Over 3m circumcised - minister By OLIVER SAMBOKO OVER three million Zambians have been circumcised under the Government implemented Voluntary Medical Male Circumcision (VMMC) programme, Health Minister Jonas Chanda has said. Dr. Chanda said this in a speech read by Ministry of Health Permanent SecretaryTechnical Services, Kennedy Malama during the virtual launch of the VMMC National Operation Plan 2021-2025. He said the circumcision programme has resulted in the country averting over 26, 000 new HIV infections since its inception in 2007. Dr Chanda reiterated Government’s commitment towards the reduction of HIV/ AIDS disease burden, through the implementation of various

prevention interventions such as VMMC. He said Government through his ministry, and working in partnership with different stakeholders has since developed the 2021-2025 VMMC National Operation Plan aimed at circumcising another three million males by 2025. And Senior Chief Madzimawe of the Ngoni of Eastern Province has commended Government’s efforts in the fight against HIV/AIDS through the VMMC exercise. He said Government should continue engaging with traditional leaders as it rolls out VMMC across the country.

Kambwili’s $160, 000 stolen money: suspect withdraws release contest By GRACE CHAILE-LESOETSA STACY Jones, the woman accused of stealing US$160, 000 from National Democratic Congress leader Chishimba Kamwili’s home last December, has withdrawn an application for habeas corpus. In this matter, Jones, who is a friend of Mr Kambwili’s daughter, Chanda, was demanding to be released from detention as no charges were levelled against her and cited the Attorney General as the respondent. However, Jones on Tuesday filed in the Lusaka High Court a notice of withdrawal of writ of habeas corpus ad subjiciendum. “Take notice that the applicant hereby withdraws her application dated 2nd February, 2021, in the above mentioned cause number,” read the notice. According to an affidavit in support of summons for writ of habeas corpus filed in the Lusaka High Court on Tuesday, Jones stated that on January 26, 2021, she was picked up in Ndola by police officers from Chilenje Police Station and was being held at Godfrey Miyanda Police Post in Lusaka. The plaintiff said that initially the police were withholding information regarding her whereabouts from the family, and only until her lawyers sought information from higher officials at Zambia Police Service headquarters,. Jones alleged that other suspects that were being questioned in relation to the same matter had not been arrested but simply taken for questioning and released thereafter.

‘M’MEMBE HAS NO MORAL RIGHT TO COMMENT ON NATIONAL ISSUES’ By NOEL IYOMBWA

F

RED M’membe has no moral right to comment on matters of national concerns because he has a baggage of atrocities he needs to explain to the nation, New Congress Party president Peter Chanda has said. Mr Chanda said the Socialist Party leader still has to explain his role in the K15 million Zambian Airways loan debacle and his tax evasion case before commenting on national matters. He said it was hypocritical for Mr M’membe to behave like a saint when he was carrying a baggage of dirty linen on his back. Mr Chanda was reacting to Mr M’membe’s sentiments

that Zambians should forgive Catholic priest Father Lastone Lupupa over remarks he made during a homily two weeks ago. Mr. Chanda said that Mr M’membe was trying to show the people he can save the nation when he was

on record as the person who failed to pay tax despite making a lot of money. He said there was nothing in what Father Lupupa said and never mentioned names in his sentiment. Mr. Chanda noted that Father Lupupa was only

Probe HH land acquisition By OLIVER SAMBOKO

A FULLY-FLEDGED investigation into the alleged fraudulent acquisition of large parcels of land by UPND president Hakainde Hichilema should be instituted so that the matter can be settled once and for all, the Zambia Republican Party has demanded. ZRP president Wright Musoma said the serious allegations of fraudulent acquisition of land in different parts of the country, against Mr Hichilema by FDD president Edith Nawakwi and other citizens were of great concern to many Zambians especially that he is a contender in the forthcoming presidential elections. He said by failing to fully investigate Mr Hichilem on issues of land despite many citizens complaining of having been displaced from their

land by the opposition leader, the PF government was telling the people that he was untouchable. Mr Musoma said the PF government should put the interests of the people above anything by ensuring that all matters pertaining to the suspicious acquisition of land by Mr Hichilema are probed. He said apart from the alleged land scandals in Kalomo, Mr Hichilema has a pending land dispute with villagers in Ngabo area in Namwala where has fenced off a communal grazing land after he acquired the land in unclear circumstances. He said as a person who has given himself for election as republican president, Mr Hichilema was no ordinary person and therefore his hands should be clean before he can run for the presidency. Mr Musoma said secondly,

Mr Hichilema has been calling President Edgar Lungu and his administration very corrupt when he himself has not clearly explained how he managed to acquire riches within a short time following his engagement in the privatisation of state enterprises. He said since Mr Hichilema has also been challenging these people with evidence against him to come forward, this can only be possible through a court process where all those with information pertaining to the allegations will be given an opportunity to explain what they know about the issue.

campaign and are available to partner with off-takers. ZNFU is confident that producers are capable of expanding production because there are examples where this has happened such as the wheat industry where import substitution has happened,” said Mr Kaleyi. Mr Kaleyi implored the Ministry of Agriculture to remain resolute in its policy implementation and not to

be swayed in any way because regulation of imported agriculture products should go beyond onions and potatoes to include all commodities which had comparative advantage to produce. He said all farmers needed were the right policy incentives and a conducive business environment to attain the realization of the potential that exists but on paper.

giving guidance how God prepares leaders. He stated that the statement by the Catholic priest was a prophetic message from God. “When a man of God is preaching he gets instructions from God, so there was no need for him to apologise. “Mr. M’membe should not gain political mileage by entangling the issue of Father Lupupa. He is trying to show that he can save Zambia when he is on record for failing to pay tax which resulted in the closing of the Post Newspaper,” he said. He observed that the only mistake that Father Lupupa made was to use the word rigging otherwise he was not out of context and that people should not misunderstand him.

Kambwili, HH CLINICAL TRIALS TO START FOR USE running mate? OF IVERMECTIN TO TREAT COVID19 (From page 1)

(From page 1)

Sources close to the talks revealed that contentious issues that created a rift had now been resolved and that the outcome and proposed agreement would be subject of discussion at then UPND general meeting scheduled for Saturday February 14. It is also expected former Catholic Archbishop Telesphore Mpundu and Bishop Mambo will attend the meeting tomorrow to give confidence and serve as witnesses to substantive issues that have proved divisive before. Concerns have however been raised within the UPND that the raft of corruption, abuse of office and forgery charges to which Mr. Kambwili has been subjected may yet prove deleterious to the pact. Mr Hichilema was however being persuaded by some senior member of the party to agree to proposals advanced by Mr Kambwili as a holding measure in the run up to elections. Among the conditions reportedly demanded by Mr Kambwili, was a rebranding of the alliance to UPNDC to reflect the equal weight and status of the partners to remove an impression of inferiority for his party. There are speculation that Mr. Kambwili may be offered the running mate position. Last week Mr. Kambwili confirmed that his party was in talks for a pact with the UPND but refused to disclose details of the substantive issues on which the parties could not agree.

We won’t reduce mealie meal prices, say millers By SENIYA BANDA MEALIE-MEAL prices will not reduce despite the grain traders and farmers offloading maize on the market, the Millers Association of Zambia (MAZ) has said. Recently, the Grain Traders Association of Zambia (GTAZ) and farmers offloaded maize on the open market to cushion the shortage of the commodity which resulted into high mealie meal prices. MAZ President Andrew Chintala said offloading maize on the market would not translate in any reduction of mealie meal prices as the produce was being offered at a high price. “We have seen now that farmers and grain traders have started offloading maize on the market, we are hopeful that the move will stabilise supply of the commodity. However, let me be quick to mention that the current supply of maize on the market will not result in any reduction in mealie meal prices.” he said. Mr Chintala however indicated that MAZ was doing everything possible to ensure that the prices of mealie meal remained stable on the market. “In the past months, we have seen the price of mealie meal has stabilised on the market. We are ensuring that price of the commodity remain stable despite the price of maize on the market being high,” he said. Meanwhile, Mr Chintala indicated that demand for mealie meal has remained low for the past five months. “The demand for mealie meal on the market has remained at about 60 percent. However, we are hopeful that

Mr Chintala the demand will increase with time,” he said. Mr Chintala has supported the call by the GTAZ to allow for the exportation of maize to neighbouring countries. He said the country has sufficient maize for both consumption and commercial basis. “We are aware that our colleagues the grain traders have written to the Ministry of Agriculture over intention to export maize to neighbouring countries. We want to urge Government to allow them to export as the country has sufficient maize,” he said. But the National Small-Scale Farmers Union of Zambia has advised Government against allowing the export of maize to neighbouring countries. The union’s president, Mr Ebony Loloji said Government should carry out an assessment to ascertain whether the country was ready for exportation or not. Mr Loloji said the current 2.1 million tonnes in stock was not sufficient to allow for the exportation of maize.

A statement from the Medicines Regulatory Authority (ZAMRA) has allowed clinical trials to study the efficacy of the drug which is already under study in neighbouring Zimbabwe and other countries overseas. Zimbabwe has already approved the mass importation of the veterinary anti-parasitic drug for treatment of COVID 19 patients. This follows that country’s Ministry of Health directive to the Medicines Control Authority of Zimbabwe (MCAZ) to approve the use of Ivermectin in the treatment of COVID-19. ZAMRA Senior Public relations Officer Christabel

Ms Iliamupu Mutale Iliamupu said in a statement that the decision to undertake the study comes after the continued monitoring of developments by ZAMRA regarding the use of Ivermectin for the treatment and prevention of COVID-19

Crack entire cartel of corrupt ZRA officials, ACC urged By KETRA KALUNGA THE Anti-Corruption Commission (ACC) should quickly move in and smash the entire cartel at the Zambia Revenue Authority (ZRA) involving some officials who have been ripping off taxpayers claiming Value Added Tax (VAT) by charging 15 percent of all refunds, says the Inter-Africa Governance Network (AFRINET). AFRINET Executive Director Maurice Malambo said the law enforcement agency should not just end at investigating and prosecuting those who have been reported but should get down to the bottom of this matter. Mr. Malambo said in an interview that all those involved in the syndicate should be fished out because it was possible that the scheme could have been going on for some time hence the need for further investigations. He said it makes sad reading that officers at an institution responsible for collecting taxes would involve themselves in corrupt dealings.

adopted by some countries in the SADC region. She said the Authority has noted the position adopted by some countries within the region to allow for use of ivermectin in a controlledaccess program under supervision. “The Zambia Medicines Regulatory Authority (ZAMRA) wishes to inform members of the public that the Authority has continued monitoring developments regarding use of Ivermectin for the treatment and prevention of COVID-19. ZAMRA has noted the position adopted by some countries within the region to allow for use of ivermectin for prevention and treatment of COVID-19 on compassionate

“From our perspective, we are convinced that the scheme could have been going on for some time and so far, those that have been arrested and reported to the police might not be the only ones, hence the need to carry out further investigations,” he said. And Mr. Malambo has commended the ZRA Commissioner General, Mr Kingsley Chanda for his courageous stance and zero tolerance for corruption. He has urged other institutions to emulate his style of leadership which aims to promote accountability and transparency in the operations of ZRA. “This is not the first time that Mr. Chanda is getting rid of bad elements, he has generated a great deal of accountability and transparency, other institutions should emulate his style of leadership of zero tolerance to the corruption that he has exhibited,” he said. Mr. Malambo has also advised public servants to learn from the happenings at ZRA that the long arm of the law would not spare them if found wanting. During an investigation carried out by the Daily Nation following complaints of unfair treatment in the VAT refund system, it was found that some ZRA officers had been taking advantage of their positions to solicit bribes from taxpayers seeking VAT refunds. The culprits were getting money from desperate taxpayers by promising to expedite their payments and by throwing in the name of the Commissioner-General as the person seeking the payment.

grounds in a controlled-access program under supervision,” she said. Ms Iliamupu said in view of inadequate clinical evidence on the efficacy of Ivermectin for treatment and prevention of COVID-19, the Authority will explore the efficacy of ivermectin for treatment and prevention of COVID-19 before coming up with an informed decision. Mrs Iluamupu also said the ZAMRA will continue to support researchers who intend to investigate possible treatment or prevention of COVID-19 by expediting the review process of the applications for conduct of clinical trials and importation of investigational medicinal products.

Govt plans to recruit 5,000 health workers THE Ministry of Health has requested for authority from the treasury to recruit at least 5000 health workers. Health Minister, Jonas Chanda has confirmed, saying this is in the wake of the Covid-19 pandemic, adding that this will happen when authority is granted. Dr Chanda has explained that his Ministry had a target to recruit 30, 000 health workers, by 2021, of which 26,000 have already been recruited. The minister said this yesterday, when he visited Chipata First Level Hospital in Lusaka’s Mandevu constituency. And Mandevu Member of Parliament, Jean Kapata has appealed to the minister to ensure the newly expanded hospital is opened to the public. Ms. Kapata, who is also Lands Minister, said the facility caters for over 500, 000 people.-ZNBC

Go to court now over election clauses or face hurdles after nominations, says Mwanza

By NATION REPORTER

INDIVIDUALS who may want the Constitutional Court to interpret yet again what it means to hold office twice cannot move the court through a petition but only through originating summons, Governance Activist Isaac Mwanza has said. Mr Mwanza said ascertaining whether President Edgar Lungu served two terms or had held office of Republican President twice cannot be done through a nomination petition. He said the mode of commencement of court processes determine whether a court could proceed to determine a matter or not.

Mr Mwanza said during nomination of presidential candidates in May, ECZ would only be interested in the answer to a question on whether a Presidential candidate is or is not disqualified by provisions of Article 100 of the Constitution and interpretation of Article 106 is outside their checklist and mandate. “The correct mode therefore to seek an interpretation of any provision of the Constitution, including Article 106 on term of office, holding office or any other matter is the one which was pursued by Dan Pule and others, through a petition,” said Mwanza. Mr. Mwanza said those who may want the Constitutional Court to interpret, yet again,

what it means to hold office twice cannot move the court through a petition but only through originating summons. “Much as they will be seeking the declaration of the court on the eligibility of a presidential candidate, a nomination or election petition is not the best mode to seek Interpretation of any provision of the Constitution,” he said. Mr Mwanza has since advised entities who want the Court to interpret provisions of Article 106 to do it now through commencing an action using Originating Summons than wait to commence the same through a petition, which is a wrong method. “It would not be surprising if the Court dismissed the

nomination petition that seeks to interpret provisions in Article 106 under the guise of being a petition to challenge the qualification of a presidential candidate,” he said. There are indications some civil society Organisations and opposition parties will want to seek an interpretation on the meaning of the phrase, “twice held office” in the Constitution using a petition. Recently, Mr Mwanza won a constitutional Court against councilors who resign but later retract their notice of resignation. The matter was taken to court through originating summons to interpret the Constitution and not through the petition.

ZRA SHOWS WAY TO GO

AT a time when most quasi government institutions lack credibility, the Zambia Revenue Authority is providing hope that not all is lost in these institutions. The ZRA has shown that with a prudent management in place, state-owned institutions can deliver and operate above board. It is in this vein that ZRA deserves a pat on the back in the manner that it is fighting corruption and helping to restore confidence in the organisation. The public has become accustomed to reading only negative stories on the operations of quasi government organisations, especially those to do with law enforcement and investigations. The Anti-Corruption Commission and the Drug Enforcement Commission are not the most popular of the state organs. They are perceived to be riddled with corruption due to their failure to investigate serious allegations of corrupt practices and money laundering that have been in the public domain for years. But on Wednesday, the ZRA provided some good news with the reported exposure of a syndicate in which some ZRA officials have been ripping off taxpayers claiming Value Added Tax (VAT) by charging 15 percent of all refunds has been uncovered and a Senior Inspector arrested. We can only imagine how much damage has been done to the institution’s credibility over the years by those who have been victims of the racket. As we reported yesterday, some crooked ZRA officials have been using the Commissioner General, Mr Kingsley Chanda’s name to fleece unsuspecting taxpayers out of millions in illegal commissions. Daily Nation investigations carried out following complaints of unfair treatment in the VAT refund system, found that some ZRA officers had been taking advantage of their positions to solicit for bribes from taxpayers seeking VAT refunds. They obviously took advantage of taxpayers’ desperation for a refund by promising to expedite their payments and by throwing in the name of the Commissioner General as the person seeking the payment. ZRA Director-General Kingsley Chanda should be commended over the swift manner he handled the matter immediately it was brought to his attention by an aggrieved taxpayer. When the threatened taxpayer inquired with the Commissioner General on the transaction, Mr Chanda activated the internal anti-corruption unit who trailed the officers and their accomplices. The ZRA security officers participated in the negotiations with one of the alleged kingpins, Patrick Matokwani, a ZRA Senior Inspector, capturing all the proceedings on video and audio. Mr Matokwani was arrested and handed over to Central Police for prosecution after he allegedly solicited for a bribe of K1.7 million from a taxpayer. If anything, the ZRA has been practicing the talk when it comes to corruption. It has previously warned that it would not just take administrative action against erring staff but would ensure it reports them to the law enforcement organs for criminal prosecution. That, we think should be the way to go in all organisations particularly on matters in which some elements want to cut corners and fleece unsuspecting citizens out of their hard-earned money. There is need to restore confidence in organisations like ZRA and as Mr Chanda explained, no taxpayer needs to pay any officer to secure refunds. Well done ZRA.

OVERHAUL ACC, DEC - BISHOP MAMBO By AARON CHIYANZO

SELECTIVE prosecution and the failure to investigate straight forward cases by the Anti-Corruption Commission and the Drug Enforcement Commission should trigger a quick overhaul of the institutions, Bishop John Mambo has said. Bishop Mambo, the former Civil Society Constitution Agenda (CiSCA) chairperson said ACC was only jumping on matters that had already been unearthed by the public. He said in an interview that investigative wings should be in the

forefront unearthing scams and ensuring that perpetrators were brought to book. Bishop Mambo said it was a sham that ACC and DEC wait for public outcry before launching investigations into a particular matter. He also said selective prosecution was the order of the day by investigative wings while giving a blind eye to scandals which were visible in daylight. Bishop Mambo said there was need to reform investigative institutions because they were endangering the lives of citizens by allowing illegalities that result in poor service delivery. “If ACC allows the Teaching Service

Commission to corruptly recruit unqualified teachers, we end up having pupils who are not well taught. Same for poor health delivery, substandard works and supply of substandard products,” he said. Bishop Mambo said ACC and DEC should be on top of things and ensure that scams were stopped from the root. He said there was need to clean the institutions so that only officials who were committed to do their jobs were left in service. Bishop Mambo said there was need for a complete overhaul of ACC and DEC.

Expedite Batoka Gorge power project, govt urged By OLIVER SAMBOKO SPEED up implementation of the Batoka Gorge HydroElectric Scheme (BGHES) project to ensure long term power supply sustainability in the country, Energy expert Victor Hazemba has advised. Mr Hazemba said the stkeholders in the energy sector were very excited with the project and are hoping that the two contracting states, Zambia and Zimbabwe will quickly mobilize all the resources required for the implementation of the project. He said the Batoka power scheme was a viable project and that any delay in implementation would have negative impact on the country’s desire to end load shedding which has already negatively impacted the

manufacturing industry. Mr Hazemba said expediting the implementation of the US$4 billion project will not only allow Government to deal with the power deficit in the country but also enable Zambia to earn forex through export of electricity to the Southern Africa Power Pool (SAPP). He said the 2400 megawatts project is an important undertaking to the country’s energy substantially as it will boost power supply and ignite other massive economic spin-offs for not only Zambia but also the SADC region. And the Zambezi River Authority (ZRA) says the Batoka Gorge Hydro-Electric Scheme (BGHES) once completed will not be heavily impacted by the effects of climate change. The Authority stated that

BGHES is designed as a run-of-river scheme whose storage capacity is100 times smaller compared to the Kariba Dam adding that once completed the scheme will operate conjunctively with the existing Kariba complex infrastructure so as to effectively respond to the impact of climate change and maximize on energy generation capacity. According to ZRA, the preparatory studies for the project included climate change studies aimed at informing the design and operation of the scheme. “Through these studies, the dam and its power station infrastructure have been designed in such a manner that the periods of low flows arising from drought periods have been taken into consideration,” ZRA stated on its website.

Lion skin lands 2 Zambians, Zimbabwean in jail By AARON CHIYANZO TWO Zambians and a Zimbabwean have been sentenced by the Livingstone Subordinate Court to five years imprisonment with hard labour for illegal possession of one lion skin. The two Zambians are Foster Mulunda, aged 43, and Kapalu Kaumba, 36. A Zimbabwean Thsuma Mathews aged 23 was also nabbed with the two in Livingstone by the Department of National Parks and Wildlife (DNPW) for the offence. Ministry of Tourism and Arts, Permanent Secretary, Patrick Lungu said the trio were jointly charged with another Zimbabwean, a game ranger, who pleaded guilty to the offence and was sentenced to five years imprisonment last year. This is according to a statement issued by Ministry of Tourism and Arts public relations officer, Sakabilo Kalembwe. Mr Lungu said the three had pleaded not guilty, leading to a length trial that ended this week, when they were convicted on account of overwhelming evidence against them. Mr Lungu said lions help to control the herbivore population, which would otherwise lead to unsustainable competition for survival.

TEN suspects have been arrested in separate incidents in relation to the issuance of the National Registration Cards (NRCs). This is in connection with the lost 1, 500 blank NRCs that UPND cadres displayed on television. Home Affairs Minister Stephen Kampyongo said among the people arrested are three officers from the Department of National Registration, Passports and Citizenship. Mr. Kampyongo said this in a ministerial statement to parliament on the purported issuance of NRCs to non-eligible persons during the 2020 mobile exercise. Mr. Kampyongo said police had also arrested two officials from an opposition political party who produced a large stack of NRC’s when they appeared on MUVI TV. He said some of the NRCs that they displayed on TV were printed on the material bearing the serial number of the blank NRCs which were stolen. Mr Kampyongo disclosed that police has also arrested five suspects and charged them with aggravated robbery and malicious damage to property. The five are alleged to have been clad in UPND regalia when they approached a team of officers and grabbed a set of 3 equipment.- ZNBC

Prove PF tried to bribe you, Katuka told From page 1 Mr Katuka, he said, was a spent force not adding any value to his own party and wondered how and why the ruling party would want him to join them. “Actually the people in his own party want him out because of his failed leadership, so his claims are not only laughable but a blue lie that must be ignored by Zambians,” Mr Mwanza said. Speaking when he addressed a Lusaka Province women’s wing conference at the UPND secretariat on Wednesday, Mr Katuka said the PF has been trying to lure him with K3 million, a house and lucrative job for him to dump the opposition party. He claimed that the enormous temptations he has had to endure at the hands of the PF who offered him endless lucrative deals, including the offers of a house, car, free fuel and job by President Edgar Lungu spelt the corrupt ends to which the PF were willing to go in buying off opposition figures. Mr Katuka said he refused to accept the PF offers because his goal is to ensure that UPND forms the next government this year. Mr Katuka said his ability to refuse the enticement from the PF was evident enough that the opposition party under his care was in the right hands. But Mr Mwanza said, Mr Katuka was of no use to any political party, least of all, the PF. “Surely, what political value or influence does Stephen Katuka has for anyone to waste their time and money persuading him to join PF? Ba Katuka is politically irrelevant. He is dead wood. In fact even ba UPND themselves are failing to understand why he of all people was given that position; they are at pains to understand why Hakainde Hichilema is still keeping him as the party’s Secretary General because to be fair, the man is just excess baggage, he is not adding any value to the organisation,” Mr Mwanza said.

Embrace solar products to reduce power costs - Defy CEO By AARON CHIYANZO ZAMBIA together with other African countries can reduce power costs by 44 percent if they embrace use of solar hybrid products, Defy chief executive officer, Evren Albas has said. Mr Albas said the cost of electricity especially among African countries was sharply rising because of the increase in population. He said with the increase in population, the demand for power also escalates at a faster rate. Mr Albas however said during the virtual Defy Solar hybrid Media Launch 2021 yesterday with participants from different countries that with the introduction of solar hybrid products, energy costs could reduce drastically. He said solar products were more energy efficient and cheaper to procure even if they have not fully been embraced. Mr Albas said Defy had continued to invest in energy ef-

Power Cost of Study critical, says expert By KETRA KALUNGA THE Electricity Service of Cost Study to be completed next month is going to help minimize the mistrust among critical players in the energy sector, says energy expert, Johnson Chikwanda. Mr Chikwanda stated that the document would foster an environment of trust in the industry because it would put to rest certain arguments and potential abuse among critical players. He said in an interview that there has been a growing trend of blame-shifting in the sector and the study which aims to create electricity tariff benchmarks on the market would be able to address the challenge faced by key players in the sector. “It's a very important document in that if it has been well

And Greendesign chief executive officer, Vere Shaba said it was now time to make smart decisions with regards to fighting the effects of climate change. Ms Shaba said Africa was more vulnerable to climate change as a result of green house gas emissions. She said solar was now the way to go. “Let’s make smart decisions and fight the effects of climate change,” Ms Shaba said. Meanwhile, Cagds Fidan from Defy solar the solar refrigerators were also able to power up with electricity in instances where there was limited sunlight. Mr Fidan said food preservation costs were assured of reducing drastically with the use of solar hybrid products.

done, it is going to put to rest a lot of vexatious challenges and arguments, It is going to put to an end debates that have been going on for a long time in the energy sector, '' he said. Mr Chikwanda said the level of mistrust in the sector has been quite high and has led to ongoing counter-accusations and blame-shifting among critical players in the industry. He explained that the study was an opener because it would enable key players in the industry and consumers to know what the cost of producing electricity is from using different types of energy sources. Mr. Chikwanda said this would result in increased trust, transparency, and fairness to all players and prevent potential abuse among critical players in the industry. “The issue of tariffs has been very hot among players in the sector and the electricity market is not like a vegetable market where one can walk away easily, is very a serious market, and can easily arm-twist anyone and you can also be arm-twisted,” he said.

BOOST AGRO SECTOR THROUGH MILITARY FARMS, SAYS MP By BUUMBA CHIMBULU THE Zambia National Service (ZNS) military farms should be used to massively produce agricultural products in an effort to boost the sector, suggests Kantanshi Member of Parliament (MP), Anthony Mumba. Mr Mumba said producing agricultural products on a large scale would help bring down inflation. Food inflation was currently at 25.6 percent while January year on year stands at 21.5 per cent He said in an interview that agricultural products such as Irish potatoes could be massively produced by some military farms to encourage value chain. “We can use certain military farms like Zambia National Service to massively produce Irish potatoes which can be used in food chains at a subsidised price. “What you are trying to do is to lower the cost of living, so as you

inflation rate, it is food,” Mr Mumba said. Mr Mumba regretted that the

Zambian economy only reacted to price adjustment upwards. He indicated that there were many things Zambia could do to strengthen economy in the recession such as the continued introduction of relief packages. Mr Mumba however said more needed to be done which would cater for small businesses such as salon and barber shop owners. “Today under the agriculture sector, you have a booming livestock sector and ramping up that sector, you have put incentives in the budget that if it comes from abroad then it attracts a certain tax percentage. “This means that if you are in Zambian and a farmers, you are now controlling the market so your productivity must go up and that means you are going to take in more workers and your business will expand and take a totally a different turn in turns of contribution to the sector and economy of the country,” he said.

AN agreement to strengthen cooperation among key value chain players has been signed between Prospero Zambia, a United Kingdome aid funded private sector development organisation, and North-western horticulture consortium. The consortium consists of input suppliers, producers, aggregators and off-takers along the vegetable value chain. Prospero Zambia, Food and Agriculture Sector Lead, Marnix Sanderse, said the agreement was also meant to increase the quantities and quality of vegetables to fulfil both local and international demand. Among the consortium companies that have signed the MoU include All Terrain Services (ATS) Pick and Pay and Shoprite as off-takers while PG Farms, Kauba Farms, Havilla Gardens, Beloux Enterprises, Omnia Fertiliser signed as both producers and aggregators. Mr Sanderse said Prospero would increase competitiveness and value of Zambian food products in end consumer markets, both locally and internationally. Within the horticulture sector, he said, there was an estimated 43 percent of imported fresh fruits and vegetables that could easily be produced locally.

North-western Province Permanent Secretary, Willies Mangimela, said the partnership would supplement Government efforts to empower local communities. Mr Mangimela said Government was keen to see collaborations resulting in job creation, wealth and

He said this in a speech read on his behalf by his Deputy, Emmanuel Chihili. “I would like to commend Prospero Zambia for taking the initiative to support the horticultural sub-sector particularly in NorthWestern Province starting with the MoU signed today. “I therefore challenge our people in NorthWestern Province to be part of this very important value chain with an intention to create wealth,” Mr Mangimela said. structures, says BAZ Public Relations Officer, Miriam Zimba. Ms Zimba said since laundered money passed through the financial system and had several effects on the financial systems as a whole and banks in particular. She said the funds used in money laundering activities were generated by criminal activities such as drug trafficking or terrorist financing, organised crime, tax-evading, political bribery, amongst other criminal activities. The money, Ms Zimba said, many times appear to have come from a legitimate source. She said this in her write-up on Money Laundering. The money from criminal activities is considered “dirty” and the process “launders” it to make it look “clean” or “legit”. In this regard, financial institutions, in particular, banks provide a conduit through which money (including laundered money) flows.

“Because of this, the financial system is the focal point of anti-money laundering initiatives because dirty money is most visible when it is first introduced into the financial system,” she said. Ms Zimba however said although the money laundering process seemed complicated, it usually followed a traceable pattern. She explained that three distinct stages could be identified as placemen, layering and integration stages. “By way of the role played by FIC, BAZ closely works with FIC in efforts to combating money laundering and terrorist financing activities through the commercial banking sector,” Ms Zimba said.

AIR NAMIBIA CEASES OPERATIONS

...employees will receive a basic salary for the next 12 months but will not receive any benefits.

W

INDHOEK - Namibia’s national carrier Air Namibia has decided to suspend all operations, cancelling all of its flights and grounding its aircraft with immediate effect. The airline urged all customers to cancel reservations and request refunds. The announcement leaves more than 600 employees without jobs, the state-owned New Era newspaper reported. It had been a cabinet decision to file for voluntary liquidation, the paper said. Employees will receive a basic salary for the next 12 months but will not receive any benefits, the national broadcaster Namibian Broadcasting Corporation reports. The airline has been

having operational issues - the latest being last week’s resignation of board members who accused the government of interference. According to Aviation24.be - a website covering aviation news - Namibia Air had been having financial and safety problems, with the knock-on effects of the coronavirus pandemic on the travel industry seeming to be

the final death blows. In Kenya, the national carrier Kenya Airways has received US$91.49 million from the government, the Business Daily newspaper reported on Wednesday, part of efforts to prop up the carrier after the pandemic grounded global aviation. The airline, which is majority owned by the government with Air France-KLM holding a

small stake, secured eight billion Kenyan shillings from the Treasury and two billion shillings from the ministry of transport, the paper reported, citing a supplementary budget presented to parliament on Tuesday. Kenya Airways declined to comment on the report, which did not say when the airline had received the funds. – BBC/ DAILY NATION, Kenya.

RBZ still optimistic about low inflation H

ARARE - Reserve Bank of Zimbabwe Governor, Dr John Mangudya, remains confident authorities will be able to maintain a lid on prices to curtail potential relapse into runaway inflation, following worrying increases in December and January. The monthly inflation rate surged by 4.22 percent in December last year and skipped 5.43 percent last month, latest figures released by the Zimbabwe National Statistics Agency (Zimstat) show, raising a spine-chilling spectre of possible sustained inflation run. Monetary authorities are targeting monthly rate below one percent starting this month, meaning slight to no price hikes, and annualised rate below 10 percent by year end. On an annualised basis, the Zimstat said prices of goods and services in Zimbabwe

Dr John Mangudya have increased by an average of 362.63 percent in 12 months period spanning January 2020 and January this year. Annual inflation reached a post dollarisation high of 837 percent last year, before trending down to current levels, owing to a coterie of far-reaching policy interventions implemented by the Government.

Numbers from Zimstat show that producer price inflation has surged, especially in December, which possibly explains the frequent price increases noted of late. However, Dr Mangudya said in an interview that the apex bank will maintain an iron-clad grip on money supply growth, to contain the seemingly bulking inflationary pressures. Dr Mangudya said the price hikes noted, especially in December, were driven by overly strong demand ahead of the festive season. The central bank chief also agreed with the possibility that the spate of increases in rates and fees for various services, including those provided by city councils, Zinara, power utility Zesa and fuel price hikes in the intervening period were partly to blame. – THE HERALD, Zimbabwe.

Ivory Coast cacao Rushwaya bounces back as ZMF president traders want bigger share of local market ABIDJAN - Cacao merchants in Ivory Coast on Tuesday attacked a "monopoly" of the world's major purchasers of the raw material for chocolate, and called for local traders to get a greater share of the national market. In Ivory Coast's latest broadside at international players in the chocolate business, the Group of Ivorian Traders (GNI) said it was time to "end the monopoly" of six corporations who dominate purchases of locally-grown cacao. "The six multinationals who make purchases in Ivory Coast through their subsidiaries absolutely should be required to systematically allot 20 percent to 30 percent of their contracts to Ivorian processors and exporters," said GNI spokesperson Fabien Guei. The six are Barry Callebaut and Ecom of Switzerland; Olam of Singapore; the US giant Cargill; and the French groups Sucden and Touton.

Together, they buy nearly all of Ivory Coast's cacao harvest, more than 80 percent of which is then shipped to Europe. "This is not about driving them out of the Ivorian market but to enable Ivorian operators to be a sustainable player in marketing their country's cacao abroad, and in an fairer and more balanced way," Guei argued. Ivory Coast, the world's biggest producer of cacao, has repeatedly lobbied foreign giants to pay more and for Ivorian firms to get a bigger share of value-added business, such as processing, rather than remain a primary source. "These multinationals prioritise supplying and exporting (cacao) beans through their subsidiaries in Ivory Coast," Guei said, contending that this amounted to a "brake on local processing." Ivory Coast accounts for 40 percent of world cacao production. The sector ac-

HARARE - The Zimbabwe Miners Federation (ZMF) national executive has defended its decision to reinstate its president, Henrietta Rushwaya, who stands accused of gold smuggling. Rushwaya, who is out on $100, 000 bail coupled with movement restrictions, is being charged of gold smuggling, illegal possession of gold and bribery arising from her arrest on October 26 last year at Robert Gabriel Mugabe International Airport when four bars of gold weighing 6kg were found in her possession en-route to Dubai. She is charged with businessman Ali Muhammad with whom the ZMF signed a coop-

eration agreement and two security details who are accused of helping her through the VIP route at the airport. Following her arrest last year, the ZMF moved in and suspended her immediately until finalisation of the matter or the expiry of her term of office. However, the council met on Tuesday and decided that she be reinstated. Rushwaya did not attend yesterday’s meeting. Speaking after a special meeting of the ZMF executive, the federation’s secretary general Mr Morgan Mugawu, said the decision to reinstate Rushwaya was arrived at on the basis that she remains innocent until proven guilty. “As you

know, we had suspended our president Madam Henrietta Rushwaya last year in October,” said Mugawu. “Now, as a national executive we sat and considered that she is out on bail and unanimously agreed that she be reinstated. “We arrived at this decision in accordance with our organisation’s constitution and also anchored on the fact that she remains innocent until proven guilty,” he said. ZMF is the umbrella body that brings together smallscale miners in the country and its operations are key to the attainment of the country’s mining targets. – THE HERALD, Zimbabwe.

South Sudan introduces new banknotes JUBA - South Sudan's central bank on Tuesday introduced a new banknote of 1, 000 South Sudanese pounds (SSP) as the nation continues to struggle with hyperinflation amid a shortage of foreign reserves. Dier Tong Ngor, governor of the Bank of South Sudan, said the bank will soon embark on a nationwide campaign to educate the public on the new banknote features that in-

clude the image of the country's revolutionary late leader John Garang. "It is in the view of the need to make our currency more convenient to use that we are today introducing the SSP 1, 000 banknote into circulation to complement the existing banknotes to ensure convenience, and bring about efficiency in the printing of currency to generate savings

for the country," Ngor told reporters in Juba. He said for the past few years the country has been characterised by high inflation, including perpetual depreciation of the currency has eroded the face value of the young nation's banknotes. "This new higher value denomination will only partially restore the dollar value of SSP 10 in 2011, but high enough to

Henrietta Rushwaya significantly reduce the deadweight loss and high transaction cost in making high-value purchases in a cash-based economy like South Sudan," he added. South Sudan depends on oil revenue for 98 percent of its budget, but production decreased significantly due to civil strife that erupted in December 2013, causing most oilfields in the country's oilrich northern region to shut down. – XINHUA.

Politicians have collective responsibility towards peaceful polls

COMETH THE HOUR, COMETH THE MAN ….Dr. Jonas Chanda is bringing sanity to the Ministry of Health Dear Editor,

A

S the saying goes “a healthy nation is a wealthy nation.” The Ministry of Health is a very important ministry because it implements our health policies, set standards for delivery of health care and provide strategic direction for health delivery services. Its role is to provide the leadership necessary to ensure and guard the protection and promotion of the health of us citizens. It provides all of us with access to comprehensive, preventive, quality healthcare services and care. In the past few weeks the ministry made headlines for the wrong reasons. Some unscrupulous people wanted to turn it into their personal “Ministry of Wealth.” Expired drugs and leaking condoms were allegedly procured and the public subsequently lost confidence in the ministry, but thank heavens, the President acted and heads rolled. Heads rolled and the Minister of Health Dr. Chitalu Chilufya and Permanent Secretary for Administration Kakulubelwa Mulalelo were removed from their positions. Cometh the hour cometh the man, Dr. Chanda was

brought in as Health Minister and blimey!! the man has performed beyond expectations. Dr. Chanda is bringing sanity to the ministry with his “non-negotiable” working culture shift. He dissolved the Zambia Medicines Regulatory Authority

(ZAMRA) board and made changes in procurement functions. They will no longer be done by the Ministry of Health but ZMSA. The lost confidence and trust in the ministry is being won back. Dr. Chanda’s assurance that the acquisition of Covid-19

vaccines will be done in a transparent manner and everything the government is doing is in the best interest of the people is exactly what the public needs to hear. There is a lot of suspicion surrounding the vaccine, having a minister like Dr. Chanda gives people confidence in taking the vaccine because he promised that before the vaccine is administered, it will be verified by credible authorities. Cooperating partners have recently committed US$2 billion to the Ministry of Health to facilitate coordination of the health sector programmes and Dr. Chanda assured stake holders that the resources committed will be handled with total transparency and accountability. This is how you win the confidence of cooperating partners. Big up to you Dr. Chanda. Usebenza Mbuya! President Edgar Lungu needs to be commended for making the right decision by letting go Dr. Chilufya and bringing in Dr. Chanda. Had it been in football, this would have been called a “super-sub” by the master tactician ECL. Bravo Mr Lungu and thumbs up to you Dr. Chanda, you are the Man! MARVELLOUS SAKALA.

Dear Editor, HOLDING free and fair elections is not only the preserve of the Electoral Commission of Zambia (ECZ), Zambia Police or any other electoral stakeholder. It is a shared responsibility between the politicians and the institutions responsible for law and order. We have always condemned any act which undermines the level playing field and we have gone an extra mile in calling on the law enforcement agencies to ensure culprits are swiftly brought to book. The recent development of a radio station in Mporokoso which hosted Democratic Party leader Harry Kalaba being hijacked by unidentified people is not a story worthy carrying home. We do not agree that the media houses which are merely messengers of what is whispered to them by politicians should be turned into the political battlefronts. It should be a responsibility of all politicians across the divide to see to it that they do what is practically possible to promote a violent-free campaign. The run up to elections is merely a contest of ideas and

this is for mother Zambia’s sake. It is therefore folly that the ideological differences can be resolved through physical means. The politicians should on one hand desist from daring the law enforcement agencies whenever they are advised on the hostile environment at their intended venue. For instance, former Foreign Affairs Minister Harry Kalaba in his own words admitted that the police had given him prior advice on the security situation. He was advised not to proceed with a live programme but instead utilise the option of having a recorded interview. He could not take this genuine advice from the law enforcement agencies but in an act of sheer arrogance disregarded the professional advice. The chaotic nature of politicians constitutes contributory negligence on their part as far as maintaining a hostile free political environment is concerned. While the police and other institutions have the primary duty to maintain law and order, the political actors have a corresponding duty to render utmost cooperation for them to discharge their duty. It is illogical for politicians to create a situation and thereafter use it to discredit the same institutions of governance. President Edgar Lungu has continuously made an affirmation toward upholding the highly cherished peace and has always encouraged his followers not to use violence in pursuit of his second term Presidential bid. We expect other competitors to also follow suit. MARVIN CHANDA MBERI, Lusaka.

‘Aya ni manengwe!’ Dear Editor, “ATI the Patriotic Front offered me K3 million, a car, a house and a job to ditch UPND,”...ba Stephen Katuka,is really a big JOKE. Who can waste even a coin on ba Stephen Katuka? Surely, what political value or influence does Stephen Katuka has for anyone to waste their time and money persuading him to join PF? Ba Katuka is politically irrelevant. He is dead wood. In fact even ba UPND themselves are failing to understand why he of all people was given that position; they are at pains to understand why Hakainde Hichilema is still keeping him as the party’s Secretary General because to be fair, the man is just excess baggage, he is not adding any value to the organisation. Surely the man is just seeking attention and trying so hard to appear relevant. Ba yama go and rest. No one can buy you, you are simply not worth our time. ANTONIO MWANZA.

North-West UPND cadres defend HH By JACKSON MAPAPAYI THE United Party for National Development (UPND) youths in NorthWestern Province says there is nothing sinister about their leader, Hakainde Hichilema, retaining his party position. Last week, Mr Hichilema retained his position as party president after it was discovered that there was no challenger. UPND provincial youth chairperson, Bruce Kanema, said in Solwezi that the electoral process was very democratic and that every member was given an opportunity to challenge Mr Hichilema for the forthcoming general conference. He said Mr Hichilema managed to go through unopposed because the general membership has confidence in his leadership. “Democracy entails that there should be a loser and a winner in every election, and in this case, Mr Hichilema is winner especially that there was no challenger. “And as youths in the province, we want to congratulate him for retaining his position,” Mr Kanema said. He said youths in the region have confidence in Mr Hichilema’s leadership and that once elected in August this year, he would liberate the country both economically and socially. Meanwhile, Mr Kanema said that a scam has been unearthed were some UPND members have been sponsored by the ruling party to cause confusion during the general conference. He said the party would not tolerate anarchy to take centre stage and that whoever would bring confusion would be dealt with severely. Mr Kanema urged members that vying for various positions in the National Management Committee to conduct their campaigns without malice and character assassination.

She said this at a Civil Society for Poverty Reduction (CSPR) public interface in Chisekesi on Wednesday. "There is garbage all over which is not collected

Another trader, Ms Mirriam Moonga, said residents in the area were worried that failure by the council to collect garbage in time promoted scavenging among children. A CAMPAIGN bill board erected by PF aspiring candidate for Ndola Central Andrew Kalima, has been pulled down Mr Kalima complained that some people decided to pull down his campaign bill board instead of just erecting theirs elsewhere as Zambia was a democracy. He said however that the decision by some people to uproot his campaign bill board, would not discourage him from pursuing the Ndola Central constituency seat and was confident that party structures would adopt him to stand as MP on the PF ticket. “I really don’t know who has uprooted my campaign bill board, but I must say such kind of acts will not derail me from pursuing the Ndola Central constituency seat. “I will remain focused and ensure that I develop good relationship with all the party structures and the electorate. I will remain loyal and respectful to the party and President Edgar Lungu.

He is a credible leader with a big heart. Mr Kalima advised PF members aspiring for parliamentary and local government adoption not to let competition for adoption to degenerate into hatred and divisions. “I am praying that the party will give me chance to be the candidate for Ndola Central so that I can also prove my ability to deliver in various areas like roads rehabilitation, water reticulation and improving the drainage system which are some of the challenges in the constituency,” Mr Kalima said. Mr Kalima said competition in a democracy was healthy because people make their own choices, but it should not be a recipe for hatred among aspiring candidates. He said it was impressing that the ruling party had allowed incumbents and aspiring candidates to get to the ground and market themselves. “The Patriotic Front leadership has done well to allow those contesting elections to go and meet the people. However, while we salute the party, it is important that as aspiring candidates and incumbents we compete as brothers and sisters without unnecessary divisions and hatred,” he said.

Mr Chushi called on the public whose property was stolen from their motor vehicles to get to police in Kitwe and identify the suspect as well as the items recovered. -ZANIS

Several permutations can be looked at to create a win-win situation for all – retirees, the government, unemployed youths and the nation at large! How can this be achieved? First and foremost, the government should see paying off retirees from the perspective of killing several birds with a stone, and as a major stimulus package for the retirees to turn their benefits into investible capital to play a pivotal role in reviving the Covid-19-ravaged economy quickly. There are three possible sources to finance the retirement packages: From within the national By NATION REPORTER

These provinces will likely vote on the basis of the prevailing economic situation. With Copper prices breaching the psychological US$8, 000 mark, with the state opting to increase its stake in Glencore’s Mopani Copper Mines, with energy shortages being almost wiped out by August 2021 given the commissioning of the 750-meg-

Several years ago, Tanzania owed its workers in public institutions colossal sums of money. The Tanzanian government of President Josiah Kikwete borrowed US$100 million from the World Bank and paid off all its workers in public learning institutions. Zambia can do the same. There are several benefits

that Zambia can accrue from clearing retirees on the public service payroll: It will save resources – from paying two people for one job to paying only one person for that job; The freed resources can be used to employ fresh graduates from colleges and universities without injecting fresh funds into the payroll; thus reducing the current high unemployment among Zambian youths currently roaming the streets; Thousands of jobs will also be created as many retirees will invest their retirement benefits in start-ups, some will boost their existing businesses while others

Musenge had earlier quit the National Democratic Congress (NDC) which he had helped form and head momentarily while its architect, Chishimba Kambwili, was serving as MP for Roan Constituency. When Kambwili was ejected from parliament in 2019, he reclaimed his NDC leadership from Musenge who did not take kindly to this sudden change. In 2021 Musenge has returned to the PF as a prodigal son, as did GBM earlier. Rumour has it that Chishimba Kambili will soon follow suit. CK has dispelled these rumours. However, with GBM back in PF, the prospects of getting CK back into the PF fold, and perhaps even Harry Kalaba of the Democratic Party (DP) would heighten the PF’s chances of a whirlwind campaign blitz and delivery of the presidency and majority seats in the Zambian parliament in the August 2021 elections, given Kambwili’s and Kalaba’s political astuteness and mobilisation appreciates theabilities. hard work Bothloyalty the PF of andits theemployUPND and are Kambwili ees enticing which ensured thatand the factory to operated Kalaba be part24rs of and their7 days abut week despite the Covteams, these arehave men who monitoring need to a pracid 19 challenges. tical narrative them. parasites and has been in use since, for both against animal and human parasites. In humans this includes head lice, scabies, river blindness, stronyloidiasis, trichuriasis, ascariasis, lympahtic filariasis. In vet, heartworm and acariasis, can be oral or topical. This discovery made Satoshi and William win half the 2015 Nobel prize in Medicine and Physiology.

ONESTLY, where do I start from? Just in a couple of days there seems to have been a lot going on in relation to Covid-19 and a lot more to update. Just recently, South Africa has put a halt on the rollout of the Oxford /Astrazeneca Covid vaccine citing little efficacy following the study they conducted in South Africa itself (will discuss this later). In some other news, local this time, around 50 pupils in schools have tested positive for Covid-19 causing some anxiety and concerns from some parents, teachers and public, though the ministries of Education and Health are assuring the situation is under control. My advice is the same, kindly adhere to and observe the public health guidelines as advised. ZAMRA HAS SPOKEN And last but not least, the Zambia Medicines Regulatory Authority (ZAMRA) has issued latest statement on Ivermectin. Since I had been touching on Ivermectin on bits from last year and seeing it has made such progress locally, I feel obliged to revisit the topic again today and I will do the same again later on. Earlier on January 25, 2021, ZAMRA had cautioned against the self prescription of Ivermectin citing safety concerns and lack of clinical data to support the practice. Here is what the notice The article I had written on January 29, 2021 Section B of the series “Has the Philosophers stone been found?” entitled “the answer lies in research,” I was mainly trying to highlight the importance of research and clinical trials and requesting if we could conduct such research on Ivermectin considering how much has been said about it especially for it in different trials from different countries.

IVERMECTIN AND COVID-19 Recently, it has been shown to have good antiviral properties that can help with fighting the virus that causes Covid-19. As of January 2021 close to 45 clinical trials in different countries have been taking place.

I am and I know most people like Dr Nelly are as well very happy to see we are going in this direction as a country. But please this is not to promote any drug, NO, this is about saving lives in these dire times we are in. Yes, vaccines may be here but yet to be seen how effective they will be and not sure which one will be best suited for us. So if there are other solutions that can help as we linger on, then it is just wise to give them a trial. WHAT IS IVERMECTIN? Ivermectin was discovered in the 1970s by the combined work of Japanese Biochemist Satoshi Omura and Irish

Biologist and Parasitologist William Campbell who also holds an American citizenship. Tthe word Ivermectin came about as follows: In 1970 Satoshi isolated some bacteria from the soil, a golf course along the south east coast of Honshu, Japan. The unusual bacteria was called strepomyces. He sent the bacteria to William Campbell who works for MERCK one of the largest pharmaceutical companies in the world. William noticed when he gave the bacteria to mice infected with worms, the mice recovered, the worms were destroyed. So he isolated the active compound from the bacteria and called it “avermectin” from “Latin” meaning “without worms,” a =without AND vermis =worms. He later did different experiments and different dilutions of the “avermectins” and the final product he came up with he called “Ivermectin.” This was now around 1975 and in 1981 Ivermectin was approved to be used against

THE FLCCC ALLIANCE This is a group of doctors from the United States of America, Professors in Critical Care Medicine who have been advocating the use of Ivermectin in the USA and around the world. The President Dr Kory was testifying emotionally before US Senate on December 8, 2020 trying to seek for support to have the drug approved. He is famously quoted to have said “it will be needless death from here on out, give there is a readily available scientific solution to the pandemic”

THANK YOU ZAMRA Thank you ZAMRA for allowing for clinical trials, it will really help as we await for the go ahead on vaccines and obviously will be difficult to reach all in time. If Ivermectin approved will really make a huge difference CAUTION TO THE PUBLIC! Please don’t, I repeat don’t go and self-prescribe Ivermectin just because it has been given

a go ahead for clinical trials, always, I repeat please always consult your physician before taking Ivermectin or any other drugs. As explained earlier there are a lot of factors to be considered before one prescribes the drug. These include what period of infection it is, what other conditions the patient has, any other drugs the

include: fever, itching, skin rash, red eyes and has also been known to cause heart palpitations in some. It is contraindicated in children under five years or those less than 15kg of weight and while safety in pregnancy and during breastfeeding is not yet to be verified. And if you can please try to get the tablet as is one meant

Also the drug is known to interact with some anti BP drugs, also some HIV drugs, lidocaine, even dexamethasone. High doses may cause Ivermectin to cross the blood brain barrier and cause brain toxicity. Side effects in some may

STABLE POWER SUPPLY WILL BOOST RECOVERY By CHARLES CHISALA

A FEW days ago, Government announced that the cost of service study for electricity is almost complete and the report will soon be released. In a short news item during a main cast the Zambia National Broadcasting Corporation (ZNBC) TV quoted Minister of Energy Mathew

Nkhuwa as saying the report would enable Zesco and the government to determine the true cost of electricity and come up with appropriate tariffs. Zesco Limited needs to sell power to consumers at cost-reflective rates for the utility to sustain operations and invest in

expansion projects. The findings and recommendations of the report will feed into the robust reforms Government is implementing in the energy sector aimed at improving supply and making access to the commodity affordable for all. The year 2021 is par-

ticularly crucial. Government looks determined to end the rationing of electricity supply or load shedding as the much awaited Kafue Lower Power Station nears completion. Reliable power supply is essential for the successful implementation of the Economic Recov-

ery Plan (ERP). The multimillion dollar power station is already undergoing testing in preparation for the commissioning of phase one, which is expected to offload 150 megawatts into the national grid. A combination of natural phenomena such as drought and the Covid-19 pandemic, volatility in copper prices and a global economic recession have negatively affected generation capacity, forcing Zesco Limited to ration supply. Zambia’s electricity deficit stands at 810 megawatts, but with the favourable rain pattern this rainy season and the near completion of the Kafue Lower Project load shedding is expected to end completely this year. Kafue Lower alone is expected to inject 750MW into the national grid once fully operational. The remainder is expected to be supplied by private off-takers. Zesco Limited has already started systematically reducing load shedding as power generation steadily improves. Corporate affairs manager John Kunda recently told journalists that by end of March the duration is expected to be between zero and six hours from the zero to 12 hours the nation used to experience last year. President Edgar Lungu will be happy to see a complete end of load shedding because reliable and affordable electricity supply is essential to the success of the ERP. Electricity supply has a direct impact on the quality of life for citizens because they rely on it for household use and income generation. Launching the ERP last December the President said the energy sector’s performance would have an influence on the other priority sectors under the programme. “The ERP identifies agriculture, manufacturing, tourism and mining, supported by the energy sector, as the anchor sectors,” he said. “… and we must ensure that load shedding remains in 2020 to save our businesses, especially small-scale businesses.” President Lungu assured the nation that the temporary setbacks associated with the economy would be resolved and that the ERP was an instrument with quick wins to push the economy on the growth trajectory. The President has since then been calling for the full participation of all individual and corporate citizens for the ERP to deliver its key outcomes of economic growth and improved quality of life. Stable power supply can also bolster the roll-

out of rural electrification and improve access for the rural poor. A report by a parliamentary committee indicates that despite an increase in coverage by the Rural Electrification Authority (REA) countrywide beneficiary communities are struggling to reap tangible benefits from the availability of power because they lack capacity. In its report to the Third Session of the 12th National Assembly published by the National Assembly of Zambia, the Parliamentary Committee on Energy, Water Development and Tourism identifies weak livelihoods as the biggest barrier to access. In section 7.7.14 the committee recommends the boosting of economic activity in areas covered by REA if the local communities are to appreciate the programme. “The committee notes with concern that most rural dwellers cannot afford to pay for electricity due to very low incomes. Most rural people are dependent on agriculture for their livelihood,” the report says. Due to various socio-economic as well as environmental factors the yields are usually poor and they can barely eke out a living from farming. “After paying the initial connection charges they are unable to sustain regular electricity charges, and they revert to traditional forms of energy sources in no time.” The supply infrastructure which is installed at a high cost is not, therefore, fully utilised by the intended beneficiaries. However, what is important is that electricity is being made available. What remains is to create conditions for the beneficiary communities to sustainably afford it. In the 2021 national budget, Government has set aside K307, 199, 557 for rural electrification. According to the Seventh National Development Plan (7NDP) Zambia’s installed capacity was 2, 493 megawatts in 2016 while the demand for power was projected to reach 3, 000MW in 2020. The plan therefore espouses to increase supply through increased investment in generation and distribution. Kafue Lower Power Station is an example. The expected stability in power supply will give impetus to the implementation of the ERP. *The author is a Lusaka-based journalist and communication specialist.

Jacob Zuma

JOHANNESBURG - Former President Jacob Zuma is "not just an ordinary chap from Nkandla" and his arrest for defying a Constitutional Court order will have serious implications for the ANC. This is according to ANC KwaZulu-Natal secretary Mdumiseni Ntuli, who said Zuma should be convinced not to ignore a subpoena to appear before the Zondo commission of inquiry. "If he gets arrested there will be serious consequences to the unity and cohesion of the ANC. When Zuma goes to court, you see the level of support from those who go outside of court... if he goes to prison, it suggests that there will be a serious level of unhappiness," he said. The Zondo commission has laid criminal charges against Zuma for failing to appear before it last month and has said it will take further action if Zuma does not comply with a subpoena for him to appear next week. – NEWS24.

Kenin knocked out, Barty through SOFIA Kenin said she "couldn't really handle the pressure" of being defending champion after being knocked out of the Australian Open by Kaia Kanepi. The American fourth seed, 22, was beaten 6-3 6-2 in the second round in just 64 minutes. Unseeded Estonian Kanepi, 35, dominated throughout, hitting 22 winners to Kenin's 10 at Melbourne Park. "I felt like I couldn't find my rhythm. I was way too nervous. I guess it's the outside pressure," said Kenin. "I know I couldn't really handle the pressure. I'm not used to this, so right now I just got to figure out how to play at that level that I played at." Kanepi will face Croatian 28th seed Donna Vekic in the third round. Last year, Nkana were on the verge of pulling out of the Champions League with a huge fine awaiting them from CAF until President Lungu stepped in with a cash donation.

leg pre group stage fixture against TAS De Casablanca as they have no resources to travel. Nkana president Joseph Silwamba told the press that the Kitwe giants’ financial struggles have reached a point where they are struggling to travel to fulfil away fixtures in the FAZ Super Division. Nkana host TAS De Casablanca Morocco at Nkana Stadium on Sunday before travelling for the return leg fixture slated for February 21 in Morocco. Last year, Nkana were on the verge of pulling out of the Champions League with a huge fine awaiting them from CAF until President Lungu stepped in with a cash donation. In December last year, President Lungu gifted Nkana with a donation of $100, 000 to facilitate the team’s trip to Angola for the CAF

Champions League match against Petro Atletico who booted them out of the prestigious CAF tournament before they relegated to the Confederations Cup. Gifting Nkana $100,000 was the second time President Lungu come to the aid of the 12-time Super Division champions, who were gifted $32, 000 received by the Nkana Midlands Fans Bureau in August last year. The donation was a response to a request by the Nkana Midlands Fans Bureau to offset the outstanding balance owed to Congolese forward Walter Bwalya Binene Sabwa who was owed $32, 000 in unpaid arrears. The Kitwe giants have recently clinched lucrative sponsorship deals. Nkana recently signed a $45, 000 (K945, 000) sponsorship deal with Zambia Revenue Authority (ZRA) after clinching a three-year kit sponsorship deal with gambling company Betway worth US$170, 000. The club also signed a three-year technical sponsorship deal with apparel, footwear, and equipment providers Umbro. Meanwhile, Zambia Sports Fans Association Patron Peter Makembo has called on

the corporate world to supplement President Lungu’s efforts to develop the local game by stepping up to help clubs like Nkana which are in desperate need for help.

We’ll miss Mayuka - Fathi By MICHAEL MIYOBA

NAPSA Stars coach Mohamed Fathi says the team will miss top strikers Emmanuel Mayuka and Bornwel Mwape who have missed the trip to Kenya where they are scheduled to face Gor Mahia in Sunday’s CAF Confederations Cup pre group stage fixture. Fathi said the two strikers have been sidelined because they are still recovering from their respective injuries. Mayuka has been missing since he had a hamstring strain during NAPSA’s 2-2 draw against Forest Rangers on January 20 while strikers Bornwell Mwape is still recovering from his injury which has kept him away since last December. Fathi is however comforted by the return of striker Laudit Mavungo who has recovered from a hamstring injury suffered during NAPSA’s clash with Indeni FC in the Super Division. He said the Pensioners have a plan to turn the game around in Kenya where they will entertain the Green Army in Nairobi this Sun-

day before hosting the Kenyans on February 21 at the National Heroes Stadium in Lusaka. Fathi said the team is motivated with the 1-0 win over Nkwazi in the FAZ Super Division and hope to get a positive result in Kenya which will motivate them ahead of the second leg in Lusaka. He said the few challenges experienced in Kenya so far will not derail the team from achieving its targets.
