on Tuesday met President Uhuru Kenyatta at State House Nairobi, where he expressed the EU’s willingness to conclude trade talks that are in progress between the two regions.

“Our goal is to strengthen the cooperation between the EU and Kenya. I

At the centre of the contention between Member States was the fact that Kenya was classified as a developing economy after rebasing its growth figures in 2014 with the rest classified as least developed nations (LDCs).

Confidence levels in 'negative terrain' for first quarter of 2021 JOHANNESBURG - Business confidence levels during the first quarter of 2021 were in "net negative terrain," demonstrating the fragility of South Africa's economic recovery, a survey shows.

of 2021 was released on Wednesday. It declined from 40 to 35 points - below the 50-neutral mark.

Seven out of ten senior executives indicated their dissatisfaction with the prevailing business conditions, the report read.

The retail sector suffered the biggest decline – falling from the 50 to 37.

Among the contributing factors to the drop include "lingering" disappointment with Black Friday

and festive sales, as well as weak sales volumes especially for durable goods.

VER a number of years, there has been a number of bloggers (mostly disguised as anonymous), social media has been abused, peddling lies, maligning others, discrediting, demeaning others as well as outright insults on the innocent people who may not have an opportunity to defend themselves.

This chronic social problem is likely to be worse as we count down to the August 12, 2021, general elections.

The necessity to enact the Cyber Security Bill into law was a national emergency that needed the patriotic Members of Parliament to proactively respond to.

This was a national issue which needed all parliamentarians to unanimously support the progressive legislations without attaching partisan lenses.

Moreover, regulating the cyber space has been a global response toward the unwanted social media irresponsible behaviour. It was therefore necessary that the human veil behind the keyboard voicing on the cyber space is used as a vessel of communicating ideas rather than a sword.

It is therefore regretted that the UPND parliamentarians can stray away to undermine the importance of the social ills the bill seeks to repel and propose deletion of important

In the interest of fair play towards the adoption process ahead of the August 12 general elections, and to avoid divisions and confusion, it was correct to ask anyone holding any party position to relinquish their posts if they are to contest as Members of Parliament before the adoption process starts.

It does not make sense for a provincial chairperson whilst holding office to aspire as MP for a constituency of their choice when they are expected to mobilise a province in readiness for the general elections.

Provincial chairpersons aspiring for leadership po-

sitions at constituency level did not just exhibit high and threatening levels of greed and selfishness but poor judgement, a situation that could have been costly to the party and President Lungu ahead of the elections.

Leaving provincial chairpersons to aspire for parliamentary seats would have meant them concentrating in their areas of interests in terms of constituency at the expense of the entire province thereby directly disadvantaging the PF and President Lungu.

People should learn to be content with what they have been blessed with and allow others to take up other roles.

I also appeal to President Lungu to take keen interest and give direction on the Lusaka Province elections because clearly if taken lightly, they will be a recipe for confusion and divisions which may spread to other provinces and produce devastating political consequences ahead of the elections.

Inept ministers hindering country’s development Dear Editor, I WRITE to explain about the detriment of having some cabinet ministers who are complacent and lack abilities to explain Government policies.

It is a well-known fact that cabinet ministers are politicians who have the agenda of monitoring the vision and agenda of the political party in power.

However, the Permanent Secretary is put as head of the ministry and sit at the helm of making policies. When it comes to explaining, interacting, mingling, articulating and implementing the policies of the government, ministers always come in the lime light.

Unfortunately, in our country we are faced with a challenge of having cabinet ministers who are not conversant with the policies made by Government ministries. Not only are they behind with some salient policies and issues, but also lack abilities and skills to articulate fully to the people.

Not long ago, we witnessed a very good bill flopping before parliament due to failure on the part of some law makers and selected ministers explaining to others the contents of the Bill.

The Patriotic Front government has accomplished a lot in their last 10 years in office since 2011 when they ascended to power. They have scored

massively in different areas.

Similarly, the government is struggling with numerous challenges and the situation unfortunately is causing panic in our nation. The role of ministers is to explain to the people about measures the government is undertaking to ease their sufferings.

In football, a goal keeper is always vulnerable when the defence is not playing its role. Similarly the President becomes vulnerable and defenceless once he surrounds himself with ministers who are unable to represent him effectively.

I wish to reiterate the need for our ministers to embrace a sense of urgency and become more proactive. We need to see ministers engaging people on various issues.

We do not want to be missing the calibre of some former leaders like late President Michael Sata who left a legacy of industriousness.

Ministers must not just be enjoying the comfort of their air-conditioned offices. Ministers must be brave and aggressive in carrying out the mandate given to them.

We need to see more of the ministers like Dr Jonas Chanda, Mr Stephen Kampyongo and Mr Mutotwe Kafwaya. Our ministers must be action oriented and should be known as people's voices.

ZESCO to connect Shangombo to national grid ZAMBIA Electricity Supply Corporation (ZESCO) says it is in the process of connecting Shangombo and other areas in Western Province to the national electricity grid.

ZESCO Senior Manager for Enterprise Risk Management, Elenestina Mwelwa says Shangombo and other districts which are currently using thermo power will be connected to the grid under the Sesheke, MonguShangombo Transmission project.

Dr Mwelwa said government recognizes the need for increasing the rural and peri-urban access to electricity as a strategy for poverty reduction.

Dr Mwelwa was speaking during a consultation meeting with members of the District Development Coordinating Committee (DDCC) in Nalolo District.

She said the project is aimed at increasing access to electricity services, improved efficiency, quality of electricity transmission and distribution system supply in Sioma, Senanga, Nalolo, Mongu, Limulunga, Sesheke and Shangombo districts.

And Western Province, ZESCO Regional Manager, Sylvester Chumanya said the scope of the project will include electrifying institutions such as schools, health centres and other government offices.

Mr Chumanya said the project will enable the Corporation connect more customers and bring more development in the region.

Meanwhile, Nalolo Acting District Commissioner, Inambao Mwiya commended ZESCO for coming up with a good initiative that will connect power to the rural parts of Nalolo District.-ZANIS

Don’t be used for evil, Lubusha advises youths

Mr Lubusha urged young people to avoid politicians and civil society organizations with hidden agendas.

He warned that that some politicians were in the habit of using youths for violent activities while their own children were busy with productive things.

Mr Lubusha advised the youths to reject individuals who want to use them for their selfish gain.

He said young people with political ambitions should work with politicians that want to build and not destroy their lives.

Mr Lubusha said there was nothing wrong with youths having political ambitions but that they should be wary of the people they associate with.

“There are some politicians

who want to take advantage of other people’s children by sponsoring them to do evil activities like violence.

They can not allow their own children to do what the sponsored youths do, this is very bad and that’s why I am asking the youths to reflect on this as they celebrate Youth Day,” he said.

CBU COVID-19 CASES HIT 205

HE Copperbelt University (CBU) has so far recorded the accumulative number or 205 Covid-19 positive cases.

The institution recorded the recent case on Wednesday this week, which is reported to be stable.

In January this year, CBU had switched to online learning for a period of about two weeks.

The university said the uncertainty surrounding the Covid-19 spread and impact demanded that the plans be flexible enough to respond to the disease risk in real time.

CBU Deputy Vice Chancellor, Paul Chisami, said 449 members of staff had so far been tested.

Professor Chisami said the institution had six active cases, stating that a total of 197 patients had so far been discharged.

"We are however complying to all the covid-19 protocols issued by the health authorities. We have also received quiet a number of face masks from the DMMU and the ministry of health that we have been making use of," he said.

Meanwhile, CBU Dean of students, Stylish Magida, maintained that accommodation challenges at the MINISTER of National Guidance and Religious Affairs, Godfridah Sumaili, has called on the church, religious and faith-based organisations to apply for the COVID-19 empowerment fund government has rolled out.

Reverend Sumaili said Government appreciated the role the church and its partners played in alleviating the suffering of the communities.

NON-GOVERNMENTAL organizations (NGOs) should come on board and empower women that are aspiring for adoption in the coming general elections, says Patriotic Front (PF) aspiring candidate.

Thabiso Mizinga said institutions such as the Non-Government Coordinating Council (NGOCC) should support women that had shown interest to participate in the governance of the country at an initial stage of applications for adoption.

Ms Mizinga said in an interview that there were so many capable women that wanted to participate in the general elections as councillors, mayors, and Members of Parliament but had failed to submit their application due to financial constraints.

She stated that the women in most cases had missed the opportunity to take their positions in decisionmaking because they were not financially empowered. ”I am appealing to NGOs that support women in politics like the NGOCC and Women’s Lobby to come on board even at this time of applications so that more could stand a chance of being adopted,” she said.

Meanwhile, Ms Mizinga has condemned the tendency by some aspiring male candidates of dishing out money to electorate during meetings.

She said politics was not about dishing out money but being able to sell the developmental agenda to the electorate.

Ms Mizinga said adoptions should be on merit and not in the financial status of these aspiring to be adopted.

THE Esther Lungu Foundation Trust has donated farming inputs comprising fertilizer and maize seeds for winter farming to eight women cooperatives in Luangwa.

Women in Luangwa cultivate an average of 500 hectares during winter farming.

The Foundation donated the maize seeds and fertilizer to prepare for the winter farming season as Luangwa has already experienced flash floods, which have destroyed crops.

Foundation Trust Programmes Coordinator, Mildred Chuumbwe, Chief Mphuka and Luangwa District Commissioner Julius Sikasote handed over the inputs to the women.

HE number of female politicians showing interest for adoptions in the August 12 general elections is encouraging, Women for Change (WfC) has said.

Women for Change is an organisation that works to build the capacity of rural communities especially women and girls to achieve sustainable development.

WfC Executive Director, Lumba Siyanga, has since urged other advocates to keep on calling on political parties in the country to adopt, support and embrace more women ahead of the elections.

Ms Siyanga said it was important that the Patriotic Front (PF) and the opposition United Party for National Development (UPND) embraced women to send a good example to other political parties that were emerging.

STATEMENT BY HIS EXCELLENCY MR RUPIAH BWEZANI BANDA FOURTH REPUBLICAN PRESIDENT OF ZAMBIA ON HIS HEALTH STATUS ollowing the first time I addressed the nation when I informed you that I had been diagnosed with cancer of the Colon, I wish to update you all on the events that followed.

From the outset I wish to first and foremost thank our creator and all mighty God for his continuous love, guidance, grace and for watching over me all the time.

After I was diagnosed with the cancer, I was seen by a group of hard working and dedicated medical personnel who decided that I will be put on 12 cycles of chemotherapy. It was a tough journey for me but knowing that my family, friends and the entire nation were there praying for my recovery gave me the added strength to persevere and fight through and complete the treatment as prescribed.

I have successfully completed my 12 cycles of chemotherapy and I am feeling much stronger and better. I continue to be reviewed by my team of doctors and they will tell me the way forward.

At present I am enjoying the freedom from the dreaded

side effects of the drugs and the hospitals.

I wish to take this opportunity to thank His Excellency the President and my brother, Mr Edgar Chagwa Lungu and Madam First Lady Mrs Esther Lungu for their never-ending support and prayers. I and my family have gone through a lot in the last 12 months and without them by my side this battle would have been next to impossible. I remain forever indebted to them too.

I stand with all cancer patients in Zambia as I know what it takes to fight this ugly disease. My prayers and best wishes go out to you all. I have pledged to work hard within my abilities to see how I can request the Government

and the private sector to find ways to fund and improve the access to the much needed chemotherapeutic drugs for the treatment of all forms of cancer and also the advanced diagnostic equipment like PET scan. Even from my hospital bed this had been the one thought that continued to cross my mind.

In this regard I earnestly appeal to the corporate world to join me in creating a platform where we can together generate funds through donations and fundraising ventures to help patient’s access the much needed care for their cancers. Together we can achieve a lot.

As I conclude I wish to urge each and every one of you to take screening for different cancers very seriously. We have many hospitals both public and private in Zambia that can screen for these cancers. With the coming of the National Health Insurance under NHIMA and the enrolling of many public and now am told private health care providers too, these screening services can be widely accessed. Of note are breast cancer which

requires self-awareness and examination and screening radiological and blood testing, cervical cancer which requires a PAP smear, Prostate cancer which requires a blood test and examination by medical personnel, Colon cancer which requires a colonoscopy and many other cancers that may be screened for. This early detection allows the medical personnel time to intervene quickly and help you with even total elimination of the illness.

In these times of the COVID

19 pandemic I urge you all to follow the public health guidelines of wearing a mask appropriately and always, washing your hands with soap and running water, use an alcohol based hand sanitizer, practice social distancing and avoid large gatherings so that we may safe guard the lives of the elderly and vulnerable citizens with underlying illness like cancer and others.

NORTHWEST CHIEFS SALUTE NYIMBA Solwezi’s Mushitala

Bridge project stalls

THE traditional leadership in Mushindamo district in North Western province has praised Nyimba Investments for timely delivery of inputs in the previous farming season.

Senior chief Mujimanzovo of the Kaonde said Nyimba had performed well during the 2019/20 season.

He said the same performance should be replicated during the 2020/21 season so that the area could continue recording bumper harvests.

The senior chief said this at his palace yesterday when Nyimba Investments officials led by Willings Mulendema paid a courtesy call on him.

“I must emphasise that Nyimba you performed very well in the last season. The distribution of inputs was done very early and if there will be any failure in terms of the harvest it will not be that inputs were delivered late. We are very grateful with your good performance,” he said The traditional leader said in the 2019/20 season, Nyimba was able to complete supplying by November.

This, he said, gave chance to farmers to plant early and be able to record a better yield. He said the good works exhibited during the 2019/20 should be replicated during the 2020/21 season.

Senior chief Mujimanzovu said he was happy that Nyimba has commenced the procuring of inputs for the 2020/21 season. Nyimba assured the traditional leader that the inputs were currently in the main warehouse in Lusaka in readiness for the distribution to various parts of the country.

He said it was important that inputs for this season were procured early so as to enable farmers to plan in advance on conservation farming. Additionally, he said the early delivery would give chance to farmers to prepare for irrigation farming.

“We are happy to note that inputs for this season have already arrived and this will give farmers time to

focus on irrigation. As farmers we are you clients and the earlier you bring the inputs the better,” he said.

And Mr Mulendema said Nyimba has started distributing inputs early so as to enable farmers to plant in good time. He said once the farmers have harvested, Nyimba plans to procure maize from them so as to run its milling plants in Lusaka.

He said the company has so far procured over 50,000 metric tonnes of fertiliser in readiness for distributions to other parts of the country. He said the Nyimba would start distributing inputs in the chiefdom before the end of the month and anticipates June as the deadline for the entire province to access fertiliser.

Construction of the Mushitala Kimasala bridge in Solwezi has stalled.

The development has incensed Special Assistant to the President for Projects Monitoring and Implementation, Andrew Chellah.

Mr Chellah said he was shoched to learn that the K7.5 million project whose works was commissioned by vice president Inonge Wina on January 2016 had stalled for over five years due to lack of funding.

He said because of the period which has elapsed, the cost for the bridge has gone up to about K10 million.

Mr Chellah said he was shocked because he did not expect a critical bridge of that nature to take long in completion.

“I am very shocked to learn about this delayed project, however, my office will engage the Ministry of Finance, Ministry of Infrastructure and Housing Development and Road Development Agency (RDA) to ensure funding is secured to complete the works on the Bridge once the rainy season is over,” he said.

And North-Western Province RDA regional manager, Manda Ndabane, said works on the project had stalled due to lack of funding.

He said that about K10 million was now needed to complete works on the bridge which was being implemented by RDA. “The reason why the project has stalled is because we had issues to do with funding,” he said.

Mr Ndabane however indicated that once funds are made available, the works on the bridge will be completed within five months.

LOBALLY, road traffic injuries are the leading cause of death for road users aged between 5-29 years.

Recent analysis by the World Health Organisation (WHO) suggests that the burden is still on the rise and efforts to address the problem should be accelerated at global and national level.

As a concrete expression of this energy and enthusiasm, we have seen a number of United Nations General Assembly resolutions as well as a World Health Assembly resolution urging countries to take further action to curb this escalating epidemic.

The 2020 road traffic accident statistics indicate that 185 children died from road traffic crashes, 433 were seriously injured and 646 were slightly injured. Most young people killed in road crashes are vulnerable road users – pedestrians, cyclists, motorcyclists and passengers of public transport.

A combination of physical and developmental immaturity among children, and inexperience and youth-related lifestyles further increase the risk of young road users – particularly males – to road traffic collisions.

A number of factors increase the likelihood of road traffic injuries occurring, not only among young people, but also in the general population. These include speed, lack of helmet use, lack of seat-belt and child restraint use, drinking and driving, and lack of conspicuity.

As we celebrate the youth, we highlight effective road safety measures the country is putting in place to protect children and young people from road traffic deaths and injuries.

These include those which benefit road users of all ages and those which specifically target young people, such as using child restraints, enhancing infrastructure around schools, road safety education in schools and mandatory mentorship licensing programmes for young graduating drivers.

Legislation on Seatbelt, Child restraints and helmets The Road Traffic Act No. 11 of 2002 is clear about front seat passengers and children of a certain height using seat belts as well as those below 10 years old not occupying front seats. It is also mandatory for all vehicle occupants to use seat belts and for children to use child restraints.

Further, the law stipulates that all motor cycle riders and their passenger’s should wear protective helmets.

Presently, the compliance levels for use of helmets by motorcycle riders and their passengers is over 95 percent.

However, the Road Traffic Act No. 11 of 2002 has been subjected to a review process to propose for cyclists and their passengers to be required to wear appropriate helmets.

Enhancing infrastructure around schools A sustainable transport system is one that provides mobility and accessibility to all residents in a safe and environmentally friendly manner. In the case of a child, particularly for school going children, the need for enhancing road safety infrastructure, reinforced by speed regulation around schools is paramount in enhancing child road safety.

This in turn has resulted in new infrastructure being built around schools, an ini-

tiative that the RTSA with the Zambia Road Safety Trust (ZRST), and other road safety stakeholders are championing. This entitles segregated road space between non-motorised and motorised traffic, so that each group has enough space on the transport network.

To underline the need for proactive speed management around schools, Government through the Minister of Transport and Communication issued Statutory Instrument No. 7 of 2020 which reduced the speed limits to 30 km/h for all school zone areas in the country.

Call for action We call to action all road safety stakeholders to think about young road users when driving on the road, think about young road users when designing and building roads and think about young road users when planning and implementing road safety programmes.

We also hope that this message will inspire young adults to encourage their peers and friends to make responsible decisions when taking to the roads and become activists for road safety and create movements that will champion road safety for young people.

The future of a country is its young people. We cannot afford to lose our children to road traffic crashes. When planning road safety initiatives, there is need to recognise more children’s vulnerabilities as well as their inexperience, developmental needs and exuberance for life.

Road traffic crashes are not “accidents.” We need to challenge the notion that road traffic crashes are unavoidable and make room for a pro-active, preventive approach to reducing death on our roads. Doing so is our best route to better road safety.
